Abstract:
This article analyzes foreign direct investment in the economy of the Russian Federation by direct investment instruments (according to the principle of orientation). Direct investments are investments made by legal entities and individuals who fully own an organization or control at least 10% of the shares or the authorized (pooled) capital of the organization. Foreign investors can bring scientific and technological progress and advanced management experience to the country. The purpose of the study is to identify and demonstrate the factors that hinder the development of direct investment activity of foreign investors in Russia. The author presents possible tools for the transformation of financial resources of economic entities, including foreign investments. The key directions of increasing the investment activity of foreign investors in the Russian market have also been developed and proposed. The research methodology consisted of the use of general scientific methods of analysis and synthesis of information, economic analysis, the method of abstract logical cognition, which allows, through retrospective analysis, to generalize the theoretical aspects of investment behavior and financial literacy. The work uses the scientific results of Russian scientists posted in electronic scientific resources with open access. Abstract:
E-learning, also known as CBT (Computer-Based Training), IBT (Internet-Based Training) or WBT (Web-Based Training),refers to electronic learning where electronic devices like computer and technology like internet and its services play an important role in teaching and learning process. The content is delivered digitally with learning support and other services to the learner. To successfully implement this process, hi -tech devices and technological advancements need to be accommodated in due course. Huge investments in establishing all these resources became a bottleneck for medium and small scale institutions in India. Cloud computing emerged as a solution as it provide almost any service as a shared and pay per use resource. It provides resources and capabilities of information technology via services offered by cloud service provider through internet. In this paper, the authors study the e-learning scenario and cloud computing as a solution provider. The authors also did a quick Strength, Weakness, opportunity, Threat (SWOT) analysis for the above mentioned context.

Abstract:
This article examines the problem of investment activity of the population. For the Russian Federation, in contrast to foreign countries, this problem is acquiring a character of particular relevance. Households as macroeconomic agents are little involved in the country's economy and their potential is practically not used for economic growth. Meanwhile, this kind of investment ultimately contributes to the positive dynamics of the development of society. The purpose of the study is to identify and substantiate the inhibiting factors in the development of investment activity of the population in modern Russia, as well as to develop appropriate recommendations for activating this process. The author presents possible instruments for transforming the financial resources of economic entities, including households, into investments. Also, key directions for increasing the investment activity of the population in the stock market have been developed and proposed. The research methodology consisted of the use of general scientific methods of analysis and synthesis of information, economic analysis, the method of abstract logical cognition, which allows, through retrospective analysis, to generalize the theoretical aspects of investment behavior and financial literacy. The work uses the scientific results of Russian scientists posted in electronic scientific resources with open access.

Abstract This paper examines the factors which influence sharing of the strategic information (in other words, electronic coordination) in a buyer–supplier dyad. The antecedents of this coordination are examined rather well in the transaction cost economics (TCE) theory and resource-dependency theory (RDT), while the supply chain management perspective is contemplated. The mentioned frameworks are used in the analysis. However, the research focus is narrowed down to the exploration of the antecedents of information exchange conducted via inter-organisational information systems (IOS). The empirical analysis is based on 198 observations of Norwegian companies operating in different types of industries. A regression model is used to test the hypotheses about the antecedents of strategic electronic coordination. The research results indicate that the direct effect of the supplier-specific investments in the IOS on the exchange of strategic information in the buyer–supplier dyad is not statistically significant. The supplier-specific investment in the IOS becomes positively associated with the strategic information exchange in the buyer–supplier dyad only when the buyer is dependent on the supplier. The buyer dependency creates a high motivation for the company to exchange the strategic information with the supplier who is more powerful in the dyad. This research concludes that the companies making substantial investments in the IOS for electronic coordination purposes may not reach their goals if relation-specific factors, such as buyer dependency, are not comprehensively considered.

Libraries acquire and facilitate access to electronic information resources that support core functions of universities they serve. Despite substantial investments by universities in infrastructures and resources to facilitate access to electronic resources, studies have revealed that these resources are at times not optimally utilized as expected. Network literacy is defined as the knowledge of web-based information resources, ability to effectively use ICT tools to access resources available online, ability to judge the relevance of information retrieved, and capability to use computer-mediated communication tools to manage or utilize the accessed information. The purpose of this study was to assess network literacy and utilization of electronic resources among Kabarak University students in Kenya and consequently provide some insight into usage of networked resources at the university. Objectives of the study entailed assessing users’ awareness of internet applications and utilization of electronic resources; assessing users’ awareness of Social Networking Sites (SNS) and utilization of electronic resources, establishing the levels of user awareness of electronic resources available at Kabarak University, evaluating users’ competencies in using electronic resources and establishing challenges encountered in utilizing electronic resources at Kabarak University. The study was anchored on the Digital Library model that depicts users’ interaction with networked environments, taking into consideration the various systems involved. The study was undertaken at Kabarak University main campus library. Stratified sampling was used to segregate students and librarians whose opinions were also sought on matters covered by the study. Simple random sampling was used to select students for the study while purposive sampling was employed to select resourceful librarians for the research. The study adopted a descriptive research design and used an approach where qualitative and quantitative data were gathered using a set of structured questionnaires that contained open and close ended questions based on objectives that guided the study. The questionnaires were first pilot – tested at Moi University Eldoret Town campus to determine their validity and also subjected to Cronbach’s Alpha reliability test to determine that acceptable internal reliability levels were attained. These questionnaires were then directly issued to the selected respondents. Analysis of the collected data was done using the Statistical Package for Social Science (SPSS) software version 23 and thereafter, responses arranged in themes as appropriate. Frequencies and percentage distributions were used to highlight patterns in the data and facilitate interpretation. Among the findings was that students were aware of existence of electronic resources though some of them were not aware of what these electronic resources entailed specifically, and that among the greatest challenges they faced in using the electronic resources were slow internet connectivity speeds and inadequate points of accessing the internet. The study also established that the library relied majorly on orientation to sensitize students on electronic resources. Reinforcement and regularly conducting orientation programmes were recommended as a means of promoting network literacy at the University.

Purpose – To purpose of this paper is to evaluate micro-factors influencing use of electronic information resources among postgraduate students in institutions of higher learning in Kenya, and suggest strategies to enhance and improve the utilization of these vital sources in the university learning environments. Design/methodology/approach – The study uses document or desk review analysis, professional opinions and ideas and case examples regarding utilization of electronic information resources. Findings – The study indicates how practices such as information literacy and learning skills, consultative or partnership meetings, use of portable brochures and guides, research, teaching and learning approaches, seminar and workshop trainings, public relations and attitudes influence the use of electronic information resources. Among the strategic measures that are instrumental for effective utilization of these vital knowledge resources, it is the ability to provide tailor-made programmes targeting postgraduate students and reaching out or going to where the students are through regular meetings and social media advertisements and announcements. limitations/implications – This study is confined to postgraduate students in institutions of higher learning inclusively using document review guides and case examples of utilization and non-utilization of electronic resources. Practical implications – Possible strategies and solutions that enhance and improve use of electronic information resources among the postgraduate students include the need to integrate the use of information communication technology in research, teaching, learning and community services of the university, provision of compulsory literacy programmes to the students and regular partnership meetings with the faculty members, librarians and postgraduate fraternity. Social implications – Widespread use of electronic information resources in universities is proof enough that the libraries are proactively involved in advancement and creation of knowledge among the postgraduate students. One critical aspect of electronic information resources is the ability to facilitate return on investment if only the materials are effectively and efficiently used in supporting the goals and objectives of libraries and universities. These result in higher customer satisfaction, and better return on investment, leading to increased use of information services in the universities. Originality/value – Institutions of higher learning including libraries and universities are in a new dispensation of modernity and post-modernity increasingly dependent on electronic or digital information systems. In the modern knowledge and learning environment, information professionals, postgraduate students and other stakeholders need to agree to the simple rule that electronic information resources are the backbone of academic services in universities perhaps more than ever before. In the academic and educational quest in universities, electronic information resources fundamentally supplements print materials because most universities lack the necessary technological infrastructure.

We conducted a cost benefit analysis of ten e-health applications in different European countries. All ten cases showed a positive economic impact – a sustainable net benefit. For the ten cases together, it would take four years for the present value of annual benefits to exceed the present value annual costs. The range was from 2 years (for teleradiology) to 7 years (for an electronic patient record system and search meta-engine, and for a Web-based, national electronic health record system). The wide range reflects the differences in scope and complexity between sites. The average time needed for total benefits to exceed total costs was five years. This means that e-health spending must be dealt with as an investment in health-care resources along with other investments in staff and assets, on a medium to long-term planning horizon.

This digital shaping no longer appears only in marketing departments but also human resources are at the center of this digitalized world. In this era where human structure and behavioral patterns have changed, that is, people become digital, human resources positioning themselves in this field is now a necessity rather than a difference. In this study, the change experienced in human resources management functions and applications with the effect of technology in time has been mentioned. The types of E-Human Resources Management applications that emerged with the changes in information and communication technologies are explained in terms of their functions in the business and the effects of the transformation of human resources functions on business outputs are examined. The application for the test conducted revealed positive effects in the area. This study aimed to find out the role of e-HRM in Syrian refugee companies which are established in Turkey. In addition, aimed to examine e-HRM process adaptation in refugees companies and how to carry out services for them. This study is designed to improve the general findings and recommendations of the electronic human resources management. Another mail goal is to shed some light on how Syrian refugee companies react to these new components and their improvement. Beside that, this article cannot provide a comprehensive report on the numerous activities in Turkey. The report highlights some management mechanisms in Syrian refugee companies regarding to e-HRM. In this study, qualitative research technique is used. According to the information obtained from open-ended and in-depth interview questions directed to the participants; E-HRM reduces the costs that organizations spend on HR functions. Effective time management and enabling data banking are prominent motivator factors. In addition to these positive outcomes, it plays a role in increasing mutual communication between the employee and the organization. Under the light of this information, HRM once again confirms that it is an important strategic partner in supporting the organization’s strategies through technology investments.

The objective of the study was to determine the impact of electronic human resources practices on Employees Satisfaction in private hospitals in Jordan. The dimensions of electronic human resources practices are (e-recruitment, e-training, e- performance evaluation, e-rewards system, and e-communication). Data were analyzed using IBM SPSS and AMOS software. The population of the study involves all the physicians working in private hospitals in Jordan. Data were primarily gathered through self-reported questionnaires created by Google Forms which were distributed to a purposive sample of physicians via email. To achieve the objectives of the study and test hypotheses, the researcher used SPSS and path analysis. The study results showed that there is a statistically significant impact of electronic human resources practices on employee’s satisfaction. Considering study finding, the researcher recommends decision makers to provide the largest possible investment in modern technology, and to subscribe to databases that qualify doctors to practice electronic human resource management dimensions that were mentioned in the study and ensuring doctors’ job stability.

The main purpose of this paper is to explore Taiwanese firms' risk behavior when investing in China. Firms' investment decision-making in relation to risk propensity may be affected by its (1) aspiration performance, (2) looming bankruptcy, (3) sound operating resource, and/or (4) investment behavior within an industry. There is no reason to believe that a consensus of risk behavior is shared among various industry sectors. Nevertheless, little empirical evidence exists on this issue in the academic world. Apart from risks associated with globalization, firms in Taiwan, unlike those of other nations, face very high political risk owing to the cross-strait political tension with China. Past researchers have taken variables such as innovation or R&D expenditure as proxies in testing the risk behavior of firms, and yet the reliability of these two variables to represent risk behavior remains arguable. The authors use China investment as the proxy for risk behavior of firms in Taiwan to study the decision-making behavior of two groups: One group in electronic and information technology (EIT) industry and another group in the nonelectronic and information technology (nonEIT) industry. Empirical results show that (1) China investment is significantly affected by peer investment; (2) the EIT firms are more aggressive in resource utilization; and (3) R&D expenditure has a significant positive relationship with China investments in Taiwanese firms with strong past performance.

The article considers the resource potential of such an industry as agriculture of the Republic of Kazakhstan. The need to study the factors of production is not in doubt since the influence of resource potential affects all levels of the economy. At the macro level, this is the production of the total social product; at the meso level - the production of the gross regional product; at the micro-level - the company’s production of marketable products. The factors of production, which include labor resources, natural and biological factors, capital, entrepreneurial abilities, are studied on the example of the agricultural sector. The assessment of agricultural production factors of the Republic of Kazakhstan is given. Practical aspects of the content of production factors based on economic statistical information are revealed. The analysis of the economic dynamics of agriculture at the present stage of management is carried out. It was revealed that crop production prevails in the structure of the gross agricultural output. Animal husbandry and farming services occupy a smaller share. The characteristic of the acreage distribution by regions of the Republic of Kazakhstan is given. The tendencies of supply in the rural labor market are considered. The primary investment areas have been identified as the need for capital investments increases in domestic agriculture. The service life and wear indicator of agricultural machinery give grounds to assert that the capital factor is insufficient for the industry under study, which significantly reduces the possibilities of expanded reproduction.

Electronic government uses ICT to improve public activities, bringing also greater organizational efficiency and effectiveness. The aim of this research is to study electronic government in Thailand to move towards success. The questionnaire obtained information on the current status of electronic government in Thailand which intendeds to investigate factors relating to information technology by interviewing state employees in National Electronics and Computer Technology Center: NECTEC. The results reveal 6 conclusion based upon the following area of study; 1) Investment: budget allocations for the integration of ICT in the public sector by considering the national strategic plan and the ASEAN community strategies, to increase the competitiveness and investigate in infrastructure and logistics. 2) Officials’ knowledge and understanding: involving the full cooperation from government agencies workshops on the development of information systems for public sector officials to allow implementation of the projects to restructure more efficiently the form of electronic government. 3) Citizens’ understanding: which investigated the public sectors acceptance of public participation and people-centered government services? There are wide gaps between those used in municipal and non-municipal area. 4) Networking: the form of networking through a collaborative network of TOT and CAT in the core layer, which makes the network redundancy and high availability. 5) Promoting: using website to promote activities and disseminate knowledge about technology in electronics and computer project or training. and 6) Policies: the manner the Ministry of Information and Communication Technology, allocates resources in their expansion of telecommunications infrastructure and communication channels and the way they encourage full access to ICT that will lead to close the gap.

In the last few years, a new concept of electronic data processing based on cloud computing information technology has been developed in the field of information technology. According to the definition of P. Mell and T. Grens, "cloud computing is a model of providing a service for network access to a common pool of computing (computer) resources (such as network, servers, data storage, software applications, data processing services, etc.) that can be flexibly configured to the different needs of the user and provided with minimal management effort on his part or interaction with the service provider. Cloud computing is gradually entering all areas of society, including education. According to the national project "Open world", which is planned to be realized during 2010-2014 under the aegis of the State agency of Ukraine on investments and management of national projects, informatization of the Ukrainian educational system should be provided on the basis of the cloud computing concept.

The Internet provides access to state-of-the-art tools for attracting, securing and organizing customer service with widely available means of communication, regardless of their geographic location or on-the-go journeys. The study of the electronic market, approaches and tools used in e-commerce is devoted to a significant number of scientific robots. Among them are the study of factors that facilitate the expansion of access to e-commerce not only in the world, but also outside cities within countries. Considerable attention in researches is paid to the growing popularity of social networking sites, which leads to the development of a new type of e-commerce - social commerce. Various strategies for reaching the maximum number of communication channels with retail clients are considered. The article examines the current state and analyzes the main tendencies of the development of the electronic market of Ukraine for the continuous development of the possibilities of both communication devices themselves and various e-commerce systems available on the network. Analysis of statistical data has shown that e-commerce tools in commercial transactions increase confidence in decision-making and enable market participants to be more demanding in their ease of use. The features of various ways of attracting consumers to places of sale, factors of the further growth of e-commerce as one of the perspective spheres of investment are explored. As a result of complex processes taking place in the electronic market, an e-business that has digitized and, accordingly, more efficient processes, is more likely to reduce costs and potentially more profits. The process of improving e-business in turn affects the trends of electronic information globalization. The four central questions surrounding the use of information are: where to find it; how to find it; how to present it; and how to maintain information availability and information literacy. It is usually assumed that the main source of information for most scientists is the peer-reviewed journal literature. Traditional journal publishing is beset with a number of problems. Although electronic publishing might possibly solve some of these, it in turn introduces new problems. Further problems arise with respect to secondary sources which, in some cases, are being supplemented by electronic archives of full-text documents. One fundamental question that arises when considering any large collection of documents or of records about documents is whether or not to index them, and how to index them. The pros and cons of free-text searching versus the use of controlled vocabularies are discussed, as is the importance of harmonising the Three Rs-related terminology of existing and proposed thesauri. However, there is a further problem that documents pertinent to the Three Rs are not always indexed from this point of view. Authors need to be made aware that, if the information is not provided in the abstract, there is no easy way to identify and retrieve this document from a database. Small specialised databases on the Three Rs in relation to specific subject areas could provide a further solution, especially if they provided references to conference proceedings and book chapters, which are not usually found in the large bibliographical databases. Abstract:
Purpose This study aims to find out how the e-records management subject has been researched and tackled by researchers in the Eastern and Southern African Regional Branch of the International Council on Archives (ESARBICA). Design/methodology/approach This research paper applied a bibliometric survey, where a quantitative survey of the literature pertaining to the study of e-records management in the ESARBICA region, covering the period from 2000 to 2016, was conducted applying bibliometric methods. The survey aimed at providing descriptive data that cast a spotlight on the features and development of the e-records management base literature in the ESARBICA region. Findings The research data display a lamentable outlook in the contribution to the electronic records management body of knowledge from the ESARBICA region. Few research articles from professionals in the records and archives management are being published. These figures call for increased investments in electronic records management research by institutions in ESARBICA, as management of electronic content has become the centre of political and socio-economic development. Follow-up studies need to be done to counter limitations placed on this research paper. The findings show that there is under production of research publications in the ESARBICA region. The region only contributed 2 per cent of the total world output in the period under review and in the study of electronic records management from journals indexed by Scopus. Research limitations/implications A bibliometric study places researchers at the mercy of analysing incomplete information due to limitations of resources. The variance in use of terminology (key words) by authors in published research articles may entail some being left out in an analysis of articles the same subject matter. As much as due diligence was placed on using Boolean search methods to counter such limitations they are unavoidable. An interpretation of bibliometric or citation analysis research is subjective as some analysts may label results incomplete or unreliable; hence, this paper finds itself in the same predicament. Inability to access the Thompson Reuters Web of Science database left the authors with Scopus as the only option, as Google Scholar was overlooked due to difficulties of having to rely on third-party software for analysing its indexed content that are mostly inaccurate and or ambiguous. Practical implications The findings of this study help uncover areas in e-records management, which have been researched over the years, and identify the prominent e-records management researchers in the ESARBICA region. Originality/value A number of bibliometric studies have been conducted; however, none has been conducted to establish e-records management research trends in the ESRABICA region.

A number of recent studies have showed that early and specialized pre-hospital patient management contributes significantly to emergency case survival. Along with the deployment and availability of appropriate emergency care resources, this also requires the availability of timely and relevant patient information to emergency medical service professionals. However, current healthcare information systems are characterized by heterogeneity and fragmentation, hindering emergency care professionals to have access to holistic or integrated patient information from the various organizations that participate in emergency care processes where and when needed. At the same time, many e-health programs have been undertaken worldwide in the area of emergency and unscheduled care with the objective to facilitate sharing of electronic patient information that may be considered important for the delivery of high quality emergency care and, hence, need to be readily available. In this vein, this paper takes a holistic view of the information needed in emergency healthcare and focuses on developing an appropriate tool for providing timely access to holistic care information by authorized users while retaining existing investments. Thus, a special purpose document management mechanism (DMM) is proposed that facilitates creating standardized XML documents from existing healthcare systems and that enables access to such documents at the point of care. For illustrative purposes, the mechanism has been incorporated into a prototype, cloud-based holistic EMS system.

The randomness of public health events requires that the cloud-native architecture, as the mainstream architecture of the new generation of the public health information system, has the appropriate flexibility to meet the needs of environmental change. The flexible acquisition of cloud-native architecture requires organizations to invest additional resources. How to plan and formulate resource input is a topic of common concern for public health management and information systems. According to the commercial characteristics of the public health system based on cloud-native architecture, this paper systematically analyzes the external major impact factors and auxiliary factors that affect the flexible cost investment strategy of cloud providers and combines flexible investment strategies to build a cloud-native cost investment model. Finally, case data in practice is applied into the model, and cost planning is discussed according to different situations. The findings indicate that (1) the more cloud providers adopt the changed flexible strategy, the more conducive it is to reduce costs; (2) the larger the application load, the more cloud providers need to use flexible strategies to lower costs; (3) the less the impact of changing the flexible strategy on costs, the more conducive cloud providers use the flexible strategy to decrease costs; (4) the more uneven the distribution of diversity, the higher proportion of investment increases than the proportion of investment, and the more cloud providers consider the investment using flexible strategy. The results of the discussion provide a reference for public health organizations to use flexible strategies and change flexible strategies in a timely manner and expand the research scope of information system cost investment.

Purpose The purpose of this paper is to clarify the influence of status quo on information system (IS) adoption. Organizations often substantially allocate resources to leverage existing IT investments. The incumbent system deployment and the institutional environment will exert the influence on the new IS adoption of firms. The findings provide insights for explaining why firms conservatively react toward an emerging IT innovation. Design/methodology/approach The research design of the present study is consisted of the following steps. First, the related theoretical foundations of system adoption are reviewed for constructing the research framework. Second, based on the status quo bias theory, this study proposes a conceptual model. Third, the research data set was constructed through collecting manuscripts by conducting journal-by-journal searching in electronic databases. Finally, the protocol proposed by Lipsey and Wilson (2001) was used to conduct the meta-analysis. Findings Through a meta-analysis with 34 published studies, this study provides three observations. First, the results provide supports for the magnitude and significance of proposed relationships. Second, the relationships between status quo factors, expectations, and IS adoption are indeed related. Third, the considerable variability across effect sizes can be attributed to the type of adoption, the type of focal system, and the type of institutional pressures. Research limitations/implications Although the meta-analytic results provide supports for the significance and magnitude of proposed relationships, the follow-up manuscripts searching and further analyses are needed. Originality/value This research presents a collective understanding of systems adoption from status quo bias perspective. The findings provide insights for further researches on IS adoption.

Objective – To investigate the relationship between academics’ use of library electronic resources and their opinions regarding how these resources have impacted their work, and to investigate the association between this perceived influence and publication productivity during the previous two years. Design – Two specific questions added to an annual online user-survey questionnaire; additional data mined from survey Setting – Twenty-two Finnish Universities served by FinELib, the Finnish Electronic Library. Subjects – Seven hundred and sixty seven academic staff and full-time doctoral students. Methods – A questionnaire was posted in April 2007 on FinELib’s homepage and advertised on each university library’s main page, and focused on respondents’ experience in the previous two years. Participants selected answers either from a list of category choices, or, when measuring perceptions, by rating agreement with statements along a four-point scale. Controlled variables measured were the respondents’ academic position, their discipline, membership in a research group, whether their literature use was discipline-specific or interdisciplinary, and their perception of the availability online of the relevant core literature. The independent variable measured was the scholars’ perception of the impact of the use of electronic library resources on their work. The dependent variable measured was the scholars’ self-reported publications in the two years preceding the survey. Main Results – Participants reported a positive impact on the efficiency of their work, most strongly in areas of ease of access, with lesser impacts in the range of materials available to them and the ease with which they can keep up-to-date in their field. To a lesser extent, the scholars perceived a positive impact on the quality of their work. Upon analysis, the study found that access to online library resources improved scholars’ work by the interconnected mechanisms of the ease of access and breadth of resources available positively impacting their ability to keep abreast of new developments and inspiring new ideas. The study found mixed results between perceived improved access and number of publications. Although representation in national publications was not significantly impacted, there was a positive correlation with the number of international publications. There were interesting differences among disciplines and academic status, with a decreased impact among scholars in the humanities, and greater impact among lower-status or novice academics. Conclusion – There are positive perceptions of the accessibility of online information and of its impact on the quality of work, and a correlation between these perceptions and the number of international publications, thus validating the investment in providing access to digital information resources to Finnish academics.

Abstract Objective – This paper summarizes two studies that share the same research question: do universities produce more scholarly research when they invest more in their libraries? Research libraries spend a great deal of effort reporting their expenditures, collections statistics, and other measures that serve as a basis for interlibrary comparison and even rankings. The straightforward assumption implied by this activity is that libraries better serve their student and research communities when they are well-funded and well-resourced. The studies examined here both ask if that notion can be validated empirically, not because research libraries require some sort of justification, but because in an environment of tough budget decisions and shifting opinions about the changing role of libraries, it may be useful to demonstrate that sustained investment in libraries offers tangible returns or that the failure to do so can result in tangible costs. Methods – A cross-sectional design featuring ordinary least squares regression analysis was used in both studies to estimate the relationship between scholarly research productivity at U.S. doctoral institutions and an array of institutional characteristics presumed to influence that productivity. The concept of research productivity is operationalized as the total number of scholarly journal articles produced by each institution over a five year period – as journal articles represent the most common form of scholarly expression across the greatest number of academic fields. Serving as the dependent variable, this data was regressed against a variety of institutional characteristics including faculty size, research expenditures, and grant awards, and several library variables centered mostly on expenditures. The concept behind this design is that to realistically explore the relationship between levels of library investment and research productivity, all other institutional drivers of research productivity must also be represented in the dataset. While the design was similar for both studies, they each drew on different data sources and marginally different populations. Results – Both studies found that an institution’s research productivity is positively and significantly correlated with the level of investment it makes in its libraries. Furthermore, both studies found electronic library material expenditures to be particularly associated with increased productivity. This relationship was so strong that an institution’s level of research productivity appears to be sensitive to how its library’s collection budget is allocated between print and electronic materials. As the portion of the budget dedicated to non-electronic material grew, research productivity decreased in statistically significant fashion in both studies. Conclusion – While both studies succeeded in demonstrating the existence of an empirical relationship between library investment and research productivity, the most intriguing finding is that both studies observed a decrease in number of journal articles being produced as expenditures for non-electronic library materials increased. The conclusion is that the efficiencies of electronic resources offer such advantages over the use of traditional library materials in supporting scholarly research that productivity suffers as institutions dedicate a greater portion of their collection budgets to print materials at the expense of electronic materials.

PurposeThe purpose of this paper is to contribute to the existing knowledge about the relationships between information technology (IT), lean manufacturing (LM), organizational environmental issues and business performance.Design/methodology/approachA questionnaire-based survey was conducted to collect data from 122 elite manufacturers, and the hypothesized relationships were tested using partial least squares structural equation modeling.FindingsIT competence in LM acts as a lower-order organizational capability, and its business value should be recognized through the intermediate roles of LM effectiveness and environmental management capability. Findings recommend that the net benefits of LM are mainly materialized through waste and pollution reduction and simplified implementation of proactive environmental practices.Research limitations/implicationsAmong other limitations, relying on a rather small sample size and cross-sectional data of this research, and lack of generalizability of findings, tends to have certain limitations. An interesting direction for future research would be to extend this research by assessing interaction of other types of IT resources with LM and organizational environmental issues.Practical implicationsBoth LM and proactive environmental management are information-intensive. Investment in both technological and human aspects of IT resource aimed at increasing the effectiveness of LM activities and proactive environmental practices is imperative for contemporary manufacturers.Originality/valueThis study introduces the IT capability of IT competence in LM and two organizational capabilities of LM effectiveness and environmental management capability. The article highlights the EU experience on gradual introduction of a non-financial reporting system in a single electronic format. The article analyzes the processes of transformation of disclosure requirements in the field of environmental and social impact of economic entities, as well as corporate governance (Environmental Social Governance, ESG), enshrined in the Non-Financial Reporting Directive 2014/95/EU (NFRD) and presented in the draft of the new Corporate Sustainability Reporting Directive (CSRD). The author describes advantages and disadvantages, strengths and weaknesses of the process of forming the modern architecture of ESG reporting in the EU, which is based on the requirement to transmit information in electronic format XHTML (eXtensibleBusiness Reporting Language) in accordance with the regulations of the EuropeanSingle Electronic Format (ESEF). The main advantages of CSRD are defined as follows :1) mandatory reporting - as common reporting structure for non-financial data is established at the legislative level so the data manipulation and use of SDG-washing and Cherry-picking practices will be reduced; 2) sustainability-related data disclosure on regular basis – strict requirement for annual reporting; 3) accuracy and completeness of sustainability-related information disclosure - bridging gaps in non-financial reporting; 4) saving company time and resources needed to be spend on reporting - reduction of the number of indicators, deduplication and unification of reporting forms. It is substantiated that the transition to a single electronic format of non-financial reporting over time willexpand Ukraine's investment potential during the postwar recovery.

One of the key tasks of the current government is to develop the regions and strengthen their economic potential. One of the most important factors of economic growth is investment. For Ukraine, which is in a crisis pit, the issue of attracting foreign investments is especially important and relevant, as they have a significant impact on the economic development of the country. At the same time, the largest degradation in Ukraine today is investment activity, which is also due to the outbreak of COVID-19. Deterioration of the investment climate, the possibilities of budgets at all levels, the decline in business activity of economic entities have led to a difficult state of the investment sphere. The article analyzes the investment attractiveness of the regions of Ukraine. A special role is focused on the factors (positive and negative) that affect the formation of the investment climate of the regions: positive - geographical location, labor resources; negative - unfavorable climate and corruption. One of the indicators that reflects the stable economic development of certain sectors of the economy, as well as the country's economy as a whole is the investment potential of the regions. The investment and foreign economic policy of Ivano-Frankivsk UТС is analyzed, which is aimed at improving the image at the regional and international levels, promoting a significant increase in domestic and foreign investment in economic development, the implementation of active information and promotional activities. In the city, foreign investment is about 580 million dollars. US dollars, of which almost 80 million dollars. USA - loan capital. During the study, we analyzed the largest enterprises in Ivano-Frankivsk, including foreign investment, LLC “Electrolux Ukraine”, LLC “Tyco Electronics Ukraine Limited”, SE VO “Karpaty” (Delphi project), LLC “Imperial Foods”. The method of expert assessments indicates promising areas of business development of Ivano-Frankivsk UТС. Purpose Maritime supply chains rely on electronic and paper-based processes, leading to efficiency bottlenecks. The purpose of this paper is to propose a theory for how implementing digitalization in the form of blockchain technology (BCT) can improve the efficiency and effectiveness of maritime supply chains. Design/methodology/approach This conceptual paper is grounded in dynamic capabilities, supply-chain management and digital supply-chain theories. Relevant literature is scrutinized to explain how BCT can improve supply-chain performance. Findings BCT mainly benefits supply-chain performance through the development of intangible capabilities, by leveraging the capabilities (resources) that maritime supply chains provide. Research limitations/implications This framework sets an analytical basis for future empirical research on BCT and maritime supply chains. As such, it can give only indications and aid in the theory-building process. Discussion on the value and effects of BCT on maritime supply chains is ongoing. Finally, the framework focuses on the application of one information technology in managing logistics activities, rather than taking a bundling approach. Practical implications Investments in digitalization improve the overall information sharing, coordination and visibility capabilities and performances of supply chains. Originality/value Although literature on BCT is extensive, this framework paper is the first to link BCT with dynamics capabilities and maritime supply-chain theory and will serve as a road map for future research and practice.

Cloud technology is a system that enables the use of IT resources more efficiently, simply and cheaply. The cost-effectiveness of applying this technology is reflected in the optimization of operating costs, the optimization of capital investments, as well as the reduction of costs. Electronic education as a system began to "live" in the late 20th century in the form of IT applications. Nowadays, these applications are in a new environment - Cloud Computing. The amount of data that needs to be processed grows and has a tendency to accelerate. This huge amount of data is necessary to store, transfer and process in a unit of time this requires the development of certain systems. The given systems that enable the management of the given resources are big data systems, internet of things, cloud platforms, virtualization, artificial intelligence, 5g, etc. The platform structure that carries these systems is cloud computing. The use of cloud computing as a new technology for the realization of e-learning enhances educational and research systems, in terms of storage and flow capacity, data processing speed and availability of information with the aim of a better educational environment with greater controllability, is more economical, efficient and safer in relation to the traditional concept. The paper presents the impact of ICT and cloud computing on educational systems, which should be part of new trends due to the advantages that given technology brings.

Governments across the world spend vast resources on implementing digital technology. Electronic, or digital, government is the use and study of Internet-based information and communication technology in the public sector. A point of departure in this study is that investments in technology are not value-free; they require allocation of limited resources and trade-offs between values. The purpose of this paper was to investigate how values are prioritized in the Swedish digital government. This research was conducted by using quantitative data from a survey administered to Swedish municipalities and national agencies. In addition, qualitative data from a database was used to exemplify value operationalization. The research utilized a theoretical framework based on four value positions: professionalism, efficiency, service, and engagement. The findings reveal that service and quality, and productivity and legality have a high priority, while engagement values are less prioritized. Differences based on organization type and size are also discussed. Moreover, the study suggests that professionalism and efficiency are distinct value positions, while service and engagement are closely related through citizen centricity. The qualitative material suggests that citizen centricity can manifest itself as a form of service logic, but also in the form of educational digital inclusion activities for vulnerable groups. Objective: To describe the stakeholder-engaged processes used to develop, specify, and validate 2 oral health care electronic clinical quality measures. Materials and Methods: A broad range of stakeholders were engaged from conception through testing to develop measures and test feasibility, reliability, and validity following National Quality Forum guidance. We assessed data element feasibility through semistructured interviews with key stakeholders using a National Quality Forum–recommended scorecard. We created test datasets of synthetic patients to test measure implementation feasibility and reliability within and across electronic health record (EHR) systems. We validated implementation with automated reporting of EHR clinical data against manual record reviews, using the kappa statistic. Results: A stakeholder workgroup was formed and guided all development and testing processes. All critical data elements passed feasibility testing. Four test datasets, representing 577 synthetic patients, were developed and implemented within EHR vendors’ software, demonstrating measure implementation feasibility. Measure reliability and validity were established through implementation at clinical practice sites, with kappa statistic values in the “almost perfect” agreement range of 0.80–0.99 for all but 1 measure component, which demonstrated “substantial” agreement. The 2 validated measures were published in the United States Health Information Knowledgebase. Conclusion: The stakeholder-engaged processes used in this study facilitated a successful measure development and testing cycle. Engaging stakeholders early and throughout development and testing promotes early identification of and attention to potential threats to feasibility, reliability, and validity, thereby averting significant resource investments that are unlikely to be fruitful.

The relevance of the issue, related to building an information infrastructure of technology transfer, is predetermined by the transformation of information into the most important resource of technological cooperation. At the same time, its effective functioning requires investment support on a regular basis. This paper addresses the establishment of regularities in the process of investing in the development of the information infrastructure of technology transfer and determining the rational volumes of these investments. This study was carried out in the context of the regional market, which is due to the territorial specificity of market processes, the peculiarity of information interaction among economic agents in a separate market. The study results have identified the following patterns: the lower the transaction costs of technology transfer participants, the more productive the functioning of the information infrastructure; the more active the cooperation between the participants of technology transfer, the more investment revenues in the development of this infrastructure. Taking into consideration these patterns, a simulation model of the process of investing in the development of the information infrastructure of technology transfer has been built. The proposed model was tested using an example of the real estate market in the Prydniprovskyi economic region of Ukraine. As a result of the simulation experiment, the optimal level of costs for the development of the information infrastructure for technology transfer has been established. It makes up 20 % of all available investment funds in this market. The proposed model could be adapted for other regional markets. The results of this study could be useful for the system of state and regional management since they substantiate the directions of innovation policy formation and promote the development of technology transfer under the conditions of certain territorial systems

As mobile networks (MNs) are advancing towards meeting mobile user requirements, the rural-urban divide still remains a major challenge. While areas within the urban space (metropolitan mobile space) are being developed, i.e., small Base Stations (BSs) empowered with computing capabilities are deployed to improve the delivery of user requirements, rural areas are left behind. Due to challenges of low population density, low income, difficult terrain, nonexistent infrastructure, and lack of power grid, remote areas have low digital penetration. This situation makes remote areas less attractive towards investments and to operate connectivity networks, thus failing to achieve universal access to the Internet. In addressing this issue, this paper proposes a new BS deployment and resource management method for remote and rural areas. Here, two MN operators share their resources towards the procurement and deployment of green energy-powered BSs equipped with computing capabilities. Then, the network infrastructure is shared between the mobile operators, with the main goal of enabling energy-efficient infrastructure sharing, i.e., BS and its colocated computing platform. Using this resource management strategy in rural communication sites guarantees a quality of service (QoS) comparable to that of urban communication sites. The performance evaluation conducted through simulations validates our analysis as the prediction variations observed show greater accuracy between the harvested energy and the traffic load. Also, the energy savings decrease as the number of mobile users (50 users in our case) connected to the remote site increases. Lastly, the proposed algorithm achieves 51% energy savings when compared with the 43% obtained by our benchmark algorithm. The proposed method demonstrates superior performance over the benchmark algorithm as it uses foresighted optimization where the harvested energy and the expected load are predicted over a given short-term horizon.

Background: Monitoring uptake of infection prevention and control (IPC) interventions is critical for the targeted and rational use of limited resources. A national facility readiness assessment conducted in August 2020 provided key information for targeted interventions to strengthen priority IPC areas. We assessed the level of COVID-19 preparedness in the facilities, identified priority COVID-19 IPC gaps, and generated a baseline report to further guide IPC investments at all levels. Methods: The Kenya Ministry of Health in collaboration with the CDC and International Training and Education Center for Health adapted a WHO Facility Readiness Assessment tool to include COVID-19–specific areas. In August 2020, data were collected using tablets through an Android-based electronic platform and were analyzed using descriptive statistics. Assessments were conducted in public, private, and faith-based health facilities nationally after 4 months of preparedness and investment in the healthcare system. Results: We assessed 684 facilities of the targeted 844 (81%). Overall facility readiness in Kenya was rated above average (61%), and the performance score significantly increased with the Kenya Essential Package for Health level, with level 5 and 6 facilities scoring an average of 83% and 79% respectively. Of the assessed facilities, 82% had an appointed IPC coordinator. Only 14% of the facilities had all the required guidelines, policies, and the appropriate COVID-19 case definitions. 67% of the facilities had updated supply inventories for past week. Only 50% of the facilities had adequate supplies of N95 masks. The assessment revealed that 52% of healthcare facilities had trained their healthcare workforce; morticians were the least trained (only 17% of facilities). Moreover, 41% of the facilities had clear work plans for monitoring healthcare workers exposures to COVID-19, but only 33% of the facilities had policies on the management of infected healthcare workers. Conclusions: The findings provided critical information for stakeholders at all levels to be used for policy decisions, to prioritize key intervention areas in leadership and governance of facility IPC programs, for guideline development, and for capacity building and targeted investment in IPC to improve COVID-19 facility preparedness.Funding: NoneDisclosures: None

Purpose Services comprise of socio-technical (human and technological) factors which exchange various resources and competencies. Service networks are used to transfer resources and competencies, yet they remain an underexplored and “invisible” infrastructure. Considering the growth in technological investment in recent years, this research sets out to model the impact of IT-enabled innovation on a service network. In response to the growing importance placed on understanding these complexities, the field of “service science” has emerged to guide the effective design, implementation, and management of service systems. The purpose of this paper is to investigate the impact of introducing an IT-enabled innovation in a public service network. Design/methodology/approach This is achieved through a case study of an Exam Administration Service Department (EASD) where an electronic grading system was introduced to improve the EASD grading process. Data are analysed using both actor-network theory (ANT) as a theoretical lens and social network analysis (SNA) for empirical purposes to visualise the impact of IT-enabled innovation on a service environment. Findings The research described in this paper makes a useful contribution to the service science and IT innovation community both in terms of its topic (public service networks) and in terms of its theoretical framework and application methods (ANT and SNA). Originality/value This paper demonstrates how we can investigate the impact of IT-enabled innovation within a service network. Most notably, the application of SNA enables us to visualise the impact of technology and gain insights on the socio-technical dynamics associated with introducing service innovations.

Objective Electronic prescribing systems offer considerable opportunities to enhance the safety, effectiveness and efficiency of prescribing and medicines management decisions but, despite considerable investments in health IT infrastructure and healthcare professional training, realising these benefits continues to prove challenging. How systems are customised and configured to achieve optimal functionality is an increasing focus for policymakers. We sought to develop an overview of the policy landscape currently supporting optimisation of hospital ePrescribing systems in economically developed countries with a view to deriving lessons for the United Kingdom (UK). Methods We conducted a review of research literature and policy documents pertaining to optimisation of ePrescribing within hospitals across Organisation for Economic Co-operation and Development (OECD) countries on Embase, Medline, National Institute for Health (NIH), Google Scholar databases from 2010 to 2020 and the websites of organisations with international and national health policy interests in digital health and ePrescribing. We designed a typology of policies targeting optimisation of ePrescribing systems that provides an overview of evidence relating to the level at which policy is set, the aims and the barriers encountered in enacting these policies. Results Our database searches retrieved 11 relevant articles and other web resources mainly from North America and Western Europe. We identified very few countries with a national level strategy for optimisation of ePrescribing in hospitals. There were hotspots of digital maturity in relation to ePrescribing at institutional, specialisation, regional and national levels in the US and Europe. We noted that such countries with digital maturity fostered innovations such as patient involvement. Conclusions We found that, whilst helpful to achieve certain aims, coordinated strategies within and across countries for optimisation of ePrescribing systems are rare, even in countries with well-established ePrescribing and digital health infrastructures. There is at present little policy focus on maximising the utility of ePrescribing systems.

There is no doubt that the digital world we are entering is not only a new logical stage in the development of the technological sphere of humanity, but also of all existing legal and socio-political realities. While common and harmonized definitions and legal definitions do not yet exist, digital technologies are already rapidly gaining ground for offensives. Digitalization is becoming a major factor in the economic growth of any country's economy. Digitization is a modern trend for the development and consistent improvement of all business processes in the economy and related social spheres, based on increasing the speed of mutual exchange, accessibility and security of information. The experts highlight eight key points of the digital economy: the state and society, marketing and advertising, finance and commerce, infrastructure and communications, media and entertainment, cybersecurity, education and human resources, startups and investments. Therefore, in determining the main goals of the digital economy can be identified: smart cities, autonomous transport, protection against cyberattacks, responsible attitude to personal data, elimination of digital inequality, telemedicine, smart agriculture, mechanisms of trust in the Internet. The implementation of any new technologies, the process, of course, is long and carries many unknown yet challenges and dangers to humanity, they are usually combined into three different groups: socio-economic, techno-organizational, natural. All this is quite fully understood in the twentieth century, introducing scientific and technological achievements in the real economy through the development of regulatory and legal factors (labor laws, environmental legislation, rules, norms, standards, practice of state and public control over their observance). The development of mass (conveyor) production of its time in general stimulated a deep study of social and legal issues of the real economy - adequate pay, a system of benefits and compensation, moral and material incentives for harmful working conditions and more. Borrowing the experience of G. Ford, we began to study the socio-psychic factors that characterize a person's attitude to work, psychological climate in the team, family, motives for work; socio-political factors for creating favorable working conditions, for invention and innovation. We have remembered that in the absence of legal rules and laws, there is always a likelihood of danger, which has become an axiom of danger, that in nature there are no phenomena absolutely safe for human life, factors - everything is dangerous and requires the formation of certain working conditions. We have also remembered that there are many examples where a lack of knowledge and a lack of methodologically based science and education justification for the practical implementation of knowledge and technology into the real economy leads to serious engineering, humanitarian and educational problems and even catastrophes. And at the same time, entering the electronic era, we are extremely light-hearted in the legal issues of defining the fundamental concepts of "information", "information resource", "information security" and more. Purpose As a transition economy, China is interested in allocating its limited innovation resources economically, reasonably and efficiently to produce as many outputs as possible with its limited financial and human resources. Nonetheless, what is the efficiency of the allocation of innovative resources for civil–military integration enterprises, and what factors hinder its efficiency improvement? The purpose of this paper is to explore these problems. Design/methodology/approach The improved two-stage network data envelopment analysis (DEA) method is used to measure the overall efficiency and stage efficiency of the innovation resource allocation of 58 Chinese civil–military integration listed companies from 2010 to 2016. Tobit model is used to analyze the influencing factors of resource allocation efficiency. Findings The results indicate that the overall efficiency and stage efficiency of innovation resource allocation fluctuate in varying degrees during the period. The optimization of overall efficiency is restricted by lower efficiency of innovation achievement transformation. Enterprise scale was found to have a significant negative impact on both overall and two-stage efficiencies. Proportion of research and development (R&D) personnel had a positive effect on the overall and two-stage efficiency. Government support had a significant positive effect on the stage of innovation resource development and overall efficiency. Originality/value Previous research studies have used either the DEA or stochastic frontier analysis method to measure the efficiency of innovation activities as a whole and ignored the stage of initial investment to final output in innovation activities. That is, the process in which initial input of R&D resources becomes innovation output, and then becomes economic benefits. Therefore, this paper studies the efficiency of innovation resource allocation of civil–military integration listed companies. The improved two-stage chain network DEA method and Tobit model were used.

The use of advanced management technologies is increasing in pasture-based dairy systems, an evolution that has been termed precision dairying. This change has been driven, at least in part, by a continual increase in the scale of dairy farming and an associated drive for efficiencies, and technological advances in the area of sensors and automated devices for animal and resource management. In this paper, a survey of New Zealand precision dairy farmers is presented, highlighting lessons from farmers for technology developers and industry. Respondents indicated that they invested in technologies such as electronic identification, milk meters, automated cup removers, and automated drafting for labour saving and to make herd management easier. Most were positive about their investments, with perceived benefits from saved time during milking, decreased farm workforce requirement, and increased farm profitability. Farmers also felt there was unused functionality in their herd management systems and that they could benefit from increased support and training to get more from their technology. Technology suppliers need to refocus on after-sales service and tailor their support programs to stages of learning development, while creating a value proposition for farmers to pay for such services. Dairy industry organisations need to take the lead in building awareness of the opportunities such technologies offer, while facilitating access to independent information about technology capability and investment.

The article analyzes and evaluates the state of forest resources, including the Voronezh region. Based on the assessment and analysis, the following problems of the forestry complex were identified: failure to perform thinning; insufficient investment level; lack of development of the use of forests for the purpose of carrying out recreational activities; wear and tear of vehicles; the lack of information on the markets for the sale of wood from the Voronezh region in other constituent entities of the Russian Federation, here the negative aspects are that almost all the wood of the region is consumed within the region, only a small part of the wood is exported. The main problem of the forestry complex is the lack of a comprehensive information resource (lack of up-to-date forest inventory data in electronic formats; centralized database; inconsistency and dissociation of forest data stored in various information systems of subordinate institutions of Rosleskhoz; lack of reliable information on the volumes of harvesting, turnover and export of timber etc.). In addition to the problems, the article outlines the prospects for the development of the forest complex of the Voronezh region: zoning of the forest fund by the types of planned forest development; formation of forest plots for use and putting them up for auctions taking into account demand; determination of the initial rent, taking into account the demand for forest plots in various forest districts.

The current research aims at highlighting e-commerce and its importance and how it contributes to reducing both expired and non-expired costs in Zebrano Furniture Company (a registered company operating in Kurdistan Region-Iraq), and to what extent the company's management is aware of using e-commerce tools to reduce its costs. The deductive analytical approach was adopted. The data and information included in the financial statements and the research community were collected from the main headquarter of Zebrano Furniture Company in Erbil as well as its branches in Sulaymaniyah, Baghdad and Basra. The researchers have reached a number of conclusions: various profit-seeking economic units aim at reducing costs as this reduction contributes to achieving its objectives and maintaining its position in the market through the optimal use of available resources and methods based on scientific and sound strategic planning. Furthermore, such reduction may lead to getting benefit from the savings that can be made by eliminating the non-expired costs and exploiting these costs in another investment area. The study also showed that many costs may minimize profits. It was found that in the case of dispensing with the three branches of the company and using e-commerce, as it is the case with Duhok Province, some costs such as (salaries as well as goods and services inputs) may be dispensed with, and consequently achieving more profits than before.

Therefore it has become mandatory on the part of libraries to assess the usage and usability of their procured/subscribed resources. Usage statistics are now considered as one of the most prominent measuring tools that help the libraries to examine the usage of online resources and ensuring their optimum utilization. At the same time, the collection of usage reports from the vast number of e-resources is a challenging task for the librarians. E-resources exist in multiple formats such as e-journals, e-books; aggregated full-text databases, company, industry, statistical databases etc. and the usage data collected for these resources vary from each other. There exist many ways and methods to collect usage reports of e-resources. It can either be downloaded manually from the e-resources website, using administrative credentials provided by the publishers or automatically harvested through SUSHI (Standardized Usage Statistics Harvesting Initiative). This paper attempts to draw the attention of information professionals on the enormous potential in the usage of e-resources by the libraries. It presents the IIM Kozhikode library’s experience in obtaining the usage statistics of e-resources and attempts to examine how these reports are used as a tool to assess the usage of e-resources. This paper puts forth the argument that the e-resources usage statistics acts as an indicator of the knowledge consumption of the organization, as evidenced by the relative growth in its research output, quality of education being imparted and its placement records.

Software industry is a significant contributor to the Chinese economy. The industry has more than 12 million employers with over 250 million employees and creates almost $1.9 trillion worth of structures yearly. Software industry remains the main driver of growth in China. Basically, a task is developed to meet market demands or demands in a timely fashion. Different possibilities may be thought about in the conceptual drawing board, and also the technical and also financial feasibility of each alternative will be assessed and compared in order to select the very best feasible job. The software industry in China is forecast to grow by 7.7% in 2021, driven by strong Y-o-Y growth in the first quarter, reflecting the comparison to the previous year's period when construction work was halted across most of the country. Thereafter, the software industry is expected to record an average annual growth of 4.2% between 2022 and 2025. The industry's growth over the forecast period is expected to be driven by investments on new infrastructure, including investment in the areas of 5G networks, Artificial Intelligence, the Internet of Things, and data centers. According to the government-backed think tank, the China Electronic Information Industry Development, the country is expected to spend CNY10 trillion (US$1.4 trillion) on new infrastructure projects between 2020 and 2025. This study evaluated factors affecting construction sector performance: explanatory factor analysis evidence from China. From the literature reviewed, it was established that entering the Chinese software development marketis still seen as exciting but difficult by many foreign contractors and consultants. The study found out that rising material and labor costs, labor woes, increased competition and shrinking profit margins were some of the challenges construction firms in Chin face. The study concludes that the implementation of construction safety laws and the rate of subcontracting are relevant factors affecting construction sector in China, while neither the extent of using temporary workers, nor the availability of resources, nor the level of per capita GDP has any effects.

The South African government has benefited to date from information technology in many ways. The importance of understanding and influencing South African citizens’ acceptance of E-Government services is critical, given the substantial investment in government communication, information system technology and the potential for cost saving. One of the most successful E-Government initiatives, the electronic filing system (eFiling), allows tax returns to be filed electronically. Despite many taxpayers adopting this method, a large number are still using the traditional manual method of filing tax returns. This study utilised the decomposed theory of planned behaviour with factors adjusted specifically for South Africa as a developing country to identify the possible determinants of user acceptance of the eFiling system among taxpayers. This exploratory study was conducted by means of a questionnaire survey. For taxpayers using the manual method, lack of facilitating conditions such as access to computer and internet resources was the most significant barrier to eFiling usage, while taxpayers using the electronic method reported perceived usefulness as the primary determinant in their decision to use eFiling. Understanding these acceptance factors can extend our knowledge of taxpayers’ decision-making and lead to better planning and implementation of future E-Government initiatives in South Africa and other developing countries.

Aim. The presented study aims to determine the role and place of electronic document management in the corporate system of Russian enterprises, outlining the prospects for its development.Tasks. The authors examine the legislative acts of the Russian Federation on the prospects for the implementation of electronic document management; assess the impact of the pandemic on the digitalization of document management; analyze the business costs of paper document management; identify the advantages of using electronic document management and promising technologies in document processing.Methods. This study uses theoretical and empirical research methods. The dialectic method is used to determine the role, significance, and legal status of electronic document management. Through a logical approach, the essence of such concepts as 'electronic document' and 'electronic document management' is identified.Results. The study presents directions for the development of electronic document management using blockchain technology, which will improve workflows by processing, sorting, exchanging data and documents protected from unauthorized access, and artificial intelligence, which can help organizations process documents faster by simplifying operational procedures. Obstacles that prevent companies from actively using electronic document management are identified. These include additional investment, time costs, and reorganization of management. The volume of innovative services is analyzed by the type of economic activity, and the costs of creating, storing, and processing paper documents are considered.Conclusions. Recent trends in legislation indicate the government's firm commitment to the speedy introduction of electronic document management in Russia. Its use frees up a lot of resources, including time, labor, and finances. The 2020 pandemic has emphasized the importance of digitalizing business processes to ensure their continuity in unforeseen situations. Integrated into the automation of work processes, blockchain technology will ensure the protection of information from unauthorized tampering. Artificial intelligence will open up new opportunities for processing electronic documents.
