Keating, Jeannine Bridget. "Security in the workplace of the foundation phase educator : an education law perspective / Jeannine Bridget Keating." Thesis, North-West University, 2011. http://hdl.handle.net/10394/4697.

Full text
Abstract:
The physical and psychological security of the Foundation Phase educator is currently a cause for concern. This situation is problematic, in that well–qualified and experienced educators will leave the profession if their security is compromised. In addition, prospective students will be reluctant to enter the profession as Foundation Phase educators if there is a possibility of insecurity in their future workplace. The aim of this research is therefore to investigate and establish the factors, both employment related as well as learner related, that contribute to this phenomenon. This inquiry was done from an Education Law perspective to establish what protection these educators are entitled to in terms of labour and education legislation. Utilising a qualitative research design, a variety of findings and the related implications were established. The most important labour related findings are that, in spite of the well–developed legal framework in South African law, the rights of the educator are perceived to be of secondary importance compared to those of the learners and also that the constant changes, for example in education policies, lead to insecurity. In terms of learner and parent related findings, it is evident that the lack of learner discipline, which can be partly attributed to a lack of parental involvement, contributes to declining educator security. The workplace related findings reflect the teacher– learner ratio as being problematic. In addition, the lack of resources in some schools, as well as a classroom environment that is not conducive to effective teaching and the educators' workload all impact on educator insecurity. It is imperative that the recommendations made should be attended to, in order to minimize Foundation Phase educator insecurity. This must be done to the benefit of both the educators and the learners, who are entitled to quality education.

There has been an upsurge of interest in Christian spirituality in recent years. In this thesis I will provide a brief survey of the history and forms of Christian spirituality in order to sketch the background against which this study will be situated with specific reference to the history of contemplative spirituality. Beginning with the life and teachings of the Desert Fathers it will show that contemplative prayer is firmly rooted in the ancient Christian tradition. More specifically, I will focus on two contemporary exponents of the contemplative tradition of spirituality, namely Thomas Keating (1923-2018) and Henri Nouwen (1932-1996).

Abstract:
General perceptions of foreign aid commonly engender images of humanitarianism and altruism, whereby the humanitarian needs of the recipient of development assistance are of the utmost priority of the aid donor. However, the Australian governments led by Hawke, Keating and Howard often gave humanitarianism a low emphasis, frequently placing Australia’s own foreign policy and economic concerns at the forefront of aid allocation – often unashamedly. This self-interest met through aid meant that most was provided to Australia’s regional neighbourhood, neglecting some of the poorest, most struggling states, including South Africa. Other issues and events, including the Cold War, apartheid, terrorism and HIV/AIDS also affected Australia’s aid policy; mostly, they were used as excuses to limit aid to states like South Africa.

Abstract:
Over the last three decades neoliberalism has transitioned from occupying the margins of economic policy debate to becoming the dominant approach by governments and their economic advisers, a process that has accelerated with the collapse of the former Stalinist states in Eastern Europe and the Soviet Union. This thesis adopts a Marxist framework for understanding this process, beginning as it did in the realm of relatively abstract philosophical and ideological debate to the permeation of neoliberal values throughout all capitalist institutions, including the state bureaucracy. This necessarily means a focus on the dialectical relationship between the rise of neoliberalism and the shifting balance of class forces that accompanied the success of the neoliberal project in transforming the dominant economic policy paradigm. The extent to which neoliberal reforms impacted on workers and public sector institutions, along with the success or otherwise of traditional working class institutions in defending the material interests of workers will therefore be a recurring theme throughout this body of work. The evidence borne from this research and analysis suggests a major shift in the dialectic of class struggle in favour of the power of capital over labour during the period covered, with the neoliberal age being one of defeat for a labour movement that largely failed to adopt successful strategies for defending itself.

Abstract:
This thesis is a study of the federal Australian Labor Party (ALP) in Opposition. It seeks to identify the various factors that shape the political direction of the party when it is out of office by examining three important periods of Labor Opposition. It is argued in the first period (1967-72) that the main factor in the party’s move to the left was the radicalisation that occurred in Australian (and global) politics. Labor in Opposition is potentially more subject to influence by extra-parliamentary forces such as trade unions and social movements. This was true for this period in the case of the reinvigorated trade union movement and the Anti-Vietnam War Movement, whose policy impacts on the ALP under Gough Whitlam are examined in detail. While every one of the party's policies cannot be attributed to the tumult of the period, it is argued that Labor's Program embodied the mood for social change. The second period (1975-83) records a much different experience. After Labor's Dismissal from office in November 1975, the enduring conclusion drawn by the party was that it had failed in government as economic managers, and that in future it would need to embrace responsible economic management and to jettison programmatic-style reform. This conclusion was accepted and argued by both federal leaders during this time, Gough Whitlam (1975-77) and Bill Hayden (1977-83). The thesis argues that the key reason for Labor's abandonment of reformist politics was the dramatic shift in the economic context wrought by the collapse of the post-war boom in 1974, which undermined the economic basis of the Program. The degree to which 'economic responsibility' governed Labor's approach to policy-making is highlighted through case studies of uranium mining and the Prices-Incomes Accord. The final period of Opposition (1996-2001) commences with the party’s landslide defeat at the 1996 Federal Election. Under the leadership of Kim Beazley, the party continued in the pro-free market policy tradition of Labor Prime Ministers Bob Hawke and Paul Keating. In conjunction with this, it employed a 'small-target' strategy that pitched its electoral success on community anger towards the government, rather than any alternative policies of the Opposition. The free-market policy continuity is set in the context of the ideological effects of the fall of the Berlin Wall in 1989 and the collapse of the Soviet Bloc, in the aftermath of which all political players accepted that there was no real alternative to the market. Furthermore, the overall state of the Australian and world economies was not conducive to a return to 'tax and spend' policies. The party’s bipartisanship on globalisation and economic rationalism effectively robbed it of an alternative political approach to that of the Coalition. Thus, in a sense it was hemmed into the 'small-target' strategy. The thesis concludes by comparing and contrasting the three periods, and assigning weight to the various factors that shape Labor in Opposition.

Burton, Rodney Lawrence. "A rock in the seething chasm : Thomas Keating's understanding of the human person and of spirituality as a basis for contemporary pastoral counselling." Thesis, Rhodes University, 1998. http://hdl.handle.net/10962/d1009960.

Full text
Abstract:
Contemporary pastoral counselling has many unresolved problems associated with its practice, causing frustration for both counsellors and counsellees. This thesis suggests that such problems are related to the fact that pastoral counselling is overshadowed by the dominant schools of psychology, to the detriment of its spirituality. Furthermore, by attending to both its "values" and its "aims", contemporary pastoral counselling is shown to lack a distinctive theoretical base. This thesis proposes that pastoral counselling is, in fact, the reparative dimension of spiritual direction. Referring to such counselling as " therapeutic spiritual direction" best expresses this concept. Some of the ways in which this redefinition of pastoral counselling may alleviate problems which are currently experienced, particularly by counsellors, are highlighted. A spirituality appropriate to this discipline is outlined. Both Keating's life in general, and eight anthropological models used in conjunction with his teaching on Centering Prayer, are examined to provide a theological foundation for therapeutic spiritual direction. Utilising a conflation of Keating's models, supplemented by insights from his spirituality, individuals are located within an evolutionary-developmental context, within which the reality of sin is acknowledged. Attention is given, in a holistic fashion, to the physical, emotional, and spiritual faculties, and to relationships with both the world at large, and God in particular. Real and potential problems in emotional and spiritual formation are explained with reference to four "energy centres". Therapeutic spiritual direction is characterised by the environment within which it is conducted, and SLX identifiable stages through which it passes. Based on Keating's models, an Instrument is developed to facilitate such counselling, particularly in its diagnostic phases. Use of the means of grace and traditionally Christian disciplines and forms of ministry are emphasised for healing, and a spectrum of suggested treatment modalities is generated. The place of other health-care disciplines and social-care agencies is recognised, and discriminating co-operation and dialogue with them and with other faith traditions is encouraged This thesis has profound significance for the way in which pastoral counselling should be practised. In the light of these insights, some implications for the training of counsellors and for ministry in South Africa are noted.

Abstract:
Bibliography: leaves 262-283. This thesis examines whether economic rationalist policies, as implemented by Labor governments in Australia in the 1983-1996 period, are the key to achieving national competitive advantage, restructuring and employment growth. It is argued that, whilst the policies made some progress in this regard, more could have been achieved through the use of strategic industry policies. It is argued that the key weakness of the rationalist policies of the period is that of an uncritical faith in market forces to produce economic prosperity. Markets fail to produce competence in a range of crucial activities such as research and development, technology diffusion, work organisation, management, education and training, finance and export marketing. This thesis argues that strategic industry policies can foster national excellence in such capabilities, and so bring improvements in national competitive advantage, restructuring and employment growth, beyond that achievable by markets alone.

Abstract:
Since the latter half of the twentieth century patterns of economic flows and the deployment of systems of production have encouraged greater political and social integration between nation states. This phenomenon, called globalisation, has reinvigorated debate about the nation state as a mode of organisation, and created the conditions for an ongoing natural experiment concerning state adjustment. This experiment, while on a global scale, has led to different responses from national governments, as each grappled with how best to accommodate both domestic and international interests. One neglected aspect of analysis in these processes is the role played by national bureaucracy in state adjustment as a means to move with globalising pressures or to resist their impact. This thesis presents a qualitative analysis of the interaction of one globalising process, foreign direct investment (FDI), and the workings of the nation state, as a means of assessing the way in which the national government has used regulatory processes and its bureaucracy to control FDI. An extended historical case study is used to examine changes in policy, regulation and the organisation of the national bureaucracy concerned with FDI in Australia. The period examined is from 1968 to 2004 enabling comparisons to be made across the experience of seven successive national governments (those led by prime ministers Gorton, McMahon, Whitlam, Fraser, Hawke, Keating and Howard) in the way they managed the domestic and international circumstances that impacted on FDI. This thesis makes a contribution to the literature on the interaction of globalising processes, the nation state and the role played by national public bureaucracies where national and transnational interests intersect. In particular, this thesis identifies the national bureaucracy as a key agent for government in enabling and domesticating the processes of globalisation. This finding demonstrates that national bureaucracy is significant as both a facilitator and the inhibitor of processes of globalisation, and therefore is a key factor in understanding the issues of state adjustment in studies of globalisation.

Abstract:
The thesis seeks to provide a deeper understanding of the dynamics of interaction between the environmental and labour movements, and the conditions under which they can cooperate and form alliances in pursuit of a sustainable development agenda which simultaneously promotes ecological and social justice goals. After developing an explanatory model of the labour-environmentalist relationship (LER) on the basis of a survey of theoretical and case-study literature, the thesis applies this model to three significant cases of labour-environmental interaction in Australia, each representing a different point on the spectrum from LER conflict to LER cooperation, during the period from 1983 to 1996. Commonly held views that there are inevitable tendencies to LER conflict, whether due to an irreconcilable "jobs versus environment" contradiction or due to the different class bases of the respective movements, are analysed and rejected. A model of the LER implicit in Siegmann (1985) is interrogated against more recent LER studies from six countries, and reworked into a new model (the Siegmann-Norton model) which explains tendencies to conflict and cooperation in the LER in terms of the respective ideologies of labour and environmentalism, their organisational forms and cultures, the national political-institutional framework and the respective places of labour and environmentalism therein, the political economy of specific sectors and regions in which LER interaction occurs, and sui generis sociological and demographic characteristics of labour and environmental actors. The thesis then discusses the major changes in the ideologies, organisational forms and political-institutional roles of the Australian labour movement which occurred during the period of the study, and their likely influence on the LER. The two processes of most importance in driving such changes were the corporatist Accord relationship between the trade union movement and Labor Party government from 1983 to 1996, and the strategic reorganisation of the trade union movement between 1988 and 1996 in response to challenges and opportunities in the wider political-economic environment. The research hypothesis is that the net effect of these changes would have been to foster tendencies towards LER conflict. The hypothesis is tested in three significant case studies, namely: (a) the interaction, often conflictual, between the Australian Council of Trade Unions (ACTU) and the environmental movement in debates around macroeconomic policy, economic restructuring and sustainable development from the mid-1980s onwards; (b) the complex interaction, involving elements of cooperation, disagreement and dialogue, between the environmental movement and the unions representing coal mining and energy workers in the formulation of Australia's climate change policies; and (c) the environmental policy and campaign initiatives of the Australian Manufacturing Workers Union to improve workplace environmental performance and promote worker environmental education. The case studies confirmed the research hypothesis in the sense that, whilst the LER tended overall towards greater cooperation in the period of the study, the Accord relationship and union restructuring process worked to slow the growth of cooperative tendencies and sustain conflict over particular issues beyond what might otherwise have been the case. The Accord relationship served to maintain conflict tendencies due to the dominance of productivist ideologies within the ACTU, and the union movement's perseverance with this relationship after the vitiation of its progressive potential by neo-liberal trends in public policy. The tripartite Accord processes institutionalised a "growth coalition" of labour, business and the state in opposition to excluded constituencies such as the environmental movement. This was partially overcome during the period of the Ecologically Sustainable Development (ESD) process, which temporarily included the environmental movement as an insider in the political-institutional framework. The long-run effects of union reorganisation on the LER are difficult to determine as the new organisational forms of unions were not in place until almost the end of the period of the study. However, in the short term the disruptive effects of the amalgamations process restricted unions' capacity to engage with environmental issues. Pro-environment initiatives by the AMWU, and cooperative aspects of the coal industry unions' relationship with environmentalists, reflected the social unionist ideology and internal democratic practices of those unions, and the influence of the ESD Working Group process, whilst LER conflict over greenhouse reflected the adverse political economy of the coal industry, but also the relevant unions' less developed capacity for independent research and membership education compared to the AMWU. The LER in all three cases can be satisfactorily explained, and important insights derived, through application of the Siegmann-Norton model. Conclusions drawn include suggestions for further research and proposals for steps to be taken by labour and environmental actors to improve cooperation.

Kyllönen, H. (Heini). "”Unelmoija ja runoilija”:taiteilijakuvat ja John Keatsin ja Geoffrey Chaucerin subtekstit Dan Simmonsin romaanissa Hyperion." Master's thesis, University of Oulu, 2014. http://urn.fi/URN:NBN:fi:oulu-201411262012.

Full text
Abstract:
Toinen subteksti, jota vasten Hyperionia peilataan, on Geoffrey Chaucerin Canterburyn tarinat. Dan Simmonsin Hyperion lainaa rakenteensa Geoffrey Chaucerin Canterburyn tarinoilta. Olen tarkastellut Hyperion-romaania erityisesti suhteessa Keatsin runoihin ”Hyperion”, ”The Fall of Hyperion” ja ”Lamia”. Dan Simmonsin romaanit Hyperion ja The Fall of Hyperion käsittelevät samoja aiheita kuin John Keatsin runot ”Hyperion” ja ”The Fall of Hyperion”. Tulokset ovat kuitenkin erilaiset ”Hyperion” ja ”The Fall of Hyperion” runojen pohjalta. Olen myös suhteuttanut John Keatsin runoa ”Lamia” Hyperion-romaanin ”Etsivän tarinaan”. Hyperion-romaanissa piirtyy esiin kaksi erilaista taiteilijakuvausta: unelmoijan ja runoilijan. Jaottelu unelmoijaan ja runoilijaan perustuu John Keatsin runossaan ”The Fall of Hyperion” tekemään jakoon. Runoilija Martin Silenus puolestaan on jo juhlittu runoilija. Hän suhtautuu runouteensa vakavasti, jopa pakkomielteisesti. Siinä missä Johnny näkee unia, Silenus kirjoittaa todellisuutta toimien jumalallisen ilmoituksen välikappaleena. Molemmat, unelmoija ja runoilija, heijastavat romantiikan ihanteita, vaikka ovat monessa mielessä toistensa vastakohtia: toinen on potentiaalia — toinen aktualisoitumista, toinen herkkä — toinen rietas. Keskeneräisten ”Hyperion-laulujensa” kautta Silenus vertautuu historialliseen John Keatsiin ja tämän keskeneräisiin runoihin. Molemmat jakavat romantiikan taidekäsitykset ja epäonnistumisen kultin.

Harris, Christopher Quinton. "The Choral Music of Keaton Lee Scott| A Comprehensive Study of an Alabama Native with Analysis of Festival Te Deum." Thesis, The University of Alabama, 2018. http://pqdtopen.proquest.com/#viewpdf?dispub=10825345.

Full text
Abstract:

K. Lee Scott, a resident of Birmingham, Alabama, is a living composer of choral, instrumental, and vocal music who has received commendation from conductors, composers, musicologists, and publishers. Scott has composed over three hundred works with both sacred and secular texts. Ninety percent of Scott’s works are commissions from university, high school, church, and community choirs throughout the United States and from choirs in Canada, the Netherlands, and South Africa. Several university and professional choirs have recorded Scott’s music, including The University of Alabama at Birmingham (UAB), The University of Mississippi, Brigham Young University, The University of Miami, The Lee Scott Singers, and The Mormon Tabernacle Choir.

His compositional attributes include an avoidance of trivial rhythmic motives, controlled diatonic harmonic structure, an inclination towards reflective and insightful texts, and an obvious understanding and appreciation for ancient church traditions and their continued relevance and application. Further, Scott understands for whom he composes, their musical and technical abilities, and creates music that is accessible to both singers and audiences. The influence of composers such as Ralph Vaughan Williams, Paul Hindemith, and Igor Stravinsky is identified in Scott’s specific use of rhythmic and harmonic devices. These facts act as a catalyst for this study and have led to the discovery of three basic issues: (1) in no known source has the entire body of work been examined for style or musical content; (2) Scott’s compositional style, including text selection, melodic construction, rhythmic motives and development, and harmonic structure techniques, have been minimally studied in previous research; (3) there are no conclusive comparisons of Scott’s use of traditional sacred texts such as Te Deum with that of other known composers.

This study enables conductors, composers, teachers, and scholars to gain a better understanding of the music of K. Lee Scott and his distinct compositional style. Further, knowledge of Scott’s compositional style allows the choral conductor and teacher to engage in an informed performance of Scott’s Te Deum. Through analysis of several key works within Scott’s oeuvre and subsequent comparison to other well-known composers, teachers and conductors will be able to find new teaching and programming opportunities.

Gartner, Matthew. "'We're all coming through fine' : the observed self of the screen actor in the multi-role performances of Peter Sellers and Buster Keaton." Thesis, University of British Columbia, 2017. http://hdl.handle.net/2429/62422.

Abstract:
In Stars, Richard Dyer writes that star actors “seem to be of a different order of being, a different ‘ontological category’” than other people (49). It is here, in the core question of studies on screen acting, that this thesis places itself. Building on Dyer’s claim, this work documents a unique category of existence for film actors: beings that are legitimately understood as one of three separate types of individuals (a character, a persona, or a private self), while also regarded as an accumulation of all those three (many characters, the many roles that create a persona, and the visible and invisible parts of one’s personal life). Another part of the screen actor that facilitates this existence—something not yet encountered in film studies discourse—is referred to here as the observed self, which allows for the many disparate pieces of an actor to be corralled into one body. As part of this analysis, Michel Foucault’s notion of the care of the self is employed, allowing for the identification of an observed self in films such as The Mouse that Roared (Jack Arnold, 1959), Dr. Strangelove (Stanley Kubrick, 1964), and The Play House (Buster Keaton, 1921). After one chapter that surveys trends in screen acting academia, and another on the relevant Foucauldian concepts, this thesis examines performances from Peter Sellers and Buster Keaton to identify the observed self on screen. This piece of identity is found in films that house all three of the different components of an actor’s constitution. Once the components of the observed self are identified within these films, the thesis identifies moments in which audiences must rely on this to place themselves within a familiar viewing experience. I argue that these moments are broadcast at a high frequency in films where actors play multiple roles, and that actors employ Foucault’s notion of transgression, with this inherent quality allowing the viewer to see them as beings that are both unified and disintegrated.

Cossar, John Harper. "Snakes and Funerals: Aesthetics and American Widescreen Films." Digital Archive @ GSU, 2007. http://digitalarchive.gsu.edu/communication_diss/12.

Full text
Abstract:
The study of widescreen cinema historically has been under analyzed with regard to aesthetics. This project examines the visual poetics of the wide frame from the silent films of Griffith and Gance to the CinemaScope grandeur of Preminger and Tashlin. Additionally, the roles of auteur and genre are explored as well as the new media possibilities such as letterboxing online content. If cinema’s history can be compared to painting, then prior to 1953, cinema existed as a portrait-only operation with a premium placed on vertical compositions. This is not to say that landscape shots were not possible or that lateral mise-en-scene did not exist. Cinematic texts, with very few exceptions, were composed in only one shape: the almost square Academy Ratio. Before 1953, cinema’s shape is that of portraiture; after 1953 cinema’s shape is landscape. Widescreen filmmaking is not simply an alternative to previous visual representation in cinema because no equivalent exists. Widescreen is quite simply a break from previous stylistic norms because the shape of the frame itself has been drastically reconfigured. With the proliferation of HDTV and widescreen computer monitors, certain aspect ratios that were once regarded as specifically “cinematic” are now commonplace both in the home and in the workplace. This project outlines a project that traces the innovations and aesthetic developments of widescreen aspect ratios from the silent era of D.W Griffith, Buster Keaton and Abel Gance all the way through to current widescreen digital manifestations of web-based media and digital “blanks” such as those created by Pixar. Other chapters include close textual analyses of “experimental” widescreen films of 1930, the development of “norms” for widescreen filmmaking in the early CinemaScope era of the 1950s and examinations of the experimental multi-screen mosaics of 1968 and beyond.

Full text
Abstract:
Taking as a starting point the Figure/Background division as established in art theory, this work tries first to reframe it within the cinematographic studies, and to link it to wider aspects of geometric rendering of space (the Perspective System) as a symbolic form of apprehending reality. In order to do so, this work addresses a popular film genre where the Figure/Background issues are central: the giant monster movies that had their Golden Age in the 50’s and 60’, a time when traditional models of representation came to a crisis with the arrival of modern cinema. In the second part of this work, hermeneutic analysis is put into work to address the comeback of the giant monster in contemporary audiovisual culture, its aesthetic function in our digital era and its connection with new forms of representing reality in science fiction cinema, as well as the apparently paradoxical conversion of the giant monster in a sort of intimate sign for the viewer.

Chalmers, Jim. "Brawler statesman: Paul Keating and prime ministerial leadership in Australia." Phd thesis, 2004. http://hdl.handle.net/1885/10152.

Full text
Abstract:
Prime ministerial power resides in the institutions of government, and relies on complex interactions between the leader and the leadership environment. The party and the electorate can terminate a leader's tenure, and other institutions such as the media, parliament and sources of advice can all impact on the relative success of the prime minister. How these power sources are navigated is influenced by personal leadership styles. Because these styles vary, there is more than one path to effective leadership and political dominance. The Paul Keating Prime Ministership (1991-1996) tells us much about prime ministerial power and Australian political leadership. The lessons from his tenure are that prime ministers must maintain support in the electorate and the party room, because power is dependent on interaction with, and the support of, others. Prime Minister Keating was a dominant leader in relation to his colleagues in the caucus and the cabinet; his leadership was individual and authoritative. His downfall was the result of the ultimate power wielded by the Australian electorate used to devastating effect. Thus prime ministers are only ever as powerful as they are allowed to be; by the party room and by the people. The media and modern competitive electoral pressures provide increasing scope for individual leadership, but neglect of either of these domains still invites political oblivion. Australian prime ministers can act 'presidentially', but only within the confines of public and party expectations. This thesis utilises new material and an interactionist framework to re-examine the prime ministerial power debate and conclude that powerful leadership relies heavily on a willingness of others to be led. Paul Keating's stores of immense authority and influence relied on his personal approach but also, most importantly, on the compliance of his colleagues in the cabinet and caucus.

Abstract:
This thesis places the 1989 Australian domestic pilots and airlines dispute in the context of pilot industrial relations 'norms', pilot industrial relations history and the political and economic environment. The aim is to gain a greater understanding of the 1989 dispute and to answer questions such as whether the dispute stood out from its context as an inexplicable development. It was discovered that the reasons behind the dispute went well beyond the AFAP claim for a 29.47% salary increase. The dispute built up over a lengthy period and can only be properly understood by considering: - the nature of the pilot community and pilot militancy, - the history of pilot industrial relations, - pilot bargaining patterns, - the individuals involved in pilot industrial relations, - the impact of the Accord on pilot bargaining, - the interventionist approach of labor governments to pilot industrial relations, - the roles of the ACTU and the AIRC, - the impact of neo-corporatism in the Australian industrial relations system, - the impact of aviation deregulation, - the impact of economic fortunes, - any many others... Pilot industrial relations and salary determination will be considered in the period since the Whitlam Government, with reference to the parties, the influences upon them and the environment in which their relationships were conducted. Emphasis will be given to the implications for and of the 1989 dispute. Observations shall also be made about the future of pilot industrial relations.

Maley, Maria. "Partisans at the centre of government : the role of ministerial advisers in the Keating government 1991-96." Phd thesis, 2002. http://hdl.handle.net/1885/10993.

Full text
Abstract:
This thesis explores the role and significance of ministerial advisers in the Keating government (1991-1996). The role of ministerial advisers has changed substantially since they emerged in Australia in 1972, yet there is surprisingly little research about them. A study of the Keating period is useful as it tracks the evolution of the ministerial office over a critical period in its development: the Hawke-Keating years (1983-1996). In this period the role of adviser grew, developed in new ways and was entrenched as a permanent part of the machinery of government in Austalia. The thesis reports the results of a major qualitative research project undertaken in 1995-6, in which 64 ministers, advisers and public servants were interviewed. The thesis first maps the different elements of the role, focusing on the functions that advisers performed in government. It argues that advisers were very important in government because they could perform key roles for the executive which went beyond their traditional work of political and personal support. These roles were communication, steering policy and coordination. The study distinguishes different types of advisers based on their behaviour, and identifies what were the areas of, and causes of, variation in their work. The thesis then explores several elements of the adviser's role in depth, touching on three key themes: how advisers engaged with departments, advisers' role in policy making, and their contribution to executive coordination. The study reveals that advisers in the Keating years were an important part of the central machinery of government, located at the heart of decision making and policy making in Australia. Their central location, and the major development in their role, made them significant players in the structure and practice of government at this time.

Strauss, Jonathan. "The Accord and working-class consciousness: the politics of workers under the Hawke and Keating governments, 1983-1996." Thesis, 2011. https://researchonline.jcu.edu.au/29816/1/29816_Strauss_2011_thesis.pdf.

Full text
Abstract:
This thesis aims to develop the understanding of workers' class political consciousness. In particular, the thesis addresses the ways and why workers unmade and remade the working class and, more specifically, their class political consciousness under the ALP federal governments from 1983 to 1996. The literature about the period largely fails to view the politics of workers as subject to workers' agency. To approach the problem thus posed, the thesis' inquiries range across workers' activity in unions, social movements and the formation of new political parties. The thesis considers that the working class is formed as workers respond to their experience using elements of their consciousness. Moreover, a relatively small core of activists, who organise collective actions and generate social learning among workers, initiates workers' class struggle. The operation of the core for organising collective action among workers outside the political mainstream is the thesis' focus. The thesis' research primarily involves qualitative analysis of documents and reports of events. Quantitive research includes a newspaper survey of protest events and new analyses of raw survey data. The thesis proposes a model of class analysis that recognises that, in the long Labor decade, a political trend that represented an alliance of some better-off workers with capital would inevitably exist, while the creation of an antagonistic and hegemonic working-class politics was uncertain. Because this model is controversial, the thesis first elaborates its theory about the better-off workers, or "labour aristocracy". The theory is then validated in a new analysis of the Australian working class' political history. This establishes that the ALP expresses opportunist politics among workers and that workers' militancy rose in the 1970s. With regard to the period, the thesis first shows that union workplace organisation declined. It relates a series of agreements between the government and the ACTU that aimed to boost labour productivity, the Accord, to a reduced prevalence of the factors that motivated workers to be a delegate. Second, the thesis discusses three elements of opposition within the unions to the Accord. Shop committees questioned the approach adopted only when themselves under threat. Wage militancy remained largely confined to tactics that confronted employers. Among the union left, the opposition to the Accord as a social contract lacked the political perspective and organisation to unite. Third, the thesis suggests some social movements flourished. These might have provided opportunities for building the core for organising collective action among workers, but in each radicalisation was isolated or slow and partial. Finally, the thesis considers the falling intensity of ALP identification. Some workers engaged with new party projects. When the Greens formation as a national party came however, divisions and failures had exhausted much of the impetus for a new party. Thus, in the long Labor decade, there were new, principally electoral, mobilisations of workers. Meanwhile, in existing forms of workers' mobilisation, many who would have comprised the core for organising collective action were instead alienated from it. The core for organising collective action declined. Also, among the core, those who might have practiced antagonistic and hegemonic workers' politics were relatively inexperienced in that and usually did not agree with it. Many were workers who had been relatively privileged, but no longer were. The thesis concludes that the new party projects of the long Labor decade were a movement of workers towards a party that expressed their concerns, while the ALP has been and is a "bourgeois labour party". Thus, social justice policy is important for the successes of the Greens, while the ALP exerts a pro-capitalist influence among workers. A more fundamental conclusion is that the core for organising collective action among workers is the material form of workers' class political consciousness, whose strength depends on whether or not workers' political parties and social movements constructively interact. The thesis provides a better understanding of the ALP and the new parties in terms of class. The thesis also grounds the notion that "class happens". Although the core for organising collective action among workers is usually a small grouping of workers, it is a key to the formation of the working class. The thesis shows that much of politics of workers is about how will class happen. If that is ignored, changes in the structure of party politics will surprise the political analyst.

Dalvean, Michael Coleman. "The Selection of Cabinet Ministers in the Australian Federal Parliament." Phd thesis, 2012. http://hdl.handle.net/1885/9159.

Full text
Abstract:
The two fundamental questions addressed in this thesis are 1) what are the characteristics that are associated with an Australian federal parliamentarian becoming a cabinet minister, and 2) how do these characteristics help a parliamentarian become a cabinet minister? I examine the standard representational and institutional explanations for cabinet appointment decisions such as geography, party/faction, gender and house (Senate vs House of Representatives) and find they do not account for more than 25% of cabinet appointments. I therefore turn to individual characteristics of cabinet ministers. I use education, linguistic/cognitive style, and biographical data to develop a classification model. Using data mining, I isolate three characteristics that explain a high proportion of the appointments to cabinet over the period under examination. These variables are: i) having a legal qualification: ii) entering parliament at an early age: and iii) using abstract language. These three variables explain approximately 78% of cabinet appointments over the period under investigation. I argue that these variables are associated with cabinet appointment because they tap into a particular set of cognitive and behavioural characteristics that are beneficial in demonstrating cabinet potential. An important insight from the analysis is that, in selecting parliamentarians to serve in cabinet, personal factors are more important than representational factors.

Hawkins, John Robert. "The Australian treasurers: managers and reformers in an evolving role." Phd thesis, 2017. http://hdl.handle.net/1885/117526.

Full text
Abstract:
If the prime minister is ‘first among equals’, then arguably the treasurer is now ‘second among equals’. And the treasurer is increasingly the minister most likely to later become prime minister. Yet there is no collective biography of the 39 Australian federal treasurers, such as the volume edited by Michelle Grattan on Australian prime ministers or that by Roy Jenkins on British chancellors. Nor is there a book analysing the office itself. This thesis fills that gap. Inspired by Plutarch’s Parallel Lives, chapters Four to Seven compare and contrast four pairs of contemporary treasurers with similar backgrounds but divergent careers. As the academic literature on political leadership boils down to distinguishing two essential types -- managers and reformers -- the pairs contain one of each. Bookending these core chapters are introductory chapters, providing context, and analytical chapters, drawing lessons from the eight lives studied in depth and the other treasurers. In this way, the thesis is a comparative biography but also a work of political history with implications for political science. The treasurer’s job has changed greatly over time, although some initial responsibilities persist. The thesis traces the development, identifying six eras. Initially the treasurer presided over a book-keeping department, reflecting the Gladstonian tradition of fiscal conservatism. This ended with the Great Depression and the Premiers’ Plan saw a second era where the federal government attempted to regain macroeconomic stability. The White Paper on Full Employment ushered in a third, Keynesian, era which lasted until the mid-1970s oil shocks and subsequent stagflation. A short-lived fourth era of monetarism was followed by the fifth era of economic rationalism. The global financial crisis may have seen a shift to a sixth ‘new Keynesian’ era. This analysis of eras is brought together with the distinction between managers and reformers by adapting Skowronek’s model of ‘political time’ whereby major reformers overthrow the old paradigm, fortunate managers then operate it and unfortunate managers preside over its collapse. The main argument of this thesis is that good treasurers need to be effective and influential and many factors produce these qualities. The job is onerous and complex and what counts as success may be unclear at the time. Treasurers (like prime ministers) need a measure of luck. But three key features stand out as crucial. First, an effective treasurer needs immense political skills and the support of his/her prime minister. The combinations of Curtin/Chifley and Hawke/Keating, and to a lesser extent Bruce/Page, were particularly productive of economic reform. The second crucial relationship is with their department, where treasurers need to harness the technical expertise of its senior officials who may lack political acumen. Successful treasurers build an effective relationship to both develop and accomplish the treasurer’s agenda. The third key element is a matter of timing. Some treasurers such as Theodore and Swan are faced with downturns in the global economy making their job much more difficult. Some treasurers, however, have turned adversity into opportunity and enhanced their reputations in crises – Chifley, and perhaps Keating.

Full text
Abstract:
Because of their relatively high coefficient of thermal expansion (CTE) of about 1·10-6 K-1, LAS-type glass-ceramics consisting mainly of keatite solid solution (s.s.) are much more sensitive to fracture due to thermal shock than glass-ceramics consisting mainly of high-quartz s.s., the CTE of which is about 10 times smaller. Nevertheless, it was shown that with certain parameters a glass-ceramic consisting of keatite s.s. can be produced to satisfy the criteria for thermal shock resistance. In this work the thermal shock behaviour (TUF) in a keatite s.s. glass-ceramic was investigated and optimised. A basic thermal shock resistance (“Basic-TUF”) is caused by the parameters a, E and n which can be increased through suitable ceramisation parameters. This additional thermal shock resistance can be attributed to a surface layer of approximately 100 µm thickness. The ceramisation process can induce compressive stresses of up to 10 MPa, which increase consequently the TUF. These small stresses were semi-quantitatively characterised by the use of Vickers indentation and described by a model, based on the theory of fracture toughness. The stresses influence the crack growth of the induced cracks. The length of these Vickers cracks can be correlated to the stresses and the TUF. As a consequence the TUF can be identified as a surface near property. It is also possible to distinguish between samples with high and low TUF-values

Mitchell, Euan Wallace. "Making noises: contextualising the politics of Rorty’s neopragmatism to assess its sustainability." Thesis, 2005. https://vuir.vu.edu.au/1462/.

Full text
Abstract:
This creative thesis is written in two parts: Volume 1 is a novel and Volume 2 is the accompanying exegesis which explains the process of contextualising a school of philosophy’s politics within the novel. These volumes combine to build a new window onto contemporary theoretical debate regarding the sustainability of so-called liberal democracy. Volume 1, the novel, provides a fictionalised account of federal government involvement with the popular music industry in Australia during the 1990s. The story is told from the point of view of a newcomer to a music industry organisation funded by the federal government called the ‘Oz Rock Foundation’. This organisation is run by a former federal politician who maintains close links with his political colleagues still in government. When the newcomer discovers a young Aboriginal prisoner with exceptional musical talents, the former politician seizes this opportunity to help launch the Oz Rock Foundation in the ‘Year of the Indigenous Person’. This venture, however, has unexpected consequences which emerge as the story develops. Volume 2, the exegesis, employs a narrative framework to explain the process by which an analysis of philosopher Richard Rorty’s version of neopragmatism fed into the creation of the novel. Political issues raised by neopragmatism are thematically linked to fictional contexts informed by the history of government experimentation with the Australian music industry. The process is guided by questions designed to assess whether a neopragmatic version of liberal democracy is sustainable in this form. The novel is further shaped by its attempt to extend a particular tradition, within the genre of the political novel, that contextualises themes related to ‘natural rights’ as the foundation of liberal democracy. The exegesis, in its discussion of issues raised by the completed novel, then draws on existing research into the sustainability of democracy in order to synthesise an overall perspective. NOTE: Due to copyright arrangements with the publisher of Making Noises, the text of the novel (Volume 1) is not available as part of the digital version of this thesis. The novel was published in November 2006 by OverDog Press (Melbourne, Australia). The ISBN is: 9780975797921

Master's thesis, 2010. http://hdl.handle.net/10451/2621.

Abstract:
Buster Keaton’s movies are silent comedies that, above all, should be considered in the context of the classical Hollywood cinema of the pioneering era. Besides an apparent simplicity and its immediate meaning, they incorporate elements which are typical of the surrealistic aesthetic. Throughout this dissertation I intend to make those elements explicit, exploring common issues, associations and analogies with those aesthetics, in terms of the principles that preside to the creation of a surrealistic work of art. In order to accomplish that I shall focus on the period 1919-1929, during which Buster Keaton directed nineteen shorts and eleven features, also assuming the main characters in every one of those films. Therefore, I will first analyse Keaton’s feature films, and I will distinguish Go West for I consider it paradigmatic of what I want to stress. Then I will analyse the shorts, using the same kind of approach, favouring The Blacksmith, in order to verify if the surrealistic elements we find in Keaton’s shorts are of the same nature as those elements present in the feature movies.

Johnston, Phillip. "The polysynchronous film score: the relationship between music and image/narrative in contemporary scores for silent film." Thesis, 2015. http://hdl.handle.net/1959.13/1306492.

Full text
Abstract:
Research Doctorate - Doctor of Philosophy (PhD)
The medium of contemporary scores for silent film offers extraordinary opportunities for innovative relationships between music and film. The “polysynchronous film score” is a term suggested for the purpose of this paper, referring to film scores whose relationship to the image/narrative falls outside the established analytical dichotomy of the terms synchronous/asynchronous, upon which the prevailing discourse in film music studies has been based. The research has a threefold intention: i) to identify the dominant conventions of film music, and silent film music in particular, and show how they are adhered to in contemporary scores for silent film. ; ii) to show why the art form of contemporary scores for silent films provides unique opportunities to work outside of these conventions. ; iii) to point the way to possible alternative relationships between music and film. I begin by discussing current thinking about the relationship between music and film, and how film music conventions are maintained in contemporary scores for silent films, as well as the ways in which assumptions about “silent film music” influence the latter. I then discuss both the history and technique of silent film scores in their original incarnation (circa 1895–1930). This is followed by a short history of the art form of contemporary scores for silent film, focusing mainly on a discussion of the work of some important practitioners and an analysis of excerpts from their work in terms of the conventions that I have discussed in earlier chapters. I then give some specific examples that exemplify some of the possibilities for the polysynchronous approach, drawn from my own work. The last part of my written thesis is an exegesis of my current creative practice work: the 65-minute score for Lotte Reiniger’s 1927 silhouette animation The Adventures of Prince Achmed, focusing on the ways in which it expresses the ideas of polysynchronicity and innovation in silent film scoring.
