Abstract:
The main objective of the study was to ascertain the presence of the identified critical success factors for lean sustainability in a chemical manufacturing company in Port Elizabeth. The critical success factors that formed part of the research included leadership involvement and commitment, management involvement and commitment, employee engagement and organisational culture. The methodology used was one of a positivistic approach. A questionnaire was utilized and the responses were analyzed using various statistical methods. Based on the results from the analysis, recommendations and conclusions could be drawn. The inferential results of the study indicated that all the critical success factors identified for this study were present within the organisation. However, there were still a large percentage of respondents that remained neutral across all the questions which could indicate reasons why previous attempts in lean implementation failed. The recommendations provided were based on the findings of the study. An implementation strategy was identified and outlined. This strategy and recommendations will assist in providing a sound platform for a sustainable lean initiative within the organisation.

Abstract:
This report describes the implementation of FaDO as a REACT.JS web-based tool. FaDO is a machine learning method for real-time fraud detection: it flags (financial)transactions as either fraudulent or normal in a real-time fashion. FaDO implementssemi-supervised machine learning for this task: in semi-supervised learning, only a small portion of the presented data needs to be labeled. This tool is designed as a filter that works together both with existing automatic fraud filters and human experts. The contribution of this work is a dynamical webpage that implements and demonstrates the approach. Herefore, the REACT framework and the JSX programming language were used. The emphasis of this tool is put on real-time in-browser processing of all data. In order to illustrate the tool, a realistic artificial transaction generator was implemented. The tool then allows to organise different fraud filters to select fraudulent transactions from this high-frequency stream. This report gives also preliminary key performance indicators (KPIs) of the approach. A comparison to a realistic hand-crafted expert system is given.

Abstract:
The purpose of this essay is to propose a comprehensive legal theory of implementation allowing for a deeper understanding of the failures of contemporary Public Administration. Such a theory requires its proper methodology, which is, In fact, the missing link between administrative law and the so-called new sciences. The thesis takes the view that the systemic approach satisfies the above requirements, for it makes possible the broader concepti6n of law, viewed within Its social context. It also makes salient the decision-making element inherent in the implementation process. In this way, it enables the researcher to identify and interrelate important but latent factors of implementation failure, neglected or even overlooked by purely legal or purely empirical implementation studies. This deeper understanding of implementation, drawn from the relevant theoretic systemic models, is a necessary prerequisite for a sound policy making, avoiding the pitfalls of implementation failure. On the other hand, the usefulness of the proposed comprehensive legal study of implementation is shown in the Second Part of the thesis. For this purpose, a characteristic case of administrative failure has been selected and analyzed on the basis of the relevant theoretical model proposed in Part One. The case refers to the failure of urban policy in Greece as expressed in the phenomenon of unauthorized development. It is a case worth studying, since the failure is due to a multiplicity of factors other then the relevant legislation (statute of 17.7.1923), which is of a remarkable quality. The models and findings of the study can be applied to any case of implementation failure, thereby facilitating not only diagnosis but prevention of failures as well.

Abstract:
This explanatory mixed-methods policy analysis describes how school counselors' thoughts and attitudes contribute to the implementation fidelity of the Academic and Career Plan (ACP) policy in a suburban Virginia school division. A quantitative survey investigated counselor thoughts about the policy, implementation behaviors, and counselor ideas about equity issues related to providing college and career planning services to at risk students. Counselor interviews were conducted to provide deeper insight about the street level implementation practices and beliefs of counselors. Findings reveal that counselors place substantial value in the ACP policy and think the process is useful for connecting student interests and postsecondary goals to high school programs of study. Counselors implement the ACP policy with high fidelity because the policy incorporates counselor beliefs such as integrating the career pathway model into the course selection process. Counselors report spending more time assisting higher socioeconomic groups with college planning which results in less time for supporting at risk students. Findings indicate that counselors recognize the need at risk students have for additional support during postsecondary planning but are inhibited by the demands of higher socioeconomic groups. Finally, implications for school leaders related to improving counselor services to at risk students are discussed.

Abstract:
It has been noted that implementation climate is positively associated with implementation effectiveness. However, the recipe for a successful implementation of IS/IT systems still doesn’t exist. Specifically, it is unclear what a "good" implementation climate requires, what it should be, and to what extent the acceptance and success of the implementation of a new IS/IT system is affected. Despite success and opportunities for organizations that innovate with information systems (IS) and information technology (IT) in general there are also many failures of IS/IT implementations caused by both technical and non-technical problems. This study, based on the Klein-Sorra model of implementation effectiveness, shows that skills and innovation-values fit do significantly influence intention to use in the context of our questionnaire-based survey, the implementation of a new document management system (DMS) at the Dutch Police. Survey data was collected from 41 end-users. For practitioners, this research offers practices to be considered during implementation of a new system.

In this paper the fractional order integrative operator s−m, where m is a real positive number, is approximated via a mathematical formula and then an hardware implementation of fractional integral operator is proposed using Field Programmable Gate Array (FPGA). Digital hardware implementation of fractional-order integral operator requires careful consideration of issue of system performance, hardware cost, and hardware speed. FPGA-based implementation are up to one hundred times faster than implementations based on micro-processors; this extra speed can be exploited to allow higher performance in terms of digital approximations of fractional-order systems.
