Ce texte présente les retours d’expérience de jeunes Kanaks de Nouvelle-Calédonie en formation aux métiers de la mine dans les cégeps de Rouyn et de Sept-Îles. Le but des entretiens réalisés avec ces jeunes autochtones était de recueillir le versant subjectif d’une expérience de formation à l’étranger. Ces témoignages livrent les répercussions individuelles d’un climat économique, politique et social vécu comme incertain. Sont ainsi tracés les contours de la nouvelle condition salariale qui s’offre à une génération dont le destin est lié au développement de l’activité autour du nickel. La réflexion suscitée par l’expérience canadienne donne l’occasion de revenir sur leurs parcours scolaires antérieurs en Nouvelle-Calédonie et éclaire d’un jour nouveau le choix collectif qui se pose aujourd’hui au peuple kanak, entre lutte pour l’indépendance d’une future Kanaky et stratégie de défense des droits autochtones.

Abstract:
This article interrogates both the legal and social identities of Japanese-Melanesians (or ‘Nippo-Kanaks’) residing in the Free French territory of New Caledonia at the beginning of the twentieth century to the years following the Second World War. The first part of the article details how, fearing an imminent Japanese attack on New Caledonia after the bombing of Pearl Harbor, the French Empire began the process of deporting nearly all Japanese emigrants residing throughout New Caledonia to Australian internment camps on 8 December 1941. French officials in New Caledonia sequestered all property belonging to the Japanese émigré community, and later sold it to the French public. Nippo-Kanaks, who were children at the time of the incarceration and deportation of their Japanese fathers, maintained a problematized legal identity as Japanese nationals residing in Pacific French territory. Although the French Empire granted French citizenship to mixed race Kanaks in 1946, French authorities in New Caledonia specifically denied French citizenship to Nippo-Kanaks, who then had to petition for French naturalization. The second part of this article interrogates the social identity of Nippo-Kanaks viewed from the perspective of Jeannette Yokoyama, a second-generation Nippo-Kanak whose Japanese father was deported to Australia. Yokoyama’s father was forcibly repatriated to Japan after the Second World War, but by writing letters he maintained communication with his family in New Caledonia. The letters that Jeannette received from her father allowed her to forge personal memories of her absent father that shaped her social, mixed race identity as a Nippo-Kanak. For Yokoyama’s father, the letters served as a means to enculturate Jeannette as a Japanese daughter from afar. Jeannette’s memories of her beloved father, coupled with the embrace of her Japanese heritage, represent a symbolic resistance to French administrators’ efforts to erase the presence of the Japanese community in New Caledonia.

Abstract:
This study focuses on the links between ethnic discrimination, housing discrimination, and the ethnic composition of neighborhoods at a specific spatial level, that of the city quarter. Our goal is to determine whether discrimination exacerbates residential segregation. We measure discrimination and access to housing in Greater Nouméa, the capital of New Caledonia, by ethnic background, distinguishing between the people of Kanak (the indigenous people) and those of European descent. Between October 2015 and February 2016, four applicants individually responded to 342 real-estate rental ads, made a total of 1,368 responses. Two of the applicants made their Kanak origin known through their surnames, while two others similarly made their European origin known. In each pairing, an applicant signaled financial and professional stability by explicitly indicating that he was a civil servant. A particularity of the study was to analyze these data statistically by crossing it with the ethnic distribution of neighborhoods. Severe discrimination regarding access to private rental housing for Kanak applicants in all neighborhoods was found. Signaling stability strongly reduced discrimination against Kanak applicants. This discrimination is linked to the behavior of landlords and, to a lesser extent, to the actions of real-estate agencies. The difficulties accessing housing are solely due to discrimination linked to the social precariousness of Kanaks in neighborhoods where Kanaks are most represented. They are also linked to ethnic discrimination against Kanaks in neighborhoods dominated by Europeans. Housing providers thus play an active role in residential segregation.

La dénonciation de l’échec scolaire dont sont victimes les élevés mélanésiens est au cœur du contentieux colonial contemporain en Nouvelle-Calédonie. Au croisement des champs de la sociologie, de l'histoire et de l'anthropologie, ce travail a pour objet de restituer la genèse de la question scolaire néo-calédonienne, pour mieux comprendre de quoi pourrait procéder aujourd'hui la décolonisation de l’école. La première partie expose l’état de cette question au début des années 1980, au moment de l'explosion de la revendication indépendantiste kanak. La seconde interroge une des dimensions jusqu'alors négligée de cette question scolaire, son historicité, en confrontant l'historiographie classique de la scolarisation indigène a la mémoire collective kanak de l’école recueillie par une enquête orale. La troisième présente ce qu'on peut savoir des principes de la politique scolaire coloniale entre 1853 et 1946 a travers les archives missionnaires et civiles. La quatrième montre comment la politique scolaire assimilationniste des pouvoirs publics entre la fin de l’indigénat (1946) et les << événements >> (1984) s'est soldée par un échec, et évalue les conséquences de l'inflexion de cette politique dans le sens d'une reconnaissance de la culture kanak depuis la signature des accords de Matignon en 1988

Abstract:
This thesis analyses the discursive struggle in the New Caledonian media over the question of independence during the period of most acute conflict during the 1980s. It seeks to demonstrate that the discursive struggle was central to the political struggle, particularly in its emphasis on the development of discourses on identity which authorised particular forms of political engagement. Colonial discourses in New Caledonia provided a well tested armory of identifications of the territory’s indigenous people which were mobilised in the anti-independence media, particularly the territory’s monopoly daily newspaper Les Nouvelles Calédoniennes. The thesis attempts to demonstrate how these identifications connoted, in effect, the non-existence of Kanaks through a denial of a ‘Kanak’ identity: Melanesians who identified themselves as Kanaks and took a pro-independence stance were not recognised within the colonial identity constructions of ‘Caledonian’ and ‘Melanesian’, and their claims to constitute a ‘people’ were vociferously denied. They existed within colonial discourses as a human absence, and were therefore considered to have no rightful claim on Caledonian political life. In the face of such identifications, the pro-independence movement articulated in its media notions of ‘Kanakness’ and the ‘Kanak people’ which sought to hyper-valorise their identity as human and rightful.¶ It is argued that an analysis of media discourses requires consideration of the type of institutional constraints operating within the media institutions from within which these discourses emerge. The thesis therefore analyses the major constraints operating within Les Nouvelles Calédoniennes and the two major pro-independence media organisations, ‘Kanaky’s first newspaper’ Bwenando and ‘Kanaky’s first radio station’ Radio Djiido.¶ As an overarching concern, the thesis attempts to work through and apply different theoretical approaches relevant to the analysis of media reporting in situations of heightened political contestation, negotiating through aspects of neo-Marxist and post-structuralist approaches. It assesses the relevance of the notion of ‘ideological effect’ as an analytical tool in assessing the effects of power produced by particular discourse, concluding that some theoretical notion concerned with elucidating the differential effects of power is required.¶

Cette recherche a pour objet d’étude les revendications médiatisées kanak de Nouvelle-Calédonie, une collectivité d’outre-mer française en processus d’autodétermination. Dans son contexte contemporain, nous définissons la notion de revendication en analysant ses processus, qui permettent notamment l’autodéfinition et l’autoreprésentation. Ces nouvelles perspectives ont engendré une dynamique de confrontations idéologiques politiques, sociales, économiques et culturelles qui contribuent au changement social. Depuis la fin des années 1960, avec l’apparition des médias des partis politiques, la médiatisation des formes de communication des Kanak s’est transformée, en raison d’une démultiplication des revendications et des processus d’identification. Dans cette perspective, une enquête de terrain, en France et en Océanie, nous a permis de croiser une approche ethnographique in situ avec une analyse discursive des interactions médiatisées sur Internet relevant des SIC. La complémentarité de ces approches entend contribuer à l’approfondissement d’une anthropologique du numérique. À l’intérieur de la sphère d’Internet, l’appropriation des dispositifs médiatiques numériques ainsi que l’autopublication des interactions médiatisées renouvellent les pratiques communicationnelles individuelles, et engendrent des débats. Certes, ces débats peuvent donner lieu à des conflits, mais aussi devenir une modalité propice à l’échange interculturel. De plus, les tactiques de communication contemporaines permettent un renouvellement des manières de participer individuelles et collectives, en créant de nouvelles formes d’engagement politique et social
This research aims to study the mediated claims of Kanak people from New Caledonia, an overseas collectivity of French in a process of self-determination. In its contemporary context, we define the notion of claim by analyzing its processes, which enable self-definition and self-representation. These new perspectives have created a dynamic of ideological political, social, economic and cultural confrontations, which contribute to social change. Since the late 1960s, with the advent of political parties' media, the mediatization of the forms of communication of Kanak people has evolved, due to a proliferation of claims and identification processes. In this perspective, a field survey in France and Oceania has allowed us to intersect an in situ ethnographic approach with a discursive analysis of mediated interactions on the Internet, covered by Communication Science. The complementarity of these approaches intends to contribute to the deepening of a digital anthropology. Within the Internet sphere, the appropriation of digital media devices, as well as the self-publishing of mediated interactions renew the individual communicational practices and generate debates. While these debates may give rise to conflicts, they may also become a favorable modality for intercultural exchange. In addition, contemporary communication tactics allow a renewal of the ways to participate individually and collectively, by creating new forms of social and political engagement

Abstract:
The thesis aims to explore and represent 'Kanak identity' multi-dimensionally through the discourses of local people, composed of three kinds of narrative, narrative of community, culture and nation. Narrative of community reveals that identity concepts at the level of traditional community are relationally and collectively oriented with the clan as its base and that its boundary is porous. Secondly, narrative of culture discloses that their identity concepts at the ethnic level are synonymous with culture based on custom and that its boundary is strategically demarcated. In these narratives of community and culture, the concepts of Kanak identity prove to be constructed dually in community and culture: while the former is the base of their identity, the latter unites fragmented Kanak society. Thirdly, narrative of nation proves that the Kanak identity claim is the key concept of their struggle for decolonization of New Caledonia to recover their rights. French colonization dehumanized the Kanak and deprived them of their rights and dignity so that they had to politically and culturally assert Kanak identity vis-a-vis France and others. While struggling for the recovery of their rights, which are conceived within the modern norm of the nation-state, they tried to restore their identity as a symbol representing the autochthonous people as a whole or as a symbol of a nation. The history of Kanak struggle for identity demonstrates how Kanak identity has been shaped and is being reshaped through the discourses of the people, which prove to be the narrative of 'emergence' and not of 'entropy', if I borrow Clifford's terminology (1988: 14, 16).

Born in 1985, the kanak popular schools were an "analyser" of the contradictions of the independentist movement in newcaledonia. They offered a new status to country people, to women and to children, which engendered much resistance. Pupils constitute the moving force of a development which is generated in their environment to give energy to this environment. The pedagogy used has something to do with the pedagogy of the the oppressed. In order to undestand what is, consciously or unconsciously, at stake in the kanak popular schools, the autor placing himself in a position of intercultural interview, analyses the process of genesis of the concepts, invents a method of speech analysis about official reports of the kanak popular schools inspired by the theory of catastrophes, and analyses his own institutional implication, including through poetic writing

The aim of the thesis titled Canada's trade policy is to analyze the current Canadian trade policy including its objectives, trade policy instruments that Canada uses for the implementation of its trade policy and how Canada is trying to contribute to the liberalization on the world trade. The first part of the thesis explains the concept of trade policy, introduces the current economic situation of Canada and analyzes the Canadian foreign trade. The most important chapter is devoted to the autonomous and contractual instruments of the trade policy of Canada. The aim of the last chapter is to show through two examples of Canadian trade disputes at the WTO how the decisions taken in these disputes can affect Canadian trade policy.

Abstract:
Kako bi osiguravajuća društva bila u mogućnosti podmiriti obveze iz osiguranja, odnosno isplatiti štetu svojim osiguranicima, potrebno je da njihovo poslovanje bude profitabilno. Stoga u ovom radu autori istražuju utjecaj kanala distribucije na profitabilnost osiguravajućih društava u Republici Hrvatskoj u razdoblju od 2014. do 2017. godine. Pomoću modela linearne regresije i Pearsonovog koeficijenta korelacije izražena je jačina međuovisnosti između analiziranih varijabli. Prema udjelima pojedinih distribucijskih kanala osiguravajućih društava vodeću poziciju zauzimaju interni prodajni alati, a na drugom i trećem mjestu su agencije i banko kanal distribucije koji predstavlja veliki udio životnih osiguranja. Kod životnih osiguranja izražena je jača povezanost banko kanala prodaje, dok kod neživotnih osiguranja jaku vezu pokazuju interni kanal distribucije te agencijski kanal distribucije koji zauzimaju najveći dio te time utječu na odnos bruto premije poduzeća.

Abstract:
Glavni cilj ovog rada je istražiti utjecaj fiskalnih neravnoteža zemalja EMU na prinose državnih obveznica pojedine zemlje članice EMU u razdoblju od 2002. do 2018. godine. U odnosu na već provedena teorijska i empirijska istraživanja, ovaj rad predstavlja iskorak u postojećoj literaturi na način da se navedeni utjecaj analizira korištenjem tehnika prostorne ekonometrije koje omogućavaju promatranje prostorne zavisnosti između zemalja, a isto tako omogućavaju ispitivanje najznačajnijeg transmisijskog kanala preko kojeg je takav utjecaj moguć. Glavna pretpostavka je da na prinose državnih obveznica pojedine zemlje članice EMU ne utječu samo njene fiskalne neravnoteže, već određeni utjecaj imaju i fiskalne neravnoteže susjednih zemalja članica. Provedena analiza je potvrdila očekivanja autora i sugerirala sljedeće nalaze: utjecaji javnog duga i primarnog deficita na prinose državnih obveznica su pozitivni i statistički značajni; najznačajniji transmisijski kanal je geografski kanal; 49% ukupnog utjecaja se pripisuje indirektnim/spillover efektima.

Bagi setiap individu dalam menjalankan aktifiktasnya, kepuasan menjadi kata kunci penting, termasuk guru dalam menjalani aktifitas rutinnya di sekolah berupa kepuasan kerja guru. Cerminan sikap dan perasaan seorang guru terhadap pekerjaannya tercermin dari kepuasan kerja dalam kegiatan belajar mengajar di sesolah. Kepuasan kerja seorang guru dapat disebabkan oleh kerelasian kerja, komunikasi, dan lingkungan kerja yang baik. Penelitian ini bertujuan untuk mengetahui dan mengkaji pengaruh kerelasian kerja, komunikasi, dan lingkungan kerja terhadap kepuasan kerja guru dengan subjek penelitian guru TK di Kecamatan Bungbulang Garut. Kuntitatif adalah metode penelitian yang digunakan dengan pendekatan deskriptif verifikatif. Penelitian ini mempergunakan alat analisis regresi linear berganda. Sample sebanyak 81 orang diperoleh dari populasi dengan menggunakan metode slovin dengan 0,05 standard error. Data diperoleh dengan menyebarkan kuesioner dengan 31 butir pertanyaan, random sampling digunakan sebagai penentuan data. Hasil menunjukkan secara deskriptif bahwa kepuasan kerja dipersepsikan menjadi variabel terkecil rata-rata dengan kategori baik. Hasil secara verifikatif menunjukkan bahwa kerelasian, komunikasi, dan lingkungan kerja berpengaruh secara parsial maupun simultan terhadap kepuasan kerja.

Abstract:
Passing sediment from reservoirs to downstream channels is a potential solution to aging infrastructure and reservoir storage capacity loss, which is a pressing challenge nationwide. The US Army Corps of Engineers (USACE) sediment management actions at reservoirs such as flushing may drive ecological changes that may be beneficial or detrimental to downstream ecosystems. However, these potential effects are currently not well understood or documented. An exploratory study of the potential ecological effects of releasing sediment downstream from reservoirs is presented in this technical note (TN). We focus on Tuttle Creek Reservoir in Kansas and use fish species as indicators of ecological change. A literature review of Kansas fishes was conducted and three conceptual models illustrating potential benefits or negative effects of releasing sediment downstream of Tuttle Creek Reservoir was developed. Some fish species may benefit from sediment releases, while others may be negatively affected. Further research and tools are needed to develop a greater understanding of these effects.
