Abstract:
Jakarta recently has gained even more central political attention in Indonesia since Joko Widodo (Jokowi) and Basuki Purnama (Ahok) became, respectively, the province's governor and vice-governor in 2012. They started a series of eye-catching and populist programmes, drawing popular support from not only the people of Jakarta, but also among Indonesians in general. Jokowi is now even the most popular candidate for the presidential election in 2014. Their rise is phenomenal in this sense, but it is understandable if we look at Jakartan voters’ behaviour and the institutional arrangement that leads to it. Jakarta, as the national capital, has a unique arrangement in that the province has no autonomous regency or city. This paper argues that this arrangement causes Jakartans to be more politically volatile and describes how this institutional arrangement was created by analysing the minutes of the meeting to discuss the laws concerning Jakarta Province.

Abstract:
Urbanization in Jakarta encourages the conversion of agricultural land and other green open spaces into built-up areas. Agriculture sector is being marginalized and its contribution is only 0.1% of the economy of Jakarta. Previous studies showed that regardless of its fewer contribution, Jakarta's agriculture persistence takes place due to single to multiple functional transformations especially from staple food production to diverse functions such as environmental, cultural, property rights protection functions, etc. This study aims to identify agricultural multi-functionality in Jakarta. This research uses descriptive quantitative analysis method which is deepened with qualitative analysis through the interview and scientific photography technique to represent physical and social reality in the field. The results indicate that Jakarta’s agriculture is scattered due to urbanization pressure. In addition, Jakarta's agriculture is transformed through the creation of new urban values which demonstrate the ability of urban agriculture to survive.

The Role of Local Governments in the Collection of Regional Taxes and Levies in DKI Jakarta Province Based on Law No. 1 of 2022 concerning Financial Relations Between the Central and Regional Governments.First, to find out and analyze the ability of local governments in collecting regional taxes and levies in DKI Jakarta Province and how the process of implementing the collection of Regional Taxes and levies. Second, the scope of research on the role of local governments in collecting regional taxes and levies in DKI Jakarta Province. The third research method is to use qualitative research methods that are normative. Fourth, Research Results that discuss about. Regions are authorized to manage national resources available in their territories and are responsible for maintaining environmental sustainability in accordance with the law. The authority of the Government in collecting taxes and regional levies has been determined by applicable laws and regulations, DKI Jakara tax revenues and levies. Fifth, the conclusion of the DKI Jakarta Regional Revenue Agency (Bapenda) recorded the realization of DKI Jakarta tax revenue from January to the end of June of Rp 22.35 trillion. This amount is equivalent to 42.79% of DKI Jakarta's 2023 tax revenue target of IDR 52.23 trillion. The realization of these revenues has increased compared to the same period in the previous year. In the same period in 2022, DKI Jakarta's tax revenue only reached IDR 14.42 trillion. The tax revenue of Rp 22.35 trillion came from 13 types of regional taxes and 3 types of regional levies.

Abstract As Indonesia’s capital, Jakarta has great potential as a tourist destination with its beautiful and captivating beaches. However, coastal waste management issue has become a significant barrier in maximizing the tourism potential in coastal area. The primary objective of this study is to determine how investing in coastal waste management might improve tourism along Jakarta’s shore, with 4 sub-objectives: 1. Identification of waste management practices around Jakarta’s rivers, 2. Identification of total suspended material in the Jakarta Bay coastline, 3. Analysis of Jakarta tourism trends, and 4. Benefits of coastal waste management for the sustainability of tourism in the Jakarta coast. This research employed quantitative data and analyze the correlation between the number of tourist visits and the amount of waste in Jakarta. The research found that waste transportation expenditure in Jakarta’s rivers ranges from IDR 2.9-9 billion per month. The highest contributor of materials to the Jakarta Bay coastline comes from rivers in Kalibaru Barat & Cakung, Kanal Barat & Ciliwung, and Cengkareng areas. While tourist visits to other places decreased, Jakarta saw an increase in visitors in 2018 and 2019, a 23% decrease in 2020, and then a subsequent increase. Coastal waste management investments boost Jakarta coast tourism.

Final disposal Bantargebang is the largest final disposal in Indonesia which is located in the city of Bekasi with the DKI Jakarta service area. DKI Jakarta’s waste generation in September 2022 is 5948,98 tons/day to 8773,76 tons/day, due to limited land issues and DKI Jakarta’s high waste generation every day. DKI Jakarta needs waste management and determination of the right technology. Mapping waste generation aims to display visual data on waste distribution, to facilitate the determination of DKI Jakarta waste management policies both from sources and at final disposal. Clustering uses the K-mean method using 40,514 data sets of waste generation. The real data on waste generation was obtained from recording directly at the final disposal Bantargebang weighbridge facility with waste sources from DKI Jakarta (West Jakarta, East Jakarta, Central Jakarta, South Jakarta and North Jakarta) for 30 working days with operating hours 24 hours/day. An average waste generation was obtained of 7,512 tonnes/day with a total of 1301 trucks/day. The number of clusters obtained was 3 with 43 members, where cluster 0 had 20 members, cluster 1 had 14 members and cluster 2 had 9 members and the distance performance value showed 0.399.

The language he uses is called Malay or Betawi Malay (also only after independence, his name is better known as the Jakarta language). As for the language spoken on the edge of Jakarta, in areas bordering Sundanese, he calls it the name Betawi Ora '. The Betawi language or Betawi dialect has regional variations, in other words, the Betawi dialect experiences differences between one region and another in Jakarta.

Abstract:
On July 29, 2019, Jakarta's air quality was ranked first on the AirVisual.com website with the worst air quality statement in the world. According to AirVisual.com, Jakarta's Air Quality Index (AQI) stands at 188, which means the air quality in Jakarta is not healthy. On the same date, Detik.com and Kompas.com reported on the poor quality of Jakarta's air. The reason the author chose the latter is because based on the Alexa.com site, both news portals have the highest number of visitor readers in Indonesia. This study aims to determine and analyze Detik.com and Kompas.com in framing unhealthy air quality in Jakarta. The approach in this study uses a constructivist paradigm. by using Robert N. Entman's framing model that defines problems, diagnoses causes, makes moral judgment and recommendation treatment. From the results of this study, Detik.com further explained the response of Anies Baswedan regarding poor air quality in Jakarta, while on Kompas.com that poor air quality in Jakarta was a challenge for the government and the government could be convicted if it continued. Pada tanggal 29 Juli 2019, kualitas udara Jakarta menempati peringkat pertama di situs AirVisual.com dengan pernyataan kualitas udara terburuk di dunia. Menurut AirVisual.com, Air Quality Index (AQI) Jakarta berada pada angka angka 188, yang artinya kualitas udara di Jakarta tidak sehat. Pada tanggal yang sama Detik.com dan Kompas.com memberitakan tentang buruknya kualitas udara Jakarta. Alasan penulis memilih kedua tersebut karena berdasarkan situs Alexa.com, kedua portal berita tersebut memiliki jumlah pengunjung pembaca terbanyak di Indonesia. Penelitian ini bertujuan untuk mengetahui dan menganalisis Detik.com dan Kompas.com dalam membingkai kualitas udara di Jakarta yang tidak sehat.Pendekatan dalam penelitian ini memakai paradigma konstruktivis, dengan menggunakan framing model Robert N. Entman yakni define problems, diagnose cause, make moral judgement dan treatment recommendation. Abstract:
Climate change related extreme events such as floods have been and will continue to present a great challenge to disaster risk management. With the projected increase in frequency and scale of future climate extremes, there is a pressing need to develop effective strategies to reduce risk and vulnerabilities to floods, particularly in the context of urban settings in developing countries faced with rapid urbanization and a range of social and environmental threats. To deal with climate change and urban flood risks, a large body of research urges urban community resilience building. To this end, literature also highlights the importance of integrating the efforts of disaster risk reduction (DRR) and climate change adaptation (CCA). DRR and CCA represent two different fields with complimentary sets of expertise and policy goals. The former deals with ongoing operational issues of disasters and the latter with making changes to deal with emerging issues associated with climate change. Many authors have argued that collaboration or partnership between DRR and CCA will improve the robustness of strategy particularly to deal with uncertainties into the future. Despite this, in practice, partnership building between the two is difficult and in most cases the two are working in silos.

Abstract:
This thesis documents the genealogy of the development of Jakarta’s urban water supply infrastructure from 1873 (the inception of the first colonial water supply network) to the present. Using an analytical framework of governmentality, supplemented by insights from postcolonial studies and political ecology, the thesis explains the highly unequal patterns of water access in Jakarta as the product of (post)colonial governmentalities, whose relations of power are expressed not only through discursive categories and socio-economic relations, but also through material infrastructures and urban spaces. The thesis presents material from the colonial archives, Jakarta’s municipal archives, and the publications of international development agencies and engineering consultancy firms. This is combined with primary data derived from interviews, questionnaires, and participant observation of the implementation of current pro-poor water supply projects in Jakarta. This data is used to document how water supply is implicated in the discursive and material production of the city and its citizens, and to challenge conventional developmentalist and academic analyses of water supply access. Specifically, a conceptual triad of water, space, and populations – produced through, but also productive of government rationalities – is used to explain two apparent paradoxes: (1) the fragmentation of access in Jakarta despite a century of concerted attempts to develop a centralized system; and (2) the preferences of lower-income households for non-networked water supply, despite its higher cost per unit volume. This analysis hinges on an elucidation of the relationships between urban governance and urban infrastructure, which documents the interrelated process of differentiation of types of water supply, water use practices, populations, and urban spaces from the colonial period to the present. This, in turn, is used to explain the barriers being encountered in current pro-poor water supply development projects in Jakarta. The thesis thus makes a contribution to current academic debates over the ‘colonial present’. The contribution is both theoretical – in the emphasis placed upon the materiality of governmentality – and empirical. Finally, the thesis also makes a contribution to the urban and development studies literatures through its reinterpretation of the urban ‘water crisis’.

Indonesia is in its era of development in almost every aspect of human life in which these development are directed and guided by the State Guidelines. One priority under the State Guidelines is housing development, specifically housing development for the low and middle income groups. 'Perumnas' or the National Housing Company is created by the government to take the responsibility of providing and developing affordable housing through a long term loan provided by the Bank Tabungan Negara (the State Savings Bank), with more careful observation to the population growth and its distribution, land use planning in urban and rural areas, job opportunity, health environment, social facility, local building material production, and maintain a balance with the regional development.Jakarta, the capital city of Indonesia with its population of more than seven million people has become the primary city in Indonesia and it has been also as a major destination for migrants for jobs opportunities, public services, and information.This study has explored the National Housing Company strategies in dealing with the housing demand and the fast growing population, limited government financial funds, and land availability with special observation to the development of affordable housing in Jakarta; how the National Housing Company financed the housing program includes land and housing development, the methods of building construction, and the method of long term housing payment.

A Jakarta ces phénomènes divers (émeutes, délinquance et criminalité communes, batailles entre habitants ou entre lycéens) projettent l'image d'une ville dangereuse nourrie d'un fort sentiment d'insécurité. Ces logiques révèlent les mécanismes de pouvoir à l'œuvre, notamment les structures de contrôle urbain, leurs modalités d'intervention quotidienne sur le terrain et les réactions populaires qu'elles suscitent. Elles reflètent un décalage entre les mécanismes de régulation officiels et informels, qui intègrent des éléments marginaux dans la ville et déterminent l'exploitation de ses ressources. Jakarta est analysée en tant que source d'enjeux territoriaux, de la part des autorités, de la population et de groupes violents, comme le montre non seulement les batailles de rue, mais aussi le rôle central occupé par le cai͏̈d dans la ville
From a place of civilisation, cities are nowadays mostly perceived as spaces of violence and danger. In Jakarta, several phenomenon point to that fact: riots, common delinquency and criminality, street battles between neighbourhoods or school children. They all point to the lack of control over entire parts of the city labelled as dangerous, and are at the source of insecurity and attempts to secure those areas both by official policies and by the population (segregation, cloistering, vigilantes). A geography of violence in a metropolis such as Jakarta thus addresses the question of the gaps between formal and informal processes in the constitution of urban territories, as seen through the central role played by the forms of illegality that affect most the city in its everyday life : thugs and street battles

Les caractéristiques de Jakarta en tant que métropole densément peuplée et en tant que creuset multiculturel, ont mis la pression sur la fourniture d’espaces funéraires. Le but de cette thèse est d'analyser les défis posés par la gestion funéraire à Jakarta et les solutions trouvées pour faire face à ce problème. Mon approche est de voir Jakarta dans une optique évolutive, avec une analyse des différentes échelles de territoires : la région urbaine étendue, la ville et une région particulière. Une approche descriptive est employée pour tenter de définir la ville : une approche descriptive plus qualitative au niveau micro-régional et une approche plus quantitative au niveau macro-régional. Cette thèse souhaite contribuer aux études urbaines à Jakarta, notamment en ce qui concerne l'étude des funérailles
Cemeteries have begun to become a concern for urban planners in Jakarta because of the crisis voiced by the media in the 2000s. The characteristics of Jakarta as a densely populated metropolitan and as a multicultural melting-pot, put pressure on the provision of funeral space. The aim of this thesis is to analyze the challenges in the funeral management in Jakarta and the adaptation of the community facing up with this problem. My approach is to study Jakarta through an evolutive lens, with an analysis of different scales of territories: extended urban area, the city, and a selected region. A quantitative descriptive approach is employed to check the characteristics of the city, while a more qualitative descriptive one is used to try understand the phenomenon of the chosen region. This thesis wishes to contribute to urban studies of Jakarta, especially regarding the funeral studies

Abstract:
The government of DKI Jakarta province is attempting to build public space to change the city face by means of constructing Children Friendly Public Space (thereafter called RPTRA) as the attempt of supporting Jakarta to be Child-Friendly City. In realizing a Child-Friendly City in DKI Jakarta it is supported by several governor regulations governing RPTRA standardization, RPTRA Management Guidelines, and the DKI Jakarta government also makes Jakarta grand design towards a Child-Friendly City. According to the Governor Regulation Number 196 of 2015, Child Friendly Integrated Public Space is an open place or space that combines community activities and activities by implementing 10 (ten) family empowerment and welfare programs to integrate with child-friendly city program. This RPTRA is part of a child-worthy infrastructure to achieve the fulfillment of one of the 24 child-worthy city indicators set by the Republic of Indonesia Minister of Women Empowerment and Child Protection Regulation Number 12 of 2011 concerning District/City eligible for children Indicators. The government of DKI Jakarta province built 6 (six) RPTRA in Kemayoran, Central Jakarta with each RPTRA having different characteristics. RPTRA Mutiara Sumur Batu has the highest score of 1.66 and RPTRA Harapan Mulya, which is 1.62. The purpose of this research was to assess the suitability and characteristics of RPTRA in Kemayoran District. This research method used GAP analysis, observation, and questionnaire. The results of this research showed that the RPTRA in Kemayoran Subdistrict is still not optimal because only 2 RPTRA have good values, while the other (4 RPTRA) still have constraints in developing RPTRA as fulfilling children's infrastructure.

Abstract:
The overflow of river water is always unstoppable and becomes a high puddle in the city of Jakarta which will soon relinquish its status as the capital of the Republic of Indonesia. When talking about rivers, it is known that the formation of a city that has rivers and canals cannot be separated from urban planning in the Dutch Colonial era, even earlier in the era of Prince Jayakarta, the first ruler of the city of Batavia. This study aims to find and retell the history of the heyday of rivers in Jakarta in their golden era which were beautiful, clean, livable and became the pride of the city at that time. This research use a qualitative method with storytelling and narrative lines, as well as descriptions. Data collection was obtained from literature sources focussing in the Ciliwung River, Jakarta. The conclusion was closed with a big question: can this beauty be repeated and make the river one of the socio-spatial media in the development of urban planning? What can stakeholders do so that the river becomes an icon of a sustainable urban environment and can be more useful for the community in improving their economy.
