Though interpreting research in Japan is in its infancy, it is hoped that it will be activated by the effort of the Interpreting Research Association of Japan. One of the important themes of interpreting research in Japan is to find ways in which to overcome the difficulties that arise in the interpretation between Japanese, which is an SOV-type language, and SVO-type languages such as English.

Abstract:
Advance care planning (ACP) allows individuals to plan the health care which dignifies their personal values at the terminal phase of their illnesses. The Japanese government previously endorsed the concept of ACP in the guideline on end-of-life care and community nurses in Japan could play an increased role to improve its utilization by patients. The current study aimed to identify challenges surrounding ACP practice in the home environment in Japan from the community nurses’ perspectives. Semi-structured interview was performed on eleven community nurses working in metropolitan areas in Japan. Qualitative data was collected and analyzed using Braun & Clarke’s six-step framework of thematic analysis (2006). Five themes were identified as barriers to effective ACP utilization: complexity surrounding family power, informed consent and discussion, cultural influence, longer life versus better life, and absence of frameworks and guidelines. The first three themes were further subdivided into subthemes: imbalance in family power and family guilt, inadequate information for decision-making and ‘no one talk about it’, and traditional ways of thinking and taboo surrounding talking about death, respectively. The identified issues surrounding the current ACP practice in Japan were interconnected and reflective of the social, cultural, legal, and ethical aspects of life and care in Japan. This study highlighted the importance of respecting patients’ preferences in care, which should be additionally protected by establishing clear policy and legal frameworks on ACP

Abstract:
This study examines the Japan-China rivalry and independent foreign policy (IFP) rhetoric of Philippine President Rodrigo Duterte. Using both AntConc (concordance program) and conventional reading, this study identifies the themes and aspects as to how he used words related to China and Japan in his speeches. Data analysis reveals that his rhetoric centered on several themes, such as historical relations, brotherly and friendly relations, strategic partnership, China as an economic and military superpower, development assistance, and as point of reference, among others. Contrary to what Duterte portrays as IFP, the study shows that even after two years into his presidency, nothing has really changed in the Philippines. His promise of pursuing an IFP policy has neither taken the form of a concrete plan nor materialized as a policy. This paper argues that the ambivalence in Duterte’s foreign policy rhetoric is just a strategy to accommodate China’s influence while maintaining his nationalist narrative. His IFP rhetoric is just a manifestation of continuing dependency to outside powers. Abstract:
Background Early symptoms of worsening heart failure are difficult for patients to detect and manage, contributing to the high readmission rate for worsening heart failure. Thus, it is important to promote self-monitoring and to support patients in recognizing and interpreting their symptoms. This study aimed to explore the ways in which specialized nurses in the outpatient setting provide support for self-monitoring in patients with chronic heart failure in Japan. Methods This exploratory study adopted a qualitative study design. The participants were a convenience sample of five nurses certified in chronic heart failure nursing and one advanced practice nurse certified in chronic care nursing, all with experience in outpatient nursing in Japan. Data were collected from June 2017 to October 2017 through semi-structured one-on-one interviews and were analyzed using an established qualitative inductive method. Results The analysis identified seven themes describing the nursing support provided by the study participants. Among these were three themes describing different forms of direct support for self-monitoring: “Encourage patients to reflect on their own,” “Support touching the body and developing body awareness,” and “Support sharing the task.” Two themes described practice perspectives: “Support self-monitoring that is not overly sensitive” and “Support connection with the patient’s life.” Two final themes described contextual factors in the outpatient care setting: “Struggling with constraints and powerlessness” and “Building a support system in the outpatient setting.” Conclusions The findings provide a practice for nurses promoting self-monitoring in patients with chronic heart failure in the outpatient setting. The study findings inform and provide goals for the support of self-monitoring in patients with heart failure and also, suggest the need to establish a strong support system for outpatient care in Japan.

Abstract:
Abstract This article analyzes a few selected case studies from different religious traditions in contemporary Japan to illustrate, first, the active role played by religion in Japan in the creation of hybrid forms and, secondly, the potentiality in two instances to promote cultural chauvinism. The topics explored here are Japanese Buddhism and the issue of human rights, Shintō’s self-representation as a ‘religion of the forest,’ and Kōfuku no Kagaku’s adoption of Theosophical themes. The discourse of human rights found in traditions such as Jōdo Shinshū, Jōdoshū, and Sōtōshū shows how this western idea is made to resonate with religious concepts from the Buddhist tradition, thus making possible a reshaping of local religious identities. While in this case the catalyst in the process is provided by an external source, the recent reshaping of Shintō as a ‘religion of the forest’ may be characterized as a glocalization leaning to ‘native’ sources, in which the ‘native’ religious tradition is subject to a creative reading following the worldwide growing awareness of ecology. Here a tendency to emphasize the superiority of the ‘native’ culture may also be noticed. However, as the case of Kōfuku no Kagaku’s adoption of various Theosophical themes illustrates, also glocalization leaning to external sources may be accompanied by forms of cultural chauvinism.

ObjectivesWhile leadership is accepted as a crucial aspect of a successful resuscitation team, the role of followership has not been sufficiently explored. This study aims to explore physicians’ perceptions of common favourable followership in resuscitation teams in two different countries.DesignA qualitative study with interviews and a reflexive thematic analysis.SettingThe authors individually interviewed critical care and emergency physicians whose clinical experience exceeded 6 years in Japan and the USA.ParticipantsA total of 18 physicians participated in a face-to-face, semistructured and in-depth interviews.ResultsFive themes and nine subthemes related to followership in resuscitation were identified. Under technical skills, two themes (being knowledgeable and skilled) and three subthemes (understanding guidelines/algorithms, clinical course and being competent with procedural skills), were generated. Under non-technical skills, three themes (assuming roles, team communication and flattening hierarchy) and six subthemes (taking roles spontaneously, calm tone of voice, sharing information, closed-loop communication, respectful attitude and speaking up), were generated. Each generated theme involved commonly perceived favourable attributes of followership in resuscitation teams by experienced critical care and emergency physicians in both countries.ConclusionsThis study clarified physicians’ perception of common favourable followership attributes in resuscitation teams, both in Japan and in the USA. The results of this study shed light on followership-focused resuscitation education, where followership skills are generally underestimated.

Abstract:
China's political “opening to the West” in 1979–89 directly affected historical scholarship on Ming and Qing socioeconomic history. Some PRC scholars were able to travel abroad, others met foreign specialists at international conferences held in China, and many more were introduced to foreign scholarship through Chinese translations of articles and books published in Taiwan, Japan, Europe, and North America. Foreign scholars, also, profited from new access to archival sources for research; a few anthropologists and historians even were able to reside in the countryside and interview villagers. While increased access and scholarly exchange have enriched research, they have not erased national differences in interpretation and approach.

Interviews were conducted in Indonesian and Malaysian languages and transcribed and translated into English. The data were thematically analysed.ResultsFour themes were identified: (1) trying to comply with the recommendations of Islam, (2) confusion about healthcare system, (3) improvising an informal support system and (4) language barrier problems.ConclusionMuslims in Japan have some issues when obtaining healthcare services mainly because of communication issues besides the conflicts to meet their religious obligations. Education and awareness building for the Muslim patients in Japan as well as Japanese healthcare providers are needed to allow smooth communication between Japanese healthcare providers and Muslim patients in Japan.

This dissertation concerns the reproduction and negotiation of Japanese national identity at the intersection between sports, media, and globalization. The research includes the analysis of newspaper coverage of the most significant sporting events in recent Japanese history, including the 2014 Koshien National High School Baseball Championships, the awarding of the People’s Honor Award, the 2011 FIFA Women’s World Cup, wrestler Hakuho’s record breaking victories in the sumo ring, and the bidding process for the 2020 Olympic Games. 2054 Japanese language articles were examined by thematic analysis in order to identify the extent to which established themes of “Japaneseness” were reproduced or renegotiated in the coverage. The research contributes to a broader understanding of national identity negotiation by illustrating the manner in which established symbolic boundaries are reproduced in service of the nation, particularly via mass media. Furthermore, the manner in which change is negotiated through processes of assimilation and rejection was considered through the lens of hybridity theory.

Abstract:
"The Living Artist" describes Haruhisa Handa's diverse activities in the arts as analyzed by himself. He investigates why he ventured out to learn both western and eastern styles of art, and researches what it is that truly motivates him to take on such challenging activities. In this thesis, Handa begins with recollections and an evaluation of his own life. At present he is Involved In art from a wide variety of periods and cultures Including calligraphy, painting, tea ceremony, and Noh drama from Japanese culture, oil painting, composition, classical music and ballet from western culture as well as classical Chinese opera. Throughout he questions what It is that drives him into each of these areas, and returns to his elementary and junior high school days to probe for an answer. As he discusses his own history from his childhood to the present, he also analyses his own trail as a man of religion, which underpins all of his artistic ventures. After reflecting on the past, he moves through to the present, and evaluates the Influence of the Shinto religion on his artistic activities. He seeks to justify the reasons for the diverse path he has followed as both a businessman and as an artist through his understanding of Shintoism, a religion that is deeply rooted In the foundation of Japanese culture. He continues his narrative from various points of view, and reveals the methodology through which he engages in his artistic activities as well as In his primary role as a successful businessman. In particular, he evaluates his activities as a businessman and draws comparisons to his business peers and their involvement In the arts. Throughout the study Haruhisa Handa's arts practice is evidenced in his supplementary package of videos, COs and monographs that are appended to this work. Not all of Handa's activities in the arts are traditional performances or paintings; many of his projects creatively integrate religion and business. Indeed, all aspects of his life are tied together by one common factor. In this study he identifies what It is that motivates his wide-ranging artistic ventures, and in so doing reveals a unique approach to arts participation and patronage.

Abstract:
Juvenile delinquency in Japan has steadily declined since World War Ⅱ. This decline is true for both male and female juveniles, though some noticeable variations exist between the genders. Given this overall steady decline, this paper attempted to examine what factors contributed to the lowering of juvenile delinquency rates. When it comes to gender differences, this paper attempted to determine whether the factors related to male juvenile delinquency are the same factors related to female juvenile delinquency. Theories from the United States and other western countries that predict crime and delinquency were reviewed. Guided by this review, this paper constructed dependent variables (e.g., juvenile delinquency rates of total, males, and females) collected from the White Paper on Crime by the Ministry of Justice. The analysis included independent variables derived from Macro Strain Theory (MST) (e.g., unemployment aged 15-19, divorce rate, enrollment to university), Routine Activity Theory (RAT) (e.g., cellular phone penetration rate, student-teacher ratio, police strength) and Deterrence Theory (e.g., incarceration, revision of Juvenile Act in 2000). Graphical portrayal, descriptive analysis, bivariate correlations, and multiple regression analysis using ARIMA (autoregressive integrated moving average) techniques were performed. At the bivariate level of analysis, the results indicated that unemployment is significantly associated with the total and the male juvenile delinquency, while it is not significantly associated with the female juvenile delinquency. Across genders, divorce rate and cellular phone penetration predict juvenile delinquency significantly. However, at the multivariate level of analysis, the divorce rate was found a significant effect on female juvenile delinquency only when independent variables were limited to MST variables. The implications of the findings for juvenile justice are (1) providing support for unemployed youths, (2) providing support to divorced families and (3) educating youths and their families on the proper use of cellular phones. Limitations of the data were also addressed.

Japan has been seen as a safe country in the world. Previous studies that show societal and cultural characteristics have contributed to the comparative low crime rates. Also, the roles of criminal justice system are critical. Today, Japanese society favors a more punitive approach towards offenders. The present study examined which variables of economic factors, socio-structural factors, and deterrence factors affected Japanese crime rates (i.e., homicide, robbery, and larceny), testing for Institutional anomie theory (IAT) and deterrence theory. I conducted visual examination of co-variation with Z-scores and an ARIMA (autoregressive integrated moving average), with Japanese governmental data from 1955 to 2012. The results indicated homicide rates were explained by neither IAT nor deterrence variables. Robbery rates were significantly related with unemployment rates and divorce rates, supporting IAT. Larceny rates were strongly associated with clearance rates, giving support to deterrence theory. Based on the results, practical implications and limitations were discussed.

AbstractCerebral palsy is a pathological condition whose prevention and treatment have been immensely studied by experts in perinatal medicine and pediatric neurology. Despite this, it is still one of the main concerns nowadays in many countries, not only for scientific reasons but for legal ones also. For instance, in Japan, an increase in lawsuits relating to cerebral palsy was observed more than a decade ago, after healthcare resources in perinatal medicine had increasingly shrunk and had become fragile under the growing burden for physicians and midwives to provide advanced treatment, emergent care, high-risk treatment, and so on. Young physicians did not specialize in obstetrics because of the increased burden, which gave rise to a vicious cycle of shrinking resources in perinatal medicine. To address this issue, the Japan Obstetric Compensation System for Cerebral Palsy (JOCS-CP) was urgently introduced in 2009 to investigate, develop preventive measures, and award monetary compensation on a no-fault basis, with the Japan Council for Quality Health Care (JQ) as its operating organization (Fig. 33.1). It has so far produced annual reports on the prevention of cerebral palsy for nine consecutive years including numerical data and specific themes relating to the occurrence and prevention of cerebral palsy. The success of the system is a good reference for responding to adverse events which may happen in and have a vast impact on perinatal care. Therefore, this chapter focuses on cerebral palsy with primary reference to materials published by the JOCS-CP in the field of perinatal medicine. The aim of this chapter is to learn about the issues mentioned above and to discuss the significance and impact of introducing a nationwide system like the JOCS-CP. It describes knowledge and idea to questions of “Why cerebral palsy is highlighted among adverse event in obstetrics?”, “How the no-fault compensation/investigation/prevention system could be introduced?”, “What has been achieved by the system?”, and “How cerebral palsy is prevented?”.

Yuri manga are focused on the representation of sentimental relations between girls. Despite still being a niche within the manga landscape, the popularity of this genre in terms of number of productions and fans is increasing, and in the last few years its fame has been expanding outside Japan as well. As a manga genre, yuri developed since the mid-2000s. Notwithstanding being a novel genre, yuri narratives are deeply embedded into the heritage of the late Meiji-early Shōwa shōjo bunka (girls’ culture), and especially into the so-called “esu kankei” relationships, girl/girl bonds developing in girls’ schools at the time. The aim of this article is double-folded: from one hand, I will highlight and discuss the birth of yuri manga, analysing the re-elaboration of the heritage of shōjo bunka and its cultural productions - such as Yoshiya Nobuko’s Hana Monogatari - into the first examples of yuri manga, to demonstrate the intermediality and intertextuality of these media. On the other hand, I will map the development of yuri manga through the 2000s, stressing onto the increasing relevance given by these narratives to LGBTQ+ related themes, along with the detachment from the influence of shōjo bunka.

Each R&D theme is underway toward achieving the program goal. The 1st conceptual drawing of the advanced material gas-generator is completed as the result of the conceptual study. PMC (Polymer Matrix Composites), MMC (Metal Matrix Composites), CMC (Ceramic Matrix Composites) and TiAl (Titanium-Aluminide) are considered as the candidate material for the advanced material gas-generator. This paper provides further discussion of a new defence-in-depth safety concept that was presented at ICEM09[1]. The basic idea is that it is rational to assume that the performance of passive engineered barriers with suitably chosen characteristics and the natural barrier will maintain their safety functions for a sufficiently long time due to geochemical buffering occurring deep underground, The approach can be used to enhance and embed public understanding of the long-term safety of geological disposal. This paper summarizes the logic of the approach focusing on the following topics, which are the basic themes of the new safety concept. 1. Applicability of the defence-in-depth concept to the geological disposal of radioactive waste; 2. Natural Analogue approach to explaining the long-term behaviour of the barriers; and 3. Approach for the Social Dialogue with stakeholder, which is the most important issue for site selection.

The Department of Basic Engineering in Global Environment (DBEIGE) of the Kogakuin University started only six years ago with the objectives of educating its students to become global engineers. The essential requirements set forth in DBEIGE as the global engineer include 1) the communication skills, 2) the international sense and knowledge, 3) creative thinking, and 4) management skills in addition to the strong basic and specific scientific and engineering knowledge. ECP has been established as one of the key courses in DBEIGE to teach and enhance the four elements described above. It is essentially an industry-university collaborative program where the project themes are provided by the industry together with their technical liaisons. With this new educational program first in its kind in Japan, the graduates seem to be better trained in terms of communicating, thinking globally and creatively, and managing things well than those from the conventional engineering institutes in Japan.

The Japan Accreditation Board for Engineering Education (JABEE) established in 1999 is a nongovernmental organization that examines and accredits the college and university programs in engineering education. “The Basic Engineering in Global Environment” of Kogakuin University is an engineering program, leading to bachelor’s degree, accredited in the field of “General Engineering” by JABEE in 2001, one of the first three programs accredited in Japan. Since the accreditation is valid for five years, the program recently went through an examination again by JABEE for another 5 years from 2006. The JABEE criteria as well as the procedures and methods of accreditation and examination were not quite well defined in details for a couple of years after 2001. The authors have investigated whether the accreditation system really could help educational improvements for students, faculties and industries. Most of senior students in Japanese technical colleges have to complete graduation thesis work. They will be trained to be researchers rather than engineers, because those themes with a strong scientific aspect belong to their professors. Unlike the graduation thesis work, in the program of the Basic Engineering in Global Environment accredited by JABEE, are offered the subjects like ethics, engineering design, management skills and communication skills, which are required and essential for the engineer. The students can be trained to become true and useful engineers or embryos demanded by industrial companies through these curricula. Furthermore, the graduates of the accredited engineering programs are exempted from Primary Examination for Professional Engineer, since the fundamental capability as an entry-level engineer is assured by the program itself. Basic specialized knowledge is examined in the Primary Examination for PE. In the Final Examination for PE practical engineering experience and skill are examined. The graduates of the program of Basic Engineering in Global Environment will possibly pass the Final Examination without much difficulty, since they learn the management ability, creativity, communication ability and so on with the industry-university co-operational education in the program.

The Japan Power Engineering and Inspection Corporation (JAPEIC) has been carrying out the project titled “Nuclear Power Plant Integrated Management Technology (PLIM)” consigned by Japanese Ministry of Economy, Trade and Industry (METI) since 1996FY as a 10-years project. As one of the project themes, development of reconstitution technology for reactor pressure vessel (RPV/RV) surveillance specimens, which are installed in RPVs to monitor the neutron irradiation embrittlement on RPV/RV materials, is now on being carried out to deal with the long-term operation of nuclear power plants. The target of this theme is to establish the technical standard for applicability of reconstituted surveillance specimens including the reconstitution of the Charpy specimens and Compact Tension (CT) specimens. With the Charpy specimen reconstitution, application of 10mm length inserts is used, which enables the conversion of tests from the LT-direction to the TL-direction. This paper presents the basic data from Charpy and CT specimens of RPV materials using the surveillance specimens obtained for un-irradiated materials including the following. 1) Reconstitution Technology of Charpy Specimens. a) The interaction between plastic zone and Heat Affected Zone (HAZ). b) The effects of the possible deviations from the standard specimens for the reconstituted specimens. 2) Reconstitution Technology of CT specimens. a) The correlation between fracture toughness and plastic zone width. Because the project is now in progress, this paper describes the outline of the results obtained as of the end of 2000 FY.

Japanese animation or anime is one of the most popular and well-received types of Japanese popular cultures, translated into various languages, rendering these globally renowned. A plethora of studies has shown that interest in anime has led students to start learning the Japanese language. However, to date, studies examining the influence of anime consumption on Japanese language students, particularly in Malaysian contexts, are scarce. The present study aims to identify the effect of anime consumption on Malaysian undergraduates who enrolled in beginner Japanese language courses at three public universities in Malaysia. A total of 150 undergraduate students who are interested in anime participated in this study. The data was collected using an online survey and was coded and categorized by themes. The data revealed that most students are influenced by the characters, settings, and storylines of anime. The main positive effects are; broadening their knowledge on Japan and its culture, deepening their interest on Japanese language, strengthening relationships with family members and friends, releasing stress, instilling positive moral values and enhancing imagination and creativity. However, poor time management, negative moral values, negative emotion, antisocial behavior, escapism and buying characters’ goods are mentioned as the main adverse effects. The results of this study gave insightful perspectives to those working in Japanese language and cultural pedagogies.

On March 11, 2011, the northeastern coast of Japan was struck by 9.0-magnitude earthquake that triggered a devastating tsunami. Aside from the huge toll in people’s lives and severe damages to property, the tremor sent the Fukushima Daiichi Nuclear Power Plant on a tailspin, causing hydrogen explosions in three reactors, and sending radioactive materials into the air and bodies of water. Declared the largest nuclear disaster since Chernobyl, the crisis threatened neighboring countries, including China (International Business Times, 2011). On March 28, low levels of iodine-131, cesium-137 and strontium, believed to have drifted from Japan, were detected in the air over Heilongjiang province in the northeast part of China and in seawater samples collected in the eastern coastal areas (Qianjiang Eve News, 2011). Because these chemicals can enter the food chain and adversely affect human health (Ifeng.com, 2011), people became understandably anxious and the government had to avert panic. This study asks: How did the Chinese media report the risks attendant to this event? A content analysis of 45 straight news reports published by the Chinese press from March 16, 2011 to April 25, 2011 was conducted. The analysis focused on how the media explained the risk, portrayed potential harm, reported on government actions to safeguard public health, and provided suggestions to reduce public fear. The sources of information cited in the reports were also identified. The articles examined were collected from People.com, a comprehensive online archive of news reports, using “Fukushima” and “nuclear radiation” as search terms. The results indicated journalistic practices that left much to be desired in terms of risk reporting. First, the articles explained little about the technical aspects of the radiation leaks and failed to give audiences a general indication of levels of risk. Second, the media over-emphasized the government’s position that the environment was safe despite the more rampant word-of-mouth reports to the contrary, a slant that may have done nothing to allay public fear. Third, there was a dearth of information about what the government intends to do to alleviate the situation and suggestions about what people can do to protect themselves. The themes of news reports may be attributed to experts from research institutions and government officials who were the most frequently cited sources of facts, analyses, interpretations, and opinions. Scientists and nuclear experts were cited the most in the news reports.

A business plan and a new concept of the Mitsubishi small-sized High temperature gas-cooled modular Reactors (MHR-50/100) had been developed as reported in a paper at the HTR-2010 conference in Prague. The present paper reports the results of ensuing conceptual design study including updated market researches, improved safety features of the plant, and the plant dynamics analysis. Market researches on Japan, the USA, Southeast Asia and the Middle East have been updated applying the latest energy outlook data. The result shows that the potential market share for the type of HTGR (high temperature gas reactor) reactors is expected to be 10–20% in new construction of heat source plants in those market areas. A financial analysis made based on the results of the updated market research and the plant cost evaluations indicates that the feasibility of an HTGR business potentially exists. Concerning about the conceptual design, as main themes of the study, a plant design, safety design and plant dynamics have been carried out. The MHR-50/100 high safety characteristics have been confirmed based on the results of the following studies as reported in the present paper: (1) An investigation of a safety scenario during occurrence of a Total Black Out event; (2) An analysis of the reactor decay heat removal via a natural circulation. Lastly, the control methods for the reactor and associated steam cycle system for the MHR-50 have been studied. The results show that the reactor power changes can be effectively achieved by controlling the primary system helium flow rate. The ASURA code developed by MHI is used for simulation of such typical plant transients as 10% step load reduction and full load rejection. The results confirm the easy operability and controllability of the plant.

ABSTRACT Background: Cervical cancer ranked the fourth most cancer incidence in women. WHO announced that 311,000 women died from the disease in 2018. Cervical cancer screening uptake remains low, especially in low- and middle-income countries. This scoping review aimed to investigate the motivation for early detection of cervical cancer in women of reproductive age. Subjects and Method: A scoping review method was conducted in eight stages including (1) Identification of study problems; (2) Determining priority problem and study question; (3) Determining framework; (4) Literature searching; (5) Article selection; (6) Critical appraisal; (7) Data extraction; and (8) Mapping. The research question was identified using population, exposure, and outcome(s) (PEOS) framework. The search included PubMed, ResearchGate, and grey literature through the Google Scholar search engine databases. The inclusion criteria were English-language and full-text articles published between 2010 and 2020. A total of 275 articles were obtained by the searched database. After the review process, twelve articles were eligible for this review. The quality of searched articles was appraised by Joanna Briggs Institute Critical Appraisal tools. The data were reported by the PRISMA flow chart. Results: Seven articles from developing countries (Jamaica, Nepal, Africa, Nigeria, Libya, and Uganda) and five articles from developed countries (England, Canada, Sweden, and Japan) met the inclusion criteria with cross-sectional studies. The selected existing studies discussed 3 main themes related to motivation to early detection of cervical cancer, namely sexual and reproductive health problems, diseases, and influence factors. Conclusion: Motivation for cervical cancer screening uptake is strongly related to the early detection of cervical cancer among reproductive-aged women. Client-centered counseling and comprehensive sexual and reproductive health education play an important role in delivering information about the importance of cervical cancer screening. Earthquake focal mechanisms have contributed substantially to our understanding of modern tectonic stress regimes, perhaps more than any other data source. Studies generally group focal mechanisms by epicentral location to examine variations in stress across a region. However, stress variations with depth have rarely been considered, either due to data limitations or because they were believed to be negligible. This study presents 3D grids of tectonic stress tensors using existing focal mechanism catalogs from several subduction zones, including Cascadia, Japan, Nankai, Mexico, and northern Chile. We bin data into 50 x 50 x 10 km cells (north, east, vertical), with 50% overlap in all three directions. This resulted in 181380 stress inversions, with 90% of these in Japan (including Nankai). To the best of our knowledge, this is the first examination of stress changes with depth in several of these regions. The resulting maps and cross-sections of stress can help distinguish locked and creeping segments of the plate interface. Similarly, by dividing the focal mechanism catalog in northern Japan into those before and those >6 months after the 2011 Mw 9.1 Tohoku-Oki earthquake, we are able to produce detailed 3D maps of stress rotation, which is close to 90° near the areas of highest slip. These results could inform geodynamic rupture models of future megathrust earthquakes in order to more accurately estimate slip, shaking, and seismic hazard. Southern Cascadia and Nankai appear to have sharp stress discontinuities at ~20 km depth, and northern Cascadia may have a similar discontinuity at ~30 km depth. These stress boundaries may relate to rheological discontinuities in the forearc, and may help us unravel how forearc composition influences subduction zone behaviour and seismic hazard.

Ground-motion models (GMMs) for subduction earthquakes recently developed as part of the NGA-Subduction (NGA-Sub) project are compared in this report. The three models presented in this comparison report are documented in their respective PEER reports. Two of the models are developed for a global version and as well regionalized models. The third model is developed based on earthquakes contain in the NGA-Sub dataset only from Japan and as such is applicable for Japan. As part of the comparisons presented in this report, deterministic calculations are provided for the global and regional cases amongst the models. The digital values and additional plots from these deterministic comparisons are provided as part of the electronic supplement for this report. In addition, ground-motion estimates are provided for currently published subduction GMMs. Two example probabilistic seismic hazard analysis calculations are also presented for two sites located in the Pacific Northwest Region in the state of Washington. Based on the limited comparisons presented in this report, a general understanding of these new GMMs can be appreciated with the expectation that the implementation for a specific seismic hazard study should incorporate similar and additional comparisons and sensitivity studies similar to the ones presented in this report.

The term blackbird loosely refers to a diverse group of about 10 species of North American birds that belong to the avian family Icteridae. The most common species include: Red-winged blackbird (Agelaius phoeniceus, Common grackle (Quiscalus quiscula), Great-tailed grackle (Quiscalus mexicanus), Brown-headed cowbird (Molothrus ater), Yellow-headed blackbird (Xanthocephalus xanthocephalus), Brewer’s blackbird (Euphagus cyanocephalus), and Rusty blackbird (Euphagus carolinus). They can cause damage to crops and fruits. Some of them may cause damage to livestock feed in feedlots and some of them may be a cause for concern in the future, due to the potential for disease transmission, with their expanding range. There is potential to amplify and spread disease to humans such as avian influenza although there is no evidence that this happened. Blackbirds are native migratory birds, and thus come under the jurisdiction of the Federal Migratory Bird Treaty Act (MBTA), a formal treaty with Canada, Mexico, Japan, and Russia. Blackbirds have federal protection in the U.S.

Abstract:
Forced by the 1997 Southeast Asian crisis to recognize the external vulnerabilities that openness to volatile capital flows result in and upset over the post-crisis policy responses imposed by the IMF, countries in the sub-region saw the need for a regional financial safety net that can pre-empt or mitigate future crises. At the outset, the aim of the initiative, then led by Japan, was to create a facility or design a mechanism that was independent of the United States and the IMF, since the former was less concerned with vulnerabilities in Asia than it was in Latin America and that the latter’s recommendations proved damaging for countries in the region. But US opposition and inherited geopolitical tensions in the region blocked Japan’s initial proposal to establish an Asian Monetary Fund, a kind of regional IMF. As an alternative, the ASEAN+3 grouping (ASEAN members plus China, Japan and South Korea) opted for more flexible arrangements, at the core of which was a network of multilateral and bilateral central bank swap agreements. While central bank swap agreements have played a role in crisis management, the effort to make them the central instruments of a cooperatively established regional safety net, the Chiang Mai Initiative, failed. During the crises of 2008 and 2020 countries covered by the Initiative chose not to rely on the facility, preferring to turn to multilateral institutions such as the ADB, World Bank and IMF or enter into bilateral agreements within and outside the region for assistance. The fundamental problem was that because of an effort to appease the US and the IMF and the use of the IMF as a foil against the dominance of a regional power like Japan, the regional arrangement was not a real alternative to traditional sources of balance of payments support. In particular, access to significant financial assistance under the arrangement required a country to be supported first by an IMF program and be subject to the IMF’s conditions and surveillance. The failure of the multilateral effort meant that a specifically Asian safety net independent of the US and the IMF had to be one constructed by a regional power involving support for a network of bilateral agreements. Japan was the first regional power to seek to build such a network through it post-1997 Miyazawa Initiative. But its own complex relationship with the US meant that its intervention could not be sustained, more so because of the crisis that engulfed Japan in 1990. But the prospect of regional independence in crisis resolution has revived with the rise of China as a regional and global power. This time both economics and China’s independence from the US seem to improve prospects of successful regional cooperation to address financial vulnerability. A history of tensions between China and its neighbours and the fear of Chinese dominance may yet lead to one more failure. But, as of now, the Belt and Road Initiative, China’s support for a large number of bilateral swap arrangements and its participation in the Regional Comprehensive Economic Partnership seem to suggest that Asian countries may finally come into their own.

This study examines science diplomacy in Austria. ZSI was commissioned by the BMBWF between February and September 2021 to research how science diplomacy is currently understood and implemented and how the concept can be better anchored and promoted in Austria. Using literature and desktop research, an online survey, interviews and a focus group, this report answers the following key questions: how does the Austrian science diplomacy ecosystem looks like, who are its actors, what are the challenges and how could they be addressed? The complex task of presenting the current practical implementation of science diplomacy was carried out in this study in a survey that includes more than 150 actors and ranks them according to their importance in the system. Interviews with representatives of these organizations revealed that the term is well known. The actors note that they are already carrying out activities in the direction, and are also interested in intensifying this. However, there are concerns about using the term without a specific context. Accordingly, the concept is often not explicitly mentioned in institutional presentations and activities, and practices are often in other contexts. Furthermore, actors in the system are of course aware of each other, but there is no exchange on the topic of science diplomacy in particular. The corresponding (explicit) competencies and financial resources are lacking. This study also includes case studies that look at other countries' approaches: Perspectives from Japan, Finland, and Switzerland on science diplomacy are described. These and outstanding practices from other countries, as well as interviews and findings from a focus group with Austrian stakeholders, inspire five recommendations that conclude the report.

At the AIAA SciTech 2020 conference, the Meshing, Visualization and Computational Environments Technical Committee hosted a special technical panel on In Situ/In Transit Computational Environments for Visualization and Data Analytics. The panel brought together leading experts from industry, software vendors, Department of Energy, Department of Defense and the Japan Aerospace Exploration Agency (JAXA). In situ and in transit methodologies enable Computational Fluid Dynamic (CFD) simulations to avoid the excessive overhead associated with data I/O at large scales especially as simulations scale to millions of processors. These methods either share the data analysis/visualization pipelines with the memory space of the solver or efficiently off load the workload to alternate processors. Using these methods, simulations can scale and have the promise of enabling the community to satisfy the Knowledge Extraction milestones as envisioned by the CFD Vision 2030 study for "on demand analysis/visualization of a 100 Billion point unsteady CFD simulation". This paper summarizes the presentations providing a discussion point of how the community can achieve the goals set forth in the CFD Vision 2030.
