Abstract:
In November 2006, the INT received an informative document from the National Institute of Metrology, Quality and Technology – the Brazilian accreditation body – which recommended that institutions with more than one accredited quality management system for laboratory tests should promote its unification. This paper presents the INT effort, through actions and strategies, started in 2008 toward the unified implementation of the Quality Management System due to the ISO/IEC17025 criteria. INT's accreditation (CRL006) was achieved in 2012, after the reassessment of all the laboratories accredited. The INT has transformed six accredited laboratories into just one acredited institution under the number CRL006. This was the first number achieved by an INT’S lab in 1984. This change has brought one particular output such as higher knowledge of the quality management system which makes INT as institution more capable to ensure the quality of all acredited tests.

<p>Considerando la importancia que tienen actualmente los sistemas de gestión HSEQ en las organizaciones que prestan servicios en la industria, y que Colombia se abre a nuevos mercados internacionales a través de la aplicación de la norma ISO/IEC 17025:2005, se identifica la necesidad de conocer la articulación entre la acreditación, fundamentada en la norma ISO/ IEC17025 y la certificación del sistema de gestión HSEQ; esto es particularmente significativo en los laboratorios de calibración para magnitudes químicas por la importancia que tienen para la industria. Este estudio consideró una muestra de laboratorios de calibración para magnitudes químicas que están acreditados se consultó la base de datos del Organismo Nacional de Acreditación de Colombia en el mes de abril del año 2014; se utilizó como instrumento de recolección de datos una encuesta dirigida a los representantes del sistema de gestión y la alta dirección. Esta encuesta fue validada por expertos y sometida a una prueba piloto. Se identificaron aspectos de los sistemas de gestión enmarcados en el ciclo PHVA para medir la optimización de recursos en términos de eficacia (resultados) y eficiencia (procesos) en estos laboratorios.</p>

Abstract:
Within this publication, a detailed overview of the national and international solar thermal standards is made. The various tests are described and a cross-reference list for comparing the different standards is given. Moreover, a certification model is presented and the advantage of third-party assessment is carried out. The requirement for a solar thermal test laboratory to conduct independent third-party assessment by means of an ISO/IEC17025 accreditation is given. Finally, the concept of a quality system for solar thermal markets is explained and major advantages are outlined.Solar thermal systems and their components are described in various national and international standards. In Europe, the standard EN12975 defines the regulations and requirements for solar thermal collectors. The standard EN12976 is established for theevaluation of factory-made solar thermal systems. T e EN12977 is the state of the art standard for the evaluation of custom build systems. Nowadays in Libya the standard ISO9806 for solar collectors and the standard ISO9459 for domestic water heating systems def ne the regulations and requirements for solar thermal collectors and systems. In the meanwhile, the empowered Center for Renewable Energy and Energy Efficiency Certif cation Body is under construction. T is body is working now to set the minimum requirements of the testing facilities of solar thermal systems.The international standard for collector testing is ISO9806 and the standard ISO9459 Part 2, 4, 5 for domestic water heating systems. Within the year 2013, a revision of the ISO9806 will be published and, for the first time, a consistent harmonized standard for the main solar thermal markets will be set in force. Besides the various standards for solar thermal products, a meaningful element for quality assurance and customer protection is third party certification. Third party certification involves an independent assessment, declaring that specif ed requirements regarding a product are fulfilled. In a certification process based on specif ed certification rules an authorized certification body is confirming that a solar thermal product has passed performance tests, reliability tests and further requirements according to the standards. In Europe, a certification body holds an accreditation according to EN45011. At the international level the standard ISO/IEC17065 is in force.Test results as a basis for product certification are determined by solar thermal test laboratories. The implementation and the business operation of such a solar thermal test laboratory is an important element within the national / regional solar thermal market. To ensure the quality of the products and to attend the role of an observer on the market, the test facility has to fulfill a number of requirements. Besides the necessary technical equipment and the implementation of tests in accordance with the various national and international standards, the laboratory shall realize a quality management system to guarantee the qualityof tests and services. Based on the technical equipment, the testing scope and an implemented Quality Management System (QMS), the test laboratory can achieve an accreditation according to ISO/IEC17025 as basis for independent third party testing. Independent testing and evaluation of solar thermal collectors and components like hot water stores and controllers off ers an important medium for quality assurance. To guarantee a high degree of product quality and consumer protection a quality system for the solar thermal market is necessary. Core of the quality assurance of a functioning solar thermal market are the national standards body, which is developing standards and regulations as a working basis in technical committees, the national metrology institute that guarantees the traceability of measurements on fundamental and natural constants, and finally the national accreditation body which ensures the conformity of the various actors to a specif c standard.Laboratories work closely with the certification authorities and apply the developed specif c norms and standards. The certification bodies must ensure the conformance of their test laboratories with the standard ISO/IEC17025, which includes the quality standard ISO 9001:2008 and also include additional requirements.T e traceability of the metrics of solar thermal testing laboratories is usually made with the help of calibration laboratories that are specialized in certain measurements. Those are also accredited and ensure the traceability of their measurements to the national meteorology institute. Other stakeholders are the group of importers and exporters and foreign investors who are on the national market in entrepreneurial activities, as well as the group of consumer organizations that represent the interests of customers. By means of good networking of stakeholders and focusing on the quality process, a high-quality and flourishing solar thermalmarket can be created.

Abstract:
The present investigation analyzes the performance of a Hatz diesel engine that has 912 cubic centimeters (cc), stationary type, two cylinders, an air cooled feature and B10 (90% diesel and 10% palm biodiesel), using a test bench to improve statistically the repeatability and reproducibility of the runs. The experimental reference tests were carried out under defined conditions at a fixed speed of 1800 revolutions per minute (rpm) and four load levels: 35%, 50%, 65% and 80%. The repeatability analysis was based on the technical standard NTC-ISO / IEC17025. The variables of torque, fuel consumption (FC), air consumption (AC) and exhaust gas temperatures (EGT) showed an increase related with the load increase, showing a lower variation of AC and emissions. With the mechanism’s implementation of attenuator of air blows, adjustment mechanism for rpm and preheating air chamber for intake manifold, it was observed that the rpm presented the lowest statistical variability. The variables that presented the highest Pearson correlation with respect to the FC are the CO2, NOX and O2, this is because the engine does not have the Common Rail system, which causes the fuel supply to not be injected accurately and uniformly, therefore the evaluation of performance of the engine could not be repeatable.

El objetivo de este estudio fue explorar en tres pasos técnicas analíticas para ensayos en crudo que se desarrollan en tres laboratorios, Ecopetrol, Saybolt y Universidad de Cartagena, frente a las técnicas exigidas internacionalmente por la norma ASTM. Primero, se revisaron normas ASTM y aquellas utilizadas por Instituto Colombiano de Petróleo (ICP), se listó el número de ensayos necesarios para la caracterización de crudos. En segundo lugar, se indagaron los ensayos que se realizan en tres laboratorios de Cartagena (Colombia), se revisó la norma utilizada y el cumplimiento en equipamiento frente a estándares. Tercero: se buscó cuáles ensayos estaban acreditados bajo norma ISO/IEC17025. Al final, se determinó que de los 24 ensayos que se establecen en norma ASTM para caracterización de crudos, los laboratorios de Ecopetrol y Universidad de Cartagena realizan 19 y 11 respectivamente; por su parte, Saybolt, 13. De los ensayos que se realizan en ICP en ASSAY tipo 1, Ecopetrol lleva a cabo 11; Universidad de Cartagena, 9 y Saybolt, 8 ensayos. Al verificar los equipos utilizados, se obtuvo que Ecopetrol utiliza el 94,73 %; Saybolt, 84,6 1% y Universidad de Cartagena, 87,5 % de los equipos que estipula la norma ASTM; además, el laboratorio de Ecopetrol tiene acreditado el 74 % de sus ensayos.

En la presente investigación, se llevó a cabo la validación del método gravimétrico para determinar los sólidos suspendidos totalessecados a 103-105°C en aguas naturales y residuales. Este proceso es fundamental en los laboratorios certificados según ISO / IEC17025 y permite obtener datos confiables. Para el desarrollo de este trabajo fue tomado como referencia el método de la sección 2540 Dpropuestos por el estándar método edición 23, para la determinación de sólidos suspendidos totales. En este caso particular, el método consistióen la filtración de una muestra bien mezclada a través de un filtro de fibra de vidrio estándar previamente pesado, y luego de secado el filtroy el residuo retenido en él a un peso constante en un horno a 103-105 °C. El aumento en el peso del filtro representa los sólidos suspendidostotales. Los resultados para este método son confiables debido a que se logró porcentajes de error y de coeficientes de variación, inferioresal 10%, lo que muestra que dicho análisis se realizó con una buena exactitud y precisión, con un límite de detección de 11,01 mg de caolín/L,mostrando que se realizó un buen proceso en la determinación de solidos suspendidos totales. La validación realizada en este trabajo, muestraque las metodologías empleadas cumplen con los criterios exigidos ante los entes de control como el IDEAM, que permiten garantizar que losanteriores resultados son de alta confiabilidad en el laboratorio de Investigación y Calidad Ambiental del SENA Regional Córdoba y a su vez es un soporte para mantener la acreditación bajo la resolución 0477 del 15 de mayo 2019, conservando los lineamientos de la norma anteriormente citada.

Abstract:
The modern stage of the latest metrological achievements is being intensively deve-loped in our country in new methodological directions that are based on new scientific and technical achievements. The using of metrologically certified devices of different types and with different metrological parameters increases the level of confidence in the results of these works, because the relative comparison of the results of these works allows potential customers to choose the most useful and effective method for obtaining the desired results. This article presents the results of joint scientific and technical works for the methodology of certification of the calibration developed and patented device and the results of using an already certified calibration device for metrological determination of accelerometer parameters, measurers displacements and velocities. This article also shows that one of the important areas of such work on the metrology of measuring devices in the area of seismology is also to determine the amplitude-frequency characteristics or amplitude-frequency and phase characteristics of different devices for measurement velocity, acceleration or displacement for the using of these devices in modern automated complex systems for determination of various parameters of seismic events such as regi-onal, local and teleseismic. The article also presents comparative analyzes of experimental results of work on determining the frequency characteristics of the calibration device in different areas of measurements — displacement, velocity and acceleration. Obtaining these important results for assessing the state of various other seismological devices allowed experimentally do it for possible determination the presence of different types of physical differences in the regions of the same frequency range for displacement's and velocity's measurers. Compliance of the certificate with the requirements of the international metrological certification system ISO/IEC17025, obtained for the calibration device had been ensured by SE «Ukrmetrteststandart».

Abstract Background The number and severity of nonconformities generated during an audit of a medicine testing laboratory indicates its level of quality compliance. Quality standards are established and maintained to ensure the reliability of laboratory test reports. The National Medicines Regulatory Authority (NMRA) Quality Control laboratories assess the quality of medicines used by the populace as part of their regulatory function. Although countries desire to have reliable medicine testing facilities, accrediting a national laboratory to international standards poses financial and technical challenges for many low-income countries. Sharing the benefits of laboratory accreditation could help more countries within sub-Saharan Africa overcome existing challenges to achieve accreditation and robust quality systems. This study investigated the impact of ISO/IEC 17025 accreditation on the performance of an NMRA Quality Control laboratory to provide evidence of improved quality compliance within a low-resource setting. Methods Pre- and post- accreditation audits of nonconformities for management and technical requirements of the ISO/IEC17025:2005 standards were evaluated from a Quality Control laboratory in the National Agency for Food and Drug Administration and Control (NAFDAC), located in Nigeria, West Africa. The following research questions were addressed: “does accreditation impact the adherence to quality standards?” and “does accreditation decrease the severity of nonconformities in Quality Control laboratory audits?” Results Statistical analysis of the pre- to post- accreditation audits from the years 2013 through 2017 revealed a significant decrease in the total number of nonconformities (χ2 = 74, p-value = 9.99e-05, r = 0.67). Further examination of audits from the years 2013 through 2018 audits also revealed a reduction in the number of nonconformities (χ2 = 53, p-value = 9.99e-05, r = 0.62). A reduction in the number of major observations and a decrease in the severity of nonconformities was also observed. Conclusions A higher level of quality compliance was exhibited for the laboratory during the post-accreditation years. Overall, ISO/IEC 17025 accreditation of the NMRA Quality Control laboratory resulted in improved reliability of test reports and enhancement of the laboratory quality system.

In view of global, warming become increasingly serious effects of UV radiation on human beings, because of human consciousness awakening gradually. Ultraviolet Broadband Radiometers (UBR) to help people on the intensity of ultraviolet light detection will provide an important indicator for reference. However, on the marketing available UBR rarely through laboratory calibration, so accuracy is not accepted by people. The goal of this thesis is to construct an accredited laboratory conform to the ISO/IEC17025 standard, following along the "Guide to the expression of uncertainty in measurement" (ISO GUM) assessment published by the International Standardization Organization. The propose programs includes design UBR calibration system, evaluated uncertainty of the system, and the stability/repeatability of the lab’s measurement system via the coining of quality assurance plan. In this calibration system use the self-developed method create the measurement equation, to evaluate the UBR of measurement variance, and verification the effectiveness of this system. The performance/effectiveness of the proposed system will be accredited by Taiwan Accreditation Foundation (TAF) and let the UBR’s accuracy could be through by the calibration’s traceable chain and mutual recognition with the national.
