Abstract:

We experimentally investigate variants of the investment game by Berg, Dickhaut, and McCabe (1995), in which one of the two players decides who are first mover and second mover. It has been shown by Kleine, Königstein, and Rozsnyói (2014) that voluntary leadership increases both investment and backtransfer. We interpret voluntary leadership as a signal of cooperation that stimulates reciprocal cooperation. If a relatively rich player takes the lead (putting himself/herself under investment risk) this should be seen as a less strong signal of cooperation than taking the lead among equally endowed players. Indeed, we show that under asymmetric endowments, voluntary leadership has a weaker effect than under symmetric endowments.

Abstract:

Abstract During 1916 Ernst Ludwig Kirchner created a group of landscape paintings, based on his experiences at the Kohnstamm Sanatorium in Königstein, which were more symbolic in character than his previous landscapes. This essay shows that contact with Carl and Thea Sternheim, who encouraged a reengagement with Vincent van Gogh’s paintings and letters, played a role in this change. Kirchner’s recognition of how Van Gogh could express an affect through his painting was reinforced by Dr. Kohnstamm’s writings about empathy’s role in artistic expression. Artistic practice and aesthetic theory were joined in representations of Jena done during Fall 1916 in which Kirchner transformed the landscape through formal means into symbols of his emotional relationship to that space.

Abstract:

During WW II, numerous precious art works from Polish public and private collections were looted, displaced and taken out of Poland. In view of the value of some of those pieces, the invaders’ authorities decided to have them transferred to German museums, and this is what happened to the coronation insignia of King Augustus III and his spouse Maria Josepha. German officials took over the regalia which were property of the National Museum in Warsaw already in 1939. Some time after, they were transferred to Cracow, the capital of the General Government. Several months later the insignia returned to Warsaw. In 1941, Dr Hans Lammers, Chief of the Reich Chancellery, requested them. On Adolf Hitler’s decision they were to be transferred to Dresden’s Grünes Gewölbe; in order to be transported there they were taken from Warsaw in 1942. By the end of the war, they were evacuated to a repository of artworks in the cellars of the Königstein Fortress. After WW II had ended, they were relocated, together with other cultural goods, to Moscow. It was only in 1960 that the Soviet regime returned the precious regalia to Poland.

Abstract:

Since late 2015, the authors have studied the refugee crisis in Europe. In this article, we analyze local factors that are significant for urban planning to include in an integration plan through case studies in three cities in Germany. We have chosen to study Germany because of the country’s touted Willkommen Kultur (welcome culture), which was prompted in large part by Chancellor Angela Merkel’s “Flüchtlinge Willkommen” (“refugees welcome”) stance. Now, three years after Chancellor Merkel’s declaration to the world, although international and national policies set many parameters for refugee integration, responses to the uncertainty of the situation are fundamentally informed by local contexts. Germany has adopted a policy of distributing refugees to communities throughout the country according to the so-called “Königstein Key”, which sets quotas for each state according to economic capacity. We have selected case study cities and a county that are at different scales and regions: Borken in Hessen (13,500 people), Kassel County (200,000), and Essen, a larger city (600,000). Here we investigate the ways in which German citizens and refugees interact and integrate, with a focus on the social-spatial aspects of refugee experiences and the impacts on urban planning policy, urban morphology, building typology, and pattern language formation. Beyond crisis, we are looking at how refugees can and will try to integrate into their host countries, cities, and neighborhoods and start a new life and how host communities respond to refugee arrival. Urban architecture projects for housing and work opportunities that help the process of integration are part of this study. Particularly, in this article, we investigate the reality on the ground of the positive Willkommen Kultur and the high expectations and implied promises that were set in 2015 by Chancellor Angela Merkel and German society.

Vorgesehen sind hierfür insgesamt zwei Milliarden Euro, die den Ländern durch eine Änderung des Verteilungsschlüssels der Umsatzsteuern zwischen Bund und Ländern zur Verfügung gestellt werden. Im vorliegenden Beitrag zur Diskussion werden unterschiedliche Modelle vorgestellt, wie die Mittel möglichst gerecht auf die einzelnen Länder verteilt werden könnten. Eine Verteilung nach dem üblichen Königsteiner Schlüssel würde wie zuvor schon bei anderen Bund-Länder-Programmen zu einer Ungleichbehandlung von Schüler*innen führen.
