Abstract:
Exploring the differences between normative visions and actual practices (Mellado, 2020), through a content analysis of more than 3,700 news stories contextualized with surveys, and further unpacked by interviews with journalists, this article provides a comprehensive overview of journalistic role performance in Canada. Findings show few, yet distinct, differences between French and English media, and that Canadian journalists are often present in their stories; use high levels of infotainment; and demonstrate strong performance of both the civic and service roles compared to other countries, but perform far less of the watchdog role than journalists surveyed perceived.

Abstract:
Purpose The purpose of this paper is to bridge a gap in knowledge on the professional information practices of a group of people whose daily work of managing user-generated content online exposes them to users whom they perceive as acting aggressively or otherwise offensively online. Design/methodology/approach Journalists’ narratives of practices for managing and responding to user comments perceived as offensive are analysed qualitatively. For this purpose, ten interviews with journalists from nine different news organisations in Sweden, Denmark, Germany and Canada were conducted. Findings The study finds that the environment in which the journalists work plays a vital role in the evolution of the practices. Practices, indissolubly tied to the contexts or sites in which people’s activities take place, are conditioned by moral values, traditions and collective experiences which journalists enact through the practice they engage in when they are dealing with user posts online. The site, conceived as an information landscape, is that of the newsroom. Practices for managing users online evolve through actors participating in a process of learning and their ability to adopt the cultural norms and values of their environment. Originality/value This study sheds light on the mechanisms behind the evolution of practices for handling user-generated content online and it reports on the importance of properties such as norms, values and emotions for how things are done in the information landscape of news journalism.

Abstract:
In the digital age, journalists are becoming more susceptible to the packaged visuals of politicians that image handlers are pushing electronically in an attempt to circumvent and influence the mainstream media. These managed photos and videos communicate officialdom, voyeurism, and pseudo-events, ranging from routine government business to a personal side of political leaders. They are designed to frame the subject in a positive light and to promote a strategic image. This article submits that demand for digital handouts of visuals, or “image bytes,” is stimulated by economics and institutional accommodation, including the constant need for Web content and journalists’ eroding access to government officials. A profile of the image management of Prime Minister of Canada Stephen Harper illustrates the jockeying between politicians, PR staff, and journalists over news selection, pseudo-events, framing and gatekeeping. Insights from 32 interviews with Canadian journalists and Conservative party insiders suggests that a two-tier media system is emerging between the small news operations that welcome digital handouts and the mainstream journalists who are opposed. Theoretical themes for international research include examining the implications of political image bytes such as the possible priming effect on journalists who are exposed to constant visual e-communication pushed by political offices.

The digital age has posed considerable challenges to media business model sustainability while diversifying opportunities for editorial organizations and journalists. The chaotic management of media companies is threatening the very fabric of various media industries. This article aims at understanding the sustainability of the media business models, and how media managers tailor their practices to cope with digital transformation in a competitive market. Media executives from three US newspaper companies (from the United States of America and Canada) and three European newspaper companies (from Ireland, England and France) were interviewed for this article. The results of the interviews with executives from the six newspaper companies interviewed suggest that there is a better adaptation to the digital transformation on the part of North American companies compared to European companies. All interviewed newspaper companies continue to face significant challenges in the search for ways to enable the sustainability of their business models to motivate their partners, shareholders and employees and contribute to greater diversity in the information market. The six media companies agreed that sustaining a media business and financing model is not equivalent to achieving the long-term sustainability of a media business model and financing.

South Asians, making 11% of the total population of Metro Vancouver, have established a large number of ethnic media sources including exclusive 24/7 radio stations, several newspapers, magazines, and online media in different South Asian languages for their audience. This qualitative research study of ethnic media of South Asian communities living in Metro Vancouver, reveals that ethnic media, specifically radio, provided active media space for discussion and dialogue on crucial issues concerning their everyday life challenges as immigrant communities. According to the participants, ethnic media triggered political activism and awareness through their content, especially due to mainstream medias failure of coverage or negative coverage of ethnic minorities. This qualitative study uses in-depth interviews with thirteen South Asian ethnic media practitioners including media owners, journalists, and anchorpersons, as well as focus group discussions with South Asian audiences in Metro Vancouver. The article discusses the role of South Asian ethnic media, as alternative media, in creating knowledge, engagement, civic and political awareness, and giving a participatory platform to raise the voices of their audiences.

Abstract:
Newspapers regularly publish stories about people who have died suddenly or in unusual circumstances and the effect of these deaths on families and communities. The practice by which a journalist writes such a story is called the ‘death knock’; the journalist seeks out the deceased’s family to interview them for a story about their loss. The death knock is challenging and controversial. It has been criticized as an unethical intrusion on grief and privacy and shown to have negative effects on bereaved people and journalists. It has also been defended as an act of inclusion, giving the bereaved control over stories that may be written anyway, and a form of public service journalism that can have benefits for families, communities and journalists. Traditionally a knock on the door, the death knock is also done via phone and e-mail, and recently, in a practice termed the ‘digital death knock’, using social media. This article reports on the findings of a 2021 survey of Australian journalists and their current death knock practice and it will do this within the framework of research in the United States, the United Kingdom and Canada. In these countries, journalists are doing the ‘digital death knock’ because of time and competition pressures and available technology; however, this raises ethical concerns about their reproduction of social media material without the permission or knowledge of its owners. This article will discuss the extent to which social media has impacted death knock practice in Australia.

Abstract:
This case study explores the relationship between media and sport. More specifically, it examines the association (i.e., the contact and communication) between Norwegian journalists and athletes during the 2010 Olympic Winter Games in Vancouver, Canada. Ten athletes and three journalists were interviewed about their relationship. To regulate and improve the journalist–athlete relationship during special events like the Olympics, media rules have been formulated. In regard to the on-site interactions, they accepted that they are working together where one was performing and the other reporting the event “back home.” While the best advice is to be understanding of the journalists’ need for stories and inside information, the media coverage was perceived as a constant stress factor for the athletes. However, because of the media rules the athletes were able to keep their distance but one athlete did comment: “You will not survive if you take it personally.”

To conclude this Special Issue ‘Re-Fashioning Stories for Celebrity Counterpublics’ of the Journal of Applied Journalism & Media Studies (AJMS), I am delighted to share an interview with Samita Nandy, celebrity scholar, filmmaker and director of the Centre for Media and Celebrity Studies (CMCS). Her research focuses on the cultural dimensions of fame, with a specific interest in celebrity activism, storytelling and the performance of authenticity and intimacy in glamorous narratives. In addition to her academic work, Nandy is also a certified broadcast journalist from Canada and media critic. I had the opportunity to assist her and Kiera Obbard with the organization of the 8th CMCS Conference, which inspired this Special Issue. This interview is thus an opportunity to further expand our reflection on the political possibilities of storytelling and celebrity counterpublics. Our discussion builds on the themes and arguments developed throughout this issue to further explore what popular storytelling means in practice. She reflects on her engagement with celebrity culture and life-writing in her feminist research and artistic endeavours, and how it has empowered her to tell personal and collective stories. The interview format and its themes provide a unique opportunity to contemplate the affordances of a reflective practice paradigm and the artistic applications of disciplinary knowledge, one which bridges academic work with media professions, and which we hope will resonate with AJMS readers.

Professional communicators produce a diverse range of global Indigenous media while balancing professional journalistic conventions such as ‘objectivity’ against community and organizational responsibilities. Despite their work being tarred as biased, soft or preaching to the converted, Indigenous media producers argue that their work counterbalances biased mainstream media coverage that hampers Indigenous public sphere participation and denigrates Indigenous communities and individuals. Through interviews with 42 Indigenous media producers from Australia, Canada, Finland, Sweden and New Zealand, this study investigates their journalistic processes and attitudes to professional norms such as objectivity, source choices and news values. The article interrogates how Indigenous media producers navigate the tensions between their professional obligations and community responsibilities. It argues Indigenous media producers apply a modified version of objectivity to produce fact-driven content that promotes Indigenous perspectives, prioritizes Indigenous voices and serves the needs of their communities.

Abstract:
Debate in the Acadian media over the quality of the French language is a recurrent aspect of sociolinguistic life in this region of French Canada. In the fall of 2012, this debate was relaunched by an incendiary newspaper column, written by a Quebec-based journalist, questioning whether the French spoken by young Acadian musicians was really a language at all. Based on twelve interviews conducted shortly after this debate, this article examines how university students in Acadie take up these media discourses about the quality of the French language. In general, the students interviewed regarded the French language as inherently rule-bound and structured, in contrast to English, which many held to be comparatively without rules, even easygoing. The author suggests that this particular view has developed in part because of exposure to discussion over the quality of French in Acadie, and that any attempt to improve what is perceived as the poor quality of French in Acadie cannot ignore the very terms in which it portrays the French language. These figurations become part of the linguistic ideologies of young French speakers in Acadie and potentially feed into the very state of affairs that commentators lament.

Internships are a common component of journalism education in Canada and, in some cases, a requirement for graduation. I look at the history and development of internships, both paid and unpaid, in the English-language national television newsroom of the Canadian Broadcasting Corporation (CBC), Canada’s public broadcaster. This account is informed by interviews with CBC staff, union officials, and former CBC interns as well as a survey of post-secondary education institutions that place interns with the CBC. I explore the establishment of unpaid internships at the CBC and the role of the Canadian Media Guild in creating the contract language defining the parameters of internship placements. Internships at the CBC are perceived by some of the Corporation’s staff as a responsibility of the public broadcaster, and representatives of the colleges and universities that participate in the program view the internships as valuable. I argue that the absence of institutional statistics on internships is a missed opportunity to deepen understanding of the role of internships at the CBC, and that systematic information-gathering by academic institutions regarding placements and offers of paid employment would be a useful resource in the debate over unpaid internships.

Joan Lipkin, playwright, poet, and theatre director, has won considerable critical acclaim – and some calculated abuse – for the political work of her company, That Uppity Theatre, in St Louis, Missouri. Her role-reversing pro-choice musical, He's Having Her Baby, provided the focal point for the preceding article, and one of her earliest pieces, Half-Time, about football in American life, performed in front of a bank vault, launched the city's alternative space movement. Her other better-known pieces include Some of My Best Friends Are …, Love and Work and Other Four-Letter Words, Will the Real Foster Parents Please Stand Up? and Small Domestic Acts. To support her theatre work over the years, Lipkin has worked in roles as various as waitress, art critic, journalist, and television producer: initially trained as a historian, she has also taught at university level for ten years. She is, in her own words, ‘always a rabble-rouser, that's been in the family history for a while’. Lizbeth Goodman interviewed Lipkin in Canada, during the ‘Breaking the Surface’ festival and conference at the University of Calgary in November 1991.

Abstract:
The article presents the context of modern scientific debates on the boundaries of interdisciplinarity. The subject of the study is the common procedure of the use of oral history practices in the mass media space. The oral history itself is changing rapidly under the pressure of digital platforms such as StoryCorps (USA), Listening Project (UK), The Story Project (Australia), and The Tale of a Town (Canada). Another key thing is the fact that the changes affected not only the technological process of archiving and dissemination of information but also the basic foundations of oral history, which is its methodology. The in-depth interview is replaced by the “rapid response collecting” method and historical storytelling. The purpose of the article is to outline the discussion field of the modern scientific discourse of the problem, to present the most significant interdisciplinary interaction using the example of world and Ukrainian media, namely: coverage of contradictory and ambiguous interpretations of historical facts; narrative; prolonged communication; multimedia and multiplatform. The research methods are traditional empirical methods of observation and description, as well as paradigmatic analysis of the functional features of oral history practices in journalism. Results of the research. Basic characterological directions proposed in the study allowed us to present the main points of discussion in various aspects: the use of oral historical materials, especially “hidden history” through the eyes of eyewitnesses, become an additional source of journalistic clarifications, investigations and expansion of the information agenda; addressing marginal themes of history, giving a voice to terrorist groups and participants in genocides poses extremely complex and ethically controversial questions to the audience; multimedia and multiplatform give new life to oral history information, while performance, theatre and participation are added to the usual practices of new media. The most expressive manifestation of changes in this interdisciplinary discourse is the practice of digital storytelling; its media use is illustrated by the BBC’s Capture Wales digital storytelling project. As part of the scientific discussion that has continued for the last few years, the issues of democratization of history, mass inclusion in digital archives, the creation of powerful social projects, and attempts to distance oral history as a separate discipline have been actualized. Moreover, it is recognized that, like any creative practice, interdisciplinarity remains a wide field for experimentation and creativity.

Abstract:
This article considers René Lévesque’s (1922–1987) political discourse in context of his fight for Quebec identity. In our opinion, he was the most brilliant Quebec leader during the second half of the XX century. A selection of his grand speeches and the best interviews “La voix de René Lévesque” (Québec, 2002) were used as the source for analysis. Being media and mass communication researcher, the author does not aspire solely to linguistic analysis. We consider René Lévesque’s political discourse in view of his ability to communicate with different audiences supporting the Quebec’s identity. So, it was very important to determine R. Lévesque’s target audiences and the principal methods of influencing them. The speeches of R. Lévesque as a politician reflect his experience as a TV journalist (his habit of oral, not written presentation of information), hence some “roughness” of his speeches – the use of interjections, tautology, and the lack of stylistic artistry. One of the conclusions made is that all public R. Lévesque’s speeches demonstrate, step by step, his consistent programme for preserving Quebec identity in its English environment (the change of self-designation into “Québécois (Quebeckers)”; the proclamation of French as the only language of the province; the attempt to secure the support of France, its former metropolis; referendum on province independence; declining the federal offer to sign “patriated” Canadian Constitution without recognizing Quebec as “a distinct society” and others). However, Prime Minister Pierre-Elliotte Trudeau, his federal opponent, considered René Lévesque an ambitious person, who wanted to split united Canada. Unfortunately, “La voix de René Lévesque” did not include the internal Quebec Party discussions on province independence, which became the reason for René Lévesque to abandon Quebec Party and his post of Quebec Prime Minister. The author argues that political discourse of national Quebec leader René Lévesque was a form of social action, which served as a prerequisite for recognizing the Quebec Nation by the Parliament of Canada in 2006. At present Quebec Party, based on René Lévesque’s political legacy continues to develop it, and the thesis of Quebec’s Independence is still in its programme. The research shows that political discourse of small nations leaders like René Lévesque needs to be under further studies. The resonating context of the modern world gives us many other similar regional situations.

Abstract:
Background. The article is devoted to the creative activity of the outstanding Chinese composer, pianist, teacher and public figure Zhang Zhao (born in 1964). The musical heritage of Zhang Zhao covers a wide range of genres and includes symphonic, piano music, instrumental compositions, works for Chinese traditional instruments, vocal, chamber music, ballets, music of cinema and television programs, and music for large social events. Despite his notoriety in China, the United States, Canada and many European countries, Zhang Zhao is little known in Ukraine. Thus, Ukrainian musicians to date have been deprived of the opportunity to get acquainted with his work. Since the music of Zhang Zhao sounds in many countries of the world, it resonates powerfully in a variety of areas, and in particular, research. To date, the work of the composer is actively studied by Chinese musicologists. However, among the publications, small articles devoted to a narrow range of problems predominate. Large-scale studies devoted to any area of his music have not yet been created. One of the most important topics relating to the composer’s work is the study of his views on musical art. Zhang Zhao’s vision of the further development of Chinese piano art reveals the composer’s worldview, his creative credo. This question is decisive for studying the composer’s musical heritage, defining his genre-style priorities. Objectives. The purpose of the article is to reveal the peculiarities of Zhang Zhao’s artistic worldview in order to promote the fullest possible identification of the ideas of the composer, the disclosure of the artistic concepts of his works. Methods of research are based on a set of scientific approaches necessary for the disclosure of its theme. The complex approach, combining the principle of musical-theoretical, musical-historical and performing analysis, is taken as the basis of the methodology. Results. Important for the disclosure of the creative worldview of the composer is the study of his statements on the ways of further development of musical art. His attitude and vision of his role in this process, the Chinese musician has repeatedly stated in an interview with domestic journalists. According to Zhang Zhao, the main issue that should concern modern composers is the place of the musical art of their country in world culture. Zhang Zhao found in the face of the pianist virtuoso his Yundi Li adherent. The collaboration between the composer and the performer began in 2011. Zhang Zhao took part in a large-scale theatrical performance at the Third Congress of BRICS leaders in Sanya. Then Yundi Li performed on the stage of the concert hall of Zhang Zhao’s play “In the most remote place” and “Chinese piano dream”. Zhang Zhao is committed to the concept of inheritance and the promotion of a culture of national music. The Chinese compare Zhang Zhao with the outstanding leader of the Polish people Chopin, who dedicated his life to the transformation in piano music of various genres. Piano works by Zhang Zhao adorned the world culture with the introduction of Chinese national motives into it. The composer introduced listeners to the air melodic lines of original works and filled his works with a complex texture, making them attractive for acquaintance with the rich traditional culture of China. Developing national piano art, Zhang Zhao inscribes the Chinese chapter in the world culture with his inherent passion and love for life. In addition to studying composition, performing and teaching, Zhang Zhao, is active in public activities, being a music professor at the Central University for Nationalities. He pays great attention to the development of the artistic taste of students, shares his own musical ideas and aesthetic principles. The composer made great efforts and energy to create the “Chinese piano dream”. To popularize this work, they, together with Yundi Li and the Shanghai People’s Orchestra conducted nationwide tours, visited Taiwan, and outlined other projects. Despite the fact that Professor Zhang Zhao has a very tight work schedule, he nevertheless finds time to talk with his students about the place of national music and its prospects. In the “Chinese Piano Dream”, the composer sought to reflect the essence of the musical culture of the Chinese nation. He embodied the dreams of the older generation of pianist composers and performers about the perfection of the Chinese piano scene, set a high goal – to show the artistic value of the Chinese piano piece on the world stage, took on the mission to inherit the national culture and pass it on to the next generations. In the works of Zhang Zhao, the interests of the Chinese and global world level intersect. This is due to the amazing richness of the composer’s creative worldview, which is open to everything significant in life and art. On this basis, the composer came to important conclusions about the role of contemporary classical musical art in people’s lives in China and in the world. Conclusions. For more than twenty years, Zhang Zhao is in the creative search for his musical style. He carefully investigated the development of ethnic music, which enabled him to create his piano works, which are distinguished by a unique and mature language.

This article discusses how the evolution of media industry in Canada affects the construction of identities and careers in digital journalism. It is based on 17 in-depth interviews with professionals working in Canadian Anglophone and Francophone media. Based on an interactionist theoretical approach, this article underlines how journalists negotiate their career project in a scenario of precariousness and deterioration of the job market in Canadian journalism. In this regard it highlights the strategies of resistance and resilience adopted by some interviewees in contrast to the international discourses that aim to restructure their practices and identities. Numerous studies have found the reporting of sex is sensationalized and intended to create controversy while journalists have little regard for the topic. Such matters are important given the #MeToo movement has broadened public debate about sexual issues, practices and behaviors. However, there is scant research on the professional identities of journalists who specialize in sex news and the industrial, social and individual-level factors shaping their reportage. Extending an earlier qualitative study comprising interviews with female freelance journalists in North America, Canada, Germany and Australia, this article conceptualizes sex journalism as a specialism in flux and, using the concept of ‘biodigital vulnerability’, argues that sex journalists are exposed to gendered experiences of risk in their news work. The results suggest greater consideration for the professional and gendered identities of sex journalists may improve sex news coverage and optimize sexual health outcomes given the importance of sex news as a public information source.

Abstract: As part of a research program called CHAMP (Canadian Health and Media Project) devoted to examining health literacy in Canadian daily newspapers, and operating from a theoretical framework that posits journalism as a practice of representation, this article is based on a series of formal interviews with English-language and French-language health reporters. The interviews sought answers to three central questions about health reportage: how do journalists demarcate such a vast topic as health? where do they find their stories? and to what extent are they familiar with research into the social determinants of health? It concludes that in spite of their dependence upon published scholarly research as a source of news stories, Canadian health reporters overemphasize the roles of the health care system and personal health habits in the production of Canadians’ health, and they underemphasize the role of social determinants. Résumé : Dans le cadre d’un projet de recherche nommé CHAMP (Canadian Health and Media Project) qui examine le niveau de connaissance par rapport à la santé dans les journaux quotidiens du Canada et dans un cadre théorique qui avance le journalisme comme étant une pratique de représentation, cet article est basé sur une série d’entretiens formels avec des journalistes de santé publique dans les milieux anglophones et francophones. Les entretiens avaient pour but de répondre à trois questions centrales à propos du journalisme de santé publique : comment les journalistes cernent-ils un sujet aussi vaste que la santé ? This article examines the articulation of a racialized moral panic surrounding Aboriginal gang violence and the community of Maskwacis, a collection of four First Nations in central Alberta, Canada formerly known as Hobbema. Our analysis is situated within the distinctive settler-colonial context through which Aboriginal gangs were mediated (Ginsburg 1991) by the mainstream commercial media as an issue of public concern in this particular Cree community and, indeed, throughout Western Canada. Drawing upon interviews with journalists, First Nation residents, and other community members in the region, our analysis focuses on two interrelated issues: 1) the “behind-the-scenes” production processes through which non-Aboriginal journalists condensed themes of race, crime, and youth to reproduce and amplify a powerful and punitive discourse that articulated Aboriginal gang violence with the broader community itself; and 2) the ways in which First Nations residents and community members—themselves the subjects of the media gaze—interpreted, internalized, and, at times actively manipulated this racialized discourse of crisis.

Background: Photo opportunities enable tight scripting and image control while catering to the media’s need for visual content. This research traces how, since 1955, Canadian finance ministers and the media have exhibited a uniquely Canadian interest in the min- sister's budget day shoes. Analysis: A review of newspaper coverage about the federal budget indicates that news stories contributed to the myth of parliamentary tradition that evolved into packaged photo ops. Interviews with journalists and a finance minister’s staff, among others, provide insights about photo-op management in a permanent campaigning environment. Conclusion and implications: The case study adds to knowledge about strategic communication in government and the evolution of media-state relations in Canada. RÉSUMÉ Contexte : Les séances de photographie permettent un contrôle serré de l’image et du scénario tout en servant les besoins des médias en contenu visuel. Cette recherche retrace comment, depuis 1955, les ministres des Finances et les médias au Canada ont manifesté un intérêt singulièrement canadien pour les chaussures que portent le ministre le jour du budget. Analyse : Une évaluation de la couverture médiatique du budget fédéral indique que les reportages ont contribué au mythe d’une tradition parlementaire évoluant vers des séances de photographie soigneusement organisées. Abstract: What does “excellence” mean in journalism? The literature reveals no universally agreed set of standards, and awards guidelines are often unclear. We interviewed judges in two leading Canadian print journalism awards programs, using a sequence of open-ended and ranking questions to probe their criteria of excellence in a way calculated to elicit not just the standards they felt should be applied but the standards they actually did apply. Judges mentioned a wide variety of criteria, including the social importance and impact of works of journalism. But only two values were affirmed consistently: writing style and reporting rigour. Résumé : Comment définit-on un « excellent » journalisme ? Un parcours de la bibliographie à ce sujet révèle que les règlements relatifs aux prix décernés aux journalistes sont souvent vagues et qu’il n’y a pas de standards d’évaluation unanimement établis. Pour ce projet de recherche, nous avons interviewé des juges de deux programmes de remise des prix dans le domaine du journalisme écrit au Canada. Nous avons posé des questions ouvertes et des questions fermées dans le but de recueillir non seulement les critères qui devraient être appliqués, mais aussi ceux que les juges ont déjà appliqués dans leur pratique. ABSTRACT Our content analysis conducted in 2007 revealed little evidence of convergence practices in television networks and newspapers owned by Canwest Global, CTVglobemedia, and Quebecor. In 2009 and early 2010, we interviewed executives and journalists of the media groups studied, as well as other stakeholders, to assess the current situation and speculate about the future of convergence in Canada. Respondents generally acknowledged that TV/print newsroom integration had not succeeded and that future convergence efforts would focus on delivering content online and developing a viable economic model for news production. Respondents offered diverse perceptions of conventional media’s ability to reinvent and sustain themselves as the principal news sources for Canadians. Emerging models include the development of a corporate news service, specialization in certain topic areas, and crossmedia collaboration.RÉSUMÉ Notre analyse de contenu réalisée en 2007 n’a révélé aucune preuve substantielle de convergence entre les nouvelles télévisées et les journaux appartenant aux groupes Canwest Global, CTVglobemedia et Quebecor. Nous avons réalisé une série d’entretiens auprès de gestionnaires et journalistes des médias étudiés, de même que d’autres acteurs du milieu, en 2009 et 2010, afin de recueillir leur évaluation de la situation actuelle et leur vision de l’avenir de la convergence médiatique. Abstract: This research report describes a three-year study that is being undertaken by an interdisciplinary team of researchers from across Canada on media coverage of Supreme Court decisions. The report describes the changing role of the Supreme Court in Canadian public life and the role of the media as both a vehicle for publicizing decisions and as a check on the Court's power. The study will explore media reporting from a number of vantage points-direct observation at the Court and in newsrooms, interviews, an in-depth study of how a number of important cases were reported, and an analysis of a year in the life of the Court. Workshops with members of the legal and journalistic communities and with citizens are also a crucial element in the study. Résumé: Ce rapport de recherche décrit une étude de trois ans sur la couverture médiatique de décisions prises par la Cour suprême. Une équipe interdisciplinaire de chercheurs d'une part à l'autre du Canada a mené cette étude. L’indignation suscitée par ces politiques tient au fait que l'exode des cerveaux est souvent perçu comme un facteur d'accroissement des inégalités entre pays riches et pauvres. Il convient toutefois de souligner que, dans certains cas, ces politiques sont simplement un moyen de faire face à l’exode de cerveaux, souvent très qualifiés, dans les pays industrialisés eux-mêmes. Ce problème se rencontre de manière sévère au Canada, au Royaume Uni et dans plusieurs pays de l'Union européenne. En règle générale, l'exode des cerveaux pose problème sur le plan économique car il engendre une réduction du niveau de capital humain moyen des travailleurs dans les pays sources. Le capital humain (mesuré souvent par la proportion de diplômés au sein de la population active ou par le nombre moyen d’années d’étude des travailleurs) étant considéré comme un facteur majeur d’innovation et/ou d’adoption technologique, l'émigration des talents constitue un frein potentiel à la croissance et à la compétitivité. Nous discutons ensuite les enjeux de politique économique. Mesurer les pertes européennes. Malgré l’importance croissante qu’on lui reconnaît, peu d’études ont jusqu’à présent permis de cerner avec précision l’ampleur du phénomène de la fuite des cerveaux. S’appuyant sur une nouvelle base de données construite en partenariat avec la Banque Mondiale (Docquier et Marfouk, 2006), nous montrons qu’au total, la perte nette de l’UE15 s’élevait à 150.100 diplômes supérieurs en 2000, soit 0,1 % de la population de UE15 âgée 25 et plus. Ce bilan contraste avec l’important gain net observé dans les grandes nations d’immigration (5,4 % pour les Etats-Unis, 10,7 % pour le Canada et 11,3 % pour l'Australie). Dans ce processus, quelques pays européens sortent gagnants, tels la Suède, le Luxembourg, la France ou la Belgique. Les principaux perdants nets sont l'Irlande, la Grèce, le Portugal, le Royaume Uni et l’Italie. Ces chiffres appellent deux commentaires : Qualitativement, ce bilan européen faiblement déficitaire peut être considéré comme minimaliste. L’UE15 compense ses pertes vis-à-vis des autres nations industrialisées par des entrées en provenance de pays moins avancés (notamment les pays africains). Or, les études empiriques internationales récentes montrent que cette substitution n’est pas neutre : en moyenne (et sauf professions particulières), le niveau de compétence associé aux diplômes acquis dans les pays moins avancés est inférieur à celui des natifs. Performance and entertainment have, on the other hand, been considered the domain of the ‘audience’. The line between active electorate and passive audience has been continually blurred, and as more political communication is designed along the lines of entertainment, the less likely it seems that the distinction will become clearer any time soon. The following article will attempt to thoroughly evaluate the contemporary implications of terms related to ‘public’ and ‘audience’, and to suggest a path forward in understanding the now intertwined roles of these two entities. In political commentary of all kinds, the term ‘audience’ has come to be regularly used in place of the more traditionally political terms ‘public’, ‘electorate’, ‘constituency’ or even ‘mass’, ‘mob’ and ‘multitude’. (Bratich 249) This slight alteration of language would seem to suggest an ongoing, and occasionally unintentional debate as to whether or not our increasingly mediated society has become incapable of true political discourse – an audience to be courted and won solely on the basis of visual and aural stimulation. In some instances, the debate goes unacknowledged, with authors using the term interchangeably with that of voter or public. Others seem to be making a more definite statement, as do the authors of Campaign Craft, wherein the term ‘audience’ is often used to refer to the voting population. (Shea and Burton) In either case, it is clear that the ‘public’ and the ‘audience’ are no longer to be considered two entirely separate entities. To understand the significance of this shift, it is necessary to identify the traditional distinctions of these sometimes problematic terms. To do so we must look briefly at how the original and contemporary meanings have developed. Herbert Blau writes that “audiences, such as they are, are nothing like a public, certainly nothing like the capitalised Public of another time” (Blau 22). That “capitalised Public” he refers to is perhaps the ideal state envisioned by Greek and Roman philosophers in which the community, as a whole, is maintained by and for its own members, and each individual plays a significant and specific role in its maintenance. The “audiences”, however, can be popularly defined as “the assembled spectators or listeners at a public event such as a play, film, concert, or meeting” or “the people giving attention to something”. (Soanes & Stevenson) The difference is subtle but significant. The public is expected to take some active interest in its own maintenance and growth, while the audience is not expected to offer action, just attention. The authors of Soundbite Culture, who would seem to see the blurring between audience and public as a negative side effect of mass media, offer this description of the differences between these two entities: Audiences are talked to; publics are talked with. Audiences are entertained; publics are engaged. Audiences live in the moment; publics have both memory and dreams. Audiences have opinions, publics have thoughts. (Slayden & Whillock 7) A ‘public’ is joined by more than their attendance at or attention to a single performance and responsible for more than just the experience of that performance. While an audience is expected to do little more than consume the performance before them, a public must respond to an experience with appropriate action. A public is a community, bound together by activity and mutual concerns. An audience is joined together only by their mutual interest in, or presence at, a performance. Carpini and Williams note that the term ‘public’ is no longer an adequate way to describe the complex levels of interaction that form contemporary political discourse: “people, politics, and the media are far more complex than this. Individuals are simultaneously citizens, consumers, audiences…and so forth” (Carpini & Williams in Bennett & Entman 161). Marshall sees the audience as both a derivative of and a factor in the larger, more political popular body called the “masses”. These masses define the population largely as an unorganised political power, while audiences emerge in relation to consumer products, as rationalised and therefore somewhat subdued categories within that scope. He notes that although the audience, in the twentieth century, has emerged as a “social category” of its own, it has developed as such in relation to both the unharnessed political power of the masses and the active political power of the public (Marshall 61-70). The audience, then, can be said to be a separate but overlapping state that rationalises and segments the potential of the masses, but also informs the subsequent actions of the public. An audience without some degree of action or involvement is not a public. Such a definition provides important insights into the debate from the perspective of political communication. The cohesiveness of the group that is to define the public can be undermined by mass media. It has been argued that mass media, in particular the internet, have removed all sense of local community and instead provided an information outlet that denies individual response. (Franklin 23; Postman 67-69) It can certainly be argued that with media available on such an instant and individual basis, the necessity of group gathering for information and action has been greatly reduced. Thus, one of the primary functions of the public is eliminated, that of joining together for information. This lack of communal information gathering can eliminate the most important functions of the public: debate and personal action. Those who tune-in to national broadcasts or even read national newspapers to receive political information are generally not invited to debate and pose solutions to the problems that are introduced to them, or to take immediate steps to resolve the conflicts addressed. Instead, they are asked only to fulfill that traditional function of the audience, to receive the information and either absorb or dismiss it. Media also blur the audience/public divide by making it necessary to change the means of political communication. Previous to the advent of mass media, political communication was separated from entertainment by its emphasis on debate and information. Television has led a turn toward more ‘emotion’ and image-based campaigning both for election and for support of a particular political agenda. This subsequently implies that this public has increasingly become primarily an audience. Although this attitude is one that has been adopted by many critics and observers, it is not entirely correct to say that there are no longer any opportunities for the audience to regain their function as a public. On a local level, town hall meetings, public consultations and rallies still exist and provide an opportunity for concerned citizens to voice their opinions and assist in forming local policy. Media, often accused of orchestrating the elimination of the active public, occasionally provide opportunities for more traditional public debate. In both Canada and the US, leaders are invited to participate in ‘town hall’ style television debates in which audience members are invited to ask questions. In the UK, both print media and television tend to offer opportunities for leaders to respond to the questions and concerns of individuals. Many newspapers publish responses and letters from many different readers, allowing for public debate and interaction. (McNair 13) In addition, newspapers such as The Washington Post and The Globe and Mail operate Websites that allow the public to comment on articles published in the paper text. In Canada, radio is often used as a forum for public debate and comment. The Canadian Broadcast Corporation’s Cross Country Check Up and Cross Talk allows mediated debate between citizens across the country. Regional stations offer similar programming. Local television news programmes often include ‘person on the street’ interviews on current issues and opportunities for the audience to voice their arguments on-air. Of course, in most of these instances, the information received from the audience is moderated, and shared selectively. This does not, however, negate the fact that there is interaction between that audience and the media. Perhaps the greatest challenge to traditional interpretations of media-audience response is the proliferation of the internet. As McNair observes, “the emergence of the internet has provided new opportunities for public participation in political debate, such as blogging and ‘citizen journalism’. Websites such as YouTube permit marginal political groups to make statements with global reach” (McNair 13). These ‘inter-networks’ not only provide alternative information for audiences to seek out, but also give audience members the ability to respond to any communication in an immediate and public way. Therefore, the audience member can exert potentially wide reaching influence on the public agenda and dialogue, clearly altering the accept-or-refuse model often applied to mediated communication. Opinion polls provide us with an opportunity to verify this shift away from the ‘hypodermic needle’ approach to communication theory (Sanderson King 61). Just as an audience can be responsible for the success of a theatre or television show based on attendance or viewing numbers, so too have public opinion polls been designed to measure, without nuance, only whether the audience accepts or dismisses what is presented to them through the media. There is little place for any measure of actual thought or opinion. The first indications of an upset in this balance resulted in tremendous surprise, as was the case during the US Clinton/Lewinsky scandal (Lawrence & Bennett 425). Stephanopoulos writes that after a full year of coverage of the Monica Lewinsky ‘scandal’, Clinton’s public approval poll numbers were “higher than ever” while the Republican leaders who had initiated the inquiry were suffering from a serious lack of public support (Stephanopoulos 442). Carpini and Williams also observed that public opinion polls taken during the media frenzy showed very little change of any kind, although the movement that did occur was in the direction of increased support for Clinton. This was in direct contrast to what “…traditional agenda-setting, framing, and priming theory would predict” (Carpini & Williams in Bennett & Entman 177). Zaller confirms that the expectation among news organisations, journalists, and political scientists was never realised; despite being cast by the media in a negative role, and despite the consumption of that negative media, the audience refused to judge the President solely on his framed persona (Zaller in Bennett & Entman 255). It was clear that the majority of the population in the US, and in other countries, were exposed to the information regarding the Clinton scandal. At the height of the scandal, it was almost unavoidable (Zaller in Bennett & Entman 254). Therefore it cannot be said that the information the media provided was not being consumed. Rather, the audience did not agree with the media’s attempts to persuade them, and communicated this through opinion polls, creating something resembling a mass political dialogue. As Lawrence and Bennett discuss in their article regarding the Lewinsky/Clinton public opinion “phenomenon”, it should not be assumed by polling institutions or public opinion watchers that the projected angle of the media will be immediately adopted by the public (Lawerence & Bennett 425). Although the media presented a preferred reading of the text, it could not ensure that the audience would interpret that meaning (Hall in Curran, Gurevitch & Harris 343). The audience’s decoding of the media’s message would have to depend on each audience member’s personal experiences and their impression of the media that was presenting the communication. This kind of response is, in fact, encouraging. If the audience relies on mainstream media to provide a frame and context to all political communication, then they are giving up their civic responsibility and placing complete authority in the hands of those actively involved in the process of communicating events. It could be suggested that the reported increase in the perceived reliabilty of internet news sources (Kinsella 251) can be at least partially attributed to the audience’s increasing awareness of these frames and limitations on mainstream media presentation. With the increase in ‘backstage’ reporting, the audience has become hyper-aware of the use of these strategies in communications. The audience is now using its knowledge and media access to decipher information, as it is presented to them, for authenticity and context. While there are those who would lament the fact that the community driven public is largely in the past and focus their attention on finding ways to see the old methods of communication revived, others argue that the way to move forward is not to regret the existence of an audience, but to alter our ideas about how to understand it. It has been suggested that in order to become a more democratic society we must now “re-conceive audiences as citizens” (Golding in Ferguson 98). And despite Blau’s pronouncement that audiences are “nothing like a public”, he later points out that there is still the possibility of unity even in the most diverse of audiences. “The presence of an audience is in itself a sign of coherence”(Blau 23). As Rothenbuhler writes: There is too much casualness in the use of the word spectator…A spectator is almost never simply looking at something. On the contrary, most forms of spectatorship are socially prescribed and performed roles and forms of communication…the spectator, then, is not simply a viewer but a participant in a larger system. (Rothenbuhler 65) We cannot regress to a time when audiences are reserved for the theatre and publics for civic matters. In a highly networked world that relies on communicating via the methods and media of entertainment, it is impossible to remove the role of the audience member from the role of citizen. This does not necessarily need to be a negative aspect of democracy, but instead a step in its constant evolution. There are positive aspects to the audience/public as well as potential negatives. McNair equates the increase in mediated communication with an increase in political knowledge and involvement, particularly for those on the margins of society who are unlikely to be exposed to national political activity in person. He notes that the advent of television may have limited political discourse to a media-friendly sound bite, but that it still increases the information dispensed to the majority of the population. Despite the ideals of democracy, the majority of the voting population is not extremely well informed as to political issues, and prior to the advent of mass media, were very unlikely to have an opportunity to become immersed in the details of policy. Media have increased the amount of political information the average citizen will be exposed to in their lifetime (McNair 41). With this in mind, it is possible to equate the faults of mass media not with their continued growth, but with society’s inability to recognise the effects of the media as technologies and to adjust education accordingly. While the quality of information and understanding regarding the actions and ideals of national political leaders may be disputed, the fact that they are more widely distributed than ever before is not. They have an audience at all times, and though that audience may receive information via a filtered medium, they are still present and active. As McNair notes, if the purpose of democracy is to increase the number of people participating in the political process, then mass media have clearly served to promote the democratic ideal (McNair 204). However, these positives are qualified by the fact that audiences must also possess the skills, the interests and the knowledge of a public, or else risk isolation that limits their power to contribute to public discourse in a meaningful way. The need for an accountable, educated audience has not gone unnoticed throughout the history of mass media. Cultural observers such as Postman, McLuhan, John Kennedy, and even Pope Pius XII have cited the need for education in media. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. Zaller confirms that the expectation among news organisations, journalists, and political scientists was never realised; despite being cast by the media in a negative role, and despite the consumption of that negative media, the audience refused to judge the President solely on his framed persona (Zaller in Bennett & Entman 255). It was clear that the majority of the population in the US, and in other countries, were exposed to the information regarding the Clinton scandal. At the height of the scandal, it was almost unavoidable (Zaller in Bennett & Entman 254). Therefore it cannot be said that the information the media provided was not being consumed. Rather, the audience did not agree with the media’s attempts to persuade them, and communicated this through opinion polls, creating something resembling a mass political dialogue. As Lawrence and Bennett discuss in their article regarding the Lewinsky/Clinton public opinion “phenomenon”, it should not be assumed by polling institutions or public opinion watchers that the projected angle of the media will be immediately adopted by the public (Lawerence & Bennett 425). Although the media presented a preferred reading of the text, it could not ensure that the audience would interpret that meaning (Hall in Curran, Gurevitch & Harris 343). The audience’s decoding of the media’s message would have to depend on each audience member’s personal experiences and their impression of the media that was presenting the communication. This kind of response is, in fact, encouraging. If the audience relies on mainstream media to provide a frame and context to all political communication, then they are giving up their civic responsibility and placing complete authority in the hands of those actively involved in the process of communicating events. It could be suggested that the reported increase in the perceived reliabilty of internet news sources (Kinsella 251) can be at least partially attributed to the audience’s increasing awareness of these frames and limitations on mainstream media presentation. With the increase in ‘backstage’ reporting, the audience has become hyper-aware of the use of these strategies in communications. The audience is now using its knowledge and media access to decipher information, as it is presented to them, for authenticity and context. While there are those who would lament the fact that the community driven public is largely in the past and focus their attention on finding ways to see the old methods of communication revived, others argue that the way to move forward is not to regret the existence of an audience, but to alter our ideas about how to understand it. It has been suggested that in order to become a more democratic society we must now “re-conceive audiences as citizens” (Golding in Ferguson 98). And despite Blau’s pronouncement that audiences are “nothing like a public”, he later points out that there is still the possibility of unity even in the most diverse of audiences. “The presence of an audience is in itself a sign of coherence”(Blau 23). As Rothenbuhler writes: There is too much casualness in the use of the word spectator…A spectator is almost never simply looking at something. On the contrary, most forms of spectatorship are socially prescribed and performed roles and forms of communication…the spectator, then, is not simply a viewer but a participant in a larger system. (Rothenbuhler 65) We cannot regress to a time when audiences are reserved for the theatre and publics for civic matters. In a highly networked world that relies on communicating via the methods and media of entertainment, it is impossible to remove the role of the audience member from the role of citizen. This does not necessarily need to be a negative aspect of democracy, but instead a step in its constant evolution. There are positive aspects to the audience/public as well as potential negatives. McNair equates the increase in mediated communication with an increase in political knowledge and involvement, particularly for those on the margins of society who are unlikely to be exposed to national political activity in person. He notes that the advent of television may have limited political discourse to a media-friendly sound bite, but that it still increases the information dispensed to the majority of the population. Despite the ideals of democracy, the majority of the voting population is not extremely well informed as to political issues, and prior to the advent of mass media, were very unlikely to have an opportunity to become immersed in the details of policy. Media have increased the amount of political information the average citizen will be exposed to in their lifetime (McNair 41). With this in mind, it is possible to equate the faults of mass media not with their continued growth, but with society’s inability to recognise the effects of the media as technologies and to adjust education accordingly. While the quality of information and understanding regarding the actions and ideals of national political leaders may be disputed, the fact that they are more widely distributed than ever before is not. They have an audience at all times, and though that audience may receive information via a filtered medium, they are still present and active. As McNair notes, if the purpose of democracy is to increase the number of people participating in the political process, then mass media have clearly served to promote the democratic ideal (McNair 204). However, these positives are qualified by the fact that audiences must also possess the skills, the interests and the knowledge of a public, or else risk isolation that limits their power to contribute to public discourse in a meaningful way. The need for an accountable, educated audience has not gone unnoticed throughout the history of mass media. Cultural observers such as Postman, McLuhan, John Kennedy, and even Pope Pius XII have cited the need for education in media. As McLuhan aptly noted, “to the student of media, it is difficult to explain the human indifference to the social effect of these radical forces”(McLuhan 304). In 1964, McLuhan wrote that, “education will become recognised as civil defence against media fallout. The only medium for which our education now offers some civil defence is the print medium”(McLuhan 305). Unfortunately, it is only gradually and usually at an advanced level of higher education that the study and analysis of media has developed to any degree. The mass audiences, those who control the powers of the public, often remain formally uneducated as to the influence that the mediating factors of television have on the distribution of information. Although the audience may have developed a level of sophistication in their awareness of media frames, the public has not been taught how to translate this awareness into any real political or social understanding. The result is a community susceptible to being overtaken by manipulations of any medium. Those who attempt to convey political messages have only added to that confusion by being unclear as to whether or not they are attempting to address an audience or engage a public. In some instances, politicians and their teams focus their sole attention on the public, not taking into consideration the necessities of communicating with an audience, often to the detriment of political success. On the other hand, some focus their attentions on attracting and maintaining an audience, often to the detriment of the political process. This confusion may be a symptom of the mixed messages regarding the appropriate attitude toward performance that is generated by western culture. In an environment where open attention to performance is both demanded and distained, communication choices can be difficult. Instead we are likely to blindly observe the steady increase in the entertainment style packaging of our national politics. Until the audience fully incorporates itself with the public, we will see an absence of action, and excess of confused consumption (Kraus 18). Contemporary society has moved far beyond the traditional concepts of exclusive audience or public domains, and yet we have not fully articulated or defined what this change in structure really means. Although this review does suggest that contemporary citizens are both audience and public simultaneously, it is also clear that further discussion needs to occur before either of those roles can be fully understood in a contemporary communications context. Abstract:
The mobile telephone, or cellular telephone as it is called in North America, is the fastest-growing consumer product of the past decade. [1] Despite its popularity, metaphors of risk, contamination, and illness frequently run through stories about cellphone use. These representations are based mostly on a lingering but unproven link between brain cancer and cellphone use. Despite numerous scientific studies, none have definitively ruled out the risk and none have found conclusive evidence of harm. The claim that cellphone use is potentially dangerous or downright carcinogenic is supported instead by plenty of anecdotal evidence, rumour, urban myth, and "junk science." What is interesting to me is that these different representations of cellphone use as a practice that poses relative, absolute and no risk can coexist and persist, despite obvious contradictions. I suggest that Donna Haraway's concept of breached boundaries and Ulrich Beck's notion of "risk society" can be employed superficially to make sense of how we negotiate these different representations. In order to begin a discussion about why cellphone use in North America continues to be represented as a potentially risky practice, it is necessary to mention one story that is frequently credited as being the starting point for the narrative of fear and anxiety informing these representations. In spite of its germinal status, the story is but the latest embodiment of the narrative. It begins in August 1988 in Florida when David Reynard gave his wife Susan the gift of a cellphone. Seven months later, a medical scan revealed a tumour in Susan's brain. She claimed that as a result of being bombarded by radiation from the cellphone, the damaged cells either caused her tumour or accelerated the growth of an existing tumour. In April 1992, Susan launched a lawsuit against the phone's manufacturer, the company that provided the cellular service, and the retail store that sold the phone. A month after filing the lawsuit, Susan died of brain cancer. In January 1993, David Reynard was interviewed on the highly-rated CNN show Larry King Live. The interview sent shockwaves through the telecommunications industry. Stock prices of the major cellphone companies fell and some subscribers cancelled their contracts and returned their phones. Spokespeople for the industry countered David's accusations with claims that electromagnetic energy is as harmless as the oxygen we breathe. In fact, they said, it is already all around us in natural and artificial forms, including in emissions from the earth and sun. A spokesperson for Motorola, a major cellphone manufacturer, predicted that Susan's lawsuit would fail because "thousands" of studies had been conducted, which proved that radiation emitted by cellphones was not dangerous to users. In fact, no such studies existed. The lie was revealed when journalists and Susan's lawyer asked to see the studies. Almost as if to make up for the lie, the Cellular Telecommunications Industry Association,[2] a lobby group for North American cellular service providers, created the Wireless Research Center. Not surprisingly, the Center produced findings during its six-year mandate that were mostly favourable to the industry. In 1995, Susan's lawsuit was dismissed by a judge who said no reliable scientific evidence had been presented to link cellphone use to cancer. Expert witnesses for the defence had argued that the evidence presented on her behalf was merely wild speculation, "junk science," and a perversion of science masquerading as real science. Over a dozen similar lawsuits have been filed in the U.S. and the U.K. since. Few of them have surpassed Susan's lawsuit in notoriety and none have earned a favourable ruling. While it is still both mocked and venerated in the popular media and is the focus of derision in the telecom industry press and in medical science journals, the question central to the case (but does it cause cancer?) is still unresolved and so are the contradictions now associated with it. Did Susan's own body generate her tumour or was it generated by cellphone radiation? Where is the line between junk science and real science? Is artificial radiation from a cellphone as harmless as natural radiation from the earth or sun? These questions are indicative of some of the boundary breakdowns that Haraway claims are causing disorder and contradiction in late twentieth-century Western culture, namely between human and machine, between the physical and non-physical, and between natural and artificial. According to Beck, the degeneration of these boundaries are also indicative of a risk society characterised by environmental degradation. Because this degeneration is both perceived and potential, it hardly matters anymore what is rational or irrational, legitimate science or junk science. Both factual and fictional texts contribute to our knowledge of risks surrounding cellphone use as a biohazard that is a threat to individual bodies and to the social body. A series of events occurring throughout the 90s in North America added to the ambiguity and mystery surrounding cellphone use. Numerous rumours circulated about the practice sparking explosions at petrol stations and causing interference with car brakes, airbags, and electric wheelchairs. In addition, Health Canada and the U.S . Food and Drug Administration issued several bulletins to alert the public that cellphone use could cause heart pacemakers, hospital monitoring equipment, and aeroplane navigational instruments to malfunction. Susan's lawsuit ended when the court imposed closure, but the narrative embodied by the lawsuit continued in these rumours and warnings. The lawsuit was an event with a clear beginning and end. The narrative of fear and anxiety about contamination that could lead to illness, disease, and death preceded the lawsuit and was already embodied in other stories, particularly ones surrounding cancer and AIDS. When Susan launched her lawsuit, in some media reports, the cellphone was called the "new cancer villain" and the potential link between cancer and cellphone use was deemed the "yuppies version of AIDS." The comparison of cellphone use to cancer and AIDS functions both as a cultural and biological metaphor. It links the practice explicitly with disease and implicitly with death, and it also recalls the narrative of fear and anxiety surrounding cancer and AIDS, two potentially fatal diseases which preceded the introduction of cellphones. Seventeen years have passed since the cellphone became widely available in North America. Currently, almost nine million Canadians, or one in three people, own a cellphone. In the United States, there are 108 million users. Subscriptions there are increasing at the rate of approximately 46,000 each day or about one new owner every two seconds. The recent flood of private talk in public places in North America is being represented in popular media as a contamination of the social body, a morally repugnant practice, and a menace to civil society. A moral panic has arisen over cellphone use because it allows conversations to be audible and the user to be visible where before they were inaudible and the user was invisible by virtue of being hidden away in homes, offices, and phone booths. In public places the voice of the cellphone user extends the self and claims more space, which in turn impinges on the personal space of others. It is like a stranger's unwelcome touch. Proof that the moral panic has reached a new level in Canada may be evident in a request from the federal government last March for public opinion on whether devices known as silencers or jammers should be licensed for use so that businesses and institutions can disable cellphones within a particular radius when necessary. As a result of the popular use of the term "cellphone" in North America, a neat conflation of meaning is occurring between cellphone use as a potential threat to biological cells in the human body and the practice as a perceived threat to the physical spatial cells of personal spaces that comprise the social body. Stories about cellphone use as hazard articulate a narrative of fear and anxiety we share that cannot simply be dismissed as absurd. How people respond to cellphone use and the health questions and moral panic surrounding it cannot be decided by medical or legal experts alone. Consequently, in a risk society characterised by a peculiar synthesis of "empirical knowledge" and "indefinite uncertainty," the question "does it cause cancer?" becomes irrelevant. According to Beck, it may be more useful to ask "how do we want to live?" Investigative journalist Bill Moyers interviews Jon Stewart of The Daily Show: MOYERS: I do not know whether you are practicing an old form of parody and satire…or a new form of journalism. STEWART: Well then that either speaks to the sad state of comedy or the sad state of news. I can’t figure out which one. I think, honestly, we’re practicing a new form of desperation…. July 2003 (Bill Moyers Interview of Jon Stewart, on Public Broadcasting Service) Transmission, while always fraught and ever-changing, is particularly so at a moment when coincidentally the exponential increase in access to new media communication is paired with the propagandized and state-dominated moment of war, in this case the U.S. preemptive invasion of Iraq in 2003. U.S. fighter planes drop paper propaganda along with bombs. Leaked into mainstream media by virtue of new media technologies, the violations of Abu-Ghraib represent the challenge of conducting war in a digital era. Transmissions are highly controlled and yet the proliferation of access poses a new challenge – explicitly named by Rumsfeld in December 2005 on the Jim Lehrer news hour: DONALD RUMSFELD: No, I think what is happening – and this is the first war that has ever been conducted in the 21st century when you had talk radio, the Internet, e-mails, bloggers, 24-hour news, digital cameras, video cameras, instant access to everything, and we haven’t accommodated to that yet. … And what’s happening is the transmission belt that receives it spreads all these things. … Rumsfeld’s comments about the convergence of new media with a time of war highlights what those of us studying cultural communication see as a crucial site of study: the access and use of new media to transmit dissenting political commentary is arguably a sign of new counter-public spaces that coincide with increased mainstream media control and erosion of civil liberties surrounding free speech. In this particular instance, the strategic use of media by U.S. political administration to sell a morally questionable war to the public through deceptions and propaganda raises new questions about the transmission and phenomenon of truth claims in a digital age. In this essay I examine three sites through which satire is used to express political commentary in the convergent moment of repression combines with increased affordances. The examples I offer have been chosen because they illustrate what I recognize as a cultural shift, an emotional sea change even for staunch postmodernists: replacing Jameson’s characterization of the “waning of affect,” there has emerged renewed desire for truthfulness and accountability. What’s unique is that this insistence on the possibility of truthfulness is held in simultaneous contradiction with cynical distrust. The result is a paradoxical affective sentiment shared by many: the simultaneous belief that all truths are rhetorically constructed along with the shared certainty that we have been lied to, that this is wrong, and that there is a truthfulness that should be delivered. This demand is directed at the corrupted synergy created between media and politicians. The arguments used to counter the dominant content (and form) of transmission are made using new digital media. The sea-change in transmission is its multidirectionality, its frequency, and its own rapidly-changing modes of transmission. In short, communication and the political role of media has become exponentially complex in the simultaneous demand for truthfulness alongside the simultaneous awareness that all truth is constructed. Visual satire offers an ideal form to transmit the post-9/11 contradictions because irony turns on the unsaid; it uses the dominant forms of logic to express what is otherwise silenced as dissenting didacticism; it expresses horrors in forms that are palatable; it creates a sense of shared meaning and community by using the unsaid to create a recognition of the dominant culture as misrepresentation. While irony has been used for centuries as a political tool, what is unique about the digitally produced and disseminated cultures created through visual ironies after 9/11 is that these expressions explicitly reference again and again a desire for accountability. Much could be said about the history of political satire, and if space permitted I would develop here my discussion of affect and parody, best excavated beginning with a history of political satire moving up to current “fair use legislation” which legally protects those who perform parody, one subset of satire. A more general comment on the relation of humor to politics helps set a context for the relationship of satire to contemporary political transmissions I address. Humor … helps one only to bear somewhat better the unalterable; sometimes it reminds both the mighty and the weak that they are not to be taken seriously. …One’s understanding of political jokes obviously depends on one’s understanding of politics. At one level, politics is always a struggle for power. Along with persuasion and lies, advice and flattery, tokens of esteem and bribery, banishment and violence, obedience and treachery, the joke belongs to the rich treasury of the instruments of politics. We often hear that the political joke is an offensive weapon with which an aggressive, politically engaged person makes the arrangements or precautions of an opponent seem ridiculous. But even when political jokes serve defensive purposes, they are nonetheless weapons (Speier and Jackall 1998, 1352). The productions I am studying I define as digital dissent: the use of new media to engage in tactical media, culture jamming, or online civic participation that interrupts mainstream media narratives. The sites I am studying include multimedia memes, blogs, and mirrored streaming of cable-channel Comedy Central’s highly popular news satire. These three examples illustrate a key tension embedded in the activity of transmission: in their form (satirical) and content (U.S. mainstream media and U.S. politicians and mistakes) they critique prevailing (dominant) transmissions of mainstream media, and perform this transmission using mainstream media as the transmitter. The use of the existing forms to critique those same forms helpfully defines “tactical media,” so that, ironically, the transmission of mainstream news is satirized through content and form while in turn being transmitted via corporate-owned news show. The following illustrations of digital dissent employ irony and satire to transmit the contradictory emotional sensibilities: on the one hand, the awareness that all truth claims are constructed and on the other, a longing for truthful accountability from politicians and media. The Daily Show with Jon Stewart The Daily Show (TDS) with Jon Stewart is a highly-popular news satire. “The most trusted name in fake news” is transmitted four nights a week in the U.S. and Canada on cable television and often on another local network channel. TDS format uses “real” news clips from mainstream media – generally about Washington D.C. politics – and offers satirical and ironic commentary about the media representations as well as about the actions and speech of the politicians represented. Aired in Europe through CNN as well througha half-hour once weekly version, TDS is also streamed online both through Comedy Central’s official site as well as on mirrored independent streaming. The Daily Show has been airing for 6 years, has 1.7 million television viewers, a wide audience who view TDS online, and a larger segment of age 18-31 viewers than any other U.S. nightly news show (Friend 28). Jon Stewart has become an icon of a cross-partisan North American critique of George W. Bush in particular (though Stewart claims himself as non-partisan). Particularly since his appearance on CNN news debate show Crossfire and now poised to host the Academy Awards (two days until Oscar broadcast as I write), Jon Stewart emblematizes a faith in democracy, and demand for media accountability to standards of civic discourse seen as central to democracy. (In a March 2, 2006 blog-letter to Jon Stewart, Ariana Huffington warns him against losing his current political legitimacy by blowing it at the Oscars: “Interjecting too much political commentary – no matter how trenchant or hilarious – is like interrupting the eulogy at a funeral to make a political point … . At the same time, there is no denying the fact, Jon, that you are going to have the rapt attention of some 40 million Americans. Or that political satire – done right – can alter people’s perceptions (there’s a reason emperors have always banned court jesters in times of crisis). Or that a heaping dose of your perception-altering mockery would do the American body politic a load of good.”) “Stop hurting America” Stewart pleads with two mainstream news show hosts on the now-infamous Crossfire appearance, (an 11 minute clip easily found online or through ifilm.com). Stewart’s public shaming of mainstream media as partisan hackery theatre, “helping corporations and leaving all of us alone to mow our lawns,” became the top-cited media event in the blogosphere in 2004. The satirical form of The Daily Show illustrates how the unsaid functions as truth. Within the range of roles classically defined within the history of humor and satire, Jon Stewart represents the court jester (Jones). First, the unsaid often occurs literally through Stewart’s responses to material: the camera often shows simply his facial expression and speechlessness, which “says it all.” The unsaid also occurs visually through the ironic adoption of the familiar visuals of a news show: for example, situating the anchor person (Stewart) behind his obscenely large news desk. Part of this unsaid is an implicit questioning of the performed legitimacy of a news report. For viewers, The Daily Show displaces a dominant and enforced hegemonic cultural pastime: individuals in isolated living rooms tuned in to (and alienated by) the 11 o’clock dose of media spin about politicians’ and military versions of reality have been replaced by a new virtual solidarity of 1.2 million living rooms who share a recognition of deception. Ironically, as Bill Moyers expresses to Jon Stewart, “but when I report the news on this broadcast, people say I’m making it up. When you make it up, they say you’re telling the truth” (“Transcript”). The unsaid also functions by using actual existing logics, discourses, and even various familiar reiterated truth claims (the location of WMD; claims made by Hans Blix, etc.) and shifting the locutionary context of these slightly in order to create irony – putting “real” words into displaced contexts in a way that reveals the constructed-ness of the “real” and thereby creates an unsaid, shared commentary about the experience of feeling deceived by the media and by the Pentagon. Through its use of both “real” news footage combined with ironic “false” commentary, The Daily Show allows viewers to occupy the simultaneous space of cynicism and desire for truth: pleasure and satisfaction followed by a moment of panic or horror. Bush in 30 Seconds The Bushin30seconds campaign was begun by the organization MoveOn, who solicited entries from the public and received over 500 which were streamed as QuickTime videos on their Website. The guidelines were to use the form of a campaign ad, and the popularly-selected winner would be aired on major network television during the 2004 Superbowl. The majority of the Bushin30Seconds ads include content that directly addresses Bush’s deception and make pleas for truth, many explicitly addressing the demand for truth, the immorality of lies, and the problems that political deception pose for democracy (along with a research team, I am currently working on a three year project analyzing all of these in terms of their content, rhetorical form, and discursive strategies and will be surveying and interviewing the producers of the Bushin30Seconds. Our other two sites of study include political blogs about the U.S. invasion of Iraq, and online networks sparked by The Daily Show). The demand for truthfulness is well exemplified in the ad called “Polygraph” (see also #27 A Big Puzzle). This ad invokes a simulated polygraph – the polygraph being a classic instrument of rational positivism and surveillance – which measures for the viewer the “truth” quotient of Bush’s own “real” words. Of course, the polygraph is not actually connected to Bush’s body, and hence offers a visual symbolic “stand in” for the viewer’s own internal or collectively shared sensibility or truth meter. Illustrating my central argument about the expressed desire for truthfulness, the ad concludes with the phrase “Americans are dying for the truth.” Having examined 150 ads, it is remarkable how many of these – albeit via different cultural forms ranging from hip hop to animation to drama to pseudo-advertisement for a toy action figure – make a plea for accountability, not only on behalf of one’s own desire but often out of altruistic concern for others. The Yes Men I offer one final example to illustrate transmissions that disrupt dominant discourses. The Yes Men began their work when they created a website which “mirrored” the World Trade Organization site. Assumed to represent the WTO, they were subsequently offered invitations to give keynotes at various international conferences and press meetings of CEOs and business people. (Their work is documented in an hour-long film titled The Yes Men available at many video outlets and through their web site.) The main yes man, Bichlbaum, arrives to these large international meetings with careful attire and speech, and offers a straight-faced keynote with subversive content. For example, at a textile conference he suggests that slavery had been a very profitable form of labor and might be reintroduced as alternative to unionized labor. At another conference, he announced that the WTO had decided to disband because it has realized it is only causing harm to international trade and economy. In December 2004, the Yes Men struck again when they were invited by the BBC as representatives of DOW chemical on the 20th anniversary of the Union Carbide Bhopal accident in India. Those who watched the BBC news and Channel 4 and the hundreds of thousands who viewed these clips afterwards are made aware of the anniversary of the worst chemical accident in history; are apprised of the ongoing effects on the people of Bhopal; and hear an unusual primetime soundbyte lambasting the utter absence of social responsibility of corporations such as Dow Chemical. The Yes Men illustrate what some might call tactical media, some might call media terrorism, and what some aspire to in their own activism. “They compare their work to that of a “funhouse mirror” – exaggerating hideous features. ‘We do that kind of exaggeration operation, but with ideas. We agree with people – turning up the volume on their ideas as we talk, until they can see their ideas distorted in our funhouse mirror. Or that’s what we try to do anyhow. As it turns out, the image always seems to look normal to them,’ Bichlbaum said” (Marchlewski). Another article describes their goal as follows: When newspapers and television stations out their acts, it’s not just the Yes Men who get attention, but also the issues they address … . The impersonations, which the two call identity corrections, are intended to show, in a colorful and humorous way, what they say are errors of corporate and government ways. (Marchlewski 2005) In conclusion, these three examples illustrate the new media terrain of access and distribution which enables transmissions that arguably construct significant new public spheres constructed around a desire for truthfulness and accountability. While some may prefer “civil society,” I find the concept of a public useful because its connotations imply less regimentation. If the public sphere is in part constructed through the reflexive circulation of discourse, the imaginary relation with strangers, and with affect as a social glue (my addition to Michael Warner’s six features of a public), we have described some of the ways in which counterpublics are produced (Warner 2002; Boler, forthcoming). If address (the circulation and reception of a cultural production under consideration) in part constructs a public, how does one imagine the interactivity between the listener/bystander/participant and the broadcast or image? To what extent do the kinds of transmission I have discussed here invite new kinds of multi-directional interactivity, and to what extent do they replicate problematic forms of broadcast? Which kind of subject is assumed or produced by different “mediated” publics? What is the relationship of discourse and propaganda to action and materiality? These are some of the eternally difficult questions raised when one analyzes ideology and culture in relation to social change. It is indeed very difficult to trace what action follows from any particular discursive construction of publics. One can think of the endings of the 150 Finalists in the Bush in30 Seconds campaign, each with an explicit or implicit imperative: “think!” or “act!” What subject is hailed and invoked, and what relationship might exist between the invocation or imagining of that listener and that listener’s actual reception and translation of any transmission? The construction of a public through address is a key feature of the politics of representation and visions of social change through cultural production. Each of the three sites of productions I have analyzed illustrate a renewed call for faith in media as an institution which owes a civic responsibility to democracy. The iterations of calls for truthful accounts from media and politicians stand in tension with the simultaneous recognition of the complex social construction of any and all truth claims. The uncertainty about whether such transmissions constitute “an old form of parody and satire…or a new form of journalism” reflects the ongoing paradox of what Jon Stewart describes as a “new form of desperation.” For those who live in Western democracies, I suggest that the study of political transmission is best understood within this moment of convergence and paradox when we are haunted by paradoxical desires for truths. Abstract:
IntroductionI have been studying the creation of Metro style train travel in Sydney for over a decade. My focus has been on the impact that media has had on the process (see Richardson, “Curatorial”; “Upheaval”; “Making”). Through extensive expert, public, and media research, I have investigated the coalitions and alliances that have formed (and disintegrated) between political, bureaucratic, news media, and public actors and the influences at work within these actor-networks. As part of this project, I visited an underground Métro turning fifty in Montreal, Canada. After many years studying the development of a train that wasn’t yet tangible, I wanted to ask a functional train the simple ethnomethodological/Latourian style question, “what do you do for a city and its people?” (de Vries). Therefore, in addition to research conducted in Montreal, I spent ten days wandering through many of the entrances, tunnels, staircases, escalators, mezzanines, platforms, doorways, and carriages of which the Métro system consists. The purpose was to observe the train in situ in order to broaden potential conceptualisations of what a train does for a city such as Montreal, with a view of improving the ideas and messages that would be used to “sell” future rapid rail projects in other cities such as Sydney. This article outlines a selection of the pathways wandered, not only to illustrate the power of social research based on physical wandering, but also the potential power the metaphorical and conceptual wandering an Actor-Network Theory (ANT) assemblage affords social research for media communications.Context, Purpose, and ApproachANT is a hybrid theory/method for studying an arena of the social, such as the significance of a train to a city like Montreal. This type of study is undertaken by following the actors (Latour, Reassembling 12). In ANT, actors do something, as the term suggests. These actions have affects and effects. These might be contrived and deliberate influences or completely circumstantial and accidental impacts. Actors can be people as we are most commonly used to understanding them, and they can also be texts, technological devices, software programs, natural phenomena, or random occurrences. Most significantly though, actors are their “relations” (Harman 17). This means that they are only present if they are relating to others. These relations and the resulting influences and impacts are called networks. A network in the ANT sense is not as simple as the lines that connect train stations on a rail map. Without actions, relations, influences, and impacts, there are no actors. Hence the hyphen in actor-network; the actor and the network are symbiotic. The network, rendered visible through actor associations, consists of the tenuous connections that “shuttle back and forth” between actors even in spite of the fact their areas of knowledge and reality may be completely separate (Latour Modern 3). ANT, therefore, may be considered an empirical practice of tracing the actors and the network of influences and impacts that they both help to shape and are themselves shaped by. To do this, central ANT theorist Bruno Latour employs a simple research question: “what do you do?” This is because in the process of doing, somebody or something is observed to be affecting other people or things and an actor-network becomes identifiable. Latour later learned that his approach shared many parallels with ethnomethodology. This was a discovery that more concretely set the trajectory of his work away from a social science that sought explanations “about why something happens, to ontological ones, that is, questions about what is going on” (de Vries). So, in order to make sense of people’s actions and relations, the focus of research became asking the deceptively simple question while refraining as much as possible “from offering descriptions and explanations of actions in terms of schemes taught in social theory classes” (14).In answering this central ANT question, studies typically wander in a metaphorical sense through an array or assemblage (Law) of research methods such as formal and informal interviews, ethnographic style observation, as well as the content analysis of primary and secondary texts (see Latour, Aramis). These were the methods adopted for my Montreal research—in addition to fifteen in-depth expert and public interviews conducted in October 2017, ten days were spent physically wandering and observing the train in action. I hoped that in understanding what the train does for the city and its people, the actor-network within which the train is situated would be revealed. Of course, “what do you do?” is a very broad question. It requires context. In following the influence of news media in the circuitous development of rapid rail transit in Sydney, I have been struck by the limited tropes through which the potential for rapid rail is discussed. These tropes focus on technological, functional, and/or operational aspects (see Budd; Faruqi; Hasham), costs, funding and return on investment (see Martin and O’Sullivan; Saulwick), and the potential to alleviate peak hour congestion (see Clennell; West). As an expert respondent in my Sydney research, a leading Australian architect and planner, states, “How boring and unexciting […] I mean in Singapore it is the most exciting […] the trains are fantastic […] that wasn’t sold to the [Sydney] public.” So, the purpose of the Montreal research is to expand conceptualisations of the potential for rapid rail infrastructure to influence a city and improve communications used to sell projects in the future, as well as to test the role of both physical and metaphorical ANT style wanderings in doing so. Montreal was chosen for three reasons. First, the Métro had recently turned fifty, which made the comparison between the fledgling and mature systems topical. Second, the Métro was preceded by decades of media discussion (Gilbert and Poitras), which parallels the development of rapid transit in Sydney. Finally, a different architect designed each station and most stations feature art installations (Magder). Therefore, the Métro appeared to have transcended the aforementioned functional and numerically focused tropes used to justify the Sydney system. Could such a train be considered a long-term success?Wandering and PathwaysIn ten days I rode the Montreal Métro from end to end. I stopped at all the stations. I wandered around. I treated wandering not just as a physical research activity, but also as an illustrative metaphor for an assemblage of research practices. This assemblage culminates in testimony, anecdotes, stories, and descriptions through which an actor-network may be glimpsed. Of course, it is incomplete—what I have outlined below represents only a few pathways. However, to think that an actor-network can ever be traversed in its entirety is to miss the point. Completion is a fallacy. Wandering doesn’t end at a finish line. There are always pathways left untrodden. I have attempted not to overanalyse. I have left contradictions unresolved. I have avoided the temptation to link paths through tenuous byways. Some might consider that I have meandered, but an actor-network is never linear. I can only hope that my wanderings, as curtailed as they may be, prove nuanced, colourful, and rich—if not compelling. ANT encourages us to rethink social research (Latour, Reassembling). Central to this is acknowledging (and becoming comfortable with) our own role as researcher in the illumination of the actor-network itself.Here are some of the Montreal pathways wandered:First Impressions I arrive at Montreal airport late afternoon. The apartment I have rented is conveniently located between two Métro stations—Mont Royal and Sherbrooke. I use my phone and seek directions by public transport. To my surprise, the only option is the bus. Too tired to work out connections, I decide instead to follow the signs to the taxi rank. Here, I queue. We are underway twenty minutes later. Travelling around peak traffic, we move from one traffic jam to the next. The trip is slow. Finally ensconced in the apartment, I reflect on how different the trip into Montreal had been, from what I had envisaged. The Métro I had travelled to visit was conspicuous in its total absence.FloatingIt is a feeling of floating that first strikes me when riding the Métro. It runs on rubber tyres. The explanation for the choice of this technology differs. There are reports that it was the brainchild of strong-willed mayor, Jean Drapeau, who believed the new technology would showcase Montreal as a modern world-scale metropolis (Gilbert and Poitras). However, John Martins-Manteiga provides a less romantic account, stating that the decision was made because tyres were cheaper (47). I assume the rubber tyres create the floating sensation. Add to this the famous warmth of the system (Magder; Hazan, Hot) and it has a thoroughly calming, even lulling, effect.Originally, I am planning to spend two whole days riding the Métro in its entirety. I make handwritten notes. On the first day, at mid-morning, nausea develops. I am suffering motion sickness. This is a surprise. I have always been fine to read and write on trains, unlike in a car or bus. It causes a moment of realisation. I am effectively riding a bus. This is an unexpected side-effect. My research program changes—I ride for a maximum of two hours at a time and my note taking becomes more circumspect. The train as actor is influencing the research program and the data being recorded in unexpected ways. ArtThe stained-glass collage at Berri-Uquam, by Pierre Gaboriau and Pierre Osterrath, is grand in scale, intricately detailed and beautiful. It sits above the tunnel from which the trains enter and leave the platform. It somehow seems wholly connected to the train as a result—it frames and announces arrivals and departures. Other striking pieces include the colourful, tiled circles from the mezzanine above the platform at station Peel and the beautiful stained-glass panels on the escalator at station Charlevoix. As a public respondent visiting from Chicago contends, “I just got a sense of exploration—that I wanted to have a look around”.Urban FormAn urban planner asserts that the Métro is responsible for the identity and diversity of urban culture that Montreal is famous for. As everyone cannot live right above a Métro station, there are streets around stations where people walk to the train. As there is less need for cars, these streets are made friendlier for walkers, precipitating a cycle. Furthermore, pedestrian-friendly streets promote local village style commerce such as shops, cafes, bars, and restaurants. So, there is not only more access on foot, but also more incentive to access. The walking that the Métro induces improves the dynamism and social aspects of neighbourhoods, a by-product of which is a distinct urban form and culture for different pockets of the city. The actor-network broadens. In following the actors, I now have to wander beyond the physical limits of the system itself. The streets I walk around station Mont Royal are shopping and restaurant strips, rich with foot traffic at all times of day; it is a vibrant and enticing place to wander.Find DiningThe popular MTL blog published a map of the best restaurants the Métro provides access to (Hazan, Restaurant).ArchitectureStation De La Savane resembles a retro medieval dungeon. It evokes thoughts of the television series Game of Thrones. Art and architecture work in perfect harmony. The sculpture in the foyer by Maurice Lemieux resembles a deconstructed metal mace hanging on a brutalist concrete wall. It towers above a grand staircase and abuts a fence that might ring a medieval keep. Up close I realise it is polished, precisely cut cylindrical steel. A modern fence referencing another time and place. Descending to the platform, craggy concrete walls are pitted with holes. I get the sense of peering through these into the hidden chambers of a crypt. Overlaying all of this is a strikingly modern series of regular and irregular, bold vertical striations cut deeply into the concrete. They run from floor to ceiling to add to a cathedral-like sense of scale. It’s warming to think that such a whimsical train station exists anywhere in the world. Time WarpA public respondent describes the Métro:It’s a little bit like a time machine. It’s a piece of the past and piece of history […] still alive now. I think that it brings art or form or beauty into everyday life. […] You’re going from one place to the next, but because of the history and the story of it you could stop and breathe and take it in a little bit more.Hold ups and HostagesA frustrated General Manager of a transport advocacy group states in an interview:Two minutes of stopping in the Métro is like Armageddon in Montreal—you see it on every media, on every smartphone [...] We are so captive in the Métro [there is a] loss of control.Further, a transport modelling expert asserts:You’re a hostage when you’re in transportation. If the Métro goes out, then you really are stuck. Unfortunately, it does go out often enough. If you lose faith in a mode of transportation, it’s going to be very hard to get you back.CommutingIt took me a good week before I started to notice how tired some of the Métro stations had grown. I felt my enthusiasm dip when I saw the estimated arrival time lengthen on the electronic noticeboard. Anger rose as a young man pushed past me from behind to get out of a train before I had a chance to exit. These tendrils of the actor-network were not evident to me in the first few days. Most interview respondents state that after a period of time passengers take less notice of the interesting and artistic aspects of the Métro. They become commuters. Timeliness and consistency become the most important aspects of the system.FinaleI deliberately visit station Champ-de-Mars last. Photos convince me that I am going to end my Métro exploration with an experience to savour. The station entry and gallery is iconic. Martins-Manteiga writes, “The stained-glass artwork by Marcelle Ferron is almost a religious experience; it floods in and splashes down below” (306). My timing is off though. On this day, the soaring stained-glass windows are mostly hidden behind protective wadding. The station is undergoing restoration. Travelling for the last time back towards station Mont Royal, my mood lightens. Although I had been anticipating this station for some time, in many respects this is a revealing conclusion to my Métro wanderings.What Do You Do?When asked what the train does, many respondents took a while to answer or began with common tropes around moving people. As a transport project manager asserts, “in the world of public transport, the perfect trip is the one you don’t notice”. A journalist gives the most considered and interesting answer. He contends:I think it would say, “I hold the city together culturally, economically, physically, logistically—that’s what I do […] I’m the connective tissue of this city”. […] How else do you describe infrastructure that connects poor neighbourhoods to rich neighbourhoods, downtown to outlying areas, that supports all sorts of businesses both inside it and immediately adjacent to it and has created these axes around the city that pull in almost everybody [...] And of course, everyone takes it for granted […] We get pissed off when it’s late.ConclusionNo matter how real a transportation system may be, it can always be made a little less real. Today, for example, the Paris metro is on strike for the third week in a row. Millions of Parisians are learning to get along without it, by taking their cars or walking […] You see? These enormous hundred-year-old technological monsters are no more real than the four-year-old Aramis is unreal: They all need allies, friends […] There’s no inertia, no irreversibility; there’s no autonomy to keep them alive. (Latour, Aramis 86)Through ANT-based physical and metaphorical wanderings, we find many pathways that illuminate what a train does. We learn from various actors in the actor-network through which the train exists. We seek out its “allies” and “friends”. We wander, piecing together as much of the network as we can. The Métro does lots of things. It has many influences and it influences many. It is undeniably an actor in an actor-network. Transport planners would like it to appear seamless—commuters entering and leaving without really noticing the in-between. And sometimes it appears this way. However, when the commuter is delayed, this appearance is shattered. If a signal fails or an engine falters, the Métro, through a process mediated by word of mouth and/or social and mainstream media, is suddenly rendered tired and obsolete. Or is it historic and quaint? Is the train a technical problem for the city of Montreal or is it characterful and integral to the city’s identity? It is all these things and many more. The actor-network is illusive and elusive. Pathways are extensive. The train floats. The train is late. The train makes us walk. The train has seeded many unique villages, much loved. The train is broken. The train is healthy for its age. The train is all that is right with Montreal. The train is all that is wrong with Montreal. The artwork and architecture mean nothing. The artwork and architecture mean everything. Is the train overly limited by the tyres that keep it underground? Of course, it is. Of course, it isn’t. Does 50 years of history matter? Of course, it does. Of course, it doesn’t. It thrives. It’s tired. It connects. It divides. It’s functional. It’s dirty. It’s beautiful. It’s something to be proud of. It’s embarrassing. A train offers many complex and fascinating pathways. It is never simply an object; it lives and breathes in the network because we live and breathe around it. It stops being effective. It starts becoming affective. Sydney must learn from this. My wanderings demonstrate that the Métro cannot be extricated from what Montreal has become over the last half century. In May 2019, Sydney finally opened its first Metro rail link. And yet, this link and other ongoing metro projects continue to be discussed through statistics and practicalities (Sydney Metro). This offers no affective sense of the pathways that are, and will one day be, created. By selecting and appropriating relevant pathways from cities such as Montreal, and through our own wanderings and imaginings, we can make projections of what a train will do for a city like Sydney. We can project a rich and vibrant actor-network through the media in more emotive and powerful ways. Or, can we not at least supplement the economic, functional, or technocratic accounts with other wanderings? Of course, we can’t. Of course, we can. Abstract:
On May 18, 2003, the Australian Minister for Education, Brendon Nelson, appeared on the Channel Nine Sunday programme. The Yoda of political journalism, Laurie Oakes, attacked him personally and professionally. He disclosed to viewers that the Minister for Education, Science and Training had suffered a false start in his education, enrolling in one semester of an economics degree that was never completed. The following year, he commenced a medical qualification and went on to become a practicing doctor. He did not pay fees for any of his University courses. When reminded of these events, Dr Nelson became agitated, and revealed information not included in the public presentation of the budget of that year, including a ‘cap’ on HECS-funded places of five years for each student. He justified such a decision with the cliché that Australia’s taxpayers do not want “professional students completing degree after degree.” The Minister confirmed that the primary – and perhaps the only – task for university academics was to ‘train’ young people for the workforce. The fact that nearly 50% of students in some Australian Universities are over the age of twenty five has not entered his vision. He wanted young people to complete a rapid degree and enter the workforce, to commence paying taxes and the debt or loan required to fund a full fee-paying place. Now – nearly two years after this interview and with the Howard government blessed with a new mandate – it is time to ask how this administration will order education and value teaching and learning. The curbing of the time available to complete undergraduate courses during their last term in office makes plain the Australian Liberal Government’s stance on formal, publicly-funded lifelong learning. The notion that a student/worker can attain all required competencies, skills, attributes, motivations and ambitions from a single degree is an assumption of the new funding model. It is also significant to note that while attention is placed on the changing sources of income for universities, there have also been major shifts in the pattern of expenditure within universities, focusing on branding, marketing, recruitment, ‘regional’ campuses and off-shore courses. Similarly, the short-term funding goals of university research agendas encourage projects required by industry, rather than socially inflected concerns. There is little inevitable about teaching, research and education in Australia, except that the Federal Government will not create a fully-funded model for lifelong learning. The task for those of us involved in – and committed to – education in this environment is to probe the form and rationale for a (post) publicly funded University. This short paper for the ‘order’ issue of M/C explores learning and teaching within our current political and economic order. Particularly, I place attention on the synergies to such an order via phrases like the knowledge economy and the creative industries. To move beyond the empty promises of just-in-time learning, on-the-job training, graduate attributes and generic skills, we must reorder our assumptions and ask difficult questions of those who frame the context in which education takes place. For the term of your natural life Learning is a big business. Whether discussing the University of the Third Age, personal development courses, self help bestsellers or hard-edged vocational qualifications, definitions of learning – let alone education – are expanding. Concurrent with this growth, governments are reducing centralized funding and promoting alternative revenue streams. The diversity of student interests – or to use the language of the time, client’s learning goals – is transforming higher education into more than the provision of undergraduate and postgraduate degrees. The expansion of the student body beyond the 18-25 age group and the desire to ‘service industry’ has reordered the form and purpose of formal education. The number of potential students has expanded extraordinarily. As Lee Bash realized Today, some estimates suggest that as many as 47 percent of all students enrolled in higher education are over 25 years old. In the future, as lifelong learning becomes more integrated into the fabric of our culture, the proportion of adult students is expected to increase. And while we may not yet realize it, the academy is already being transformed as a result. (35) Lifelong learning is the major phrase and trope that initiates and justifies these changes. Such expansive economic opportunities trigger the entrepreneurial directives within universities. If lifelong learning is taken seriously, then the goals, entry standards, curriculum, information management policies and assessments need to be challenged and changed. Attention must be placed on words and phrases like ‘access’ and ‘alternative entry.’ Even more consideration must be placed on ‘outcomes’ and ‘accountability.’ Lifelong learning is a catchphrase for a change in purpose and agenda. Courses are developed from a wide range of education providers so that citizens can function in, or at least survive, the agitation of the post-work world. Both neo-liberal and third way models of capitalism require the labeling and development of an aspirational class, a group who desires to move ‘above’ their current context. Such an ambiguous economic and social goal always involves more than the vocational education and training sector or universities, with the aim being to seamlessly slot education into a ‘lifestyle.’ The difficulties with this discourse are two-fold. Firstly, how effectively can these aspirational notions be applied and translated into a real family and a real workplace? Secondly, does this scheme increase the information divide between rich and poor? There are many characteristics of an effective lifelong learner including great personal motivation, self esteem, confidence and intellectual curiosity. In a double shifting, change-fatigued population, the enthusiasm for perpetual learning may be difficult to summon. With the casualization of the post-Fordist workplace, it is no surprise that policy makers and employers are placing the economic and personal responsibility for retraining on individual workers. Instead of funding a training scheme in the workplace, there has been a devolving of skill acquisition and personal development. Through the twentieth century, and particularly after 1945, education was the track to social mobility. The difficulty now – with degree inflation and the loss of stable, secure, long-term employment – is that new modes of exclusion and disempowerment are being perpetuated through the education system. Field recognized that “the new adult education has been embraced most enthusiastically by those who are already relatively well qualified.” (105) This is a significant realization. Motivation, meta-learning skills and curiosity are increasingly being rewarded when found in the already credentialed, empowered workforce. Those already in work undertake lifelong learning. Adult education operates well for members of the middle class who are doing well and wish to do better. If success is individualized, then failure is also cast on the self, not the social system or policy. The disempowered are blamed for their own conditions and ‘failures.’ The concern, through the internationalization of the workforce, technological change and privatization of national assets, is that failure in formal education results in social exclusion and immobility. Besides being forced into classrooms, there are few options for those who do not wish to learn, in a learning society. Those who ‘choose’ not be a part of the national project of individual improvement, increased market share, company competitiveness and international standards are not relevant to the economy. But there is a personal benefit – that may have long term political consequences – from being ‘outside’ society. Perhaps the best theorist of the excluded is not sourced from a University, but from the realm of fictional writing. Irvine Welsh, author of the landmark Trainspotting, has stated that What we really need is freedom from choice … People who are in work have no time for anything else but work. They have no mental space to accommodate anything else but work. Whereas people who are outside the system will always find ways of amusing themselves. Even if they are materially disadvantaged they’ll still find ways of coping, getting by and making their own entertainment. (145-6) A blurring of work and learning, and work and leisure, may seem to create a borderless education, a learning framework uninhibited by curriculum, assessment or power structures. But lifelong learning aims to place as many (national) citizens as possible in ‘the system,’ striving for success or at least a pay increase which will facilitate the purchase of more consumer goods. Through any discussion of work-place training and vocationalism, it is important to remember those who choose not to choose life, who choose something else, who will not follow orders. Everybody wants to work The great imponderable for complex economic systems is how to manage fluctuations in labour and the market. The unstable relationship between need and supply necessitates flexibility in staffing solutions, and short-term supplementary labour options. When productivity and profit are the primary variables through which to judge successful management, then the alignments of education and employment are viewed and skewed through specific ideological imperatives. The library profession is an obvious occupation that has confronted these contradictions. It is ironic that the occupation that orders knowledge is experiencing a volatile and disordered workplace. In the past, it had been assumed that librarians hold a degree while technicians do not, and that technicians would not be asked to perform – unsupervised – the same duties as librarians. Obviously, such distinctions are increasingly redundant. Training packages, structured through competency-based training principles, have ensured technicians and librarians share knowledge systems which are taught through incremental stages. Mary Carroll recognized the primary questions raised through this change. If it is now the case that these distinctions have disappeared do we need to continue to draw them between professional and para-professional education? Does this mean that all sectors of the education community are in fact learning/teaching the same skills but at different levels so that no unique set of skills exist? (122) With education reduced to skills, thereby discrediting generalist degrees, the needs of industry have corroded the professional standards and stature of librarians. Certainly, the abilities of library technicians are finally being valued, but it is too convenient that one of the few professions dominated by women has suffered a demeaning of knowledge into competency. Lifelong learning, in this context, has collapsed high level abilities in information management into bite sized chunks of ‘skills.’ The ideology of lifelong learning – which is rarely discussed – is that it serves to devalue prior abilities and knowledges into an ever-expanding imperative for ‘new’ skills and software competencies. For example, ponder the consequences of Hitendra Pillay and Robert Elliott’s words: The expectations inherent in new roles, confounded by uncertainty of the environment and the explosion of information technology, now challenge us to reconceptualise human cognition and develop education and training in a way that resonates with current knowledge and skills. (95) Neophilliacal urges jut from their prose. The stress on ‘new roles,’ and ‘uncertain environments,’ the ‘explosion of information technology,’ ‘challenges,’ ‘reconceptualisations,’ and ‘current knowledge’ all affirms the present, the contemporary, and the now. Knowledge and expertise that have taken years to develop, nurture and apply are not validated through this educational brief. The demands of family, work, leisure, lifestyle, class and sexuality stretch the skin taut over economic and social contradictions. To ease these paradoxes, lifelong learning should stress pedagogy rather than applications, and context rather than content. Put another way, instead of stressing the link between (gee wizz) technological change and (inevitable) workplace restructuring and redundancies, emphasis needs to be placed on the relationship between professional development and verifiable technological outcomes, rather than spruiks and promises. Short term vocationalism in educational policy speaks to the ordering of our public culture, requiring immediate profits and a tight dialogue between education and work. Furthering this logic, if education ‘creates’ employment, then it also ‘creates’ unemployment. Ironically, in an environment that focuses on the multiple identities and roles of citizens, students are reduced to one label – ‘future workers.’ Obviously education has always been marinated in the political directives of the day. The industrial revolution introduced a range of technical complexities to the workforce. Fordism necessitated that a worker complete a task with precision and speed, requiring a high tolerance of stress and boredom. Now, more skills are ‘assumed’ by employers at the time that workplaces are off-loading their training expectations to the post-compulsory education sector. Therefore ‘lifelong learning’ is a political mask to empower the already empowered and create a low-level skill base for low paid workers, with the promise of competency-based training. Such ideologies never need to be stated overtly. A celebration of ‘the new’ masks this task. Not surprisingly therefore, lifelong learning has a rich new life in ordering creative industries strategies and frameworks. Codifying the creative The last twenty years have witnessed an expanding jurisdiction and justification of the market. As part of Tony Blair’s third way, the creative industries and the knowledge economy became catchwords to demonstrate that cultural concerns are not only economically viable but a necessity in the digital, post-Fordist, information age. Concerns with intellectual property rights, copyright, patents, and ownership of creative productions predominate in such a discourse. Described by Charles Leadbeater as Living on Thin Air, this new economy is “driven by new actors of production and sources of competitive advantage – innovation, design, branding, know-how – which are at work on all industries.” (10) Such market imperatives offer both challenges and opportunity for educationalists and students. Lifelong learning is a necessary accoutrement to the creative industries project. Learning cities and communities are the foundations for design, music, architecture and journalism. In British policy, and increasingly in Queensland, attention is placed on industry-based research funding to address this changing environment. In 2000, Stuart Cunningham and others listed the eight trends that order education, teaching and learning in this new environment. The Changes to the Provision of Education Globalization The arrival of new information and communication technologies The development of a knowledge economy, shortening the time between the development of new ideas and their application. The formation of learning organizations User-pays education The distribution of knowledge through interactive communication technologies (ICT) Increasing demand for education and training Scarcity of an experienced and trained workforce Source: S. This table reverberates with the current challenges confronting education. Mobilizing such changes requires the lubrication of lifelong learning tropes in university mission statements and the promotion of a learning culture, while also acknowledging the limited financial conditions in which the educational sector is placed. For university scholars facilitating the creative industries approach, education is “supplying high value-added inputs to other enterprises,” (Hartley and Cunningham 5) rather than having value or purpose beyond the immediately and applicably economic. The assumption behind this table is that the areas of expansion in the workforce are the creative and service industries. In fact, the creative industries are the new service sector. This new economy makes specific demands of education. There are myriad assumptions lurking in Flew’s fascinating table. The imperative is short courses on the web, servicing the needs of industry. He described the product of this system as a “learner-earner.” (50) This ‘forty year degree’ is based on lifelong learning ideologies. However Flew’s ideas are undermined by the current government higher education agenda, through the capping – through time – of courses. The effect on the ‘learner-earner’ in having to earn more to privately fund a continuance of learning – to ensure that they keep on earning – needs to be addressed. There will be consequences to the housing market, family structures and leisure time. The costs of education will impact on other sectors of the economy and private lives. Also, there is little attention to the groups who are outside this taken-for-granted commitment to learning. Flew noted that barriers to greater participation in education and training at all levels, which is a fundamental requirement of lifelong learning in the knowledge economy, arise in part out of the lack of provision of quality technology-mediated learning, and also from inequalities of access to ICTs, or the ‘digital divide.’ (51) In such a statement, there is a misreading of teaching and learning. Such confusion is fuelled by the untheorised gap between ‘student’ and ‘consumer.’ The notion that technology (which in this context too often means computer-mediated platforms) is a barrier to education does not explain why conventional distance education courses, utilizing paper, ink and postage, were also unable to welcome or encourage groups disengaged from formal learning. Flew and others do not confront the issue of motivation, or the reason why citizens choose to add or remove the label of ‘student’ from their bag of identity labels. The stress on technology as both a panacea and problem for lifelong learning may justify theories of convergence and the integration of financial, retail, community, health and education provision into a services sector, but does not explain why students desire to learn, beyond economic necessity and employer expectations. Based on these assumptions of expanding creative industries and lifelong learning, the shape of education is warping. An ageing population requires educational expenditure to be reallocated from primary and secondary schooling and towards post-compulsory learning and training. This cost will also be privatized. When coupled with immigration flows, technological changes and alterations to market and labour structures, lifelong learning presents a profound and personal cost. An instrument for economic and social progress has been individualized, customized and privatized. The consequence of the ageing population in many nations including Australia is that there will be fewer young people in schools or employment. Such a shift will have consequences for the workplace and the taxation system. Similarly, those young workers who remain will be far more entrepreneurial and less loyal to their employers. Public education is now publically-assisted education. Jane Jenson and Denis Saint-Martin realized the impact of this change. The 1980s ideological shift in economic and social policy thinking towards policies and programmes inspired by neo-liberalism provoked serious social strains, especially income polarization and persistent poverty. An increasing reliance on market forces and the family for generating life-chances, a discourse of ‘responsibility,’ an enthusiasm for off-loading to the voluntary sector and other altered visions of the welfare architecture inspired by neo-liberalism have prompted a reaction. There has been a wide-ranging conversation in the 1990s and the first years of the new century in policy communities in Europe as in Canada, among policy makers who fear the high political, social and economic costs of failing to tend to social cohesion. (78) There are dense social reorderings initiated by neo-liberalism and changing the notions of learning, teaching and education. There are yet to be tracked costs to citizenship. The legacy of the 1980s and 1990s is that all organizations must behave like businesses. In such an environment, there are problems establishing social cohesion, let alone social justice. To stress the product – and not the process – of education contradicts the point of lifelong learning. Compliance and complicity replace critique. (Post) learning The Cold War has ended. The great ideological battle between communism and Western liberal democracy is over. Most countries believe both in markets and in a necessary role for Government. There will be thunderous debates inside nations about the balance, but the struggle for world hegemony by political ideology is gone. What preoccupies decision-makers now is a different danger. It is extremism driven by fanaticism, personified either in terrorist groups or rogue states. Tony Blair (http://www.number-10.gov.uk/output/Page6535.asp) Tony Blair, summoning his best Francis Fukuyama impersonation, signaled the triumph of liberal democracy over other political and economic systems. His third way is unrecognizable from the Labour party ideals of Clement Attlee. Probably his policies need to be. Yet in his second term, he is not focused on probing the specificities of the market-orientation of education, health and social welfare. Instead, decision makers are preoccupied with a war on terror. Such a conflict seemingly justifies large defense budgets which must be at the expense of social programmes. There is no recognition by Prime Ministers Blair or Howard that ‘high-tech’ armory and warfare is generally impotent to the terrorist’s weaponry of cars, bodies and bombs. This obvious lesson is present for them to see. After the rapid and successful ‘shock and awe’ tactics of Iraq War II, terrorism was neither annihilated nor slowed by the Coalition’s victory. Instead, suicide bombers in Saudi Arabia, Morocco, Indonesia and Israel snuck have through defenses, requiring little more than a car and explosives. More Americans have been killed since the war ended than during the conflict. Wars are useful when establishing a political order. They sort out good and evil, the just and the unjust. Education policy will never provide the ‘big win’ or the visible success of toppling Saddam Hussein’s statue. The victories of retraining, literacy, competency and knowledge can never succeed on this scale. As Blair offered, “these are new times. New threats need new measures.” (ht tp://www.number-10.gov.uk/output/Page6535.asp) These new measures include – by default – a user pays education system. In such an environment, lifelong learning cannot succeed. It requires a dense financial commitment in the long term. A learning society requires a new sort of war, using ideas not bullets. Abstract:
Data desire flows through protest in the Anthropocene. Citizen science, participation in online discussion forums, documentary film production, protest selfies, glacier recession GPS photography, poster making, etc., are just some of the everyday data proliferation efforts comprising resistance to environmental degradation and destruction. These practices – visualisation, datafication, writing, sign making, archiving geological memory, etc., are, I want to argue, produced pleasurably, especially as modes of emerging as ‘subjects’ in relation to the chaos, chaotic affects, and unprecedented pace of destructive ecological events that these practices try to grasp or ‘make sense of.’ Pleasures of data production are hence closely correlated to emerging as a subject within the Anthropocene. Such pleasures function beyond individual emotion, and in relation to subjectification within chaotic events such as climate change. In this article I propose the concept data desire to map out how ‘data’ and ‘subjectivity’ co-emerge in relation to material forces and how people take pleasure in their subjectification through ‘knowing,’ datafying, and creating ‘meaning’ out of material events which are chaotic or have chaotic affects (Guattari). I take up contrasting terms of ‘pleasure’ and ‘desire’, drawing on the thought of Gilles Deleuze ("Desire"; Essays), for whom pleasure is associated with a craving of individuation in light of chaos while desire speaks to the unlimited postponement of events from being summarised. One such event, and the event I focus on in this article, is oil. Here, I think of the event, not as ‘a moment’ or a ‘happening,’ but as that which has many iterations, instances, and bifurcations, and is often distributed in space and time (Deleuze, The Fold). I draw on my fieldwork in media practices of people taking part in the oil pipeline protests in British Columbia, Canada. I give examples of three data practices, and articulate the relation between media production, generation of ‘data’ and the production of subjectivity within the Anthropocene. These practices include data generation through participation in online news’ comment forums, data created as part of citizen science, and resistance ‘selfies’ or producing oneself as data to be circulated on social media. My analysis diverts from any interest in the representational function of media, towards how pleasures of data practices and the circulation of desire that these are a part of emerge, for many people, as the only ways of becoming subjectified in catastrophic environmental events.Pleasure and desire may not be the most obvious terms to think of when one thinks of resistance, particularly against environmental degradation. While pleasure has been an important aspect of activism, social movements, and feminist politics (e.g. Goodwin, Jasper, and Polletta; Sharpe), it has only recently been engaged with in relation to environmental activism, particularly by Craig, and Alaimo. Alaimo defines pleasure as an important aspects of material engagements and more-than-human ontologies marked by connection and kinship characterised by delight. Craig also calls for the recognition that pleasure is central to the everyday lived resistance found in environmental movements such as the slow food movement and urban farming that are anti-consumerist in orientation. These examples mark pleasure as part of the politics of resistance where the emotion emerges from the belief in a harmonious and symbiotic relationship to ‘nature’ and non-human matter through human emotion. Pleasure however, as I intend to show, can also be thought of beyond the individuating ‘emotion’ and as part of larger flows of desire, where ‘desire’ is conceptualised as vitality and ‘ongoing production’ (Deleuze & Guattari, Anti-Oedipus). Particularly, my focus on pleasure intends to problematise how pleasure through data production emerges perhaps as a mode of ongoing ‘coping’ of ‘navigating’ or of simply ‘trying to be a part of’ or attain some sensation of ‘agency’ amongst ecological catastrophes when being political are deemed to be ineffective or even futile.Data and Desiring-ProductionI propose ‘data desire’ as a concept for thinking about the ongoing social production of subjectivity through data production in the context of the failure of representation in the Anthropocene. Gilles Deleuze ("Desire") argued that pleasure is an individualised emotion related to failures of representation: “pleasure seems to me to be the only means for a person or a subject to ‘find themselves again’ in a process which overwhelms them” ("Desire", n.p.). Such an emotion is one of the outputs of a flow of desire that is non-individual, and not only human.Desiring production “causes the current to flow” (Deleuze and Guattari, A Thousand Plateaus, 5) between the event of oil and the production of subjectivity, both which propagate and bifurcate, and are continuously produced anew. Desire is characterised by vitality, or the unceasing capacity of processes to continuously become difference, to continuously change, rather than ‘arrive’, ‘conclude’, or ‘be.’ In other words, to think with ‘desire’ is to note how production flows, like a current, through ‘overwhelming’ events that including oil, and through subjectification, both of which continuously emerge in new contortions and produce new affects. The pleasure that emerges through a subject being produced, or a subject ‘coming into being’ by way of producing data – summarising, visualising, representing, and trying to give ‘meaning’ to ‘the event’ – is affected by the ongoing ability of ‘the event’ to multiply and be postponed from being summarised, as it proliferates and reproduces itself in ever new human and non-human bifurcations – oil spills and leaks, protests, policies, bitumen, new movements, new rhetoric, new sanctions, new pipelines, etc.Malins for instance notes how desireis not that which a pre-existing subject has for something, nor is it motivated by individual lack or the pursuit of pleasure. It is instead best understood as a pre-subjective, pre-conscious life force or energy that flows between bodies, connecting, animating and transforming them. (2)Data desire is therefore most importantly not a feeling that emerges out of a lack of data, or a desire for data. Rather data desires suggests that data practices become modalities through which people involved in environmental resistance can continuously ‘sense’ themselves as part of the event, or gain the sensation that they ‘are’ political, even if only as a sensation and only if momentarily, and within catastrophic events that are also always changing and defy representation. Events such as oil hence require analysis of the entanglement or multiple ways in which processes of subjectification, ecology, and media practices are in themselves multiple and folded together in multiple ways, something Guattari called the three ecologies, and more recently, Murphie referred to as a catastrophic multiplicity. This orientation towards desire as production positions the analysis of the pleasure of data practices beyond that of an individual into the realm of social production.Data Desire Fieldwork in the Oil-EventMy fieldwork focussed on the data practices of residents living in oil pipeline conflicts in British Columbia. This research included examining the media practices and everyday data engagements of residents engaging with and concerned about two oil pipeline projects: Enbridge’s Northern Gateway Pipeline, which would move crude oil from Edmonton and terminate in Kitimat in Northern British Columbia, and Kinder Morgan’s Trans Mountain oil pipeline that also would move crude oil from the Alberta tar sands to Burnaby, British Columbia. This later pipeline already exists, although the proposed project aimed at twinning of the oil pipeline would substantially increase oil tanker traffic along the West Coast and generate new risk of oil spills, given its increased capacity. As part of my research I spoke with a total of twenty-four (24) residents, and six (6) environmental non-governmental organisations (ENGOs) in Northern British Columbia and the Vancouver Metro Area to examine their media practices, digital strategies and other, everyday data practices in the oil pipeline conflict.Against the backdrop of an uptake in big data’s relation to ecological transformation (e.g.: Ruiz; Hogan; Maddalena & Russill), I found the displays of pleasure accompanying individuals’ ostensibly everyday ‘small data’ productions as enunciations of subjectivity and resistance in the oil pipeline movement, under-examined and intriguing. Oil pipeline resistance can be charted along affective lines of pleasure associated with data practices, as people living in oil pipeline conflicts find themselves amidst an ever-expanding flurry of directions and affects that oil takes on: #NoDAPL, the Kalamazoo oil spill, the Conservative party leadership, Indigenous law suit claims, hypocrisy rhetoric, oil pipeline decisions approved, challenged, and deferred at municipal and federal levels. Oil is hence not only a substance but an event that continues to swirl off in new directions, and encompasses and also connects with a multitude of other events, such as urbanisation, 300,000 airplanes taking off and landing on a daily basis, peak oil, and animal extinction. I therefore consider ‘events’ not as ‘happenings’ or singular image events (DeLuca; DeLuca & Peeples; McHendry; Yang) in the way they are often conceptualised within environmental communication literature, but as something that is ongoing, and often extensive beyond a single time and space. Image events may be one of the expressions of a broader and larger (conceptualised as having multiple expressions) event taking place. This section provides three examples of pleasures of emerging as subjects through data practices as political resistance to oil. These include contributing to discussions in online forums, engaging in citizen science, and proliferation of photos of authentic ‘non/environmentalists’ faces on social media.The first example of subjects emerging through practices of data desire is the production of online data, especially in online political forums or online news comments sections. Here, we might envision the pleasure of data production, in the form of writing online comments, as correlating to the individual wish to ‘count’, particularly as ‘individuals’ are seen to be peripheral to geological forces and capitalist machines of oil production, as well as to the processes of decision making, lawsuits, and municipal and regional politics. One example from this study demonstrates how residents living in oil pipeline conflict areas take pleasure in consuming and producing data. The excerpt below comes from a conversation I had with a resident living in and resisting the Trans Mountain oil pipeline expansion in the Vancouver Metro Area. This resident, an avid canoer and computer programmer in his thirties, showed immense pleasure in generating data in the form of contributing to news comments sections. Below I treat the participant’s talk not as an ‘account’ in the positivist sense in which ‘interview data’ might be taken to represent ‘participants’ voices.’ Rather, I treat such expression as a flow of desire that flows through individuals, often constituting them as subjects.I love discussing these issues. I love identifying what is not necessarily of paramount concern as opposed to what is. I have a lot of conversations. I have friends involved in policy. And I read. I’ve got news alerts coming my way from—you know, I must have about twelve Google alerts coming up just regarding pipeline issues and environmental issues. It’s become such a passion for me that I almost was sad once I felt it was finally defeated. I would get up in the morning and hop on the computer to read the latest articles and, you know, respond to comments and stuff. Often what I’m more interested in than the news article is the comments because it tells me where the Overton window is at any given time. I mentioned that some people attend rallies and stuff, well I post to the comments sections and I have conversations all the time online.As seen in this excerpt, pleasure/the subject emerge simultaneously through projects of comprehension and expression. The excerpt shows how contributions to conversations are ‘productive’ not in terms of any kind of political outcome, but in terms of a sensation of emerging/becoming subjectified in the event. Pleasure manifests within projects related to constituting subjectivity by not only consuming data, but also contributing to its ongoing production. In other words, this resident living in an oil conflict area found pleasure in calculating the Overton Window of online news comments about the oil pipeline, as well as in being constituted within the event as a political ‘subject’ by producing ‘data’. His becoming ‘subject’ was concurrent to a sensation of being able to ‘summarise’ the event and its articulations under ‘a unity’ and giving some ‘meaning’ to the constantly shifting event of ‘oil’. While both ‘the subject’ and ‘oil’ keep being produced anew, the momentary emotion of ‘pleasure’ functions to give a sensation of albeit temporary coherence. Here, as Deleuze and Guattari (A Thousand Plateaus) argue pleasure is “an affection of a person or a subject, a way for people to ‘find themselves’ in the process of desire that exceeds them” (156). This ‘excess’ characterises the evasiveness of ecological events and objects from being ever truly graspable, comprehensible, represented, or even ‘known’ to humans. de Freitas for instance notes how matter is already mathematically monstrous, quite literally multiplying, and evasive in its capacity to be ‘calculated’ (3). Input through online comments are therefore attempts at contribution to calculations, ‘making sense’, and also to feeling ‘counted’, attempts which in themselves amount to a great pleasure.The second example of subjects emerging through practices of data desire involves citizen science as a mode of data generation. Practices such as citizen science became pleasurable activities of subjective enunciations – practices of a ‘subject’ coming into being against, or within, this chaos, through data generation. Citizen science is a prime example of residents living in oil pipeline conflicts becoming enunciated – pleasurably – as subjects in the oil pipeline conflict in BC. Citizen science, for example, can take many forms. Streamkeeping, the act of taking care of local streams, is a key form of citizen science in areas facing oil pipeline conflicts, particularly as it puts data practices front and centre as part of resistance. While streamkeeping has many aspects to it, including stream clean-ups, a key component is the production of data about ecosystems health, which including wading into water to count fish, measure construction runoff such as silt, gravel, and sediment, and create comparative archives. Measuring, noting salmon counts, documenting debris emerged as pleasurable ways of engaging in pipeline politics–emerging as a subject, by way of somehow trying to datafy the oil-event, by making it ‘meaningful.’Data production functions to mathematically calculate a course of action within a concoction of persuasive efforts of oil pipeline corporations, environmental non-governmental organisations, governments, activist, and neighbours to define what ‘political subjectification’ might look like. Science is in perpetual struggle against chaos (Deleuze and Guattari, What Is Philosophy?) and data generation through grass-roots citizen science becomes a tool, or an instillation of data about a changing biome through which to encounter oil, and through which to emerge as a subject in relation to oil. Production of data as part of ‘citizen science’ also functions as a way through which to assert ‘independence’ and stage some resistance within a multiplicity of other ways in which oil becomes a reason of various attempts to define ‘political subjectivity’, such as ENGO campaigns, government statements about the ‘right’ and ‘wrong’ process to show resistance to the oil pipelines, and the branding of environmentalists as ecoterrorists. Perhaps data production becomes a way to effectively fold oneself into the oil event, without needing to confront a lack of other ways one could, or might resist oil pipeline development.The third example of the circulation of data desire are the increasingly common expressions of individuated pleasures associated with showing ‘faces’ of people engaged in environmentalist issues like oil pipelines, on various social media feeds that try to portray ‘real’ political subjects, in contrast to stereotypical representations of ‘activists’ or ‘environmentalists.’ Here I am specifically talking about selfies taken at environmental protests. Such productions of images of ‘authentic’ political subjects within oil movements has been a popular way to demonstrate authenticity of resistance efforts within environmental movements, particularly in relation to a struggle against accusations of hypocrisy fed by oil pipeline corporations and pundits (Piotrowski). Given the numerous social media feeds of environmental anti-oil pipeline groups that attempt to show ‘faces’ of ‘real’ political subjects, these depictions attempt to produce subjectivities, particularly with the intensifying circulation of what might be thought of as “faciality enactments” (Piotrowski, 849). Here, ‘faces’ are generated as ‘data’. The continuous production of faces/data becomes what counts, or matters, within resistance, as a way of continuously reproducing environmentalist subjectivity, particularly at a point of ‘crisis’ of environmentalist group identity. Such micro-productions and pleasures of individual faces on social media feeds or Instagram posts, are part of flows of data desire: the desire of individuals to emerge as subjects within a multitude of stereotypes about environmentalism; the desire for environmentalism to assert itself as meaningful within ecological events such as ‘oil’, and the desire of corporations to assert different rhetorics about both oil and environmentalism itself.To close, I have articulated that a subject – a subject that takes part in ‘their’ resistance to ecological degradation – is a residual one, the product of a circulating flow of pre-personal data desire. This data desire exceeds individual pleasures and undulates between the chaotic event of oil, its continuously shifting political, economic, and social affects, and ‘a subject’ also continuously trying to be enunciated and ‘individuated’ in the event. Satisfaction, or pleasure, becomes the individual expression of a larger circuit of circulating desires which shows the flows of data between the expressions of material and ecological events which generate all sorts of breakdowns in meaning about ‘the human’ and the Anthropocene, and between breakdowns of activist’ subjectivity. Desire functions as a mode of inquiry that moves thinking about pleasure beyond individuals’ emotions of ‘their’ craving for individuation and meaning within the chaos of the Anthropocene and in the anti-oil pipeline resistance. Rather than see data production as a response to a lack of information, I have shown how data desire, as a concept, can help to think about ontological production, or the production of subjects. This ontological production refers both to the event’s capacity to become continuously different and unforeseen, and the subject’s ongoing self-production through data practices. Three examples discussed here – participation in online news comments sections, citizen science, and production of activism selfies are just but some of the media practices that are part of the circulation of data desire, though there are undoubtedly more.ReferencesAlaimo, Stacy.
