Ireland is a member of the European Pain Federation (EFIC). The national pain society works to support the needs of patients with pain, including those with acute pain, chronic pain, cancer pain, pain in later life, and at the end of life. In this chapter of European Pain Management we describe first the geography and history of the country as it relates to the recent demographics of the population, the prevalence of pain and needs for pain management, the pain workforce and its organization, the system pain specialists work within, and specific issues that have been tackled to improve the delivery of pain care. An example of recent innovation is also described.

Abstract:
Ireland’s constitution adopts a dualist approach to international law. It is in a unique position as a state which has not ratified the Convention on the Rights of Persons with Disabilities (CRPD), but one which is obliged to adhere to the provisions of the CRPD in EU law, by virtue of the EU’s conclusion of the CRPD in 2010. To date, the CRPD has been referenced in a number of cases before the Irish courts in the context of employment equality law and mental health law. This chapter examines the extent of the impact that the CRPD can have on the judgments of domestic courts on disability rights in advance of the state’s ratification of the Convention.

Abstract:
Ireland’s hybrid welfare system was extended in the period of economic growth from the early 1990s to 2008, and there were some efforts to provide tailored services. A social investment perspective emerged as an overlapping consensus within the social partnership system. The crisis forced a massive fiscal consolidation and ended the partnership approach. After 2008, some reforms had a social investment element, but it remains unclear whether the organizational structures are being created to deliver tailored capacitating services. The Irish case prompts thought about the relation between piecemeal cases of tailored services and a wider, well-articulated, social investment programme. It also illustrates a shift from service provision through non-governmental organizations (NGOs) in the 1990s, to a focus on reform of state services since the crisis. There is potential for a broad coalition in support of social investment, but this raises political risks and poses profound organization challenges.

Abstract:
This chapter explores the evolution of Irish defence policy from the end of the cold war through to 2017. It provides an analysis of national strategy, military doctrine, and force structures and reveals how these have evolved to meet new challenges and opportunities. The chapter explains how successive governments have sought to balance a reluctance to devote significant resources to defence and the desire to maintain the longs-tanding tradition of neutrality with a commitment to international engagement through the UN and active participation in a number of UN peacekeeping missions overseas. It also examines how the relationship with NATO and the EU has evolved. The chapter explores changes to the role and structure of the Defence Forces since the 1990s and concludes with an examination of existing policy and future challenges in the aftermath of the 2015 defence review.

Abstract:
John Henry Newman’s career in Ireland is overshadowed by the later publication of The Idea of a University (1873), one of the most enduringly influential works on the philosophy of higher education. Yet it is impossible to fully understand that book—or Newman’s career as an educator—without a close examination of his experience as rector of the Catholic University of Ireland between 1851 and 1858. In its service Newman wrote the lectures and occasional pieces that became the Idea, but also confronted the challenges of establishing and running a new university while navigating the unfamiliar political, ecclesiastical, and social terrain of Ireland. His administration and philosophy were both informed by his experience of Oxford, and Newman at times struggled to adapt to Irish realities. He found elements of the Irish Catholic hierarchy to be obstructive, and he failed to maintain a working relationship with his patron, Archbishop Paul Cullen of Dublin. Despite its initial promise and substantial financial resources, the Catholic University of Ireland quickly struggled and ultimately failed, an outcome Newman blamed on others. In reality the University’s fate was influenced by a number of causes, including Irish obstructionism, Newman’s own personality, and the refusal of the British government to grant it a charter to award degrees.

Abstract:
This chapter examines the efforts to export Anglicanism to Ireland, with the successes and failures. It considers the extent to which the Irish version diverged from the English one, and the distinctive traits that it developed. It also looks at the Anglican responses to the Roman Catholic Church, which enjoyed the support of over 75 per cent of the population, as well as the growing challenges from Presbyterianism, Methodism, the Quakers, and other Protestant Dissenters. A particularly divisive issue was the attitude to be adopted towards using the Irish language in instruction and evangelization. It concludes that, despite the failure to establish itself as the Church of a majority of the Irish, the Church of Ireland could minister effectively to a minority, composed mostly of those descended from Protestant settlers from England, Scotland, and Wales.
