Full textSyftet med denna undersökning är att analysera hur regeringens ekonomiska politik formas under ekonomiska kristider. Undersökningen har en idéanalytisk utgångspunkt och använder dels dokument som beskriver de långsiktiga idéer som upprättats av den nuvarande borgerliga regeringen, dels även budgetpropositioner som beskriver den praktiskt utformade ekonomiska politiken från hösten 2006, hösten 2007 och våren 2009. Den praktiska politiken återkopplas till idéerna för att dra slutsatser om huruvida regeringen har en strikt ideologisk eller en pragmatisk syn på ekonomin. Detta sker genom att använda dimensioner skapade utifrån John Maynard Keynes och Friedrich Hayeks ekonomiska teorier, och därigenom observera hur regeringen förhåller sig på dessa dimensionsskalor vid varje tidpunkt relaterat till de långsiktiga idéerna.
Resultatet visar att regeringen till viss del frångår sin ekonomiska idéinriktning på så sätt att man får en större acceptans till Keynes idéer när det ekonomiska klimatet blivit sämre.

Este trabalho tem como objetivo analisar a moeda dentro da economia capitalista. Busca-se mostrar que a moeda não é somente um elemento que facilita as trocas. Essa visão de neutralidade da moeda faz parte da teoria chamada ortodoxa. Em contraposição a esta teoria será colocada a idéia de que a moeda desempenha um papel fundamental no sistema, pois ela forma o início e o resultado de qualquer produção, o que afeta todas as outras variáveis econômicas. Para defender essa hipótese serão utilizadas como recurso teórico algumas das obras dos autores Karl Marx e John Maynard Keynes, bem como textos de apoio, principalmente de Maria de Lourdes Rollemberg Mollo (1988) e Leda Maria Paulani (1991)

Full textEste trabalho tem como objetivo discutir os pontos de convergência e divergência entre as teorias econômicas de Thorstein Bunde Veblen e John Maynard Keynes. Para cumprir este objetivo, são apresentados, primeiramente, os princípios fundamentais que dão forma à teoria institucionalista de Veblen (a partir de obras selecionadas), tais como os instintos, hábitos e instituições que moldam o comportamento humano. Segundo o autor, a evolução desses elementos é importante para a compreensão da estrutura e do funcionamento do sistema capitalista atual. A seguir, é realizado um estudo do pensamento keynesiano (a partir da publicação de sua Teoria Geral em 1936) a respeito da demanda efetiva, do papel das expectativas de longo prazo na determinação dos níveis de emprego e renda, dos ciclos econômicos, e sua perspectiva sobre o futuro do sistema capitalista. A pesquisa encontrou semelhanças nos pontos de vista dos autores acerca dos componentes da demanda agregada, da determinação dos níveis de emprego e renda em uma economia capitalista, do uso de convenções sociais na tomada de decisão dos agentes e dos ciclos econômicos. This research aims to discuss the convergence and divergence issues between the economic theories of Thorstein Bunde Veblen and John Maynard Keynes. To meet these objectives, it presents firstly, the core principals of Veblen’s theoretical underpinnings (based on his selected pieces), such as: instincts, habits, and institutions that shape human behavior. According to the author, the evolution of these elements is important to the understanding of the structure and the functioning of the current capitalist system. After that, the dissertation examines the Keynesian thought (developed after his General Theory, 1936) about the effective demand, the role of long-term expectations to determining employment levels and income, the economic cycles, and his perspective on the future of the capitalist system. The research found similarities in the views of both authors about the components of aggregate demand, about the determination of employment and income, the use of social conventions in decision-making agents, and the economic cycle. Nevertheless, the opinion of the authors on the future of capitalism is divergent

Resumo: Esta dissertação compara as interpretações sobre o "novo capitalismo" que emerge a partir do final do século XIX entre Keynes e a Tradição Marxista que relaciona o capital financeiro e o Imperialismo (Lênin, Hilferding e Bukhárin), e suas implicações no que se refere às características do Estado Nacional, a natureza da ordem internacional, e as relações políticas. Procuramos demonstrar que a interpretação de Keynes diverge qualitativamente do pensamento desta Tradição Marxista. Enquanto Keynes via o capitalismo enquanto um economia monetária da produção cujo problema seria o aprofundamento do grau de incerteza e instabilidade associada à uma "hipertrofia" das finanças, esta Tradição Marxista via o capital enquanto um modo de produção e dominação específico, antagônico e transitório, no qual a categoria capital financeiro representaria a fusão entre as formas parciais de capital sobre a forma monopolista, constituindo uma oligarquia financeira, concentrando poder econômico e político. Enquanto Keynes acreditava na autonomia absoluta do Estado em resolver, sob formas persuasivas, mediante uma elite esclarecida, os problemas da época, conduzindo a sociedade ao reino da abundância, esta Tradição Marxista via uma maior aglutinação subordinada do Estado aos interesses incontroláveis de expansão do capital financeiro, fazendo com que o Imperialismo, uma relação de força e dominação exercida necessariamente pela violência, se imponha como necessidade histórica, intensificando a barbárie em escala mundial
Abstract: This work compares the interpretations of the "new capitalism" that emerges from the late nineteenth century between Keynes and the Marxist Tradition that relates the finance capital and Imperialism (Lenin, Bukharin and Hilferding), and its implications with regard to the characteristics of National State, the nature of the international order, and political relations. We demonstrated that the interpretation of Keynes differs qualitatively in relation on the Marxist Tradition's thinking. As Keynes looked for the capitalism as a monetary production economy whose problem would deepen the degree of uncertainty and instability associated with a "hypertrophy" of finance, this Marxist Tradition looked for the capital as a mode of production and domination specifically antagonist and transitory, in which the financial capital category represents the fusion between the partial forms of capital on the monopolist phase, constituting a financial oligarchy, concentrating economic and political power. While Keynes believed in the absolute autonomy of the State in solve, under persuasive forms, by an enlightened elite, the problems of the time, leading the society into the realm of abundance, this Marxist Tradition looked for a greater agglutination subordinated of the State to the uncontrollable interesting of capital financial expansion, causing Imperialism, a relation of power and domination exercised necessarily by violence, imposes itself as historical necessity, intensifying barbarism worldwide

Full textAbstract T he study intends to find out which theory is most applicable, the Ricardiansak equivalence or the classic Keynesian theory. The study is qualitative and based on a survey focused on students where respondents answered questions about their attitude toward certain issues. The results were analyzed by a qualitative analysis and compared with previous reports on the subject to see if the result lies in the common line. Based on the results suggest that the Ricardiansak theory are not enforced, which is also supported by previous reports on the subject. The national debt has no impact on students' propensity to consume based on survey results.

Full textThis work presents and discusses the extension of traditional Aristotelian syllogistics carried out by John Neville Keynes in the beginning of the twentieth century, through the introduction of a notation for negative terms into logical theory. The primary bibliography used was the fourth edition, dated 1906, of the Keynes‟s textbook on Logic Studies and Exercises in Formal Logic . Keynes has an extensional interpretation of the use of negative terms: they are understood as an extensional complement of the corresponding positive terms relative the universe of discourse; in this sense, his conception of the negation of terms obeys the Principle of Excluded Middle. The extension of traditional syllogistics by the addition of negative terms also leads to an extension of the number logical relations among the categorical propositions, as well as the number of valid immediate inferences. The Square of Oppositions is transformed into an Octagon of Oppositions, to which three new logical relations between the categorical propositions are added, namely, complementarity, sub-complementarity and contra-complementarity; the validity of these new logical relations does not require existential presupposition of any of the involved terms. Regarding immediate inferences, besides the conversion process, three new types of formal processes are obtained: obversion, contraposition (partial and total) and inversion (partial and total). To prove the validity of these formal processes, as well as of any syllogistic inference, Keynes lays out a diagrammatic method based on the well-known Euler method; in Keynes‟s method, however, negative terms are represented. In Keynes‟s version of Euler‟s diagrammatic method validity is understood as preservation of information: a collection of basic diagrams, corresponding to elementary information, is assigned to categorical propositions; and an inference is valid if, and only if, the diagrams assigned to the premises are also assigned to the conclusion.
Este trabalho apresenta e discute a ampliação da silogística tradicional aristotélica, realizada por John Neville Keynes no início do século XX, mediante a introdução de uma notação para termos negativos na teoria lógica. A bibliografia primária utilizada foi a quarta edição, datada de 1906, do manual de Lógica de Keynes Studies and Exercises in Formal Logic. Keynes tem uma interpretação extensional acerca do uso dos termos negativos: eles são entendidos como o complemento extensional do seu correspondente termo positivo em relação ao universo do discurso; neste sentido, a sua concepção da negação terminística obedece ao Princípio do Terceiro Excluído. A ampliação da silogística tradicional pelo acréscimo dos termos negativos leva, também, a uma ampliação do número de relações lógicas entre as proposições categóricas, assim como do número de inferências imediatas válidas. O Quadrado de Oposições é transformado em um Octógono de Oposições, no qual são acrescentadas três novas relações lógicas entre as proposições categóricas, a saber, a complementaridade, a subcomplementaridade, e a contracomplementaridade; a validade destas novas relações lógicas não exige o pressuposto existencial de nenhum dos termos envolvidos. Quanto às inferências imediatas, além do processo de conversão, três novos tipos destes processos formais são obtidos: a obversão, a contraposição (parcial e total) e a inversão (parcial e total). Para provar a validade destes processos formais, assim como de quaisquer inferências na silogística, Keynes apresenta um método diagramático desenvolvido a partir do conhecido método de Euler; no método de Keynes, porém, há a representação de termos negativos. Na versão de Keynes do método diagramático de Euler a validade é entendida como preservação de informação: uma coleção de diagramas básicos, correspondentes às informações elementares, é atribuída às proposições categóricas; e uma inferência é válida se, e somente se, os diagramas atribuídos às premissas também estão atribuídos à conclusão.

Unlike the general equilibrium method and comparative statics, three emblematic economists, Keynes, Hayek et Schumpeter sharpened at the beginning of the twenty century an "heterodox" approach based on disequilibrium market analysis and the adjustment process of the capitalist system. Founded on the sequential feature of the economy and the primacy of the productive system (the entrepreneur), the introduction of disequilibrium dynamics meets two problems. First, to determine the main factors and the organisation of exchanges in the course of cycle and growth phases. Full textThe model of the competitive market exists in two versions which differ depending on the manner in which production plans and consumption plans (activities) are coordinated: a walrasian version (pre-coordination) and a marshallian version (post-coordination). Neo-classical synteses sought to integrate keynesian analysis in a model where activities were pre-coordinated. On examination, it is evident that the general theory describes an economy functioning according to Marshall's approach to coordination. It can in fact be demonstrated that the model of "effective demand" (or z-d-e model) is strictly derived from marshall's model of the market. In order to show this, the relationships between the keynesian expenditure functions and the marshallian demand functions have to be clearly established. The coordination approach selected implies that in its construction the keynesian economy is a monetary economy. Keynes, however, having omitted to incorporate the indispensable banking system in the model of the general theory, his model of an economy where activities are post-coordinated is incomplete. The approach to coordinating activities is nonetheless a satisfactory demarcation criterion for customary models of economic analysis, and is a criterion used by Keynes himself in volume 29 of his collected writings

Full textNas últimas três décadas do século XX e na primeira deste, as forças internas do sistema capitalista se alteraram de um tal modo, que denotam ter surgido um novo tipo de capitalismo que atualmente vigora. É um capitalismo de tipo financeiro tendo a globalização das altas finanças como sua expressão máxima. Este novo arranjo societário é caracterizado por uma instabilidade crônica que acarreta inúmeros problemas em escala global. Dentre os quais, destaca-se a supremacia da esfera financeira sobre a produtiva. Tal supremacia é uma componente desestabilizadora do investimento, do financiamento das atividades produtivas, do emprego e da renda. Além do mais, desarticulou os Estados Nacionais e sua capacidade de intervenção visando dar disciplina e ordem ao sistema. Os Estados Nacionais também foram afetados na sua condição de criarem e efetivamente implementarem políticas objetivando o pleno emprego e a melhor geração e distribuição da renda e da riqueza. A partir de meados do século passado, forças histórico-estruturais surgiram e se ampliaram no capitalismo contemporâneo. Uma tal junção do estrutural com o histórico tornou possível à supremacia das finanças, principalmente por intermédio de sua vertente maior: a globalização financeira (Capítulo I). O esforço desta Dissertação está centrado no argumento de que a supremacia das finanças é uma característica inerente ao próprio modo de funcionamento do capitalismo e que, se o sistema não sofrer a imposição de regras e disciplina, as crises e a instabilidade serão cada vez mais intensas e acarretarão mais males para o conjunto da sociedade. Para embasar este argumento, o estudo se vale das análises de três pensadores que, nas suas concepções e formulações teóricas, apontaram para uma nítida e endógena tendência no capitalismo para a supremacia das finanças. Marx com a análise dos movimentos reais do capital e seus desdobramentos que culminam na forma absoluta da riqueza expressa pelo capital fictício (Capítulo II); Keynes com a sua revolucionária interpretação de uma economia que é essencialmente monetária e na qual os agentes, ao se depararem com as expectativas advindas de um futuro incerto, optam por ativos mais líquidos, deprimindo assim, o investimento e a atividade produtiva (Capítulo III); e Minsky com sua hipótese da fragilidade financeira, que é conseqüência de uma economia complexa que necessita de financiamento para o seu crescimento em um mundo caracterizado pela imprevisibilidade da atividade econômica ao longo do tempo (Capítulo IV). São os referenciais teórico-analíticos aqui utilizados para embasar e sustentar o argumento de que a supremacia das finanças é uma característica imanente do desenvolvimento do sistema capitalista de produção.

Full textTEMPO, PATH DEPENDENCE E INSTABILIDADE: AS CONVERGÊNCIAS ENTRE KEYNES E SRAFFA A dissertação analisa alguns tópicos convergentes nas teorias de Keynes e de Sraffa. Aborda a questão do tempo na teoria econômica e da path dependence na teoria neoclássica. Estuda o problema dos preços de produção e as condições para que eles funcionem como centros de gravidade. Através da Teoria Geral de Keynes, examina uma determinada forma de path dependence, aquela que diz respeito à influência das expectativas de curto prazo sobre as expectativas de longo prazo. Além disso, analisa como a teoria keynesiana trata dois temas específicos: um relacionado às flutuações endógenas da economia, e outro relacionado à instabilidade do processo econômico. Para tanto, utiliza, além da Teoria Geral, outros autores que trataram sobre o tema, como Harrod, Kregel e Setterfield. Por meio da teoria de Sraffa, mostra que não é possível formular um modelo com uma posição de equilíbrio de longo prazo. Tal fato resulta em instabilidade do processo econômico, em oposição à estabilidade gerada pelo modelo de crescimento de Solow. Por fim, trata sobre questões relacionadas à natureza do capital.

Full textOur concern is to oppose two logical structures of general equilibrium theory : "general interdependance" of the walrasian general equilibrium theory, "recursivity", illustrated by Straffa, when he speaks of the distinction between basic goods and non-basic goods. We want to demontsrate that the recursivity is a logical structure adequate to monetary economy and thus to keynesian economy. As for the conception of monetary economy, the general interdependance lets the orthodox theory conceive the monetary economy as an extension of the non-monetary economy. The orthodox theory reduces the conception of monetary eonomy to the integration of money into the theory of value. It meets many problems non-resolved so far. These difficulties lead us to the recursivity. It consists in decomposing the genral equilibrium systsem into three subsystems so as to highlight a payment system as a minimum institutional assumption. It implies that money is not a marketable good, but a precondition for market economy. The first subsystem is the "monnayage", describing the way individuals get initially a certain quantity of means of payments. The second is the market mechanism. We introduce the Cantillon-Smith rule : the buyers determine the quantities of money to put on the markets in order to buy a goods ; while the sellers determine the quantities of a goods to offer on the markets. The economy results generally in a state of disequilibrium, which requires financial operations between individuals with negative monetary balance and individuals with positive monetary balance, which define the third subsystem. We can apply this structure of the monetary economy to the theory of Keynes. Then it will be clear that unemployment is due to the insufficent efffective demand. We emphasize that the investments is not sensitive to the variation of the interest rate and that the preference for the liquidity does not determine the current interest rate but influences its evolution in the future

Resumo: Eugênio Gudin pode ser considerado o decano dos economistas brasileiros. Apesar de graduado em engenharia, a partir de meados da década de 1930, ele passou a estudar e dirigir os seus esforços para o estabelecimento da ciência econômica no Brasil. Um dos maiores resultados de seu esforço foi a publicação, em 1943, do primeiro livro-texto de economia escrito por um brasileiro, o Princípios de Economia Monetária. O livro e suas sucessivas edições revelam um esforço constante de atualização do economista autodidata brasileiro em vários temas, mas com especial atenção, é claro, em relação à macroeconomia e à economia monetária. Dentro disso, Keynes ganha especial destaque, principalmente porque Gudin está entre os primeiros brasileiros a transmitir e, ao mesmo tempo, fazer uma leitura mais meticulosa do importante autor britânico. Sendo assim, nosso intuito é analisar como se deu a transmissão das ideias de Keynes para o Brasil através da obra de Eugênio Gudin. Perguntamo-nos como Gudin foi se atualizando e compreendendo as teorias que emergiam durante a revolução keynesiana. Para tal, apoiamos nosso trabalho no modelo da teoria da informação voltado à transmissão do pensamento econômico, desenvolvido por Joseph Spengler e aprimorado por Uskali Mäki. Nosso estudo mostra que as disputas intelectuais desencadeadas pelo livro seminal de Keynes, A Teoria Geral do Emprego, do Juro e da Moeda, foram difundidas na academia brasileira somente através da terceira edição do livro de Gudin, publicada em 1952. Verifica-se também que a vertente keynesiana à qual Gudin subscreve na obra é a mesma que por tanto tempo dominou quase por completo a macroeconomia internacional, qual seja, o cânone IS-LM/Hicks-Hansen, pilar da economia keynesiana.
Abstract: Eugênio Gudin might be considered the dean of Brazilian economists. Despite the fact that he graduated in engineering, from the mid-1930s onwards, his efforts were directed towards the establishment of economics in the Brazilian academia. Among his many accomplishments there is the publication of the first economics textbook authored by a Brazilian in 1943. The book is called Principles of Monetary Economics. The successive editions of the book reveal a constant effort on the part of Gudin towards a gradual incorporation of the edge of economic knowledge in his work. Regarding that, his special concerns were macroeconomics and monetary economics. Within this effort, Gudin paid special attention to the unfolding of Keynes' economics, and he was the first Brazilian to transmit Keynes's and Keynesian ideas in Brazil. Given that, our goal is to analyse how the transmission of Keynes' ideas into Brazil was undertaken through the works of Eugênio Gudin. We ask ourselves how Gudin gradually updated himself and understood the theories arising from the Keynesian Revolution. For this purpose, we base our research on the information theory model developed by Joseph Spengler and improved by Uskali Mäki. Our study shows that the intellectual disputes triggered by Keynes' seminal book, The General Theory of Employment, Interest and Money, were diffused into the Brazilian academy only in the third edition of Gudin's book, published in 1952. The Keynesian approach to which Gudin subscribes in it is the same that vanquished international macroeconomics, i.e., the IS-LM/Hicks-Hansen canon, pillar of the Keynesian economics.

Lock based security has been used since the early days of human history. Whenever people have wanted to keep their possessions safe, they have used locks to hinder those who would want to access their belongings against their will. As such, an arms race has ensued, consisting of ever more complex locks, and lock-defeating methods. This thesis is not the first time that optics have been used in locking mechanisms, but it puts forth a robust, versatile, and economical security system employing optics based on the spirit of physical keys. The proposed system uses a physical key with embedded optical fibers routed between optical ports on its surface. The corresponding reader scans the key by sequentially illuminating each port, and observing where the light exits the key. The reader then builds a matrix representing the internal connections of the key, and compares it to each key's unique identifying matrix to determine whether to grant or deny access to the current user.

Resumo: Em um esforço para apanhar o substrato do capitalismo contemporâneo, esta tese busca identificar as formas como o desaparecimento das regras e das fronteiras deixa o capital entregue às suas próprias leis de movimento. Nesse sentido, propõe que um quadro aproximativo do capitalismo contemporâneo pode ser desenhado por meio do conceito de economia desregrada (INTRODUÇÃO). O argumento explorado é o de que a construção de circuitos internacionais produtivos e, principalmente, financeiros de valorização do capital responde pelo desmantelamento do 'padrão¿ global de desenvolvimento herdado do pós-guerra. Assim é que a financeirização da riqueza, exponenciada pelas inovações dos instrumentos financeiros e desregulação dos mercados que caracterizam as políticas econômicas ocidentais das últimas décadas, ao tempo em que preside a lógica de valorização do capital, não faz mais que tornar claro o objetivo precípuo do capitalismo: a expansão da riqueza abstrata. Esta característica central e distintiva do capitalismo é, sob perspectivas teóricas distintas, sublinhada por Marx, Keynes e Polanyi, autores que analisam os fundamentos da riqueza capitalista e recusam a advocacia clássica acerca da capacidade de auto-regulação do mercado. Por conta disso, defendemos que o recurso às suas contribuições (CAPÍTULOS I, II e III, respectivamente) permite elencar os elementos teóricos que consideramos basilares para se situar a temática das transformações recentes no interior de uma lógica imanente à economia desregrada, de modo que a história econômica do capitalismo no último quarto do século XX é a de um mundo que perde as suas referências e resvala para a instabilidade e crises recorrentes, na exata medida em que se espraia o desaparecimento das regras e das fronteiras que disciplinam o capital. É no interior dessa perspectiva analítica e teórica que procuramos mapear as falhas estruturais do sistema erigido em Bretton Woods, cuja arquitetura institucional responde, em grande parte, pelo arranjo societário desde o segundo pós-guerra até a deflagração da crise do consenso keynesiano (CAPÍTULO IV). Igualmente, são apreciadas as transformações que ocorrem na seqüência da ruptura do sistema de Bretton Woods, com vistas a apreendermos as determinações mais importantes das novas tensões que se desdobram até a crise atual (CAPÍTULO V), com o que tratamos dos experimentos de coordenação que marcaram o último quarto do século XX com o intuito de assinalar que, desde aquela ruptura, o sistema encontra-se sob a égide de uma coordenação sem regras. A sucessão de crises financeiras que então se instala torna explícita a exacerbação da tendência à instabilidade intrínseca da economia desregrada. Depois de abordadas algumas das contribuições recentes da literatura econômica sobre as crises financeiras, identificamos, nas propostas de reordenamento da arquitetura financeira internacional filiadas ao pensamento convencional, a busca dos mesmos princípios baseados na auto-regulação, em contraste com as propostas que partem do reconhecimento daquela instabilidade. Na seqüência, apontamos os vetores que a instituição de uma 'nova arquitetura financeira internacional¿ poderia comportar, não sem antes destacar a presença de importantes constrangimentos impostos por uma realidade marcada pela supremacia das finanças liberalizadas e desreguladas. Os determinantes de uma tal realidade, segundo entendemos (CONCLUSÃO), estão presentes em Marx, Keynes e Polanyi, cujas contribuições fornecem os elementos que permitem desenhar um quadro aproximativo do capitalismo contemporâneo, quadro esse cuja expressão mais acabada, conforme a tese desenvolvida, é a economia desregrada
Abstract: In an effort to pick the substratum of the contemporary capitalism, this thesis intends to identify the ways how the disappearance of the rules and of the borders leaves the capital given to their own movement laws. In that sense, it proposes that an approximate picture of the contemporary capitalism can be drawn through the concept of de-ruled economy (Introduction). The explored argument is what the construction of productive international circuits and, mainly, financial of capital valorization answers for the dismantle of the global 'pattern' of development inherited from the postwar period. So that the financial wealth, exacerbated by both the innovations of the financial instruments and the deregulation of the markets that characterize the economic policies in last decades, at the time in that it presides the capital valorization logic, it doesn't do more than to turn clear the capitalism prime objective: the expansion of the abstract wealth.This central and distinctive characteristic of the capitalism is, under different theoretical perspectives, underlined by Marx, Keynes and Polanyi, authors that analyze the foundations of the capitalist wealth and they refuse the classic legal profession concerning the market self-regulation capacity. Due to that, we defended that the resource to their contributions (respectively, Chapters I, II and III) it allows recovering the theoretical elements that we considered basic to place the theme of the recent transformations inside an immanent logic to the de-ruled economy, so that the economical history of the capitalism in the last room of the century XX is the one of a world that loses their references and it slides for the instability and appealing crises, in the exact measure in that it overflows the disappearance of the rules and of the borders that discipline the capital. It is inside that analytical and theoretical perspective that we tried to map the structural flaws of the system erected in Bretton Woods, whose institutional architecture answers, largely, for the social arrangement from the second postwar to the explosion of the keynesian consensus crisis (Chapter IV).Equally, we appreciated the transformations that happen in the sequence of the rupture of Bretton Woods system, with intention of apprehend the most important determinations of the new tensions that are unfolded until the current crisis (Chapter V), with what we treated of the coordination experiments that marked the last room of the century XX with the intention of marking that, from that rupture, the system is under the aegis of a de-ruled coordination. The recurrence of financial crises that then is installed turns explicit the exacerbation of the de-ruled economy intrinsic instability tendency. After having approached some of the recent contributions of the economic literature on the financial crises, we identified, in the proposals of reordering the international financial architecture adopted to the canonical thought, the search of the same principles based on the self-regulation, in contrast with the proposals that leave of the recognition of that instability. Then, we pointed the vectors that the institution of a 'new international financial architecture' it could hold, not without before to detach the presence of important constraints imposed by a reality marked by the supremacy of the liberalized and deregulated finances.The determinant of a such reality, as we understood (Conclusion), are present in Marx, Keynes and Polanyi, whose contributions supply the elements that allow to draw an approximate picture of the contemporary capitalism, that whose accurate expression is, according to the developed thesis, the de-ruled economy

Full textTrough bibliographic and statistical analysis, this study investigate the new left-wing that reached the government in Brazil (PT - 2003), Chile (PS - 2001) and Uruguay (FA – 2005). The first goal consists in establishing the existence of core differences between those left-wings and the others seen in the region capable or enough to consider the first ones as socialdemocrats. The second goal is to analyze those leftwing governments’ macroeconomic policies and their public social expenditure to verify differences between them and the center-right-wing policies. For the first verification all post 1984 free elections to low chambers (chamber of representatives) were selected in Argentina (7); Bolivia (6), Brazil (6), Chile (5), Ecuador (5), Uruguay (5) and Venezuela (5). Within this data measures of dispersion, electoral volatility and effective competitiveness have been analyzed with a specific tool (Excel 2007), for each national system. Outcomes indicate that left-wing in Brazil, Chile and Uruguay have a major degree of institutionalization and more stable party systems, confirming the hypothesis that they can be considered as socialdemocracies in the way of participating in competitive elections and maintaining them as such after an eventual victory. For the second verification, the core group (Brazil, Chile and Uruguay) social expenditure was analyzed with control group (Mexico and Colombia) data trough 1990-2008. Same countries’ macroeconomic most relevant data was also collected for the 2000-2008 period. With help from a specific tool, the SPSS 17.0, two multiple linear regressions were made using the data base for both groups of countries (totalizing seven independent variables for each one of the 45 cases). The left-wing governments (socialdemocrats) had been presented as indicator variable (dummy) as the dependent variables were: Total Public Expenditure and Social Public Expenditure as GDP percentage. The outcome regressions showed to have good significance and be able to explain the dependent variable behavior 83.5% (Total Public Expenditure) and 64.5% (Social Public Expenditure). The sociademocrats could be considered relevant in both cases, explaining the high in the Social Public Expenditure as GDP percentage by 3.47% and the reduction in the Total Public Expenditure as GDP percentage by 1.68%. The outcomes reveal the relevance of those left-wing governments to the Social Public Expenditure expansion as for a better controlled Total Public Expenditure, indicating socialdemocrat traces even in strong macroeconomic constrains times.
A través del análisis bibliográfico y estadístico, este trabajo investiga las nuevas izquierdas que ascendieron a los gobiernos de Brasil (PT - 2003), Chile (PS - 2001) y Uruguay (FA - 2005). El primer objetivo tienta establecer si existe una diferencia entre esas izquierdas y las otras en la región al punto de las primeras poder considerarse como de izquierda socialdemócrata. El segundo objetivo es analizar las políticas macroeconómicas de estos gobiernos de izquierda y su gasto publico social a fin de determinar si existe alguna diferencia entre estos gobiernos de izquierda y otros de centro-derecha en estos temas. Para el primer análisis se seleccionaron todas las elecciones libres y democráticas que tuvieron lugar después de 1984 con disputa para la Cámara Baja (elecciones para diputados) en la Argentina (7), Bolivia (6), Brasil (6), Chile (5), Ecuador (5), Uruguay (5) y Venezuela (5). Con estos datos se analizaron medidas de dispersión, de volatilidad electoral y de competencia efectiva, con la ayuda de herramientas específicas (Excel 2007), dentro de cada sistema nacional. Los resultados indicaron que las izquierdas en Brasil, Chile y Uruguay tienen un mayor grado de institucionalización y de estabilidad de sus sistemas de partidos, validando la hipótesis de que se tratan de social-democracias con disputa de elecciones competitivas y así mantenerlas después de una Victoria. Para la segunda hipótesis se analizaron los gastos sociales de los países del grupo en análisis (Brasil, Chile y Uruguay), junto con un grupo de control (México y Colombia) entre los años de 1990 y 2008. También se analizaron los datos macroeconómicos más relevantes de los mismos países para el período 2000-2008. Con la ayuda de herramienta específica, el SPSS 17.0, que tuvo lugar a dos modelos de regresión linear múltiple usando los dos conjuntos de datos para ambos grupos de países (con un total de siete variables independientes para cada uno de los 45 casos). Los gobiernos de izquierda (socialdemócratas) se presentan como variables dicotómicas (dummy) para las variables dependientes: el Gasto Público Total y el Gasto Público Social respecto al PIB. Se obtuvieron regresiones significativas que pueden explicar el comportamiento de la variable dependiente en el 83,5% (Gasto Público Total) y 64,9% (Gasto Social). La democracia social se muestra pertinente en ambos casos, explicando el incremento en el Gasto Público Social relacionado al PIB en 3,47% y a la reducción del Gasto Público Total en 1,68%. Los resultados mostraron la importancia de estos gobiernos de izquierda para la expansión del gasto público social y para una gestión más controlada del gasto público total, lo que indica huellas socialdemócratas claras en épocas de fuertes limitaciones macroeconómicas.

Full textThe aim of this research is to investigate the role that monetary prices play in the explanation of both real and monetary economic phenomena. To this purpose, I present a theoretical framework resulting from the critical interpretation of four prominent works in monetary theory: Gunnar Myrdal’s Monetary Equilibrium (1931), Joseph Schumpeter’s Das Wesen des Geldes (1970), John Maynard Keynes’s Treatise on Money (1930) as well as his General Theory (1936). I argue that, if money is considered as a postulate, prices influence the market for goods and the market for money at the same time. Market disequilibrium emerges as the typical state of affairs, while monetary equilibrium is a particular situation. I show that both the study of relative prices and of the general price level involve the same monetary theory

Full textEsta dissertação investiga a relação causal entre a despesa publica per capita e o rendimento nacional per capita em Angola. Utilizamos dados de séries temporais anuais de 1985 à 2015. Os resultados indicam que as variáveis são não estacionárias e não existe relação de longo-prazo entre as mesmas. Existe apenas relação de curto-prazo, os testes de causalidade a Granger invalidam a lei de Wagner e validam a teoria de Keynes.
This dissertation investigates the causal link between public spending per capita and national income per capita in Angola using data from annual time series from 1985 to 2015. Results indicate that variables are non-stationary and that there is no long term relationship between them. There is only a short term relationship and Granger's causality test invalidates Wagner's law and validates Keynes' theory.

Resumo: As origens econômicas e os impactos sociopolíticos do que se tornou a "Economia Keynesiana" não têm recebido a devida atenção por parte de economistas, cientistas políticos e filósofos no que diz respeito ao seu modo de governança. Este trabalho explora o surgimento e a consolidação do Keynesianismo como o modo de governança responsável por criar formas coletivas de relações de poder no mundo do pós-guerra, investigando os possíveis efeitos das ideias econômicas no momento em que influenciaram a prática política. Especificamente, aplicamos uma estrutura analítica denominada "economia política do poder" (doravante "PEP") para compreender o surgimento da teoria econômica de Keynes e suas transformações em uma agenda política que teve consequências específicas em termos de poder, governança e regulação da economia e da população. Enquanto os capítulos 1 e 2 apresentam, respectivamente, uma releitura bibliográfica sobre a genealogia do poder de Michel Foucault (Parte I), e as bases econômicas, filosóficas e políticas de John Maynard Keynes (Parte II), prosseguimos com uma investigação histórica em fontes primárias e documentos oficiais sobre a aceitação e absorção da teoria Keynesiana na política econômica do Pós-Guerra, elaborada no capítulo 3 (Parte III). Nossa metodologia da Economia Política do Poder (PEP) desenvolvida ao longo do capítulo 4 (inserido na Parte III) implementa uma dupla abordagem histórica, combinando aspectos institucionais e genealógicos para analisar a transformação do Keynesianismo em uma agenda política entre o final dos anos 1930 até o início da década de 1970 na Europa ocidental e nos Estados Unidos. Nossas conclusões se apoiam nas mudanças epistemológica e política causada pelo Keynesianismo como paradigma político, ou ainda "governamentalidade". Afirmamos que o modo de governança Keynesiano foi bem-sucedido em trazer princípios economicistas e a técnica econômica para a administração da vida, afetando a maneira como as populações são governadas. Consequentemente, instrumentos técnico-econômicos e sistemas de bem-estar se tornaram uma forma técnico-científica de justificar a intervenção econômica via um discurso de poder que defendia estabilidade, crescimento econômico e bem-estar. Com a consolidação do Keynesianismo como modo de governança nota-se o surgimento de uma sociedade de segurança em que políticas de pleno emprego, administração de demanda, estabilidade econômica e segurança social apontam para novas formas de controle e regulação na forma de um pacto de segurança entre o Estado e a população. Paralelo a isso, convidamos o leitor para um retorno aos pensadores originais - Foucault e Keynes - para repensar o papel da atividade econômica enquanto fim teleológico da vida humana. Ao nos debruçarmos sobre os escritos éticos de ambos os autores, argumentamos que a economia pode ser revista e repensada como um meio para se atingir um fim ético: a boa vida. Tal trajetória, nas palavras de Foucault, se torna uma forma de governo de si em que o sujeito se transforma enquanto homem econômico e interpreta a economia como um meio de ação. Abstract: The economic origins and sociopolitical impacts of what became known as "Keynesian Economics" have not received substantial attention from economists, political scientists and philosophers about its mode of governance. This study explores the rise and consolidation of Keynesianism as a mode of governance responsible for creating collective forms of power relations in the postwar world, investigating the possible effects of economic ideas once they reach the political arena. Specifically, we apply a "political economy of power" (PEP) framework to understand the emergence of Keynes's economic theory and its transformation into a policy agenda that had specific consequences in terms of power, governance and regulation of the economy and the population. While Chapters 1 and 2 respectively promote a bibliographical reading of Michel Foucault's genealogy of power and John Maynard Keynes's economic, philosophical and political foundations, Chapter 3 introduces a historical investigation based on primary sources and official documents about the absorption and acceptance of the Keynesian economic theory in Postwar's economic policies. Our Political Economy of Power (PEP) framework developed throughout Chapter 4 deploys a dual-historical approach, combining institutional and genealogical aspects to analyze the transformation of Keynesianism into a policy agenda between the end of the 1930s and beginning of 1970s across Western Europe and the United States. Our conclusions are buttressed by the epistemological and political shift caused by Keynesianism as a political paradigm, or a "governmentality". The Keynesian mode of governance was successful in bringing economistic principles and economic technicality into life, thus affecting the ways populations are governed. Consequently, technical economic instruments and welfare systems were actually a technical-scientific justification of intervention via a discourse of power that defended stability, economic growth and welfare. Once Keynesianism established itself as a mode of governance we see the rise of a security society in which policies involving full employment, demand management, economic stability and social security point out towards new forms of control and regulation in the shape of a security pact between the state and the population. Parallel to that, we also invite the reader to return to our original intellectuals - Foucault and Keynes - to shed light on the issue of economic activity as a teleological end of human life. By exploring their ethical writings we stress how economics should be reviewed and reconsidered as a means to achieve an ethical end: the good life. Such trajectory, in Foucault's rationale, becomes a form of selfgovernment in which the individual transforms himself/herself within the economy and understands economic activity as a means of action - rather than an end. Full textNo início dos anos 40, Keynes formulou um esquema para uma união monetária (UM) internacional a adotar no pós-guerra. A prioridade máxima era desenvolver uma construção institucional capaz de ultrapassar aquilo que considerava ser uma incapacidade histórica de alcançar uma situação duradoura de equilíbrio económico mundial. Décadas mais tarde, surgiria outra construção institucional que alguns autores comparam à UM pensada por Keynes: a União Monetária e Económica da União Europeia (UEM). Apesar da sua elaborada arquitetura institucional, esta não conseguiu prevenir a acumulação de desequilíbrios macroeconómicos e a eclosão da chamada ?crise das dívidas soberanas?, cujas repercussões se estendem até aos dias que correm e podem constituir uma ameaça para a viabilidade do euro. Neste trabalho propomos analisar a estrutura da UM pensada por Keynes, bem como a estrutura e os problemas atuais da UEM, de modo a dar resposta às duas questões-chave seguintes: podem as ideias propostas por Keynes em Bretton Woods ajudar a uma redefinição do euro capaz de prevenir o seu colapso? E caso tal redefinição seja impossível, existe alguma alternativa ao projeto de moeda única que se aproxime da UM pensada por Keynes e que possa vir a ser aplicável no plano europeu?
In the early 1940s, Keynes started working on a plan for an international currency union (CU) to be adopted in the post-war world. His major priority was to develop an institutional construction that would allow overcoming what he considered to be a historical inability to achieve a sustainable situation of global economic equilibrium. A few decades later, another institutional construction would emerge: The Economic and Monetary Union of the European Union (EMU). Many authors have stressed the similarities between the EMU and Keynes's CU. Despite its complex institutional design, the EMU wasn't able to prevent the accumulation of severe macroeconomic disequilibria and the outbreak of the so called European sovereign debt crisis, whose effects are at present still a cause of concern. In this work, we analyse the structure of Keynes's CU, as well as the structure and current issues of the EMU, in order to provide an answer to the two following key questions: can the ideas underlying Keynes's proposal at the Bretton Woods Conference help redefine the euro in a way that would make it more resilient? If not, is there an alternative to the single currency project that comes into line with Keynes's CU and may be applicable at European level?
