Abstract:

Difuzija modela upravnih reformi u globaliziranom okolišu 21. stoljeća sve je manje ovisna o geografskim i kulturološkim barijerama. Stoga komparacija i kontekstualizacija upravnih fenomena treba postati esencijalni dio upravne znanosti. Komparativna istraživanja ogledalo su prilika u raznim upravnim sustavima i mogući su orijentir za primjenu upravnih modela u budućnosti. Značenje komparativne javne uprave i doseg primjene komparativne metode istraživanja u Hrvatskoj autor istražuje metodom analize sadržaja znanstvenih članaka, a naglasak je na komparativnim člancima koji javnu upravu tematiziraju u najmanje dvije države, osim Republike Hrvatske. Pregledom 151 časopisa iz područja društvenih znanosti locirano je 13 komparativnih članaka i 40 studija slučaja, objavljenih od 2009. do 2015. Istraživanje je počelo hipotezom da hrvatski znanstveni časopisi imaju važan komparativni segment koji pridonosi razvoju discipline komparativne javne uprave. Autor djelomično odbacuje početnu hipotezu i utvrđuje da je postojeći komparativni segment hrvatskih znanstvenih časopisa nedostatan, međutim, iznimno komparativno vrijedan.

Abstract:

This paper combines two thematic areas which have been in the focus of linguists’ interest for some years, viz. studies in lexicalization patterns of verbs and grammaticalization studies. Instead of comparing lexicalization patterns of different lan guages I have chosen to compare various stages of the same language, namely Old Russian and Modern Russian. This enables me to analyze the interrelationship between lexicalization patterns and grammatical categories. The paper argues that it is important to distinguish between naming principle and lexicalization pattern. A language may describe an image or an idea and therefore has to make a semiotic choice between these two different naming principles. Having chosen a speciﬁc naming principle a language has to determine which parts of the image or which parts of the idea it wants to focus on or specify. My analysis shows that the Old Russian verb describes the idea, i.e. the ground-propositional structure, whereas the Modern Russian verb describes the image, i.e. the ground-situational structure. Moreover, it appears that Old Russian focuses on the state description without paying attention to the activity description, while Modern Russian takes into account both the state situation and the activity situation, but with the main focus on the former – the latter is only treated in prototypical terms. The shift in naming strategy and lexicalization pattern from Old Russian to Modern Russian can only be explained by the introduction of the new category of aspect, a determinant category in Modern Russian.

Abstract:

Artikkelen undersøker relasjonen mellom menneske og natur i Knut Hamsuns Markens grøde (1917) og Stina Aronsons Hitom himlen (1946). Et komparativt perspektiv inspirert av postkolonial økokritikk viser at begge tekstene forholder seg aktivt til et sett av ideologisk ladede forestillinger knyttet til den nordlige ødemarken som motivfelt. Ved å sammenligne fremstillinger av bønder, landskap, dyr, samer og overnaturlige krefter, blir det tydelig at forfatternes måte å forholde seg til dette motivfeltet på, er preget av ganske ulike syn på menneske og natur. Artikkelen tar for seg noen pregnante tekststeder der slike ideologiske posisjoner blir særlig tydelige. Dermed kan artikkelen også leses inn i en pågående diskusjon av Hamsuns omstridte nobelprisroman som en økologisk tekst. Det komparative, situerende og ideologikritiske perspektivet bidrar til å nyansere tidligere økokritiske lesninger, særlig knyttet til samenes status i teksten.

Abstract:

Artiklen belyser den danske konkurrencestat sammenlignet med andre vestlige lande. I analysen fokuseres på fire dimensioner: 2. Ulighed, fattigdom og skat, 2. Social mobilitet, 3. Økonomisk vækst, konkurrenceevne og økonomisk holdbarhed, og 4. Beskæftigelse, arbejdsløshed og arbejdsmarkedspolitik. Sideløbende analyseres sammenhænge mellem dimensionerne, eksempelvis ligheds betydning for social mobilitet, vækst mv. På baggrund af den komparative analyse argumenterer vi for, at Danmark overordnet set kan karakteriseres som en universalistisk konkurrencestat med en lav grad af ulighed (om end den er steget) og fattigdom kombineret med en konkurrencedygtig og holdbar økonomi, der fastholder den traditionelle velfærdsstats fokus på social sikring og lige adgang til velfærdsservice, om end reformer af dagpenge og kontanthjælp har mindsket graden af sikring i forbindelse med arbejdsløshed. Som den største udfordring for den danske konkurrencestat peger vi på, at Danmark på trods af et stærkt fokus på området stadig er udfordret af, at erhvervsdeltagelsen blandt 25-54 årige mænd er væsentligt lavere, end den var før 1973 og end i de lande, der klarer sig bedst på dette parameter (Schweiz, Japan, Island). På denne baggrund diskuteres, hvad der skal til for at øge beskæftigelsesfrekvensen. ENGELSK ABSTRACT Mikkel Dehlholm and Ove K. Pedersen: Success or failure: a comparative look at the Danish competition state This article analyzes the Danish competition state in comparison with other western states on four dimensions: 1) inequality, poverty and tax, 2) social mobility, 3) economic growth, competitiveness and economic stability and 4) employment, unemployment and labor market policy. It also analyzes relations between these dimensions. Based on the analysis, we argue that Denmark can be characterized as a universalistic competition state. We point out that the greatest challenge for the Danish competition state is the low employment rate for men between the ages of 25-54, which is lower than it was in 1973 and also lower than other countries (such as Switzerland, Japan, Iceland). Abstract This section contains reviews of two Swedish books on international taxation. First, the book Skatteavtal och generalklausuler, Ett komparativt perspektiv (Tax Agreements and General Anti-Avoidance Regulations, A Comparative Perspective) is recommended for those who study and work with international tax law. The book analyses how tax treaties’ function to limit contracting states’ taxing powers relates to national GAARs. A comparative analysis is made between Sweden and Canada. In the second review, the doctoral dissertation EU-domstolens restirktionsprövning i mal om de grundläggande frihterna och direkta skatter (The EU Court of Justice’s examination of the restriction requirement in its direct tax case law) is reviewed. The dissertation systemizes relevant CJEU’s case law and analyzes the Courts reasoning in deciding whether or not certain tax regulation is in conflict with EU fundamental freedoms.

U članku autorica podastire kritički pregled književno teoretskih dostignuća u hrvatskoj komparatistici od njihovih začetaka do danas, s posebnim naglaskom na pregled problemskih punktova i lakuna u prvim teoretskim radovima inozemnih i hrvatskih komparatista. AbstractWorldwide, teacher educators and policymakers call for teacher preparation that is more deeply linked to practice. Yet, we know little about how such linkages are achieved within different international programs. We examine the degree to which programs provide opportunities to learn that are grounded in practice. We report on survey data (n = 486 teacher candidates) from five pro-grams in Finland, Norway, California, Chile, and Cuba, and observation data from the methods courses (n = 104 hours) in six programs in Finland, Norway, and California. Using an analytical framework decomposing the conception of ‘opportunities that are grounded in practice’ in teacher education, this article provides evidence regarding the successes—and challenges—concerning incorporating practice in teacher education. Abstract:

ENGLISH ABSTRACT: Drawing on iconographic material in the form of a decora-tion of church frescoes from the year 1522 in the medieval parish church Vor Frue Kirke in Skive this article examines the Christian cult and mythology of saints in the Late Middle Ages as an expression of a polytheistic, systematizing world view. Tak-ing a theoretical departure point in Robert Bellah’s theory of religious evolution con-cerning archaic and axial forms of religion and within the medieval Christian world view the article performs an analysis of the catalogue of saints in Skive to determine which functions each saint seem to occupy in a pantheon and to uncover a grand scale hierarchy of the decoration as a whole. As a last thing the catalogue of saints is put further into the big comparative perspective within Bellah’s theoretical framework by a comparison to the ancient Mesopotamian kudurru of the Babylonian king Melishipak 2. as a typical archaic and analogistic system of gods. DANSK RESUMÉ: Med eksempel i ikonografisk materiale i form af en udsmykning af kalkmalerier fra år 1522 i den middelalderlige sognekirke Vor Frue Kirke i Skive bliver den senmiddelalderlige kristne helgenkult og -mytologi i denne artikel under-søgt som udtryk for en polyteistisk, systematiserende verdensopfattelse. Med teoretisk udgangspunkt i Robert Bellahs religionsevolutionære teori om arkaiske og aksiale religionsformer og i det middelalderkristne verdenssyn gives en analyse af helgenka-taloget i Skive med henblik på at kortlægge, hvilke funktioner hver helgen udfylder i et panteon, og at afdække en overordnet hierarkisering af udsmykningen. Afslut-ningsvis sættes helgenkataloget yderligere ind i et større komparativt perspektiv via en sammenligning med den babylonske kong Melishipak 2.’s kudurru som et typisk arkaisk-analogistisk system af guder.

Abstract:

U istraživanju su uspoređene tradicionalne ('Ovčji nos', 'Mašanka' i 'Zlatna zimska parmenka') s otpornim ('Topaz', 'Pinova®' i 'Querina-Florina') i komercijalnim sortama ('Gala Schnitzer Schniga®', 'Golden Delicious Reinders®', 'Idared') s ciljem bolje procjene potencijala i kvalitete plodova sorti te za implementaciju ekološki prihvatljivije proizvodnje pojedinih sorti jabuka u intenzivnom sustavu uzgoja. U usporedbi s komercijalnim sortama u istraživanju, otporne sorte 'Topaz' i 'Pinova' pokazale su komparativna svojstva s obzirom na produktivnost, dok je sorta 'Querina-Florina' imala značajno manju učinkovitost priroda. Od tradicionalnih sorti izdvaja se sorta 'Ovčji nos' čiji je prirod komparativan s nekim komercijalnim sortama. Kvaliteta ploda svih sorti u istraživanju bila je zadovoljavajuća s obzirom na veličinu ploda te sadržaj topljive suhe tvari.

Abstract:

Unter Betrachtung der Forschungstradition komparativer Mediensystemforschung sowie dem Vergleich von ähnlichen Mediensystemen wie bspw. der EU-Mitgliedstaaten zeigt sich, dass die von Roger Blum entwickelten Ausprägungsmöglichkeiten nach der liberalen, der mittleren und der regulierten Linie nicht ausreichen, um Mediensysteme ausreichend unterscheiden zu können. Mediensysteme mit ähnlichen, aber doch unterschiedlichen politischen wie marktlichen Gegebenheiten müssen aufgrund der Knappheit der Blum’schen Ausprägungen in der gleichen Linie eingeordnet werden.Die hier vorgestellte Differenzierung des pragmatischen Differenzansatzes bietet eine Diskussionsgrundlage als auch praktische Erweiterung über die von Blum herausgestellten, potentiellen Mängel des eigenen Ansatzes: den gänzlichen Verzicht auf Modelltypologien, die Einführung eines Benchmark-Scoring-Systems, um schwer zu vergleichende Mediensysteme vergleichbar zu halten, die Adaption des Triple A-Rating-Systems aus der Finanzwirtschaftswissenschaft zur genaueren Differenzierung bei sog. „Wackelkandidaten“ (Blum, 2014, S. 394) sowie die Fortschreibung des Blum’schen Programms. Dazu werden neue Linien-Kategorien von AAA bis C-D je Kriterium (mit Bias/Benchmark pro Kriterium) das Spektrum an möglichen Ausprägungen erweitern sowie den Nutzen komparatistischer Forschungsergebnisse der komparativen Mediensystemforschung erhöhen.Es soll auf den Anspruch der Entwicklung wiederum gänzlich autonomer Forschungsprogramme verzichtet werden. Ebenso verzichtet werden soll auf neue Ebenen der Intersubjektivität im Design der Forschungsinstrumente. Die Einarbeitung von bewährten Verfahren aus anderen Fachdisziplinen steht zudem für die Interdisziplinarität komparativer Mediensystemforschung.

Abstract:

Contextualisation of cross-national comparisons Most social scientists agree that it is necessary to analyse social phenomenon in context. However, the notion of context is most often used loosely and arbitrary. Therefore, this article invites to reconsider the notion of contextualisation, and it is argued that a contextual approach entails that social relations must be given primacy in the analysis of social phenomenon. A contextual model is developed in order to understand the marked differences in female labour force participation in Denmark and Italy. It is argued that we find low female participation rates in Italy due to a familial social system (traditional family, residuel welfare state, closed labour markets) which corresponds to a centripetal female orientation, while we find high female labour force partici-pation in Denmark due to a contractual social system (dual family, institutional welfare state, open labour markets) which corresponds to a centrifugal female orientation.

Zusammenfassung. In diesem Artikel werden empirische Untersuchungsbefunde zur Entwicklung des aktiven Wortschatzes und zur Sprachförderdiagnostik bei multilingualen Primarschulkindern dargestellt. Bei 258 bilingualen Erst- bis Fünftklässlern aus Luxemburg (von denen 91 trilingual waren) wurden Daten mit einem Kurzinterview zu ihren Präferenz- und Kontaktsprachen, ihrem aktiven Wortschatz und ihren kurzfristigen Gedächtnisleistungen in zwei oder drei ihrer Sprachen mit der ersten Experimentalversion eines Tests zur komparativen Sprachentwicklungs- und Förderdiagnostik (TKS-I) erhoben. Ergänzend wurden Indikatoren der allgemeinen Intelligenz (Standard Progressive Matrices; Zahlennachsprechen aus der revidierten Version des Hamburg-Wechsler-Intelligenz-Tests für Kinder) erfasst. Die Befunddarstellung konzentriert sich auf (1) die psychometrische Qualität der TKS-I-Skalen sowie ihre Korrelate (Alter, Erziehungskohorte und Indikatoren der allgemeinen Intelligenz), (2) die Möglichkeiten der Differentialdiagnostik von balancierter und dominanter Bi- bzw. Multilingualität und (3) komparative Beschreibungen der Wortschatzentwicklung und der verbalen Gedächtnisleistungen in den Erziehungskohorten. Kohortenvergleiche weisen für Bilingualität bei altersunabhängigem förderdiagnostischem Wortschatzgewinn auf sehr ähnliche Wortschatzzunahmen in beiden Sprachen. Bei Trilingualität konnten dagegen für die dritte Sprache keine Kohortenunterschiede im aktiven Wortschatz, jedoch ein positiv mit dem Alter korrelierter förderdiagnostischer Wortschatzgewinn festgestellt werden. Wortschatz und förderdiagnostische Wortschatzzunahme erwiesen sich bei Auspartialisierung der Alterseffekte als unabhängig von den Indikatoren der allgemeinen Intelligenz.
