L'organisation du reseau d'echange du ble et du pain mis en place a rome par les autorites pontificales au cours des xvie et xviie siecles est liee a la fois aux soucis de respecter les contraintes de la morale dans le domaine economique, et aux conditions materielles et sociales de la production des regions entourant la ville et en particulier de la campagne romaine. La politique annonaire romaine ne se presente donc pas simplement comme un effort desordonne de controler l'irregularite structurelle des prix des cereales et d'assurer le maintien de l'ordre public, telle que l'historiographie l'a souvent representee ; elle revele ses liens complexes et contradictoires avec une elaboration theorique visant a ordonner tout echange qui se produit a l'interieur du corps social en fonction des principes de justice codifies par la tradition
