Kalisch, Angela. "Fair trade in tourism : a reflexive appraisal of the activism/academe nexus in the movement towards social justice in tourism." Thesis, University of Gloucestershire, 2014. http://eprints.glos.ac.uk/3382/.

Full text
Abstract:
This Ph.D. thesis critically reviews the relationship between activism and academe in the inquiry on fairly traded tourism and the role of reflexivity in assisting with that inquiry. It includes published material, part activist, part academic research outputs, on the concept of Fair Trade in Tourism (FTinT), spanning a time period from 2000 to 2013. From my present academic perspective, it critically engages with some of the personal and socio-political complexities surrounding the organisation, which initiated the investigation into FTinT, and my position within the organisation as a key actor and change agent. Applying reflexivity as a method for deconstruction and dialectical critique of my activist and academic engagement, this thesis uses the FTinT research to explore the interface between activism and academe in tourism research. Accordingly, the writing style is predominantly personal, interwoven with reflections on theoretical currents to inform the analysis. Such personal, reflexive engagement illuminates the underlying mechanisms and processes employed in the quest for developing increased public awareness and tangible, applicable criteria and strategies for fairer trade in tourism at a time when such ideas were entirely original. The analysis in this thesis includes application of several approaches to reflexivity and application of concepts of trustworthiness in qualitative research to accredit the scholarly significance of such activist endeavour. Reflexivity and activism are generally under-researched areas in the tourism academy, even more so in relation to trade justice. In particular, there is no evidence of research on these areas as interconnected entities. This study therefore provides an original contribution to knowledge in tourism research on a number of different levels. In this inquiry, I am arguing the case for a more concentrated, though critical engagement with activist and participatory action research as a way of addressing issues of inequity and injustice in the tourism trade. In that context, reflexivity approaches can provide important insights into researchers’ underlying values and beliefs which inflect their choices and decision-making and their relationships within the research environment. However, my research also reveals some serious challenges, both in the application of reflexivity and in the engagement with the activist/academic interface. Such challenges relate to issues of ethical and political integrity, cultural sensitivity, memory-work, and the acceptance of the value of the reciprocal relationship between activism and academe within tourism scholarship.

Piquerey, Lise. "Golden Snow.

Abstract:
Winter sports resorts are tourist places where the dynamics of arrangement were studied for several decades. If the strategies of development of the tourist system in places considered capable of being able to support this activity are one of main stakes in certain local economies, this thesis wishes to question not the tourism in the prism of the economy or the arrangement, but in the prism of the distinction. The distinction, the concept in the interface of the social geography and the other human sciences as the sociology, allows to question the whole tourist system, both in its urban, economic and social character. The interest of this angle of approach also is to replace the individual, in its complete identity within these places which have to tend to integrate the various socio-economic groups which are located there. In order to achieve this goal, we suggest questioning the place of the clienteles from superior socioeconomic categories, from permanent inhabitants and from seasonal workers, both in the heterogeneous profiles within top of the range winter sports resorts. We shall approach the distinction through two angles: the one within the tourist places market and the one within social categories in these places, who would try to disregard any considerations under the social hierarchy. Geographical research before any, this thesis will approach the distinction with regard to two strong notions: the segregation and the “entre-soi”, by questioning the accessible place by each one within the urban space of winter sports resorts, considered as the spatial power. We suggest leading this study in ten winter sports resorts top of the range, localized in Austria, in France and in Switzerland. This state diversity will also allow to question the strategies of distinction with regard to legislations in force in every country. From the abstract frames presented in the part 1 (chapter 1: state of the art of the segregation and the “entre-soi”; chapter 2: sampling of the studied stations and the methodological approach; chapter 3: research questions), we shall approach the strategies of distinction through several angles of approaches: the tourist inheritance and the singular urban forms which he produced (chapter 4), urban space staging in tourist purpose (chapter 5) and the regimes of visibilities of the socioeconomic categories in the urban landscape of the wealth (chapter 6). This second part will allow to bring to light the existence of distinction of interfaces present within the winter sports resorts top of the range: thresholds, among which the modalities of production, so social, symbolic as material and the spatial constraints which they lead will be respectively handled in chapter 7 and chapter 8 (part 3). Finally, this thesis proposes a social geography of the tourism, more than a geography of the tourist practices

Chen, Timothy. "Imaginative Geographies and State Reliance: Examining Taiwan's Shanyuan Bay and Miramar Resort." Thesis, University of Oregon, 2016. http://hdl.handle.net/1794/19692.

Full text
Abstract:
The development of Miramar Resort in Taitung, Taiwan has attracted much debate and attention in the past ten years. The case contains themes of rural poverty, indigenous agency, environmental protection, and economic development; therefore, any potential outcome has far-reaching and deeper implications for the local rural and indigenous residents but also for Taiwanese society’s future approaches to similar development projects which appear to pit economic development against environmental protection and indigenous rights. Through qualitative interviews, this case study examines dynamics of power and agency from an environmental justice standpoint, focusing on the themes of how landscape perception is shaped and utilized by outsiders to gain agency and how reliance of rural communities upon the state serve as a limiting force in their development. Such dynamics have shaped responses to the Miramar case and can reinforce existing inequalities if not considered critically.

Abstract:
Utilising a critical theoretical perspective, this work examines contemporary corporatised tourism and capitalist globalisation. This analysis suggests that marketisation limits the understanding of the purposes of tourism to its commercial and “industrial” features, thereby marginalising wider understandings of the social importance of tourism. Sklair’s conceptualisation of capitalist globalisation and its dynamics, as expressed in his “sociology of the global system” (2002), is employed to understand the corporatised tourism phenomenon. This thesis explains how a corporatised tourism sector has been created by transnational tourism and travel corporations, professionals in the travel and tourism sector, transnational practices such as the liberalisation being imposed through the General Agreement on Trade in Services negotiations and the culture-ideology of consumerism that tourists have adopted. This thesis argues that this reaps profits for industry and exclusive holidays for privileged tourists, but generates social and ecological costs which inspire vigorous challenge and resistance. This challenge is most clearly evident in the alternative tourism movement which seeks to provide the equity and environmental sustainability undermined by the dynamics of corporatised tourism. Alternative tourism niches with a capacity to foster an “eco-humanism” are examined by focusing on ecotourism, sustainable tourism, pro-poor tourism, fair trade in tourism, community-based tourism, peace through tourism, volunteer tourism and justice tourism. While each of these demonstrates certain transformative capacities, some prove to be mild reformist efforts and others promise more significant transformative capacity. In particular, the niches of volunteer tourism and justice tourism demonstrate capacities to mount a vigorous challenge to both corporatised tourism and capitalist globalisation. Since the formation of the Global Tourism Interventions Forum (GTIF) at the World Social Forum gathering in Mumbai in 2004, justice tourism has an agenda focused on overturning corporatised tourism and capitalist globalisation, and inaugurating a new alternative globalisation which is both “pro-people” and sustainable. Following the development of these original, macro-level conceptualisations of tourism and globalisation, this thesis presents a micro-level case study of an Indigenous Australian tourism enterprise which illustrates some of these dynamics in a local context. Camp Coorong Race Relations and Cultural Education Centre established and run by the Ngarrindjeri Aboriginal community of South Australia has utilised tourism to foster greater equity and sustainability by working towards reconciliation through tourism. The Ngarrindjeri have also experienced conflicts generated from the pressures of inappropriate tourism development which has necessitated an additional strategy of asserting their Indigenous rights in order to secure Ngarrindjeri lifeways. The case study analysis suggests that for alternative tourism to create the transformations that contemporary circumstances require, significant political change may be necessary. This includes fulfilment of economic, social and cultural rights to which a majority of nations have committed but have to date failed to implement. While this is a challenge for nation-states and is beyond the capacities of tourism alone, tourism nonetheless can be geared toward greater equity and sustainability if the perspective that corporatised tourism is the only option is resisted. This thesis demonstrates that another tourism is possible; one that is geared to public welfare, human fulfilment, solidarity and ecological living.

Weller, Stephen Adrian. "A study of organisational justice and participative workplace change in Australian higher education." full-text, 2009. http://eprints.vu.edu.au/2028/1/weller.pdf.

Full text
Abstract:
This thesis explores employee participation in the management of workplace change through an organisational justice framework within the context of the Australian Higher Education (HE) sector. The thesis examines the extent to which the Australian HE sector makes provisions for participative workplace change, the extent to which participants within the sector perceive participative workplace change as providing fairness, and practices that can facilitate and foster participative workplace change. The provisions for participative workplace change are examined through a longitudinal study of enterprise bargaining agreements across all public universities in Australia for the period of 1997-2006. The research findings identify a decline in both the degree and form of employee participation in workplace change across this decade. The perceptions of participative workplace change are examined through an altitudinal survey of management and union executives within all public universities in Australia. The research findings identify considerable divergence between management and union executives in relation to employee participation, workplace change and organisational justice. The practices for participative workplace change are examined through twenty semi-structured interviews with management and union executives drawn from amongst the respondents to the attitudinal survey. The research findings identify areas of convergence around organisational justice dimensions and workplace change practices between management and union executives. The thesis concludes that it is a combination of fair processes and fair interactions which are most effective in facilitating workplace change and fostering employee participation in the Australian HE sector and which in turn are seen to be able to contribute to shared perceptions of organisational justice.

Reviewing the current health care system in India which is grossly inadequate and inefficient, inaccessible and inequitable, this dissertation discusses the relevance of the principles of social justice such as equity, the common good and distributive justice, and the imperatives of social justice such as the option for the poor, subsidiarity, participation and solidarity and argues that a health care system informed and guided by these principles will be more effective, equitable and accessible to people. In addition to examining the numerous challenges faced by the primary health care system in the country, I also examine the many ethical challenges raised by the development of gene therapies in the country and suggest that the same principles of social justice offer guidelines to frame policies regarding the practice of them. This dissertation faces of the very complex health care situation in India. About 40% of people in the country have little or no access to basic health care because of poverty, abysmally low spending on health care by the government, neglect of basic health care facilities, and lack of social security measures like health insurance. However, the government in its effort to boost the country's GDP is making an all-out effort to promote health tourism in the country by investing in super specialty hospitals and in high-end medicines like gene therapy. The government also has been promoting and encouraging private investments in the sector, especially in setting up super-specialty hospitals and in the use of high-end medicines such as gene therapy. In an effort to boost health tourism and to earn greater foreign exchange, the government has drafted its industrial policies for the last three decades, encouraging private, for-profit health care sector. Substantial tax deductions and subsidies are provided to the private sector to allure private investment in the sector. However, in the process, the government has neglected primary health care centers that have been the primary source of health care for the poor and the underprivileged sections of people. In spite of announcing new policies in health care with high promises of programs and initiatives for the poor, women and children, the resource allocation to the sector betrays all promises. The administrative, structural, political and social anomalies, especially corruption at all levels, absenteeism among health care personnel, medical malpractices, a lack of political will, vision and transparency, poor allocation of funds, lack of monitoring and evaluation systems, etc., have crippled the health care system. It is in this context that I argue that the principles of social justice and its imperatives should inform and direct the government in its effort to provide health care in the country. These principles and imperatives should inform and direct not only provisions for basic health care but also the production and use of genetic medicines. A health care system that is based on equity, the common good, distributive justice, subsidiarity, solidarity and participation, that promotes health and meets the health care needs of all in an equitable way, irrespective of the socio-economic disparities that prevails, is the need of the hour in India

This research aimed to understand how the structuring of Community Based Tourism contributed to the socioeconomic development of a city and to establish a fairer system for the residents of the region. The study was carried out in the municipality of Nova Olinda, located in the interior of Ceará, which has an estimated population of 15,310 inhabitants. The city encompasses the experience of the Casa Grande Foundation, a management school that works with the education of youth and children. The NGO was responsible for all training and administration of community tourism in the municipality. In this sense, this research has as central focus the activities of the foundation and the development provided by the projects and programs articulated by the institution. As a theoretical contribution, theories were used referring to the concepts of Macromarketing, Community Tourism and Distributive Justice in Marketing Systems. Regarding the methodological procedures, a qualitative approach was used, having as main technique the semi-structured interview, supported by participant observation. A total of 23 interviews were conducted with managers of the Casa Grande Foundation, residents directly involved in the activities of the NGO, residents who had no connection with the institution and a tourist. The results of the study point out that a well-planned tourism model that considers stakeholders and which is based on values such as community living, cooperation and recognition of the cultural and natural space of the environment, is capable of bringing development to the region And to establish just exchanges with those who dwell in that place. The discussion of the issue of distributive justice within a marketing system, and the use of a concrete management experience that absorbs the ideals of fairer exchanges, as well as the approach of the marketing vision in its macro sense, in an optics that sees the Tourism through residents, are the main contributions of this study.

Le, Thi My Binh.

Full text
Abstract:
Sustainable tourism, and the principles with which it is generally associated, has become a major concern not only at global and national but also at local levels as in the case of Nha Trang, an age-old sea-swimming destination in Vietnam. Regarded as one of the leading tourist centers of the country, Nha Trang is now facing with problems of tourism sustainability, particularly from a socio-cultural viewpoint: the exodus of islanders, the shortage of competent personnel in tourism, insufficient involvement of private sectors in the policies for tourism development in Nha Trang, overexploitation of Nha Trang Bay and the decrease in the amount of international tourists. With this awareness, the main question for us would be: Can we consider the actual tourism development in Nha Trang as sustainable from a viewpoint of socio-cultural indicators? In other words, is it possible to satisfy tourists, preserve local tourist resources, help the local community benefit from tourism and get all the factors to participate in the decision-making process? This research presents a double objective. First of all, it is important to analyze tourism in from a point of view based on socio-cultural indicators. At the conclusion of this research, proposals are forwarded so as to compromise two apparently contradictory dynamics: tourism development on the one hand and the preservation of local cultural heritage on the other. With an aim at performing this task well, 901 questionnaires have been handed out to the residents and tourists in Nha Trang, as well as 15 interviews that have been carried out with local authorities. The results of these surveys have been obtained through a research allowed to contact 137 tourist enterprises in Nha Trang. Thanks to this, the results obtained show in the first place that some principles associated to sustainable tourism from a socio-cultural viewpoint are not sufficiently observed in Nha Trang. Among these, the preservation of tourist and cultural resources particularly present lots of concern for the future. All the same, recruitment stability and equitable distribution of benefits arising from tourist operations constitute a basis for worries, similarly to the degree of participation of private sectors in tourism policies. In sum, despite tourists' relative satisfaction concerning the staff now working in tourism and the quality of services offered, the tourism sector demands further training. In order to make Nha Trang's tourism more sustainable from a socio-cultural viewpoint, our prerequisite proposal is to put into operation a plan of renovating Nha Trang’s tourism, by bringing about a well-balanced relationship between the land and the sea, which will hopefully pave the way for diversifying tourist practices, making advantage of inland tourist resources in tourism, assisting the residents to participate further in tourism projects. This performance is accompanied with an operational governance among residents, private factors and public figures involved in the tourism sphere. This solution would aim at increasing the participation of the private sector and promulgating tourism policies, virtually compromising tourism development and preservation of resources

Abstract:
Dade County (Miami, Florida) government officials, made various attempts in recent years to reduce the number of robberies committed against tourists in the Greater Miami area. This exploratory, descriptive study reviewed those efforts focusing on the most recent attempt, a problem-oriented police response, the Tourist-Oriented Police Program (TOP). TOP's area of assignment was examined to determine if robberies were reduced and if robberies increased in the surrounding area, indicating possible displacement. Additionally, the robbery and tourist robbery rates of the county were examined to determine if TOP may have been a causal factor in any change. Data from area police departments of robberies occurring from 1989 through 1994 were retrieved and analyzed. Utilizing an interrupted time series design model, raw numbers and percentages of robberies in several geographic areas were compared. A subjective interpretation of the data suggests that TOP was a causal factor in reduction, and that robberies were not significantly, if at all, displaced into other areas.

Abstract:
By analyzing two radical history walking tours in Seattle, WA, and Berkeley, CA, this thesis aims to examine how Asian American communities can find their places in the U.S. environmental movement. I argue that these walking tours provide generative pedagogical tools to engage the general public to unpack the complex Asian American history embedded within urban spaces. I also articulate how these walking tours have the capacity to situate environmental struggles and activism within urban spaces, illustrating that various Asian American social and political activism has always been addressing environmental concerns. Furthermore, I argue that these walking tours of Asian American cultural landscapes enable us to recognize the long history of cross-ethnic organizing in Asian American activist movements. Lastly, I advocate for an Asian American environmental movement that incorporates a decolonial/indigenous framework, which could allow all marginalized communities to envision more just practices of spatial organizing and land use in the future.

Abstract:
A perception of injustice during a service encounter has dramatic consequences for companies as its affects relations between a service provider and its customer. Touristic experience motivations are based on human relationships and meeting with others. Thus, if this feeling appears while a service failure in a travel-related context it becomes essential. The scope of this research concerns the explaination of cooperative and antagonistic behaviors initiated by perceptions of justice in an organizational context. Marketing based studies have highlighted its interest in in the performance evaluation of service recovery and service experience

Abstract:
The historical field of military justice is rarely explored even by specialists of justice in France. Recent research on this subject has revealed however that genuine historiographical issues are at stake. Taking the judicial activity of the WarCouncil of Tours between 1875 and 1913 as a starting point, the debate returns to the reform of military justice which had an impact on French political life especially from the Dreyfus affair to the Great War. These debates, which were not uniquely French, were particularly lively in Parliament and among societies such as the Société Générale des Prisons. They pointed out the numerous dysfunctions of unconventional justice and led to many bills of parliament between 1898 and 1913. Based on the judgement records and open case files of the War Council of Tours, this study follows the path of military procedure. It looks into the legitimacy of military justice during the first decades of the Third Republic, the competence of military courts in time of peace, investigation, the defendants’ offences, hearing procedures, procedural guarantees, sentences given and their execution. Taking judiciary practices as a focus, it studies the different ways of resolving conflict within the army (infra-judicial, discipline and justice) together with repressive logic and strategies to regulate heavy penalties, considered or denounced as such in particular

Abstract:
This thesis consists in a comparative study of the intendant’s métier in Canada and in the généralités of Bretagne and Tours in the first part of the eighteen century (1700-1750). The thesis relies on the intendant to consider the existence of specificities in the exercise of power in the colonial context by comparison with the metropolitan context. Considered by most of the historians of France Ancien Regime as the key person of the political evolution to push through the monarchy from its judicial phase to its « administrative » phase, the intendant of justice, police and finance or commissaire départi is in the core of the debates on absolutism and his front line role in working to centralize the monarchy makes him the ideal subject to observe the real impact of this Regime. The examination of the functioning of the intendancy is an absolute prerequisite to understand the relation between administrators and administered and identifies the State will to control. As part of the defined attributions by his commission, what are the tasks that occupy him concretely? This thesis is about the intendant from the point of view of his pratique, relying on the description of the material produced by the intendant to examine his mechanisms of interventions. Two types of documents are successively analysed, namely the correspondence including the appendix and the working documents, and judgments, including the ordinances and the arrêt du Conseil d’Etat. In this process, we met individuals and groups who require the intervention of the intendant, lifting the veil on the power relationship that ties him to his superiors, to the claimants awaiting justice and to local institutions. This exercise allows to set in new terms the action of this personage on which we knew the attributions and main decisions but much less the underlying logic

Abstract:
The tourist sector is suffering more and more from the departure of the unsatisfied customers after experienced service failures. Several services companies, still attach, few importance to complaint handling because of financial funds needed. However, an efficient complaint handling management could transform a dissatisfied customer to a more confident and committed customer. Our research was interested in the identification of the appraisal criteria on which claimants base to judge complaint handling and the impact of this evaluation on the quality of the relationship established with the tourist establishment. Consequently, a qualitative study followed by a quantitative study has been accomplished. After examining the literature review, we focused on the perceived justice theory to evaluate the complaint handling. Besides, we used trust and commitment dimensions as a criteria of judgment of the perceived relationship quality (Morgan et Hunt, 1994).The outcomes of our study show the existence of a positive significant impact of some criteria of the perceived justice (considered by consumers as the most important), on recovery satisfaction and perceived relationship quality. These criteria are mainly equity of the result provided by the establishment (Ex. Compensation provided), empathy and politeness developed by the front line staff, and the quickness of the complaint treatment

This thesis examines the consequences of tourism in Bocas del Toro, Panamá and how tourism impacts residents, both those who prosper more from tourism and also those who benefit less. Utilizing qualitative research methods, residents were interviewed about how they think about and understand tourism development and its impact on the island. These findings are then put into conversation with critical development and planning literature, specifically focusing on people’s understandings of tourism in Bocas del Toro and how this affects the social relationships between foreigners and locals. These relationships are then discussed within the broader social and economic context that shapes tourism development in Latin America.

Abstract:
Equity and fairness in the distribution of tourism benefits and participation in tourism decision-making are key tenets of sustainable tourism. However, little attention has been paid to the study and conceptualization of justice in tourism and robust theoretical or methodological foundations to examine fairness and justice; in particular, in regards to the well-being of ethnic, minority and/or disadvantaged groups are especially lacking in tourism studies. This dissertation reports the results of a grounded theory study of justice and equity in relation to tourism and the Yucatecan Maya in Quintana Roo, Mexico. A robust framework is offered to guide the study of cultural justice in tourism, which was developed based on theoretical contributions from environmental justice, social justice, and political philosophy, among others, and empirical data from multiple sources. Data were collected through in-depth interviews with 47 tourism stakeholders, participant observation, and examination of tourism-related government reports, statistics and other data related to legislation, planning and development. Issues of justice were found to be complex and multifaceted, rooted in post-colonial and contemporary power dynamics that affect the economic, social, and cultural status of the Yucatecan Maya in society. The study identified four major issues directly related to tourism that affected the economic and cultural well-being of this ethnic group: cultural exploitation, cultural marginalization, cultural racism, and cultural domination. The extensive research also identified the positive role of tourism in providing for cultural justice, in particular, recognition and respect for cultural, ethnic and minority groups and the cultural sustainability of their cultural manifestations. Based on the above findings and drawing upon theoretical contributions in the extensive literature on justice and fairness, it is argued that discourses of justice and equity in tourism should look beyond the distribution of tourism benefits and access to political power and address intangible matters of respect, recognition, and cultural valuation. A number of key principles to help address cultural injustices are suggested and implications for tourism policy and practice discussed.

While the impact of the organizational justice and abusive supervision on workplace deviant behavior has been extensively investigated, most of the studies were focused on other industry employees, rather than internship students. The purpose of this study was to identify the applicability and implementation of workplace deviant behavior for internship students in the hospitality and tourism industry. This study obtained 441 questionnaires returned from National Kaohsiung University of Hospitality and Tourism senior students and explored the relationship between internship organizational justice (OJ), abusive supervision (AS) and workplace deviant behavior (WDB). This study observed that (1) distributive justice has a significant negative impact on interpersonal deviation behavior (IDB), organization deviation behavior (ODB) and WDB, (2) procedural justice has a significant negative impact on ODB and WDB, (3) interactional justice has a significant negative impact on IDB, ODB and WDB, and (4) AS has a significant positive impact on IDB, ODB and WDB. The t-test analysis results revealed that the genders have a significant difference on WDB. Also, a one-way ANOVA analysis shows that the internship division and academic major were a significant difference at WDB. At the end, this study presents and discusses the conclusions, managerial implications, and suggestion.

Abstract:
The thesis is about environmental values that we encounter in our everyday life. The thesis also talks about environmental justice dialogues and tensions that play in Bangladesh. The thesis, in the first place, explores how an environmental planning and resource management approach causes a particular type of environmental injustice; i.e., non-recognition of access to the decision making process of local ethnic communities, which identifies them as adivasi meaning indigenous, poses a threat to their livelihood and culture, and obstructs the process of environmental protection in Bangladesh.
The existing theories of environmental justice and four case studies conducted in Bangladesh have been used to interrogate the research findings. I argue, along with Low and Gleeson (1998) that for environmental justice, recognition of environmental needs for every entity as an ingredient of human dignity should be basis of the planning process. The research findings also suggest that , at all levels of decisions, fair access to decision, information and justice for all entities should be an integral part of environmental planning and resource management.
The thesis explores avenues for fair access to justice, meaning redress and remedy of environmental injustice, in the context of Bangladesh. I argue that capillaries of justice such as Salish, a process and institution for public interest negotiation (PIN) embedded in Bangladesh culture, can be reinvented. In addition, access to information should be a prerequisite for meaningful deliberation at all levels of decision making and dispute resolving processes.

Abstract:
Prior studies have identified problems with traditional management control and performance measurement systems to evaluate managerial and business unit performance (Kaplan and Norton, 1996; Olve, Roy, and Wetter, 1999). One response has been the use of the balanced scorecard (BSC) to provide a more causal-linked comprehensive set of financial and non-financial measures of performance. However, recent research suggests the use of the BSC has its own difficulties including one referred to as common-measure bias (Lipe and Salterio, 2000); accordingly the benefits of the BSC cannot be fully exploited. Drawing on organisational justice theories, this study proposes a fairness model to help overcome the problem of common-measure bias found by Lipe and Salterio (2000) in the BSC environment. Using the concepts of fairness perception, divisional/unit manager participation and interpersonal trust between the parties involved in the performance evaluation process, the model investigates issues associated with common-measure bias in the context of a BSC environment. This fairness model provides a review of the relationship between the drivers of fairness perception, which include participation, procedural justice, and distributive justice on the performance measurement in a BSC environment, and the interpersonal trust between parties involved in the performance evaluation process. The effects of those variables on managerial performance also are considered.

The tourism business is a complex of natural resource, cultural assets, shopping mall, leisure facilities and arcade. The international tourist hotels are the most important element on account of their integrated functions, their service qualities and managing system will influence the tourism industry greatly (The Tourism Bureau, 2004). The management and development of human resource affect the service qualities very much. The international tourist hotels use the contingent workers to adjust the demand of human resource, the atypical work forces’ job attitudes and performance will definitely influence the service qualities of tourist hotels. The study investigated the relationship and influence between the organizational justice(distributive, procedural and interactional justice)and job attitudes(job satisfaction, organizational commitment and job involvement). The study sent 1,740 questionnaires to the atypical workforce of 58 international tourist hotels in Taiwan, and the valid response rate is 22.7%; used the SPSS to analyze the results, included: descriptive statistics, independent sample t-test, one-way ANOVA, Tukey’s post-hoc comparison, Pearson’s correlation coefficient as well as regression. The results are concluded as below: (1) The atypical work force of international tourist hotels has significantly different perception to Job Attitudes because of different sex, age and job function. (2) The atypical work force of international tourist hotels has significantly different perception to Job Satisfaction because of different individual characteristics. (3) The atypical work force of international tourist hotels has significantly different perception to Organizational Commitment because of different age, marital status, seniority and job function. (4) The atypical work force of international tourist hotels has significantly different perception to Job Involvement because of different age, marital status, level of education, seniority and job function. (5) The Organizational Justice is significantly related to Job Attitudes; however, the sub segments- Retention Commitment is not significantly related to extrinsic Job Satisfaction and Organizational Justice.

Ouellet, Marie-Eve.

Abstract:
This thesis consists in a comparative study of the intendant’s métier in Canada and in the généralités of Bretagne and Tours in the first part of the eighteenth century (1700-1750). This exercise allows to set in new terms the action of this personage on which we knew the attributions and main decisions but much less the underlying logic.
