The growth of any economy in the world will happen on the back of the needed infrastructural facilities. And to build the needed infrastructures for national development requires a lot of money and time. There have been incessant concerns of the citizenry on the present level of infrastructural neglect and decay in Nigeria. The infrastructural decay in Nigeria ranks very high when compared to the national resources to the availability and quality of the needed infrastructure. The availability of needed infrastructures will enhance ingenuity, novelty, employment, self-confidence, wealth creation, and social security. However, it is wretched to note that the dire infrastructure in Nigeria is in a bad state thereby creating an evolving crisis. The inability of the government of Nigeria to maintain and endure her perilous infrastructure such as; road rails and pipelines network, the micro small and medium enterprises will require developed and scalable transportation infrastructure ( Land, Air, and Water), Electricity energy ( power for industrial and domestic use), Educational infrastructure ( Schools, Research and instructional materials), Health infrastructure ( Hospital, trained personnel, and Equipment), Security infrastructure ( Police, Military and Para-military). This study aims to explicate the potential of Sukuk as an alternative and sustainable financial vehicle for financing infrastructural development in Nigeria. The study is library-based and analytical and evaluation approaches are used to explore related library-based data on the causes and effects of infrastructural development in Nigeria. The study investigates and describes how the Nigerian government can utilize the potentials of Sukuk investment for infrastructural development across the nation.

Abstract:
Purpose – The purpose of this paper is to analyse the steps taken to produce new kinds of integrated documentation on the Holocaust in the European Holocaust Research Infrastructure project. The authors present the user investigation methodology as well as the novel data design to support this complex field. Design/methodology/approach – The paper is based on the scholarly primitives framework. From here, it proceeds with two empirical studies of Holocaust archival research and the implementation steps taken. The paper employs key insights from large technology studies in how to organise such work. In particular, it uses the concepts of social-technical assemblages and intermediation. Findings – The paper offers a number of findings. First from the empirical studies, it presents how Holocaust researchers and archivist perceive the way they currently do research in archives. It then presents how the intermediation and digital transformation of such research can be enabled without violating its foundations. The second major insight is the technical research into how to use graph databases to integrate heterogeneous research collections and the analysis opportunities behind. Originality/value – The paper is based on existing work by the authors but takes this work forward into the world of real-life existing historical research on archives. It demonstrates how the theoretical foundations of primitives are fit for purpose. The paper presents a completely new approach on how to (re)organise archives as research infrastructures and offers a flexible way of implementing this. Next to these major insights, a range of new solutions are presented how to arrange the socio-technical assemblages of research infrastructures.

As for the standard of facilities and infrastructure, some do not meet the National Library Standard (SNP 007:2012) especially for the area of the building/library space which is still 64 m2 but for the facilities, area, and location it is following the National Library Standard (SNP 007:2012). Abstract:
This study purposing to determine the process of maintenance of school facilities and infrastructure in Sekolah Menengah Kejuruan (SMK) Negeri 3 Padang.This research is categorized as qualitative descriptive with data sources coming from interviews, direct observation to the object of research and documentation. The validity of the data was tested using Source Triangulation. The results showed that overall maintenance activities had not been carried out optimally. This is caused by: 1) difficulty in disbursing funds used for maintenance activities, 2) inadequate library space, 3) lack of bookshelves in the library room, 4) the school does not use control cards as proof of liability answer. Maintenance activities are carried out by means of periodic, continuous and preventive maintenance. Meanwhile, the solutive action taken is to repair itself if there are damaged facilities or infrastructures, striving to create and increase the number of bookshelves in the library room. By carrying out optimal maintenance activities, it can extend the economic value and maximize the utilization of the facilities and infrastructure in the school. Abstract:
Computational epidemiology generates and utilizes massive amounts of data. There are two primary categories of datasets: reported and synthetic. Reported data include epidemic data published by organizations (e.g., WHO, CDC, other national ministries and departments of health) during and following actual outbreaks, while synthetic datasets are comprised of spatially explicit synthetic populations, labeled social contact networks, multi-cell statistical experiments, and output data generated from the execution of computer simulation experiments. The discipline of computational epidemiology encounters numerous challenges because of the size, volume, and dynamic nature of both types of these datasets. In this dissertation, we present semantic web-based schemas to organize diverse reported and synthetic computational epidemiology datasets. There are three layers of these schemas: conceptual, logical, and physical. The conceptual layer provides data abstraction by exposing common entities and properties to the end user. The logical layer captures data fragmentation and linking aspects of the datasets. The physical layer covers storage aspects of the datasets. We can create mapping files from the schemas. The schemas are flexible and can grow. The schemas presented include data linking approaches that can connect large-scale and widely varying epidemic datasets. This linked data leads to an integrated knowledge-base, enabling an epidemiologist to ask complex queries that employ multiple datasets. We demonstrate the utility of our knowledge-base by developing a query bank, which represents typical analyses carried out by an epidemiologist during the course of planning for or responding to an epidemic. By running queries with different data mapping techniques, we demonstrate the performance of various tools. The empirical results show that leveraging semantic web technology is an effective strategy for: reasoning over multiple datasets simultaneously, developing network queries pertinent in an epidemic analysis, and conducting realistic studies undertaken in an epidemic investigation. The performance of queries varies according to the choice of hardware, underlying database, and resource description framework (RDF) engine. We provide application programming interfaces (APIs) on top of our linked datasets, which an epidemiologist can use for information retrieval, without knowing much about underlying datasets. The proposed semantic web-based digital library infrastructure can be highly beneficial for epidemiologists as they work to comprehend disease propagation for timely outbreak detection and efficient disease control activities.

Abstract:
According to several studies, an inordinate number of major business decisions to acquire, design, plan, and implement networking infrastructures fail. A networking infrastructure is a collaborative group of telecommunications systems providing services needed for a firm's operations and business growth. The analytical hierarchy process (AHP) is a well established decision-making process used to analyze decisions related to networking infrastructures. AHP is concerned with decomposing complex decisions into a set of factors and solutions. However, AHP has difficulties in handling uncertainty in decision information. This study addressed the research question of solutions to AHP deficiencies. The solutions were accomplished through the development of a model capable of handling decisions with incomplete information and uncertain decision operating environment. This model is based on AHP framework and fuzzy sets theory. Fuzzy sets are sets whose memberships are gradual. A member of a fuzzy set may have a strong, weak, or a moderate membership. The methodology for this study was based primarily on the analytical research design method, which is neither quantitative nor qualitative, but based on mathematical concepts, proofs, and logic. The model's constructs were verified by a simulated practical case study based on current literature and the input of networking experts. To further verify the research objectives, the investigator developed, tested, and validated a software platform. The results showed tangible improvements in analyzing complex networking infrastructure decisions. The ability of this model to analyze decisions with incomplete information and uncertain economic outlook can be employed in the socially important areas such as renewable energy, forest management, and environmental studies to achieve large savings.

Das Informationsmanagement im Gesundheitswesen entwickelt Informationssysteme von Krankenhäusern und medizinischen Organisationen weiter. Dazu benötigt es Informationen, die ihm von Informationsmanagement-Informationssystem (IMIS) bereitgestellt werden. Das IMIS muss ebenfalls zielgerichtet weiterentwickelt werden. Die Grundlage für die Bewertung und Konstruktion eines IMIS ist ein Modell der Aufgaben und verarbeiteten Informationen im Informationsmanagement. Der Autor entwickelt eine Formalisierung der Informationsverarbeitung und darauf aufbauend Kriterien für Modelle der Informationsverarbeitung im Informationsmanagement im Gesundheitswesen sowie Modellierungsregeln und ein Vorgehen zur Modellierung. Die Angemessenheit der entwickelten Formalisierung und der Kriterien, der Regeln und des Vorgehens zeigt der Autor mit der Modellierung der Informationsverarbeitung in den neun Kernprozessen der Information Technology Infrastructure Library (ITIL), einer Sammlung von Empfehlungen für das Management von IT-Dienstleistungen. Aufbauend auf einer erweiterten Version dieses Modells kann ein IMIS für das Gesundheitswesen konstruiert werden.

Abstract:

Information Technology (IT) professionals use the Information Technology Infrastructure Library (ITIL) process to better manage their business operations, measure performance, improve reliability and lower costs. This study examined the operational results of those data centers using ITIL against those that do not, and whether the results change when traditional facilities engineers are included in the process. Overall, those IT departments using ITIL processes had no statistically significant improvements when compared to those who do not. Inclusion of Critical Facilities (CF) personnel in the framework offered a statistically significant improvement in their overall reliability of their data centers. Those IT departments who do not include CF personnel in the ITIL framework have a slightly lower level of reliability than those who do not use the ITIL processes at all.

Abstract:

The purpose of this thesis is to examine the impact of best practices framework like In- formation Technology Infrastructure Library (ITIL) on IT outsourcing implementation. This thesis will examine the research question:

“What are ITIL’s effects on IT Outsourcing implementation?”

The goal is to find out whether ITIL is applicable in IT outsourcing project, and if it has a positive or negative impact on it. The study of the impact of ITIL in IT outsourcing pro- jects, will start by giving the reader an overview about ITIL and IT outsourcing critical suc- cess factors. This thesis is conducted through a cross-sectional study, and information has been obtained through secondary literature. The authors have also conducted a series of in- terviews with IT practitioners and an IT expert. The interviews has been done in a semi- structured way.

The outcome of this research show that ITIL definitely can have a positive impact on IT outsourcing implementation. A positive effect that has been discovered from this research is that ITIL improved the communication between service providers and customers. These studies also shows that ITIL can serve as a growth enabler by giving structure to compa- nies work activities. On the other hand, organizations should consider ITIL more as guide- lines than a framework. This research also discovered that using ITIL frameworks can make work procedures more complex and time demanding, and due to this, small- to me- dium-sized companies could face more struggle in the implementation phase of ITIL.

Abstract:
Building on the 2019 ACRL/SPARC Forum on Collective Reinvestment in Open Infrastructure, this program will explore how libraries can make different commitments to fund content created by open infrastructures. Library collections increasingly promote and reflect such open content and many have chosen to contribute to funding those products. There is not one formula or roadmap to underwrite the publishing and distribution costs of these open resources. There are many variables and considerations as some open content corresponds to serials and others are books or monographs. Open access content is increasingly found in nearly all subject areas, as scholarly publishing models have evolved. Open access does not come without a price to create, maintain and preserve the outputs. Libraries are reconsidering whether they want to commit so much to purchase materials or subscription-based products, when it is unclear what the anticipated use of any materials will be over time. Planning and opportunities for new and more flexible decisions concerning adjustments to and expenditures of the materials budget are under exploration by libraries. There are many options to invest in creating more content to be released as open access. Such options include contributing financially from the Library collections or materials budget to subsidizing or covering APCs, engaging in a more “library as publisher” model hosting journals, publishing books, creating OERs, and offsetting other expenses that ultimately drive a more intensive open infrastructure. Library leaders and partners will share their ideas about trying different approaches to contribute to more open publishing initiatives and explore whether efforts in deploying current book and serial costs to offset opportunities to build a wider and more open infrastructure is on the horizon. This analysis should incorporate the costs of analytical tools necessary to the use of such content in today’s research. Abstract:
Libraries should develop a new model for providing information resources and analytical tools for the use of scholars working in the current multidisciplinary research environment. This model, A New Synthesis, based on today’s research experience should replace the present concept of the “collection budget.” Sources are proliferating and traditional scholarly resources are no longer at the core. Research itself has changed. Previously, finding information was primary, but now information is plentiful and today’s challenges are to understand, analyze, and extract insight from these vast resources. To address this challenge, newly designed libraries are appearing that are radically different, reconceptualizing learning spaces, technological infrastructure, and research labs for scholars and students. Yet, the concept of the collection budget is little changed. We must embrace a paradigm that allows us to envision holistically the development and investment necessary to support current research. To enable expanded capacity for supporting today’s Grand Challenge research and to ensure the critical relevancy of academic libraries in this endeavor, we must employ a new synthesis. Sources can no longer be viewed independently from the tools needed to analyze them. Critical elements include: redeploying funds to an array of open platforms; shifting the focus from access to knowledge creation; and investing in spaces, technology, and people that will help researchers solve problems in new ways. We are at a moment when building these services and placing them at the heart of libraries requires fundamental organizational and financial change. Reconceiving current spending on collections is essential to this change.

Building a digital language archive requires a number of steps to ensure collecting, describing, preserving, and providing access to language data in effective and efficient ways. The Computational Resource for South Asian Languages (CoRSAL) group has partnered with the University of North Texas (UNT) Digital Library to build a series of interconnected digital collections that leverage existing UNT technical and metadata infrastructure to provide access to data from and for various language communities. This article introduces the reader to the background of this project and discusses some of the important for representing language materials areas where UNT metadata has needed flexibility to better fit the needs of intended audiences. These areas include a workflow for standardized language representation (the Language field), defining roles for persons related to the item (Creator and Contributor fields), and representing interconnections between related items (the Relation field). Although further work is needed to improve language data representation in the CoRSAL digital language archive, we believe the model adopted by our team and lessons learned could benefit others in the language archiving community.

Abstract:
A descriptive study was conducted to look into the effects of Information and Communication Technologies (ICTs) on academic libraries in Nigeria universities.. Four research questions guided the study. A review of the related literature was also carried out. The study took place in nine selected Nigerian universities. Survey participants were librarians and library officers from nine state-run university libraries. To collect data, the researchers had used san online survey template and a questionnaire. The information gathered was interpreted with descriptive and inferential statistics. The results indicate that university libraries have differing degrees of ICT infrastructure capacity. The automation of library materials has begun, and database technology has vastly increased information storage and retrieval. Insufficient library funding/financial assistance, as well as inadequate technological infrastructures, was also found. In order to provide efficient resources, any division in such an academic library should indeed be computerized. Governments should prioritize library funding and financial assistance in their budgets. Under their small budgets, management could perhaps emphasize ICT spending..
