Abstract:
The childhood obesity epidemic can be best tackled by means of an integrated approach, which is enabled by integrated public health policies, orHealth in All Policies. Integrated policies are developed through intersectoral collaboration between local government policy makers from health and nonhealth sectors. Suchintersectoral collaborationhas been proved to be difficult. In this study, we investigated which resources influence intersectoral collaboration. Thebehavior change wheelframework was used to categorize motivation-, capability-, and opportunity-related resources for intersectoral collaboration. In-depth interviews were held with eight officials representing 10 non-health policy sectors within a local government. Results showed that health and non-health policy sectors did not share policy goals, which decreased motivation for intersectoral collaboration. Awareness of the linkage between health and nonhealth policy sectors was limited, and management was not involved in creating such awareness, which reduced the capability for intersectoral collaboration. Insufficient organizational resources and structures reduced opportunities for intersectoral collaboration. To stimulate intersectoral collaboration to prevent childhood obesity, we recommend that public health professionals should reframe health goals in the terminology of nonhealth policy sectors, that municipal department managers should increase awareness of public health in non-health policy sectors, and that flatter organizational structures should be established.

Subject. The article considers structural transition processes in macroeconomics. Objectives. The aim is to present our own concept and mathematical tools to study structural transitions in macroeconomics. Dynamic inter-industry balance enables to formalize the problem in the form of a Koshi task for ordinary differential equations. Methods. The methodology components include the basics of inter-industry and numerical analysis and modeling of linear or linearized dynamic systems, integral criteria of system dynamics, stability and quality of transitional processes. We also apply a technique for analyzing the own dynamic properties of economic systems that solve the same sustainability-related challenges, but on the basis of algebraic methods and criteria. Results. We offer methods and mathematical tools for numerical study of sustainability and structural dynamics of macroeconomics. These methods are focused on integrating high-dimensional balance models and integral criteria for the quality of transition periods in the economy. The paper unveils advantages of calculating the matrix exponential and its integral in tasks involving analysis and forecasting, over other numerical methods. The proposed method permits to effectively build a difference scheme to integrate with any step of observation of the solution. In this case, the work step of integration is generated in the algorithm automatically, depending on changes in gross output. Conclusions. The paper presents a unique option to analyze transitional processes in macroeconomics. It is designed to develop and evaluate the results of pursued economic policy.

IntroductionThere is a lack of knowledge about methods for valuing health intervention-related costs and monetary benefits in the education and criminal justice sectors, also known as ‘inter-sectoral costs and benefits’ (ICBs). The objective of this study was to develop methods for obtaining unit prices for the valuation of ICBs.MethodsBy conducting an exploratory literature study and expert interviews, several generic methods were developed. The methods' feasibility was assessed through application in the Netherlands. Results were validated in an expert meeting, which was attended by policy makers, public health experts, health economists and Health Technology Assessment (HTA) experts, and discussed at several international conferences and symposia.ResultsThe study resulted in four methods, including the opportunity cost method and valuation using available unit prices, self-constructed unit prices or hourly labor costs.ConclusionsThe methods developed can be used internationally and are valuable for the broad international field of HTA.

Abstract Introduction The paper aims to describe the progress that has been made in the implementation of the Albanian food and nutrition policy since 2003, so as to consider its impacts to date, and to identify strategic priorities/critical areas and priorities for Albania’s future policy on improving the national food and nutrition situation. Methods In 2011-2012, an expert group applied an intersectoral participatory approach to evaluate the implementation of Food and Nutrition Action Plan 2003-08 in Albania. The experts employed the quantitative method, using a 9 question logical assessment matrix to measure the achievements of the individual goals of the Plan, and a qualitative tool for the interview of an interdisciplinary sample of 68-key informants-persons operating in public health nutrition, food safety and food availability related subfields, from a wide range of pertinent institutions and stakeholders. Results The quantitative and qualitative assessment revealed that the implementation process has faced serious barriers linked to the design of the plan, which did not accurately anticipate a theoretical framework, or structured methods for its implementation. Other impeding factors included the lack of institutional/infrastructure support, lack of intersectoral coordination and motivation, as well as insufficient capacities and know-how. Intersectoral response to the multifaceted nature of double burden of malnutrition is of key importance to improve nutritional wellbeing and health outcomes in Albania. Conclusions Participatory approaches that involve all relevant sectors and actors in the development, monitoring and evaluation of the implementation of public health policies based on comprehensive action-oriented assessments are promising and should be further supported.

Intersectoral cooperation is regarded as a promising strategy in setting-oriented prevention and health promotion for interdepartmental, joint efforts towards improved health equity. This paper deals with models of intersectoral cooperation in municipal health promotion. It frames the methodology and the central results of a literature and database search (on behalf of the Federal Centre for Health Education, BZgA) and presents the partial results regarding the models of intersectoral cooperation. Of 48 publications analyzed for the review, nine publications each present different models of intersectoral cooperation. The models describe typical processes in the context of the joint work as detailed step sequences and formulate general recommendations as success factors of intersectoral cooperation. With reference to the findings of the review, it can be concluded that models for intersectoral cooperation have not yet been systematized and consequently have not been researched for transferability into specific fields of practice.

This paper examines the mechanisms through which government spending affects the dynamics of the real exchange rate. Using a two-sector dependent open economy model with intersectoral mobility costs for private capital, we show that public investment generates (i) a nonmonotonic U-shaped adjustment path for the real exchange rate with sharp intertemporal trade-offs and (ii) a crowding-in of private consumption, consistent with stylized facts. The effects of public consumption, however, are in sharp contrast to those of public investment. The effect of government spending on the real exchange rate depends critically on (i) the sectoral composition of public spending, (ii) the underlying financing policy, (iii) the sectoral intensity of private capital in production, (iv) the relative sectoral productivity of public infrastructure, (v) the elasticity of substitution in production, and (vi) intersectoral mobility costs for capital. In deriving these results, we identify conditions under which the predictions of the neoclassical open economy model can be reconciled with empirical regularities. Our results underscore the importance of decoupling the effects of government investment from those of government consumption in understanding the relationship between fiscal policy and the real exchange rate.

The potential role of local government in NSW to address public health nutrition issues has received encouraging reports. This treatise deals with the question of whether intersectoral collaboration theory is useful to assist development of a relationship with local government to develop food and nutrition policy. Intersectoral collaboration theory describes six conditions necessary for successful action: necessity, opportunity, capacity, relationships, planned action, and sustained outcomes. The project was a feasibility study carried out in a densely populated and multicultural local government area in Sydney�s southwest during April 1998. Eight Council employees and one elected representative were interviewed using the semi-structured questionnaire to collect a range of opinions and knowledge about Council�s involvement in a food and nutrition policy. Conceptual frameworks for the study included the Ottawa Charter and the food and nutrition system. Theoretical underpinning�s were provided by intersectoral collaboration theory and organisational change theory. Using intersectoral collaboration theory, analysis of the interviews revealed that participants were very concerned with conditions of necessity, opportunity and capacity to develop food and nutrition policy. Intersectoral collaboration theory correctly predicted that the action proposed would have to assist Council to achieve their core business, gain social and political support and be possible within the current economic environment and level of other resources available. Participants were not able to identify how a food and nutrition policy would meet these conditions and be feasible within the current capacity of the organisation, and therefore did not become fully engaged in the feasibility study. The health sector needs to develop arguments for local government involvement from their perspective. Organisational change within the heath sector is required to develop capacity for intersectoral partnerships, as an effective strategy to address public health nutrition issues.

Abstract:
This research examined intersectoral relationships and community participation in policy processes across the mental health and housing sectors. The focus was on the development of suitable housing options for people with a psychiatric disability. The study period covered five years of mental health system reform in South Australia (2000-2005). The research found a shortage of housing and support options for people with psychiatric disability and lack of significant strategic policy coordination or ongoing cross-sectoral programmes. The problems faced by people in gaining access to housing and disability support services and the ways in which families provide housing or support in the absence of public services are documented. This case study used qualitative research methods which were triangulated across four stages: 1) a thematic analysis of national and state policies in the health, housing and disability sectors; 2) participant observation of NGO activity, a thematic analysis of NGO documents, and interviews and focus groups with NGOs; 3) interviews and focus groups with consumer and carer representatives and a thematic analysis of the minutes from state-level groups; 4) interviews with professionals from the health, housing and disability sectors The housing situation for people with psychiatric disability was explained in terms of a number of key issues in the policy environment; „X The overarching neo-liberal policy context synonymous with a decline in public housing resources and increasing tension between NGOs service provider and advocacy roles. „X The political nature of the local mental health policy context and lack of political commitment to ongoing resources. Broad community stigma reflected in the media and government, affecting ongoing political commitment to mental health and housing and the introduction and progress of housing ¡¥projects¡¦. „X The slow development of peak NGO and consumer organisations and alliances in South Australia which affected access to policy networks and contributed to the dominance of professional interests within policy processes. „X The separation of health, housing and disability policy and networks within and across levels of government. This was associated with bilateral agreements (between Australian and state governments) tied to resources within departments, the programme objectives and the goals of bureaucrats. „X The separation of policy networks by sector was also connected to the dominance of bio-medical discourses and interventions and associated professional interests in the health policy sector. Medical discourses on health and disability and ¡¥consumerist¡¦ discourses on participation also led to social determinants of health such as housing being overlooked within policy processes. „X Governance reform at a state level contributed to organisational instability within departments, causing some problems for cross-sectoral initiatives and protocols. Kingdon¡¦s (2003) multiple streams analysis of policy helped to explain what missed or reached political agendas within each policy sector of the case study. Kingdon predicts that the unity of policy networks is important for the realization of policy solutions, and the lack of unity in policy sectors was an obstacle to policy agendas on housing for people with a psychiatric disability. However, the way in which problems were being represented (Bacchi 1999) was also important to understanding this policy environment. For example, a medical discourse on disability (Fulcher 1989) tied to the health sector led to a narrow focus on clinical mental health services. Similarly, neo-liberal discourse (Dean 1999) supported private housing solutions and resources or NGOs advocating ¡¥within sectors¡¦ for the types of services they already provided or wished to provide. The case study suggested strategies for ¡¥policy change¡¦ need to address a number of factors across service delivery, policy and political realms. Firstly, better recognition is warranted of the difficulty experienced by many people with psychiatric disability in achieving stable housing, and the need for indicators on housing access and stability for this group. Secondly, processes to address stigma (particularly that perpetuated in the media) will be instrumental for policy change and political commitment. Thirdly, ongoing cross sectoral advocacy and alliances require development at both a national and state level and support by a political culture which encourages advocacy. Developing processes for working across sectors such as policy learning forums involving both experts and community groups could counter problems arising from professional culture and territories that were documented in this study. Finally, the cross-sectoral development of policy, programmes and accountability mechanisms and the stability of policy networks will be important to ensuring stable housing for people with psychiatric disability.

Intersectoral collaboration for health is widely recognised as a critical component of interventions to address complex public health issues. However, there is limited research that has examined how intersectoral approaches are formulated and implemented, especially in low- and middle-income countries. As a result, although the literature is populated with calls for action, little exists that can inform the evidence on how to sustain intersectoral action for health. This thesis is a case study of intersectoral action in the Western Cape Province of South Africa, examining the unfolding policy formulation and implementation processes of an initiative referred to as First 1,000 Days, in the period 2016 to 2019. Within early childhood, the First 1,000 Days (FTD) period presents a favourable window for intersectoral interventions that can ensure positive outcomes from early years of life to adulthood. The FTD initiative emerged in the Western Cape Province of South Africa in response to the growing number of children exposed to the social challenges of violence and of alcohol and drug abuse.

As desigualdades e demais complexidades produzidas pelo sistema capitalista e a retração do Estado na área social vêm produzindo, e reafirmando, problemas e situações frente aos quais conhecimentos e ações focalizados, fragmentados e setoriais são incapazes de explicar e de enfrentar. Partindo deste entendimento, no presente estudo foi realizada uma investigação acerca das proposições e do debate recente sobre a intersetorialidade e a política social no cenário brasileiro, buscando caracterizar o estado da arte das produções acadêmico-científicas elaboradas no período de 1986 a 2013. Consiste, então, em um estudo baseado em revisão bibliográfica, de cunho qualitativo, cujo recorte se volta para as produções identificadas junto às bases bibliográficas do banco de resumos da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) e da Scientific Eletronic Library Online (SCIELO). Procurou-se identificar os estudos produzidos sobre a intersetorialidade e as políticas sociais, assim como o tratamento teórico-metodológico dado a este tema a partir do exame das produções bibliográficas identificadas e selecionadas. Buscou-se apreender as concepções e dimensões de análise sobre intersetorialidade e política social e a possível heterogeneidade de abordagens, além de elaborar os principais consensos e dissensos teóricos em torno do tema. Por fim, procedeu-se a demarcação dos principais desafios teóricos e práticos postos à implementação da intersetorialidade no campo da política social. Os resultados apontam a presença de uma diversidade de entendimento em relação ao termo intersetorialidade que, por vezes, tem sido relacionada apenas à dimensão técnica, funcional e gerencial no âmbito da gestão e intervenção social, estando esse debate isento, em grande parte, da análise crítica dos processos contraditórios que perpassam as políticas sociais. A pesquisa demonstrou também o avanço do debate crítico sobre a intersetorialidade e políticas sociais, principalmente nos últimos anos, relacionando as dimensões técnica, ético-política, econômica, cultural e social relacionadas ao debate e proposições acerca da intersetorialidade e as políticas sociais.
Inequalities and other complexities produced by the capitalist system and the retraction of the state in the social area are producing, and reaffirming, problems and situations against which knowledge and actions focused, fragmented and sector are unable to explain and tackle. Based on this understanding, the present study was to conduct an investigation about the propositions and debate recent on intersectionality and social policy in the Brazilian scene, trying to characterize the state of the art productions academic- scientific elaborated in the period 1986-2012. Consists, then, in a study based on literature review, a qualitative, whose cutting it back to the productions identified along with bibliographic databases bank summaries of the Coordination of Improvement of Higher Education Personnel (CAPES) and the Scientific Electronic Library Online (SCIELO). We sought to identify studies produced on intersectionality and social policies, as well as treatment theoretical and methodological given to this subject from the examination of literature production identified and selected. We attempted to grasp the concepts and analytical dimensions of intersectionality and social policy and the possible heterogeneity of approaches, and develop the main consensus and disagreements theorists around the theme. Finally, we proceeded to the demarcation of the major theoretical and practical challenges put to the implementation of intersectoral cooperation in the field of social policy. The results indicate the presence of a diversity of understanding regarding the term intersectionality that sometimes has been related only to the technical dimension, functional and management in the management and social intervention, with this debate free, in large part, the analysis critique of the contradictory processes that underlie social policies. The research also showed the advancement of critical debate on intersectionality and social policies, especially in recent years, relating the technical, ethical and political, economic, cultural and social-related discussion and propositions about intersectionality and social policies.

Este estudo aplicou os princípios da teoria insumo-produto para analisar a importância relativa dos setores primários e, em especial, do setor florestal para a economia acreana, bem como a sua dependência com relação às regiões resto do Norte e resto do Brasil. Os resultados decorrentes desta análise também permitiram caracterizar a estrutura produtiva do Acre, os seus setores-chave e o efeito multiplicador de cada setor econômico em termos de produção, emprego, renda e importação. Através dos resultados obtidos, a hipótese inicialmente formulada de que os setores primários juntamente com os setores relacionados ao comércio e serviços constituem a base da economia acreana pôde ser confirmada. Destaca-se também o fato de os setores Extrativismo vegetal e silvicultura, Indústria da madeira, Indústria do mobiliário, Fabricação de celulose, papel, papelão e artefatos de papel, Indústria editorial e gráfica, e Indústria da borracha, constituintes do macro-setor florestal, não exercerem de fato papel chave na economia acreana, apesar do impacto positivo destes na geração de empregos diretos. Se utilizados os índices de Hirschman-Rasmussen, esse papel chave é exercido pelos setores Metalurgia básica, Indústria têxtil, Outros metalúrgicos, Comunicações, Indústria de alimentos, Químicos diversos, Serviços industriais de utilidade pública, e Instituições financeiras. Se utilizados os índices puros, surgem como setores-chave para a economia acreana os setores Comércio, Saúde pública, Construção civil, Serviços prestados às empresas e Outros administração pública. Em termos de efeito multiplicador de produção, emprego, renda e importação, os setores relacionados a Abate de animais merecem destaque nessas quatro categorias. Industria têxtil e Metalurgia básica se destacam pelo efeito multiplicador da produção; Elementos químicos e Comunicações, pelo efeito multiplicador de emprego; Metalurgia básica e Automóveis, caminhões, ônibus e peças pelo efeito multiplicador da renda, e Saúde mercantil e Indústria da madeira destacaram-se pelo efeito multiplicador de importações. Através da decomposição da produção total de cada região (Acre, resto do Norte e resto do Brasil) em produção induzida pela demanda final da própria região e produção induzida pela demanda final das demais regiões do sistema, constata-se uma baixa ligação entre todas as regiões do sistema inter-regional. No entanto, uma variação na demanda final dos setores do Acre afeta mais a produção da economia do resto do Brasil do que do resto do Norte. A matriz de insumo-produto construída neste trabalho permitiu a estimação do PIB florestal acreano em R$ 17,78 milhões, o que corresponde a 1,15% do PIB total acreano. Os resultados aqui apresentados servirão como marco de comparação para as futuras relações inter-setoriais e inter-regionais decorrentes das grandes transformações pelas quais o estado do Acre passará em breve, quando estiver então efetivamente integrado via rodoviária aos países vizinhos e ao Pacífico.
This study applied input-output principles to the analysis of the relative importance of the primary sectors and specially the forest sector to the Acrean economy, as well as its dependency towards the Rest of the Northern region and the Rest of the Brazilian region. The results also allowed for the characterization of the productive structure of the state of Acre, its key sectors and multiplier effects of each economic sector in terms of production, employment, income and imports. The initially formulated hypothesis that the primary sector and the commerce and services sector form the basis of the Acrean economy was confirmed. The hypothesis that the forest macro-sector, formed by the Plant Extractive, Silviculture, Wood Mills, Furniture Industry, Pulp, Paper and Similar, Editorial and Printing, and Rubber Industry sectors, is a key sector was not confirmed. Its role as one of the most important direct employers was confirmed though. The Hirschman-Rasmussen indices point to the following key-sectors: Basic Metal Industry, Other Metals Textiles, Communications, Food Industry, Chemicals, Industrial Services for Public Utilities, and Finance. The pure index reveal the following sectors as the most important: Commerce, Public Health, Construction, Enterprise Services, and Other Public Management Services. The most important sectors in terms of production, employment, income and import multipliers, simultaneously, are the sectors dealing with the Meat and Food Industry. Individually, the most important sectors in terms of production are the Textiles and Basic Metal Industry; of employment are the Chemical and Communication sectors; of income are the Basic Metals and Automotive sectors; and of import are the Health and Wood Industry. A weak link among all regions is observed when production in each region (Acre, rest of the Northern, and rest of Brazil) is decomposed into production induced by internal demand and production induced by external demand. Meanwhile, when demand varies in Acrean sectors, production is more affected in the Rest of Brazil region than in the Rest of the Northern region. The Acrean Forest Growth Product estimated by the input-output matrix calculated in this study is R$ 17,78 million, which represents 1,15% of the total Acrean Growth Product. This study contributes with data that will allow comparisons of present and future inter-sector and inter-regional relationships; especially after the Acrean economy becomes integrated to neighbor countries and to Pacific ports by new roads.

Adolescents deprived of liberty under socio-through closed-Educational Center of the Adolescent (ECA), belonging to FUNDAC, have different needs for its development, among these needs, health. These needs are brought by the Child and Adolescent (ECA) as guarantees and rights that must be provided in full. However, what is perceived is the camouflage of such guarantees due to stigma and prejudice that permeates socio reality. In this perspective, the study brought the objective of analyzing the process of intersectoral relationships built from the cross between the politics of health and social protection policy adolescents deprived of freedom, in view of the expansion of social rights and thus outline how intersectoral action are drawn between management levels. We decided to conduct a search of an exploratory nature, given that the theme is not explored, especially in terms of an intersectoral approach. Also, do not nullify the bibliographic and documentary research, as this is the starting point for a preliminary understanding. For data analysis, we use the qualitative dimension in order to intensify the study, not being exempted from a quantitative approach. With respect to the instruments of data collection forms used for each group of respondents: Professional Education Center Adolescent (ECA), with 28% sample of the universe; professionals in public health network represented by the specialists of the Municipal Hospital Santa Isabel and the Center for Integrated Healthcare (CAIS Jaguaribe) whose universe was 104 professionals, the sample was 15% of the universe. Regarding the choice of the group of professionals in the public health system, was a survey of referrals to the demands and thus identified the referral services to which adolescents are repeatedly referred for specialized care. The study results showed that the normative point of view and documentary is actually built plans and specifications that address the health care of adolescents deprived of freedom in Paraíba. Furthermore, the investigated reality is pervaded by significant gaps and weaknesses in how access to the health of adolescents is provided. The professionals can identify the lack of dialogue between social policies and their impacts, caused by the lack of intersectoral actions. With respect to managers, it was realized that there is dialogue regarding the creation of the State Operating Plan (POE) with a view to systematizing and promoting the health of adolescents in conflict with the law, however not yet been translated into a building intersectoral, given the no involvement of other actors and sectors of administration. One can then conclude from the fact that the intersectoral investigated is of an immense challenge, because access to the health of the adolescent becomes a practice based on the law, this view should be the three management levels and their respective institutions and organs of social control.
Os adolescentes privados de liberdade em cumprimento de medida socioeducativa em meiofechado do Centro Educacional do Adolescente (CEA), pertencente à FUNDAC, apresentam diversas necessidades para o seu desenvolvimento, dentre estas a saúde. Tais necessidades são trazidas pelo Estatuto da Criança e do Adolescente (ECA) como garantias e direitos que devem ser providos de forma integral. No entanto, o que se percebe é o escamoteamento de tais garantias em função do estigma e preconceito que permeiam a realidade socioeducativa. Nesta perspectiva, o estudo trouxe como objetivos analisar o processo de intersetorialidade, construído a partir das relações transversais entre a política de saúde e a política de proteção social ao adolescente privado de liberdade, na perspectiva da ampliação dos direitos sociais e assim delinear como as ações intersetoriais são desenhadas entre as esferas gestoras.Optou-se por realizar uma pesquisa de natureza exploratória, tendo em vista que a temática ainda é pouco explorada, sobretudo no que tange à intersetorialidade. Ademais, não anulamos a pesquisa bibliográfica e documental, pois esta constitui o ponto de partida para uma compreensão preliminar.Para análise dos dados, utilizamos a dimensão qualitativa com vistas ao aprofundamento do estudo, não sendo dispensada a abordagem quantitativa. Com relação aos instrumentos de coleta dos dados, utilizamos formulários específicos para cada grupo de pesquisados: profissionais do Centro Educacional do Adolescente (CEA), com amostra de 28% do universo; os profissionais da rede de saúde pública representados pelos médicos especialistas doHospital Municipal Santa Isabel e do Centro de Atenção Integral à Saúde (CAIS de Jaguaribe), cujo universo era de 104 profissionais, a amostra foi de 15% do universo. Com relação à escolha do grupo dos profissionais da rede de saúde pública, foi realizado um levantamento dos encaminhamentos das demandas e assim identificados os serviços de referência para onde os adolescentes recorrentemente são encaminhados para atendimentos especializados. Os resultados do estudo apontaram que do ponto de vista normativo e documental há de fato planos e normas construídos que contemplam o atendimento à saúde do adolescente privado de liberdade na Paraíba. Ademais, a realidade concreta investigada é perpassada por lacunas e expressivas fragilidades na forma como o acesso à saúde dos adolescentes é provido. Os profissionais conseguem identificar a falta de diálogo entre as políticas sociais e seus impactos, provocados pela ausência da intersetorialidade nas ações. Com relação aos gestores, percebeu-se que há diálogo com relação à criação do Plano Operativo Estadual (POE) com vistas à sistematização e promoção da saúde do adolescente em conflito com a lei, todavia não se traduz ainda numa construção intersetorial, haja vista o não envolvimento deoutros atores e demais setores da gestão. Pode-se então concluir, a partir da realidade investigada, que a intersetorialidade se reveste de um imenso desafio, pois para que o acesso à saúde do adolescente se transforme numa prática pautada no direito, esta visão deverá ser das três esferas gestoras e suas respectivas instituições e órgãos de controle social.

Violence in traffic as one of the expressions of the social question, requires public policy strategies that prioritize road safety to life at the expense of the vehicle. Thus, this study aimed to "analyze the implementation of road safety public policy on combating violence in traffic in Manaus." And specific: 1) Categorize the "accidents" of traffic with victims occurred in Manaus in 2015, giving priority to signal their nature, the main roads where they occur and the profile of the victims; 2) Aim prevention strategies to reduce "accidents" transit with victims in Manaus; 3) Identify the vision of the management of road safety public policy about intersectoral action to prevent violence in traffic in Manaus. The exploratory research with quantitative and qualitative approaches, was based on data from the documentary research of Management Reports of locus research institutions and the application form to the nine (9) area managers Traffic, Transportation, Health and Infrastructure, and of the laws on the subject on the screen in order to contextualize the Traffic Insurance and Social Law, emphasizing the regulatory framework of the Road Safety Policy. It stands out among other results, that pedestrians and motorcyclists are in vulnerable groups in the context of Manaus transit. Moreover, it was found that the survey participants institutions recognize the need to prevent the "accidents" of traffic, highlighting interventional projects, mainly in the area of Traffic Education as Transversalizando o Trânsito and Vida no Trânsito. The vision of managers unravels the difficulties in planning and implementation of public policy measures, especially the lack of political will and financial resources for this purpose. Thus, this study presents itself as a starting point that draws the picture of violence in traffic in Manaus, giving visibility to Public Policy for Road Safety.
A violência no trânsito como uma das expressões da questão social, requer estratégias de políticas públicas de segurança viária que priorizem a vida em detrimento do veículo. Neste sentido, este estudo teve como objetivo geral “Analisar a operacionalização da política pública de segurança viária no enfrentamento à violência no trânsito em Manaus”. E os específicos: 1) Categorizar os “acidentes” de trânsito com vítimas ocorridos em Manaus no ano de 2015, priorizando assinalar sua natureza, as principais vias onde ocorrem e o perfil das vítimas; 2) Apontar as estratégias de prevenção para redução dos “acidentes” de trânsito com vítimas em Manaus; 3) Identificar a visão dos gestores da política pública de segurança viária acerca das ações intersetoriais de prevenção à violência no trânsito em Manaus. A pesquisa exploratória, com abordagens quantitativa e qualitativa, baseou-se em dados oriundos da pesquisa documental dos Relatórios de Gestão das instituições lócus de pesquisa e da aplicação de formulário à nove (9) gestores das áreas de Trânsito, Transporte, Saúde e Infraestrutura, bem como das legislações acerca do tema em tela, a fim de contextualizar o Trânsito Seguro como Direito Social, enfatizando os marcos regulatórios da Política de Segurança Viária. Destaca-se dentre outros resultados, que os pedestres e motociclistas constituem-se em grupos vulneráveis no contexto do trânsito de Manaus. Além disso, verificou-se que as instituições participantes da pesquisa reconhecem a necessidade de prevenção aos “acidentes” de trânsito, destacando projetos interventivos, principalmente, na área de Educação para o Trânsito como Transversalizando o Trânsito e Vida no Trânsito. A visão dos gestores revela as dificuldades no planejamento e execução das medidas de políticas públicas, principalmente pela falta de decisão política e recursos financeiros destinados para esse fim. Assim, esse estudo apresenta-se como um marco inicial que traça o retrato da violência no trânsito em Manaus, dando visibilidade a Política Pública de Segurança Viária.

A população brasileira caminha para mudança no perfil demográfico, acompanhada de processo de transição epidemiológica com crescente número de acometidos por doenças crônicas não transmissíveis. Entre as estratégias do Ministério da Saúde está o Programa Nacional de Promoção à Saúde com intuito de promover a qualidade de vida e reduzir vulnerabilidade e riscos à saúde. Aliado a este, em 2011 é lançado o Programa Academia da Saúde. Os polos do programa são espaços dotados de equipamentos, estrutura e profissionais, com objetivo de promover à saúde e produzir o cuidado. Estudo buscou analisar o programa Academia da Saúde em dois municípios do estado de São Paulo em relação ao ciclo da política e identificar limites na inserção na rede de atenção à saúde. Para a análise referente ao ciclo da política, os dados foram extraídos por meio de revisão bibliográfica e análise documental. Já para o estudo de caso empírico, visando à identificação dos limites do programa, foram realizadas entrevistas semi-estruturadas com gestores e profissionais. Foram entrevistados 05 gestores e 10 profissionais. A análise foi feita a partir das dimensões: contexto político e histórico, modelo de organização e modelo de gestão dos polos através de aproximações sucessivas. Foram criados banco de dados na plataforma Stata 12, realizando-se uma análise descritiva simples das informações processadas. A entrada na agenda nos municípios estudados vai ao encontro das políticas adotadas no âmbito do governo federal por meio dos métodos de indução utilizados pelo ministério da saúde. O processo de indução se acentuou pela pouca presença do governo de estado na tomada de decisão e implantação de programas federais. O envolvimento estadual ocorreu de forma formativa. Os projetos de implantação são inespecíficos, trazendo poucos dados sobre sua proposta de ação, integração com a rede de atenção à saúde, mais especificamente à Atenção Básica, e com a rede intersetorial de apoio à comunidade. A articulação com a rede de assistência ocorre de forma irregular e frágil. A falta de conhecimento dos objetivos do Programa por parte dos profissionais e gestores, o que atrapalhava as relações de trabalho. Apesar de pertencer a rede de atenção, o programa está contextualmente deslocado, uma vez que não existe integração entre esse serviço e outros. Os serviços são realizadas de forma isolada por cada profissional e por cada equipamento de saúde. Apesar de introduzido em um contexto de mudanças de relações entre os entes federativos configura-se como uma ação que ainda é implantada por meio de forte indução federal ao município e através de incentivos e recursos financeiros para subsidiar uma agenda federal
The Brazilian population is heading towards change in demographic profile, accompanied by epidemiological transition with increasing number of affected by chronic diseases. One of the Ministry of Health\'s strategies is the National Program Promoting Health with a view to promoting quality of life and reduce vulnerability and risk to health. Allied to this, in 2011 the Ministry of Health launched the Health Academy Program. The program centers are spaces with equipment, structure and professionals, in order to promote health and care delivery. This study investigates the Health Academy program in two cities in the state of São Paulo in relation to the political cycle and identify limits on inclusion in the network of health care. For the analysis regarding the policy cycle, the data were extracted through literature review and document analysis. As for the empirical case study, aimed at identifying the program limits, semi-structured interviews with managers and professionals were held. We interviewed 05 managers and 10 professionals. The analysis was made from the dimensions: political and historical context, organizational model and management model of the poles through successive approximations. A simple descriptive analysis of the information processed were created database in Stata 12 platform is performing. The agenda entry in the cities studied meets the policies adopted within the federal government through the induction methods used by the health ministry. The induction process was accentuated by the poor state of government presence in decision making and implementation of federal programs. The state involvement occurred formative way. The implementation of projects are nonspecific, bringing little data on its proposed action, integration with the network of health care, specifically the Primary, and the intersectoral network of community support. The articulation with the assistance of network occurs irregularly and fragile. Lack of knowledge of the aims for professionals and managers, which hindered labor relations. Although attention belong to the network, the program is shifted contextually, since there is no integration between the service and others. Services are held in isolation for each professional and each health unit. Although introduced in a context of changing relations between the federal entities is configured as an action that is still implemented through strong federal induction to the municipality and through incentives and financial resources to support a federal agenda

This chapter in the book looks forward. It begins by calling for a wider conceptual and methodological toolkit among public health researchers—one that includes systems science, social sciences as well as a focus on policymaking processes. The next part of the chapter proposes a policy vision. It considers how progressive policy systems might be created and deployed to reign in consumption, and it sets out some options for intersectoral action designed to achieve greater equality, environmental sustainability, and health equity. A focus is on how reducing material inequity produces systemic effects that are preconditions for responding to climate change as well as for achieving health equity. The chapter also reviews some of the existing global policy responses to climate change and health inequity. While acknowledging that the proposed policy vision and actions to achieve it will confront stubborn resistance, the chapter describes how change is possible through the redemptive possibilities of complexity.

Mozambique’s construction sector has long played an important role in the economy. However, this sector has proven to be vulnerable to economic fluctuations, such as those which emerged after 2014 with the macroeconomic and debt crisis, and faces challenges which need to be addressed through long-term sector policies. International experience shows that investment in infrastructure and human capital can play a key role in economic development by enabling expansion in activities, deeper intersectoral integration, and structural transformation in the long run. However, when countries face high construction costs, this can negatively affect the quality of public infrastructures. Moreover, bottlenecks affecting construction companies prevent them from expanding, which leads to an increase in costs and prices when there is a surge in demand. This chapter aims both to identify the main bottlenecks affecting the sector and to present some policy measures.

Abstract:
As is known, there are various economies on the Eurasian continent area, which differ from each other by structure, potential and growth performance. Region's development depends on those economies growth and relationship between them. Viewed from this perspective, it’s become actual for Kyrgyzstan to research and evaluate the importance of manufacturing industry contribution to the economy. Given article aimed to study the reached stage in the process of manufacturing industry development, the position in the economy and economic policy tools, recommendations that will bring solutions to the identified problems. Research based on input-output analysis and as basic data used input-output tables prepared for the year 2005 and 2008 by the National Statistics Committee of Kyrgyz Republic. In the paper calculated the linkages among the industrial sector, direct and indirect sectoral demands, defining key sector for Kyrgyzstan’s Economy and explained sectoral analysis of production structure. For a better assessment of manufacturing industry, in paper discussed its structure, properties, dynamic aspects of change. The results are as follows: manufacturing industry inadequate in the economy and externally dependent; economy-wide inter-sectoral interaction is weak; manufacture of coke, refined petroleum products; manufacture of chemical products; manufacture of other non-metallic mineral products; manufacture fabricated metal products; manufacture of machinery and equipment calculated as key sectors. Also they are Kyrgyzstan's economy locomotive for economic growth among the other sectors. Therefore, realization of investments will stimulate the production capacity increase of manufacturing industry, strengthening of intersectoral relationships and stable macro-economic planning are important for achieve economic growth.
