Abstract:
Wicked Philosophy. Philosophy of Science and Vision Development for Complex Problems provides an overview of the philosophy of the natural sciences, the social sciences and the humanities, and explores how insights from these three domains can be integrated to help find solutions for the complex, ‘wicked’ problems we are currently facing. The core of a new science-based vision is complexity thinking, offering a meta-position for navigating alternative paradigms and making informed choices of resources for projects involving complex problems. The book also brings design thinking into problem-solving and teaching, fostering construction of an integrative approach that bridges structure and action amplified by transdisciplinary engagement of stakeholders in society. It is not always easy to set up a succesfull philosophy course for students in other programs. The author of Wicked Philosophy, Coyan Tromp, has experience in designing courses on philosophy of science for various Bachelor programs. You can find two examples here. The first example is for an introductory course to an Interdisciplinary Philosophy of Science, which is specifically suited for programs focusing at complex problems such as sustainability or health issues. The second example is a program for a course on (Philosophy of) Science in a Post-Truth Society. More examples are also available (e.g. a program in which Philosophy of Science is combined with Vision Development and Future Scenarios). In addition to the program, the author can also provide a workbook with lesson plans, both for online and on campus settings as well as additional literature suggestions for Dutch and French programmes. Abstract:
This case explores two common challenges facing organizations around the world: how to collect the right amount of data, and how to credibly use outcome data collected during program monitoring. Health promoters at Un Kilo de Ayuda (UKA) in Mexico use regularly collected health data on more than 50,000 children to structure their work, track their progress, and identify at-risk children in time to treat health problems. In this case, readers will assess the tradeoffs between actionability and responsibility that UKA faces in determining how much data to collect. They will also examine the challenges of monitoring data on a program’s outcomes instead of outputs, particularly when it comes to asserting a program’s impact on those outcomes. Finally, readers will propose ways to generate credible data on one of the organization’s programs when plans for an impact evaluation fall through.

Abstract:
This chapter describes the evolution of collaborative mental health care in Canada over the past 15 years, and the ways in which integrated care is becoming an increasingly integral part of Canada’s provincial and territorial healthcare services. It explores the underlying principles and models that can be found across the country. There is a particular emphasis on three things: (1) changes any mental health service can make to improve collaboration, (2) programs to increase the mental health skills and capacity of primary care, and (3) the integration of mental health services within primary care.A program in Hamilton, Ontario, has successfully integrated mental health counselors and psychiatrists into the offices of 170 family physicians across a city of 500,000 people for the past 20 years. The authors present data from the program’s evaluation, as well as key lessons learned and advice for other programs looking to set up similar models.

Abstract:
The Program Budget of the Pan American Health Organization 2022–2023 is the second to be developed and implemented under the Strategic Plan of the Pan American Health Organization 2020–2025. It sets out the corporate results and targets for the Pan American Health Organization (PAHO) for the next two years. It presents the budget that the Pan American Sanitary Bureau will require in order to deliver on these biennial results and support Member States in improving health outcomes while contributing to the achievement of health targets set out in existing regional and global frameworks. The results framework of the Program Budget responds to the main strategic mandates for the period: the Thirteenth General Programme of Work of the World Health Organization (WHO), the WHO Programme Budget 2022–2023, the Sustainable Health Agenda for the Americas 2018–2030, and the PAHO Strategic Plan 2020–2025. Its implementation will also contribute to progress toward the Sustainable Development Goals. Moreover, this is the first Program Budget to be developed during the COVID-19 period, and many aspects of it have been shaped by the consequences and lessons learned from the protracted emergency.

Abstract:
Since its founding in 1944, the World Bank’s development priorities and approach—along with its global role—have changed from rebuilding Europe to relieving poverty in the developing world. New thinking and evidence have reshaped both development views and the Bank’s practices and decisions. The Bank has been the largest financier of health, nutrition, and population (HNP) programs in developing countries. It has expanded operational research and analysis, including its Special Programme of Research, Development and Research Training in Human Reproduction, WHO/United Nations Development Program (UNDP)/UNICEF/World Bank Special Programme for Research and Training in Tropical Diseases, and the Micronutrient Initiative. But the Bank’s main advantage in global health is its power to mobilize financial resources. Its broad expansion of HNP funding through loans and credits is striking and has the potential to be a powerful force for health governance. The G8, G20, and other economic organizations also have roles to play.

Abstract:
The history behind the Department of Geological Sciences at New Mexico State University goes back one hundred and thirty years and is complex. This history, as told in the pages of this monograph, documents the important details behind the founding of the NMSU geology program and its growth and evolution to 2015. The program's history is conveniently divided into three administrative phases. Phase I comprises the first 55 years, during which the program's activities were managed by one or two regular academic departments of the University. In the Earth Sciences phase, the geology program was administered as a division, along with one or two other divisions in the same department. In its third phase, the geology program became a regular academic department within the College of Arts and Sciences, its current status as the Department of Geological Sciences. Two obvious legacies of NMSU's geology program are the Department of Geological Sciences and the geophysics program in the Department of Physics. However, the program's legacy is also reflected in the students who have taken its courses and the program's research output through the efforts of its faculty, graduate students, and undergraduate students. Since the mid-1960s, the geology program has produced a vast amount of research that has led to a sophisticated understanding of the geology of southern New Mexico and adjacent areas. Finally, through a better understanding of the geology program's academic evolution, the program's alumni and current students, faculty, and staff will have a more profound appreciation of their academic experience at New Mexico State University

Abstract:
This chapter examines the organization of the troika as it was constituted for the first Greek program and then renewed for the programs for Ireland in late 2010 and Portugal in spring 2011. It reviews the modalities of the troika’s negotiations with borrowing countries and several, though not all, points of disagreement among the three institutions over program design: financing, fiscal adjustment, banking sector restructuring, and structural reform. The Irish crisis resulted from excessively risky lending through the banking sector, whereas the Portuguese crisis inhered in structural rigidities with consequences for the banking sector and fiscal sustainability. The programs for these countries demonstrate that the European Central Bank played a critical role through decisions on Emergency Liquidity Assistance (ELA) and bail-in of private creditors to banks, while its policies lay outside the programs’ scope. They also demonstrate that creditor governments effectively decided the institutional arrangements for the rescues.

Abstract:
World War II significantly affected the development of disability programs in British West Africa during the late colonial period. Beginning in the early 1940s, Britain’s Colonial Office worked with the West African governors to develop rehabilitation programs for disabled African veterans. In Britain, rehabilitation for disabled veterans took the form of social orthopedics, which equated citizenship with the ability to work; British programs therefore prioritized reintegration into the workforce as the main goal of rehabilitation. The colonial programs attempted to transfer the social orthopedics program to Africa. The project failed because the African veterans did not want to be remade into productive workers on the Western/capitalist model. However, it did produce two lasting legacies: the creation of a network of Disabled People’s Organizations during the 1950s and 1960s, and the development of a successful onchocerciasis control program between 1974 and 2002.

Before beginning to monitor programs or evaluate their impact, organizations need to ensure that they have a sound theory of change to guide their work. A theory of change is a conceptual map of a program; this chapter explains how articulating a theory of change helps organizations decide what elements of their programs they should monitor and measure. The chapter outlines each step necessary for creating a theory of change, from defining the problem a program seeks to address to identifying possible unintended consequences of program implementation. It then illustrates the process of crafting a theory of change through the example of Nutrition for All, a hypothetical development organization dedicated to reducing child malnutrition.

Abstract:
Sustainability is the continued use of program components and activities for the continued achievement of desirable program and population outcomes. Research on sustainability suggests that for some interventions and programs, the potential for long-term sustainment is fairly high, whereas for those that are complex and multifaceted, sustainability is more precarious and may always be at risk. This chapter considers broad issues of sustainability outcomes, frameworks for conceptualizing sustainability, and the depth or meaningfulness of what is sustained. It reviews research on the sustainability of cancer practices and programs in both public health and health care settings. Without careful planning and attention to relevant drivers of sustainability, practices and programs may not be continued over the long term. Still, the broader literature does provide guidance for those who seek to implement cancer programs and interventions with an eye toward sustainment. This guidance is discussed at the conclusion of the chapter.
