Abstract:
Jakarta recently has gained even more central political attention in Indonesia since Joko Widodo (Jokowi) and Basuki Purnama (Ahok) became, respectively, the province's governor and vice-governor in 2012. They started a series of eye-catching and populist programmes, drawing popular support from not only the people of Jakarta, but also among Indonesians in general. Jokowi is now even the most popular candidate for the presidential election in 2014. Their rise is phenomenal in this sense, but it is understandable if we look at Jakartan voters’ behaviour and the institutional arrangement that leads to it. Jakarta, as the national capital, has a unique arrangement in that the province has no autonomous regency or city. This paper argues that this arrangement causes Jakartans to be more politically volatile and describes how this institutional arrangement was created by analysing the minutes of the meeting to discuss the laws concerning Jakarta Province.

Abstract:
Urbanization in Jakarta encourages the conversion of agricultural land and other green open spaces into built-up areas. Agriculture sector is being marginalized and its contribution is only 0.1% of the economy of Jakarta. Previous studies showed that regardless of its fewer contribution, Jakarta's agriculture persistence takes place due to single to multiple functional transformations especially from staple food production to diverse functions such as environmental, cultural, property rights protection functions, etc. This study aims to identify agricultural multi-functionality in Jakarta. This research uses descriptive quantitative analysis method which is deepened with qualitative analysis through the interview and scientific photography technique to represent physical and social reality in the field. The results indicate that Jakarta’s agriculture is scattered due to urbanization pressure. In addition, Jakarta's agriculture is transformed through the creation of new urban values which demonstrate the ability of urban agriculture to survive.

Abstract:
Abstract As Indonesia’s capital, Jakarta has great potential as a tourist destination with its beautiful and captivating beaches. However, coastal waste management issue has become a significant barrier in maximizing the tourism potential in coastal area. The primary objective of this study is to determine how investing in coastal waste management might improve tourism along Jakarta’s shore, with 4 sub-objectives: 1. Identification of waste management practices around Jakarta’s rivers, 2. Identification of total suspended material in the Jakarta Bay coastline, 3. Analysis of Jakarta tourism trends, and 4. Benefits of coastal waste management for the sustainability of tourism in the Jakarta coast. This research employed quantitative data and analyze the correlation between the number of tourist visits and the amount of waste in Jakarta. The research found that waste transportation expenditure in Jakarta’s rivers ranges from IDR 2.9-9 billion per month. The highest contributor of materials to the Jakarta Bay coastline comes from rivers in Kalibaru Barat & Cakung, Kanal Barat & Ciliwung, and Cengkareng areas. While tourist visits to other places decreased, Jakarta saw an increase in visitors in 2018 and 2019, a 23% decrease in 2020, and then a subsequent increase. Coastal waste management investments boost Jakarta coast tourism.

Abstract:
Final disposal Bantargebang is the largest final disposal in Indonesia which is located in the city of Bekasi with the DKI Jakarta service area. DKI Jakarta’s waste generation in September 2022 is 5948,98 tons/day to 8773,76 tons/day, due to limited land issues and DKI Jakarta’s high waste generation every day. DKI Jakarta needs waste management and determination of the right technology. Mapping waste generation aims to display visual data on waste distribution, to facilitate the determination of DKI Jakarta waste management policies both from sources and at final disposal. Clustering uses the K-mean method using 40,514 data sets of waste generation. The real data on waste generation was obtained from recording directly at the final disposal Bantargebang weighbridge facility with waste sources from DKI Jakarta (West Jakarta, East Jakarta, Central Jakarta, South Jakarta and North Jakarta) for 30 working days with operating hours 24 hours/day. An average waste generation was obtained of 7,512 tonnes/day with a total of 1301 trucks/day. The number of clusters obtained was 3 with 43 members, where cluster 0 had 20 members, cluster 1 had 14 members and cluster 2 had 9 members and the distance performance value showed 0.399.

On July 29, 2019, Jakarta's air quality was ranked first on the AirVisual.com website with the worst air quality statement in the world. According to AirVisual.com, Jakarta's Air Quality Index (AQI) stands at 188, which means the air quality in Jakarta is not healthy. On the same date, Detik.com and Kompas.com reported on the poor quality of Jakarta's air. The reason the author chose the latter is because based on the Alexa.com site, both news portals have the highest number of visitor readers in Indonesia. This study aims to determine and analyze Detik.com and Kompas.com in framing unhealthy air quality in Jakarta. The approach in this study uses a constructivist paradigm. by using Robert N. Entman's framing model that defines problems, diagnoses causes, makes moral judgment and recommendation treatment. From the results of this study, Detik.com further explained the response of Anies Baswedan regarding poor air quality in Jakarta, while on Kompas.com that poor air quality in Jakarta was a challenge for the government and the government could be convicted if it continued.

Abstract:
The large number of land in DKI Jakarta province that have not yet beenregistered is a significant potential tax in increasing BPHTB tax revenue. But in its implementation, the imposition of BPHTB tax for granting new rights to this land is still experiencing obstacles. The constraints experienced are the imposition of BPHTB administrative sanctions based on the time of debt due to the signing of the BPN Decree (SK). In this case, Jakarta’s citizenas tax payers felt disadvantaged because they were subjected to administrative sanctions due to the delay in receiving the BPN Decree. Based on the results of the analysis through data collection in the field, literature study as reference material and in-depth interviews with related parties, author concluded that BPRD DKI Jakarta, DKI Jakarta Regional Office of BPN and PPAT DKI Jakarta have been cooperating well in the imposition process of BPHTB tax. But in reality, there are still problems in the case of the imposition of BPHTB administrative sanctions for granting new rights to land due to delays in receipt of SK BPN by taxpayers. To minimize this, a more comprehensive collaboration is needed between agencies, namely BPRD DKI Jakarta, Regional Office of BPN DKI Jakarta and PPAT in DKI Jakarta by conducting Collaborative Governance. With Collaborative Governance, it is expected that services to taxpayers will be better and BPHTB tax revenues in DKI Jakarta will increase.

Abstract:
Electronic government has become an important issue in Indonesia's bureaucratic reform. Aside from the big-bang decentralization policy, e-govt has endorsed national concerns to digitize the rigid manual procedures of public services. Jakarta, as the capital city, emphasizes IT- the backbone of administration. IT is yet widely used by Jakarta to get a new shape in Jakarta's capabilities and capacities. Over two decades, passing different governors, Jakarta persistently injected IT into public administration, launching integrated IT applications to present a smart city. Despite the award of Jakarta digital services, Jakarta IT management should be evaluated. The approach used in the research to examine the symptoms of the object of study is a mixed-method approach with a sequential model. The informant selection technique uses purposive sampling. Informants' selection process by adjusting the business processes in COBIT 2019 using the RACI Chart method. The data analysis techniques used Guttman Scale. The result shows the appropriate business processes are: APO02 (managed strategy), APO03 (driven architecture), BAI05 (managed organizational change), and DSS06 (managed business process control). The study results show that the capability level is t of 4 scales as a target. The gap value of 0.25 indicates that technology and information management have been implemented and running well, but each business process needs improvement to reach the maximum level. Despite the gap between as-is and to-be, Jakarta's capability level is impressive. It reflects the persistent injection of IT with adequate support. The Jakarta province needs to pay attention to software and hardware compatible with the organization's vision and improve coordination among divisions. Training, staffing, dispatching, and rotating need qualified human resources to enhance organizational performance. DKI Jakarta Province also needs routine monitoring, evaluating problems, and documenting all business processes as a source of information.

Abstract:
In order to deliver messages to the public regarding Jakarta's development as a collaborative city, the Government of West Jakarta, particularly Kelurahan Tomang, requires media that is straight, rapid, and easy to grasp. New walls have sprouted up in Jakarta as a result of development, and these walls may now be used as a canvas for mural art that expresses ideas and messages. Public opinion is favorable for murals in large cities like Jakarta. Murals serve as a way of expression for artists as well as providing entertainment for the public. Using a collection of the cityscape's aesthetic elements as the inspiration for the sketches that will be used to create the murals on Jalan Taman S. Parman.
The research objective was to design sidewalks as walking facilities and public spaces, considering comfort, safety, cleanliness, and functionality for Jakarta’s residents. The city of Jakarta, as a megapolitan center, hosted various societal activities. The high mobility of Jakarta’s population led to busy sidewalk activities, especially walking, regulated by the Director General of Highways’ guidelines. Walking could help reduce pollution, with Jakarta having the worst pollution in 2023. The research problem, based on 360-degree Google Maps images of sidewalks, was that sidewalks serve not only as footpaths but also as public gathering spaces. The qualitative research method examined digital data on sidewalk use in Jakarta (west, central, south, east, and north). The design process incorporated emotional design (visceral, behavioral, reflective) and three dimensions of sustainability (The Overlapping Spheres Model of Triple Bottom Line/TBL). The result is a 3D sidewalk model using emotional and sustainability design approaches. Synthesis of emotional design interprets visceral (sensory), behavioral (habits), and reflective (values) levels. Synthesis of sustainability includes environmental, social, and economic dimensions, focusing on air quality, water management, and energy efficiency. Social and economic aspects aim to meet Jakarta residents’ basic needs. Ultimately, these recommendations aim to make cities and neighborhoods inclusive, safe, resilient, and sustainable. However, the research is limited to design recommendations without direct implementation. Further research or implementation is needed to address these challenges and ensure Jakarta residents’ future well-being.

Abstract:
The population of Jakarta Special Province continues to grow, most significantly after the 1960s, causing an increase of population density. The expanding population has been stimulating the development of the province, reflecting the rising demand of the population including land. Eventually, it influences the urbanization process and affects the dynamic of land utilization in Jakarta. This research is aimed to understand the correlation between urbanization phenomena and landuse change in Jakarta Special Province. The research implements the utilization of statistics, topographic map, and remote sensing data as well. The satellite image (Sentinel-2 Imagery) was used to determine urban area and non urban area which then describes the land urbanization level. During 3 years, Jakarta has experienced landuse change especially in residential area, green open space, and industrial area. In 2017, the urban area covered 76.89 percent of Jakarta’s land and the coverage increased into 78.35 percent in 2019. Land urbanization level raised from 77.16 percent into 78.03 percent which means that roughly 77 percent to 78 percent of land in Jakarta has been urbanized.

Abstract:
The Jakarta Capital Special Region of Jakarta is an area in the Java Island that has the highest level of vulnerability to land subsidence disasters. Land subsidence is caused by several factors such as excessive use of groundwater and natural compression of soil conditions. This study used a review analysis method based on a literature study on mitigation of land subsidence disasters in Jakarta city. The mitigation planning of land subsidence disasters in Jakarta will refer to government regulations on disaster management and Jakarta City spatial planning. Disaster mitigation is necessary to anticipate or reduce disaster risk. Disaster mitigation is a series of efforts to reduce disaster risk through physical development combined with awareness and capacity building in dealing with disaster threats. Education cannot be separated from the active role of the community and local government. High-densely populated areas will lead to more use of groundwater in Jakarta city. The excessive use of groundwater has resulted in more intensive land subsidence in Jakarta’s urban area. The safe zone mapping of subsidence disasters is prominent to reduce and control land subsidence disasters. The government’s efforts to lessen the impacts of land subsidence are by educating the population in disaster areas.

Abstract:
Abstract Jakarta is among the cities severely affected by climate change, hence the increasing urgency of planting more trees in the city. Existing green spaces, including cemeteries, can provide spaces to plant more trees. Public cemeteries in Jakarta contribute 21.66% to the sum of the city’s open green space area, suggesting their importance as green spaces in Jakarta. However, planting more trees in Jakarta’s cemeteries may face problems, such as excessive need for burials. This condition generates a need to search for ideas to arrange trees from various cultures and contexts, while considering Jakarta’s citizen aspirations. This study aims to explain numerous spatial arrangements of trees within cemeteries between different places of the world, as well as to collect tree arrangement preferences from Jakarta citizens. This study is carried out online and depends mainly on two methods: literature analysis and survey of fifty three Jakarta citizens. The literature analysis explains the diverse contexts of tree arrangements, ranging from traditional beliefs to legal and functional needs, as well as constraints facing the arrangements. The survey consists of pictures and short descriptions of various tree arrangements previously explained in literature analysis. The final outcome of this study is a detailed data set of tree arrangement preferences from Jakarta citizens, expressed in percentages of how much respondents liked and disliked each tree arrangement. Nine tree arrangement patterns are devised, with preference percentages ranging from 28.3% to 81.13% for each pattern. The most preferred patterns are lined big trees on two sides of roads (81.13%), lined big trees per three grave rows (73.58%), and lined big trees on one side of roads (64.15%). Meanwhile, the least preferred patterns are small trees as gravestone replacements, and small trees on the middle of graves (both 28.3%), followed by small trees on the opposing side of gravestones (32.08%).

The results of this study indicate that economic, health and environmental variables, simultaneously or in part, positively influence the expectations of community involvement in the sustainability of urban agricultural activities in the city of Jakarta. Based on these findings, it can be said that the expectation of community engagement in sustainable urban agriculture in Jakarta translates into greater productivity, knowledge, skills, awareness and understanding of the existence of clear regulations. The corrected R-square value is 0.704 based on the results of the coefficients that determine the impact of economic, health and environmental factors on community participation expectations in the sustainability of urban agriculture in Jakarta. In other words, 70.4% of community participation expectations in urban agriculture depend on economic factors, while health and other environmental factors depend on other factors. Expectations for community involvement in sustainable urban agriculture are already high and Jakarta's food security can be ensured later.

Abstract:
This paper aims to reveal the behavior and perception of Jakarta’s citizens on traffic congestion in Jakarta. Although this approach is somewhat well-developed in behavioral science, its utilization in urban economics study, is still limited. Detecting the traffic congestion and its cause mainly relies on physical (engineering) methods, i.e V/C ratio. Here, we define the traffic congestion through two variables; ordinal traffic congestion perception and proportion of expected travel time to perceived travel time. Using a non-probabilistic sampling survey held in one of densest business district in Jakarta called Sudirman-Thamrin Golden Triangle Area; the estimation results show that travel behavior plays a major role in affecting travel time perceptions.

Abstract:
Understanding the perceptions of health and sickness can help the government, health providers and health promoters encourage individuals to participate in healthy behaviors and to follow a healthy lifestyle. Jakarta, the capital city of Indonesia, is a culturally, socially and financially diverse city, with complex health care needs. As yet, there is no published data available about Jakartans’ (i.e., the citizens of Jakarta city) perceptions on health and sickness. This study aimed to describe what health and sickness mean to Jakartans. To this means, we collected data using an open-ended survey about the meanings of health and sickness from 640 Jakartans. Five main themes of health and sickness emerged. The five themes of health were health as a physical condition, a psychological condition, a spiritual condition, a capability to carry out daily activities, and a healthy lifestyle. The themes regarding sickness were sickness as a physical condition, a psychological condition, an abnormal circumstance or bad situations, a spiritual condition, and an inability to carry out daily activities. We discussed how the above-mentioned perceptions might influence the daily health-related behaviors of Jakartans. In contrast to the typical biomedical approach, we found that, in Jakarta, health was not merely seen as a causal effect of the physical world. Further details are discussed.

Abstract:
In recent years, Jakarta has experienced an increase in air pollution which has the potential to have a significant impact on Jakarta residents not only in terms of health, but socio-cultural and productivity. This encourages the need for effective governance strategies to overcome air pollution problems. This study seeks to critically analyze the approach used by the city of Jakarta in dealing with air pollution to find out whether the city of Jakarta's air pollution control policy has led to innovative, flexible and adaptive governance, or is still more inclined towards maintaining the status quo. Based on qualitative data, including in-depth interviews, policy analysis, and consultation with stakeholders, this research examines Jakarta's policy mechanisms, community participation pathways, and inter-agency coordination in controlling air quality and dealing with pollution. The research results show a lack of alignment between progressive policy frameworks and implementation challenges, thus underscoring the need for a more adaptive and dynamic approach. The approach adopted in Jakarta appears to be dominated by a top-down, government-led model, where policies and decisions are primarily formulated and implemented with minimal participation from non-governmental institutions. Such models, while ensuring efficient decision making, may exclude valuable insights of other stakeholders and hinder innovative and context-specific solutions. Additionally, these rigid structures appear to lack the flexibility and responsiveness that are hallmarks of adaptive governance, potentially reducing cities' ability to effectively address air pollution challenges. This research underscores the need for a more inclusive and adaptive governance framework in managing air pollution in Jakarta.

Abstract:
Drawing from the literature on ‘premium networked spaces’, introduced in Graham and Marvin’s seminal work Splintering Urbanism in 2001, this paper argues that splintering or fragmentation of networks – and ultimately urban space – is constituted in so-called premium enclaves in Jakarta. Our study exemplifies that significant land acquisition and discretionary zoning policy contribute to the splintering of Jakarta’s urban space. This paper uses the TB Simatupang corridor in South Jakarta and Puri Indah CBD in West Jakarta to illustrate the interplay between urban planning and secessionary space production in high-profile economic districts. Lastly, this paper proposes the ‘ordinary fragmented network’ as the norm and expands the idea of the splintering of marginalized parts of the city to also incorporate areas within premium network spaces as part of splintering urbanism. Abstract:
Abstract This paper traces the interplay of spatially, socially and legally juxtaposed differences between different groups of Indonesia’s residents: (1) a group of riverbank settlers in Jakarta, (2) political decision-makers and urban planners that evict this particular riverbank settlement and (3) a group of Jakartan academics, architects and journalists that got involved in these interventions. The dynamics between and within these groups are examined through a case study in a riverbank settlement, where inhabitants are not only at risk of regular flooding but also of evictions. The analysis combines the notion of juxtapositions with a ‘revelatory approach’ towards disaster. The notion of juxtapositions makes clear how urban divides are shaped, and how they, in turn, produce ideas and practices of citizenship in Jakarta. The revelatory approach to disasters helps to show that floods can function as an accelerator to both reinforce and challenge these juxtapositions, thus also changing citizenship ideas and practices. The analysis reveals on the one hand that floods and interventions deepen socio-economic inequalities in an already highly unequal city. However, on the other hand, they also trigger collective mobilisation of evictees as well as unprecedented cooperation between this particular group of riverbank settlers and more resourceful members of Jakarta’s wider society. This eventually results in successful contestation of evictions through court and other claims to citizenship.
