Purpose To summarize and interpret a Risk Alert issued on April 12, 2018 by the US SEC’s Office of Compliance Inspections and Examinations (OCIE) on the most frequent advisory fee and expense compliance issues identified in recent examinations of investment advisers. Design/methodology/approach Summarizes deficiencies identified by the OCIE staff pertaining to advisory fees and expenses in the following categories: fee billing based on incorrect account valuations, billing fees in advance or with improper frequency, applying incorrect fee rates, omitting rebates and applying discounts incorrectly, disclosure issues involving advisory fees, and adviser expense misallocations. Findings In the Risk Alert, OCIE staff emphasized the importance of disclosures regarding advisory fees and expenses to the ability of clients to make informed decisions, including whether or not to engage or retain an adviser. Practical implications In light of the issues identified in the Risk Alert, advisers should assess the accuracy of disclosures and adequacy of policies and procedures regarding advisory fee billing and expenses. As a matter of best practice, advisers should implement periodic forensic reviews of billing practices to identify and correct issues relating to fee billing and expenses. Originality/value Expert guidance from experienced investment management lawyer.

Abstract:
In the history of this country queer-identified individuals have faced discrimination and harassment in their places of school and work for many years. Research has found that exposure to these experiences can have a negative impact on mental health. Prior to this study, no data were available as to whether or not queer-identified Couple and Family Therapists (C/MFTs) also have faced discrimination and harassment within the field of C/MFT. This study explored the lived experiences of queer-identified C/MFTs in an attempt to identify what unique struggles this population faces, and if these struggles include coping with discrimination and harassment. Participants identified concerns over inadequate training and resources, issues related to self-disclosure, the role of being a spokesperson for the queer community, the role that context plays with regard to their experiences, the strengths of being a queer-identified C/MFT, and the relationship that the American Association of Marriage and Family Therapy (AAMFT) has had with queer-identified C/MFTs and the queer community in general. Finally, participants were asked to give words of advice to other therapists based on their own experiences. The results of the study suggest that queer-identified C/MFTs find their sexual orientation as a strength; it not only benefits their clinical work, but can enable a sense of empowerment in advocating for the rights of their community.

Abstract:
The overarching purpose of this study was to explore the thoughts and attitudes of hospice chaplains and music therapists (MTs) related to the questions, "Is it appropriate for music therapists to provide spiritual care as part of the hospice team," "What kind of training and preparation do music therapists and chaplains think hospice music therapists should have before engaging in spiritual care work," and "What should the content be of spiritual care training for music therapists?" The study used a sequential exploratory qualitative/quantitative mixed methods design utilizing parallel purposive subject samples to examine the research questions. The first phase of the study included semi-structured interviews with eight music therapists and seven chaplains specializing in hospice care. These interviews were designed to collect in-depth information about the research questions. Each interview was recorded, transcribed, and analyzed using open coding within a grounded theory approach. Thematic analysis revealed the prevalence of the categories of "ethics" and "training." Participants discussed issues related to scope of practice, cultural competence, maintaining personal boundaries, educational content, and educational methods. Analysis of the data information also indicated the need to expand the research questions, which were examined with larger participant samples in the second phase of the study. Phase II of the study included the development and implementation of a survey tool to explore the results of Phase I with a larger group of participants. The following questions were used as the basis for the survey tool: 1) How appropriate do chaplains and music therapists feel it is for music therapists to provide spiritual care as part of the hospice team? 2) What is the scope of practice for music therapists with regards to providing spiritual care as part of the hospice team? 3) How important are specific aspects of cultural competence in providing ethically sound spiritual care to hospice patients? 4) How do music therapists' music selections for addressing spiritual goals reflect culturally competent practice? 5) What are the personal boundaries that should be maintained by music therapists in order to provide ethically sound spiritual care? 6) How do music therapists feel their personal spiritual beliefs influence their interactions with patients? 7) What types of previous spiritual care training do music therapists report completing? 8) What training topics do music therapists and chaplains feel music therapists should study in order to provide competent spiritual care? 9) What types of training methods do music therapists and chaplains think are most appropriate for music therapists wanting to learn more about spiritual care? 10) What, if any, differences exist between chaplains' and music therapists' responses to these research questions? A final sample of music therapists (n=48) and chaplains (n=44) completed the survey. Results indicated that the role of music therapists includes providing spiritual care as part of the hospice team. The spiritual care scope of practice for music therapists identified by survey participants included assisting with spiritual practices, experiencing God or a higher power, assisting with meditative practices, and assisting with guided imagery experiences. According to participants, music therapists should not lead religious rituals or ceremonies, nor should they conduct spiritual assessments. Music therapists felt that all aspects of cultural competence mentioned in the survey were important, especially selecting interventions that are reflective of patients' cultural and spiritual backgrounds. This was also reflected in the ways music therapists wrote about selecting music for use in addressing spiritual goals. Participants identified specific personal boundaries that should be maintained when providing spiritual care, including avoiding pushing one's personal beliefs onto a patient or family. Music therapists expressed a variety of opinions about how their personal beliefs affected their interactions with patients. These varied from "not at all" to "allows me to be open to others." Music therapists and chaplains expressed similarly varied responses to a question about the wearing of religious symbols when providing hospice services. Questions about spiritual care training methods and content revealed that music therapists were more likely to engage in on-the-job learning, or attend continuing education and conference presentations about spiritual care. Music therapists and chaplains also wrote about learning from patients, participating in group feedback sessions, and reading materials about spiritual care as ways to learn about spiritual care provision. Differences were seen between music therapists and chaplains on their understanding of the concept of "spirituality" and "spiritual care." There were also differences between the two groups on questions of the importance of knowing one's own background as a component of cultural competence, as well as the appropriateness of music therapists providing spiritual care/counseling.

Abstract:
Neonatal asphyxia is the third largest cause of neonatal mortality in Vietnam, and many of the surviving patients suffer from permanent brain damage. A cooling mattress used for treatment of infants suffering from asphyxia has been shown to have problems with providing a stable body temperature for the patients. The main purpose of this project is to assess potential problems with routines and the use of the most central technical equipment used to treat newborns suffering from asphyxia, as well as constructing a phantom to simulate a newborn infant in the process of cooling. The purpose of the simulation is to investigate new methods of using the cooling mattress to achieve a more stable body temperature when cooling the patient. The project was done at Phu San Hostpial and Vietnam National Children's Hospital in Hanoi, Vietnam. The technical evaluation was conducted with observations, interviews and a question form. The results showed that there were issues with the sensors connected to the ventilators, noise level from alarms and routines concerning sanitation. The phantom was based on a water bottle, an interest heater and a pump to mix the water. It proved not possible to construct a phantom that met the necessary criteria.
Asfyxi hos nyfödda är den tredje största orsaken till neonatal dödlighet i Vietnam, och många av de överlevande får permanenta hjärnskador. En nedkylningsmadrass som används till behandling av nyfödda med asfyxi har visat sig ha problem med att hålla patientens kroppstemperatur stabil. Arbetets huvudsakliga syfte är att undersöka potentiella problem med rutiner och användningen av den viktigaste tekniken vid behandling av nyfödda som lider av asfyxi, samt även konstruera en fantom som ska kunna simulera en nyfödd vid nedkylning. Simuleringen har som syfte att undersöka nya användningsmetoder av nedkylningsmadrassen för att uppnå en mer stabil kroppstemperatur hos patienten. Arbetet gjordes vid Phu San Hospital, och National Children’s Hospital i Hanoi, Vietnam. Utvärderingen av teknikens användning gjordes via observationer, intervjuer och ett frågeformulär. Resultaten sammanställdes för att hitta potentiella förbättringar till teknikens användning. Det framkom problem med sensorerna kopplat till ventilatorerna, ljudnivån från alarmer och rutiner kring sanitering. Fantomet baserades på en vattenflaska, en doppvärmare och en pump som blandade vattnet. Det visade sig inte vara möjligt att konstruera en fantom som uppfyllde alla kriterier med de resurser som var tillgängliga.

A major problem that decision makers are facing in an information-rich society is how to absorb, filter and make effective use of available data. The problem caused by information overflow could lead to the losses of competitiveness. This paper presents a knowledge-based approach to building an issues identifier to help investors overcome information overflow problems when dealing with very large on-line financial databases. The proposed software system is able to extract critical issues from the on-line financial databases. The system was developed based on a number of techniques: automatic indexing, concept space genemtion, and neural network classification. In this paper, we describe how these techniques are used to extract subject descriptors, their semantic relationships, and the related texts (documents or paragraphs) to each descriptor. The proposed system has been tested with the annual reports from thirteen of the largest international banks.

Malgré une plus grande diversité dans les recherches sur l’adoption depuis la dernière décennie, les études sur le développement de l’identité chez les personnes adoptées issues de groupes racisés au Québec sont rares. Pourtant, le fait de grandir dans un environnement où l’ensemble des gens n’est pas issu du même groupe racisé peut occasionner de grands obstacles. Dans le cadre de ce mémoire, neuf participantes adoptées à l’international et issues d’un groupe racisé ont été rencontrées afin de mieux comprendre comment se développe leur identité. Âgées entre 20 et 30 ans, les participantes ont partagé sur leur parcours de vie selon deux thèmes : celui de l’enfance et de l’adolescence et celui de la vie adulte. Les résultats obtenus soulignent l’importance d’une famille ouverte et encourageante dans la construction identitaire de l’enfant. L’impact de ces relations positives se transpose jusqu’à l’âge adulte pour l’ensemble des participantes. L’étude établit aussi que les familles adoptantes font face, encore aujourd’hui, à des stéréotypes, des microagressions et de l’intimidation. Pour les participantes qui ont subi de l’intimidation et des microagressions à répétition, les conséquences sur le développement identitaire sont majeures. Elles ont une incidence sur la place des préoccupations, sur la formation des représentations sociales, sur la présence d’émotions négatives et sur l’acceptation du statut d’adopté issu de groupes racisés. Les constats de cette étude montrent que, même si la majorité des participantes ont un parcours de vie positif, les impacts d’une intimidation fréquente sont importants. Il est également essentiel de prendre en compte les besoins de soutien et d’écoute ainsi que les bienfaits d’échanger avec d’autres personnes issues d’un groupe racisé, surtout à l’adolescence. Enfin, la nécessité de former des intervenants aux enjeux complexes rencontrés par les personnes adoptées issues de groupes racisés reste toujours d’actualité.

Furthermore, it examines the changing focus and locus of policy discussing such issues as the state versus market, the growing complexity and scale of government and the special concerns of Africans relating to the debate around the issues. Based on the above theoretical debates, certain issues and the competing tools for addressing them are identified for closer scrutiny. These contextual issues include the economic issues in public policy; health issues and public policy; security issues and public policy; the environment and natural resources policy issues; governance and policy issues; and exclusion, vulnerability and public policy. The chapter concludes by drawing out the implications of policy paradigms on policy change and policy performance.

AbstractWe previously identified that urban brownfield regeneration projects are relevant strategies to limit urban sprawl while revitalizing portions of cities, namely mixed-use neighbourhoods. Moreover, these neighbourhoods in transition are opportunities to foster the implementation of sustainability objectives within European metropolitan areas. This chapter explore this subject by deepening the sustainability issues at the neighbourhood scale. To provide the basis for discussion, we first attempt to frame the urban sustainability concept and to explain how the neighbourhood scale is a means of action for cities. Then, we analyse the different sustainability issues according to a wide variety of parameters that must especially be taken into account during sustainable neighbourhood projects, and more precisely urban brownfield regeneration projects. These parameters cover the four pillars of sustainability—the environment, society, economy, and governance—and the polycentric reorganization of European metropolitan areas.

Purpose – solvency II framework regulates how much capital the European Union insurance companies must hold. The amount of necessary capital can be calculated using a standard formula or an internal model. On the basis of the review of other authors’ empirical research, the present paper aim at identifying factors that influence necessary capital and propos-ing necessary areas of improvement for the methodology of an internal capital model. Research methodology – to conduct the paper, the authors have used the extended literature review. Analytical methods and comparative methods have been used for the Baltic non-life insurance market analysis. Findings – the Baltic market does not use an internal model even for a major risk – premium and reserve risks. A review of the current literature findings shows that the main weakness of the standard formula is risk aggregation. Research limitations – identified factors apply to non-life insurance companies under the Solvency II framework with a focus on reserve risk. Practical implications – factors are identified that should be implemented in the internal model methodology. The paper will help avoid using internal models as only a modern risk management tool and improve risk profile accuracy. Originality/Value – improvements of the internal model methodology are proposed based on a literature review. The au-thors have identified the main directions, issues and improvement possibilities for reaching modern risk management.

Implementation of the ISTB requirements for pumps in commercial US plants has presented challenges over the last few years with all the changes in ISTB since the issuance of the 1995 Edition of the ASME OM Code through the 2006 Addenda. This paper will discuss issues related to IST implementation. Good practices will be discussed to help IST engineers improve their programs. Purpose – the main scientific purpose of this article is to conceptualise the categories of dynamics of interorganisational networks strategy. The scientific problem presented in the article concerns initially identified connections between three major elements (based on literature studies and authors’ previous experiences), describing the dynamism of the strategy as mentioned above. Those elements were named by the authors as the Triangle of Dynamics Factors (TDF), and are (1) propensity of taking the risk and real ability to accurately assess opportunities, (2) skills, and processes of opportunities identification, creation, and exploitation, as well as (3) leadership skills of contemporary managers. Basing on those connections, the article concerns on clarifying research hypotheses in the areas of the three mentioned differentiating factors. Research methodology – in order to achieve the main goal of the article both quantitative (survey research) and qualitative (case study) methods were chosen for future research. Findings – the conducted research is focused on positioning previously mentioned categories in the micro-scale strategy, as well as on determining variables constituting the dynamics of inter-organisational networks strategies. The article presents research hypotheses that will be verified. Research limitations – the limitations are primarily related to a variety of factors influencing the dynamics of interorganisational network strategies, observed both inside and outside the networks. The article focuses on those factors that decision-makers in networks can influence, which is tantamount to omitting most factors within the networks' environment. At the same time, the article focuses on selected types of inter-organisational networks – both decentralised and centralised. The article is conceptual; therefore, it does not contain the results of empirical research directly oriented on all three identified factors, which is its specific limitation. Partial results of the previously conducted research indicated in the article relate only to one of the identified elements. It is the area of skills, and processes of opportunities identification, creation, and exploitation. Practical implications – the practical business implications concern mostly the necessity of organisational adaptation to changing environmental conditions, the imperative of being flexible and striving for the success by inter-organisational networks. The article identifies those factors being under the actual influence exerted by networks' representatives. Originality/Value – this article is the authors' third joint work, and hitherto in the examined literature, there were no publications dedicated to the study of strategy dynamics and dynamism of the inter-organisational networks' strategy, researched in the triad: risk – opportunities – leadership. This creates a wide interpretative and research area for the indicated topic

Homeland security concerns arising since September 11, 2001, have captured national attention and sparked a number of responses at all levels of government. As events have unfolded and the nature of the situation has become better understood within the US, the need for effective planning and response has resulted in the identification of significant analytical challenges. These challenges relate to a number of different needs, including the following: • estimating the probability and the potential impact of various threats, • identifying the need for and effectiveness of specific counter-measures, and • assessing the combined results of interacting activities and events. Analytical approaches traditionally used for safety engineering and risk analysis, coupled with analytical approaches borrowed from other systems analysis disciplines, can be usefully adapted to help meet these challenges. This paper identifies and discusses several illustrative examples of the analytical challenges currently being faced with respect to homeland security. Linkages are then examined between these specific challenges and traditional analytical approaches from a variety of disciplines, including safety engineering and risk analysis. Since effective cooperation among responsible agencies and organizations has been identified as an issue of concern and is essential to achieve an effective homeland security strategy and response capability, issues relating to multiple interacting activities are specifically highlighted.

Purpose – Hypothesis verification and quantification of the relationship between drivers and the resulting factors for a lasting impact on the long-term ICT development, globalization, structural changes in the geo-economy and changes in socio-ethical standards in society in the frontier financial markets. Research methodology – Based on open source information, a database of almost 19,000 data was formed - 748 obser-vations by country on 25 indicators. The simulation was performed on the basis of a mixed-model, which is a statistical model that is an extended version of the General Linear Model (GLM), using SAS / STAT® 13.1 software. Findings – Based on the Solution for Fixed Effects and Solution for Random Effects and the test of fixed effects, glo-balization, economic dominance, economic growth and human development were identified as statistically significant patterns of transformation of frontier financial markets. Research limitations – The paper does not attempt a comprehensive coverage of the topic. However, it identifies main drivers of the development of frontier financial markets and makes calls for further research. Practical implications – The findings are likely to be useful for practitioners and researchers to gain knowledge about the main drivers of the frontier financial markets development. Originality/Value – The application of the technique of multidimensional ranking of drivers has identified globalization, geoeconomic changes and human development as the most influential drivers for the development of frontier financial markets.

This Evidence Check was commissioned by the NSW Ministry of Health, as part of a project to improve how preventive, sensitive health issues are raised in general practice. The review looked at what is known about discussing sensitive preventive health issues from both patients and GPs perspectives and approaches and factors that have been shown to be effective. The identified evidence was generally of moderate to high methodological quality. General behaviour change approaches that are applicable to this challenge include creating non-judgemental environments that normalise sensitive health issues; simulation training; and public campaigns that reduce stigma and challenge unhelpful cultural norms. Lack of time in consultations was identified as a challenging issue. Significant system-level change would be required to extend standard consultation times; focusing on optimising workflows may therefore be more feasible. Addressing GP patient–gender mismatch through diverse GP representation may also be feasible in larger practices. The key theme identified was the use of prompting, screening or other structured tools by GPs. Collectively, these approaches have two main features. First, they are a way of approaching sensitive health conversations less directly, for example by focusing on underlying risk factors for sensitive health conditions such as obesity and mental illness rather than addressing the issues directly. Second, through either risk-factor or more general question prompts, these approaches take the onus away from GPs and patients to come up with a way of asking the question using their own words.

Recent advancements of electric vertical take-off and landing (eVTOL) aircraft have generated significant interest within and beyond the traditional aviation industry, and many novel applications have been identified and are in development. One promising application for these innovative systems is in firefighting, with eVTOL aircraft complementing current firefighting capabilities to help save lives and reduce fire-induced damages. With increased global occurrences and scales of wildfires—not to mention the issues firefighters face during urban and rural firefighting operations daily—eVTOL technology could offer timely, on-demand, and potentially cost-effective aerial mobility capabilities to counter these challenges. Early detection and suppression of wildfires could prevent many fires from becoming large-scale disasters. eVTOL aircraft may not have the capacity of larger aerial assets for firefighting, but targeted suppression, potentially in swarm operations, could be valuable. Most importantly, on-demand aerial extraction of firefighters can be a crucial benefit during wildfire control operations. Aerial firefighter dispatch from local fire stations or vertiports can result in more effective operations, and targeted aerial fire suppression and civilian extraction from high-rise buildings could enhance capabilities significantly. There are some challenges that need to be addressed before the identified capabilities and benefits are realized at scale, including the development of firefighting-specific eVTOL vehicles; sense and avoid capabilities in complex, smoke-inhibited environments; autonomous and remote operating capabilities; charging system compatibility and availability; operator and controller training; dynamic airspace management; and vehicle/fleet logistics and support. Acceptance from both the first-responder community and the general public is also critical for the successful implementation of these new capabilities. The purpose of this report is to identify the benefits and challenges of implementation, as well as some of the potential solutions. Based on the rapid development progress of eVTOL aircraft and infrastructures with proactive community engagement, it is envisioned that these challenges can be addressed soon. NOTE: SAE EDGE™ Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. The goal of SAE EDGE™ Research Reports is to stimulate discussion and work in the hope of promoting and speeding resolution of identified issues. This report has identified emerging issues within the women, peace and security (WPS) agenda. Climate change has long been identified as a key cross-cutting issue and several potential avenues for WPS policy are identified. Other issues such as artificial intelligence (AI) have been highlighted as potentially relevant, but relatively little discussed with respect to WPS. The WPS agenda focuses on addressing the gendered impact of conflict and seeking to prevent conflict through increased women’s participation. In this report, WPS is understood as a body of UN Security Council resolutions (UNSCRs) and state national action plans (NAPs) labelled as WPS; as well as other UN and state policies using the language and ideas of WPS; and actions and ideas produced by civil society and academics inspired by the United Nations (UN) agenda or sharing ideas with it. The report focuses on new and emerging issues identified by academics and policymakers as relevant to the WPS agenda. Emerging trends and issues are broadly understood as: • Parts of the WPS agenda that are increasingly part of policies formulated by the UN, member states or civil society actors. • Parts of the WPS agenda that scholars or policymakers think have been neglected or not implemented sufficiently. • Re-interpretations of the framing of the WPS agenda. • New areas to which it is argued WPS should be applied. • Parallel international policy agendas with conceptual or legislative overlap with WPS. Emerging trends and issues are discussed with reference to their status in policy and implementation; normative debates about their place in the WPS agenda; and evidence on their implications for and applicability to certain contexts. The report does not seek to predict or assess the future trends or their relative importance, beyond highlighted existing interpretations of their status, implementation and potential implications. The report discusses a variety of emerging issues. These include issues where the WPS agenda has already been applied, but where its implementation –or lack thereof – has been criticised, such as in counterterrorism and arms control, or the conceptualisation of gender. The ability of WPS instruments to address changing forms of conflict has also been criticised. Issues to which it is argued that WPS should, and could, be applied more thoroughly, such as gang violence and trafficking, are discussed. The report includes new fields such as cybersecurity and AI, about which there is relatively little literature linked to WPS, but agreement that it may be relevant.

Pipeline operators expend substantial efforts to develop, implement, and audit their Public Awareness and Pipeline Damage Prevention Programs. While the rate of pipeline damage incidents from third-party and outside force impacts has progressively declined over a period of several decades, these events remain a high priority for the pipeline industry and external stakeholders. One key focus area for Encroachment Detection and Damage Prevention is understanding and managing Human Factors influences in damage prevention programs. This document presents the findings of the Phase II study on the influences of human factors on pipeline damage and damage prevention efforts. The Phase II study builds on the prior literature review and site visits with pipeline operating companies to identify Human Factors issues in Encroachment Detection and Damage Prevention (Phase I). As a result of the Phase I study, over 200 Human Factors issues were identifed that pertain to Encroachment Detection and Damage Prevention. The Phase II study focused on the top 25 issues (as identified by the pipeline operating companies). The report presents the results of two-day workshops that were organized in five countries to develop interventions for each of the 25 high-priority Human Factors Issues. The Final Report includes a �Users Guide� that identifies practical Human Factors interventions to address Encroachment Detection and Pipeline Damage for the 25 high-priority issues. The Users Guide is included in this report as Appendix D. It is also published separately.

This Evidence Check examines international and Australian policies, programs and models of practice for integrated, trauma-informed responses for domestic violence, mental health issues and/or alcohol and other drug use and dependence. The reviewers identified the Integrated Domestic Family Violence Service Program as the most consistently sound and quality program and the only one which aligned with all five of system design principles of NSW Health’s Integrated Prevention and Response to Violence, Abuse and Neglect (IPARVAN) Framework. Overall, the report looked at what has been effective in supporting delivery of such responses, which policies and programs align with the system design principles set out in the IPARVAN Framework, and the key barriers to and enablers of integrated, trauma-informed responses where domestic and family violence, mental health issues and/or alcohol and other drug use may co-exist.
