Abstract According to many observers, economic globalization and the liberalization of telecoms/internet policy have remade the world in the image of the United States. The dominant roles of Amazon, Apple, Facebook, and Google have also led to charges of US internet imperialism. This article, however, argues that while these internet giants dominate some of the most popular internet services, the ownership and control of core elements of the internet infrastructure—submarine cables, internet exchange points, autonomous system numbers, datacenters, and so on—are tilting increasingly toward the EU and BRICS (i.e., Brazil, Russia, India, China, and South Africa) countries and the rest of the world, complicating views of hegemonic US control of the internet and what Susan Strange calls the knowledge structure.

Abstract:
The Internet is a global phenomenon, but the way in which national governments respond to it varies with the political, social and economic context of a country. However, much that is written about the Internet and governance concentrates on a few advanced industrial societies, and especially the United States. Yet the federal and fragmented system of governance in the United States creates obstacles to the use of the Internet, while smaller countries from Estonia to Singapore produce innovations in e-governance. Moreover, even though the United States has more Internet users than any other country today, the growth points in the use of the Internet in the next few years will occur in radically different places, ranging from Russia and Brazil to India and China.

O XBRL - eXtensible Business Report Language - é uma linguagem que está sendo implementada em vários países para divulgação das informações contábil-financeiras pela internet. Este artigo mostra o estado-da-arte do XBRL e como se deu sua evolução, bem como avalia o estágio atual do Brasil na divulgação de informações contábil-financeiras pela internet. Foi realizada uma pesquisa do tipo survey com empresas de capital aberto no Brasil. A pesquisa revelou uma forte aceitação do meio eletrônico para divulgação de informações financeiras e também que ainda é muito pequeno o conhecimento da linguagem XBRL no país e, conseqüentemente, menor ainda o número de entidades que já iniciaram formalmente os estudos para sua implementação. Mostrou ainda a inexistência de um padrão de divulgação de informações eletrônicas, tendo predominado os formatos PDF, HTML e DOC, o que dificulta a análise e comparação de informações entre órgãos reguladores e com o público em geral.

Abstract:
Este artigo analisa o funcionamento e as características das iniciativas de educação a distância em grandes empresas no Brasil. Foram realizados dois estudos de caso, um na universidade corporativa de uma subsidiária de uma multinacional americana e outro em um centro de treinamento da produção (CTP) de uma subsidiária de uma multinacional européia. O estudo de caso utilizou basicamente três formas de coleta de dados: a observação direta das instalações e funcionamento das unidades de análise, a realização de entrevistas informais (não-estruturadas) com alguns integrantes das equipes durante o período de observação e a realização de entrevistas semi-estruturadas. Os resultados ajudam a compreender essas organizações no que se refere a aspectos como concepção educacional, público-alvo, financiamento, desenvolvimento dos cursos, avaliação, custos iniciais, retorno sobre o investimento, vantagens e desvantagens.

<p>The present work presents some transformations that have occurred in Brazil in recent years in the public transparency aspect, mainly in view of the legal structure after the signing of the Open Government Partnership (OGP) treaty. In summary, it exposes beyond the legal apparatus, the growth of the portal of public transparency and the classification of the country regarding the opening of public information, theme of item 2 - Transparency and Open Government. Contemporary literature has addressed the potential of the Internet to broaden the possibilities of bringing together the State and society by providing information on legislative activities and governmental procedures, contributing to a greater possibility for citizens to know and make use of their rights and how to act more actively as a social actor. With the use of Information and Communication Technology, especially after the various legal aspects adopted by Brazil, this public participation has expanded and gained more relevance. Briefly, the opening of public information increases the level of confidence of the administrations and enables the wide inspection of citizens, legitimizing and strengthening the presence of the state and in accordance with constitutional principles.</p>

Abstract:
Objective: to evaluate the factors associated with emotion regulation in men with internet access living in Brazil during the COVID-19 pandemic. Method: an epidemiological survey, conducted with 1015 men. An electronic form was applied containing sociodemographic and occupational characteristics, support and coping strategies, as well as emotional and behavioral aspects. Emotion regulation was assessed using the Emotion Regulation Questionnaire. Results: The prevalence values observed were 44.6% for Low Cognitive Reappraisal and of 47.1% for High Emotional Suppression. The following factors were identified as associated: (a) with Low Cognitive Reappraisal: being aged 30 years old or more, practicing physical activity, worrying about social distancing and having positive emotions and feelings; and (b) with High Emotional Suppression: being heterosexual, non-white race/skin color, having security support or public administration, not sanitizing food, worrying about lack of physical activity and not having negative emotions. Conclusion: the adoption of emotion regulation strategies was associated with individual, contextual and emotional/behavioral characteristics. Masculinity ideals seem to exert an influence on these relationships.

Summary Objective: We describe the teaching methods, involving computer and Internet-based resources, used in the “Administration and Planning in Health Care” course of the undergraduate medical program at the Federal University of Rio Grande do Sul. Method: Description on how the curriculum guidelines for the undergraduate medical education in Brazil have been implemented at this university. The guidelines specify that graduates should be skilled and knowledgeable in health care administration and management, understand the market dynamics of health care services, and be prepared to contribute to the development of health policy. Results: A required 60-hour course provides students with an opportunity to learn about the structure, planning and administration of the Brazilian and of other health care systems, and their roles, as health care professionals, within those systems. The course is also intended to allow students to develop the minimal skill set required for manipulation of health care data available from national and international databases, and to use the Internet as a source of information in health care. The curriculum includes: Module 1 – basic computer skills, an introduction to networks as an infrastructure for management, the use of spreadsheets and databases for data processing and system modelling, retrieval of Internet-based health data and on-line bibliographic searches; Module 2 – health system financing and service quality management, using a university hospital as a case study; and Module 3 – a comparison of the Brazilian public health care system (SUS) with other national health systems resulting in a term paper formatted for journal submission and presented at a simulated conference at the end of the course. Conclusion: Progressive shift in emphasis from theory to practice in this course has resulted in better development of the skill set required for the students.

<p>The internet contributes for the reduction of information asymmetries between the government and the society through the transparency, because provides an environment of analysis and reflection through the information publicized by the public managers. At any level of the Public Administration, the management must be efficient and transparent, so, the general objective of this research is to verify the level of transparency of websites of the federal universities in the South of Brazil in the year of 2014 based on what the Brazilian legislation determines. Through adaptation and application of the model proposed by Nunes (2013) for measurement of the level of transparency based on the Brazilian legislation, this work seeks to providing contribution to the researches about transparency in the public sector. In the evaluation the information content, usability of the websites and data availability were considered, distributed in a set of 25 descriptors based on the Brazilian legislation. Based on the analysis made, it has been possible to find out that the group of universities analyzed showed good transparency practices. Globally three universities showed excellent transparency level; yet most universities have improvements to be made in their websites. Federal University of Santa Catarina stood out for reaching the highest transparency level among federal universities in the south. To enable the construction of a transparency map, for future works is recommended the use of the model in universities from other regions of the country.</p>

In the contemporary era of information, it is a critical challenge for city managers to meet the demands of their citizens at the same pace as the development of its information technology resources. Guarapuava is an example of a centennial town that has been predominantly agricultural and now seeks to adjust to the population density and the new information age. Much like Guarapuava, many cities in Brazil and around the world are in a similar condition. The new reality of many towns is challenging for municipal managers. Strategic digital city is the application of information technology resources in the management of the city. The objective of this paper is to analyse the decision-making processes, strategies, public services, information technologies, and relationships with strategic digital city issues in the city of Guarapuava, Parana, Brazil. Using a survey methodology based on the research variables, we showed that the municipality has informal characteristics of the concept of a strategic digital city. Based on the results, the evidence domain types in the city are predominant for internet and colleagues inside the organization on a daily base. Google scholar is the most consulted research source of evidence. Respondents well know the term methodology. Their attitudes towards scientific research show that it is essential for managers and that managers are aware of how to use that technology. Related to evidence-based management the respondents, in general, agreed that using by evidence-based practices, managers can improve the quality of their work, and that this should be part of their formal education. Citizens should be utilised more as a source of evidence as well, as they are the users of the institutions. The strategies are more focused on the government and its administration, however, these strategies could include areas like science and technology. The city offers electronic public services to improve citizens lives, and to be more transparent in sharing information through these alternative channels. The analysis revealed the effort of the town to include citizens in the digital era, and its attempt to connect with them. The research serves as a reference for other municipalities with an interest in analysing projects related to the decision-making process, strategies, information, public services, and use of its IT resources. The study is also a contribution to academic knowledge in relation to the study of public policies related to urban management. Finally, the study contributes to the field of research related to the study of strategic digital city, serving as a basis for future studies in this discipline.

RESUMO Este estudo busca identificar a representação social sobre Cloud Computing, pela percepção dos profissionais brasileiros de Tecnologia da Informação (TI). Os dados empíricos foram coletados por meio de questionários on-line respondidos por uma amostra por acessibilidade de 221 profissionais de TI e analisados por meio da Teoria da Representação Social (TRS), operacionalizada pelas técnicas de evocação livres de palavras e do quadro de quatro casas de Vergès, bem como pelas análises implicativa, léxica e de conteúdo. Como resultado, identificou-se que o núcleo central da representação social associada ao Cloud Computing é composto pelas palavras: nuvem, armazenamento, disponibilidade, internet, virtualização e segurança. Assim, conclui-se que os profissionais de TI no Brasil têm uma visão mais operacional do que estratégica do Cloud Computing. Essa visão funcional, congruente com parte da literatura científica sobre o tema, fundamenta-se basicamente em aspectos relacionados à segurança, armazenamento e disponibilidade dos dados armazenados no Cloud Computing, faltando uma percepção do valor estratégico do Cloud Computing, baseada na viabilização de novos modelos de negócio. Finalmente, este artigo traz uma contribuição metodológica original ao usar a TRS - por meio da aplicação conjunta das análises implicativa, léxica e de conteúdo - na definição de um constructo específico.

This study aimed to identify by means of self-assessment of the Public Administration Direct of the Federal Executive Power, the perception of their managers about how their internal control systems have been used to achieve the institutional goals , and more specifically check if there are significant differences between the internal controls implemented by the various agencies that make up the structure of these and identify groups of public bodies with different characteristics and their strengths and weaknesses in internal control groups assessed with reference to the components of internal control COSO/ INTOSAI . It sought to answer if the Direct Public Administration of Federal Executive Power, as the perception of their managers, has used internal controls as a tool to improve their performance and meet their corporate objectives. This research is the descriptive type, which documentary data collection occurred through management reports delivered to the accountability of the year 2011 to the Court of Audit (TCU) by 382 public institutions of direct administration of the federal executive branch. These documents contain a questionnaire composed of 30 probes that assess the perception of these units in terms of structuring their internal controls on a scale that ranges from 1 to 5. After structuring such data, applied to confirmatory factor analysis to verify that the statements were capable of measuring the constructs, data analysis was by descriptive statistics and cluster analysis in order to achieve the proposed objectives and answer the research question, still applying the nonparametric Mann-Whitney test to compare the responses and assess which aspects of the groups there were differences. The results showed that the components of the internal control structure are most appropriate in relation to the \"control environment\" and \"information and communication\" since the component risk assessment showed greater fragility. It was also possible to identify two groups, the best assessment and other lower rating, the best perceptions occurred for organs linked to the Ministry of Defense, and the lowest ratings for organs linked to the Ministry of Planning, Budget and Management, notably for Federal Properties Management Office (SPU) and the Ministry of Health and its state centers. The perception by senior management that internal controls are essential to achieve the goals of the unit is detachable as a positive point, although only 36.6 % of them understand that they contribute fully to the achievement of planned results. The main negative point for the two groups refers to the component of risk assessment, the results showed that their main aspects are not practiced in the context of respondents organs. Finally, it can be conclude that the institutions of direct administration of the federal executive power do not fully utilize internal controls as a tool to improve their performance and achieve their institutional goals
Este trabalho teve como objetivo identificar, por meio dos ??rg??os da Administra????o P??blica Direta do Poder Executivo Federal, a percep????o dos seus gestores sobre o quanto seus sistemas de controles internos t??m sido utilizados para o alcance dos objetivos institucionais, mais especificamente verificar se existem diferen??as significativas entre os controles internos implantados pelos diversos ??rg??os que comp??em a estrutura destes, al??m de identificar grupos de ??rg??os p??blicos com caracter??sticas diversas e os respectivos pontos fortes e fracos do controle interno dos grupos avaliados, tendo como refer??ncia os componentes de controle interno COSO/INTOSAI. Procurou-se responder se a Administra????o P??blica Direta do Poder Executivo Federal, conforme a percep????o de seus gestores, tem utilizado os controles internos como ferramenta para melhorar seu desempenho e cumprir seus objetivos institucionais. Esta pesquisa ?? do tipo descritiva e a coleta de dados documental ocorreu por meio dos relat??rios de gest??o entregues na presta????o de contas do ano de 2011 ao Tribunal de Contas da Uni??o por 382 ??rg??os p??blicos da administra????o p??blica direta do Poder Executivo Federal. Tais documentos cont??m question??rios compostos de 30 assertivas que avaliam a percep????o dessas unidades quanto ?? estrutura????o dos seus controles internos, em uma escala que varia de 1 a 5. Ap??s a estrutura????o desses dados, aplicou-se a an??lise fatorial confirmat??ria para verificar se as assertivas eram capazes de medir os construtos (componentes de controle). A an??lise de dados ocorreu por meio de estat??stica descritiva e da an??lise de clusters com o intuito de atender aos objetivos propostos e responder a quest??o de pesquisa, aplicando-se, ainda, o teste n??o param??trico de Mann-Whitney para comparar as respostas e para avaliar em quais aspectos os grupos diferiam. Os resultados indicaram que os componentes da estrutura do sistema de controle interno do Poder Executivo Federal est??o mais adequados em rela????o ao \"ambiente de controle\" e \"informa????o e comunica????o\", j?? o componente \"avalia????o de riscos\" mostrou maior fragilidade. Foi poss??vel, ainda, identificar dois grupos: um de melhor avalia????o e outro de menor avalia????o. As melhores avalia????es ocorreram para os ??rg??os vinculados ao Minist??rio da Defesa, e as menores avalia????es para os ??rg??os vinculados ao Minist??rio do Planejamento, Or??amento e Gest??o, notadamente para as Secret??rias de Patrim??nio da Uni??o e para o Minist??rio da Sa??de e seus n??cleos estaduais. A percep????o pelos altos dirigentes de que os controles internos s??o essenciais ?? consecu????o dos objetivos da unidade ?? destac??vel como ponto positivo, embora apenas 36,6% deles entendam que eles contribuem plenamente para a consecu????o dos resultados planejados. This research highlights the practices of internal audit as an instrument influenced management to improve performance, through the review of the perception of managers of a Public Financial Institution. It was a qualitative and quantitative descriptive study, with a single observation field study, by means of a questionnaire investigation. The main population was composed of managers and subordinates to the area of internal audit (control group) and the Administrative strategic planning and subordinate areas (user group). To reach the goal of the study, it was applied questionnaire surveys, available online. The survey results confirmed the perception of the use of internal audit as an instrument in decision making, susceptible to improvement in the strategic planning process and effects on the administrative cycle of the institution, on aspects of Performance Audit. Among the main findings, it was evident that the perception of managers, that the researched financial institution shows concern in results-oriented management but the internal audit is apparently more focused on the control (in the evaluation of the implemented performance) rather than planning (in the criticism of planned performance)

Abstract:
Brazil is not a homogeneous mix of peoples or ecological traits and its regions are in fact characterized by widely divergent cultures, beliefs, perceptions and attitudes reflected in a wide array of social and political structures. This thesis posits that there are underlying characteristics which form the foundation of the Brazilian governments' environmental policies, and that fundamental trends have emerged from this policy process. Part 1 attempts to hone the meanings of both the environment and policy, and presents the elements which form the environmental policy framework, and provides the blueprint from which Brazil's environmental mapping is traced. Part 2 underlines Brazil's diversity alluded to previously, and which must constantly be contrasted with the admittedly simplifying policy instruments developed in Part 1 in order to more accurately reflect the country's diverse realities. Brazil's less than brilliant environmental reputation is also briefly described. Part 3 and, particularly, Part 4 form the nucleus of the thesis, and describe Brazil's historical formation viewed through its effect on the environmental policy framework elements, namely long and short-term forces, "environmental players", and the constituent parts of the policy process including: Agenda setting and policy formulation, and policy legitimization, implementation and evaluation. Nearly five hundred years of social, political and economic evolution and their effects on the environmental framework are sectioned into five periods, with relevant elements affecting Brazil's environmental policy arena concluding each historical section, and with particular analytical emphasis starting from the onset of the military regime in 1964. Finally, Part 5 is a retrospective overview which pulls together the analysis of the previous parts, and unfold Brazil's environmental policy map, identifying the clear characteristics and trends which have surfaced within the country's environmental evolution, thus reaching the thesis' objectives. Abstract:
The strategy of the National Security Agency (NSA) surveillance program is to incorporate the private sector into the bulk data collection of customers information, yet there is little legislative and judicial oversight. As a result, internet and telecommunications companies participated, placing at risk protected privacy interests of their customers. Using policy feedback theory and narrative policy framework as the theoretical framework, the purpose of this qualitative, case study was to explore how the federal government gains compliance of the internet and telecommunications industry to engage in information sharing with NSA during post 9/11, 2001 terrorists' attack. Secondary data were collected about internet and telecommunications companies through document analysis, corporate records, and credible news sources. These data were compiled as raw data and developed into codes, which led to categories and eventually developed into themes. Findings indicate that private companies participated for three main reasons: first, an interest in preserving national security, second, they believed they had limited or no liability, and third, profit-making. At the same time, the participants expressed concerns that the government gained compliance via the use of coercion, influence, and persuasion. The positive social change implication of this study includes recommendations to public policy practitioners/evaluators that it is necessary to include private sector analysis in a comprehensive review of public policy because inter-dependencies of the private-public sector guarantees effective public policy implementation/ assessment.

L'administration électronique, source de simplification des démarches administratives, s'affirme chaque jour comme l'instrument privilégié d'une nouvelle stratégie de communication au service des usagers. Elle se traduit par un échange sous forme numérisée des formalités administratives entre les services publics et les citoyens. Le gouvernement veut en faire un outil majeur en vue d'améliorer le service rendu aux administrés avec la mise en ligne des formulaires, des données publiques et la création de nouvelles procédures électroniques. Toutefois, sa mise en oeuvre est un véritable laboratoire en tant que siège d'évènements ayant des conséquences juridiques importantes voire préoccupantes. En effet, l'Internet public se conjugue avec l'obligation de résoudre quelques défis juridiques qui tiennent à la définition de nouveaux moyens de sécurité (sécurité des systèmes informatiques, confidentialité des données, la cybercriminalité, etc. ) et à l'encadrement des procédures administratives numériques par rapport aux principes fondamentaux régissant le service public. Face à ces défis, le droit public est-il en mesure d'y faire face ? Les réponses à cette question constitueront les éléments essentiels de nos travaux.

This study studies the leniency agreement institute under the Brazilian anti-corruption law. The novel institute became applicable in the national anti-corruption system only from the provisions of Articles 16 and 17 of Federal Law 12,846 / 13. The introduction of the aforementioned Federal Law into the Brazilian juridical and normative system, as one of the legal instruments in the repression of corrupt practice, positivated the leniency agreement in the legal-administrative relations stricto sensu, whether bilaterally or not between legal entities Private bodies and bodies or entities of the Public Administration, including the legal entities of international public law. Prior to the scope of the Brazilian System for the Defense of Competition, the Leniency Agreement was introduced in Brazil through the provisional measure n. No. 2,055-4 / 2000, which was converted into Federal Law 10,149 / 2000, which introduced art. 35-B of the repealed Brazilian Antitrust Law (Federal Law No. 8.884 / 94). With the publication of the new antitrust law (Federal Law No. 12,529 / 2011), such an institute was conserved and improved. In the study of this instrument, its assumptions of existence and validity were analyzed, through the observation of the constitutional, legal and doctrinal matrix put in our Country, in the end, it began to score the most relevant notes on the content and scope of the norm Introducing the leniency agreement under Brazilian anti-corruption law. It is necessary, however, to understand the jusphilosophical foundations inherent in the agreement in question, especially in the light of the supremacy of the public interest and its unavailability, as well as the compression of the transactional duty-power which May be included as part of the competence or attribution of certain public agents
O presente trabalho investiga o instituto do acordo de leniência no âmbito da lei anticorrupção brasileira. O novel instituto passou a ter aplicação no sistema nacional anticorrupção apenas a partir da previsão dos artigos 16 e 17 da lei federal nº 12.846/13. A introdução da dita Lei Federal no sistema jurídico-normativo brasileiro, como mais um dos instrumentos legais na repressão à prática corruptiva, positivou o acordo de leniência nas relações jurídico-administrativas stricto sensu travadas de forma bilateral ou não entre as pessoas jurídicas de direito privado e os órgãos ou entidades da Administração Pública, aí incluídas as pessoas jurídicas de direito público internacionais. Anteriormente com previsão restrita ao âmbito do Sistema Brasileiro de Defesa da Concorrência, o acordo de leniência foi positivado no Brasil por meio da Medida Provisória nº 2.055-4/2000, que foi convertida na lei federal nº 10.149/2000, as quais introduziram o art. 35-B da revogada Lei antitruste brasileira (lei federal nº 8.884/94). Com a edição da nova lei de defesa da concorrência (lei federal nº 12.529/2011), tal instituto foi conservado e aprimorado. No estudo deste instrumento, foram analisados os seus pressupostos de existência e validade, por intermédio da observação da matriz constitucional, legal e doutrinária posta em nosso País; posteriormente, passou-se a pontuar as notas mais relevantes sobre o conteúdo e o alcance da norma jurídica introdutora do acordo de leniência no âmbito da lei anticorrupção brasileira. Primeiramente, porém, da mera interpretação do dispositivo legal atinente à espécie, faz-se necessário compreender os fundamentos jusfilosóficos inerentes ao acordo em apreço, especialmente à luz da supremacia do interesse público e de sua indisponibilidade, bem como pela compressão do dever-poder transacional que pode incidir como parcela da competência ou atribuição de determinados agentes públicos

Existing research on MPs using the Internet (Halstead 2000, Perrone 2002, Ward and Gibson 2003, Jackson 2003, Ward and Lusoli 2005, Ward et al. 2005, Jackson 2005, Auty 2005, Jackson 2006b) has tended to be too reliant on content analysis; restricted to one part of the Internet, and involved limited research on the views of actual users of an MP.s online presence their views of it. This thesis seeks to identify the impact of the Internet on MPs through: their campaigning abilities; the impact on their role as representatives and how MPs communicate. The research triangulates data on the impact of websites, email, e-newsletters and weblogs through content analysis, questionnaires and interviews. The data collated has helped develop a theoretical understanding of how MPs campaign, represent and communicate. First, there is evidence that e-newsletters can be used as effective vote- winners by encouraging constituents to switch votes. This „incumbency effect. (Krasno 1994) suggests that existing research (Curtice and Steed 1997, Butler and Collins 2001) has under-estimated the effect of a personal vote (Cain et al. 1987). Second, websites and e-newsletters are helping MPs develop a new representative role, by providing an „information portal. which encourages local participation. Third, there is evidence that we are on the threshold of a new model of e-representation. MPs. use of e-newsletters appears to be developing a parallel of e-constituency which enhances the relationship geographical constituents have with their MP. At the same time, weblogs are creating a separate e-constituency whose online link to an MP is based on interest not geography. Fourth,a typology has been created for explaining how MPs use the Internet, with four different characteristics:technophobes; bandwagoners; mapie; and pioneers. The Internet is creating a new architecture of representation with both a territorial axis, and an issue axis accessible from the computer keyboard.

There is no doubt that digitalization processes make positive effects on the development of a company as emphasized and evidenced by many research papers and studies. However, there are a few empirical research studies on digitalization in the public sector, particularly in public administration institutions. Therefore, the present research aims to identify and compare the level of digitalization in four national public administration institutions: the State Revenue Service, the Office of Citizenship and Migration Affairs, the State Social Insurance Agency and the State Employment Agency. In Latvia, very good technical solutions and a broadband mobile Internet network are available, the number of Internet users increases all over the world every year, but are they widely used by public administration institutions to provide consumers with appropriate digital services? The State Revenue Service has reached the highest level of maturity in digitalization, and the institution has also allocated the most funds from its budget to information technologies and the maintenance of their systems. The level of digitalization is low in the State Employment Agency and the Office of Citizenship and Migration Affairs. The public requires public administration services to be available digitally on a 24-hour/7day basis.

It seeks to identify the mechanisms and limits inherent to Public Administration to promote the realization of these rights in an equal way. The investigation of institutional designs, federative arrangements, and programs and the legal foundations and theoretical bases of public policies founded with the consolidation of the Constitutional State of Law seek to identify possible bottlenecks in the Brazilian Public Administration for the effectiveness of socialrights, such as those aimed at employment nationwide and the municipal administration, especially in Campos dos Goytacazes. The study will be based on a bibliographic research and analysis of the legislative and jurisprudential process on the subject, with data collection from the websites of the federal and municipal government of Campos, Ministério Público, Courts of Auditors, IPEA, IBGE, Federal Chamber of Deputies and well. as the Federal Supreme Court (STF). With the systematization of theoretical references on public policies and fundamental rights, a proposal to identify the articulation and dialogue between the powers in the area of realization of specific social rights related to work and income, and the elaboration of an article summarizing the results achieved by the analysis of effectiveness with the analysis of the importance of the effectiveness of fundamental rights with the identification and systematization of the main institutional obstacles to their implementation

As leaders—from Brazil, China, Mexico and the USA—we reflected on how few opportunities existed to learn from one another to discuss forest issues in an informal atmosphere outside of the protocol-laden, jurisdictionally-defined sessions we commonly attended. We wondered whether there was a better way—whether it was possible to have safe conversations where difficult issues, struggles and mistakes could be raised, acknowledged and learned from. From this first conversation, MegaFlorestais was created: a self-governing group of public forest agency leaders with RRI serving as the Secretariat and main funder. The period of 2005-2015 brought changes in forest governance, the status of forest ownership, the health of the world’s forests and the global context within which forestry decisions are made. But much has remained the same. Was MegaFlorestais a factor? What can be learned from reflecting on these changes in a decade?

Abstract:
Misoprostol, a prostaglandin E1 analog marketed as Cytotec® for the prevention and treatment of gastric ulcers, is inexpensive and registered for use in over 80 countries. Many scientific articles show the preparation to be safe and effective for various reproductive health indications, including cervical softening and early pregnancy termination. Owing to the extensive body of published literature on these indications, misoprostol is now widely used for several reproductive health indications. The abortifacient properties of misoprostol are well known to medical professionals and frequently to the public. As noted in this meeting report, because the drug is available at low cost, many women have opted for self-administration of the method to terminate their pregnancies. The pharmaceutical industry and the public health community have raised the concern that if such an abortion attempt fails and the pregnancy results in a live birth, exposure of the fetus to misoprostol in utero could increase the risk of birth anomalies. The most extensively documented accounts of self-medication with misoprostol for induced abortion have come from Brazil, thus the case of Brazil provides a unique opportunity for studying the potential teratogenicity of misoprostol.
