Abstract According to many observers, economic globalization and the liberalization of telecoms/internet policy have remade the world in the image of the United States. The dominant roles of Amazon, Apple, Facebook, and Google have also led to charges of US internet imperialism. This article, however, argues that while these internet giants dominate some of the most popular internet services, the ownership and control of core elements of the internet infrastructure—submarine cables, internet exchange points, autonomous system numbers, datacenters, and so on—are tilting increasingly toward the EU and BRICS (i.e., Brazil, Russia, India, China, and South Africa) countries and the rest of the world, complicating views of hegemonic US control of the internet and what Susan Strange calls the knowledge structure.

Abstract:
The Internet is a global phenomenon, but the way in which national governments respond to it varies with the political, social and economic context of a country. However, much that is written about the Internet and governance concentrates on a few advanced industrial societies, and especially the United States. Yet the federal and fragmented system of governance in the United States creates obstacles to the use of the Internet, while smaller countries from Estonia to Singapore produce innovations in e-governance. Moreover, even though the United States has more Internet users than any other country today, the growth points in the use of the Internet in the next few years will occur in radically different places, ranging from Russia and Brazil to India and China.

O XBRL - eXtensible Business Report Language - é uma linguagem que está sendo implementada em vários países para divulgação das informações contábil-financeiras pela internet. Este artigo mostra o estado-da-arte do XBRL e como se deu sua evolução, bem como avalia o estágio atual do Brasil na divulgação de informações contábil-financeiras pela internet. Foi realizada uma pesquisa do tipo survey com empresas de capital aberto no Brasil. A pesquisa revelou uma forte aceitação do meio eletrônico para divulgação de informações financeiras e também que ainda é muito pequeno o conhecimento da linguagem XBRL no país e, conseqüentemente, menor ainda o número de entidades que já iniciaram formalmente os estudos para sua implementação. Mostrou ainda a inexistência de um padrão de divulgação de informações eletrônicas, tendo predominado os formatos PDF, HTML e DOC, o que dificulta a análise e comparação de informações entre órgãos reguladores e com o público em geral.

Este artigo analisa o funcionamento e as características das iniciativas de educação a distância em grandes empresas no Brasil. Foram realizados dois estudos de caso, um na universidade corporativa de uma subsidiária de uma multinacional americana e outro em um centro de treinamento da produção (CTP) de uma subsidiária de uma multinacional européia. O estudo de caso utilizou basicamente três formas de coleta de dados: a observação direta das instalações e funcionamento das unidades de análise, a realização de entrevistas informais (não-estruturadas) com alguns integrantes das equipes durante o período de observação e a realização de entrevistas semi-estruturadas. Os resultados ajudam a compreender essas organizações no que se refere a aspectos como concepção educacional, público-alvo, financiamento, desenvolvimento dos cursos, avaliação, custos iniciais, retorno sobre o investimento, vantagens e desvantagens.

<p>The present work presents some transformations that have occurred in Brazil in recent years in the public transparency aspect, mainly in view of the legal structure after the signing of the Open Government Partnership (OGP) treaty. In summary, it exposes beyond the legal apparatus, the growth of the portal of public transparency and the classification of the country regarding the opening of public information, theme of item 2 - Transparency and Open Government. Contemporary literature has addressed the potential of the Internet to broaden the possibilities of bringing together the State and society by providing information on legislative activities and governmental procedures, contributing to a greater possibility for citizens to know and make use of their rights and how to act more actively as a social actor. With the use of Information and Communication Technology, especially after the various legal aspects adopted by Brazil, this public participation has expanded and gained more relevance. Briefly, the opening of public information increases the level of confidence of the administrations and enables the wide inspection of citizens, legitimizing and strengthening the presence of the state and in accordance with constitutional principles.</p>

Abstract:
Objective: to evaluate the factors associated with emotion regulation in men with internet access living in Brazil during the COVID-19 pandemic. Method: an epidemiological survey, conducted with 1015 men. An electronic form was applied containing sociodemographic and occupational characteristics, support and coping strategies, as well as emotional and behavioral aspects. Emotion regulation was assessed using the Emotion Regulation Questionnaire. Results: The prevalence values observed were 44.6% for Low Cognitive Reappraisal and of 47.1% for High Emotional Suppression. The following factors were identified as associated: (a) with Low Cognitive Reappraisal: being aged 30 years old or more, practicing physical activity, worrying about social distancing and having positive emotions and feelings; and (b) with High Emotional Suppression: being heterosexual, non-white race/skin color, having security support or public administration, not sanitizing food, worrying about lack of physical activity and not having negative emotions. Conclusion: the adoption of emotion regulation strategies was associated with individual, contextual and emotional/behavioral characteristics. Masculinity ideals seem to exert an influence on these relationships.

Summary Objective: We describe the teaching methods, involving computer and Internet-based resources, used in the “Administration and Planning in Health Care” course of the undergraduate medical program at the Federal University of Rio Grande do Sul. Method: Description on how the curriculum guidelines for the undergraduate medical education in Brazil have been implemented at this university. The guidelines specify that graduates should be skilled and knowledgeable in health care administration and management, understand the market dynamics of health care services, and be prepared to contribute to the development of health policy. Results: A required 60-hour course provides students with an opportunity to learn about the structure, planning and administration of the Brazilian and of other health care systems, and their roles, as health care professionals, within those systems. The course is also intended to allow students to develop the minimal skill set required for manipulation of health care data available from national and international databases, and to use the Internet as a source of information in health care. The curriculum includes: Module 1 – basic computer skills, an introduction to networks as an infrastructure for management, the use of spreadsheets and databases for data processing and system modelling, retrieval of Internet-based health data and on-line bibliographic searches; Module 2 – health system financing and service quality management, using a university hospital as a case study; and Module 3 – a comparison of the Brazilian public health care system (SUS) with other national health systems resulting in a term paper formatted for journal submission and presented at a simulated conference at the end of the course. Conclusion: Progressive shift in emphasis from theory to practice in this course has resulted in better development of the skill set required for the students.

<p>The internet contributes for the reduction of information asymmetries between the government and the society through the transparency, because provides an environment of analysis and reflection through the information publicized by the public managers. At any level of the Public Administration, the management must be efficient and transparent, so, the general objective of this research is to verify the level of transparency of websites of the federal universities in the South of Brazil in the year of 2014 based on what the Brazilian legislation determines. Through adaptation and application of the model proposed by Nunes (2013) for measurement of the level of transparency based on the Brazilian legislation, this work seeks to providing contribution to the researches about transparency in the public sector. In the evaluation the information content, usability of the websites and data availability were considered, distributed in a set of 25 descriptors based on the Brazilian legislation. Based on the analysis made, it has been possible to find out that the group of universities analyzed showed good transparency practices. Globally three universities showed excellent transparency level; yet most universities have improvements to be made in their websites. Federal University of Santa Catarina stood out for reaching the highest transparency level among federal universities in the south. To enable the construction of a transparency map, for future works is recommended the use of the model in universities from other regions of the country.</p>

In the contemporary era of information, it is a critical challenge for city managers to meet the demands of their citizens at the same pace as the development of its information technology resources. Guarapuava is an example of a centennial town that has been predominantly agricultural and now seeks to adjust to the population density and the new information age. Much like Guarapuava, many cities in Brazil and around the world are in a similar condition. The new reality of many towns is challenging for municipal managers. Strategic digital city is the application of information technology resources in the management of the city. The objective of this paper is to analyse the decision-making processes, strategies, public services, information technologies, and relationships with strategic digital city issues in the city of Guarapuava, Parana, Brazil. Using a survey methodology based on the research variables, we showed that the municipality has informal characteristics of the concept of a strategic digital city. Based on the results, the evidence domain types in the city are predominant for internet and colleagues inside the organization on a daily base. Google scholar is the most consulted research source of evidence. Respondents well know the term methodology. Their attitudes towards scientific research show that it is essential for managers and that managers are aware of how to use that technology. Related to evidence-based management the respondents, in general, agreed that using by evidence-based practices, managers can improve the quality of their work, and that this should be part of their formal education. Citizens should be utilised more as a source of evidence as well, as they are the users of the institutions. The strategies are more focused on the government and its administration, however, these strategies could include areas like science and technology. The city offers electronic public services to improve citizens lives, and to be more transparent in sharing information through these alternative channels. The analysis revealed the effort of the town to include citizens in the digital era, and its attempt to connect with them. The research serves as a reference for other municipalities with an interest in analysing projects related to the decision-making process, strategies, information, public services, and use of its IT resources. The study is also a contribution to academic knowledge in relation to the study of public policies related to urban management. Finally, the study contributes to the field of research related to the study of strategic digital city, serving as a basis for future studies in this discipline.

RESUMO Este estudo busca identificar a representação social sobre Cloud Computing, pela percepção dos profissionais brasileiros de Tecnologia da Informação (TI). Os dados empíricos foram coletados por meio de questionários on-line respondidos por uma amostra por acessibilidade de 221 profissionais de TI e analisados por meio da Teoria da Representação Social (TRS), operacionalizada pelas técnicas de evocação livres de palavras e do quadro de quatro casas de Vergès, bem como pelas análises implicativa, léxica e de conteúdo. Como resultado, identificou-se que o núcleo central da representação social associada ao Cloud Computing é composto pelas palavras: nuvem, armazenamento, disponibilidade, internet, virtualização e segurança. Assim, conclui-se que os profissionais de TI no Brasil têm uma visão mais operacional do que estratégica do Cloud Computing. Essa visão funcional, congruente com parte da literatura científica sobre o tema, fundamenta-se basicamente em aspectos relacionados à segurança, armazenamento e disponibilidade dos dados armazenados no Cloud Computing, faltando uma percepção do valor estratégico do Cloud Computing, baseada na viabilização de novos modelos de negócio. Finalmente, este artigo traz uma contribuição metodológica original ao usar a TRS - por meio da aplicação conjunta das análises implicativa, léxica e de conteúdo - na definição de um constructo específico.

Contemporary public management in Brazil is undergoing a great deal of transformation. From the year 2008 the Brazilian Federal government has been investing in policies and planned actions that aim to expand access to Higher Education. This paradigm shift was possible through the understanding that the agenda of public problems required trained professionals with appropriate skills, able to propose plans, programs and elaborate projects, fostering the evolution and consolidation of Brazilian democracy. The changes in contemporary Brazilian public management have permitted the debate amongst researchers in the Higher Education sphere, evolving to what is conventionally known as the Public Field. This field integrates views that deal with contemporary processes that aim to change public management either at the state or non-state level, in its various dimensions, seeking to innovate teaching and research in the area of public policy. This article aims to reflect on the specific academic issues related to Public Field Education in Brazil. It also aims to promote an epistemological understanding related to the intellectual diversity present in this area. It considers the assumption that a multidisciplinary approach, characteristic of field courses, generates new experiences and knowledge, making a difference in the formation toward a critical view of reality in which the students are part. In order to conduct the research, a comparative analysis of experiences developed in recent years was proposed. It is seen that the curricula must converge, aiming to educate the manager who understands this phenomenon and the needs of contemporary society, who is able to recognize and work with the rights of citizens, as well as be present in the relations between state and society, with responsibilities of integrating public policy programs, optimizing the use of public resources, being able to redesign programs and projects in order to monitor and evaluate public policies.

Abstract This article addresses the question of what should be meant by the phrase the Internet, or equivalently, the public Internet. Since its origins in the 1960s, the Internet has changed significantly in terms of the networks and technologies, services that are supported, and industry players who participate in the Internet ecosystem, growing in global economic and social importance. This article discusses the changing role of the network operators and service providers that support the public Internet, and the relationship between what might be considered the public Internet and other elements of the global infrastructure. Herein, we explain why the quest for a single definition for the Internet is likely a fool’s errand, while recognizing that there remains a need to understand what the concept means in light of its growing importance as a topic of policy concern. Instead of a definition, we propose a three-lens framework through which to evaluate technical and market trends that are changing the Internet and assist in determining whether those changes are or are not consistent with what we view as worth preserving in that which we refer to as the Internet.

Abstract:
This paper aims to sketch a road map for Internet governance based upon the state of development of various aspects of the Internet. The framework for analysis was eveloped by Deborah Spar in her 2001 book Prophets, Pioneers, and Pirates, in which she convincingly demonstrates that new technologies go through four phases of policy development: innovation, commercialization, creative anarchy, and rule-making. The analysis suggests that Internet governance for three of four clusters has reached a level of maturity in policy development. The most developed aspect is the cluster of issues around physical infrastructure of what has been described as the ICANN issues. Two other clusters-Internet use and Internet-related issues-are less developed, with their state of development linked to economic advancement. The least developed aspect of Internet governance is that of the use of the Internet for economic, social, and cultural development. The analysis suggests that development aspects of Internet governance should perhaps not be addressed in the current framework but should be discussed separately, with, however, the same level of impartance attached to this venue as to the Internet Governance Forum.

The digitisation of public sector ICT is driven by a number of factors: Increased self- service via the Internet, the Internet of Things (IoT), real-time business intelligence and the advent of integrated information systems as the “backbone” of organisational ICT. This is accentuated by the Covid-19 pandemic. The paper presents an implemented university level teaching programme that covers the topics of integrated information systems for the environment described above. The paper also deals with the research question of how to embed such a programme in a conventional, public sector-oriented university course programme. It details the didactic specificities and analyses the feedback from the roll out and the prior knowledge required from students and the changes in other elements of a public administration course programme necessitated by digitisation orientation. It finally summarises the experience made and illustrates the necessity for further research.

Most stakeholders from Asia have not actively participated in the global Internet governance debate. This debate has been shaped by the Internet Corporation for Assigned Names and Numbers(ICANN) since 198 and the UN Internet Governance Forum (IGF) since 2006. Neither ICANN nor IGF are well received as global public policy negotiation platforms by stakeholders in Asia, but more and more stakeholders in Europe and the United States take both platforms seriously. Stakeholders in Internet governance come from the private sector and civil society as well as the public sector.

Este estudo apresenta os resultados de uma pesquisa qualitativa sobre fatores intervenientes na mediação pedagógica do tutor: o caso de um curso de Bacharelado em Administração Pública a distância (ADMP) do PNAP, ofertado por meio do Sistema UAB, em uma universidade pública da região Nordeste, iniciado em 2009. A questão norteadora foi: existem fatores que interferem na mediação pedagógica do tutor online? O objetivo foi identificar os fatores intervenientes e as múltiplas determinações que interferem na mediação pedagógica do tutor. A coleta de dados foi realizada por meio de questionário e de entrevista com os tutores online. Também foram observadas mensagens postadas no Ambiente Virtual de Aprendizagem (AVA). Participaram da pesquisa 11 tutores online, de um universo de 17 tutores que realizaram mediação pedagógica no curso pesquisado, entre 2012 e 2013. O resultado da pesquisa indica que fatores relacionados à qualidade do ensino; à qualidade dos materiais didáticos e materiais de apoio ao aluno; ao AVA; à infraestrutura física, tecnológica e administrativa disponível para os alunos e o grau de aproximação entre o professor e tutor interferem no desempenho do tutor online que atua no processo de ensino-estudo-aprendizagem do aluno da EAD ofertada com o uso da internet. Convém informar que o conteúdo deste artigo foi discutido em várias ocasiões em 2014 e 2015. Porém torna-se relevante retomar a discussão no campo da EAD devido ao momento pandêmico, no qual a mediação pedagógica foi intensificada, pelo fato das aulas presenciais terem sido, abruptamente, substituídas por aulas remotas e essa atividade passou a ser realizada também por professores e por monitores (alunos) selecionados para auxiliarem os professores nas atividades docentes no ensino remoto, semi-presencial ou totalmente online This study presents the results of a qualitative research on pedagogical factors involved in mediating the tutor : the case of the Bachelor in Public Administration Distance ( ADMP ) of PNAP offered through the UAB in a public university in northeastern Brazil System , initiated in 2009 and was motivated by question: There are factors that influence the mediation of the online tutor ? Their goal was to identify factors that affect the mediation of online tutor. To collect data, a questionnaire was administered and conducted an interview with the online tutors. Messages posted to the Virtual Learning Environment (VLE ) were also observed. Participated in the survey, 11 tutors online that was presents in the course researched, between 2012 and 2013 The research result indicates that the factors related to the quality of education; the quality of instructional materials and learner support materials; the quality of AVA; physical, technological and administrative available to students and the degree of approximation between the teacher and tutor; infrastructure interfere with the performance of the online tutor who works in the process: teaching - study - learning the of virtual student. It should be noted that the content of this article was discussed on several occasions in 2014 and 2015. However, it is relevant to resume the discussion in the field of DE due to the pandemic moment, in which the pedagogical mediation was intensified, due to the fact that the in-person classes were, abruptly, replaced by remote classes and this activity began to be performed also by teachers and monitors (students) selected to assist teachers in teaching activities in remote, semi-present or fully online teaching.

The achievements of science and technology are used in every fi eld of human existence. The basis of functioning of modern society is the use of cyberspace. Access to mobile phones, computers and the global ICT network is a determinant of societal development. The idea of universal automation and computerisation is a fact. The possibility of using high-speed ICT connections is not only the domain of scientifi c institutions, military agents and large business entities. A global computer network connects individuals. The intensive development of modern technologies, the Internet and telecommunication networks has enabled the emergence of a new approach in communication between citizens and the state (with central and local government offi ces). It has also enabled the introduction of new solutions, models and services at this level, resulting directly from specifi c social needs and expectations. According to the assumptions of the idea of e-government, the basic premise for creating e-government is to improve contact with the authorities at all levels, and to speed up procedures for dealing with offi cial matters. Investing in modern administration may bring tangible benefi ts to citizens and entrepreneurs as well as to the administration itself.

The present bibliographical research aims to present the types of corruption practiced against the Public Administration. From this study, it is verified that the fight against corruption depends on the maturing of a democratic conscience that makes possible the popular participation in the monitoring of the activities developed by the Public Adminis- tration in all spheres of the Power of the Federative Republic of Brazil aiming at the continuous supervision of the institutions public policies. Currently, there are several actions, institutions, and groups involved, including at the international level, to combat corruption. The corrupt activities are multi- plied, due to the difficulty of investigation and proper punishment of the criminal acts, besides the little popular participation in the process of control of the public administrations. Finally, it is considered important that all control institutions participate in an integrated manner with the participation of the population in the fight against corruption.

Resumo A pandemia da COVID-19 é um problema de saúde pública global que imprimiu uma nova dinâmica à economia mundial. A rápida propagação da doença e o uso do distanciamento como forma de prevenção expuseram as desigualdades sociais e urbanas das cidades capitalistas. No Brasil, como em outros países, o isolamento social promoveu rápidas mudanças no mercado de trabalho, com impactos mais severos para 37,3 milhões de pessoas que vivem na informalidade, já que elas não têm direitos como Fundo de Garantia por Tempo de Serviço (FGTS) e seguro-desemprego. Para a Organização Internacional do Trabalho (OIT), as primeiras demissões estão ocorrendo entre aqueles que vivem do trabalho precário, como terceirizados, balconistas, garçons, funcionários de cozinha, diaristas, manipuladores de bagagem e produtos de limpeza. Assim, faremos uma breve síntese das consequências que a crise sanitária vem promovendo para os trabalhadores brasileiros, bem como proporemos medidas de enfrentamento que não se limitem aos auxílios emergenciais. A recuperação e a criação de ocupações dependerão, entre outros fatores, da retomada dos gastos com programas sociais e econômicos que reduziram as desigualdades sociais no início deste século, como o Programa de Aceleração do Crescimento em Favelas (PAC-Favelas); o Programa Minha Casa, Minha Vida; o Programa Bolsa Família (PBF); e o Programa de Geração de Emprego e Renda (Proger) com recursos do Fundo de Amparo ao Trabalhador (FAT). Adotando a técnica de Análise Robusta de Caminho para a análise de dados, conclui-se que, independentemente dos efeitos das variáveis de controle, a difusão da internet promove menores níveis de corrupção governamental, uma relação que ocorre direta e indiretamente via mediação de voz e accountability, que, por sua vez, apresenta forte correlação com a corrupção governamental. A título de contribuição teórica, reforça-se a compreensão de que a internet constitui uma importante ferramenta de combate à corrupção, além de evidenciar o papel moderador da dimensão cultural na relação entre voz e accountability e corrupção governamental e, sobretudo, de incorporar a eficácia governamental ao modelo teórico.

This study examines the process of policy change, drawing on the theory of the social construction of target populations to explore South Korea???s limited Internet user self-identification policy. In the early 2000s, the government directly imposed on netizens and service providers by establishing regulations that resulted in netizens being categorized as deviants. Then, as personal data spillage became a problem and the market environment changed, netizens and Internet service providers were transformed into the advantaged group needing protection. Consequently, the government relaxed its regulations and allowed Internet users to self-regulate instead. This study verifies that the process of change in the way target populations are viewed is caused by an interaction between a structure and its actors. Furthermore, positive political and economic events and social movements can rapidly transform actors, Internet users and service providers in this case, into an advantaged group.

Abstract This article examines the relationships between resources, innovation, and performance in courts. Data from 24 Brazilian labor courts covering the period between 2003 and 2013 were used to develop theoretical/empirical models using Data Envelopment Analysis and stochastic frontier analysis. The results indicate that there was improvement in the performance of the courts during the period examined. This improvement owed more to the adoption of innovations than to variation in technical efficiency. Critical periods for the adoption of the electronic judicial process (in 2006 and 2012) had a negative impact on the index related to innovation adoption. The stochastic model shows that court size and investment in the training of personnel are key factors for explaining the variation in the efficiency of the courts.

Abstract This article presents evidence of Italian influences on the Brazilian Public Sector Accounting in the early twentieth century, using the analytically structured history approach and the institutional theory. The study presents the institutional work developed by accountant Carlos de Carvalho in employing a new accounting methodology at the time. The article proposes a new perspective on the literature on the history of accounting in Brazil, suggesting that the emergence of budgetary and financial accounting was due to the innovation of local practices in a municipality of the state of São Paulo, and then expanded to the entire state, influenced by the Italian legal doctrine. Therefore, the use of dual accounting in Brazil during the early twentieth century was first disseminated in practice and transformed into legislation afterward. The Italian roots that influenced this movement are present in the current model, which is being reviewed by the current process of convergence to international IPSAS standards.

The transformation of public services in the field of population administration began to be felt after the all-internet or online era began to bloom in Indonesia. This causes public service providers to be asked to make changes in the concept of serving the community by following the changing times. The research method used is qualitative research or sociological juridical. The primary data source is interviews with the South Tangerang City Population and Civil Registry Service, while the secondary data source is various legal book materials and statutory regulations. The results of the research can be found that the transformation of Indonesian population administration services has begun to lead to realizing the concept of "welfarestate" for the community, with the change in population administration services that previously used offline or the community was required to be physically present to take care of population administration, now with the all-internet era the organizers population administration implements services with an online system in order to reach the public so that services are more effective, efficient and excellent. The originality of this research is that people in today's era who are completely connected to the internet have resulted in the implementation of public services also having to follow it. The positive side of public services by being connected to the internet can make it easier for people to access population administration matters without coming physically in person. However, public services cannot fully use online services, population administration public services also require offline services in order to fulfill services for people who do not understand technology.

Abstract This article examines the diffusion of independent regulatory agencies (IRAs) in Brazil, demonstrating how important domestic factors interplayed with traditional mechanisms of diffusion lead to an expressive process of agencification. Although top-down, bottom-up and horizontal mechanisms played an important role in the Brazilian agencification process, they fail to explain the creation of IRAs in unexpected sectors or the frequent modifications that occurred at subnational levels in a short period of time. To understand how local political actors adapted the regulatory agency model to the Brazilian institutional legacies, field research was conducted, based on bibliographical, documental, and interviews with key political actors. The specificities of Brazilian federalism and the strategic role of the film industry, bureaucrats and politicians in (re)interpreting the agency model helped to boost the diffusion of IRAs in Brazil.

Abstract This article studies the operation of the Federal Regional Court of the 4th Region (TRF4) in the fight against corruption crimes. Judgments produced by the TRF4 criminal courts between 2003 and 2016 underwent text analysis using the dictionary method, seeking to outline the profile of crimes and defendants. Despite the changes in the web accountability institutions, with the outbreak of major federal police operations, technological uses, new legal devices and a high degree of concentration between the agencies, there is a small proportion of grand corruption crime, involving middle and high-ranking bureaucrats and more sophisticated crimes with greater financial value. Crimes involving contraband and petty corruption take up much of the day to day of the judiciary in the south region of the country, at least in the criminal intermediate courts, where the judge appeals decisions coming from specialized and generalist criminal courts.

Resumo Este artigo analisa a atuação das comissões de orçamento e finanças das câmaras municipais no controle orçamentário. Tais comissões apoiariam os vereadores na análise, na avaliação e no controle de projetos de lei, emendas parlamentares e prestação de contas apresentados(as) pelas prefeituras ao longo de todas as fases do ciclo orçamentário. Baseado em um método indutivo de pequenas amostras, este estudo compara a atuação das comissões de orçamento e finanças de 3 câmaras municipais no mandato de 2013-2016. Constatou-se que tais comissões atuaram de modo cerimonial e passivo, emitindo pareceres superficiais. Os resultados indicam que a previsão regimental e a existência de recursos materiais e humanos não garantem o funcionamento dessas comissões. Os efeitos colaterais do governo de coalizão geram incentivos políticos para manter as comissões com atuação cerimonial. A frágil atuação das comissões legislativas no controle orçamentário se mostra um ponto crítico para qualquer pretensão de equilíbrio fiscal na Federação.

<p><strong><em>The purpose </em></strong><em>of the study is to conduct a detailed scientific and practical substantiation of the peculiarities of the population census as a unique tool for information support of management activities.</em></p><p><strong><em>Research methodology.</em></strong><em> The study used general scientific (generalization, comparison, induction and deduction) and empirical-theoretical methods (analysis, synthesis). The use of system-structural analysis and political science method allowed to differentiate the foreign experience of Canada, USA, Lithuania, Bulgaria, Estonia and Brazil on the use of the latest tools, survey methods, SMART</em>‑<em>technologies in modern censuses. Based on the analysis, it is determined that the use of SMART technologies during the Second All-Ukrainian Population Census in 2023 will have many more advantages than disadvantages.</em></p><p><strong><em>Results.</em></strong><em> It is established that the census process has the following specific characteristics: each person must be considered separately and their characteristics are registered separately; each person must be registered as close as possible to the same clearly defined time; regular censuses are required to obtain comparative data in a clearly defined sequence. It is determined that the census is used as a reliable source of information support for management, forecasting and management of socio-economic development, for budget implementation, implementation of reforms in the social sphere, regulation of migration processes, demographic forecasting, development of appropriate national development strategy. As a result of the analysis it was established that in different countries the latest tools, survey methods, SMART-technologies were used in conducting modern censuses: survey via the Internet; e-mail survey; survey using a smartphone.</em></p><p><strong><em>Novelty. </em></strong><em>The scientific novelty of the results obtained in the article is due to the solution of an important scientific problem, which is to develop theoretical principles and practical recommendations for analyzing the characteristics of the census as a unique tool for information management. The article further develops the study on the use of SMART technologies for the census in Ukraine.</em></p><p><strong><em>Practical significance.</em></strong><em> The results of the study can be used in the study of the scientific field of «Public Administration». The results can be aimed at improving and improving the procedure for the Second All-Ukrainian Population Census in 2023.</em></p><p><strong><em>Key words: </em></strong><em>population census, management activity, tool, information support.</em></p>

Purpose Hierarchically superior bodies develop normative instructions to induce the diffusion of innovations, stimulating the adoption of management practices in supervised public bodies and seeking public administration efficiency increase. Despite this, the effectiveness of these normative instructions is unknown, as well as its inducing and lasting effects in the diffusion of these innovations, especially in Brazil. This study aims to understand the effects of normative induction. Design/methodology/approach The adoption of risk management, integrity & ethics and information security practices was evaluated over a decade (2009 to 2019), including the adoption behavior of more than 200 Brazilian federal agencies. Public open data were collected and analyzed with multinomial logistic regression. Findings The normative instructions’ effectiveness in propagating the evaluated practices is remarkable; however, its mere development by the superior bodies cannot be considered enough since the general adoption index can be considered good but not excellent. No evaluated practice reached a saturation level above 75%. Research limitations/implications This paper contributes to bringing the international literature’s generic knowledge on the adoption of innovation to the specific Brazilian public administration context, providing insightful implications for policymakers, public managers and researchers. Practical implications This work is unique, as it systematically analyzes multiple innovation adoption and presents excellent opportunities for future researchers by reproducing all scripts and automation developed. Furthermore, all data are available and hosted on public platforms with detailed steps and documentation. Social implications The use of open data from governmental sources allows enhanced transparency and the discovery of affecting variables while observing innovation adoption in the public administration. Originality/value The presence of normative instructions and their adoption rate is rarely measured in the Brazilian public administration.

Internet public opinion events at universities in China occurred frequently, creating painful repercussions for reputation and stability of colleges and universities. To better cope with the problem, this paper explores an evolutionary mechanism of the university Internet public opinion events. Firstly, we discuss the interactions and behavior of three key participants: an Internet medium, university students as a whole, and administration. Secondly, we construct a tripartite evolutionary game model consisting of an Internet medium, student group, and university administration and then analyze and obtain the differential dynamic equations and equilibrium points. Subsequently, the evolutionary stable equilibrium is further analyzed. Finally, we employ numerical studies to examine how the tripartite behavior choices affect evolutionary paths and evolutionary equilibrium strategies. Results are derived as follows: under certain conditions, there exists an asymptotically stable equilibrium point for the tripartite evolutionary game. On the one hand, appropriate penalties and rewards should be provided to foster objectives and fair behaviors of the network medium. On the other hand, university students should be educated and guided to deal rationally with negative effects of Internet public opinion events. Moreover, online real-name authentication is an important and necessary measure. Finally, the university administration should release truthful, timely, and comprehensive information of Internet public opinion events to mitigate potential negative impacts.

Abstract:
The year 2020 marks ten years since the term “Public Field” was introduced in Brazil. Professors and students of undergraduate programs in public administration, public management, and public policy were the first to adopt the term, which emerged at a public hearing of the National Education Council on April 5, 2010, held to discuss the preparation of the National Curriculum Guidelines (NCG) for public administration undergraduate programs. There are many books and articles about the history of public administration education in Brazil, discussing its various cycles since 1952 and the movement to redefine the identity of higher education in this field of knowledge, which resulted in the establishment of the NCG in 2014. During the period 2015-2020, the Public Field in Brazil witnessed the establishment of representative entities, the process of implementing the NCG, the creation of specific scientific events, the preparation of the National Student Performance Exam (Enade) for public administration students, the elaboration of publications with titles related to the Public Field, and the formation of a multidisciplinary academic community. However, there is no systematization of this period of institutionalization. This article addresses this gap, describing this recent history and analyzing the current challenges of the Public Field. First, we carried out a comparative analysis of literature and documents to reveal the milestones of the public field and its challenges after the implementation of the NCG. Then, we conducted a survey with 365 valid responses, where professors, researchers, students, and alumni related to the Public Field prioritized the challenges presented. The outcome of this research is an overview of the construction of the Public Field in Brazil.

Abstract This paper addresses the effects of the new general law on independent agencies in Brazil. This regulatory reform sought to increase transparency and accountability, strengthen ex-ante evaluation, and improve decision-making. The research objective was to evaluate the possible organizational and institutional consequences of these changes. The study compared data collected from key actors in the 11 agencies referring to the period before the law with the regulatory scenario one year after the law was enacted. The results allow an unprecedented panoramic view of the agencies’ instruments under the inspiration of better regulation, and the new scenario can positively impact these structures’ credibility and trust. The study indicates an advance in the Brazilian regulatory governance model and opens space for future research.

Resumo Esta pesquisa tem como principal objetivo descrever a relação entre a utilização dos consórcios com os custos da cooperação pública e de seu financiamento por parte dos municípios. Pela utilização do desenho de pesquisa de caso múltiplo, selecionaram-se três consórcios a atuar no setor dos resíduos sólidos no Brasil, compreendendo o intervalo de anos entre 2013 e 2017. Em geral, é possível concluir que os custos com os consórcios e dos municípios aumentaram durante o período. Pela estimativa de parâmetros, estima-se que os consórcios possibilitam a redução desses custos. Conclui-se ainda que governos locais de menor dimensão, em número de habitantes e área servida, são mais propensos a potenciar os efeitos da cooperação pública. Implicações teóricas e práticas serão apresentadas e discutidas ao longo do texto.
