Abstract:
Surveillance on the Internet is a new battleground which attracts attention from all walks of life in our society. Since the 2013 Snowden revelations, the practice of Internet surveillance has become common knowledge. This research critically examines whether or not Internet privacy is dead, with a specific focus on the technical aspects of the Internet in order to express how technology is used to enhance and to invade privacy. This sets it apart from the existing literature in the field. In this research, three jurisdictions are chosen as case studies: the US and the UK as western jurisdictions with different legal systems, and China which has extensive surveillance and limited Internet privacy. The research explores the meaning of privacy in the information society and investigates the ways in which Internet privacy is integrated in the three chosen jurisdictions are critically analysed and discussed. The research findings reveal that Internet privacy is being taken away in both the US and the UK and it is hard to be optimistic for the future in the light of the 2013 Snowden revelations and ongoing changes to legislation, particularly the Investigatory Powers Bill in the UK. Through the examination of the evolution of the Internet in China and its nascent and evolving laws relating to data protection and privacy, the research findings demonstrate that China holds a great deal of control over its Internet and has implemented technical measures of surveillance, effectively meaning that Internet privacy in China is dead. Most importantly, through the examination of these three jurisdictions, there is strong evidence to suggest that these nation states are not so different when it comes to the invasion of Internet privacy. Despite these, there is still hope and the research concludes by examining possible ways to prevent the demise of Internet privacy.

Abstract:
The Internet has emerged as a prominent medium of communication. Today, it has become the focus of enormous debate and evaluation. The objective of this study is to examine the evolution of its impact on society. In this regard, various interpretations of its societal impact are provided. First, the debate on the information society exhibits the widespread belief that society is transforming and a new type of society is emerging. Second, a chronological description of the evolution and development of the Internet displays its burgeoning growth and current utility and capacities. Third, optimistic and pessimistic perspectives elucidate opposite views of the potential it can have on society and humankind. Lastly, a synchronic analysis of media coverage, using The Globe and Mail as an illustration, demonstrates the present reporting of its impact. These various interpretations provide an understanding of the Internet's increasing significance and position within society.

Abstract:
This research introduces a novel methodology to study the appropriation of new Information and Communication technologies (ICTs) or "Multimedia" in a natural setting. This includes computers, mobile phones and television, and any application and service based on these. Building on theoretical and empirical research in technology studies, diffusion of innovations and consumer research, the study investigates the processes of adoption, consumption and domestication across the life-space of individuals and natural groups. The BEAN approach is developed to investigate data from qualitative fieldwork that engaged with respondents in four natural social networks. This shows how a range of new ICTs are entering into the everyday world of these respondents, and how they engage with them: the way these technologies are appropriated, including adoption, learning and struggling, but also strategies of resistance, non-adoption, and arms-length appropriation. It shows the importance of the informal economy in providing access to technology, skills, knowledge and resources to deal with the complexities and difficulties of adopting and using ICTs. In particular, it finds the local expert is crucial to the adoption and use of many of these technologies, providing support that the commercial world fails or is unable to provide.

Abstract:
The Internet news medium has immense potential to restructure the existing media regime in Egypt. Online news sites offer new patterns for the production and consumption of media content and function as communication spaces in realms which lie beyond existing social and political constraints. This dissertation begins with an analysis of the social construction of the Internet in Egypt. It endeavours to show how certain political, economic and cultural interests and the agendas of key social actors are shaping the development of the Internet in Egypt. It also describes how institutional arrangements, the regulatory system and the communications culture are mediating the implementation and uses of the Internet. Following this analysis, the dissertation explores the nature of the Internet news medium, its communication architecture and its unique capabilities. Case studies of two Egyptian news organizations and their online news production processes are presented in order to develop an understanding of journalists' conceptions of the new medium, their work practices and the online gate-keeping processes. These case studies highlight different methods for constructing online audiences and different ways to approach the online news medium. Online news text and its structural and stylistic features are then analysed. Finally, the impact of the Internet on the mass media regime is assessed, paying particular attention to issues of access and participation, censorship and freedom of expression. The dissertation closes by considering the implications of the online medium for the emerging civil society in Egypt. The online medium permits new actors to participate freely in public debate, and could thus present a serious challenge to the dominance of the state in the public domain.

Aquesta tesi estudia els aspectes econòmics de la interconnexió entre Ases, identifica desafiaments que amenacen el futur d'Internet i proposa solucions per resoldre'ls. Primerament vam realitzar el primer estudi analític i empíric sobre el peering remot, un tipus emergent d'interconnexió que relaxa les limitacions geogràfiques dels Ases i facilita interconnexions a un menor cost. Després vam presentar CIPT i T4P, dos nous tipus d'interconnexions que redueixen els costos d'interconnexió entre xarxes. Ja que algunes de les limitacions són inherents a la present arquitectura d'Internet, vam finalitzar la tesi proposant Route Bazaar, una nova arquitectura d'Internet que, inspirada en el mecanisme de block chain i les eines criptogràfiques típiques de les criptomonedas, proveeix un marc contractual per realitzar tipus d'interconnexions molt flexibles.
Internet es un ecosistema en continua evolución. Formado por una multitud de redes o Sistemas Autónomos (Ases), los acuerdos de interconexión son una pieza esencial de Internet, que permite que los usuarios finales disfruten de conectividad global. La vertiginosa adopción de Internet, el desmesurado crecimiento de su trafico y las crecientes demandas por una mayor calidad de servicio son un desafío que produce constantes conflictos sobre los acuerdos económicos entre las redes y cuestiona la capacidad de Internet para proveer servicios críticos. Esta tesis estudia los aspectos económicos de la interconexión entre Ases, identifica desafíos que amenazan el futuro de Internet y propone soluciones para resolverlos. Primeramente realizamos el primer estudio analítico y empírico sobre el peering remoto, un tipo emergente de interconexión que relaja las limitaciones geográficas de los Ases y facilita interconexiones a un menor coste. Después presentamos CIPT y T4P, dos nuevos tipos de interconexiones que reducen los costes de interconexión entre redes. Puesto que algunas de las limitaciones son inherentes a la presente arquitectura de Internet, finalizamos la tesis proponiendo Route Bazaar, una nueva arquitectura de Internet que, inspirada en el mecanismo de block chain y las herramientas criptográficas típicas de las criptomonedas, provee un marco contractual para realizar tipos de interconexiones muy flexibles.
The Internet is an evolving ecosystem where a multitude of interconnected networks, or Ases (Autonomous Systems), support global connectivity of end users. By providing economic incentives for routing traffic on behalf of other networks, interconnection agreements between ASes are a cornerstone of the Internet. However, rapid Internet adoption, unrelenting traffic growth, and increasing demands for quality and performance are challenging to cope with, provoke recurrent conflicts over the economic settlement of interconnections, and question the capacity of the Internet to provide critical services. This thesis studies the economic aspects of the interconnections between ASes, identifies challenges hampering the future of the Internet, and proposes solutions to resolve them. We begin by presenting the first analytical and empirical study on remote peering, an emerging type of interconnections that relaxes the geographical constraints of ASes and also facilitates interconnections at a lower cost. Then we introduce CIPT and T4P, two novel interconnection arrangements that reduce traffic delivery costs for the ASes. Because some of the limitations are inherent to the current Internet architecture we end this thesis presenting Route Bazaar, a new Internet architecture that, inspired by the use of the block chain mechanism and cryptographic tools in cryptocurrencies, provides a contractual framework for flexible interconnections with rich policies.

Abstract:
The continuous advancement of new technology, specifically in the area of internet technology, has led to an increase in concerns surrounding children and young people’s safety when online. The following thesis describes a study of protection and security on the internet from the perspective of children and young people and contributes and expands on the findings of my Masters Dissertation which examined parents’ perceptions of children at risk on the internet. The research focuses on young people’s perspectives about what risks they face and what would keep them safe and is set within literature on child sex abusers and internet grooming. The thesis is based on an online survey which gathered information about the behaviour and opinions of 859 children and young people living in Scotland. Findings were separated into four main topics: children and young people’s behaviour on the internet, children and young people’s perception of strangers both online and offline, children and young people’s opinion of education on internet safety and children and young people’s opinion of the government’s role in relation to their safety online. Respondents’ stated that they wanted to be protected when on the internet (whilst acknowledging their own responsibility when online), either by the government or through those responsible for the content of the internet. They also provided several suggestions on how schools and the government can do more to listen to their voices and improve internet safety education. There were a number of children and young people who reported that they disclosed personal information over the internet (their own and that of their friends and family) and that they were willing to meet people in the real environment whom they had been communicating with online: many respondents’ viewed internet ‘strangers’ as different from ‘strangers’ in the real environment. Vygotsky’s (1978) theory of the Zone of Proximal Development (ZPD) and Wood et al.’s (1976) development of the concept of scaffolding, which has been developed in an educational rather than criminological context, were identified as offering some promise for explaining the behaviour of both the victims and the offender as other theories of sexual offending (either specific theories or explanations developed from general theories) are incapable of fully providing an explanation that will encompass grooming in general and online grooming in particular. It is argued that if these theories are applied to internet safety education they have the potential to empower children and young people and make grooming tactics and approaches less effective. The findings also indicated that more child and young people-oriented protection measures may be needed. Perceptions of protection and security on the internet were wide ranging but respondents were keen to provide possible solutions and examples of how to improve their safety when online. This would suggest that communicating with children and young people when developing policy, legislation, research and educational materials is the way forward if we wish to improve their safety and eliminate or reduce the dangers they face when using the internet.

Abstract:
This thesis aims to contribute to current debates on the policing of Internet fraud by introducing the Saudi Arabian experience. Drawing on the findings of field research focusing on the capital city of Riyadh, this study assesses the extent to which the Saudi state response to Internet fraud fits in with contemporary debates on cybercrime control within a late-modern penal framework as theorised in Western literature. At the same time, the study provides a detailed micro-sociological account of how the policing of Internet fraud is carried out in different police units within the city in which the case study was conducted. This involves an in-depth investigation into both the organisational and operational dimensions of the Saudi police response to such criminal activity. In this respect, the thesis explores and analyses how this new aspect of policing activity fits in with not only the existing organisational practices, but also the occupational and individual concerns of frontline officers (McCahill, 2002). Moreover, the study considers the implications of the Arab, Islamic and specifically Saudi culture, social norms, values and political environment for police responses to Internet fraud. An interpretive approach was adopted, employing a single case study strategy, which utilised two methods, i.e. participant observation and semi- structured interviews, to collect the required data. The observational data was generated from seven police departments that are directly involved in the policing of Internet fraud in Riyadh. Interviews were conducted with 41 participants, including representatives of both the managerial and operational levels at the units targeted in the observational work, officers from supporting departments and officers with key roles in planning, controlling and supervising the implementation of police policies and strategies in relation to Internet fraud, at both national and local levels. The findings revealed that the only way in which Saudi control strategies in response to cybercrime can be aligned with those followed by Western authorities is in relation to the state’s ‘expressive gestures’ (Garland, 1996, 2001). In this regard, evidence demonstrated that the legal and organisational innovations introduced by the Saudi state, ostensibly to address informational crimes, had serious limitations in achieving their declared purposes and were perceived by police participants as intended only to create and sustain a favourable global image. In contrast, the study failed to find a clear and wide application of plural policing of Internet fraud, which is characterised by networks of calculation through deploying instrumental ordering practices and risk management technologies. In addition to the limited relevance in an autocratic society such as Saudi Arabia of the ideological, socio-economic and political conditions that facilitated the emergence of the notion of plural policing in Western societies, the Saudi police organisation also appeared unready to engage in networked policing of Internet fraud. Moreover, it was shown how the policing response to Internet fraud was shaped by specific moral principles and cultural values. The findings of this thesis emphasise not only the persistent influence of ‘old’ cultural traditions and moral principles on officers’ perception of risk in Internet fraud and, consequently, their decision to respond to incidents brought to their attention, but also how police commitment to these cultural and religious values can place limits on the ability of technological systems to facilitate preventive policing of online fraudulent activities. Based on these findings, it is argued that policing of Internet fraud in Saudi Arabia, and the extent to which it aligns with the principles of crime control in late modernity, can only be understood by examining and analysing how new policing modes and cultural traditions merge and integrate to shape police response to such a novel criminal phenomenon as Internet fraud.

Since inception in the mid 1990s, the Internet has become increasingly commonplace, engendering benefits for everyday life across multiple domains, including; information access, education, entertainment, retail and governance. Although such advantages are wide-reaching, access to, and engagement with the Internet is not evenly distributed across physical space or societal groups. Such disparities have been the focus of numerous academic and government studies within the contemporary period, attempting to isolate those physical and socio-economic factors that may impact Internet access and engagement. This thesis is comprised of five empirical chapters and two published papers. The empirical chapters broadly cover; a review of relevant literature, a study of broadband performance and access within the national context, a study of engagement patterns, the creation of a nested typology of Internet use and engagement and an example study demonstrating the application of the nested typology.

La segona part analitza les motivacions i les expectatives dels artistes que treballen amb tecnologies emergents, per mitjà d'una enquesta feta per l'autor entre més de cinc-cents artistes de cinquanta països. La tercera part analitza les maneres en què l'art digital ha estat comercialitzat i els canvis recents en el mercat de l'art contemporani a internet.

The present dissertation explores and analyzes the current interactions among art, new media and the art market, as well as the ongoing transformations in the recognition of digital art, the structure of the market, and the role of the viewer and collector. It is divided into three parts. The first part analyzes the ways in which new media art has defined itself as a distinct art world, as well as the controversies that exemplify its separation from the mainstream contemporary art world. The second part exposes the motivations and expectations of artists working with emerging technologies by means of a survey carried out by the author among more than 500 artists from 50 countries. The third part discusses the ways in which digital art has been commercialized as well as the recent developments in the online contemporary art market.

This study aims at understanding how Internet being a particular technology, integrates into daily practices in a small town. By doing this, it follows a theoretically informed ethnography based research concluding that the relationship between technology and society cannot be grasped by analysing both as separate entities. Hence, it attempts to develop a theoretical and methodological framework that is constantly aware of problems raised by dualistic assumptions analysing technology-society or human-nonhuman as separate entities one impinging upon other. s concept of actant into its field of inquiry. These two notions promote an understanding that takes into account the contingency of practices and provides researchers with the analytical means to comprehend technologies within the contexts of their &ldquo

Abstract:

The purpose of this thesis is to conceptualize the idea of a “digital civil society”. During the latest half-century, technological developments in the areas of information and communication have been increasingly ingrained in everyday-life of many people. Not surprisingly, politics have also been affected by these developments. The concept of a global civil society is getting increasingly fashionable, and it is my belief that this global civil society in many ways is related to the technological developments manifested in the digital revolution. From this point of departure, it is my intent to depict the idea of a digital civil society within a conceptual framework substantiated by a number of cases of collective action where the use of information and communication technologies (ICT) has been instrumental. By doing this, my intention is to see if, and how, the ICT revolution is altering civil society organization, mobilization, advocacy and action.

The essay has five parts. First, there is a brief introduction of the subject where the main research issues are put forward. The second part describes the methodology and defines the central concepts; global civil society, globalization and the ICT revolution. This framework, elaborated more thoroughly in part three, will serve as both goal and means for the research as it constitutes the research method as well as a potential basis for further research in the area. In part four, a number of cases of civil society collective action are portrayed and analyzed in connection to the conceptual framework. In some of these cases, ICT is used as a way to support and supplement more traditional “offline” collective action whereas in the second part of this chapter, cases of more pure “online action” are described. With the features and characteristics of these case studies in mind, the aim is to identify tendencies supporting the idea of a possibly emerging digital civil society. In the last chapter, there is a discussion concerning the potential characteristics and outcomes of such a digital civil society. I also present a model describing the logic of the conceptual framework and the processes and concepts which are central to this study.

My conclusions are meant to create an environment conducive to further research on the subjects I have studied. First, it appears as if the logic of “networking” as power structure within civil society is favourable for organization, participation, communication, mobilization and action. As such, the networked, dynamic and horizontal character of the Internet seems to influence the organizational character of many civil society entities. Secondly, the Internet’s ability to allow for many-to-many communication seems to contribute to a broader and more inclusive way to debate issues of all kinds. Thirdly, ICT in some ways appears to “individualize” collective action, a development possibly related to the individual and isolating character of Internet use itself and the relative anonymity which can be enjoyed online. In sum, these findings suggest that the idea of a digital civil society broadens the base of collective action and, to some extent, reduces the costs of participation.

This work is situated in the transposition of the disciplinary society to the society of control from the emergence of inteligent digital information outflows. It matters to demarcate little wars, dailly struggles that does not seek for a pacification, as Pierre-Joseph Proudhon has shown, in the face of protocolar modulations of the digital information flows and the possible anarchist resistances, questioning the existence of libertarian life in the internet. In this regard, the collaboration software wiki is presented, used by Wikipedia; the knowledge's division in the encyclopedia in portals such as the Portal: Anarchism. The anarchist encyclopedia project had already been done by Sébastien Faure in 1934 and had been written by anarchists from many corners of the planet as a libertarian educational work demarcating a resistance to the government over the life in the disciplinary society. Thus, a wiki conduct is pointed in the digital encyclopedias. Finally, the Anonymous, the cypherpunks and the PirateBay are studied, such as how does their political claims remains in the logic of the reform and the negociation of protocols and its political effects, taken as constitutions of a counterprotocol that destabilises protocols and are quickly captured to maintain its operation. Thus, the upshot of forces in the web is presented, considering the possibilities of an anarchist eruption that could fight an anti-protocol little war in front of the expansion of controls
Este trabalho situa-se na transposição da sociedade disciplinar para a sociedade de controle a partir da emergência de fluxos inteligentes computo-informacionais. Interessa aqui demarcar pequenas guerras, lutas cotidianas que não buscam uma pacificação como mostrou Pierre-Joseph Proudhon, diante das modulações protocolares no fluxo computo-informacional e as possíveis resistências anarquistas, questionando-se se há vida libertária na internet. Para isso, apresenta-se o software colaborativo wiki, utilizado pela Wikipédia; a divisão do conhecimento na enciclopédia em portais sendo um deles o Portal da Anarquia. O projeto de uma enciclopédia anarquista já havia sido realizado por Sébastien Faure em 1934, e foi escrita por anarquistas de vários cantos do planeta enquanto uma obra de educação libertária, e demarcou uma resistência ao governo sobre a vida na sociedade disciplinar. Assim, aponta-se para uma conduta wiki a ser seguida nas enciclopédias digitais. Por fim, estuda-se o Anonymous, os cypherpunks e o PirateBay e quais as suas reivindicações ao permanecerem na lógica da reforma e da negociação de protocolos e seus efeitos políticos enquanto constituição de um contraprotocolo que desestabilizam protocolos e rapidamente são tragados para dar continuidade ao seu funcionamento. The digital divide is a core issue of the information society. It refers to the division between those who have access to, or are comfortable using, information and communication technology (ICT) (the "haves") and those who do not have access to, or are not comfortable using ICT (the "have-nots"). The digital divide is a complex phenomenon. The majority of studies to date have examined the digital divide from a socio-economic perspective. These studies have identified income, education and employment as the key factors in determining the division between the "haves" and the "have-nots". Very little research has explore the psychological, social or cultural factors that contribute to digital inequality in community. The current study filled this gap by using Bandura's social cognitive theory (SCT) to examine the psychological barriers that prevent individuals from integrating ICT into their everyday lives. SCT postulates that a person will act according to their perceived capabilities and the anticipated consequences of their actions. Four studies have explored the digital divide using SCT. Because of limitations in the research design these studies have shed only limited light onto current understanding of digital inequality in community. The current research was the first study exploring the digital divide that (i) incorporated both socio-economic and socio-cognitive factors, (ii) used a community context that ensured the recruitment of participants who represented the full spectrum of the general population, and (iii) was conducted in both the US and Australia. Data was gathered via self administered questionnaires in two communities: Brisbane, Australia and San Jose, USA. Completed questionnaires were obtained from 330 and 398 participants from the US and Australia, respectively. Hierarchical regression analysis was used to explore the research question: what influence do socio-cognitive factors have in predicting internet use by members of the general population when the effects of socio-economic factors are controlled? The results of this analysis revealed that attitudes do matter. The US study found that socio-economic factors were not statistically significant predictors of internet use. The only factor that found to be a significant predictor of use was internet self efficacy. In short individuals with higher levels of internet self efficacy reported higher levels of internet use. Unlike the US study, the Australian study found that by themselves several socio-economic factors predicted internet use. In order of importance these were age, gender, income and ethnicity. However, the study also revealed that when socio-economic factors are controlled for, and socio-cognitive variables included into the analysis, it is the socio-cognitive and not the socioeconomic variables that are the dominant (in fact the only!) predictors of internet use. The research illustrated that the digital divide involves more than just the availability of resources and funds to access those resources. It incorporates the internal forces of an individual that motivates to them to use or integrate ICT into their lives. The digital divide is not just about ICT such as computers and the internet. It is about people. As such, the key to solving the issue of digital inequality is not going to be found with corporate or government funds providing physical access to technology. Instead, the key to solving digital inequality is inside the individual person. The alternative view of the digital divide presented in this research is by no means intended to minimise the role played by socio-economic factors. The proliferation of the Internet has created a need for leadership, which has been filled by the Internet Society (ISOC). This study examines ISOC through the lens of regime theory to explain its role. Regime theory is discussed at length in order to create an applicable model of a regime. This model is grounded in the transnationalists school of thought, originating in the 1970s. The regime model is informed by the work of Keohane and Nye, and Chayes and Chayes. The model is applied to three regimes throughout the study, the World Trade Organization (WTO), International Telecommunications Union (ITU), and ISOC. In order to study ISOC, the ITU is examined to form a basis of comparison for telecommunications regimes. The ITU was the first modern international organization and has much in common with ISOC. The ITU is examined using the regime model to facilitate comparison between the ITU and ISOC regimes. As a result of this study, the findings show that ISOC is not a typical state-centric regime. However, it does create the potential for a new open and democratic regime style. ISOC sets standards for the Internet and has taken the responsibility for maintaining it. The potential of ISOC to grow with the Internet and develop a new form of international leadership is demonstrated through this analysis.

Skattelagstiftningen är i ett kontinuerligt behov av anpassning för att kunna följa den rådande samhällsutvecklingen. Varuförsäljning på internet är ett nytt samhällsfenomen som har gett upphov till nya och obeprövade frågeställningar. En frågeställning berör gränsdragningen mellan de olika inkomstslagen och var varuförsäljning på internet ska beskattas samt hur detta kan påverka rättssäkerheten. Inom skatterätten, och specifikt inkomstbeskattningen, finns det tre olika inkomstslag; tjänst (hobbyverksamhet), kapital och näringsverksamhet, som alla kan vara föremål för varuförsäljning på internet. Gränsdragningsfrågor mellan dessa inkomstslag har emellertid länge varit under diskussion. En varuförsäljning på internet kan vara föremål för alla tre inkomstslag, vilket således innebär att det även här finns en gränsdragningsproblematik, speciellt för den enskilde. Inkomster som härrör från varuförsäljning på internet är den enskildes ansvar att deklarera, samtidigt som den enskilde också har ansvaret för att detta sker korrekt. Det därför viktigt med en lagstiftning som är både tydlig och förståelig för den enskilde. I förhållande till gränsdragningsproblematik aktualiseras därför ofta en rättssäkerhetsaspekt. Detta som en följd av att gränsdragningsproblem i en lagstiftning kan antyda att det föreligger brister i rättssäkerheten. Att en lagstiftning är otydlig och vag kan medföra problematik i förutsebarheten, som i sin tur ändå bör anses vara rättssäkerhetens grundpelare. I skatterätten är detta av särskild stor vikt då ett felaktigt handlande kan medföra betungande konsekvenser för den enskilde. Detta samtidigt som att andra faktorer kan äventyra rättssäkerheten, förslagsvis det krav på effektivitet som förvaltningsmyndigheter behöver förhålla sig till. En rättssäkerhetsaspekt som riskerar att åsidosättas till följd av förvaltningsmyndigheter väljer att tillgodose kravet på effektivitet, kan vara åsidosättandet av bland annat likhetsprincipen såväl som officialprincipen då ett konsekvent handlande förbises. Syftet med denna studie är därför att analysera och utreda vilka faktorer som kan hänföras till ett specifikt inkomstslag vid varuförsäljning på internet, samt hur gränsdragningen mellan de olika inkomstslagen kan påverka rättssäkerhetsaspekten.

Não são conhecidos estudos anteriores que nos permitam compreender as dinâmicas sociais que estes espaços potencialmente apresentam. Esta dissertação tem como objetivo estudar os comportamentos de indivíduos jovens que utilizam os computadores nos Espaços procurando, através de um estudo de tipo exploratório, compreender as motivações para a sua frequência e o tipo de utilização que é realizada. Este estudo utilizou um desenho de investigação de tipo survey. Os dados foram recolhidos por questionário, administrado a uma amostra de utilizadores do espaço Internet. Após a análise dos resultados, consideramos poder afirmar que, no contexto estudado, estão a surgir novas formas de interação e novos hábitos sociais que conduzem a novas formas de sociabilidade. /ABSTRACT ‐ In Portugal, there are hundreds of public spaces all over the country with the Internet to be used by citizens ‐ autarchies, associations and other institutions ‐ called "Espaços Internet ". There are no previous studies which allow us to understand the social dynamics these spaces potentially present. This dissertation aims at studying the behaviour of the young people who use computers in these spaces, trying to, through an exploratory study, understand their reasons to attend them and the type of use made of them. This study used an investigation design survey type. The data were collected through a questionnaire, handled to a sample of users of the Internet space. After the results analysis, we think we can say that, in the studied context, there are new interaction ways and new social habits emerging, which are leading to new forms of sociability.

The privacy and surveillance issues that are consequences of the Internet of Things are the motivation and grounding for this thesis project. The Internet of Things (IoT) is a scenarioin which physical objects are able to communicate to each other and the environment, by transferring data over communication networks. The IoT allows technology to become smaller and more ubiquitous, and by being integrated in the environment around us, the world is becoming increasingly connected. Even though these developments will generally make our lives easier and more enjoyable, the Internet of Things also faces some challenges. One of these are the aforementioned privacy and surveillance issues that are the results of transferring sensitive data over communication networks. The aim of this thesis project is therefore to answer, both in a theoretical, as well as in a practical way, the following research question: How can the Internet of Things be more accessible and safe for the everyday user? Accordingly, the Auster online platform, the Auster app and the Data Obfuscation Kit were developed to provide people with the tools and knowledge to construct home automation projects themselves, as an alternative for using applications from governments and corporations alike. The aim is to create a way to endow people with the capability to exploit their talents, realise their visions and share this with a community joining forces. By enabling people to create their own home automation projects, personal data is kept in the user’s possession and the collection of data by governments and companies alike is prevented. Moreover, by giving the control over technology back to the user, creativity and innovation in the field of the Internet of Things in domestic environments are expected to increase.

The Internet is one of the most significant information and communication technologies to emerge during the end of the last century. It created new and effective means by which individuals and groups communicate. These advances led to marked institutional changes most notably in the realm of commercial exchange: it did not only provide the high-speed communication infrastructure to business enterprises; it also opened them to the global consumer base where they could market their products and services. Commercial interests gradually dominated Internet technology over the past several years and have been a factor in the increase of its user population and enhancement of infrastructure. Such commercial interests fitted comfortably within the structures of the Philippine government. As revealed in the study, state policies and programs make use of Internet technology as an enabler of commercial institutional reforms using traditional economic measures. Yet, despite efforts to maximize the Internet as an enabler for market-driven economic growth, the accrued benefits are yet to come about; it is largely present only in major urban areas and accessible to a small number of social groups. The failure of the Internet’s developmental capability can be traced back to the government’s wholesale adoption of commercial-centered discourse. The Internet’s developmental gains (i.e. instrumental, communicative and emancipatory) and features, which were always there since its inception, have been visibly left out in favor of its commercial value. By employing synchronic and diachronic analysis, it can be shown that the Internet can be a vital technology in promoting genuine social development in the Philippines. In general, the object is to realize a social environment of towards a more inclusive and participatory application of Internet technology, equally aware of the caveats or risks the technology may pose. It is argued further that there is a need for continued social scientific research regarding the social as and developmental implications of Internet technology at local level structures, such social sectors, specific communities and organizations. On the meta-level, such approach employed in this research can be a modest attempt in increasing the calculus of hope especially among the marginalized Filipino sectors, with the use of information and communications technologies. This emerging field of study—tentatively called Progressive Informatics—must emanate from the more enlightened social sectors, namely: the non-government, academic and locally-based organizations.

A vast majority of individuals involve themselves in an intimate relationship at one time or another. This studly looks at a new, but increasing, forum of relationship development, that of the Internet. More specifically, this study addresses various stages of Internet relationship development, and deception individual 's use during the process of forming and maintaining these relationships. This research gathered quantitative and qualitative information from 134 individuals involved in online relationships. The quantitative analyses provided only a few significant findings and it is suggested that the current methods of measuring deception are inadequate and do not appear to represent the types of deception that may be employed by those developing relationships on the Internet. The qualitative findings indicate that over half the people in this study report using deception in their Internet relationships and there appear to be different motivations for doing so.

Buscar a compreensão sobre o uso dos meios de comunicação é um processo que permite aprofundar a relação entre a própria comunicação e a sociedade, possibilitando entender a cultura não somente como resultado, mas também como mediadora das ações dos indivíduos dentro de suas ações midiáticas, principalmente ao se considerar a Sociedade de Informação como o espaço de troca de mensagens e veículo da informação. Por isso, o objetivo deste estudo é compreender como se dá o processo de utilização da internet nos espaços de acesso livre a partir das perspectivas dos estudos culturais latino-americanos. Dessa forma, desenvolveu-se o escopo teórico do trabalho, tendo por base a conceituação da cultura e o surgimento dos estudos culturais, bem como sua vertente latino-amerciana, na qual reside o foco da análise do trabalho. Posteriormente, desenvolveu-se um estudo sobre a sociedade da informação com destaque para a internet como formatação de um espaço midiático, até se chegar ao processo de inclusão digital proporcionada por algumas ações existentes na sociedade atual. Como enfoque prático, desenvolveu-se uma pesquisa por meio de entrevista semi-aberta com questões semi-estruturadas aplicadas aos usuários do infocentro do Programa Acessa São Paulo, localizado na Oficina Cultural Gláucio Pinto de Moraes - Bauru/SP, com a finalidade de compreender o uso da internet em um espaço de acesso livre e como essa utilização faz referência aos preceitos dos estudos culturais latino-americanos abordados anteriormente. Os resultados alcançdos mostram uma significativa presença do processo de formação e afirmação cultural durante o uso das ferramentas disponíveis na internet, bem como a importância desses espaços de acesso livre como forma de democratizar e garantir o acesso à informação, assim como sua construção cultural

Therefore, this study aims at understanding how people use the Internet in free access public spaces under the perspectives of Latin American cultural studies. Thus, the theoretical scope was development based on the conceptualization of culture and the emergence of culturais studies as well as their Latin American axis, which is the focus of analysis in this investigation. Later, a study was developed on the Information Society focusing on the Internet and the process of digital inclusion provided by some actions developed in current society. The practical approach consisted of a research with a semi-open interview containing semi-structured questions targeted at the inforcenter users of a Brazilian programme called Acessa São Paulo. This programme is located at the cultural workshop Glauco Pinto de Moraes - Bauru/SP and its purpose is to comprehend the use of the Internet in a free access public space and how such use refers to the precepts of the Latin American cultural studies previously approached. The results show a significant presence of the culture formation and affirmation process during the use of available tools on the Internet and the importance of these free access public spaces as a way of democratizing and ensuring the information access as well as its ongoing cultural construction

Abstract:
This dissertation investigates three questions: First, what conditions make dissident collective action such as protest, revolt, rebellion, or civil war more likely to happen in a country? Second, what conditions make citizens more likely to join in dissident collective action? Third, does Internet use play a role in dissident collective action, and if so, why? I argue that motives and resources are necessary rather than sufficient conditions for dissident collective action. I develop an analytical framework integrating motives and resources. Specifically, I theorize that state repression is an important motive, and that civil society is critical in providing resources. Four statistical analyses are conducted to test the hypotheses. Using aggregate level data on countries over time, I find that civil war is more likely to occur in countries where both state repression and civil society are strong. Moreover, the effect of civil society on civil war onset increases as the repression level rises. at the individual level using 2008 Latin American Public Opinion Project surveys from 23 Latin American and Caribbean countries, I find individuals more likely to join in protest when they experience both more repression and greater civic engagement. Moreover, civic engagement’s effect on protest participation increases as people experience more repression. I further find that Internet use constitutes a kind of civic engagement and has effects similar to voluntary group involvement. the effect of Internet use on protest participation decreases as a person’s civic engagement increases. Finally, an individual is more likely to join in protest when experiencing more repression and using the Internet more frequently. Moreover, the effect of Internet use on protest participation increases as a person experiences more repression.

This thesis provides an analysis of privacy and security controls for internet-connected data-driven systems, known as the Internet of Things (IoT). The grounding theory is that numerous pre-existing privacy and security control methods -- not necessarily crafted for IoT -- will bear on the future of IoT privacy and security. This thesis covers fifteen case studies across six different control categories: Individual Choice, Command and Control Regulations, Operational Standards, Technical Standards, Compliance Frameworks, and Federal Authorities. These case studies reveal major deficiencies in current IoT privacy and security controls. IoT privacy and security controls lack a domain or contextual-use focus. Further, most current controls also fail to specify the risks or harms they intend to resolve. Therefore, the current IoT privacy and security controls induce a significant privacy and security market failure. This market failure is evident in recent IoT privacy and security events such as the Federal Trade Commission's cases against the IoT system developers TRENDnet and D-Link. I define three necessary paradigm shifts needed to improve IoT privacy and security controls. I also recommend a specific research endeavor to develop domain-, risk-, and harms-centric privacy and security standards. The realization of these paradigm shifts, and the products from this research endeavor, will navigate the IoT ecosystem towards more effective privacy and security control.

Aging is an increasingly disruptive force in the US -- nearly 1 in 5 Americans will be at least 65 years old by 2030. Largely due to the high incidence of chronic disease among older adults, health care spending is larger in magnitude for older adults than it is for any other age group. To treat older adults and reduce the prevalence of chronic disease more effectively and efficiently, health professionals may likely incorporate patient-generated health data (PGHD) from the Internet of Things (IoT). IoT devices can help providers to evaluate treatment options, compliance, and overall patient well-being. Critics of PGHD integration in the health care space cite challenges such as poor interoperability of devices and electronic health record systems, a lack of standards, a host of liability concerns, workflow interruptions, and a lack of reimbursement models. There is little research, however, that explores how the inclusion and analysis of PGHD may affect provider empathy and the physician-patient relationship. We were interested in understanding how the integration of wearables, smart devices, and other connected health devices would affect the physician-patient (or provider-patient) relationship and how those changes might affect both providers and patient health and well-being. We conducted two surveys, one of health care providers and one of patients, to understand current and expected uses of connected health devices to examine how the collection and analysis of PGHD will affect provider empathy and the physician-patient relationship. We subsequently examine across different age groups, how the provision of health care and individual health management is projected to change as a result of PGHD analysis. Finally, we evaluate the socio-technical barriers to connected health devices and discuss the entities which could successfully mitigate these barriers, as perceived by health care providers and patients.

Este trabalho tem por objetivo analisar os cursos de Especialização a Distância ofertados pela Coordenadoria de Educação a Distância (CED) da Universidade Federal de Mato Grosso do Sul (UFMS).Como se apresentam os cursos de especialização EAD/UFMS de Orientação Pedagógica em Educação a Distância e Educação e Arte e as Novas Tecnologias, em relação à intenção manifestada pelos alunos e em relação à orientação das ementas programáticas dos cursos, tendo presente o processo informacional na sociedade. Quais os interesses declarados pelos alunos que ingressaram em cada uma das edições dos cursos de "Orientadores Pedagógicos em Educação a Distância" e de "Educação em Artes e as Novas Tecnologias", nas suas cartas de intenções apresentadas no processo seletivo. Existem interesses em comum declarados pelos alunos que ingressaram em cada uma das edições dos cursos. Qual (quais) a(s) orientação (ões) dos cursos de especialização a distância voltados para as tecnologias, a partir das ementas programáticas oferecidas em duas edições, através do CED/UFMS, em termos de mercado no mundo informacional globalizado e /ou social. Estudou-se o oferecimento da modalidade a distância em cursos de especialização em universidades brasileiras, através de estudos de dados estatísticos do Ministério de Educação Cultura (MEC) e do Anuário Brasileiro Estatístico de Educação Aberta e a Distância (ABRAEAD). As análises foram inseridas no contexto dos documentos, planos e pareceres de aprovação dos cursos, bem como do mundo informacional digital. Consideraram-se, como aportes teóricos, autores como Castells, Vianney, Medeiros e Faria, Pretti, Niskier e Franco e Sacristán. Os resultados do estudo permitem-nos afirmar que: (a) o mundo tem experimentado, a partir dos anos 1990, uma mudança significativa na forma de relacionamento político, social, econômico e cultural; (b) a informatização da sociedade, os ambientes virtuais e as redes de informações têm proporcionado mudanças de hábitos no cotidiano do ser humano; (c) a Lei de Diretrizes e Bases Nacionais (LDBN), aprovada em 1996, concedeu abertura ao oferecimento de cursos de especialização na modalidade a distância; e (d) o aumento dos cursos de especialização a distância alcançou aceitação pelos alunos através do uso de Ambientes Virtuais de Aprendizagem, facilitando seu acesso aos cursos. Os interesses dos alunos dirigem-se para o conhecimento (Conhecimento do ambiente informatizado, conhecimento para atualização e conhecimento para melhor ministrar aula); capacitação profissional (Exigência do mercado, melhoria do desempenho e qualificação profissional); ascensão profissional (aumento dos rendimentos, busca de novos empregos e melhoria de currículo). As ementas convergem tanto para o conhecimento orientado para o mercado quanto para o conhecimento orientado para o social. Também é possível inferir que a sociedade informatizada e conectada em redes tem efeitos sobre a dinamização de várias de suas atividades, e uma delas é a educação.
This work has for objective to analyze the courses of Specialization in the distance in the distance offered by the Coordenadoria de Educação (CED) of the Federal University of Mato Grosso of Sul (UFMS). As the courses of specialization EAD/UFMS of Pedagogical Orientation in Education and Education and Art and the New Technologies are presented in the distance, in relation to the intention revealed for the pupils and in relation to the orientation of the programmatical summaries of the courses, having present the informacional process in the society. Which the interests declared for the pupils who had in the distance entered each one of editions of the courses of "Pedagogical People who orientates in Education" and of "Education in Arts and the New Technologies", in its letters of intentions presented in the selective process. Declared interests for the pupils exist in common who had entered each one of editions of the courses. Which (which) (s) the orientation (ões) of the courses of specialization in the distance directed toward the technologies, from the offered programmatical summaries in two editions, through the CED/UFMS, in terms of market in the globalizado and/or social informacional world. The oferecimento of the modality in courses of specialization in Brazilian universities was studied in the distance, through studies of statistical data of the Ministry of Educação Cultura (MEC) and of the Statistical Brazilian Yearbook of Open Education and in the distance (ABRAEAD). The analyses had been inserted in the context of documents, plans and to seem of approval of the courses, as well as of the digital informacional world. They had been considered, as you arrive in port theoretical, authors as Castells, Vianney, Medeiros and Faria, Pretti, Niskier and Franco and Sacristán. The results of the study allow-in affirming them that: (a) the world has tried, from years 1990, a significant change in the relationship form politician, social, economic and cultural; (b) the virtual computerization of the society, environments and the nets of information have proportionate changes of habits in the daily one of the human being; (c) the Law of Lines of direction and Bases Nacionais (LDBN), approved in 1996, in the distance granted opening to the oferecimento of courses of specialization in the modality; e (d) the increase of the specialization courses in the distance reached acceptance for the pupils through the Virtual Environment use of Learning, facilitating its access to the courses. The interests of the pupils are dirigem for the knowledge (Knowledge of the informatizado environment, knowledge for update and knowledge better to give lesson); professional qualification (Requirement of the market, improvement of the performance and professional qualification); professional ascension (increase of the incomes, searchs of new jobs and improvement of resume). The summaries converge in such a way to the knowledge guided for the market how much for the knowledge guided for the social one. Also it is possible to infer that the informatizada and hardwired society in nets has effect on the dinamização of several of its activities, and one of them is the education.

A expansão do ambiente on-line possibilitou às assembleias de praça pública alcançar fóruns, sites e outras plataformas digitais de interação. Para o processo deliberativo foi cunhado um novo termo, a deliberação on-line. Esta pesquisa reflete sobre a deliberação on-line e os processos comunicativos e interativos que a envolvem, aplicados à análise do debate poder definir a qualidade de um ambiente deliberativo on-line. O objeto de estudo é o website Vote na Web - criado em 2009 pela empresa Webcitizen - que tem como objetivo aproximar os cidadãos do ambiente deliberativo da Câmara dos Deputados. A análise se constitui da descrição das ferramentas de arquitetura do website, da qualidade do resumo apresentado e do debate em torno do projeto de lei 7633/2014 no vote na Web. As categorias que utilizamos foram: inclusividade, respeito mútuo, tópico, provimento de razão, reciprocidade e reflexividade. O estudo indicou que o Vote na Web, como experiência de uso político da internet, é arena participativa, mas não deliberativa. O potencial de deliberação - que não se efetiva - está justamente em permitir que as pessoas participem em torno de determinado tópico, mas essa participação não leva à deliberação, esses usuários conversam, em sua maioria, sozinhos, ou somente leem os outros comentários e se posicionam, mas sem aprofundar-se na reciprocidade e na reflexividade. O Vote na Web é uma complementação para os temas que estão em discussão na esfera pública.
The expansion of the online connection had come to the public spaces meeting and took them to online forums, sites and other digital interactive platforms. From deliberation process it was shaped a new concept, online deliberation. This research aims to reflect about online deliberation and the communicative and interactive process that it involves, applying to the analyses of the messages to be able to determinate the quality of an online deliberation space. The object of the study is the website “Vote na Web”, which principal propose is to approximate Brazilian citizens to the deliberation area that is the National Legislative Assembly. The investigation was based in the description of the website's architecture tools, the quality of the abstract and the debate around the law project 7633/2014 presented in the website. The categories that we used were: inclusivity, mutual respect, rational provision, topic, reciprocity and reflexivity. This study indicated that the website “Vote na Web” it is a participative arena, but not deliberative. The deliberative potential it is in allowing that people participate around as specific topic, but this participation doesn’t achieve deliberation level, most of the users talk alone, without going deep into reciprocity and reflexivity. “Vote na Web” offers a complementation to the topics that are in discussion in the public sphere.

Um estudo dos contextos geográficos materializados pelas redes mundiais de computadores, uma caracterização do chamado meio técnico científico informacional em sua interface com a chamada Sociedade em Rede e da Informação, as relações entre tecnologia e sociedade, comunicação e espaço, bem como seus efeitos mais sensíveis para o mundo das cidades, em especial para as cidades brasileiras. Analisamos a criação dos meios técnicos e materiais que permitem a circulação, o armazenamento e intercâmbio de dados. Poderíamos chamá-lo de infra-estrutura concreta do espaço virtual. Este trabalho busca compreender o conceito e atualização da noção de rede delimitando a história e a geografia das redes digitais e da Internet no mundo e sua implantação e desenvolvimento no Brasil destacando os principais responsáveis pela construção de sua estrutura, bem como de seu atual funcionamento e perspectivas em aprimoramento, principalmente em seu aspecto social, ou em resumo uma inclusão digital consciente e utilizando as tecnologias da Informação através de políticas favoráveis à Sociedade e a Cultura.
A study of the geographic contexts materialized by the world-wide nets of computers, a characterization of the informational scientific technical medium in its interface with the called Society in Net and of the Information, the relations between technology and society, communication and space, as well as its more sensible effects for the world of the cities, in special for the Brazilian cities. We analyze the creation of the technical and material mediums that allow the circulation, the storage and interchange of data. We could call it concrete infrastructure of the virtual space. This work searches to understand the concept and update of the net notion delimited by history and geography of the digital nets and the Internet in the world and its implantation and development in Brazil detaching the main responsible ones for the construction of its structure, as well as of its current functioning and perspectives in improvement, mainly in its social aspect, a conscientious digital inclusion, using the technologies of the Information through politics favorable to the Society, the cultural diversity and bigger economic equality between the countries and social classes.

The December 2004 Indian Ocean Tsunami wrecked thousands of lives, homes, and livelihoods - losses that could have been avoided with timely and better information. A resource such as information is needed at a fundamental level much like water, food, medicine, or shelter. This dissertation examines the development of the Thai information society, in terms of the share of information workforce and the level of diffusion of information and communication technologies (ICT), as well as, the role of the Thai information society in response to the tsunami disaster. The study combined the historical and political economy analyses in explaining factors influencing the growth of information workforce and the development of ICT in Thailand. Interviews conducted in 2007-08 revealed the Thai information society responded to the 2004 Tsunami - the first global internet-mediated natural disaster - in two areas: on-site assistance in collecting and recording identification information of tsunami disaster victims and on-line dissemination of disaster relief information. The effectiveness of ICT institutions in providing the tsunami disaster relief efforts and increasing the development of the information society were assessed using statistical procedures analyzing the perceptions of the Internet-based survey respondents. The disaster effects on survey respondents were also assessed. The study's findings include: (1) the Thai information sector development pattern confirmed a key difference between development patterns of information sectors in developed and developing countries, (2) the increasing number of Thai information workers was due more to the expansion of government than the expansion in the manufacturing and service sectors during the 1997-98 Asian financial crisis, (3) Thailand's expansion of ICT infrastructure was influenced not only on the basis of economic profitability but also by political desirability, and (4) volunteers were crucial in humanitarian aid and disaster relief.

The Information Society has been changed by the Technological Revolution and its main element: Internet, which leads to the revision of the traditional social and legal standards, such as the sovereignty and international players, facing the virtual reality challenges. The Internet is an international public good or an space with no borders that reaches all mankind. The Internet Governance claims that all countries set a consensus about the cyberspace having multiple sovereignties but none in particular, such as the Sea Convention (Montego-Bay Agreement). The Internet Governance mechanisms includes technical (Internet standards and protocols), social (social boundaries, virtual communities, digital divide), economical (electronic commerce, technology access), legal, and others. The Internet Governance players are: governments, private sector, civil society and international organizations. This research has the objective to discuss the sovereignty concept all the way through the history of Internet Governance mechanisms. The methodology concerns the bibliographical review. The scientific literature available is short, due to the fact that Internet is a recent phenomenon. Data resources are documents from the international events (World Summit on Information Society and Internet Governance Forum); Internet governance organizations (Internet Engineering Task Force and ICANN); and interviews with Internet specialists. In conclusion, there is no break face the actual sovereignty concept, although there is some new characteristics such as the multistakeholder participation throughout the soft law
A Sociedade da Informação, marcada pela Revolução Tecnológica cujo ápice é o surgimento da Internet, demanda a revisão das instituições jurídico-sociais tradicionais, como os conceitos de soberania e atores no cenário internacional, adequando-se aos novos desafios impostos pela realidade virtual. Constata-se que a Internet é um domínio público global, ou seja, um espaço sem fronteiras que a todos afeta. A governança da Internet demanda que os países estabeleçam um consenso no qual o espaço cibernético comporte as múltiplas soberanias sem pertencer a uma só, nos moldes da Convenção do Mar. Os mecanismos de governança da Internet abarcam os aspectos técnicos (padrões e protocolos da rede de computadores), sociais (vínculos sócio-afetivos, comunidades virtuais, inclusão digital), econômicos (comércio eletrônico, acesso à tecnologia), jurídicos, dentre outros. Participam da governança da Internet os diversos atores: governo, iniciativa privada, sociedade civil e organismos internacionais. O presente trabalho tem por objetivo discutir sobre o conceito de soberania e sua aplicabilidade na trajetória evolutiva dos mecanismos de governança da Internet. Como metodologia de pesquisa foi utilizada a revisão bibliográfica. A literatura científica disponível é reduzida, salientando a escassez de trabalhos acadêmicos justificada por se tratar de um fenômeno recente. Ainda como fonte dos dados foi incluídos os documentos produzidos em eventos internacionais, tais como a Cúpula Mundial da Sociedade da Informação e o Fórum Mundial da Governança da Internet; relatórios de organismos de gestão da Internet (a Força Tarefa da Engenharia da Internet e a ICANN); e entrevistas verbais com especialistas. Conclui-se que não houve a ruptura com o conceito atual de soberania, mas a inclusão de algumas características como a governança pluralista (ou multistakeholder), realizada através de normas flexíveis (ou Soft Law)

This thesis presents an analysis of F.C.C.-measured web page loading times as observed in 2013 from nodes connected to consumer broadband providers in the Northeastern, Southern and Pacific U.S. We also collected data for multiple months in 2015 from the MIT network. We provide temporal and statistical analyses on total loading times for both datasets. We present four main contributions. First, we find differences in loading times for various websites that are consistent across providers and regions, showing the impact of infrastructure of transit and content providers on loading times and Quality of Experience (QoE.) Second, we find strong evidence of diurnal variation in loading times, highlighting the impact of network and server load on end-user QoE. Third, we show instances of localized congestion that severely impair the performance of some websites when measured from a residential provider. Fourth, we find that web loading times correlate with the size of a website's infrastructure as estimated by the number of IP addresses observed in the data. Finally, we also provide a set of policy recommendations: execution of javascript and other code during the web browsing test to more adequately capture loading times; expanding the list of target websites and collecting trace route data; collection of browsing data from non-residential networks; and public provision of funding for research on Measuring Broadband America's web browsing data. The websites studied in this thesis are: Amazon, CNN, EBay, Facebook, Google, msn, Wikipedia, Yahoo and YouTube.

Patent pools are a source of collaborative efficiencies when they comprise of patents essential to astandard thereby facilitating access to useful technologies. Despite that, in the context oftelecommunication standards, attempts to create patent pools have seemingly not been successful,for example in 2G, 3G and 4G standards, owing to a lack of participation by SEP holders, whohave mostly engaged in bilateral negotiations. This had led to significant litigation. Bilateralnegotiations are hard to foresee in the 5G and IoT context, where the number of downstreaminnovators and implementations are large. Essentiality understandings have mostly been evaluatedfrom a SSO policy perspective and a lack of consistency therein has led to further confusion.In that context, patent pools may be an industry solution to facilitate access to technology andavoid costly and time-consuming litigations and therefore, pose an attractive alternative. Patentpools have however evolved, have infamously resorted to assertions and aggressive licensingapproaches. The European Commission has recognized reliance on patent pool mechanisms, as ameans, to achieve a Digital Single Market. However, to be able to do so, pools must be properlydesigned and managed. Against that background, the purpose of the thesis is to discuss thestrengths and weaknesses of patent pools, the regulatory framework under which they operate, theessentiality policy weaknesses of ETSI in the development of telecommunication standards, thetransformation of pools into assertion entities and concludes with certain suggestions in which theyshould operate to provide an attractive alternative to bilateral licensing in the emerging 5G andIoT era.Keywords: Pools, SEP, 5G, IoT, European Commission, Digital Single Market
