Abstract:
This study aimed to review the influence of Majallah al-Aḥkām al-‘Adliyyah of Ottoman Civil Code towards the Muslim society in state of Johor.The Majallah was restructured by Ottoman Empire in 1869 references to Hanafi’s School. The Majallah was a modern code divided into chapters and comprised generalizes section such as Contract Law, Tort and Evidence Act. Historically, Sultan Abu Bakar was visited to Istanbul and met His Majesty of Caliph Sultan Abdul Hamid II in year 1893 therefore became the first rule of Malay archipalego. The adoption of Majallah al-Aḥkām al-‘Adliyyah in Arabic language as Islamic Civil legislative in year 1893 by Johore Government, also translated to bahasa Melayu in 1913 later during the reigning of Sultan Ibrahim known as Majalah Ahkam Johor. The enforcement according to section 49 and 57 of Johor State Constitution 1895. The methodology using qualitative design based on historical study approach and document analysis. The objective of this paper is to examine the relationship between the Johor Government and the Ottoman Empire through the book Majallah al-Aḥkām al-'Adliyyah as well as explaining the diplomatic relations of the two governments. The following study will examine the implementation of Majalah Ahkam Johor in the administration of Islamic law in the state of Johor. This paper identified the implementation of Majalah Ahkam Johor in the court of state of Johore was interrupted after the British appointed a General Advisor in 1914. Kajian ini bertujuan mengkaji pengaruh Kerajaan Uthmaniyyah melalui kod Undang-undang Sivil iaitu Majallah al-Aḥkām al-‘Adliyyah terhadap masyarakat Islam di Johor. Majallah al-Aḥkām al-‘Adliyyah digubal oleh Kerajaan Uthmaniyyah pada tahun 1869 dengan menggunakan kaedah fiqh Mazhab Hanafi. Kitab tersebut merupakan satu kod undang-undang moden yang dibahagikan mengikut bab serta fasal yang mengandungi peruntukan umum seperti Undang-undang Kontrak, Tort dan Undang-undang Keterangan. Menurut sejarah, Sultan Abu Bakar mengadakan kunjungan rasmi terhadap Sultan Abdul Hamid II di Istanbul pada tahun 1893 dan merupakan pemerintah pertama dari rantau Nusantara yang berbuat demikian. Kerajaan Johor mengadaptasi kitab Majallah al-Aḥkām al-‘Adliyyah sebagai perundangan Sivil Islam pada tahun 1893, dan kemudiannya diterjemahkan ke dalam bahasa Melayu pada tahun 1913 ketika pemerintahan Sultan Ibrahim yang dikenali sebagai Majalah Ahkam Johor. Penguatkuasaan penggunaan kitab itu selaras dengan peruntukan seksyen 49 dan 57 Undang-undang Tubuh Kerajaan Johor 1895. Metodologi kajian ini berbentuk kualitatif yang menggunakan pendekatan kajian sejarah dan analisis dokumen. Objektif penulisan ini ialah meneliti hubungan antara Kerajaan Johor dengan Kerajaan Uthmaniyyah melalui kitab Majallah al-Aḥkām al-‘Adliyyah di samping menghuraikan hubungan diplomatik kedua-dua kerajaan. Seterusnya makalah ini akan menilai perlaksanaan Majalah Ahkam Johor dalam pentadbiran undang-undang Islam di negeri Johor. Hasil penulisan mendapati implementasi penggunaan kitab Majalah Ahkam Johor dalam mahkamah negeri Johor terganggu selepas British menempatkan seorang Penasihat Am pada tahun 1914.

Abstract:
Malaysia is promoting high-tech industrial development as an integral element of its move towards a more mature stage of industrialization and the attainment of the status of a fully developed country by the year 2020. It is recognized that technological deepening requires the development of an adequate supporting infrastructure including ‘technology parks' which can generate benefits arising from agglomeration and industrial clustering. As part of this process, the rapidly industrializing state of Johor is proposing to develop a technopolis. This article briefly reviews the concept of the technopolis and the approaches adopted in several different countries in order to deduce possible lessons for Johor. The paper concludes with a brief discussion of the proposed Johor Technopolis and implications for public policy.

Abstract Nusantara is the land with various old tales. There is remaining some historical facts that is still urgent to discuss. One of past theme that is interesting is the relation of kingdoms and lands. Aceh Darussalam is one of the greatest kingdom in Sumatra and the strait of Malaka. Their existence had regarded as the guard, but for the other groups see it as threat. In some cases, that outlook can be changing, depending on the regional political context. The Kingdom of Johor becomes a one of political entity that is actively associated with Aceh. They need a strong colleague, in order to continue their development into estabilished kingdom. Their dark past, that is the fall of Malaka because Portuguese attack in 1511, is used for building a billateral cooperation with Aceh. Instead, the two kingdoms involved family relations. As we khow, marriage is the one of ancient diplomatic model in Middle Ages. During the wheel of time, the diplomatic boundery between Aceh and Johor is not always on the line. At the one day, Johor had known that Aceh had another goal behind his intentions. Aceh had planned that Johor is part of Aceh’s subordinate area. Therefore, Johor had decided Portuguese as his friend. This decision contraries to the vision of Aceh. Aceh had thougt that Portuguese is his rival. Aceh had showed his anger with several attacks to Johor. This Paper will explain the model of ancient diplomacies, in case of the relation of Aceh and Johor. Some kind of that such as the diplomacy in politic and intellectual sphere. ---Abstrak Nusantara merupakan ranah yang kaya akan kisah masa lalu. Di dalamnya terendap beragam peristiwa yang masih aktual dibicarakan. Satu tema yang menarik adalah mengenai hubungan kenegerian antarkerajaan. Aceh Darussalam merupakan salah satu kerajaan besar di Sumatera dan perairan Malaka. Keberadaannya dianggap pengayom, namun bagi kelompok lain, ia diangap sebagai ancaman. Pada titik tertentu, pandangan ini bisa saja berubah-ubah, tergantung pada kondisi politik regional. Kesultanan Johor menjadi salah satu kesultanan yang aktif berhubungan dengan Aceh Darussalam. Johor membutuhkan rekanan yang tangguh, agar bisa terus berkembang menjadi kerajaan yang mapan. Masa lalu yang kelam, yakni dikuasainya Malaka oleh Portugis pada 1511, membulatkan tekad Johor untuk beriringan dengan Aceh dalam kerjasama bilateral. Malah, kedua kerajaan terikat oleh hubungan kekerabatan. Hal ini karena beberapa pangeran dan putri Johor menikah dengan pangeran dan putri dari Aceh. Seperti diketahui, pernikahan merupakan bentuk diplomasi kuno di Abad Pertengahan. Dalam perjalanannya, diplomasi yang dijalin Aceh dan Johor tidaklah berjalan mulus. Pada satu keadaan, Johor menyadari bahwa Aceh mempunyai motif lain, yakni ingin menjadikan Johor bagian dari daerah pengaruhnya. Oleh sebab itu, Johor memutuskan menjalin hubungan dengan Portugis, agar bisa lepas dari bayang-bayang Aceh. Aceh yang memang menjadikan Portugis sebagai rivalnya, marah dengan kebijakan Johor. Sejak itu di beberapa fase hubungan Aceh dan Johor terlibat peperangan. Tulisan ini akan mengangkat model dua diplomasi kuno seperti yang tersaji dalam kasus kerajaan Aceh dan Johor. Abstract:
The unique feature of the state of Johor that distinguishes it from other states in Malaysia is the existence of its own royal security force known as the Johor Military Force (JMF) or ‘Askar Timbalan Setia Negeri Johor’ (ATSN). The JMF was established in 1886 by the late Maharaja Abu Bakar as contained in the Loyalty Agreement signed by the Johor state government with the British government at the Colonial Office, London. The JMF once served as a state defense fortress besides assisting the police in ensuring security in the state of Johor. With the inclusion of Johor into the Federation of Malaya, JMF has remained until now but its role has shifted to the security of the family of Sultan of Johor and its assets only. Now, after a century, today's generation is less knowledgeable about the role and historical value that exists with this JMF team that needs to be known and preserved. This article aims to provide an explanation on the existence of the JMF team in more depth to the current and future generations. Library research was used with reference to the printed documents housed in the National Archives of Johor Branch and the Johor Royal Museum in addition to the research on digital media through the ‘History Channel’ documentary. The results of the study show that the existence of this team needs to be fully preserved and further research needs to be done thoroughly to ensure that its historical value continues to be preserved from time to time.

Tulisan ini mendiskusikan tentang hubungan antara Siak dan Johor dan VOC, Belanda. Siak merupakan pintu gerbang Johor dari arah darat Sumatera, manakala Sungai Siak pula merupakan urat nadi pengangkutan masa itu karena Sungai Siak termasuk sungai yang memiliki kedalaman sehingga memudahkan kapal-kapal besar berlayar menuju Selat Melaka. Hubungan di antara Siak dan VOC sama saja dengan hubungan Johor dengan VOC karena pada masa itu kawasan Siak pula merupakan kawasan Johor. Hal ini bermakna apa yang berlaku ke atas Johor, maka berlaku pula di Siak. Akan tetapi, bagi Belanda, Sungai Siak yang bermula dari Selat Malaka merupakan jalur lalu lintas penting bahkan Belanda amat mementingkan Sungai Siak tersebut untuk melancarkan perjalanannya ke daerah.

Berdasarkan sumber-sumber yang diperoleh daripada Arkib Negara Malaysia Cawangan Johor dan sumber sekunder, makalah ini membincangkan pentadbiran empat orang mufti, terdiri daripada Dato’ Syed Salim Abdullah al-Attas, Dato’ Abdullah Musa, Syed ‘Abd Qadir Muhsin al-Attas dan Syed Alwi Tahir al-Haddad. Menerusi peranan yang dimainkan oleh keempat-empat mufti berkenaan, kajian ini menilai aspek ekonomi dan social dalam kerajaan Johor yang mencakupi perkara-perkara yang berkaitan dengan hukum hakam muamalat dan aspek pendidikan. A study of the connection between the literature of three areas (Singapore, Johor and Riau) was begun in 1987. The spirit and vision of these three areas was followed up with activities that accelerated the regional development of language, literature and culture. Dialog Selatan (Southern Dialogue) and meetings of scholars and intellectuals were among initiatives undertaken to reach a common goal towards preservation. What is the hope and aspiration behind these literary activities? This article explores initiatives taken and challenges faced by the three areas in preserving their literary ties throughout the 1990s. This article also introduces the efforts made to collect manuscripts and artifacts of Riau literature in Singapore, with the hope that it will open up ways for continued efforts towards the culture of research on materials in literature. Abstract:
This research has addressed gaps in knowledge relating to environmental experiences of Malaysian adolescents in two neighbourhoods in Johor Bahru, Malaysia. This thesis discusses how the adolescents' experiences may differ from adults' assumptions and planning. The study begins by highlighting current issues relating to adolescents and urban open space planning and design in Johor Bahru, Malaysia. Survey questionnaires were used as a research tool to reveal adolescents' time use and environmental experiences of their housing area, neighbourhood and the city. The time use not only revealed their activities but also places they liked or valued and their ideal housing neighbourhood environment. Time use data diaries and interviews were used to verify the data from the questionnaire and to seek more specific data of what they wanted from their outdoor environment. The findings of the research elucidate that there were both similarities and differences in Malaysian adolescents' use of their outdoor environment across different ethnic backgrounds, genders and ages. It is concluded that inadequacies existed in current Johor Bahru urban planning in addressing the needs of the adolescents. Furthermore, from this study, the Malaysian adolescents assigned attributes or specific criteria to the facilities and spaces they wanted within their housing area, neighbourhood and the city. The facilities and spaces they wanted were linked to their physical and social activities which they would like to do. The attributes assigned by the Malaysian adolescents are elements of play, variety, ambience, size, safety, fun and excitement, challenge, walkable, aesthetic and green, sociability, accessibility, intelligent and possessing affordances for sports activities. Based on the research findings, this study outlines recommendations for Malaysian housing and neighbourhood landscape in relation to adolescents' needs. Early consideration of adolescents' needs should be incorporated in the planning and design process. One of the recommendations should include providing opportunities for Malaysian adolescents' participation to determine their needs for facilities and spaces in housing area and the city during the planning and design stage.

Large urban megaprojects costing billions of US dollars, erected with the promise of great economic benefits but controversial due to their environmental and social impacts, are becoming more common throughout the world. Most popular in the Middle East and in Asia, such projects exemplify how forces of globalization engage with urban form. Urban megaprojects are increasingly pursued by foreign developers looking to expand abroad but often face challenges operating in unfamiliar political and regulatory settings. Chinese developers, in particular, have global ambitions but may conflict with local priorities as they extend their reach overseas. Forest City is a vast luxury real estate development by Chinese developer Country Garden on 14 square kilometers of reclaimed land spread over four islands on the Malaysian side of the Straits of Johor, the strip of water which separates it from Singapore. This study uses Forest City as a case study to investigate the key themes associated with large urban mega projects and the impacts they have on a region. Among them is the notion that such projects are considered "exceptional" and therefore bypass traditional planning and development controls. Actors external to planning and development are suspected of co-opting the process for their own interests. Evidence collected during fieldwork from July-August 2015 and January 2016 suggests that Forest City fits neatly within these patterns and sheds light on the patterns of influence in urban development throughout the region. The case also suggests several lessons for Chinese developers operating abroad.

Abstract:
In Malaysia, the water management system was restructured in January 2005 by the transfer of water supplies and services from the State List to the Concurrent List. The National Water Services Commission or Suruhanjaya Perkhidmatan Air Negara (SPAN) was established in July 2006 as the technical and economic regulator for the improvement of water supply quality and the efficiency of the water industry. This study focuses on SAJ Holdings (SAJH). This water supply company provides a fully integrated service, i.e. it is involved in the all the processes of drinking water supply; these range from raw water acquisition, treatment and purification, and the subsequent distribution of purified water to customers, plus billing and payment collection. This study attempts to assess the residential customers‟ preferences of different attributes of water supply. The water attributes are divided into two categories: Water Infrastructure (WI) and Residential Customers (RC). WI attributes are leakage, pipe bursts, and reservoirs; RC attributes are water quality, pressure, connections, and disruptions. Choice modelling (CM) was applied as a tool for the assessment of effective demand for improved water supplies, particularly by residential customers. There are two econometric models employed: Conditional Logit (CL) and Mixed Logit (MXL). Face-to-face interviews were conducted with residential customers and Statistical Analysis Software (SAS) was used in order to analyse the data. The model consists of a basic model and an interaction model with socioeconomic characteristics. The findings show that the significant variables affecting demand are pipe bursts, (BUR), water quality (QUA), disruption (DIS) and connection (CON), as well as price (PRI). Among the socioeconomic characteristics that interact with the main attributes are gender, age, number of children, type of house, number of persons in the household, education, work, and income. This information is very useful for the water provider when upgrading the water service for valuable customers.
