Abstract:
La tesis presenta un modelo o sistema para el análisis y la evaluación de las hemerotecas de la prensa digital, que se aplica a una muestra de diarios españoles entre 2007 y 2010 y se enmarca en una propuesta de clasificación de fuentes de información sobre prensa digital. La clasificación de las principales fuentes de información sobre prensa digital sigue como criterio fundamental para establecer la tipología de productos la función principal que realizan para el usuario, lo que lleva a establecer cuatro grandes ámbitos: acceso a cabeceras de prensa, búsqueda de información, seguimiento de información y agregación de contenidos. De cada una de estas clases, se describen y analizan distintas subtipologías: directorios, hemerotecas históricas, hemerotecas digitales de medios, bases de datos de prensa, seguimiento de prensa, seguimiento online, seguimiento en redes sociales, agregadores manuales, agregadores automatizados y agregadores sociales. Se muestran para cada tipología ejemplos significativos de las áreas lingüísticas inglesa y española. El sistema de análisis de hemerotecas digitales parte de una amplia revisión bibliográfica de trabajos sobre evaluación de recursos web y bases de datos web, y de trabajos sobre análisis y evaluación de hemerotecas de diarios digitales. Es un procedimiento evaluativo de tipo heurístico basado en 27 indicadores articulados en cuatro grandes secciones: aspectos generales, contenidos, sistema de consulta y presentación de resultados. Se expone para cada indicador: definición, explicación y uso de la puntuación. Los indicadores son: A.1. Denominación A.2. Ubicación del acceso a la hemeroteca A.3. Gestión de los documentos recuperados D.7. Presentación de documentos relacionados Con este modelo, se analizan las hemerotecas digitales de los diarios españoles de mayor audiencia y difusión. Es un estudio longitudinal efectuado entre los años 2007 y 2010. Se presentan con detalle los resultados del análisis realizado en 2010, y se relacionan con los obtenidos anteriormente en 2007. Se señalan los aspectos mejores y peores de las hemerotecas de prensa digital, se establece un ranking de diarios en el que ocupan las primeras posiciones El mundo, Abc, El país y La vanguardia, y se destacan finalmente cinco grandes tendencias observadas: -ampliación del fondo temporal en línea; -hemerotecas gratuitas versus hemerotecas de pago; -simplificación (y empobrecimiento) de la búsqueda; -filtros en la presentación de resultados; -productos documentales en la sección Hemeroteca.
This study presents a system for the analysis and evaluation of digital press archives, analyses the digital press archives of a sample of Spanish newspapers and presents a proposal to classify and analyze the main sources that provide access to online press. The system is a kind of heuristic evaluation procedure based on 27 indicators articulated in four main sections: general features, contents, the query system, and presentation of results. For each indicator is explained: definition, explanation and use of punctuation. With this method, it analyses the digital press archives of the Spanish newspapers with the largest digital circulations between 2007 and 2010. The study points out the best and worst aspects of the digital press archives, establishing a ranking of newspapers in which El Mundo, Abc, El País and La Vanguardia occupy the top positions, and finally shows five major trends: extension of the temporary fund online, free archives versus payment archives, simplification (and depletion) of the query, filters in the presentation of results and documentary products in the archive section.

The research aims to know the process of migration of print journal into digital format and their allocation in a Journal Portal using the Open Journal Systems. Electronic systems allow the publishing of journals facilitate the process of scientific publishing. This study contributes to the library science by describing the migration process of a scientific journal literature and addresses the technical and scientific area. Was developed a flow chart of the migration process. After the study shows the importance of knowing the Open Journal Systems for Publishing, understand the role of authors, editors, managing editor, reviewer and lecturer metadata of digitization. Migration coupled with scanning and processing of digital files meet the requirements for information retrieval systems for Internet search.

Abstract:
The purpose of this thesis is to look at a Memorandum of Understanding MoU) called "Multi-Media Access to Europe's Cultural Heritage" that was established by the European Commission in 1996. This is an agreement upon working to define the European museums' role in the information society. The aim of this thesis is to examine which contributions to the MoU Viennese institutions, dealing with art, made. It is verified which museums know about this document and which of them signed it. It is also reported which Viennese institutions have digitised a large number of items and made them accessible over electronic networks as a commitment to the MoU. Another aim of this thesis is to show which digitisation strategies for Austria's cultural and scientific heritage is pursued today. A review of the literature and an interview with Dr. Schredl from the 'Bundesdenkmalamt' revealed the role Viennese art institutions played regarding the MoU and are now playing regarding digitisation. To underline the findings of the literature a questionnaire was sent to the institutions and the results were summarised and presented by using statistics. Accordingly, the findings highlight that only a few Viennese art institutions know the MoU and signed it. Nevertheless a huge number of institutions have already digitalised an amount of items and present them over electronic networks and some others plan to do so. Today Austria organizes digitisation of its cultural and scientific heritage following the strategies elaborated by the European Union.

Abstract:
This dissertation investigates card-image public access catalogues (CIPACs) – online library catalogues based on databases of digitized catalogue cards and more or less sophisticated mechanisms for browsing or searching. Solutions of this kind have been implemented by a number of libraries in various countries since the mid-1990s, mainly as inexpensive alternatives to a full retrospective conversion of their old catalogues. The general aim of the study is to build up an informed view of this area, by looking at the present spreading of CIPACs, their characteristics and navigational features, the problems and issues interconnected with their creation and implementation, and the awareness, behaviour and opinions of CIPAC users. In order to achieve these goals, several approaches were used. First, a comprehensive survey of existing CIPACs and their characteristics was undertaken; this also included the implementation and updating of an international CIPAC web-page. Second, the main issues in CIPAC creation and implementation were identified and discussed, based both on the relevant project literature and the answers of 23 libraries to a short unstructured questionnaire. Third, a webbased qualitative survey of 320 users of eleven CIPACs in four countries was conducted. The study shows that the CIPAC approach has to offer much to libraries that cannot afford to convert their large old catalogues as fast as they might wish. However, the absence of sophisticated search options, the problems that users often have with the interfaces offered for navigation, and the features of a past and mostly outdated generation of reference tools that these computerized card catalogues inherently carry suggest that they are at best acceptable as short or medium-term, but not as permanent alternatives to "real" OPACs.

Abstract:
With recent strategic frameworks, the European Commission launched a new integrated approach to long-term preservation and access of the digital cultural heritage and scientific knowledge. Its communications outline the vision of digitization, online accessibility and digital preservation of heritage objects, highlighting the initiative and role of digital libraries. The article overviews provisions concerning the cultural policy and heritage digitization within normative documents of the Republic of Lithuania with the focus on legislation on published documents. It highlights the initiative of the Martynas Mažvydas National Library of Lithuania concerning a draft law on legal deposit, programmes and current projects for long-term preservation of the cultural heritage, and cooperation between memory institutions on the basis of the Integrated Virtual Library Information System.

Abstract:
Digitization of collections enables wide dissemination of content from our documentary heritage and increases access to rare documents and current research literature in library collections. Indian digitization initiatives have produced a vast amount of digitized documents. They are made accessible through intranets or Internet channels. However, maintaining an Internet-based online digital library system has several problems such as availability of web server for 24X7 timeframe, robust broadband connectivity, efficient retrieval engine, ownership of digitized documents, etc. This study address such issues affecting Indian initiatives. It also documents the digitization and digital preservation practices by many national and institutional initiatives. The study gives special reference to India’s largest digitization initiatives – Digital Library of India, theses and dissertations in universities, heritage items of Indira Gandhi National Centre for the Arts, National Mission for Manuscripts, and digitization of Indian journal collections. The study found that many Indian institutions have established a defined path of capacity, competency and capability development in digitization of documentary heritage. They have secured support from concerned stakeholders, parent bodies and various funding agencies. While multi-stakeholder participation is secured in digitization projects, self-sustainability of the project was also ensured. Every information system project has a life cycle. After completion of digitization project and establishment of an online or intranet-based retrieval system, normally digitization work gets discontinued. Information retrieval system needs to be continued to achieve project goals and objectives, and to serve the target audiences on long-term basis. Institutional support is also necessary for self-sustainability of such projects. Open Access to knowledge and information proves to be an efficient diffusion model for scholarly literature. Study observed that some Indian projects have established Open Access repositories at institutional or national level for worldwide dissemination of information. These repositories enhance international visibility of India’s research output

Abstract:
This research has been treating strategic plan, performance programs and annual reports in the context of cause and effect. Strategic plans are the documents that the fundamental aims of institutions have been stated in a particular time. Performance programs are the application documents of the strategic plans annualy. It has seen that not much sufficient researchs that surveying how is the shape of services focusing information and records in the strategic plans and performance programs of municipalities up to date. Study is handling the subject of "in the which level municipalities as a local government agency, could achieve the services focusing information and records management that presented in strategic plans and performance programs." In this study, how the services focusing information and records has been shaped and achieving of the mentioned goals or not has been researched. These services are classified in three ways: providing the service intented to public that includes establishing libraries, resources of institutional information service shaped with consisting institution archive and electronic records management systems and the services scope of e-Government. In this research, strategic plan and performance programs of municipalities have been examined and realization of goals or not have been checked by annual reports and Web sites of municipalities. It has seen that hypothesis was valid for the %60 of district municipalities of Istanbul at least. Initially the current reality of scientific publications for the area Social Sciences and Humanities in Argentina sector and its contrast with the regional and international context is analyzed ; establishing a direct relationship with the different models of assessment. Through an exploratory - descriptive study are evaluated , based on selected indicators , publications offered in digital format belonging to public universities in Argentina . The results describe weaknesses and absence of the sector, allowing boardings necessary to reflect on that channel a process of improvement. Finally possible lines of action to continue and deepen this research are proposed.
