Abstract:
Abstract This article addresses the question of what should be meant by the phrase the Internet, or equivalently, the public Internet. Since its origins in the 1960s, the Internet has changed significantly in terms of the networks and technologies, services that are supported, and industry players who participate in the Internet ecosystem, growing in global economic and social importance. This article discusses the changing role of the network operators and service providers that support the public Internet, and the relationship between what might be considered the public Internet and other elements of the global infrastructure. Herein, we explain why the quest for a single definition for the Internet is likely a fool’s errand, while recognizing that there remains a need to understand what the concept means in light of its growing importance as a topic of policy concern. Instead of a definition, we propose a three-lens framework through which to evaluate technical and market trends that are changing the Internet and assist in determining whether those changes are or are not consistent with what we view as worth preserving in that which we refer to as the Internet.

Abstract:
This paper aims to sketch a road map for Internet governance based upon the state of development of various aspects of the Internet. The framework for analysis was eveloped by Deborah Spar in her 2001 book Prophets, Pioneers, and Pirates, in which she convincingly demonstrates that new technologies go through four phases of policy development: innovation, commercialization, creative anarchy, and rule-making. The analysis suggests that Internet governance for three of four clusters has reached a level of maturity in policy development. The most developed aspect is the cluster of issues around physical infrastructure of what has been described as the ICANN issues. Two other clusters-Internet use and Internet-related issues-are less developed, with their state of development linked to economic advancement. The least developed aspect of Internet governance is that of the use of the Internet for economic, social, and cultural development. The analysis suggests that development aspects of Internet governance should perhaps not be addressed in the current framework but should be discussed separately, with, however, the same level of impartance attached to this venue as to the Internet Governance Forum.

Abstract:
The digitisation of public sector ICT is driven by a number of factors: Increased self- service via the Internet, the Internet of Things (IoT), real-time business intelligence and the advent of integrated information systems as the “backbone” of organisational ICT. This is accentuated by the Covid-19 pandemic. The paper presents an implemented university level teaching programme that covers the topics of integrated information systems for the environment described above. The paper also deals with the research question of how to embed such a programme in a conventional, public sector-oriented university course programme. It details the didactic specificities and analyses the feedback from the roll out and the prior knowledge required from students and the changes in other elements of a public administration course programme necessitated by digitisation orientation. It finally summarises the experience made and illustrates the necessity for further research.

The article presents aspects of the development of public and municipal administration based on Internet technologies, due to the realities of modern digitalization of the country's economy and government authorities. The directions, goals and objectives of the use of Internet technologies in the field of public and municipal administration are formulated. The principles, classification of Internet technologies used in the activities of authorities, functions of authorities and their characteristics are considered. The components of Internet technologies are presented. The problems of using Internet technologies in state and municipal management, as well as ways to solve them, are highlighted.

The turn of the twenty-fi rst century is the time of a global revolution consisting in an avalanche of modern technologies. The achievements of science and technology are used in every fi eld of human existence. The basis of functioning of modern society is the use of cyberspace. Access to mobile phones, computers and the global ICT network is a determinant of societal development. The idea of universal automation and computerisation is a fact. The possibility of using high-speed ICT connections is not only the domain of scientifi c institutions, military agents and large business entities. A global computer network connects individuals. The intensive development of modern technologies, the Internet and telecommunication networks has enabled the emergence of a new approach in communication between citizens and the state (with central and local government offi ces). It has also enabled the introduction of new solutions, models and services at this level, resulting directly from specifi c social needs and expectations. According to the assumptions of the idea of e-government, the basic premise for creating e-government is to improve contact with the authorities at all levels, and to speed up procedures for dealing with offi cial matters. Investing in modern administration may bring tangible benefi ts to citizens and entrepreneurs as well as to the administration itself.

Most stakeholders from Asia have not actively participated in the global Internet governance debate. This debate has been shaped by the Internet Corporation for Assigned Names and Numbers(ICANN) since 198 and the UN Internet Governance Forum (IGF) since 2006. Neither ICANN nor IGF are well received as global public policy negotiation platforms by stakeholders in Asia, but more and more stakeholders in Europe and the United States take both platforms seriously. Stakeholders in Internet governance come from the private sector and civil society as well as the public sector.

Abstract:
The article is devoted to the study of electronic governance in public administration.The article clarifies the essence of information and communication technologies in the process of development of public administration. Attention is drawn to the fact that, thanks to information technologies, there has been a transition to a new form of organization of the activities of public authorities, as well as a qualitatively new level of efficiency and ease of obtaining public services by organizations and citizens.It is noted that an important role in this aspect is given to electronic governance as a new form of communication between citizens and the authorities.Approaches to defining the concept of “electronic governance” are considered. Based on the results of the review, two approaches to the definition of this concept were identified: narrow and broad. It is noted that the authors of the narrow approach emphasize the possibility of an alternative way of providing public services in electronic form. They suggest that e-government can be synonymous with digital administration, online administration or, in a certain context, transformational administration, which focuses on the use of Internet technologies as a platform for exchanging information, providing services and interacting with citizens, businesses, etc. In a broad approach, the idea of e-government is to interact with citizens and businesses through the Internet and other information systems.The main elements of the interaction of electronic governance with the state and society, the state and representatives of business, and authorities are defined. It is indicated that e-governance is considered not only as a way of increasing the efficiency of public management and administration, but also as the main element of a new model of democracy in the information society.Attention was drawn to the fact that the transition to electronic governance means reforming all forms of activity of state administration bodies, changing their structure, tasks and functions. The success of this transition depends on the correctly chosen strategy and tactics, coordination and effective interaction of all subjects of this process, namely: legislative, executive and judicial branches of government, business and society.It is proposed to make changes to the legal definition of the concept of “e-government” set out in the Concept of the Development of Electronic Government in Ukraine No. 649 dated September 20, 2017 and to replace the phrase “state administration” with the term “public administration”.

Resumo Este artigo investiga as relações entre difusão da internet, voz e accountability, dimensão cultural, corrupção e eficácia governamental, por meio de análise entre países realizada com 117 nações no período de 2000 a 2014. Adotando a técnica de Análise Robusta de Caminho para a análise de dados, conclui-se que, independentemente dos efeitos das variáveis de controle, a difusão da internet promove menores níveis de corrupção governamental, uma relação que ocorre direta e indiretamente via mediação de voz e accountability, que, por sua vez, apresenta forte correlação com a corrupção governamental. A título de contribuição teórica, reforça-se a compreensão de que a internet constitui uma importante ferramenta de combate à corrupção, além de evidenciar o papel moderador da dimensão cultural na relação entre voz e accountability e corrupção governamental e, sobretudo, de incorporar a eficácia governamental ao modelo teórico.

The transformation of public services in the field of population administration began to be felt after the all-internet or online era began to bloom in Indonesia. This causes public service providers to be asked to make changes in the concept of serving the community by following the changing times. The research method used is qualitative research or sociological juridical. The primary data source is interviews with the South Tangerang City Population and Civil Registry Service, while the secondary data source is various legal book materials and statutory regulations. The results of the research can be found that the transformation of Indonesian population administration services has begun to lead to realizing the concept of "welfarestate" for the community, with the change in population administration services that previously used offline or the community was required to be physically present to take care of population administration, now with the all-internet era the organizers population administration implements services with an online system in order to reach the public so that services are more effective, efficient and excellent. The originality of this research is that people in today's era who are completely connected to the internet have resulted in the implementation of public services also having to follow it. The positive side of public services by being connected to the internet can make it easier for people to access population administration matters without coming physically in person. However, public services cannot fully use online services, population administration public services also require offline services in order to fulfill services for people who do not understand technology.

Abstract:
This study examines how Internaet domain names came to be governed by ICANN, a non-governmental, non-profit private international organization, and investigates how domain name disputes are dealt with by its newly adopted UDRP(Uniform Dispute Resolution System). The analysis examines UDRP policy and rules, and empirically assesses the relationship between decisions of the proceedings and the different factors involved. The findings show that UDRP operates in ways that maximize the commercial interests of existing, large companies at the expense of interests of individuals and small, new companies. The current regime, gives priority to preempting intellectual property-related disputes to protect intellectual property rights, rather than coordinating the use of domain names by individuals and companies. In this process, the commercial status quo of the Internet is reinforced, and the Internet is ironically placed under the most centralized control because the UDRP system is forces upon all gTLD domain names. This paper concludes excluding government and relying on private ordering and self-governance for rule making and the procedures of alternative dispute resolution, may be dangerous to individual interests, especially when the role of government is excluded and individuals' participation remains low.

This study examines the process of policy change, drawing on the theory of the social construction of target populations to explore South Korea???s limited Internet user self-identification policy. In the early 2000s, the government directly imposed on netizens and service providers by establishing regulations that resulted in netizens being categorized as deviants. Then, as personal data spillage became a problem and the market environment changed, netizens and Internet service providers were transformed into the advantaged group needing protection. Consequently, the government relaxed its regulations and allowed Internet users to self-regulate instead. This study verifies that the process of change in the way target populations are viewed is caused by an interaction between a structure and its actors. Furthermore, positive political and economic events and social movements can rapidly transform actors, Internet users and service providers in this case, into an advantaged group.

Internet public opinion events at universities in China occurred frequently, creating painful repercussions for reputation and stability of colleges and universities. To better cope with the problem, this paper explores an evolutionary mechanism of the university Internet public opinion events. Firstly, we discuss the interactions and behavior of three key participants: an Internet medium, university students as a whole, and administration. Secondly, we construct a tripartite evolutionary game model consisting of an Internet medium, student group, and university administration and then analyze and obtain the differential dynamic equations and equilibrium points. Subsequently, the evolutionary stable equilibrium is further analyzed. Finally, we employ numerical studies to examine how the tripartite behavior choices affect evolutionary paths and evolutionary equilibrium strategies. Results are derived as follows: under certain conditions, there exists an asymptotically stable equilibrium point for the tripartite evolutionary game. On the one hand, appropriate penalties and rewards should be provided to foster objectives and fair behaviors of the network medium. On the other hand, university students should be educated and guided to deal rationally with negative effects of Internet public opinion events. Moreover, online real-name authentication is an important and necessary measure. Finally, the university administration should release truthful, timely, and comprehensive information of Internet public opinion events to mitigate potential negative impacts.

Abstract:
The digital transformation of the international economy has made it easier for both public and private companies to reinforce the process of migrating value to the Internet. Internet integration has thus become a sine condition for maximizing the chances of success. The new public management (Er Rays et al., 2022) makes e-administration a strategic axis in our country. In Morocco, digital technology is a fundamental part of the system used to modernize the administration. E-administration generates transparency and efficiency, paving the way for e-governance that harmonizes organizational performance (Scupola & Zanfei, 2016). The COVID-19 pandemic required the administration to use digitalization to ensure continuity and modernization of public services. The qualitative exploratory study was carried out to assess perceptions and expectations, and to identify levers for improving the quality of distance learning in order to achieve the desired performance. The results clearly illustrate that this type of teaching has been a success with teachers, despite certain constraints noted by this type of alternative or complementary teaching.

This paper assesses the relationship between public participation and accountability in ICANN. It shows that ICANN tries to combine three distict organizational models as a result of its global governance responsibilities: it combines elements of a private corporation, a bottom-up standards body and a government regulatory agency. The paper shows that the private corporation model has come to dominate the other two; however, ICANN lacks the normal forms of accountability to which private corporations are subject. ICANN has responded to accountability concerns by creating new opportunities for public comment, review, and participation. This paper questions whether participation is an adequate substitute for accountability. It analyzes three distinct reforms in ICANN's history to show how participation can displace accountability rather than improve it.

The e-governance services in Karnataka are emphasized in this study. Information and communication technologies (ICTs) are used in e-governance to improve governmental operations and services, efficiency, transparency, and accountability. Offering citizens internet services involves digitizing government activities. Karnataka scored 5.11 on the Good Governance Index in 2020–21 compared to 5.10 in 2019–20. The Department of Personnel & Administrative Reforms, a unique e-governance Division in Karnataka, was established in 2003 to hasten the adoption of IT-enabled governance procedures for increased administrative efficiency and transparency. Several national e-governance and e-governance projects are being started and carried out by the Karnataka government to enhance the delivery of public services. Digi locker, e-janma, e-Office, Direct Benefit Transfer, Kutumba, etc., are a few examples of efforts. These programs and services greatly impact how accessible and good services citizens can access. These all indicate good governance administration in the state.

The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services.

The digitalization of population administration is the integration of population information and data into a digital system based on the internet and computer programs. In this era of technology, the need for digitizing public services, especially in the field of population administration, is crucial and should be implemented promptly. However, in reality, not all local governments and relevant agencies have made efforts to digitize population administration. This article will discuss and examine the urgency of digitizing population administration, particularly in Metro City, Lampung Province, Indonesia as well as the challenges faced by local governments and relevant agencies in implementing digitalization of population administration. The research findings indicate that digitalization holds several urgencies, including accelerating service access by reducing time and unnecessary costs, minimizing the risk of data loss, reducing the potential for illicit fees, and enabling digital-based documents to be accessed anytime and anywhere. However, there are still several obstacles that hinder the digitization of population administration. These include the requirement for applicants to verify data at the Office of Population Administration, limitations on delivery by service providers, the Digital Population Identity application only accessible through Android devices, inadequate infrastructure and internet access in certain regions, lack of public trust and concerns about personal data leaks, and a shortage of skilled experts supporting the acceleration of digitalization in population administration.

This study challenges the mainstream technocratic notion of the digital divide and its access-based policy solutions, which do not appreciate the different information-using capabilities, perceptions, and choices of the people concerned. This notion is examined through the lens of information as structured capital that requires Internet access to be complemented by people's information-using capabilities, inclinations, needs, knowledge, and beliefs, which must also complement each other to allow the effective use of information. Qualitative in-depth interviews with 30 senior South Koreans at a Senior Welfare Center suggest that the information capital possessed by these seniors is ill suited to responding to and taking advantage of Internet use. The social isolation of seniors provides them with neither incentives nor capabilities to restructure their information capital in the ways necessary for ongoing use. This finding sugests that digital divide policies for older people must shift their focus from technology per se toward more comprehensive approaches of dealing with the basic social needs of senior citizens.

Analysis of recent research and publications. Internet marketing in public administration and global digitization processes are studied by many scientists, in particular, it is worth mentioning such scientists as Yanchuk T., Gnot T., Vynogradova O., Nedopako N., Kryzhko O., Ilyashenko S., Bradulov P., Ordynskyi V. and others. These researchers study the application of Internet marketing technologies in the sales activities of an enterprise, peculiarities of theoretical and practical studies of their application, consider conceptual approaches to modelling the Internet marketing strategy and propose stages of its formation, tools for developing a strategy, methods and models, and reveal modern trends in the use of Internet technologies in marketing. Isolation of previously unresolved parts of the general problem. The issue of researching modern Internet marketing tools in the context of global digitalisation remains an urgent problem. Summary of the main research material. Today, new Internet technologies are one of the main factors in the development of the global and unified world information space. The article highlights the main tools of Internet marketing in public administration, including contextual and targeted advertising, affiliate, content, social media and email marketing, search engine optimisation, the combination of which will increase business profitability and satisfy the need of consumers for quality goods and efficient services. The use of these tools in public management deserves special attention, as it allows authorities and public organizations to interact with the public, inform citizens about decisions and services, involve citizens in participating in various programs and initiatives, as well as improve access to information, increase the level of citizen participation in the process management. However, it is necessary to take into account the transparency and security of processing citizens' data when using digital tools in public management. Conclusions. The main tools in the field of Internet marketing in public administration considered in the study are extremely effective and relevant, but in addition to the above, direct interaction with customers and advertising via popular messengers such as WhatsApp, Facebook Messenger, Viber, Telegram, etc. play an important role. An effective marketing strategy may include a combination of these methods, depending on the target audience and marketing goals of the business.

Many published papers provide insights on factors affecting learning performance; however, they do not address how internet connectivity affects students’ capacity to meet assessment and learning expectations. To address this gap in the literature, we draw from a survey of 257 students at the undergraduate level to investigate two questions: (a) To what extent does internet connectivity affect missed assessments? and (b) How do students vary through the distribution of missed assessments? We used a count data model, specifically, negative binomial (NB) regression, to determine incidence rate ratios and odds of missed assessments. The NB results showed that students who indicated poor internet connectivity during the semester had about a five times higher incidence rate of missed assessments than students who did not indicate poor internet connectivity. Surprisingly, despite two-thirds of students reporting poor internet connectivity, the chance of accumulating seven missed assessments during the semester was very minimal. The results may provide insights to faculty and education policymakers at the institutional level on ways to design online learning to meet learning expectations.

Summary Many calls have been made since 2001 for a ‘new public diplomacy’ of the information age that utilizes the internet to reach public opinion. They have been especially forthcoming from the Obama administration, although they have been just as popular with the political classes in the United States and elsewhere. However, such recent calls form only the latest instalment of a rhetorical tradition of public diplomacy that stretches back to Woodrow Wilson and beyond to the 1790s. There is a thematic recurrence in the rhetoric of public diplomacy, as there is in the rhetoric of democracy, and for the same reason: representative democracy has always involved a complex tension between, on the one hand, the political class of politicians and diplomats and, on the other, public opinion, which needs to be appeased since it confers legitimacy on representatives. This results in a recurring pattern of language involving suspicions of the political class, declarations of a new era of diplomacy and claims to credibility. There are hence frequent bouts of anti-politics politics and anti-diplomacy politics, sometimes utilizing a discourse of technological optimism, which politicians and diplomats attempt to assuage with similar calls for new political dawns.

Resumo O termo economia compartilhada é empregado na literatura especializada para identificar a forma como a internet, os smartphones e os aplicativos estão modificando a dinâmica econômica mundial. Este artigo apresenta uma pesquisa documental realizada para identificar os aplicativos de compartilhamento que surgiram nas últimas décadas e o modo como estão contribuindo para a melhoria da gestão pública local. Utilizou-se a análise descritiva dos dados e uma regressão para caracterizar a adesão às novas tecnologias pelos governos locais e para identificar o modo como afetam o desempenho fiscal dos municípios, mensurado a partir do Índice FIRJAN de Gestão Fiscal (IFGF). Os resultados obtidos mostram que os aplicativos de economia compartilhada podem contribuir de diferentes formas, com destaque para: a maior cooperação e coordenação intra e entre governos locais, redução na subutilização de ativos, maior acesso e melhoria na qualidade dos serviços públicos, e maior interação e participação dos cidadãos nas decisões públicas. A regressão estimada mostra que o emprego das novas tecnologias de comunicação contribui para a melhoria no desempenho fiscal dos municípios. Contudo, essas tecnologias são pouco utilizadas, sendo necessárias iniciativas que estimulem a utilização de aplicativos de compartilhamento nas gestões públicas locais.

We study the determinants of voluntary Internet financial reporting (e-disclosure) by local public administrations. We present hypotheses regarding the relationship between e-disclosure and city size, the issuing of municipal bonds, financial features, Internet visibility, the level of e-government, and diverse political aspects. We also examine the influence of external factors, such as citizens' income level, their educational level, and their sociopolitical commitment. The hypotheses were empirically tested, using a sample of ninety-two Spanish local public administrations. The data support the hypotheses, with different levels of robustness, and show that size, political will, and citizens' income level all affect e-disclosure.

The present study examined the structural relationships among nes media use, interpersonal communication, and civic participation and how these relationships differed across educational backgrounds. The data from the sample of 1,215 South Koreans adequately fit the hypothesized model. Television news watching and Internet news searching positively influenced the level of civic participation, while newspaper reading did not. Being engaged in political talk with family, friends, and collegues was related to a higher level of civic participation. The effect of newspaper reading on civic participation operated through the effect of newspaper reading on everyday talk. Finally, Internet news searching played a different role in influencing interpersonal communication depending on the person's educational background. The results suggest thath those with different educational backgrounds have different paths by which they engage in communication and civic participation.

The author shows all the difficulties and features of the issue of communications in a state society, politics, and socio-economic field. By solving this problem, the author proposes the development of implemented technologies for the communication of citizens and authorities by virtual interaction using the Internet and social networks in modern conditions. Thus, we can conclude that communication in the political sphere requires constant dynamic development based on the basic mechanisms and blocks of communication, but the transition to communicative activity, which is possible with a legislative approach to this problem.

Można tak zapłacić podatki albo rozpocząć działalność gospodarczą, złożyć wniosek o dowód osobisty. Można też załatwiać sprawy lokalne, dzięki e-usługom udostępnianym przez samorządy. Analizując materiały do artykułu "Robotyzacja procesów w administracji publicznej" mogę z pełnym przekonaniem stwierdzić, że to wszystko zachęciło mnie, ale również wielu innych do skorzystania z usług e-administracji dostępnych w Internecie, jak również potwierdziło tezę że procesy robotyzacji w administracji publicznej przyczyniają się do jej modernizacji i zwiększają efektywność oraz podnoszą jakość świadczonych usług.

This paper analyzes the factors that influence what kinds of preferences consumers display with respect to channel bundles provided by multichannel services (cable TV, DBS and IPTV) in Korea, focusing on consumers??? media use behaviors as key determinants. For the analysis, we use the mixed logit model and estimate the coefficients of interaction terms between household attributes and characteristics of the channel bundles offered by multichannel services. We find that households that prefer channel bundles composed of higher viewer-rating programs have a tendency to spend more time watching terrestrial broadcaster???s programs than other TV programs and allocate more time for surfing the internet; that households that prefer channel bundles featuring various genres are likely to spend more time surfing the internet and watching VOD via TV or other digital devices; and that single dwellers or married couples without children have preferences for channel bundles composed of more watched channels, while upper-income households are less sensitive to price.

Este artigo mostra o estado-da-arte do XBRL e como se deu sua evolução, bem como avalia o estágio atual do Brasil na divulgação de informações contábil-financeiras pela internet. Foi realizada uma pesquisa do tipo survey com empresas de capital aberto no Brasil. A pesquisa revelou uma forte aceitação do meio eletrônico para divulgação de informações financeiras e também que ainda é muito pequeno o conhecimento da linguagem XBRL no país e, conseqüentemente, menor ainda o número de entidades que já iniciaram formalmente os estudos para sua implementação. Mostrou ainda a inexistência de um padrão de divulgação de informações eletrônicas, tendo predominado os formatos PDF, HTML e DOC, o que dificulta a análise e comparação de informações entre órgãos reguladores e com o público em geral.

The EU plays a significant role in public policy aspects of Internet governance, having created in the late 1990s the dot eu Internet Top Level Domain (TLD). This enables users to register names under a European online address label. This paper explores key public policy issues in the emergent governance system for dot eu, because it provides an interesting case of new European transnational private governance. Specifically, dot eu governance is a reconciliation resulting from a governance cultural clash between the European regulatory state and what can be described broadly as the Internet community. The EU has customised the governance of dot eu towards a public–private dispersed agencification model. The paper extends the evidence base on agencification within trans-European regulatory networks and the emergence of private transnational network governance characterised by self-regulation.

<p>The issue of public disclosure of the design is regulated in Article 7 of Council Regulation (EC) no. 6/2002 of 12 December 2001 on Community designs. Pursuant to this provision, a design shall be deemed to have been made available to the public if it has been published following registration or otherwise, or exhibited, used in trade or otherwise disclosed, except cases where these events could not reasonably have become known in the normal course of business to the circles specialized in the sector concerned, operating within the Community. The design is made available to the public in a situation where these events could be known in the course of normal professional activity in an environment specialized in a given sector, operating within the Community. The list of methods of public disclosure contained in Article 7 of Council Regulation (EC) no. 6/2002 is not a closed catalog. Disclosure of the earlier design on the Internet causes difficulties in assessing whether it meets the conditions required for public access, i.e. whether the design could reasonably have become known in the normal course of business to the circles specialized in the sector concerned. Moreover, the disclosure of the design on the Internet generates problems of evidence related to proving the precise date of its disclosure to the public. The article analyzes the jurisprudence of the European Union Intellectual Property Office (EUIPO) and European jurisprudence in recent years. In particular, attention was paid to the issues of evidence necessary to recognize that the Community design was made available on the Internet. The article concerns a topic that is current both among representatives of the doctrine and in jurisprudence (Polish and European). It has theoretical and practical significance, because the issue of evidence submitted by the parties on the fact that an industrial design is made available to the public is very often a problem at the stage of court proceedings.</p>

Using data from the multivariable, nationally representative Good State Public Administration Opinion Survey carried out in 2017 by the Institute for Research and Development on State and Governance at the National University of Public Service in Hungary, the aim of the paper is to test the hypothesis that the knowledge gap theory can be applied to the use of online public administration services: higher status equals not only wider and more sophisticated usage of ICT tools (and more awareness of trust in the Internet), but also more knowledge about public administration procedures themselves, which has resulted in various channel-preferences and routines among the users of different public services. The results show that the knowledge gap clearly exists in terms of public administration-related knowledge and it affects the choice of channels for managing administrative issues.
