The international marketer is challenging new factors in the present globalized world. Such marketer has often to solve conflicts resulting from different laws, cultures and societies, and overcome a variety of constraints when entering or establishing foreign markets. Entering and establishing new markets is a complicated process affected by both, external and internal factors. To be successful in new markets, said marketers must formulate market entry strategy with regard to those factors. This paper was written with the purpose to investigate the relationship between relatedness of core business and business regarding the market in question, government policies and regulations, and entry strategy of companies entering the U.S. renal services market. We have carried out the exploratory research based mainly on secondary data obtained from annual reports from 1995 to 2005. The one case study on the Swedish health care company Gambro was conducted in order to formulate hypotheses, which can be proven in prospective research. The whole paper is written in the context of PSE market entry model developed by Anders Pehrsson. Based on the analysis we suggest that if the perception of barriers is low and the relatedness between core business and business regarding market in question is high, companies prefer a non-organic growth when entering the market.

This thesis addresses the impacts of public policies on outward foreign direct investment, seeking to contribute to a better understanding of the interplay between pro-internationalisation policies and firm behaviour. Home country measures associated with these policies are explored in terms of use and awareness, as determinants of foreign direct investment, as drivers of policy objectives, in terms of perceived importance and impact in different scenarios of internationalisation. Using a comprehensive database of 441 Portuguese firms, being those that had participated at least in one of the 11 types of public support between 1994 and 2009. The empirical papers presented here reveal a moderating effect of firm capabilities and internationalisation conditions on policy objectives. In fact, firms’ resources and capabilities frame the awareness and use of home country support measures, the existence of public policy determinants of foreign direct investment, the decision to carry out more aggressive modes of entry and the choice of more demanding environments, the impact of policy objectives, and the perceived importance of incentives. In practical terms, the findings of this thesis points that firms’ resources and capabilities are negatively associated with the use of public support, contrasting with awareness, which is found to increase with firms’ resources and capabilities. This insight sheds light on a potential problem of incentives allocation. Our results support the established theorizing about the co-evolution of government and firms' policies, home country measures being found as determinants of foreign direct investment. It is also shown that prointernationalization policies reinforce the firms’ resources and capabilities, which seems to have a positive impact on international growth. An evaluation of public policy, from the foreign direct investor's lens, supports the argument that firms involved in more demanding projects tend to attribute more importance to public supports. Behind the specific and concrete contributions identified in each of the empirical papers, as a whole this thesis makes methodological contributions by introducing the evaluation of impacts of public policies to the field of international business through the firm perspective; these contributions are achieved by taking the pro-internationalisation policies of a small open economy to better understand the impacts of public policies, and by shedding light on co-evolution between resource and institutional-based views.
O presente trabalho propõe-se contribuir para a avaliação de políticas públicas com impacto nos investimentos diretos realizados no estrangeiro. Desta forma,esta tese permitirá uma melhor compreensão da ação recíproca entre politicas pro-internacionalização e o comportamento das empresas em presença das mesmas. Um conjunto de medidas implementadas pelo país de origem são exploradas para obter um melhor entendimento relativamente ao seu uso e conhecimento pelas empresas. Estas medidas também são analisadas como determinantes do investimento direto realizado no estrangeiro, como fortificantes de recursos e capacidades das empresas, em termos de importância percebida, e como apoio para os objetivos de política pública. Utilizando uma base de dados com 441 empresas Portuguesas que receberam apoios públicos entre 1994 e 2009 são apresentados quatro artigos empíricos que revelam um efeito considerável das características das empresas e das condições de internacionalização sobre os efeitos das políticas. De facto, as capacidades e os recursos das empresas são fundamentais para o conhecimento e uso dos apoios, para a existência de investimento direto realizado no estrangeiro, para absorver e canalizar os efeitos dos apoios e para a decisão de explorar mercados externos com modos mais agressivos de internacionalização. Para além das contribuições identificadas, em termos genéricos esta tese contribui também com aspetos metodológicos relevantes. Nomeadamente, usando uma perspetiva da empresa, é introduzida a avaliação de políticas com impacto no investimento direto estrangeiro. Estes impactos são analisados para melhor compreender a ação reciproca entre politicas e comportamentos da empresa tomando como pano de fundo uma pequena economia.

A dissertação discorre sobre o Programa Ciência sem Fronteiras (CsF), um programa do Governo Federal Brasileiro que busca “[...] promover a consolidação, expansão e internacionalização da ciência e tecnologia, da inovação e da competitividade brasileira por meio do intercâmbio e da mobilidade internacional.” (BRASIL, 2014). O objetivo da pesquisa é analisar a concepção e a implementação do Programa CsF, no contexto da política de internacionalização da educação superior no Brasil. Trata-se de um estudo exploratório e de caráter qualitativo, que utiliza entrevista semiestruturada com três representantes das instituições idealizadoras e gestoras do CsF. A análise de dados, focalizando a idealização, criação, objetivos, fomentos e adaptações do CsF, tendo em perspectiva a política de internacionalização da educação superior, teve por base as seguintes categorias, a luz do método dialético: concepção, contemplando formulação e criação, e a implementação, abrangendo características e perspectivas. A pesquisa mostra que a política de internacionalização da educação superior no Brasil, conforme o que se apresenta no Programa CsF, tende a negligenciar a solidariedade mútua para se constituir em estratégia para o fortalecimento do modelo político-econômico vigente.
This Master’s thesis is about the Science without Borders Program (CsF), a program created by the Brazilian Federal Government to “consolidate, expand and internationalize Brazilian science, technology, innovation and competitiveness by means of interchange and international mobility” (BRAZIL, 2014). The objective of this research is to analyze the conception and implementation of CsF within the internationalizing policies of Brazilian higher education. This is an exploratory qualitative study, using semi-structured interviews of 3 representatives of the institutions that created and now manage CsF. Data analysis focuses on CsF idealization, creation, objectives, foments and adaptations, according to the perspective of internationalizing policies of higher education. The following categories were analyzed, through the lens of the dialectical method: conception, encompassing idealization and creation; and implementation, encompassing characteristics and perspectives. The research shows that the internationalizing policies of higher education in Brazil, according to data from CsF, tend to neglect mutual solidarity so as to reinforce the current political and economical model.

The objective of the survey resided in understanding the extent to which public policies in Brazil, in the last 10 years, have influenced the processes of democratization of access and internationalization of Higher Education. From a historical perspective, one sought to understand the limitations of the Brazilian educational system, focusing on its institutional dynamics and the context of the expanding access and internationalization as key elements, from the point of view of the contemporary society, based on information and knowledge. The deployed methodological resources involved the qualitative approach, the adoption of the comprehensive method and the exploration of bibliographic sources, documentary and field. In line with the approach and the method chosen, the field research was conducted through interviews, granted by professors-researchers with qualified experience in higher education. The treatment of the resulting data from the interviews respected the procedures recommended by the technique of content analysis. The results showed that the public policies adopted in the course of the last democratic Governments, especially the Governments of Presidents Lula and Dilma, generated some programs - Fies, Prouni and Reuni - directly responsible for the significant growth in registration in Higher Education from young people and adults, from different social economic categories. Despite the expansion of access to Higher Education, one found that the increase in the number of vacancies occurred predominantly in the private sector. Moreover, just recently, it was accompanied by measures that sought to balance the growth of registration and the quality of teaching and learning. Aligned to the policies of democratization, in the field of internationalization of higher education, the federal Government has invested considerable sums in both the creation and consolidation of two federal universities that started internationally (Unila and Unilab), as in the opening of the program Science Without Borders. Without disregard to the relevance of these initiatives, it is worth noting that the implementation of these policies still lacks studies whose results are capable of revealing the results achieved in terms of the desired impacts, i.e. What are the gains given to the Brazilian society?
O objetivo da pesquisa realizada residiu em compreender até que ponto as políticas públicas formuladas no Brasil, nos últimos 10 anos, têm influenciado os processos de democratização do acesso e a internacionalização do Ensino Superior (ES) brasileiro. A partir de uma perspectiva histórica, buscou-se compreender as limitações do sistema educacional brasileiro, enfocando a sua dinâmica institucional e contextualizando a expansão do acesso e a internacionalização como elementos fundamentais, sob o ponto de vista da sociedade contemporânea, baseada na informação e no conhecimento. Os recursos metodológicos mobilizados envolveram a abordagem qualitativa, a adoção do método compreensivo e a exploração de fontes bibliográficas, documentais e de campo. Em consonância com a abordagem e o método escolhidos, a pesquisa de campo foi conduzida por meio de entrevistas, concedidas por professores-pesquisadores com qualificada experiência no Ensino Superior. O tratamento dos dados resultantes das entrevistas respeitou os procedimentos preconizados pela técnica de análise de conteúdo. Os resultados revelaram que as políticas públicas adotadas no curso dos últimos governos democráticos, sobretudo dos governos dos presidentes Lula e Dilma, geraram programas – Fies, Prouni e Reuni – diretamente responsáveis pelo expressivo crescimento da matrícula no ES de jovens e adultos, de diferentes categorias socioeconômicas. Apesar da expansão do acesso ao ES, constatou-se que o aumento do número vagas ocorreu predominantemente no setor privado. E apenas recentemente, ele foi acompanhado por medidas que buscaram equilibrar o crescimento da matrícula e a qualidade de ensino e aprendizagem. Alinhadas às políticas de democratização, no campo da internacionalização do Ensino Superior, o Governo federal investiu somas consideráveis, tanto na criação e consolidação de duas universidades federais que nasceram internacionais (Unila e Unilab), quanto na inauguração do programa Ciência sem Fronteiras. Sem desconsiderar a relevância das referidas iniciativas, vale destacar que a implantação dessas políticas ainda carece de estudos cujos resultados sejam capazes de revelar os resultados alcançados em termos dos impactos desejados, ou seja, quais seriam os ganhos conferidos a sociedade brasileira?

The rising of a new global economic reality revolutionized the determinants of competitiveness, compelling enterprises and governments to review its strategies as from the environment well marked by the dynamic of a competition internationally built. Therefore, at the turn of the twentieth century it is noted the formulation of a new development agenda, where enterprises and governments reformulate its interactions at a new cooperation guideline, having as a relevant and mediator phenomenon the internationalization. Before this new reality, the research realized in this thesis was conducted in order to infer about the role of specific governmental policies towards to internationalization at the international involving process of national enterprises. To achieve its purposes two theoretical frameworks were developed one of them for the interpretation of enterprises internationalization, and the other for the specific governmental policies in order to support this phenomenon, which was typified around six dimensions. As an object of analysis, it was considered the Brazilian market for mechanical capital goods and instruments of government policy currently available in the country to support the internationalization of enterprises. As an investigation strategy, a quantitative approach was chosen, driven by the construction of a specific survey for research, applied to 104 enterprises in the sector with its data analyzed by logistic regression techniques, linear regression and test-t. The results revealed relevant issues in relations between enterprises and Brazilian government, suggesting that Brazilian government policy of support to internationalization, if not determinant, is relevant, in some extent, to the studied enterprises, especially when analyzing the geographical diversification of exporting markets. As a main conclusion, it was argued that governments should be analyzed as potential resources which, capable of being internalized by enterprises, can promote internationalization inducing and facilitator ownership\'s advantages and taken as location\'s advantages factors associated with the origin.

This research seeks to portray and analyze the process of internationalization and the international cooperation of higher education in Brazil, since 2010 mainly, when it is inaugurated the Federal University of Latin American Integration (UNILA) in the city Foz do IguaÃu-PR, with regional integration proposal, through the teaching of Latin American countries and the Caribbean, and also that year it was founded the University of International Integration of African Brazilian Lusophone (UNILAB) having an integrative proposal between the nations that make up the Community of Portuguese Language Countries (CPLC), comprising Angola, Cape Verde, Guinea Bissau, Mozambique, Portugal, Sao Tome and Principe, East Timor, Equatorial Guinea and Brazil in the city of RedenÃÃo-CE. With these universities Brazil presents to the world, an internationalization project by higher education, through a cooperation project called South, with a promise to ensure the humanistic, scientific and technological knowledge and the partnership in South Atlantic area, which appears as an area of political interest to Brazil for some time. The main aim of this research is to understand the strategies for internationalization of higher education in a globalized world, and to know how Brazil has been acting in this process. In this study we used as methodological basis, a descriptive exploratory survey on the perception of internationalization of higher education, from international universities in Brazil, and geopolitical and economic interests in Latin America and Africa. We interviewed teachers, administrative staff, students and people from the society, to get a sense of social actors involved and we based on literary scholars authors on the subject. We seek to understand in this study, how educational policies may interfere with power relations and local arrangements, allowing greater regional role in a globalized world. We obtained as results that the challenges are many, internally and externally, in the institution and in the municipalities involved, but it is geographically feasible and relevant for educational policies in the South Atlantic zone.
Essa pesquisa procura apresentar e analisar o processo de internacionalizaÃÃo e a cooperaÃÃo internacional do ensino superior no Brasil a partir principalmente do ano de 2010, quando à inaugurada a Universidade Federal da IntegraÃÃo Latino Americana (UNILA) na cidade de Foz do IguaÃu-PR, com a proposta de integraÃÃo regional, atravÃs do ensino dos paÃses da AmÃrica Latina e Caribe e tambÃm nesse ano foi fundada a Universidade da IntegraÃÃo Internacional da Lusofonia Afro-Brasileira (UNILAB) possuindo uma proposta integradora, entre as naÃÃes que compÃem a Comunidade dos PaÃses de LÃngua Portuguesa (CPLP), formada por: Angola, Cabo Verde, GuinÃ-Bissau, MoÃambique, Portugal, SÃo Tomà e PrÃncipe, Timor-Leste, Guinà Equatorial e Brasil na cidade de RedenÃÃo-CE. Com essas universidades o Brasil apresenta ao mundo um projeto de internacionalizaÃÃo, por meio do ensino superior, atravÃs de uma proposta de cooperaÃÃo denominada Sul-Sul, com a promessa de garantir o conhecimento humanÃstico, cientÃfico, tecnolÃgico e a cooperaÃÃo solidÃria na zona do AtlÃntico Sul, que se apresenta como Ãrea de interesse polÃtico para o Brasil hà algum tempo. O principal objetivo dessa pesquisa à compreender as estratÃgias para a internacionalizaÃÃo do ensino superior em um mundo globalizado, e como o Brasil vem agindo nesse processo. Nesse estudo utilizamos como embasamento metodolÃgico um levantamento descritivo e exploratÃrio sobre a percepÃÃo da internacionalizaÃÃo do ensino superior, a partir das universidades de integraÃÃo internacional no Brasil, e os interesses geopolÃticos e econÃmicos na AmÃrica Latina e na Ãfrica. Entrevistamos professores, tÃcnicos administrativos, alunos e pessoas da prÃpria sociedade, para obter uma visÃo dos atores sociais envolvidos e nos embasamos na literatura de autores estudiosos no assunto. Procuramos entender nesse estudo, como polÃticas educacionais podem interferir nas relaÃÃes de poder e nos arranjos locais, possibilitando uma maior atuaÃÃo regional em um mundo globalizado. Since 2007 it started to work in the basic education teacher training and therefore investigate how has been your performance in promoting the basic education teachers internationalization process is an important task and, in some ways, unprecedented. Therefore, it elaborated an online form where the basic education teachers who participated in a training process abroad promoted by the agency answered 21 questions related to the development of the programs. From the answers obtained, it was possible to draw a profile of teachers who participated in the programs of international cooperation of basic education; suggest guidelines for public policies in the area, such as the adoption of continuing training in the career path of teachers and increase the investment in this process have shown a great multiplier of knowledge; and finally, it was possible to evaluate how positive the impact of internationalization promoted by Capes in basic education in the country, where 90% of teachers were satisfied with the quality of courses and programs.
