Abstract:
This study aims to find out the forms of juvenile delinquency, the factors that cause juvenile delinquency and the ways or efforts to overcome juvenile delinquency at public senior high schools in Bantaeng regency, South Sulawesi, Indonesia. The study employed a qualitative study by applying the phenomenology approach. The data source consisted of 20 people, namely three headmasters, seven counseling guidance teachers, two student’s parents, and eight students. Data collection methods consisted of observation, interview, and documentation. Data analysis technique was carried out through three stages, namely: data reduction, data display, and concluding. The study results indicated that the forms of juvenile delinquency were in the forms of delinquency which cause physical casualties, i.e., fighting; which cause material casualties, i.e., smoking, blackmail, drinking liquor, and consuming drugs; and that were against the status, i.e., absent and truant in attending the class and school. The factors that cause juvenile delinquency were internal factors including lack of interest, lack of awareness, and the weak of self-control. External factors included the family environment, the school environment, and the community environment. The efforts to overcome juvenile delinquency were a preventive and curative attempt. Curative efforts include religious, family, and coaching approaches. The curative effort includes mediating the causes of juvenile delinquency, talking through parents, making statements, making resumes, giving opportunities to present religious speeches by the forms of delinquency made, providing sanctions for cleaning mosques, toilets, and standing in the field. Also, this study recommended allowing smoking made from cow dung and HVS papers for students who smoke.

Abstract:
The article examines the regulatory regulation of the sphere of prevention of neglect and juvenile delinquency, it analyses the system of bodies and institutions functioning in this area of legal relations. The authors note the shortcomings in the current legislation on the prevention of neglect and juvenile delinquency, and suggest specific ways to eliminate them. The article touches upon the problems of legislative consolidation of the principles of activities for the prevention of neglect and juvenile delinquency; normative definition of certain terms of legislation on the prevention of neglect and juvenile delinquency; enumeration of the range of subjects of prevention of neglect and juvenile delinquency. It is concluded that the introduction of volunteer organisations will help the bodies and institutions of the system for the prevention of neglect and juvenile delinquency at a higher level to carry out individual and direct preventive work with minors who find themselves in a difficult life situation, as well as to establish a balance of interests of the minor and its family members.

The article represents the results of the analysis of modern legal regulation of the system for prevention of neglect and juvenile delinquency in the Russian Federation and activity of commissions for juvenile affairs and juvenile rights protection as the main authority of that system. Relevance and immediacy of changes and reforming of legislation in the prevention of neglect and juvenile delinquency and areas of such activity are associated with the needs of the modern informational society. The authors analyze regulatory legal acts governing the activity of commissions for juvenile affairs and juvenile rights protection, proposals of executive authorities of constituents of the Russian Federation in the practicability of developing a concept of federal law on prevention of neglect and juvenile delinquency and rights’ protection and they characterize primary trends in the activity of this authority in order to define further perspectives of activity within the system of prevention of neglect and juvenile delinquency in Russia. Methodological support of the research are such methods of scientific cognition as analysis and synthesis, comparative-legal, formally legal, analysis of documents, legal modeling, survey, which allowed for a comprehensive approach to the research of this problem. The result of the research was reasoned conclusions on the practicability of reforming authorities and legal relations in the system of prevention of neglect and juvenile delinquency. Models are given for the modernization of commissions for juvenile affairs and juvenile rights protection. The results ensure conceptual basis and trends in the development of proposals for improvement of legal regulatory regulation of social relations in the prevention of asocial behavior and juvenile delinquency.

The state of juvenile delinquency in the state is an indicator of the development of civil society, its culture and morality. The formation of the state system of crime prevention is one of the directions of the state youth policy. In this regard, there is a need to analyze the current socio-legal aspects of the formation of a system of prevention of juvenile delinquency. The purpose of the article is an in-depth analysis of the features of the modern system of juvenile delinquency prevention, identification of the features of the activities of crime prevention entities, as well as providing recommendations for its improvement. The following methods are used in the article: dialectical method of research of legal phenomena, by means of which the peculiarities of formation of the system of crime prevention among minors are established; formal-legal method – for consideration of normative-legal acts regulating activity of subjects of preventive activity, as well as to identify gaps and shortcomings in the legal framework of the relevant activities; historical and legal – to assess the processes of formation and development of the system of prevention of juvenile delinquency. The current state of juvenile crime prevention is considered. It is noted that preventive activities are a set of socio-legal, pedagogical and cultural measures aimed at identifying and eliminating the causes that contribute to delinquency and anti-social actions of minors. It is determined that the existing system of juvenile delinquency prevention is ineffective, it has no integrity, preventive activities are not comprehensive. Emphasis is placed on the need for cooperation between all subjects of preventive activities, the direction of the system of juvenile delinquency, primarily to eliminate the causes of crime, prevention of offenses. The need to create an autonomous subsystem of juvenile courts was emphasized.

Statistical data on the problem of juvenile delinquency are presented, which show that in the city of Tambov in 2020, juvenile delinquency increased by more than 5 %. The problematic field of juvenile offenders is considered, which is quite extensive and covers the range of emotional-psychological, material, intellectual and other areas of problems of this category of the population. The key direction in the system of crime prevention is highlighted as a comprehensive development of a program for early prevention of juvenile delinquency, with the help of which the circumstances and conditions that give rise to illegal behavior of adolescents are identified and eliminated. The programs of social prevention of juvenile delinquency, implemented in educational institutions, are considered. The content of the activities of a specialist in the implementation of social prevention programs in a general educational institution is analyzed, which carries out it through the study of the psychological and age characteristics of adolescent offenders, organizes various types of socially useful activities, helps to implement legal protection and social support for a juvenile offender and his family, and directs actions teachers on the prevention of offenses among students. A model is designed for organizing programs for the social prevention of juvenile delinquency in a general educational institution, which includes the following blocks: target; conceptual; content-methodological; procedural; criterion-effective, allowing in the early stages to prevent the emergence of illegal behavior of minors.

Abstract:
The related literature is studied to explore the psychological characteristics of juvenile delinquency groups and implement their psychological characteristics model for the intervention of health behavior. Drawing on the results of current literature research, the Youth Psychological Characteristics Crime Prevention Questionnaire (YPPQ) was compiled, which can be simply referred to as the Crime Prevention Questionnaire. The whole psychological characteristics of juvenile delinquency are analyzed by means of a questionnaire. Firstly, the YPPQ scores of different groups were compared, and a structured interview was conducted on the reasons for the crime of the problem youth group. Secondly, data analysis was carried out on the results of questionnaires and interviews, and the psychological characteristics of juvenile delinquency were summarized. A “mixed hierarchical intervention model” was proposed to intervene in the mental health behavior of juvenile delinquency groups, and corresponding intervention strategies were also proposed. The results reveal that through the questionnaire survey, the educational background of juvenile subjects was generally distributed in middle school, the number of juveniles with primary school education was less than 30% of the juvenile delinquency groups, the middle school education accounted for more than 60% of the juvenile delinquency groups, and the approximate age was about 18 years old. The largest number in each group were adolescents with secondary school education, indicating the importance of psychological education on crime prevention for adolescents in secondary school. By comparing the YPPQ test scores of different groups, the adolescent group has higher test scores than the juvenile delinquency groups in five of the dimensions. Through the comparative analysis of the YPPQ test results of the juvenile delinquency groups, the problem youth group, and the normal youth group, it is found that the YPPQ has high reliability and validity, so its detection and evaluation are highly feasible. By comparing the odds ratio (OR) of each question in the YPPQ test between the experimental group and the control group, it is found that the psychological characteristics of the experimental group are significantly affected by family, school, and even society. Finally, it proposes a “mixed hierarchical intervention model” for juvenile delinquency to intervene in health behaviors. The purpose is to provide some research ideas for the study of the psychological characteristics of juvenile delinquency groups and to put forward some suggestions for the prevention of juvenile delinquency and the intervention of health behavior.

This article includes a cost-benefit analysis of Functional Family Therapy (FFT), a program to reduce juvenile crime and delinquency. To illustrate that effective delinquency prevention programs and policy can benefit urban communities, this analysis uses the D.C. government as a case study to examine the expected outcomes of FFT. This analysis predicts that FFT will yield estimated total benefits of $8.3 million and estimated total costs of $4.2 million if the program were implemented over an eight-year period, resulting in a benefit-cost ratio of about 2. Policymakers in urban communities must recognize that the long-term savings of reduced juvenile crime, achieved by implementing evidence-based delinquency prevention and treatment services, exceed program costs. In response to juvenile crime, communities should develop comprehensive strategies of programs designed to reduce juvenile delinquency, guided by the large and growing body of research on effective prevention of delinquency, rather than turn to increased incarceration.

Despite the increasing body of literature that supports the connection between adolescent gambling and risk-taking behavior, participation in criminal or delinquent acts has not been thoroughly addressed. With the established relationship between substance abuse and juvenile delinquency, past research and prevention, intervention, and treatment programs can be used to help guide issues concerning adolescent gambling for youthful offenders. How problem gambling may create a pattern of behavior that includes illegal acts and delinquent behaviors is examined. The role of the juvenile justice system and educational strategies for intervention, treatment, and follow-up efforts are provided. Suggestions for data collection and research using populations in detention centers to garner further information on problem gambling and deviant behaviors are addressed.

В статье представлен сравнительно-правовой анализ состояния преступлений, совершаемых этой категорией лиц, а также результатов отечественных научных исследований. Отражены особенности несовершеннолетних правонарушителей, связанные с обусловленным их местом в системе общественных отношений, социальными ролями и функциями, биологической и психологической спецификой. Уделено внимание условиям жизни и воспитания подростков в семье, общеобразовательной школе, на предприятиях и организациях различных форм собственности. Раскрыты уровень, динамика, структура и тенденции развития преступности рассматриваемой категории лиц. Рассмотрен комплекс причинности преступности несовершеннолетних. Отмечено негативное влияние на подростковую преступность со стороны неформальных группировок несовершеннолетних, бесхозяйственности на производстве, где трудится ряд подростков, всемирной сети Интернет. Эти и другие факторы способствуют совершению несовершеннолетними типичных для них преступлений: кражи, грабежи, причинение вреда здоровью различной степени тяжести, изнасилования, вандализм, незаконный оборот наркотических средств и психотропных веществ. Подтверждено, что неформальное групповое общение и ближайшее бытовое окружение для них оказываются более значительными, чем семья и учебное заведение. Приведено достаточное количество точек зрения специалистов в рассматриваемой сфере. Высказывается собственная авторская позиция. Теоретические положения и проведенные собственные исследования подтверждены конкретными примерами из следственно-судебной практики. Сформулированы выводы и предложения по оптимизации деятельности институтов государства и гражданского общества в противодействии этому виду преступности. Вносятся обоснованные рекомендации сотрудникам правоохранительных органов, представителям региональных властей и общественности по совершенствованию профилактики преступлений со стороны несовершеннолетних. The problem of combating juvenile delinquency remains topical. The article contains a comparative legal analysis of the state of crimes committed by this category of persons, as well as the results of domestic scientific research. The features of juvenile offenders related to their place in the system of social relations, social roles and functions, and biological and psychological specifics are reflected. Attention is paid to the living conditions and upbringing of adolescents in the family, secondary school, enterprises and organizations of various forms of ownership. The level, dynamics, structure and tendencies of development of crime of the considered category of persons are revealed. The complex of causality of juvenile delinquency is considered. The negative impact on juvenile delinquency on the part of informal groups of minors, mismanagement in the workplace, where a number of adolescents work, and the world wide web the Internet has been noted. These and other factors contribute to the commission of juvenile crimes typical for them: theft, robbery, injury to varying degrees of severity, rape, vandalism, trafficking in narcotic drugs and psychotropic substances. Thus it is confirmed that informal group communication and the closest household environment for them are more significant than family and educational institution. A sufficient number of points of view of experts in this field are given. Expresses own author's position. Theoretical statements and conducted own research are confirmed by concrete examples from investigative judicial practice. The conclusions and proposals for optimizing the activities of state institutions and civil society in countering this type of crime are formulated. This article introduces reasonable recommendations to law enforcement officials, representatives of regional authorities and the public on improving the prevention of crimes by minors.

Abstract:
The year 1926 marked the passage of Germany’s Law to Protect Youth from Worthless and Obscene Publications. In combination with the Reich Motion Picture Law of 1920, this legislation sought to shelter minors from the corrupting forces of cultural narrative and imagery. As the discourse surrounding these laws attests, the terms of Germany’s so-called ‘cinema debate’ were ambivalent, and discussions about films thematizing crime were especially complex. Whereas many detective and crime films were condemned for glorifying delinquency, brutalizing the senses and exposing youth to excessive details about criminal activity, educational films and films that sounded a warning were viewed by reformists as ideal means to teach moral responsibility and good citizenship. This paper explores the purported connection between visual imagery, sensual—psychological stimulation, crime and censorship during the early years of the Weimar period.

The juvenile court was given jurisdiction over neglect and dependent children for the purpose of this act the words dependent child and neglected shall mean any child who for any reason is destitute or homeless, abandoned, no proper parental care or guardianship; or who habitually begs or receives alms; or who is found living, in any house of ill fame or with any vicious or disreputable person; or whose home, by reason of neglect, cruelty or depravity on the part of its parents, guardian or other person in whose care it may be, is an unfit place for such a child” (Abadinsky pg 102). In 1968 Congress “passed the Juvenile Delinquency Prevention and Control Act. The act was designed to encourage states to develop plans and programs that would work on community levels to discourage juvenile delinquency. The Juvenile Delinquency Prevention and Control Act was precursor to the extensive Juvenile Justice and Delinquency Prevention Act that replaced it in 1974. However, to prevent a juvenile from committing a crime or re-offending, this study believes that the juvenile court and the state legislators must designed a program that juveniles can participate in and engage them in positive activities. This paper proposes an integrated biosocial theory from the social, cognitive, affective, and moral (SCAM) perspectives to understand juvenile delinquency and facilitate the development and improvement of prevention and intervention programs. The article briefly summarizes the background and the key concepts of the chosen criminological theories and the logic of theoretical integration. Then it articulates the four aspects of the integrated biosocial theory and how it can contribute to criminology in details. 35% of the population of Seneng, Banyurojo Village, Mertoyudan District, Magelang Regency are of school age. They begin to actively interact with peers, both from their home and school environment, both direct interaction and through social media. Interaction during the socialization process is feared to have a negative impact on children's behavior towards criminal acts. For this reason, prevention efforts need to be made so that cases of children in conflict with the law do not occur through legal counseling activities. The result of legal education counseling activities regarding juvenile delinquency is to increase the understanding of PKK Dusun Seneng women about the various juvenile delinquency, the causal factors and efforts to prevent children from being involved in crime. Strengthening legal understanding for PKK members of Dusun Seneng was useful in the parenting process, so that they are able to support the vision of Banyurojo Village point 7. It is to encourage the realization of a village community that is religious, dignified and cultured and has noble character to create a harmonious, orderly, safe and peaceful social life.

The primary need of any state is to ensure the comprehensive development and self-realization of every child, so the support of young people should be one of the main priorities of social policy. Insuffi cient attention of the state to the problem of juvenile delinquency determines the deepening of delinquent manifestations in society, disregard for socio-cultural norms, increasing recidivism and violence. The aim of the article. Development of the concept of juvenile anti-crime policy and establishment of its tasks at the present stage. Results. Juvenile anti-crime policy is proposed to be understood as the strategy and tactics of the state in the fi eld of combating juvenile delinquency, which determine the directions, goals and means of infl uencing juvenile delinquency, legal regulation of criminal liability of such persons and its implementation by criminal justice, juvenile justice system. juvenile delinquency. Conclusions. All components of juvenile anti-crime policy, namely the legislation on criminal liability of minors, the practice of its application, juvenile justice and prevention, are in functional dependence and interaction. The mechanism of this interaction is such that changes in one element necessarily lead to corresponding changes in other elements of such a policy. At the present stage, Ukraine’s juvenile anti-criminal policy has the main tasks of forming a juvenile justice system capable of guaranteeing restorative, rehabilitation, protective and educational justice, as well as ensuring eff ective juvenile prevention, social adaptation and resocialization of juvenile off enders. The paper presents a comparative legal analysis of the legislative regulation aimed at preventing minors from committing crimes and offenses in the USA and New Zealand. The authors describe the structures of state agencies responsible for preventing minors from committing crimes and offenses. The presented analysis of international legal norms and standards shows that juvenile crime prevention is an important part of juvenile justice in other countries; it is aimed at the rehabilitation of minors in the society, creation of favorable conditions and the influence, if necessary, on the minors family. The authors note that juvenile justice models and prevention programs differ from country to country because every country has its own specific economic, social and political conditions. The countries that use the punitive model base their juvenile crime prevention on the concept of ensuring control over crime, on an accusatory attitude towards minors. The restorative model is aimed at ensuring the social rehabilitation of a juvenile delinquent, at correcting his/her unlawful conduct, at preventing repeat offenses. The authors examine the experience of prevention programs and initiatives that could be used by Russian agencies dealing with juvenile crime prevention. They present statistical data on juvenile crime in the USA and New Zealand in 2009-2016. The authors conclude that it is possible to use American and New Zealand experience in juvenile crime prevention for the improvement of the national strategy of preventing juvenile crimes and offenses and counteracting them.

In the legislative practice of foreign countries, the normative definitions regulating an activity in the field of prevention of child neglect and juvenile delinquency are set forth in both regulatory and conservatory legislation. International legislation in this field imposes an obligation on states to bring domestic regulations into line with international standards. However, a large number of legal categories in the sphere of prevention of child neglect and juvenile delinquency have contributed to their consolidation in various branches of law that could not affect an emergence of problems in the effective regulation and protection of social relations arising in this area. The aim of this research is to prepare a theoretical basis of the legal grounds and to reveal the effectiveness of implementation of conceptual and categorical framework in the field of prevention of child neglect and juvenile delinquency. The analysis of legislation is used with dialectical method as a universal cognition method in combination with general scientific and private scientific methods as dogmatic (formal and logical) and comparative legal, formal legal methods. It is concluded that the definitions used in regulations of the former Soviet republics are the most similar. In English-speaking countries some legal concepts in the field of prevention of child neglect and juvenile delinquency are not clearly similar. The result of the research has shown that regulations are characterized by their own content or by their own terminology used in a particular country. Despite the differences in definitions states generally follow a policy of ensuring minors’ rights and freedoms. The article specifies a general conception of interrelation between international and domestic legislation in the field of prevention of child neglect and juvenile delinquency.

The relevance of the article lies in the fact that minors represent one of the most vulnerable segments of the population, and only knowledge of the moral and psychological characteristics of adolescents, their comprehensive and integrated accounting by all bodies, organizations, institutions, individuals, one way or another working with minors, can improve education of such persons. Also, the neglect of parenting is one of the main causes of juvenile delinquency. The purpose of the article is to analyze education as a tool in the prevention of juvenile delinquency. The article analyzes the problems of preventing juvenile delinquency. A brief outline describes the characteristics of education, family, and family well-being. The authors believe that the main reason for the increase in crime among children is associated with a low level of compliance with the requirements for parenting with regard to them, the lack of a proper approach to this problem, both from the public and from the authorized bodies. Thus, the exclusive role of ‘education’ as the main tool in the prevention of juvenile delinquency, as well as some aspects of the improper performance of responsibilities for raising a minor, are noted.
