Abstract:
U radu su kritički analizirani prijevodi nekih termina u Direktivi EU-a o oporezivanju kamata i autorskih naknada na hrvatski jezik. Riječ je o terminima royalty (autorska naknada), beneficial owner (stvarni korisnik) i permanent establishment (stalna poslovna jedinica). Nakon te analize ukratko je prikazan i sadržajni aspekt Direktive. Službeni prijevod direktiva EU-a važan je, prvo, zbog njihove implementacije u pravne sustave država članica, a zatim i zbog mogućnosti izravne primjene direktiva pod određenim uvjetima. Sadržajno, Direktiva uređuje raspodjelu prava na oporezivanje primitaka od ulaganja (u obliku kamate na zajam i autorske naknade) dajući pravo oporezivanja državi rezidentnosti primatelja kamate i/ili autorske naknade. To je, napose što se tiče kamata na zajmove, bitno odstupanje od koncepta OECD modela ugovora o izbjegavanju dvostrukog oporezivanja. Termini spomenuti u kontekstu njihova prijevoda na hrvatski ključni su tehnički (provedbeni) elementi primjene Direktive.

Abstract:
Abstract Three novel splice site mutations and two novel missense mutations were identified by molecular analysis of pyruvate kinase (PK) deficiency associated with hereditary nonspherocytic hemolytic anemia. A Nepalese PK variant, PK Kowloon, was found to have a homozygous transversion at the 5′-splice site of the seventh intervening sequence (IVS) of the L-type PK gene (Ivs7[+1]gt → tt). Using a reverse transcription polymerase chain reaction (RT-PCR) assay, we showed that the R-type PK mRNA in the proband's reticulocytes included the seventh IVS between the seventh and eighth exon, introducing a stop codon 3 nucleotides downstream of the mutated site. Consequently, the translational product may lack 44% of the R-PK polypeptide. A transition at the last nucleotide of exon 9 (1269GCG → GCA) was found in a Japanese PK variant, PK ‘Kamata.’ The mutation did not alter the amino acid sequence, but caused skipping of the ninth exonic sequence in the R-PK transcripts. As a result, the affected R-type PK lost 51 amino acid residues (373Met-423Ala del). A transversion at the splice acceptor site of the third IVS (Ivs 3[-2]ag → tg) was identified in PK ‘Aomori.’ The mutation resulted in aberrant splicing at a cryptic splice site within exon 4, causing deletion of two codons in the aberrant R-PK transcript (95 Gly-96 Pro → del). Both PK ‘Kamata’ and PK ‘Aomori’ had a missense mutation on the other allele, 1044AAG → AAT (348Lys → Asn) and 1075CGC → TGC (359Arg → Cys), respectively. Although both 348Lys and 359Arg were located in the sixth loop of A domain (β/α)8 barrel, which has been shown to contain the substrate and cation binding sites, the degree of anemia was much more severe in PK ‘Kamata’ than PK ‘Aomori,’ possibly because the 51 amino acid deletion of PK ‘Kamata’ but the 2 amino-acid deletion of PK ‘Aomori’ may abolish PK catalytic activity.

The author first tries to define the concept of debt arrears, and after that its consequences. The author dedicates further presentation to interest, its historical origin and definition of its basic types through the analysis of the laws by which it is regulated, and with special emphasis on the Law on default interest. The author tries to point out the legal gaps in the laws, analyse the existing solutions in practice, but also offers some new solutions that could be useful in the application of the institute of interest. Also, the institute of default interest will be analysed within our legal system through a calculation that extends from the appearance of the law that regulated default interest until today.

On 1993 August 20, we observed the Rho-Oph dark cloud and detected hard X-rays from Class I sources (Koyama et al.(1994), Kamata et al.(1997)). One of the sources (EL29) showed a flare-like variability, while another (WL6) exhibited sinusoidal variation with no large spectral change. The later would be due to a spin of the protostar. The sinusoidal period of about 1 day is shorter than spin periods of TTSs of ~3-7 day.

La propuesta de este trabajo es ofrecer al mercado un sitio web donde ellos puedan encontrar paquetes de regalos, los cuales contengan un mix de productos que se adapte a los gustos y preferencias de la persona a quien piensan dirigir el regalo. Se considero los paquetes de regalos pues en la actualidad en el mercado de regalos y/o obsequios los usuarios suelen buscar un mix de productos en un solo lugar pues esto reduce el tiempo de búsqueda de un regalo en tiendas independientes y lo más importante, produce un ahorro en sus bolsillos. Ese fue el motivo por el cual se consideró un mercado atractivo que aún puede mejorar ofreciendo alternativas de compra llamativas que se adapten a los gustos de los interesados. Es por ello que nació Kamari, una tienda de regalos online en la cual se puede elegir entre una serie de distintos paquetes a regalar dependiendo de la ocasión e incluso cambiar ciertos productos del paquete seleccionado, haciéndolo personalizable para el cliente. Cabe mencionar que para corroborar la viabilidad de este proyecto el equipo de trabajo ha elaborado experimentos para la validación del proyecto a pesar de la situación actual que se vive a nivel mundial, logrando como resultado un proyecto viable.
This work has been prepared under the identification of a problem that many people face in their day-to-day life, who from now on will be called the target audience. The proposal of this work is to offer the market a website where they can find gift packages, which contain a mix of products that adapts to the tastes and preferences of the person to whom they plan to direct the gift. Gift packages were considered as currently in the market for gifts and / or gifts, users often look for a mix of products in one place as this reduces the time of searching for a gift in independent stores and most importantly, produces a savings in customer´s pockets. That was the reason why it was considered an attractive market that can still improve by offering eye-catching purchasing alternatives that suit the tastes of those interested. That is why Kamari was born, an online gift store where you can choose between a series of different packages to give away depending on the occasion and even change certain products from the selected package, making it customizable for the client. It is worth mentioning that to corroborate the viability of this project, the work team has carried out experiments for the validation of the project despite the current situation worldwide, achieving as a result a viable project.

An intelligent camera includes a processor, which can extract information from images without the need for an external processing unit, and interface devices used to make the results available to other devices. This paper describes the intelligent camera design and implementation into the Field Programmable Gate Array (FPGA). The implemented architecture contains a camera controller, a memory controller, an IIC controller, a VGA controller, and an execution unit. The camera controller communicates with a CMOS chip. The memory controller communicates with a DDR SDRAM memory. The IIC controller is the interface between a PLB bus and an IIC bus. The VGA controller takes data from the memory and transform them into the VGA format (640x480, 60 Hz). The execution unit extracts the image data from the memory. These data are processed by hardware pixel by pixel, which results in a modified image. The camera units has been implemented in the VHDL and Verilog languages.

This chapter examines the early phase of Ozu’s cinema, from 1927 to 1932, in the context of the development of Japanese cinema into a modern entertainment form. The first part examines the production strategy of Shochiku, especially in regard to the concept of Kamata-chō as the studio’s fundamental tenet, which was developed in the course of Shochiku’s effort to adopt a modern, Westernised cinematic style through the realistic depictions of urban everyday life, although the modernity had to be in constant conflict with more archaic forms and styles such as shinpa. In the second part, the genre of shōshimin (middle class) film is discussed as Ozu’s attempt to further complicate the format of Kamata-chō by developing its existing representation of modern everyday life into a critique of modernity. This point is examined by analysing Ozu’s two representative shōshimin films of the era, Tokyo Chorus (1931) and I Was Born But… (1932), in comparison with the work of other Shochiku directors, such as Shimazu Yasujiro.

Abstract Butterfly eggs, larvae, pupae, and adults are attacked by an array of natural enemies. Many characteristics of butterflies, such as larval crypsis, distastefulness or toxicity, gregariousness, web building, host plant use, and adult wing patterns, are thought to have evolved as defenses against natural enemies (Gilbert and Singer 1975, Bowers 1981, Stamp 1981a, Dempster 1984, Bowers et al. 1985, Sillen Tullberg 1988, Vulinec 1990, Montllor and Bernays 1993, Weseloh 1993, Ohasaki and Sato 1999, Hunter 2000). But, paradoxically, while population biologists widely agree that natural enemies have shaped the evolution of butterflies, the extent to which the observed abundances, population dynamics, and other ecological processes in butterflies are now influenced by natural enemies is more controversial. What is known from life-table analyses and experiments is that generalist arthropod and vertebrate predators often cause significant and typically density-independent mortality in butterflies and moths (Dempster 1983, Bellows et al. 1992). Disease can also cause massive mortality at high population densities, particularly in moths with outbreak dynamics (Anderson and May 1981, Dwyer 1994, Dwyer et al. 2000, Kamata 2000). In a review covering all insects, Hawkins (1994) found that parasitoids generally cause 20-60% mortality in their hosts, with the maximum level of mortality related to the host feeding niche. Insects feeding externally on leaves, such as butterfly larvae, tend to suffer lower parasitism than leaf miners, but higher parasitism than borers and root feeders. Parasitoid-caused mortality in butterflies is at least occasionally density-dependent and may thereby contribute to host population regulation (Ford and Ford 1930, 0. W.

Abstract:
The legal rule under which interest ceases to run when the amount of interest reaches the amount of the principal is known as a prohibition of ultra alterum tantum. Such a statutory limit on interest accumulation was previously contained in the 1978 Obligations Act, and was abolished in 1989. In the Republic of Croatia and the Republic of Serbia, current proposals call for re-introduction of the prohibition of ultra alterum tantum in the legal regulation of interest. Whereas the proposed amendment to the Croatian Obligations Act seeks to limit the accumulation of default interest, the Draft of the Civil Code of the Republic of Serbia contains a legal restriction on the accumulation of contractual interest. On the basis of a comparative analysis of the rule on the prohibition of ultra alterum tantum in Austrian law, Slovenian law and the European Union law, the paper examines the eligibility and appropriateness of these proposals for legislative interventions in the regulation of interest in Croatian and Serbian law.

In order to determine the output characteristics of tires for the development and verification of mathematical models for assessing the pressure levels on the roadway and the stress level in the tire elements. The research results are of national importance for the preservation of the roads of the Russian Federation and the creation of KAMAZ trucks with permissible pressure on the roadbed.

Abstract:
The city of Kampala in Uganda provides an illustrative example of how institutional and administrative reform, without widespread policy change, can generate substantial increases in municipal revenues. Through the implementation of more efficient digitalised systems, attracting higher capacity staff, and a focus on the ‘citizen as a client’, the city has managed to increase own-source revenues three-fold from UGX 30 billion (US$8.2 million) in 2010/11 to UGX 90 billion (US$25 million) in 2018/191, as well as crowd in more central government and donor funds. These reforms were made possible by strong leadership, a political window to act, and strong support from development partners. What was striking was the administration’s reflection that its most significant success was not in doing something new, but rather in doing its job as it is meant to be done. Furthermore, the reforms contributed to achieving an investment-grade credit rating in 2015, creating the potential for increased funding opportunities for large-scale investments in the future. This, coupled with recent regulatory change to remove the previously restrictive 10 per cent cap on borrowing, provides promising new avenues for attracting investments. However, a number of stakeholders noted concerns that, despite overcoming regulatory hurdles, the city is still not equipped with the capacity to develop bankable plans and projects. For development partners, the example of Kampala highlights the need for collaboration to build capacity, both in reforming systems and in designing implementable strategies and bankable projects worthy of external finance. However, concerns around the way development finance skews prioritisation of projects, as well as the difficulties in providing for ongoing maintenance which are often not accounted for in development partner investments, were also highlighted.

This brief sets out key considerations for risk communications and community engagement (RCCE) to promote adherence to COVID-19 preventive measures in greater Kampala, Uganda. It looks at adherence to COVID-19 preventive measures, assesses the challenges to their adoption and outlines key considerations for partners working in RCCE and the wider COVID-19 emergency response. The brief responds to concern (as of March 2022) about COVID-19 transmission in informal urban areas in Uganda due to their high population density, limited sanitary infrastructure, and reported low uptake of vaccination. Ensuring effective communication and engagement with a series of preventative measures is essential in limiting the spread of COVID-19. The Ministry of Health and response partners have been proactive, however interventions and guidance for COVID-19 have taken limited account of social science research about the perceptions and practices related to COVID-19 regulations. This brief aims to address this gap so these data may be used to inform more effective and practicable guidance for vulnerable groups. This brief draws primarily on an analysis of existing scientific and grey literature. Additional primary data was collected through consultation with six social science and RCCE experts who focus on this geographical area. The brief was requested by UNICEF Uganda in consultation with the Uganda Ministry of Health (MoH) RCCE subcommittee and the RCCE technical working group for the Eastern and South Africa region (ESAR). It was developed for SSHAP by Theresa Jones (Anthrologica) and supported by Elizabeth Storer (London School of Economics), with contributions and reviews by colleagues at Anthrologica, the Institute of Development Studies (IDS), UNICEF ESARO and Uganda, Makerere University, the London School of Hygiene and Tropical Medicine (LSHTM), Dreamline Products and the IFRC.

On 20 September 2022, an outbreak of the Sudan strain of Ebola Virus Disease – SVD – was announced as the first laboratory-confirmed patient was identified in a village in Mubende District in central Uganda. Uganda’s Ministry of Health (MoH) activated the National Task Force and developed and deployed a National Response Plan, which includes the activation of District Task Forces. The target areas include the epicentre (Mubende and Kassanda districts) and surrounding areas, as well as Masaka, Jinja and Kampala cities. This is of great concern, as Kampala is the capital city with a high population and linkages to neighbouring districts and international locations (via Entebbe Airport). It is also a serious matter given that there has been no outbreak of Ebola before in the city. This brief details how Risk Communication and Community Engagement (RCCE) activities and approaches can be adapted to reach people living in Greater Kampala to increase adoption of preventive behaviours and practices, early recognition of symptoms, care seeking and case reporting. The intended audiences include the National Task Force and District Task Forces in Kampala, Mukono, and Wakiso Districts, and other city-level RCCE practitioners and responders. The insights in this brief were collected from emergent on-the-ground observations from the current outbreak by embedded researchers, consultations with stakeholders, and a rapid review of relevant published and grey literature. This brief, requested by UNICEF Uganda, draws from the authors’ experience conducting social science research on Ebola preparedness and response in Uganda. It was written by David Kaawa-Mafigiri (Makerere University), Megan Schmidt-Sane (Institute of Development Studies (IDS)), and Tabitha Hrynick (IDS), with contributions from the MoH, UNICEF, the Center for Health, Human Rights and Development (CEHURD), the Uganda Harm Reduction Network (UHRN), Population Council and CLEAR Global/Translators without Borders. The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.
