Abstract:
The cyclicality, fluctuation, and periodicity of the technology requires the dynamic management of the intellectual property (IP) in enterprises. Unfortunately, companies do not connect the management of their IP to the underlying technology life cycle (TLC), and companies do not change the management of IP in different stages of the TLC. Anyway, most companies use one-size-fits-all method to manage all kinds of IP and different technologies. The purpose of this research is to arouse the attention on TLC characteristics of IP management research in academic and business fields. An IP management model is proposed to deal with the one-size-fits-all issue from the perspective of TLC which manifests the importance of phase characteristics of the technology in IP management. This paper indicates that the IP management strategy should vary with the periods of TLC. Likewise, the results from a case study about Motorola's IP management on global system for mobile (GSM) communications have primarily tested the feasibility and validity of IP management model.

Abstract:
In the mid-1980s, European universities began to set up intellectual property (IP) programmes following the models created by US universities. Contrary to widespread opinion, it can be shown that the recently developed patent policies of European universities do not conflict in principle with basic scientific objectives nor with the special legal framework in European countries. However, there is still confusion concerning the motivations for universities to become involved in this aspect of technology transfer and also the economic and strategic potential of such programmes and their effect on higher education in general. European universities still suffer from antitrust policies which severely restrict their opportunities in licensing markets. The argument set out in this article is that they can and should profit from experience in the USA, where universities now have the title to all IP created in government-sponsored research and the right freely to license this IP to industry. Recent evidence regarding the royalties earned, the number of patents granted to universities and the industrial sectors in which these technologies have been exploited provides valuable information for European institutions. Despite its risks, university technology licensing is of strategic importance to university development and can generate substantial income. To achieve these benefits, it is necessary to establish a medium- to long-term policy for the development of the university technology licensing function.

Abstract:
Businesses are faced today with the challenge of leveraging existing network infrastructures while evolving to technologies that will provide a positive impact on their business performance. Internet Protocol (IP) is a technology foundation that many companies have begun to leverage, but IP requires a more integrated strategy for seamless migration and the achievement of its full benefits. In this paper, we examine the creation of an Enterprise IP Strategy from a business impact and a technology point of view and provide factors to consider when developing this strategy. A framework considering business perspective and technology umbrella is presented to guide businesses to make the right choice for networking needs. IP is a common thread that runs through various systems and networks comprising enterprise IT infrastructure. In the last five years, virtually everyone from shipping clerks to CEOs has been touched by IP's influence. Hence, IP provides a strategic vantage point for building a sound enterprise networking strategy.

Abstract:
In the years since the passage of the Bayh–Dole Act of 1980, university technology transfer success has been measured primarily by traditional metrics such as numbers of patents filed, revenue obtained from licensed patents and numbers of start-up companies founded to commercialize university intellectual property. Intellectual property (IP) managers have often responded to these metrics and expectations by attempting to maximize revenue from commercial IP licences. In recent years the University of California at Berkeley has acknowledged that, while licence revenue generation and local economic development are important goals, it is equally important to maximize the social impact of research. It has therefore adopted several IP management strategies, including a Socially Responsible Licensing Program (SRLP). Several types of agreements have been executed under the SRLP, including IP licences, sponsored research agreements and collaborative research agreements. All are structured to provide an economic incentive to licensees to develop and distribute goods and services to low-income and middle-income countries and/or other target groups as they are defined in each contract.

Abstract:
Purpose The purpose of this paper is to explore the trends and features of one of the most visible intellectual property (IP) management practices, IP licensing, in the context of start-ups, accessing external technology at the outset of their lifetime. In particular, it compares start-ups and incumbent firms, in terms of licensing strategy pursued, role of in-licensed technologies relative to the internal innovation process and successively implemented IP management strategies. Design/methodology/approach A mixed-method study is presented using quantitative data on licensing deals from the US Securities and Exchange Commission and cases on start-up companies involved in inbound technology licensing. Findings Evidence indicates start-ups have different IP licensing strategies than incumbents, and their successive IP management strategies are more flexible than for incumbents. Originality/value The authors shed light on IP licensing, which is gaining momentum in open innovation (OI) settings, in an understudied segment of SMEs, namely, start-ups. The authors display interesting evidence of the portion of start-ups that license-in from external companies, indicating that this practice is more widespread than literature would suggest; the authors demonstrate that licensing-in is a valuable strategy for start-up companies, possibly providing additional channels for acquiring know-how on the market. The authors therefore contribute to, and advance, entrepreneurship, IP and OI literature.

The paper attempts to clarify the relationship between the Criminal Code and Intellectual Property (IP) Law in determining whether an IP infringement is a crime. The results show that the determination of an IP crime as specified in 2015 Criminal Code (amended in 2017) is yet to reflect the connotation of IP as specified in 2005 IP Law (amended in 2009). This practice requires a supplement of “the plant breeders’ rights” for a comprehensive protection of IP. This requirement is of significance in creating a motivation for creative activities which contribute to the shift to technology-based growth model, innovation and creativity in Vietnam.

Abstract:
Multimedia business network architecture is to raise the transmission rate of multimedia information, reduce the delay characteristics of the transmission process, so the multimedia service website can operate fast, reliable. In this paper we use multiple distributed IP technology to design the multimedia business network structure of IPV6. In order to verify the performance of network structure, we use IPerf software to test the performance of IPV6 multimedia business web site, and compare the performance of network under different distributed IP. By contrast, the network transmission speed of the multi distributed IPV6 is highest, delay characteristics are the shortest; and the distributed IPV6 is secondary; the worst is the general distributed IP. The transmission rate is 2.32 M/s; network delay characteristics can reach 232.21 ms, which verifies the important role of distributed IP in the multimedia business site structure. It provides technical support for the study of multimedia network.

Abstract:
With the continuous development of the network, the number of network assets continues to increase. Despite the convenience diversified network assets bring, it also poses new challenges to IP-based network asset management. Traditional asset discovery technologies mainly analyze network traffic, and detect relevant information (operating system, running software, etc.) of IP-based assets through methods such as active discovery, passive discovery, and discovery methods based on cyberspace search engines. These methods assign the same weight to all network IP-based network assets, and it is difficult to effectively analyze diversified network assets. In this paper, we propose the concept of IP-based core network assets, and collect the data of the relevant network assets based on this concept. Then, we construct a dataset and establish feature engineering for data preprocessing. As there is currently no relevant IP-based core network asset detection method, we propose an IP-based core network asset discovery technology based on pretraining of multiple autoencoders, MAE-CAD. The results show that our method can achieve 95.74% in Acc and 95.04% in F1 in the experimental environment (Acc = 98.11% and F1 = 97.16% in the actual network environment because of duplicate samples). In addition, MAE-CAD has excellent robustness. In an environment where the proportion of data is extremely unbalanced, when the IP-based core network asset data in the training set only accounts for 1/200 (0.5%), MAE-CAD can still obtain 92.91% in Acc and 91.57% in F1.

Abstract:
Virtual reality (VR) refers to the computer-generated simulation of a three-dimensional image environment that can be interacted within a seemingly physical way by a person using special electronic equipment and making people interactive and immersive. VR technology is applied to communication activities, producing VR communication. VR technology is applied to news reports, giving birth to the emergence of VR news. The great significance of VR technology for news communication lies in the comprehensive intake and recording and transmission of news site materials so that news events can “reproduce” and “restore.” The most prominent feature of VR transmission is immersion. Immersivity is mainly reflected in the perceptual system and the behavioral system of the human body. The immersion of perception system includes visual immersion, auditory immersion, touch immersion, and other sensory immersion; behavioral system immersion includes the immersion of language system, direction system immersion, and expression system immersion. Immersive communication has experienced three development stages: interactive communication, invasive communication, infiltration, and audience experience. There are three hidden dangers in VR technology in the communication. One is the hidden danger of the technical operation level: the lack of security and stability of the production process may lead to the disappearance of the traditional reporter, the second is the ethical hidden danger: the degradation of “audience” to “mass,” and third is “body” weakening the authority of “addiction”: the emergence of “brain in the cylinder,” the emergence of snooping feast, and the formation of exposed carnival. There are three aspects to prevent VR hidden dangers, layout and top-level design, improve security, and communication efficiency, promote industrial application, enhance user stickiness, strengthen brand building, and create ace IP and quality content.

The large number of computers or hosts connected in a network will make it difficult to manage, so it needs a unique identity on each host connected to a computer network. The IP address technology is a solution to overcome the complexity of local and global computer networks. The IPv4 is the IP addressing technology for every host connected in a network, but the growth of computer users hence the availability of IPv4 address becomes very limited, so the IPv6 technology is developed. To avoid IP address conflicts around the world, the IP address allocation and distribution blocks for each Internet service providers worldwide is arranged by RFC (Request for Comments) standards. This journal describes the IPv4 and IPv6 addresses technology implementation on the host connected in a computer network. It is expected that with this journal both IP addresses generation can be applied in a computer network appropriately. Keywords:ip address, ipv4, ipv6

Abstract:
The development of IP-based technology contribute to the development of telecomunication and information technology. One of IP-based technology application is streaming multicast, as part of broadcasting. The streaming process is made by accessing Telkom-2 broadcast through AKATEL LAN network, then server forward it to clients using multicast IP system. Multicast IP is D-class IP, which is able to send data package in realtime. In multicast system, server only send one data package to some clients with same speed transmition. The Telkom-2 broadcast is already accessed before sent as data package. Server will access Telkom-2 broadcast using parabola antenna and Hughes modem, then forward it to clients through AKATEL LAN network. Clients must conect to server via AKATEL LAN network and already instaled VLC player, in order to be able to access the Telkom-2 broadcast
