Abstract:
This thesis explored the relationship between youth delinquency, family intervention treatment and recidivism through a meta-analysis of existing literature. Fifty individual effect size estimates were derived from thirty-five experimental research studies examining the impact of involving families in the treatment of young offenders. Initially, family intervention treatment was found to significantly reduce the recidivism of young offenders compared to non-familial responses to youth crime. Methodology, however, was found to be a crucial determinant of the reported effects of treatment; studies using less rigorous methods tended to produce significantly higher rates of success than studies using more rigorous methods. In terms of treatment characteristics, programs treating younger offenders and programs with voluntary participation displayed significantly lower levels of reported recidivism. The results suggested the need to develop more rigorous methods and reporting practices and to target younger offenders with voluntary family-based interventions.

Abstract:
This study examined how restorative justice programs impact the probability of recidivism among juvenile offenders. It compared juveniles who completed restorative justice programs versus juveniles who were released with warning from the courts. Both groups were compared to determine if restorative justice juveniles outcomes differed based on recidivism. Logistic regression showed that restorative justice programs had statistically significant increased odds of recidivating when compared to juveniles released with a warning. However, when the groups of restorative justice were disaggregated, only the adjudicated juveniles were statistically significant. Survival time analysis showed that restorative justice juveniles have longer survival times of recidivism when compared to juveniles released with a warning. Suggestions for further research and analysis are discussed with respect to the current results.

Abstract:
Risk and protective factors for juvenile delinquency are identified and addressed at national and local levels. A need for an information, referral, and volunteer center to reduce risk factors and promote protective factors in youth was identified in Warren County. The ALIVE Center (A Local Information and Volunteer Exchange) was founded to address this need. Qualitative research of services and programs offered by information, referral, and volunteer centers and a survey to specific local agencies as regards their use of the ALIVE Center was conducted to guide the development of services at the ALIVE Center. Information, resource, and referral centers across the nation were researched to determine the scope of programs and services offered. A 19-question survey was developed to assess the current status and use of the ALIVE Center and administered to center coordinators at Kentucky Family Resource and Youth Services Centers affiliated with Warren County and Bowling Green City Schools. Qualitative research from the information, resource, and referral centers yielded contact information, program descriptions, website information, and brochures of 39 centers. This research was used during the formative stage of the center and generated ideas for the center's website and guided youth program development. The results of the survey indicated that the ALIVE Center was extremely familiar to center coordinators at Family Resource and Youth Service Centers and regarded as extremely effective in providing services.

Abstract:
Researchers within the criminal justice field have examined recidivism to discover effective methods to deter criminals from re-offending. Typically, incarceration provided specific deterrence for offenders but recidivism after release proved problematic. Using secondary data analysis, the present study evaluates a cognitive behavioral therapy [CBT] program, Reasoning and Rehabilitation, which the state of Colorado implemented in 1995 among juveniles on intensive probation. The original research team collected the data through pre- and post-questionnaires and interviews with probation officers. The pre- and post-test data are utilized to specifically analyze certain variables including self-control, empathy and problemsolving abilities. The focus of the present study is to determine the level of change in these particular variables as an outcome of completing the CBT program. This analysis also explores the value of CBT programs and examines how the programs alter an offender's level of selfcontrol, empathy and problem-solving abilities thus reducing recidivism after completion.

Abstract:
This thesis explores how young resisters and desisters in their teenage years maintain their resistance to and desistance from offending and asks to what extent they are agentic in the process. The term 'resister' refers to those who, according to a self-report survey, have never offended, and the term 'desister' to those who have offended and then ceased for at least twelve months. By situating desisters analytically adjacent to resisters, I have moved towards conceptualising desisters as current non-offenders. Desisters may have shared a past with persisters, as they have both offended. However, desisters share their current experience, that of maintaining non-offending, with resisters. It is this obvious, yet largely ignored, link between young resisters and desisters which underpins the thesis. Two qualitative methods, both of which elicited young people's own perspectives, were employed between 2003 and 2005. Secondary analysis of 112 qualitative interviews with resisters and desisters in their teenage years was conducted and peer led focus groups (in which a young peer, rather than an adult researcher, acted as the facilitator) were held with 52 teenage resisters. Young people's resistance to offending does not feature prominently in the literature. When it does, it is often associated with a state of innocence or passivity, while young desisters are said to 'grow out of' offending. This emphasis on an absence of offending, rather than on actively attained resistance, reflects an adult oriented view. The thesis challenges this by drawing on the sociology of childhood, a theoretical perspective which has not previously been applied to young people's resistance to and desistance from offending and which emphasises young people as agentic. Their agency is evidenced by the findings. Chapters Four and Five report how young people employ numerous strategies of resistance and desistance and Chapter Six how that they face trials and tribulations in maintaining their nonoffending, while Chapter Seven focuses on the 'being' rather than the 'doing' of sustaining non-offending. It is the work of Derrida that enables the argument to be taken a step further. Derrida's (1981) assertion is that binary oppositions are rarely neutral, but that one is the dominant pole. For example, in Western society the first of the following binary oppositions are usually regarded as the dominant or privileged pole: white/black, masculine/feminine, adult/child. In respect of the binary opposition at the heart of the current thesis, namely offender/non-offender, the non-offender is - from an adult perspective at least - the dominant pole and the non-offender is hailed as the norm. By contrast, several findings in the thesis point to the fact that the dominant pole in the binary opposition for young people is the offender rather than the non-offender. First, the discourse of young resisters and desisters suggests a view of the offender rather than non-offender as the norm. Secondly, many resisters and desisters face trials and tribulations, such as bullying, relating to their nonoffending status. Yet, if it were the case that the non-offender was the dominant pole and was privileged by young people (as it is in the adult population), resisters would not be penalised in such ways for not offending. Thirdly, some of the strategies used by resisters, such as involvement in anti-social behaviour, signify an attempt to compensate for their non-offending status. Again, if the non-offender was the dominant pole in the binary opposition, far from resorting to mechanisms to compensate for their non-offending behaviour, this behaviour would be encouraged, as it is by adults. This inverted world has implications for young resisters and desisters. Their resistance is to be understood in the context of an expectation of offending, rather than non-offending. Contrary to the notion of the pull of normality bringing desisters back to a non-offending state, the pull of normality among young desisters - and many resisters - is better understood as being towards offending. Resistance, evidenced by the strategies and trials and tribulations of resisters and desisters, is against this pull. Moreover, as non-offending is the modus operandi in the adult world, to be an adult non-offender requires less effort. For a young person, being a non-offender is more challenging than it is for adults and maintenance of resistance constitutes a struggle not previously reflected in adult representations. Adults, not having taken account of the different modus operandi of the young person's world, have not attributed agency to resistance and have underestimated young people's struggle to maintain resistance. The strategies demanded of resisters and desistcrs to maintain non-offending and the trials and tribulations which they face when they do have heretofore been overlooked.

Temos naujumas ir aktualumas – XXI amžiaus visuomenėje, Danutės Mykolaitienės (2010) teigimu, „nepilnamečių nusikalstamumas yra sudėtinga ir skaudi socialinė problema, sąlygojanti ypač negatyvias tolimesnes pasekmes, todėl būtina kuo anksčiau imtis prevencinių veiksmų, siekiant mažinti tolimesnį nusikalstamumo plitimą“. Šiam reiškiniui riboti kuriamos moksliškai pagrįstos koncepcijos, steigiamos institucijos, sudarančios vientisą sistemą ir skatinančios socialiai priimtiną vaikų ir jaunimo veiklą, apribojančios ir slopinančios socialiai nepriimtino elgesio apraiškas. Jauno žmogaus elgesys priklauso ne vien nuo pačio asmens, bet ir nuo jį supančių socialinių darinių (šeimos, draugų, institucijų ir kt.). Taigi, siekiant paveikti žmogaus elgesį, būtina daryti įtaką ne tik jam pačiam, bet ir visai jį supančiai aplinkai. (Sakalauskas, 2000). Topic of the research work - juvenile delinquency prevention in Kaunas city on the basis of terms of specialists. The word prevention is of Latin origin. Urgency and novelty of a problem – Danutė Mykolaitienė (2010) maintains that in the society of the 21st century juvenile delinquency is a complicated and painful social problem, causing extremely negative consequences in future, therefore, it is necessary to take preventive actions as early as possible, so that the further spread of juvenile crime would be arrested. To limit spread of this phenomenon, research-based concepts are created and institutions established that make up an integrated system and promote children and young people involvement into socially acceptable activity, and suppression of manifestation of socially unacceptable behaviour. Thus, in order to influence behaviour of a person, it is necessary to influence not only this person, but also the entire environment, in which he or she acts. Abstract:
This study investigated the effects of self-instruction and alternate response training on oppositional behavior. Four oppositional adolescent females in a community-based residential treatment facility were taught to self-instruct alternate responses to their oppositional behaviors by participating in a series of Behavior Skills Training (BST) sessions. Subjects were required to role-play situations which subjects indicated evoke the targeted behaviors, that is, swearing/namecalling, noncompliance with rules, and noncompliance with requests. These self-reported situations were a major component in developing the BST. A multiple baseline design across behaviors was used. As an additional experimental control, two nontreatment subjects were included in the data analysis. Although trend analyses were conducted, variability in the data precluded the possibility of drawing conclusions based on statistical correlation. However, functional analyses of the treatment effects indicated that the BST was effective in reducing the oppositional behaviors of the subjects in the treatment group. Thus these results support the efficacy of using self-instruction and alternate response training procedures to reduce the occurrence of oppositional behavior in adolescent females.

Abstract:
Crime and other kinds of anti-social behaviour are viewed as serious social problems. These issues exist in all countries, but they are especially prevalent within the UAE, a country that recently has undergone rapid social changes within a short period of time. There is a vital need to identify appropriate preventive programmes suitable to the surrounding culture, as well as factors that could lead to effective solutions. Because there is a deficiency of research on crime prevention within Arab countries, this study focuses explicitly on the prevention of juvenile delinquency in the UAE. It considers processes of implementing effective crime prevention strategies, approaches, and programmes. This study uses qualitative methods, in the form of document analyses and semi-structured interviews. The first element of data-gathering is an exploration of the context of juvenile delinquency and juvenile crime prevention in Abu Dhabi, something which has not comprehensively been done before. The second part concentrates on participants from the Abu Dhabi Police force and other organisations involved in preventive work in the area of juvenile delinquency, in order to obtain extensive and detailed information about the dynamics of juvenile crime and potential strategies of prevention. The findings of this research offer several recommendations that could help to implement successful prevention strategies in the Middle East in general and in the UAE in particular. This study identifies and explains critical risk factors, and explores the cultural considerations that must be taken into account when designing and implementing prevention programmes. It identifies several requirements that should be considered for the formation of partnerships in the prevention of juvenile crime. It includes some important recommendations for the Abu Dhabi Police force for its future development and improvement. It also contains some general recommendations for the Government of the United Arab Emirates. Further research directions are also suggested, in light of this study’s findings and its potential limitations.

Tyrimo objektas – nepilnamečių nusikalstamumas Telšių rajone. Problema - kiekvieno šalies rajono nusikalstamumo lygis, jo kriminologinė sudėtis, aktualus ir opus klausimas. Nepilnamečių nusikalstamumas yra viena iš sudėtinių nusikalstamumo dalių, tačiau dėl asmenų, kurie vykdo nusikaltimus amžiaus ir atsakomybės prieš baudžiamuosius įstatymus, tai yra ypatingo dėmesio reikalaujantis reiškinys. Tyrimo tikslas – atlikti ir pateikti kriminologinę Telšių rajono nepilnamečių padarytų nusikalstamų veikų analizę. Juvenile delinquency in Telšiai district is a topical question due to the reason that it has never before been analysed scientifically. There are no scientific works that would present causality, distribution or other criminological aspects of the juvenile delinquency in this geographical region. The object of this study is juvenile delinquency in Telšiai district. The problem of the work – the level of criminality in every district of the country and its criminological composition is a hot and important question. Juvenile delinquency is one of the elements of criminality, but due to the age and criminal liability of the persons who commit crimes it requires a special attention. The goal of this research is to conduct and provide criminological analysis of the criminal offence committed by juvenile in Telšiai district. This thesis evaluated the new law since 2015 of the support services by Japanese Juvenile Classification Home (JCH) which is a detention facility for juveniles. The support services by the JCHs is providing psychological and educational individualized support who are facing crime-related or deliquency-related problems based on the requests from any individuals and organizations in community. It is based on the classification for the support services in the former law. This study also examined the role of population density among three categories of large, medium-sized, and small prefectures. The relationship between delinquent rates and support services for the juvenile population three years of before and after the new law among the three geographic categories was examined. Delinquent outcome rates significantly decreased among the geographic categories. By contrast, support services by the JCH rates significantly increased among all three geographic categories. Small and medium-sized had more the classification for support services and support services than large prefectures; their support services rate were higher than delinquent rates. With regard to common services, workshop (providing lecture or workshop to the group of people) was most major, institutional counseling (providing individualized services based on the request of organizations) was second, case conference (attending case conference of other organizations), and individual counseling(providing individualized services based on the request or individuals) was third. Most of these four types of services were provided more in small and medium-sized prefectures than large prefectures. The results supported the richness in social capital in small and medium-sized prefectures. Though this study did not examine the effects of support services by the JCH, but it suggested the needs in the community has been increased. Considering the basic characteristics of the support services, it could meet the Risk-Needs-Responsivity principle, but further information about the clients’ basic demographic, risk level, criminological needs and their responsivity is needed in the future.

Research on juvenile offender treatment and intervention has called for a shift from a deficits-based to a strengths-based approach (Marshall, Ward, Mann, Moulden, Fernandez, Serran, & Marshall, 2005; Wormith, Althouse, Simpson, Reitzel, Fagan, & Morgan, 2007; Zeldin, 2004). One potential approach to treatment fosters a sense of psychological empowerment in youth. Although research has yet to explore the experience of psychological empowerment within incarcerated youth, theory on empowerment suggests that it could help youth to create both cognitive (e.g., increased self-esteem, increased confidence) and behavioral (e.g., improving quality of life, social integration) changes in their lives (Cargo, Grams, Ottoson, Ward, & Green, 2003; Holden, Crankshaw, Nimsch, Hinnant, & Hund, 2004a). Empowerment-based programming may also help youth develop specific psychosocial capacities, such as competence, confidence, and self-efficacy, which are necessary skills for future success and community reintegration. The purpose of the current study was to establish a measure of psychological empowerment (PE) and explore potential behavioral correlates of PE for young men within Oregon Youth Authority (OYA) correctional and re-entry facilities. Using a cross-sectional, non-experimental design, quantitative data from self-report surveys of incarcerated youth on PE in three settings within correctional facilities as well as OYA staff ratings of behavioral success in five skill areas was collected. Confirmatory factor analyses did not support the three-factor structure of PE. A single-factor structure of Intrapersonal PE was found to fit the data in three correctional settings. The present study has implications for the reconceptualization and reoperationalization of psychological empowerment in this unique context. Using the confirmed sub-scale, results of hierarchical linear models indicated that Intrapersonal PE was a significant predictor of behavioral success in two of the five OYA domains. Even with an imperfect operationalization of PE, there was partial evidence for the predictive ability of Intrapersonal PE.

Research indicates that states have implemented juvenile justice reforms to enact harsher punishments, to transfer greater numbers and younger juvenile offenders to adult criminal court, and to restrict discretion of the juvenile court judges. Social science studies have found that harsher punishments, transfers to adult criminal court and other measures do not work, but that comprehensive approaches which address the numerous major factors contributing to juvenile offending have been successful. This study examined the legal status of the juvenile justice system by focusing upon ten diverse sample states and analyzed the social science research on factors contributing to juvenile offending and on prevention, treatment, and rehabilitation approaches. The study was accomplished by legal research, qualitative social science research, and analysis of both. Findings indicated: a) state statutes require and allow adult punishment of juvenile offenders, transfer of juvenile offenders to adult criminal court, and direct filing of charges against juveniles in adult criminal court; most states begin these proceedings at age 14, some have no age minimum; b) social science research indicates numerous factors contribute to juvenile offending with most of the factors categorized into the major factors of early antisocial behavior, deviant peers, parents and family, sociomoral reasoning, biological factors, and violence which interact with each other creating a complicated web; and c) prevention, treatment, and rehabilitation efforts should be comprehensive, multidimensional and multimodal addressing the interacting major factors contributing to juvenile offending and the needs of the juvenile, the family, and the home environment. Implications include the need for legislators to access the social science research to craft legislation and programs which are effective. Suggestions for improvement include collaboration within communities and with knowledgeable and committed social science professionals and educators. Areas suggested for further research include education of the public, the media, and stakeholders; long term follow-up on promising programs; design and improvements in approaches based upon the social science research; meeting the needs of the juvenile, the family, and the home environment; and study of how the factors may differ for disabled juveniles.

ENGLISH ABSTRACT: Adolescence is a challenging development stage because youths engage in risk-taking behaviour, including anti-social and criminal acts. Factors which contribute to youth becoming involved in crime include having a poor self-concept, being male, the negative behaviour of parents, family dysfunction, low socio-economic status, low literacy levels or being illiterate, peers who exercise a negative influence, and poor role models. Diversion strategies are practised worldwide, including South Africa, to deal with the growing number of youth in conflict with the law. After diversion practice was legalised in South Africa, some challenges have been experienced with implementation. However, the views of social workers are limited regarding diversion practices after the Child Justice Act no 75 of 2008 was introduced. The objective of the study is to gain insights from social workers who facilitate diversion programmes with male juvenile delinquents. In this study, attention was paid to explaining the nature of juvenile delinquency of male adolescents in a South African context; describing diversion programmes in terms of the Child Justice Act no 75 of 2008 to deal with children outside the criminal justice system; discerning the scope, nature and contribution of diversion programmes for the rehabilitation of delinquents; investigating the views of social workers on diversion programmes for male juvenile delinquents; and to make recommendations regarding the facilitation of diversion programmes with male juvenile delinquents. A combination of quantitative and qualitative research approaches were used in the study. The study further assumed an exploratory and descriptive research design due to the limited information available regarding the views of social workers on diversion programmes with male juvenile delinquents. A purposive sampling method was used to select the participants. Data was gathered by means of a structured questionnaire, which was administered during 20 individual interviews. This allowed for a holistic view to be gained of participants' opinions about and insights into the topic. The design of the questionnaire was based on the information obtained from the literature review. The findings of the empirical investigation mainly confirmed the findings of the literature study that males are more vulnerable to juvenile delinquency, that parents and families play substantial roles in the causes of juvenile delinquency and, lastly, that diversion programmes offer much benefit to youth offenders. The most important recommendations resulting from the study indicate that social workers should become more skilled and equipped to facilitate therapeutic groups as this will contribute to the reduction of re-offending. Parental and family involvement in diversion programmes is essential as it will increase the impact on the youth offender. In addition, the recommendations indicate the significance of monitoring and evaluation of diversion programmes, in this way ensuring the proper implementation of the Act. Lastly, it is suggested that more research be done about diversion practices internationally to increase knowledge regarding implementation.

Recent research in juvenile justice has focussed on identifying precursors of delinquency, which are referred to as "risk factors." These are biological or psychosocial conditions that increase the probability of an individual developing problem behaviors. Delinquency prevention and intervention programs are adopting a risk-focussed approach which attempts to reduce targeted youth's exposure to risk factors. Limited attention has been paid to investigating whether commonly accepted risk factors are equally relevant across various subtypes of juvenile offenders. Two subgroups of offenders deserving of special attention by virtue of their extremely high prevalence rates in the juvenile justice system are those with emotional/behavioral disorders (EBD) and those with learning disabilities (LD). The purpose of this study was to determine the relevance of specific individually-, family-, and school-based risk factors for delinquency across three specific groups of juvenile offenders: (a) those with EBD, (b) those with LD, and (c) those who did not qualify as disabled under the definition of disability used in the Individuals with Disabilities Education Act (IDEA). Individual risk factors that were measured included aggressive/acting-out behaviors, irresponsible/inattentive behaviors, fearful/anxious behaviors, social withdrawn behaviors, age at first arrest and history of substance use. School-based risk factors examined were students' reading and math scores and attitude towards and involvement in school. Attachment to family, parental discipline style, and level of supervision provided by parents were the family-based risk factors examined. Discriminant analysis procedures indicated that juvenile offenders with EBD, juvenile offenders with LD, and nondisabled offenders differed significantly in their demonstration of aggressive/acting-out behaviors, irresponsible/inattentive behaviors and fearful/anxious behaviors. In contrast, no significant differences were found across family-, and school-based risk factors. This implies that until research demonstrates the existence of unique risk factors or a difference in the magnitude of risk factors experienced by juvenile offenders with EBD and LD, it would be premature to develop and implement differential delinquency prevention and intervention programming for these subgroups of offenders.

ENGLISH ABSTRACT: Adolescence is the developmental stage between childhood and adulthood. This indicates a growth process the goal of which is maturity. This growth process is regarded as a turbulent phase as there are various adolescent developmental tasks to be mastered that bring about certain challenges. These challenges have resulted in youths engaging in risk-taking behaviour, such as antisocial behaviour and committing crime. Several factors or social problems in South Africa lead to the vulnerability of youths, which leads to crime. The purpose of this study was to investigate the perspectives of probation officers regarding the contribution of diversion programmes for male juvenile offenders to prevent re-offending. The research was done on the basis of an extensive literature review, which focused on the nature and extent of youth crime, the legal points of departure of the Child Justice Act (75 of 2008) and diversion programmes to prevent re-offending. A combined quantitative and qualitative research approach and an exploratory and descriptive research design was utilized in this study because the researcher wanted to develop a better understanding of the social problem or phenomenon and the perspectives of probation officers with respect to the contribution of diversion programmes for male juvenile offenders, as well as the factors that lead to re-offending in South Africa. The respondents consisted of all probation officers employed by government organizations in the Eden-Karoo Region who have the necessary knowledge and experience regarding the topic. A purposive, non-probability sampling was used. Data were gathered through a semi-structured questionnaire in 20 separate interviews. The composition of the questionnaire was based on the information obtained from the literature review. Based on the results arising from the literature and empirical research, appropriate conclusions and recommendations were made. The results were largely confirmed by the literature review, namely that diversion programmes contribute to the prevention of re-offending if correctly implemented, that significant resources in the intervention should be involved and follow-up care and monitoring after the programmes or interventions must take place.

Die ondersoek is gedoen aan die hand van ’n uitgebreide literatuurstudie, wat gefokus het op die aard en omvang van jeugmisdaad, die wetlike vertrekpunte van die Wet op Kindergeregtigheid (75 van 2008) en afwentelingsprogramme vir die voorkoming van hermisdaadpleging. ’n Gekombineerde kwantitatiewe en kwalitatiewe navorsingsbenadering en ’n verkennende en beskrywende navorsingsontwerp is in hierdie studie benut, omdat die navorser ’n beter begrip wou verkry van die maatskaplike probleem of fenomeen en die sieninge van proefbeamptes met betrekking tot die bydrae van afwentelingsprogramme vir manlike jeugoortreders. Die faktore wat aanleiding gee tot hermisdaadpleging in Suid-Afrika word ook verken. Die universum bestaan uit alle proefbeamptes werksaam by regeringsorganisasies in die Eden-Karoo Streek wat oor die nodige kennis en ervaring van die onderwerp beskik. ʼn Doelbewuste, nie-waarskynlikheid-steekproeftrekking is benut. Gegewens is ingewin deur middel van ’n semi-gestruktureerde vraelys in twintig afsonderlike onderhoude. Die samestelling van die onderhoudskedule is gegrond op die inligting wat uit die literatuuroorsig verkry is. Op grond van die resultate voortspruitend uit die literatuurstudie en empiriese ondersoek, kon toepaslike gevolgtrekkings en aanbevelings gemaak word. Die resultate het grotendeels die literatuuroorsig bevestig, naamlik dat afwentelingsprogramme bydra tot die voorkoming van hermisdaadpleging indien dit korrek geïmplementeer word, dat betekenisvolle hulpbronne in die intervensieproses betrek moet word en dat nasorg en monitering na afloop van die programme of maatskaplike intervensies moet geskied.

The master work is dedicated to estimation of real infancy criminal deed number and analysis in Šiauliai district. Today in Lithuania much attention is separated to delinquent children criminal deed, its level and prevention. The criminal deed of delinquent children includes the criminal deed of infancy, but it is to little interested in infancy criminal deed. The aim of this work – is the real estimation of infancy criminal deed, its population, problematic, tendency, the made criminal deed analysis and the solving ways of the problem. To reach this aim allows me to have the research – law deeds, which reglament the criminal responsibility of infancy, analysis, policy and the research of documents in prosecutor`s department, teachers working to the delinquent children, their opinion were aimed the empirical, philosophical and psychological methods of document studies, questioning, interview, law and enducational analysis. The proceeding document analysis at the time of questioning allows to see the real position. The conclusions shows us that the infancy criminal deed in long term, there are no disciplinary punishment to delinquent children, the law deeds are not finished. Most of the delinquent children parents too little take care of their behaviour at school and their studies are not very interesting for these children, and it is clear why so many criminal deeds are made at school. Šio darbo tikslas - teoriškai ir empiriškai išanalizuoti paauglių delinkventinės elgsenos prevencijos vykdymo galimybes tikinčiųjų bendruomenės kontekste. Tyrimas parodė, kad paaugliams skirtos tikinčiųjų bendruomenės veiklos iliustruoja delinkventinės elgsenos prevencijos principus, taip pat buvo atskleista, kad ypatingai didelis vaidmuo tikinčiųjų bendruomenei tenka vykdant pirminę ir antrinę delinkventinės elgsenos prevenciją.
Delinquent behaviour of adolescents is an important social problem in a modern society. A religious community acting persistently may become one of effective sources of prevention of such behaviour.The conclusion is, that the social role of a religious community is based on the history of the church, while a modern religious community unites believers belonging to organization based on various religions who use different forms to solve problems of people feeling social exclusion, among them – adolescents of delinquency risk. Manifestations of delinquency arise from biological, psychological, social and pedagogical, social and economical and ethical and moral reasons that (except for biological reasons) may be effectively influenced and eliminated by activities carried out in a religious community, therefore primary, secondary and tertiary prevention possibilities get expressed here. The study showed that activities of religious communities meant for adolescent’s illustrate principles of prevention of delinquent behaviour, it has also revealed that a religious community plays especially significant role in primary and secondary prevention of delinquent behaviour.

Visuotinai pritariama, jog nepilnamečių nusikalstamumo prevencija Lietuvai šiandien yra aktuali. Šį prevencinį darbą vykdo ir prie jo prisideda įvairios institucijos, tokios kaip: teisėsaugos; švietimo, mokymo ir auklėjimo įstaigos; vaiko teisių apsaugos tarnybos; įvairios visuomeninės organizacijos ir kiti subjektai. Darbe nagrinėjama policijos veikla, vykdant nepilnamečių nusikalstamumo prevencinį darbą. Lyginant Lietuvos nepilnamečių nusikalstamumo būklę su kaimyninės Latvijos, pastebėtina, kad Lietuvoje ši būklė yra blogesnė, nepilnamečių nusikalstamumo lygis didesnis. Crime is a negative phenomenon, which makes major damage to the public, so preventing it as early as possible will lower the crime rate in the future. It is generally accepted that the juvenile crime prevention is relevant today. This preventive work is carried out and contributed by various institutions, such as: law enforcement, enlightenment, training and education, child protection services, various public organizations and other entities. This study examines police actions in carrying out juvenile crime prevention work. It is noticeable that situation in Lithuania is worse when comparing juvenile crime situation in Lithuania with neighboring Latvia - juvenile crime rates are higher. Along with this, one has to admit that changes of environment and cultural values, such as weakening meaning of marriage, low culture of reciprocal relationship, decline in solidarity of generations, lack of public support for the family crisis, family type with Parents Abroad (orphan syndrome) promotes the formation of juvenile antisocial behavior and leads to increase of crime. This implies a desire to more closely evaluate one of the key - the police - the authorities involved in juvenile crime prevention work and performance. The current study focuses on how the police work to efficiently and effectively prevent juvenile delinquency and how they experience their work with criminal youth. As well as how the police experiences the work effectiveness. The study has been carried out using four semistructured interviews with law enforcers in Sweden working with different tasks. The results showed that some things could be done differently in the practical work against juvenile delinquency, however cooperation between different authorities; the police, social workers and schools, is of great importance. An effort should be made by the police to build relationships between them and the youths in order to prevent forming a negative image of the police. To put in early prevention strategies can have both positive and negatives on the youths.
Den aktuella studien syftar till att ta reda på hur polisen arbetar proaktivt mot ungdomskriminalitet och hur de upplever sitt arbete med kriminella ungdomar. Studien har utförts med hjälp av fyra stycken semistrukturerade intervjuer med poliser som arbetar med olika arbetsuppgifter. Resultatet visade att det kan skilja sig något i det praktiska arbetet mot ungdomskriminalitet, men samverkan mellan olika verksamheter är av stor vikt. Det krävs en ansträngning från polisens sida att bygga relationer med ungdomarna för att motverka att en negativ bild av polisen skapas. Tidiga insatser kan få både negativa och positiva effekter.

Incidence of youth and gang violence in the Portland, Oregon metro area has increased dramatically over the past five years. This violence has recently become more spatially diffuse, shifting outwards from gentrified, inner city neighborhoods, towards the city's periphery. These incidents exist within the context of a shifting regional political economy, characterized by a process of gentrification associated displacement and growing, and distinctly racialized and spatialized, inequalities. While gang researchers have long argued a corollary between the emergence of gangs and economically and culturally polarized urban landscapes, the ongoing suburbanization of poverty in American cities suggests a new landscape of uneven power differentials playing out between disenfranchised youth and those seeking to police and prevent violence. This paper provides a critical examination of how local agencies charged with addressing youth and gang violence are responding to shifts in the landscape of violence and navigating the inequitable distribution of wealth and resources in the "progressive" city. Drawing on interviews conducted with police, policy makers and gang outreach workers, the author investigates both perceptions of gentrification's role in youth and gang violence and the spacialities of emerging enforcement and prevention efforts. My findings suggest that prevention and enforcement efforts frequently rely on techniques and models designed to replicate conditions in older, gentrified neighborhoods, while perhaps unwittingly reifying existing inequalities. Ultimately, I hope to reveal some of the links, both at macro-structural levels and those of daily practice, between a shifting political economy and emerging forms of suburban policing.

The aim of this study was to conduct an overview of what research says about the preventive work against juvenile delinquency, what the preventive work looks like in practice and to understand the role research has in the practical crime prevention. The study is a qualitative literature review based on scientific articles, reports, research-based literature, public documents and publications from various institutions.    Results shows a big emphasis on evidence-based practice in social work. The Crime Prevention Council and the National Board of Social Work are two institutions that conduct and distribute research to other workers, in aim to ensure an evidence-based practice. Furthermore, police and social services have different methods/programs and actions with elements of what research shows are effective ways to work preventively against juvenile delinquency. Research also emphasized that the school has great potential to work preventively, however lack a formal assignment to do so. Lastly, the collaboration between different actors is of importance in order to increase the quality of the prevention work.    The conclusions are that the prevention work against juvenile delinquency needs to be based on research, but not blindly guided by it. Schools should be given more resources in the prevention work and a continued collaboration is needed to manage the complex processes in the preventive work against juvenile delinquency.
Syftet med studien var att utföra en kunskapsöversikt för vad forskning säger om det förebyggande arbetet mot ungdomsbrottslighet, hur det förebyggande arbetet ser ut i det praktiska arbetet och att förstå rollen forskning har i det praktiska brottsförebyggande arbetet. Studien är en kvalitativ litteraturöversikt som bygger på vetenskapliga artiklar, rapporter, forskningsbaserad litteratur samt offentliga dokument och publikationer från olika institutioner.     Resultatet visar en större betoning på en evidensbaserad praktik i socialt arbete. Brottsförebyggande rådet och Socialstyrelsen är två institutioner som bedriver och sprider forskning till andra aktörer i syfte att försäkra en evidensbaserad praktik. Vidare har polisen och socialtjänsten olika metoder/program och insatser med inslag av vad forskning visar är effektiva sätt att arbeta förebyggande mot ungdomsbrottslighet. Forskning betonar även att skolan har stor potential att arbeta förebyggande, men dock saknar de ett formellt uppdrag att göra det. Avslutningsvis är samverkan mellan olika aktörer viktiga för att kunna öka kvaliteten av det förebyggande arbetet.     Slutsatserna är att det förebyggande arbetet mot ungdomsbrottslighet behöver grunda sig på forskning, men inte enbart styras utav det. Skolor borde få mer resurser i det förebyggande arbetet och en fortsatt samverkan behövs för att hantera de komplexa processerna i det förebyggande arbetet mot ungdomsbrottslighet.

Studien handlar om hur polis och socialtjänst i Malmö Stad samverkar kring ungdomsbrottslighet. Frågeställningen utgår ifrån hur myndigheternas uppfattningar av deras samverkan är, hur de samverkar, vilka insatser och metoder som används samt vilka insatser som anses ges bäst resultat. I undersökningen användes en kvalitativ metod med sex intervjuer med professionella inom polismyndigheten och socialtjänsten. Empirin analyserades sedan med hjälp av tidigare forskning om ämnet och valda teorier som bestod av systemteori och samverkansteori. Resultatet går inte att generalisera då samverkansarbetet utformas olika inom alla samverkansgrupper, det finns således ingen samverkansmall. Resultatet av undersökningen visar att det i Malmö Stad fungerar bra i samverkansarbetet och att båda myndigheterna är angelägna att tillsammans motverka ungdomsbrottsligheten. Hinder för samverkan beskrivs i form av bl.a. sekretesslagstiftningen och framgångsfaktorerna benämns som när rätt personer är med i samverkansgruppen och alla är med och bestämmer. Resultatet visar att en effektiv samverkansgrupp och insatser mot ungdomsbrottsligheten på flera olika nivåer behövs för att uppnå bästa möjliga resultat. The survey is about how police and social services in Malmö City collaborate on juvenile crime. The questions at issue is based on how the authority’s considerations of their cooperation are, how the collaboration works, which efforts and methods that are used and what efforts that are considered as giving the best results. In the survey a qualitative method is used and six interviews with the police authority and social service are performed. The results of the interviews has been analyzed through previous research on the subject and selected theories consisting of system theory and interactive theory. The results cannot be generalized as the cooperation work is differently formed within all cooperation groups, there are no collaboration model. Result of the survey shows that in Malmö City does the collaboration between police and social service work well and both authorities works hard against combating juvenile delinquency. Barriers for cooperation are described in the form of the secrecy law that stops the authorities to speak freely to each other. The success factors are described as when the right people are in the collaboration groups and everyone in it is able to contribute. The results also show that an effective collaboration group and actions against youth crime at multiple different levels are needed to achieve the possible results.Keywords: Cooperation, youth crime, prevention work, juvenile delinquency, social service and police.

The purpose of this study was to investigate how social services and police work together to prevent juvenile delinquency in the city of Malmö. The study's questions are based on how the authorities, represented by social workers and police officers, experience the cooperation between the two organizations, which enables and prevents it as well as which methods and initiatives give the best results. They are also based on what needs to be developed within the cooperation to improve the work against juvenile delinquency.  The study is based on a qualitative method in the form of nine interviews with both social workers and police officers, all working within the muncipality of Malmö. The collected material from these interviews has then been analyzed through previous research, cooperation theory and organizational theory. The results of this study show that both authorities are dependent on each other's resources to prevent juvenile delinquency. The results also show that cooperation between the social services and the police by the interviewees understood as an effective method in the work against juvenile delinquency, despite various obstacles raised by the interviewed professionals. This was, for example, the law of confidentiality. Although the generalization of the results of this study should be considered with caution, as the study is merely based on the city of Malmö.

Title: Juvenile delinquency “How selected schools from selected areas in Finland and Sweden work to prevent juvenile delinquency” The study is a qualitative study where I investigated how a selected municipality's schools in southern Sweden and an area's schools on a Finnish island work preventively against juvenile delinquency. Throughout the study, I will refer to it as an area to facilitate reading. The study only includes high schools and upper secondary schools. The empirical material for the study was collected through semi-structured interviews with six principals and a social educator. The results show large differences in how the schools view juvenile delinquency and what the schools have introduced for measures and what they would like to develop. The selected Swedish upper secondary schools have a program that will influence young people not to commit criminal acts, while the selected Finnish schools' focus is on an anti-bullying program. However, all interviewees considered that collaboration with other actors is important in preventing juvenile delinquency. They also emphasized the importance of having adults present for the students, as well as following the students' absence and study results.
Studien är en kvalitativ studie där jag undersökt hur en utvald kommuns skolor i södra Sverige och ett områdes skolor på en finländsk ö arbetar preventiv mot ungdomsbrottsligheten. Jag kommer genom hela studien benämna det som område för att underlätta läsningen. I studien ingår endast högstadie- och gymnasieskolor. Det empiriska materialet till studien är insamlat genom semistrukturerade intervjuer med sex rektorer och en socialpedagog. Resultaten visar på stora skillnader i hur skolorna ser på ungdomsbrottslighet samt vad skolorna infört för åtgärder och vad de skulle vilja utveckla. De utvalda svenska högstadieskolorna har ett program som ska påverka ungdomarna att inte begå brottsliga handlingar, medan de utvalda finska skolornas fokus ligger kring ett antimobbningsprogram. Däremot ansåg alla intervjupersoner att ett samarbete med andra aktörer är viktig för att förebygga ungdomsbrottslighet. De påtalade även vikten av att det finns närvarande vuxna som finns för eleverna, samt att följa elevernas frånvaro och studieresultat.

Community-based youth non-profit organizations (NPOs) have become increasingly popular for the provision of youth prevention and intervention services, yet many youth NPOs lack the resources to undergo formal evaluation. Further, most existing program evaluations do not consider individual characteristics of the child or the child’s exposure to stressors. The current pilot study sought to evaluate the extent to which boys participated in 1:1 mentoring and other program activities at the Son of a Saint (SOAS) NPO, an organization seeking to provide positive male role models for fatherless young boys. In addition, the current study examined the effects of program involvement on both prosocial (i.e., academic performance) and antisocial (i.e., aggression and delinquency) outcomes, as well as the moderating role of callous-unemotional (CU) traits and exposure to trauma/stressors on study outcomes. Data were collected from mothers (N = 37) and boys (N = 27) at the first assessment point, and from mothers (N = 21) one year later. Results of bivariate correlational and regression analyses at T1 indicated that boys who have been part of SOAS for shorter durations had higher levels of participation overall, and that behavioral/academic problems were associated with more program participation. Results at T2 indicated that participation in a greater variety of activities was related to lower levels of antisocial behavior. No significant interactions were detected for either CU traits or trauma exposure in the current sample. Implications of findings are discussed with regard to future program evaluation at SOAS. Detailed recommendations for overcoming the study limitations, particularly regarding the small sample size, are provided.

Föreliggande studie har granskat det brottsförebyggande projektet ‘Polisprojekt Tomelilla’, vilket implementerades i Tomelilla kommun som ett pilotprojekt mellan maj 2015 och juni 2016. De brottspreventiva insatserna infördes bland annat till följd av en ökad kriminalitet hos dem unga i Tomelilla kommun och var således ett samarbete mellan polis, socialtjänst, skola, arbetsförmedling samt fritidsverksamhet. Rådande undersökning är uppdelad i två delstudier, där delstudie 1 baseras på intervjuer medan delstudie 2 analyserar officiell brottsstatistik. I delstudie 1 utröntes de deltagande aktörerna i ‘Polisprojekt Tomelilla’ upplevelser av arbetet samt vilka förutsättningar som fordras för liknande samverkansprojekt. Delstudie 2 undersökte huruvida projektet verkade förebyggande gentemot ungdomarnas utförda skadegörelse, olaga hot samt bruk av narkotika. Resultatet i delstudie 1 påvisade en hos aktörerna övergripande positiv uppfattning av projektet men att det existerade förbättringsområden. Resurser, engagemang och god samverkan betraktades huvudsakligen vara grundläggande för att bedriva liknande projekt. Delstudie 2 konstaterade att projektet inte genererat någon påtaglig brottsförebyggande effekt. Avslutningsvis diskuteras bland annat resultatet kopplat till teori samt hur tolkning av statistik kan ha kommit att påverka studiens utfall.
The present study has examined the crime prevention project 'Polisprojekt Tomelilla', which was implemented in Tomelilla municipality as a pilot project between May 2015 and June 2016. The crime preventing actions were principally introduced as a result of the increased crime rates among young individual’s in Tomelilla municipality, and was thus a collaboration between police, social services, school, employment services and the community youth center. The paper is divided into two sub-studies, where sub-study 1 is based on interviews while sub-study 2 analyzes official crime statistics. In sub-study 1, the participating actors experiences of the work with ‘Polisprojekt Tomelilla’ and conditions required for similar collaboration projects was examined. Sub-study 2 investigated whether the project appeared to prevent adolescents perpetrated criminal damage, unlawful threats and use of drugs. The result in sub-study 1 demonstrated an overall positive perception of the project, but that there were areas for improvement. Resources, commitment and functioning collaboration were considered to be fundamentally essential for carrying out similar projects. Sub-study 2 found that the project did not generate any significant effect on the crime rates. Lastly, the result is discussed, inter alia based on theory and how interpretation of statistics may have influenced the study's outcome.
