Abstract:
In 1948, Hans J. Morgenthau wrote his classic text, Politics Among Nations: The Struggle for Power and Peace, that was largely responsible for establishing realism as the prevailing theory in the field of International Relations (IR). In 1979, Kenneth N. Waltz wrote an immensely influential book, Theory of International Politics, that resulted in a new structural version of realism – neorealism – becoming the dominant theory in IR. John J. Mearsheimer, who is the R. Wendell Harrison Distinguished Service Professor of Political Science at the University of Chicago, has written a profoundly important book that rightfully deserves a prominent place along with Morgenthau and Waltz in the canon of realist thought about international politics. Mearsheimer's clearly written book puts forth a new structural theory of realism that he terms offensive realism. This version of realism argues that the observable patterns of behaviour among all of the great powers throughout history, most notably their ubiquitous power-seeking, can be explained by the fact that they exist in a condition of anarchy in which there is no higher source of authority above them. While sharing many of the same basic assumptions with neorealism, offensive realism, as elucidated by Mearsheimer, provides a fundamentally different account of the essential dynamics of international politics than that which Waltz and his students have been offering for the last twenty years or so.

Abstract:
Levels of Analysis is related to the explaining of causes of phenomenon (Buzan, 1995). The coming to the fore of levels of analysis in international relations was the result of the behavioral movement during the 1950s that was attempting to apply methodology of natural sciences in social sciences. Before that, traditional approaches were dominant, and they were more oriented towards history and law. The works of Kenneth N. Waltz, Morton A. Kaplan, and J. David Singer have had major roles in bringing levels of analysis into international relations (Buzan, 1995). Since then, the works of Barry Buzan and Ole Wæver have added the level of regional analysis to International Relations studies. This article reviews the three main levels of analysis and also explains the regional level of analysis in international relations.

A presente dissertação dedica-se ao estudo do corpo teórico neorrealista formulado por Kenneth Waltz. Como objetivo geral, define-se o intuito de apresentar e interpretar aquela teoria, discutindo seus direcionamentos centrais nos planos teórico-metodológico, e sociológico, relacionados com uma perspectiva crítica. Entende-se, pois, que revisitar os conceitos do neorrealismo de Kenneth Waltz integra várias exigências metódicas: a histórica, orientada pela necessidade de repensar as perspectivas originais que envolveram sua produção; a ontológica, pela qual se contesta as definições do ser e dos seus sentidos; e, finalmente, a epistêmica, cujo desenvolvimento busca rever os fundamentos da ciência neorrealista, interpretando seus desdobramentos e aplicação. Tais caminhos são apreciados por meio do suporte teórico oferecido pelos argumentos da Teoria Crítica, vinculados ao olhar sociológico sobre as origens do conhecimento, e, sobretudo, à problematização da epistemologia cartesiana. Por meio dessas lentes, o estudo preocupa-se especialmente com os conceitos relacionados ao sujeito político internacional e suas práticas, que abrem espaço para uma reflexão acerca da imaginação política dispota no neorrealismo. Nesse sentido, desenvolve-se o argumento central de que a produção científica de Waltz contribui para construção de uma ideia “empobrecida” de política, visto que se apoia em elaborações tecnicistas despojadas das considerações normativas e intersubjetivas na apreensão intelectual do cenário internacional. Tais formulações tornam-se problemáticas, na medida em que prescrevem subjetividades conservadoras, associadas às condutas políticas desprovidas do elemento transformador. _______________________________________________________________________________ ABSTRACT
This masters research focuses on the study of the neorealist theory formulated by Kenneth Waltz. The central purpose is related to the presentation and critical interpretation of neorealism in its theoretical, methodological and sociological levels. Accordingly, the intent to revisit the neorealist concepts involve some methodical paths: first, the historical one, oriented by the need of rethink the origins of neorealist ideas; second, the ontological path, grounded in the reflection about the basic categories of being and their relations; and, finally, the epistemological study which investigates the nature and limitations of neorealist knowledge. To reach this goals, at least in the minimal sense, this dissertation uses the theoretical arguments developed by the Critical Theory, associates with the sociology of knowledge, and, especially, with the critiques about the cartesian epistemology. In this sense, the study focuses on the concepts related to international political actors and its practices, in order to, in a broadened scope, analyse the neorealist political imagination. So, this master thesis is based on the central argument that the scientific production of Waltz contributes to the construction of an 'impoverished' idea of politics, since it relies on a technical meaning about knowledge, problematized by the tendency in produce a conservative subject, that is incapable of contest the given order.

Abstract:
This thesis introduces a " new " international relations theorist who is also, in fact, one of the oldest of international relations theorists. Mencius (Meng Zi 371-289 BCE) is well known to students of Chinese culture as a key figure in the history of Confucianism and in the history of China: the second sage no less. Yet modern scholars usually study him, if he is studied at all, for an idea of how " Chinese" think rather than as a thinker worth studying for his own sake. I decided to study Mencius as an international relations theorist in response to the common criticism that international relations, the academic discipline, is too "e; eurocentric". This criticism has been made many times. My goal however was not to repeat the criticism but to find a major thinker outside the euro-centric world. Such a thinker could be presented as an international relations theorist and thus demonstrate that we should indeed heed the critics of euro-centrism and make studies outside the euro-centric framework rather than simply announce that international relations is euro-centric and proceed to make another euro-centric study. This study of Mencius, qua international relations theorist, illustrates that point. Mencius lived in a world of warring states and tried to bring peace and order to that world. In the course of doing so he developed a sophisticated international relations theory which can be used to analyse events in the contemporary world. In this thesis I offer a comparison of Mencius and Kenneth N Waltz, a famous contemporary international relations theorist, to show the strength of Mencius’ theory. Mencius argues that an anarchical system of states can become an ordered one if the order is legitimised by what he calls " benevolence" , an ethic based on universal values. Waltz argues that values can never underpin an order that runs contrary to states’ interests. Once an anarchical international system has commenced balance of power formations will rise to stop it moving towards order. The disagreement between Mencius and Waltz is profound; it is not simply about the patterns of international relations ii systems but whether a policy of reform based on values can succeed in the international arena. Waltz, and the vast majority of international relations theorists, answer that question in the negative. This " ruling out" of progress distinguishes the study of international politics from the study of domestic politics. Mencius does not rule it out; he offers hope for progress and reform in the international arena. Thus the attempt to address one problem, euro-centrism, led me to approach the greatest problem, the denial of a role for values in the international world. The thesis sets out to show that Mencius’ international relations theory has greater explanatory power than the theory of Waltz, the arch positivist. The thesis also seeks to demonstrate that it is a mistake to rule values out of international politics.

Abstract:
Balance-of-Power theory was tested by examining the 1977-1978 Ethiopian-Somali conflict and its outcome. The theory, according to Waltz (1979), claims to explain the international outcome arising from realpolitik or power politics, namely, the formation of balances of power. Given the close fit between the major developments leading to the eruption of conflict and the principal propositions of balance-of-power theory, the outcome of the conflict was expected to be consistent with that posited by the theory. This expectation was borne out by the study's finding which indicated that the conflict has produced a similar result. Confirmation of the theory was achieved by further subjecting the finding to the verification test established by Waltz.

In Man, the State and War, Kenneth N. Waltz claims that for a peace prescription to be valid, it must be based on a proper view of the causes of war. Waltz analyzes the validity of three basic causes of war: man himself, the characteristics of the nation-state, and the international system.I have examined the views of Elder Stephen L Richards on peace and war in the context of the Waltz framework. Elders Richards believed that the failings of men were the primary causes of war. His prescription for peace was widespread acceptance of the Gospel. He disagreed with the Waltz view that men are unchanging and that peace plans based on the reform of men are futile. Elder Richards' views coincided with Waltz' that democracies are more likely to be peaceful than dictatorships. He recognized, too, that aspects of the international system contribute to conflict. Elder Richards was ambivalent, however, about the prospects of the Gospel being accepted by enough people for peace to be established.

Most of scholars research interactions among Taipei, Beijing and Washington from foreign policies of Taiwan, PRC and America; but within the interactions among three nations, international systems was not immutable in half century after WWII. If scholars incorporate with structural causes of systems transformation to research interactions among three nations beyond foreign policies, they can understand the real crux of problems. Therefore, the purpose of this thesis hopes to use the approach of Kenneth N. Waltz’s systemic theory to analyze triangular relations among America, PRC and Taiwan; besides, systems transformation from the Cold-War, Détente’ to the end of the Cold-War also provides backgrounds for examining the approach. This thesis researches interactions of systemic units such as America, PRC and Taiwan; distinguishes two analytical levels for exploring triangular relations under influences of structural causes, but not for exploring their connection under the same analytical level. The first analytical level is to analyze how international systems transformation influences interactions between America and PRC. The second analytical level is to analyze those substantive influences of Taiwan security caused by U.S.-PRC interactions of “the three sides of U.S.-PRC- Taiwan on cross-straits” structure in each period. For the future, both U.S. global and Asia-Pacific strategic foci will be convergent within Asia-Pacific area as they had been influenced by international systems transformation since the Post Cold-War; and all U.S. strategic deployments will focus on anti-expansive PRC as well. As PRC still looks upon “Taiwan issue” and structural contradictions between U.S.-PRC as principle causes of growing threats on national security, Taiwan should seek cognitive convergences at structural levels from Taipei-Beijing-Washington interacting structure, then try to create prospects of tri-win in the future.
