Abstract:
Executive Summary The provision of non-audit services (NAS) by an incumbent auditor has remained a highly contentious issue. One school argues that the joint provision does not impair an auditor’s independence. Instead, it reduces total costs, enhances the ability to detect material misstatements, increases technical competence due to knowledge spillovers and leads to intense competition. However, a substantial tranche of an audit firms’ income is derived from NAS, and the joint provision increases economic ties with the client. Therefore, another school of thought perceives that the joint provision impairs auditor independence. It is also alleged that auditors expect non-audit work after finishing the auditing job. Their independence is also affected by the risks of self-review. Extant literature reveals that the majority of the studies on the issue are archival and experimental. The studies are concentrated in the US, UK, Australia, Malaysia, Nigeria, South Africa, China, and some of the European Union Nations. The article examines the perspective of chartered accountants (CAs) on the joint provision of NAS in India. The study samples 119 CAs. The reliability of the survey result was measured using Cronbach’s α, and a score of 0.77 indicated acceptable internal consistency reliability. The data were analysed using Wilcoxon signed-rank test and the Mann Whitney U test statistic. The summary of their suggestions for ensuring auditor independence is presented separately. The findings reflect that existing prohibitions imposed by the Companies Act, 2013, are not enough to ensure auditor independence, and the Management Services u/s 144 of the Act needs to be clearly defined. Practitioners do not support the proposition that joint provision should end and a separate category of professionals be mandated to render NAS. However, the recommendations include strengthening provisions to reduce the conflict of interest.

Abstract:
Purpose:This study explores the effectiveness of a collaborative, classroom-based model in enhancing the development of vocabulary and phonological awareness skills for kindergarten and first-grade children in an inner-city school district.Method:Four regular education teachers from the neighborhood school were randomly selected for participation. Children were randomly assigned to classrooms following usual school procedures. Two classrooms served as standard practice controls. In the other two classrooms, a collaborative service delivery model was implemented. One certified speech-language pathologist taught in each experimental classroom 2½ days per week. The speech-language pathologist and the regular education teachers engaged in joint curriculum planning on a weekly basis. Vocabulary and phonological awareness instruction was embedded into ongoing curricular activities. Additionally, explicit instruction in phonological awareness was planned for a 25-minute small-group activity center weekly. Results:Following the 6-month intervention, superior gains were noted in receptive vocabulary, expressive vocabulary, beginning sound awareness, and letter-sound associations for children in the experimental classrooms as compared to children in the standard practice control classrooms. The children in the experimental classrooms also showed greater improvement on a deletion task in comparison to the children in the standard practice classrooms. Importantly, this task was never used as an instructional activity, and thus demonstrated generalization to a novel phonological awareness task.Clinical Implications:The results are discussed with regard to the positive benefits of collaboration in facilitating the language abilities of inner-city children who are at risk for academic difficulties in the early elementary grades.

Abstract:
The article examines the common global phenomenon of indigenous urbanization. In Finland, more than 75% of the indigenous Sámi children are born outside the Sámi Homeland area. The development is fast and poses different kind of challenges for the entire Sámi society and culture. Youth and women are more likely to settle in urban areas and it is their Sáminess that is to survive or die in the cities. Indigenousness is no longer tied with traditional livelihoods or land use but instead requires other forms of cultural maintenance. In the contemporary situation Sámi have started through their own associations and networks require more appropriate services in the cities, including Sámi language learning in the schools and kindergartens. This is not always satisfactory. The article evaluates the existing international and domestic (Finland) legislation in regard to Sámi language, but also the implementation of these rights in practice. The author would like to acknowledge that the article is based on a joint research project called NUORGÁV – An urban future for Sápmi?, between Norway, Sweden, Finland and Russia, where it is studied how Sámi youth organise and network to impact urban Sámi policy. The project is funded by the Research Council of Norway and administrated by Norwegian Institute for Urban and Regional Research (NIBR).

Abstract:
AbstractEach school is part of the community and at the same time, a provider of education services. This makes school a Learning Community for both teachers and students. While in the case of students this is a mission accomplished, in that of teachers’ things seem to be a bit more difficult. The latter ones should see themselves as members of a Professional Learning Community (PLC), where each teacher should cooperate with the other to achieve common goals, engage in common research activities for the progress of their school, take part in evaluating school results and propose plans to improve them etc. This research aimed to identify teachers’ perception of the role of school as a Professional Learning Community, to identify how school boards support and encourage this idea through participative management and to identify lines of joint research in which teachers are involved. The instrument used was a questionnaire having 30 close-ended items, administered to pre-university teachers from Bihor county, Romania. The implementation period was January to June 2016. The results show that there is collaboration between the same subject area teachers, who form committees to discuss, analyse and propose solutions. The research has also showed that more effort is required to improve collaboration between more experienced teachers and those who are at the beginning of their career, to improve collaboration between different subject area teachers by getting them to engage in joint projects, but above all, there is a need for a greater involvement of teachers, of school boards in managing schools so that participative management is achieved.

Abstract:
Background and Objectives: The number of racially and culturally diverse patients in the medical practices of US physicians is increasing. It is unclear how well culturally and linguistically appropriate services (CLAS) standards have been integrated into physician practice. The objective of this study was to determine the prevalence of US-based physicians who received training in cultural competency and describe their behavior. Methods: This survey study utilized data from a supplement of the 2016 National Ambulatory Medical Care Survey (NAMCS). The NAMCS Supplement on CLAS for Office-based Physicians (National CLAS Physician Survey) is a nationally representative survey of ambulatory physicians. We determined the proportion and characteristics of physicians who reported receiving cultural competency training in medical school or in practice. Results: The unweighted sample of 363 yielded a weighted sample of 290,109 physicians, 66.3% of whom reported that they had received cultural competence training at some point. Only 35.5% of the sample had ever heard of the CLAS standards, suggesting a low level of awareness of the standards. Further, only 18.7% reported that training in cultural competency is required for newly hired physicians who join their practice. There were no statistically significant differences between those who had been trained and those who had not in terms of self-reported consideration of race/ethnicity or culture in assessing patient needs, diagnosis, treatment and patient education (P>.05). Conclusions: Fewer than half of practicing physicians reported receiving cultural and linguistic competency training in medical school or residency. It is possible that cultural competence training is being seamlessly integrated into medical education.

Abstract:
ABSTRACTShanghai is one of the world’s fastest growing megacities. With a population of 24 million, it is clear that there is a huge demand for healthcare services. With the establishment of the first Canadian-International medical school, Ottawa-Shanghai Joint School of Medicine (OSJSM), four Student Builders were chosen to pilot clinical learning at Shanghai Jiao Tong University (SJTU) affiliated hospitals. Students were given opportunities to learn about the healthcare system in Shanghai, to work closely with medical students and physicians, to complete pre-clerkship observerships, and to be immersed in Chinese culture. The ongoing purpose of the Student Builder Program (SBP) is to evaluate the feasibility of having comprehensive undergraduate medical student engagement between the two cities. Students spent over 3 months in clinical settings with SJTU affiliated hospitals. Additionally, students worked closely with the OSJSM Student Affairs Office (SAO), delivered a presentation about Ottawa’s medical curriculum to SJTU faculty, as well as conducted clinical research. To gain a deeper understanding of Chinese healthcare, students also had the opportunity to take a one-month Traditional Chinese Medicine (TCM) course. As a result, the Canadian medical students became familiarized with the Chinese healthcare system and culture, in addition to expanding their knowledge in medicine. This experience also provided the students with an opportunity to work with a large volume of patients. Moreover, the physicians at SJTU affiliated hospitals (primarily Renji Hospital) were able to gain a deeper understanding of University of Ottawa’s medical school curriculum and clinical teaching methods.

Abstract:
Sometimes communication supports and services for school-aged children with extensive disabilities are re-duced over time or removed on the basis of inappropri-ate reasons or eligibility criteria that are flawed. Family members may feel unequipped to argue against the de-cisions that schools or agencies make for their child, and professionals may be in a difficult position to disagree with their administrators. The National Joint Committee for the Communication Needs of Persons with Severe Disabilities has written a position statement on these re-strictive eligibility practices. This position statement ad-dresses concerns about inappropriate eligibility criteria and may be used to help individuals, family members, and providers gain access to necessary communication supports and services.

Abstract:
Natural disasters like floods, droughts, cyclones, storms, burning of houses and river bank erosion along with famine and poverty are the frequent causes of damage to crops, lives and property. Every year millions of people directly and indirectly become the victims of these natural calamities. Many of them are displaced by river bank erosion, and migrate to urban areas in search of employment. Many children are involved in child labor; the young girls are victims of trafficking for prostitution, and many of them are victims of violence while working as domestic maid servants. Many of the elderly people become beggars to survive due to the decline of joint family system. Many of the children do not get a chance to go to school. Many of the people have no ability for treatment due to financial constraints. Often the parents are not able to arrange marriage for their young daughters because of high demand of dowry. In many times to solve these problems, voluntary services play vital role in different perspectives. Voluntarism is a process of voluntary action to serve the people in distress situations. The main focus of this paper is to examine to what extent the social work and social services are rooted in voluntarism by individual, community and organizational initiatives in Bangladesh.

Abstract:
Learning outcomes The case’s learning objectives to work on can vary according to the topic selected by the teacher. This case has been put forward with a particular interest in corporate strategy issues, specifically, on the joint management of businesses (in this case, academic programs). Therefore, students are expected to be able to understand the managerial dilemma on centralization and decentralization; recognize the peculiarities of a shared services center (SSC); and decide on which services to centralize in an SSC. Case overview/synopsis Centralizing or not centralizing is a frequent managerial dilemma. This is a challenge faced not only by business managers but also by corporate level areas responsible for jointly managing various businesses. Resources and capabilities allocation is an essential process for strategy execution, specifically in corporate strategy that must answer the question: How to jointly manage businesses? Sharing services is a collaborative strategy which aims to increase efficiency by centralizing some processes related to this joint business management. Mario, Dean of the Escuela de Administración in Medellín, Colombia, intends to optimize the school resource allocation processes so that there is more equitable support between the different academic programs. For this, he has thought of creating an SSC as it is a practice that he has seen in prominent companies in the city. His idea is to start operating the SSC in early 2018; however, the particular character of a management school leads him to ask himself: What to centralize and what not to centralize? Complexity academic level This case of decision (Ellet, 2007; Sánchez et al., 2013) can be used to promote student learning of strategy courses both at advanced undergraduate levels and in graduate programs. Likewise, it can be used in workshops with executives and administrative personnel of companies that face the centralize–decentralize dilemma. These types of topics are the subject of study by both corporate strategy theorists who address the question of how to jointly manage business (Menz et al., 2015; Michael Porter, 1987) and consultants (Deloitte, 2012). It is desirable, although not mandatory, that students have some knowledge or experience in strategic issues and challenges associated with the administration of companies made up of various businesses (multi-business firms). Supplementary materials Teaching Notes are available for educators only. Subject code CSS 11: Strategy.

Abstract:
This article attempts to identify the interests and values of modern teenagers who live in a large peripheral city and attend events that are regularly held in municipal libraries. The main possible types of work of a modern library and secondary school are not only the recommendation of educational and extracurricular literature, events, Olympiads and competitions, but also the education of library culture among schoolchildren. The library is forced to infiltrate the school to keep up with school education. To do this, it is necessary to organize joint work with representatives of specific schools (their principals, head teachers, interested teachers and parents), as well as with higher-level organizations of municipal and regional levels. It was supposed to find out what is the basis of the attitude of adolescent schoolchildren to reading as a process and as a value. The article is based on the eponymous research conducted by the Izhevsk city libraries in 2019. The study showed a fairly high degree of interest of modern schoolchildren in the services that can be provided in municipal libraries. The main topics of information needed by respondents were identified. We also managed to determine the preferred genres of books. Respondents named their favorite authors and expressed their attitude to reading and reading people. Thanks to the results obtained, librarians are able to improve the culture of library services for library visitors of different socio-demographic groups and plan their professional activities more carefully.

Abstract:
A formative evaluation of social work services at Whakatipuria Teen Parent Unit (TPU) was undertaken to improve the delivery of social work support services in order to maintain and enhance the achievement of student outcomes. The views of participants were sought regarding the nature and purpose of social work support in the TPU context, and how this support could be improved. The findings presented are consistent with research that demonstrates that teen mothers respond positively to wrap-around support at their high school. Two substantive conclusions are drawn from the research. First, that a relatively high degree of consensus exists among key stakeholders regarding: (a) the purpose of social work services (i.e. that they contribute to educational achievement, social skills development and outcomes for children); and (b) the range of tasks associated with this service (i.e. advocacy, counselling and family intervention/support). Second, there was less clarity regarding the social work practice framework that informs the delivery of social work services. While there was evidence of core social work practice approaches/models (e.g. a holistic approach and strengths-based practice), a strong, shared understanding did not emerge from the responses of participants. It is suggested that a review of the foundational social work practice framework be completed with a focus on models of assessment and intervention, and joint planning protocols between the social worker and teachers.

Abstract:
Three different school-based sex education and citizenship programs in public schools in Rio de Janeiro, Belo Horizonte, and Salvador, Brazil, were evaluated in a cross-sectional study comparing knowledge, attitudes, and practices in sexuality, citizenship, and gender issues among adolescents participating in the programs' activities as compared to adolescents enrolled in schools without such programs (controls). Results showed that Salvador's program achieved good results, with significant changes in knowledge on sexuality and reproductive physiology, attitudes regarding citizenship, and current use of modern contraceptives; Rio de Janeiro's program succeeded in improving students' knowledge of reproductive physiology and attitudes towards sexuality; Belo Horizonte's participants showed greater knowledge of reproductive physiology and STI/HIV prevention but had less positive attitudes towards gender issues, while reporting greater sexual activity. The main difference between Salvador's program and the others was the focus on creative and cultural activities; Belo Horizonte's main difference was its lack of interaction with health services and professionals. However, after the evaluation Belo Horizonte reframed its educational strategies and launched a scaling-up process in a joint effort with the health and school systems.

Belief in religion as an ideology is very susceptible to the interests of domination. LDII Gading Mangu let the society to exchange knowledge through both pengajian (religious preaching) at the GAMA Islamic Boarding School and attending formal schools at Budi Utomo Foundation owned by LDII. It has been an evident that although there are two large educational institutions under the auspices of the Nahdlatul Ulama in the same area, the Budi Utomo Foundation has superior quality and quantity. It, therefore, attracts the common people or non-LDII members to send their children to Budi Utomo School. Within the economic field, LDII Gading Mangu set up its dominance by establishing a Joint Business (UB) which vends various goods and services, not only for its members but also for the non-LDII people. Abstract:
The article focuses on the problem of the need to develop the communicative abilities of adolescents in highly conflicted educational environment. There is a tendency to increase cases of active intervention of parents in school conflicts in order to protect the interests of their children, which is not infrequently an obstacle to a child's experience of interpersonal interaction based on their own resources. The ability to overcome interpersonal contradictions, restore and maintain constructive communication in conflict situations is an important task of personal development at the stage of adolescence. Communication difficulties experienced subjectively by adolescents can lead to potentially conflicting patterns of behavior – avoiding contact or displaying authoritarianism in communication. Their overcoming is possible by expanding the communicative experience and behavioral repertoire of adolescents in conflict situations. The organization and activity of school mediation services for the purpose of mediation in conflicts is an opportunity for teenagers to gain experience in negotiations, develop communication skills, and form a culture of constructive communication. The author notes that mediation has a great communicative potential: through mastering the techniques of active listening, conducting partner conversations, and feedback, the mediator creates an atmosphere of correct, business-like, and rational discussion of controversial issues. Speech strategies of «mitigation», «control over the topic», «joint search for an alternative», various tactics of raising questions, allow the parties to the conflict to activate the state of reflection and turn to the analysis of their true interests in the conflict. The article presents the experience of organizing mediation training for teenagers on the basis of the municipal resource center «League of young mediators» in Yaroslavl, during which statistically significant positive results were obtained in the development of students ' communicative abilities

Abstract:
Abstract Introduction Rising demands for hip and knee arthroplasty have been met with incremental advancements in both implant design and surgical technique. Despite these advancements in the intraoperative setting, the preoperative pathway has remained largely unchanged. The resulting ineffective demand management and improper patient optimisation through education and engagement, has contributed to long waiting times and increasing surgical cancellations. This has in turn lead to both patient distress and the disruption of clinical workflow. Aims This study aimed to investigate the effectiveness of patient education in the pre-operative pathway for elective hip and knee arthroplasty, at Imperial College Healthcare NHS Trust, from the perspective of key clinical stakeholders. Methods 16 Semi Structured Interviews were conducted with Healthcare professionals (HCPs) along the preoperative pathway. These included GPs, Orthopaedic Surgeons, Nurses, Anaesthetists, Orthogeriatricians, Occupational Therapists and Physiotherapists. Interviews were recorded, transcribed and thematically analysed. Sampling continued until information redundancy was reached. Results HCPs stressed that patient education lacked engagement & effectiveness. Whilst joint school (an MDT run seminar) is in place for patients before surgery, it was resource intensive meaning sessions were infrequent and often overcrowded. Furthermore, not all patients were invited/attended joint school as a result of problems with scheduling and transport. Of those whom did, information retention was identified as a problem, highlighted by patients not bringing in medication, and failing to follow fasting instructions, leading to cancellations on the day of surgery. A significant proportion of elderly patients also needed additional and continued support in understanding and interpreting information, a key issue that was not addressed by traditional joint school. Conclusions This study has provided a more in-depth analysis of patient education in the pre-operative pathway revealing inadequate tailoring, and delivery of education material particularly for the older patient. Both timing, content and frequency of patient education could be improved in order to improve quality of care and reduce cancellations in turn improving the management of demand for orthopaedic services. Future studies may want to evaluate the use of digital technology in this area of the pathway in efforts to overcome these issues.

Abstract:
Maternal mortality continues to be a problem in the developing world, and unfortunately few pregnant women receive antenatal care (ANC) from skilled attendants in this region. It is known that men play a significant role in the health-seeking behavior of their families. Their involvement in ANC services may lead to improved women’s clinic attendance and maternal health. This descriptive cross-sectional study aimed to determine the proportion of husbands in Maiduguri, North-eastern Nigeria that accompanied their wives to ANC clinic, discussed issues related to pregnancy with them, and also the factors that influenced this role. A multi-stage sampling technique was used to recruit 307adult males, 18 years and above, who had fathered at least one child in the last two years preceding the study. Data were collected using pre-tested researcher-administered questionnaires designed from USAID Compendium of Indicators for Evaluating Reproductive Health Programs, and Health Belief Model of Health Behavioural Change Theory. The data was entered into the IBM SPSS software version 20.0 (New York, 2011). An analysis was performed to identify variables that suggest a significant association using Odds ratio and p-value <0.05 at 95 % confidence interval. Out of the 307 respondents recruited, 225 (73.3 %) were involved in ANC services. Educational status beyond primary school level, Christian faith, having means of transportation and couples making a joint decision on ANC were significant predictors for husband’s involvement in ANC services(P<0.05). Similarly, a good condition of ANC services and spending less than 30 minutes waiting for consultation (P=0.008) were significant health-related predictive factors.

Abstract:
Background The Commission on Cancer (CoC) designates cancer programs on the basis of the ability to provide a wide range of oncologic services and specialists. All CoC-approved hospitals are required to report their cancer diagnoses to the National Cancer Data Base (NCDB), and the cancer diagnoses at these hospitals account for approximately 70% of all new cancers diagnosed in the United States annually. However, it is unknown how CoC-approved programs compare with non–CoC-approved hospitals. Methods By using the American Hospital Association Annual Survey Database (2006), CoC-approved and non–CoC-approved hospitals were compared with respect to structural characteristics (ie, accreditations, geography, and oncologic services provided). Results Of the 4,850 hospitals identified, 1,412 (29%) were CoC-approved hospitals, and 3,438 (71%) were not CoC-approved hospitals. The proportion of CoC-approved hospitals varied at the state level from 0% in Wyoming to 100% in Delaware. Compared with non–CoC-approved hospitals, CoC-approved programs were more frequently accredited by the Joint Commission, designated as a Comprehensive Cancer Center by the National Cancer Institute, and affiliated with a medical school or residency program (P < .001). CoC-approved hospitals were less likely to be critical access hospitals or located in rural areas (P < .001). CoC-approved hospitals had more total beds and performed more operations per year (P < .001). CoC-approved programs more frequently offered oncology-related services, including screening programs, chemotherapy and radiation therapy services, and hospice/palliative care (P < .001). Conclusion Compared with non–CoC-approved hospitals, CoC-approved hospitals were larger, were more frequently located in urban locations, and had more cancer-related services available to patients. Studies that use the NCDB should acknowledge this limitation when relevant.

Abstract:
The Danfa Comprehensive Rural Health and Family Planning Project was a joint effort of the Ghana Medical School, the Ministry of Health, UCLA, and USAID. A health education component was developed as an integral part of program inputs during the initial conceptual phase of the project. As a result non-equivalent experimental and control areas were designated permitting an assessment of program impact during a five-year period (1972–1977) for which baseline and follow-up study data were available. A new cadre of community-based workers (Health Education Assistants) was developed from existing health personnel in the country, and trained in health education and multipurpose health work. Although the HEAs were found to have difficulty in bringing about changes in health practices when other support services were not available, they did have measurable impact on villagers' adoption of family planning methods and a number of specific health practices.

Abstract:
Parents who lost their only child in the 12 May 2018 Wenchuan earthquake came to be known as the “shidu” (loss of an only child) parents. After the earthquake, they were beneficiaries of free reproductive health services, and most had another child. This study focuses on the psychosocial well-being of those children born to the shidu parents, and explores factors associated with mothers’ quality of life (QoL) and their involvement with their children. A cross-sectional survey was conducted in two primary schools in Wenchuan County. A sample of 192 families was analyzed (147 non-shidu and 45 shidu). The statistical analyses indicated that the children of shidu families had poorer peer relationships than children of non-shidu families. Moreover, shidu mothers’ expectations of their children’s achievements were significantly lower than for non-shidu mothers, but there was no statistically significant difference in the QoL between them. Additionally, a higher home-based involvement of mothers was found to be moderately associated with peer relationship problems of children in shidu families. Therefore, we suggest a future research focus on developing joint activities for parents and children that help to increase emotional communication for the psychosocial development of children in shidu families after disasters in China.

Abstract:
Introduction:Mental disorders are the largest cause of the burden of disease in the world. Most of the burden affecting adult life has its onset during childhood and adolescence. The European Pact for Mental Health and Wellbeing calls for immediate action and investments in the mental health of children and adolescents. Schools may be the ideal location for promoting health and delivering healthcare services, since schools are a location where young people usually spend their daytime and socialize, schools are easily accessible to families, can provide non-stigmatizing health actions, and form links with the community.Aims and Goals of this Special Issue:This issue is developed within the framework of the Joint Action on Mental Health promoted by the European Commission. This special issue presents a set of systematic reviews on the evidence of the international literature on school interventions for the promotion of the mental health and wellbeing of children and adolescents. It is focused on five topical main areas: promoting general health and wellbeing; programs targeting specific mental disorders and conditions and integration of adolescents with mental health problems; Bullying; Sport; Alcohol and Drugs. An additional paper on the results of the largest epidemiological study conducted in some European countries on the prevalence and relative risk factors of mental disorders in school-age completes the issue. Conclusion:These reviews are a first contribution to address future European research and interventions, in particular about the multiple ways through which European policies could support the schooling and wellbeing of children and adolescents.

Abstract:
Development of the professional competences and work practices are required when promoting successful immigrant integration in a constantly diversifying society. One work method applied in this field is multi-professional collaboration. Cooperation between the authorities at the local level reduces the overlap between services and brings together expertise and resources, resulting in not only added value but also more proactive and less costly service. Thus, collaboration can involve actors from various sectors, like NGOs or ethnic minority communities. In this article examples of collaboration in two different multi-ethnic contexts are introduced: first, in school and second, in a suburb. The focus here is especially on the joint work practices of the police and social work besides the other actors in these two surroundings. Despite the differences in their work orientation, mutual aims and practices are found. Collaboration between the police and social work is valued not just in facing problematic situations, but also in emerging environments where the host society and immigrants can exchange their views and expand common strategies for an active interaction and coexistence.

ASEAN is characterized by a steady growth of the economy, a growing middle class and a large population of school age, it is one of the most promising growing markets for the export of educational services. The scale of student mobility from this region has been constantly increasing. At the same time, there is a noticeable trend towards the diversification of its geography with the emergence of new destinations and the weakening positions of traditional countries like the USA, France and Germany. The ASEAN is becoming promising not only as the largest donor of foreign students, but also as a notable player in the global educational market as a study destination. Special attention is given to the analysis of the markets of Singapore and Malaysia, as the largest regional educational hubs. The strategies of these countries are based on the creation of special economic zones in the field of education, thereby attracting leading foreign universities. This approach has a positive effect on the quality of education, increasing the attractiveness of the country as a study destination. The purpose of this article is to analyze the specifics of the strategies of foreign universities in the ASEAN countries in order to identify the potential for export of educational services by Russian universities. The strategies of foreign universities are based on a number of mechanisms, such as setting up international branch campuses in ASEAN countries, opening joint universities and operating through the franchise system. The article identifies the main problems which constrain the expansion of Russian

Abstract:
IntroductionThe increasing intake of psychotropic medication by children and adolescents is a reality that worries many mental health professionals. Recently, european school survey project on alcohol and other drugs showed that tranquillizers and sedatives were mainly consumed by Portuguese youth, without medical prescription, bringing this topic to medical and health stakeholders’ attention.ObjectivesCharacterize benzodiazepine prescription in the youth population followed in a psychiatric consultation at centro hospitalar Lisboa Norte psychiatric department.AimsDiscuss Portuguese trends in mental health among youths.MethodsAnalysis of 127 adolescents, seen for the first time from January to December of 2015, using Microsoft office excel.ResultsOur sample is comprised by adolescents from 12 to 20 years old, 81 female and 46 male. Only 16% of the adolescents were medicated with benzodiazepines, although low neuroleptic doses were often required, and 30% carried out psychotherapy. Sixty-five per cent of the diagnosis corresponds to anxiety, depressive and impulse control disorders.ConclusionAlthough trends in Portuguese youth mental health seem to be encouraging, as highlighted by local reports, European Union Joint Action on Mental Health and Well-Being recommends community and school active roles in primary and secondary prevention. Our experience shows that benzodiazepines’ use is rarely necessary and symptoms as anxiety, impulsivity and insomnia decreased with other strategies. Coping strategies must be discussed with the adolescents, in formal psychotherapy or in a supportive and containing therapeutic relationship, as well as discussed in family interventions. Community initiatives promotion and increased mental health care services accessibility should be priorities.Disclosure of interestThe authors have not supplied their declaration of competing interest.

Abstract:
The article deals with the nature and content of project activity as an object of scientific research. It is determined that the project management toolkit provides opportunities for ensuring the efficiency of public administration and the need for its decentralization, facilitating business development by improving the provision of public services, while reducing their cost and complexity. The essence of the concept of project management has been investigated and the relationship of projects with the activities of public authorities, the government, which can be traced through the implementation of programs at the state level or measures to fulfill the commitments undertaken by local authorities, has been identified. Attention is drawn to the fact that the project activity of public authorities has a number of features, among which the key are its regulation (time constraint), compliance with community requests, focus on territorial unit development and openness. The author also suggested a scheme of project activity and considered all components of this process. Particular attention is paid to the factors that improve the effectiveness of project implementation: the knowledge component - human capital, process monitoring, sources of funding and communications. The article also presents the author's classification of the project activity of public authorities, depending on the goals, the main types of project activity were separated: social orientation (solving problems of overcoming poverty, preserving the health of the population, observing human rights, ensuring the well-being and safety of children, etc.); infrastructural character (development of public transport network, improvement of public services, improvement of logistics on roads, location and number of pre-school educational institutions, etc.); environmental orientation (environmental protection, conservation of reserves, construction of treatment plants and introduction of the best treatment technologies, development of secondary production, etc.); investment nature (development of recreation and tourism areas, the spread of digital technologies in public services (SMART technologies), implementation of joint projects with business companies within the framework of corporate social responsibility programs and public-private partnerships, etc.). Keywords: project activity, public authorities, human capital, communications, monitoring.

Abstract:
Purpose – With the advent of Clinical Commissioning Groups, the English health system has abolished more managerially led Primary Care Trusts and given greater responsibilities to groups of local general practitioners (GPs). As with all major changes, this brings both opportunities and risks, and the authors know relatively little about what impact this might have on relationships between the NHS and local government. Against this background, the purpose of this paper is to report key findings from a scoping review commissioned by the National Institute of Health Research School for Social Care Research in order to summarise learning from recent literature. Design/methodology/approach – The paper is based on a review of the literature on older people’s services and the relationship between general practice and adult social care, published in the UK from 2000 onwards. Findings – Despite the longstanding nature of the issues at stake, the review identified only nine relevant studies. These were of mixed quality, and tended to focus on lessons learned from the late 1990s/early 2000s rather than more recent reforms. Overall, these studies suggest similar barriers to those identified in previous policy contexts, and there is a strong sense of relationships starting from a low base (hence the title of our title of “new conversations between old players”). Research limitations/implications – This review is based on literature on older people’s services published since 2000 – so only provides a snapshot of the issues at stake. However, it confirms the relatively limited nature of the evidence base and the need for new research to help shape future policy and practice. Originality/value – Despite the central contribution of GPs, the authors still know relatively little about the relationship between general practice and adult social care. Reviewing previous literature (however, limited) is crucial to current attempts to develop more effective joint working at local level.

Abstract:
Islamic boarding schools inevitably provide services for the implementation and management processes. It requires adjustments to increasing needs. Each Islamic boarding school has different characteristics, because It is founded by different figures. There are different ways to financial management in Islamic boarding schools. The role of Kiai as a central figure is very decisive in financial management. Pondok Pesantren Salafiyah Syafi'iyah Sukorejo is one of the Islamic boarding schools that have own financial management system. Three units are technically managing finances in Pondok Pesantren Salafiyah Syafi'iyah Sukorejo. They are Treasurer, the Supreme Audit and Wealth Agency of Ma'had (BPK2M), and the Budget Team. To ensure the service system in financial management, it is necessary to develop financial management guidelines. The mentoring steps taken included sharing ideas, absorbing information, discussing and conducting joint studies with stakeholders in the Islamic boarding schools. As a result, the draft financial management guidelines were included in the master plan for Islamic boarding schools. The need for guidance on financial management of Islamic boarding schools is in line with the theory of planning, innovation, and several financial regulations established by the State. In management, planning is needed because the spirit is innovation and meeting the demands of change to meet the needs of the organizers and the Islamic boarding schools community itself.

Abstract:
OBJECTIVES/SPECIFIC AIMS: Objective: The Rockefeller University Center for Clinical and Translational Science (RU-CCTS), Clinical Directors Network (CDN), and Carter Burden Network (CBN), a multisite senior services organization serving East Harlem, NY, formed a community-academic partnership to examine the use of a simple validated surrogate measure of overall health status and frailty in this population. Many CBN seniors are racial/ethnic minorities, low-income, and suffer from multiple chronic conditions, depression and food insecurity. Multiple biological, musculoskeletal, psychosocial and nutritional factors contribute to frailty, which has been defined variously in senior health outcomes research. The CTSA-funded Pilot Project aims to: (1) Engage CBN seniors and stakeholders in priority-setting, joint protocol development, research conduct, analysis, and dissemination; (2) Characterize the health status of the CBN seniors using validated measures; (3) Establish database infrastructure for current and future research; (4) Understand how health and senior activities information can be used to create programs to improve senior health. METHODS/STUDY POPULATION: Methods: (1) CEnR-Navigation, a collaborative program/process that consists of semistructured meetings and activities facilitated by expert Navigators, was used for partnership development and to engage Carter Burden seniors to refine priorities and research questions, provide feedback on study design and conduct, and analyze and disseminate results. (2) Standard physical measurements and validated survey instruments were used to collect health information; target enrollment is 240 seniors across 2 sites (1 hosted within a subsidized housing facility and Social Model Adult Day Program). (3) A REDCap-based platform was designed for data capture and import. Individual attendance at senior activities for the prior year was extracted from existing records. The primary outcome is frailty, as measured by validated walk/balance tests (Short Physical Performance Battery). Secondary outcomes include measures of engagement, and association of use of services/activities with the primary outcome. RESULTS/ANTICIPATED RESULTS: (1) In total, 29 residents and 14 other stakeholders engaged in partnership-building, study design and implementation. (2) From May to November 2017, 98 participants were enrolled from site 1 (a residential site). Enrollment at site 2 (a senior center), begun in November, is projected for February completion. Characteristics of site 1 participants: median age=63.6 years; Hispanic, 44.90% (44); White, 13.89% (10), Black, 62.50% (45); Asian, 4.17% (3); American Indian or Alaskan Native, 2.78% (2), and Other, 16.67% (12). Educational attainment: 51.04% (49) had not completed high school; 19.79% (19) were high school graduates; 18.75% (18) completed some college, and 10.42% (10) were college graduates. For the 85 participants reporting annual income: 64.71% (55) reported <$10,000; 28.24% (24) reported $10,000–$15,000; 7.06% (6) were among the ranges from $15,000 to $50,000. The average body mass index (BMI) was 30, which is obese. For 83.67% (82) of site 1 participants, the BMI was in the range of overweight or obese. Half of participants (49) reported health literacy barriers in the Single Item Health Literacy Survey. Demographics and Frailty assessments (walk and balance tests) for participants enrolled at both sites will be reported. (3) Activity participation data for July 2016–November 2017 were recovered for 507 sessions at site 1 and are being analyzed. DISCUSSION/SIGNIFICANCE OF IMPACT: Here we report progress in developing a sustainable community-academic partnership, infrastructure and research capacity with the CBN senior services organization, and characterizing this at-risk population, of whom 71% have a high school education or less, 93% live in extreme poverty, and 84% are overweight or obese. A simple validated frailty measure in seniors will enable the acceleration of community-based translational research addressing senior health, and examine changes in this measure in relationship to the utilization of senior services.

Abstract:
In the Nordic countries, prevention of radicalization and violent extremism is based on an existing crime prevention collaboration. The core tenet of crime prevention approaches is that early radicalization prevention is best organized as a joint effort, where individual cases are assessed holistically and relevant information shared. This presentation is based on Nordic comparative research that provides a critical analysis of policies, perceptions, and practices regarding multiagency approaches. At the city level, we systematically explore how core components of a Nordic governance model contribute to and might be preconditions for effective multiagency collaboration and secure societies. Variations in these city-level approaches lead to an important question: do these various multiagency approaches to countering violent extremisms and radicalization constitute a unified model? The project provides an informed platform for spreading Nordic experiences and models of governance to other countries in the area of radicalization prevention and countering violent extremism. The multiagency collaboration in Nordic cities tends to be composed of a smaller number of professionals, e.g., three to eight, representing social and health services, a coordinator, and the police. Their positions vary; some represent leadership in the municipality, others are positioned at more mid-level management, and others are frontline professionals handling clients on a daily basis. The origin of these collaborative efforts is based on the School, Social and health services, and Police framework (SSP) in Denmark, Norway, and the Ankkuri group in Finland. We assert that future efforts can also be more need-based, comprising municipal/local initiatives with an element of the guiding national policies, and include the legal frameworks to guide professionals on ethical issues like confidentiality. This presentation is part of a larger project entitled “Nordic Multiagency Approaches to Handling Extremism: Policies, Perceptions, and Practices”, led by professor and center director Tore Bjørgo (University of Oslo) and is funded by NordForsk (Nordic Council of Minister), 2018–2021.

Abstract:
The lack of specific laboratorial diagnosis methods and precise symptoms makes the toxocariasis a neglected disease in Public Health Services. This study aims to determine the frequency of Toxocara spp. infection in children attended by the Health Public Service of Hospital Municipal de Maringá, South Brazil. To evaluate the association of epidemiological and clinical data, an observational and cross-section study was carried out. From 14,690 attended children/year aged from seven month to 12 years old, 450 serum samples were randomly collected from September/2004 to September/2005. A questionnaire was used to evaluate epidemiological, clinical and hematological data. An ELISA using Toxocara canis larval excretory-secretory products as antigen detected 130 (28.8%) positive sera, mainly between children from seven month to five years old (p = 0.0016). Significant correlation was observed between positive serology for Toxocara, and frequent playing in sandbox at school or daycare center (p = 0.011) and the presence of a cat at home (p = 0.056). From the families, 50% were dog owners which exposed soil backyards. Eosinophilia (p = 0.776), and signs and symptoms analyzed (fever p = 0.992, pneumonia p = 0.289, cold-like symptoms p = 0.277, cough p = 0.783, gastrointestinal problems p = 0.877, migraine p = 0.979, abdominal pain p = 0.965, joint pain p = 0.686 and skin rash p = 0.105) could not be related to the presence of anti-Toxocara antibodies. Therefore, two asthmatics children showed titles of 1:10,240 and accentuated eosinophilia (p = 0.0001). The authors emphasize the needs of prevention activities.

Abstract:
Background Culturally competent parent training in evidence-based intervention for autism spectrum disorder (ASD) can provide young Latinx children from underserved communities with early interventional support while they wait for professional services, thus reducing the impact of intervention delays. Providing parents with brief bilingual training in Pivotal Response Treatment (PRT) is a strategy that can overcome these barriers and is inexpensive to disseminate. Brief PRT training has been shown to significantly improve joint attention, expressive language, responsivity, and adaptive skills in young children with ASD. However, it is unknown whether an interactive, culturally competent online parent training in PRT is effective in a Latinx population. Objective To this end, we will recruit 24 children (16-36 months old) at risk for ASD and their parent(s) from East and South Los Angeles and provide them with a series of 6 online learning modules in their choice of Spanish or English. Methods This pilot study will utilize a single-group, pilot, pre-post design with follow-up assessments 6 weeks later. Linear mixed-effects model analysis will be used to explore most parent-reported and coded outcomes. Results Brief online parent training in evidence-based treatments has the capacity to increase access to culturally competent early communication interventions for young children at risk for ASD. Conclusions The results of this trial may have particular salience in additional underresourced communities where children have limited access to interventions prior to entering school. Abstract:
The purpose of this article is to fill the existing gap and contribute to the literature in two ways: firstly, by investigating problems that caused the emergence of cooperation between two municipalities despite the administrative border at the county level, and secondly, by analysing the effects of joint provision of public education based on a case study from Poland. The case study is preceded by the use of the literature review method. The problem of possible enhancement of inter‑municipal cooperation (IMC) in Poland is proposed as a potential remedy for current difficulties that Polish local governments face after the reform of the education system and the COVID–19 pandemic, as well as due to demographic decline and budgetary challenges. Studies suggest that net benefits of cooperating are higher if IMC partners are smaller and more homogenous with respect to the quality and level of public services. The theory of exploiting economies of scale and scope was studied based on the case study of a Polish inter‑municipal union created only to provide education in two municipalities. The cooperation resulted in little positive financial effects reflected in the lower spending per pupil only in the case of primary school. However, the union caused nonfinancial benefits not only for pupils but also for parents and teachers, who are voters as well. The article concludes that inter‑municipal unions could be used especially by small and rural municipalities that struggle with the previously mentioned problems.

Abstract:
Background: Adolescence in the life cycle of a Homosapien organism is a period of transition from childhood to adulthood. The word ‘Adolescent’ has been derived from Latin word ‘Adolescere’ which means ‘to grow to maturity’. The children from the poor scheduled tribes families are not being sent to school because of the tendency of some parents to utilize their services in augmenting their family income. Therefore a provision for educational opportunities forms a very important part of the programme for the welfare of the scheduled tribes. The aim of the present study was to observe menstrual health of the tribal adolescent girls and to describe cultural factors on study population. Methods: Community based cross sectional descriptive study done on 425 tribal adolescent girls residing in 18 habitations of Achampet mandal. Pre designed pre tested semi structured schedule applied on the subjects after a written informed consent. Results: Out of 425 study subjects majority 178 (41.9%) were from early adolescent age i.e. 10-13 years, followed by 144 (33.9%) from mid adolescent age i.e., 14-15 years and 103 (24.2%) from late adolescent age i.e. 16-19 years. Majority illiterate subjects (55.1%) menstrual hygiene was non sanitary. Subjects who had illiterate mothers their menstrual hygiene was non sanitary way (55.1%). Girls in joint families were having sanitary menstrual hygiene. Conclusions: Present study showed education and awareness play key role in maintaining menstrual hygiene. Hygiene education is supposed to be given at all levels. Bad cultural practices supposed be addressed at community level with intervention.

Abstract:
IntroductionThe local Clinical Commissioning Group has funded an innovative one-year pilot project to assess the value of providing specialist paediatric pharmacist and physiotherapist support direct to families and health care professionals (GP's, community pharmacists, practice nurses etc.) regarding asthma in the primary care setting. Currently no such support is provided within community setting by physiotherapy or pharmacy.MethodsJoint holistic reviews by the clinical specialist physiotherapist and specialist paediatric pharmacist were performed in the patient's home environment or school. The review involved a thorough respiratory review and in-depth medication optimisation review ensuring patients were on appropriate regimes and using devices appropriately. Specifically, if an inhaler was indicated a device that the patient was comfortable using was chosen. Furthermore, parents, patients, teachers and school support workers were counselled on how to self manage asthma exacerbations. In order to review benefits patients answered the five question asthma control test (score out of 25), a standardised quality of life questionnaire (score out of 92) and hospital admissions were monitored.ResultsAt the six-month stage of the project a total of 42 patients had been reviewed and followed up by the project. During the review period there was a total of 1 hospital admission and 1 attendance to the accident and emergency, this is in comparison to the 8 hospital admissions and 47 accident and emergency attendances with this group of patients in the same period the previous year. All patients had an improvement in outcome measures. The average improvement in asthma control test after intervention was 7 points (30%) and a 30% increase in QoL score. We found that symptomatic children had poor FEF25-75 values (<80%) indicating poor lower airways function possibly due to poor drug deposition. After interventions these scores returned to normal limits (>80%). Compliance to medications regimes was noted to be improved after optimisation.ConclusionsIt can be clearly seen that joint multidisciplinary reviews by physiotherapy and pharmacy can help improve the outcomes of asthma patients. The joint review of inhaler technique in particular was key. Pharmacy services will tend to concentrate on the use of the device itself whereas physiotherapy monitor the strength and depth of breathes taken. It is well known that good drug deposition is key to the success of inhaled medications. By combining pharmacy and physiotherapy both the use of the device and breathing patterns were optimised both contributing to better drug deposition and improved FEF 25–75% reading.
