Abstract:
In this paper, a new method is proposed to expand the family of lifetime distributions. The suggested method is named as Khalil new generalized family (KNGF) of distributions. A special submodel, termed as Khalil new generalized Pareto (KNGP) distribution, is investigated from the family with one shape and two scale parameters. A number of mathematical properties of the submodel have been derived including moments, moment-generating function, quantile function, entropy measures, order statistics, mean residual life function, and maximum likelihood method for the estimation of parameters. The proposed distribution is very flexible in its nature covering several hazard rate shapes (symmetric and asymmetric). To examine the performance of the maximum likelihood estimates in terms of their bias and mean squared error using simulated samples, a simulation study is carried out. Furthermore, parametric estimation of the model is conferred using the method of maximum likelihood, and the practicality of the proposed family is illustrated with the help of real datasets. Finally, we hope that the new suggested flexible KNGF may produce useful models for fitting monotonic and nonmonotonic data related to survival analysis and reliability analysis.

Abstract:
Background A national clinical registry was established in the Netherlands containing data directly sampled from electronic health record systems of physical therapists (PTs). This registry aims to evaluate the potential of patient reported outcome measures (PROMs) to develop quality indicators (QIs) in physical therapy care. Purpose To test to what extent the collected PROM data are reliable, valid and discriminatory between practices in measuring outcomes of patients with non-specific low back pain (NSLBP). Methods In this retrospective cohort study 865 PT practices with 6,560 PTs voluntarily collected PROM data of patients with NSLBP, using the Quebec Back Pain Disability Scale (QBPDS), the Numeric Pain Rating Scale (NPRS) and the Patient Specific Functioning Scale (PSFS). Reliability was determined by analysing the completeness of the dataset, the comparability by using national reference data, and through checking selection bias in the included patients. Validity was tested using the known-groups contrast between patients with (sub)acute vs. chronic NSLBP. To determine discriminative ability of outcomes between PT practices, case-mix corrected hierarchical multilevel analyses were performed. Results Reliability was sufficient by confirming fifteen of the sixteen hypotheses: 59% of all patients opted in for data analysis, 42% of these included patients showed repeated measurement, comparing with reference data and potential selection bias showed < 5% between group differences, while differences between (sub)acute and chronic NSLB-groups were significantly larger than 5% (less treatment sessions, lager differences in outcomes in (sub)acute NSLB patients). In addition, all nine adjusted hierarchical multilevel models confirm that the collected dataset on outcomes in PT care is able to discriminate between practices using PROM results of patients with NSLBP (ICC-scores range 0.11–0.21). Limitations Although we have shown the reliability, validity and discriminative ability of the dataset in the quest to develop QIs, we are aware that reducing missing values in patient records and the selective participation of PTs that belong to the innovators needs attention in the next stages of implementation to avoid bias in the results. Conclusion PROMs of patients with NSLBP collected in the national clinical registry of KNGF are reliable, valid and able to discriminate between primary care PT practices.

In biological particles such as Fusarium species, ice nucleation activity (INA) has been observed. Fusarium strains isolated from apple declined trees in Korea were identified with a multilocus sequence analysis using the tef1 and rpb1 genes. Droplet-freezing and tube-freezing assays were used to determine the INA of the strains, using Pseudomonas syringae pv. syringae KACC 21200 as a positive control and resulting in seven INA+ fungal strains that were identified as F. tricinctum (KNUF- 21-F17, KNUF-21-F18, KNUF-21-F29, KNUF-21-F32, KNUF-21-F38, KNUF-21-F43, and KNUF-21-F44). The effect of Fusarium INA+ KNUF-21-F29 was compared to that of INA– strains on Chrysanthemum morifolium cv. Shinma explants. A higher callus formation and noshoot formation were observed, suggesting that fungal INA could play a role in cold injuries and be a factor to consider in rapid apple decline. To the best of our knowledge, this is the first report of INA fungal strains isolated in Korea.

Design: randomised controlled trial Setting: Melegnano Hospital – Neurology Departement Participants:40 patients with PD, 2 years or more since diagnosis, with Hoehn and Yahr stage 2 or 3 Interventions: Subjects were randomised to physiotherapy according to KNGF guide-lines or motor activity not finalized to rehabilitative purposes. Patients completed 28 + 4 sessions over 4 months. Main outcome measures: UPDRS, FIM, TEN METER WALK TEST, VNS, TUG TEST, HRSD, QL-INDEX, FALL’S DIARY. Results: Improvement in the autonomy, in the motor clinical conditions and in functional mobility, increase of the speed and reduction of the number of footsteps, reduction of depressive symptoms was observed in patients that have followed the specific program of physiotherapy.

The criminal law frameworks of countries that have been the subject of international peacekeeping operations and military interventions often reveal an urgent requirement for reform. Destabilised by conflict, existing frameworks may be discriminatory and inconsistent with international human rights and due process standards. New law may be imperative to promote the development of fair and effective justice systems, rule of law and transitions from conflict to peace. While the transplantation of readily-available law can be an appealing solution a fundamental concern for legislators is whether it represents a reasonable and effective mechanism for developing vital post-intervention criminal law reform. This thesis addresses this issue by examining the Interim Criminal Procedure Code 2004 and the Counter Narcotics Law 2005, two laws developed by legal transplantation in Afghanistan, the most recent example of a country where the international community is engaged in post-intervention criminal law reform. It does this by firstly developing a new evaluative test developed from an examination of theoretical perspectives on transplant feasibility. It then applies this test using quantitative data supported by original qualitative research from interviews with senior Afghan and international legal personnel. It finds that neither law has been successful. Their transplanted content and the processes of transplantation have reduced the extent to which they have been accepted and achieved their objectives and have increased their potential to be ‘lethal' transplants capable of promoting injustices, generating destabilising discontent and moderating rule of law promotion. This study questions the assumption that it should always be reasonable to develop post-intervention criminal law by means of legal transplantation. The reasonableness of relying on legal transplantation will depend on the sensitivity with which it is employed, requiring knowledge of legal transplant feasibility, local history and legal traditions and the prior application of the proposed evaluative test to assess potential receptivity.

An NNF circuit is a directed acyclic graph (DAG), where each leaf is labelled with either true/false or a literal, and each inner node represents either a conjunction (∧) or a disjunction (∨). A decomposable NNF (DNNF) is an NNF satisfying the decomposabi- lity property for each conjunction node. The C-BDMC language generalizes the DNNF language. In a C-BDMC, the leaves can contain CNF formulae from a given base class C. In this paper, we focus only on renamable Horn formulae. We experimentally compare the sizes of d-BDMC and d-DNNF representations. We describe a new compilation langu- age, called cara DNNF (c-DNNF), that generalizes the DNNF language. A c-DNNF circuit can be considered as a compressed representation of a DNNF circuit. We present a new experimental knowledge compiler, called CaraCompiler, for converting a CNF formula into a d-BDMC or a (c)d-DNNF circuit. CaraCompiler is based on the state-of-the-art compiler D4. Also, we mention some extensions for the compiler D4, such as caching hypergraph cuts that can reduce the compilation times. 1

Decision before Dawn (Twentieth Century-Fox, 1951) was based on the true story of a Wehrmacht prisoner-of-war, code-name ‘Happy’, who volunteered for the American Office of Strategic Services in 1945 to spy behind German lines for the Allies, exploring the issue of Landesverrat (national treason) amid the changing loyalties of the Cold War during West Germany’s post-war rearmament. Screenwriter Peter Viertel had himself been ‘Happy’s’ case-officer. The chapter uses archives from Twentieth Century-Fox studios and the US State Department to chart fruitless attempts to suppress a West German release for fear of inflaming nationalist and local Bavarian sentiment. Entscheidung vor Morgengrauen (1952) received mixed reviews, which are discussed alongside subtle changes made to the dubbed German version. The Hollywood release marked the international breakthrough for Austro-German actors Oskar Werner and Hildegard Knef.

Zachęty podatkowe są często stosowane w celu podwyższenia poziomu uczestnictwa w dodatkowych systemach emerytalnych. Rozwiązaniae te są kosztowne lecz ich efekty można zaobserwować można niemal natychmiast, co jest niemożliwe do osiągnięcia w przypadku większości innych metod stymulowania rozwoju dodatkowego zabezpieczenia emerytalnego. Zachęty podatkowe mogą jednak prowadzić zarówno do pożądanych, jak i niepożądanych skutków, wśród których do najważniejszych należą efekt dochodowy oraz efekt realokacji, a także redystrybucja w kierunku osób bogatszych. Pierwszy występuje w sytuacji rezygnacji z konsumpcji na rzecz zwiększenia stopy oszczędzania. Drugi jest obserwowany, gdy osoby posiadające oszczędności przenoszą zgromadzony kapitał do produktów oferowanych z zachętą podatkową. W artykule oceniono efektywność zachęt podatkowych w dodatkowym systemie emerytalnym w Polsce w latach 2012–2017. W analizie wykorzystano dostępną literaturę przedmiotu i raporty publikowane przez instytucje rynku emerytalnego oraz dane pozyskane z Ministerstwa Finansów i Komisji Nadzoru Finansowego (KNF). Uzyskane wyniki potwierdzają, że zachęty podatkowe w dodatkowym systemie emerytalnym są głównie wykorzystywane przez osoby bogate, co pozwala przypuszczać, iż efekt realokacji dominuje nad efektem dochodowym. Oznacza to także redystrybucję w kierunku osób lepiej zarabiających w sytuacji, gdy ulgi podatkowe finansowane są przez ogół podatników.

Abstract:
Initial core of Ulchin Nuclear Unit 3 (UCN3), which is one of earlier OPR1000 model, was 4 batches and designed as annual cycle after second cycle. The utility requested that UCN Unit 5 (UCN5), which is another of OPR1000 model, had capability of a longer cycle operation from second cycle. Therefore, KNF modified the number of batches from 4 to 3 for OPR1000 initial core, as well as, the number of burnable absorber, and the cutback length of the absorber. However, due to these changes, Xenon oscillation was slightly increased at 100% power during the physics test of UCN5, while that oscillation at 100% power in UCN3 had been gone down without any control rod motion. The xenon oscillation direction is related to axial stability index. The index of UCN3 increased from a slightly negative at BOC to positive at EOC, the index of UCN5 was positive even at BOC, which meant that the core does not go to be stable without the control rod motion. The core of UCN5 became the steady state by the insertion of control rods into the core. To meet the physics test condition, the oscillation was controlled by control rods immediately. After the happening, KNF optimized the cutback length of burnable absorber rods and applied to APR1400, which will keep being stable in xenon oscillation during physics test at the initial cycle.

Abstract:
Among Reactivity Initiated Accidents (RIAs) for Pressurized Water Reactor (PWR), Control Element Assembly Ejection (CEAE) accident causes the rapid positive reactivity insertion to the core. It causes an asymmetric power distortion which results in the rising of local fuel temperature, fuel pellet thermal expansion and cladding ballooning or rupture. In the CEAE accident, Doppler feedback has a profound effect because the negative reactivity insertion due to the rise of fuel temperature reduces the core power after rapid power excursion. But the Doppler reactivity can’t be calculated properly in the safety analysis code, using point kinetics model, because the point kinetics model is not able to consider spatial-time effect of the sudden rise in local fuel temperature on Doppler feedback calculation during CEAE accident. And then the excessively high core power which results from the underestimated Doppler feedback would make more severe results such as PCMI fuel failure, fuel cladding rupture and serious DNB fuel failure. Therefore, Doppler Weighting Factor (DWF) is needed for the safety analysis of CEAE accident to compensate a missing spatial-time effect on Doppler feedback calculation. In this study, the adequacy of the application of DWF for APR1400 was evaluated by using nuclear design code called ASTRA (Advanced Static and Transient Reactor Analyzer)[1] and a methodology called ISAM (Integrated Safety Analysis Methodology)[2]. ASTRA is the 3D nuclear design code newly developed by KNF and has various functions such as the static core design, the transient core analysis and the operational support. ISAM is the methodology which is newly developed by KNF to perform the Non-LOCA safety analysis by using RETRAN[3] code which is widely used in the transient analysis and based on the point kinetics model.

The performance of a selective group of mini and micro-pumps has been evaluated for use in gas phase detection for the Micro-Chem-Lab™. Our major assessment criteria are: flow rate, pressure drop across the pump, and electrical current drawn by the pump. Two pumping configurations have been investigated: (1) upstream pumping to build up pressure head and (2) downstream pumping to draw vacuum. Four mini-pumps (T-Square, SP 250 EC, SP 135 FZ-4, and KNF Neuberger) have been studied. Each of these pumps has been tested to determine whether they meet our requirements of high head pressure, high flow rate, and low power consumption. We have also assessed different mechanisms for pumping gas in micro-domains — specifically, a valveless diffuser/nozzle micro-pump, a LIGA diaphragm micro-pump and a micro drag pump. However our preliminary findings reveal that these micro-pumps do not meet our minimal requirements for use in the μChemLab™.

Abstract:
The SSI (Soil-Structure Interaction) analyses are being performed for the APR1400 (Advanced Power Reactor 1400MWe, Old name - KNGR ; Korean Next Generation Reactor) design, because the APR1400 is developed as a Standard Nuclear Power Plant concept enveloping suitable soil conditions. For the SSI analyses, SASSI program which adopts the Flexible Volume Method is used. In the SSI analyses, there can be uncertainties by Bond and De-bond problem between the structure and lateral soil elements. According to ASCE Standard 4, one method to address this concern is to assume no connectivity between structure and lateral soil over the upper half of the embedment of 20ft (6m), whichever is less. This study is performed as a part of the parametric analyses for the APR1400 seismic analyses to address the concern of the potential embedment effect on the in-structure response spectra due to connectivity between structure and lateral soil. In this study, 4 model cases are analyzed to check the potential embedment effect — Full connection, 20ft no connectivity which is defined as a minimum De-bond depth of the soil in ASCE Standard 4 and 26.5ft no connectivity between structure and lateral soil over the upper half of the embedment. Last one is full no connection for only reference. The in-structure response spectra are compared with the response spectra without considering the embedment effect.

The reactor vessel head region consists of a number of components and systems including reactor vessel head, CEDMs with their cables, cooling air system with ducts and fans, missile shield, seismic supports, head lift rig and cable supports. Prior to refueling operation, those components must be dismantled separately, and moved to the designated storage area. It was a very complicated and time consuming process. As a result, the integrated head assembly (IHA) was introduced to simplify those disassembling procedures, reduce refueling outage period, and improve safety in the containment building as those components are combined into a single system. To reduce refueling outage duration and radiation exposures to the workers by integrating the complicated reactor head region structures, KEPCO E&C has developed the IHA concept in the Korean Next Generation Reactor (KNGR) project [1]. The first application was implemented for the Optimized Power Reactor 1000 (OPR1000) at Shin-Kori units 1&2 and Shin-Wolsong units 1&2. With the past experience, the IHA was upgraded to be applied to the Advanced Power Reactor 1400 (APR1400). The design was patented in Korea [2], China, EU and the USA as modular reactor head area assembly. The IHA was applied for APR1400 nuclear power plants at Shin-Kori and Shin-Hanul, Korea. The design was also supplied to Barakah Nuclear Power Plants in the United Arab Emirates. This paper presents the design features and a variety of analysis which have been used for the APR1400 IHA.

High heat loads of mechanical, chemical, and biomedical microsystems require heat exchangers which are very small, robust, and efficient. Nanofluids are dilute suspensions of nanoparticles in liquids, which may exhibit remarkable heat transfer characteristics, especially for heat removal in micro-devices. Minimization of entropy generation is potentially a design tool to determine best heat exchanger device geometry and operation. Focusing on microchannel heat sink applications, the thermal performance of pure fluid flow as well as different nanofluids (i.e., Al2O3+water and ZnO+EG) with different volume fractions are discussed. The local and volumetric entropy rates caused by frictional and thermal effects are illustrated for different coolants, geometries and operational parameters. The Feng-Kleinstreuer (F-K) thermal conductivity model, which consists of a base-fluid static part, kbf, and a new “micro-mixing” part, kmm, i.e., knf = kbf + kmm, was adopted in the thermal performance study of nanofluid flow in microchannels. In addition, two effective nanofluid viscosity models have been analyzed and are compared in the current study. In summary, the friction factor, pressure gradient, pumping power, local heat transfer coefficient, thermal resistance and entropy generation are evaluated for different nanofluids. The experimentally validated computational study provides new physical insight and criteria for design applications towards effective micro-system cooling.

Abstract A spacer grid is one of the primary components of the PWR nuclear fuel. Spacer grid maintains proper pitches between the fuel rods and enables the fuel rod to cool down by providing coolant flow path. However, when the nuclear fuel is subjected to an unexpected excessive load during shipping, handling, manufacturing and operating, it could lead to fuel failure such as spacer grid buckling and cladding tube deformation. The most limiting load acting on the spacer grid is the lateral impact load during seismic/loss-of-coolant accidents. Dynamic crush strength of the spacer grid greatly contributes to the nuclear fuel integrity throughout the fuel lifetime [1]. This buckling strength tends to become weak in end of life (EOL) condition. KEPCO NF (KNF) carried out dynamic crush tests of the spacer grid and analyzed its characteristics. Spacer grids were prepared with three groups that have different cell sizes according to beginning of life (BOL), EOL and enlarged EOL simulated conditions. In addition, two kinds of dynamic crush tests were performed. One is pendulum impact test that drops a hammer to the grid in a short time. And the other is hydraulic long-pulse test that pushes impact plate to the grid in longer time. These tests and analysis results were compared in each group and discussed to explore key factors for improving crush strength of the spacer grid. In this paper, the spacer grid manufactured by additive manufacturing (AM) technology [2] is also introduced to verify the buckling performance. AM is a method to make designed shape with metal powder and built-up technology that is different from conventional manufacturing. Through the study, it could be a good alterative solution that the new manufacturing method might be helpful to improve dynamic impact characteristics.
