Abstract:
This paper is an effort to overcome a major obstacle to a creative system orientation in international relations—a dearth of knowledge about system-level change. To accomplish this goal two tasks are necessary. First, building upon earlier contributions, a new definition of international system is offered and its essential properties—structure, process, equilibrium, stability—are discussed. The second requirement is to create a new approach to crisis and to forge links between its unit and system levels, the focus of the rest of the paper. This, in turn, will facilitate the analysis of crises as catalysts to system change, that is, as international earthquakes.

Abstract:
This article attempts to advance the neoclassical realist framework by elaborating on the interaction between system-level and unit-level factors in the formation of states’ behavior. With an empirical focus on post-Cold War China–Russia relations, which represent the ambivalent combination of a consistently growing strategic entente and a simultaneous reluctance to form a full-fledged political-military alliance, this study establishes two major unit-level factors – differing economic models and negative historical memories – that create hurdles for alliance formation between the two countries. However, under greater systemic pressure from the US-led unipolarity, China’s and Russia’s state leaders have not only increased bilateral military-to-military cooperation but have begun to actively implement policies to deliberately transform, if not remove, the existing non-systemic hurdles. Therefore, the neoclassical realist framework can be understood and further tested as a dynamic interaction model in which the unit-level circumstances, while moderating the causal impact of the system, are themselves being transformed by the system via state policies, as is their impact on states’ foreign policy.

Abstract:
The relation between the units and the readings of time and space coordinates of the terrestrial and the barycentric frames is discussed from the viewpoint of general relativity. Attention is paid to the unit of space coordinates since the International Astronomical Union (IAU) regulates only the unit of time coordinate in the above two frames. Two definitions on unit of length are examined and their effects on the numerical expression of coordinate transformation, equations of planetary motions, and those for light propagation time are discussed. A clear conflict is found between the IAU(1976) recommendation on the definition of the time-scales in different frames and the statement that all constants in the IAU(1976) new system of astronomical constants are defined in terms of the international system of units (SI units). In order to dissolve this conflict, one of the two examined definitions on unit of length is proposed to be adopted, which requests the least alteration on the current procedures to analyze the astrometric observations such as radar/laser rangings, range and range-rate measurements, and very long baseline interferometric observations. An interpretation of numerical values in the IAU(1976) system of astronomical constants is also presented. It is stressed that the definition proposed in this paper requires that a slightly different formula from the current one be used in the numerical transformation of coordinates between the terrestrial and the barycentric frames.

AbstractAir Canada managed to have a passenger aircraft run out of fuel in mid-air due to confusion about metric units (Stephenson in Mars climate orbiter mishap investigation board phase I report, NASA, 1999), and NASA lost an entire spacecraft due to a misunderstanding amongst engineers about the units used in the propulsion system design (Witkin in Jet’s fuel ran out after metric conversion errors, The New York Times, 1983). Measurements only make sense if the units are correct and well-defined. A unit of measurement is a definite magnitude of a quantity, defined by convention or law. Any other quantity of that kind can then be expressed as a multiple or submultiple of the unit of measurement. The Egyptians used the Farao as definite magnitude, while many years later, the french revolutionists introduced the earth as a reference and laid the foundations for the modern decimal system. Since recently, we have a truly universal and stable system that uses physics’s natural constants and laws to define the base units of measurement. This paper explains how this new concept works and how it is implemented in practice.

L’ère est au débat sur l’expansion désordonnée et la fragmentation du droit international. Après avoir mis tant d’années à résoudre la question ontologique du droit international (existe-t-il ou n’existe-t-il pas ?), l’angoisse de l’internationaliste se poursuit sous de nouveaux auspices : survivra-t-il ou ne survivra-t-il pas à son expansion le parcellisant ? Longtemps délaissée, la question des conflits de normes occupe désormais une place de choix dans ces questionnements. Les conflits de normes, traditionnellement définis comme situation dans laquelle une ou plusieurs normes imposent des obligations qu’il est impossible de satisfaire simultanément, posent un certain nombre de défis au droit international contemporain : bien évidemment quant à leur méthodes de résolution mais également quant à la perception que l’on se fait du droit international dans son ensemble. La question des conflits de normes et celle de l’organisation du droit international (ou surtout la perception que l’on retient) sont consubstantielles. Le problème des conflits de normes n’est ni abordé ou résolu en droit international de la même manière selon que l’on envisage le droit international comme un ordre juridique dont la qualité principale est l’unité (ce qui renvoie à un système clos, rejetant les éléments extérieurs et la pluralité) ou que l’on envisage le droit international comme un système juridique dont la qualité principale est la cohérence et l’organisation (acceptant ainsi la diversité en son sein, notamment l’existence de sous-systèmes)
After years of discussion on the existence of international law, International law scholars are currently focalizing on a new subject: the disordered expansion and the fragmentation of international law. Indeed, conflicts of norms appear to be a new source of anxiety raising a new question: will international law survive? The question focuses on situations where two or more international norms impose international obligations that cannot be simultaneously complied with, which is without doubt a real challenge for modern international law. Trying to resolve that issue requires having a look on the conflict of norms resolution methods, but not only. A more theorical interrogation, that is how international law is thought as a whole, is raised by these situations. Our research shows in that aspect that very different solutions to the issue are conceivable, depending on the conception of international law as a traditional united hierarchized legal system or as a complex and pluralistic “ensemble”

This paper defines keywords like EAS and Electro-hydraulic pump unit (EPU), and provides a comparison of the two technologies. Given the wide range of EAS technology topics, it is only possible to briefly introduce and discuss these in this paper. This technology has reached a level that renders it a strong mechanism for machine manufacturers to support existing and future motion control requirements.

The following article describes the development, validation and series introduction of a novel highly integrated smart electrohydraulic 4-quadrant displacement machine. Starting in 2012, an unique unit consisting of a hydraulic internal gear machine combined with a newly developed electric machine with integrated electronic unit was created. The developed unit aims at the application in fully active automotive chassis in combination with hydraulic shock absorbers. The very special requirements of this application resulted in a new development with numerous detailed solutions which are described below. Parallel and interacting with the product development, all new series assembly and testing devices tailored to this product was developed.

This research focuses on corporate entrepreneurship within the sales unit of a multinational corporation. The multinational corporation sets the frame for the research where the realization of CE as a management concept is analyzed in the sales unit. The purpose of this thesis is to gain an in depth understanding of entrepreneurship, and corporate entrepreneurship as a management concept. Additionally it is supposed to increase the literature on the topic of corporate entrepreneurship within a sales unit. It aims to bring the research areas of selling and sales behavior as well as corporate entrepreneurship closer together. In order to gain the in depth knowledge required for this thesis an extensive literature review on the topic of entrepreneurship has been conducted. Corporate entrepreneurship builds on the research of entrepreneurship and is referred to as a management concept. The management concept of change management is introduced and its’ link to corporate entrepreneurship is established. The literature review also covers general research on the multinational corporation as well as the sales unit and the entrepreneurial actions already existing in the sales unit. Furthermore a case study approach has been realized to increase the understanding of corporate entrepreneurship in real life. Therefore eight employees of a multinational corporation, who work in the sales unit, have been interviewed with semi structured interviews. The semi structured interviews were approximately one hour long, resulting in taped material of 9 hours. This material has been transcribed and with the help of the analyzing software NVivo clustered. The clusters of NVivo formed the base to answer the research questions. Elements such as sales innovativeness and creative selling, knowledge sharing, an entrepreneurial mission statement, an employee suggestion scheme, freedom resulting in innovation and an active change management are elements realizing corporate entrepreneurship within the sales unit. Sales innovativeness and creative selling is realized in the sales unit through new selling approaches such as cross selling and value based selling. Knowledge sharing holds a great advantage for the employees where successful ideas and tactics for example form country regions are applied to other regions or even the headquarter. Knowledge share also sparks innovation. The entrepreneurial mission statement is necessary to provide guidelines and describe the desired behavior. The entrepreneurial orientation mission statement refers to the overall entrepreneurial orientation of the company. Freedom according to the data of the case study results in innovation and motivation. Therefore general freedom in the work routine characterizes corporate entrepreneurship in the sales unit. Furthermore an active change management which is also present in the sales unit of the case company supports the process of including corporate entrepreneurship as an overall management concept. These results lead to the conclusion that corporate entrepreneurship is realized to a certain degree within the sales unit, but still holds room for improvement. In the end the generalizability of the thesis as well as advices for future research are given.

In this thesis, an Interactive Video Data Service (IVDS) is developed. This service provides a mechanism for television viewers to interact with the program they are watching. Possible interactions include purchasing products from home shopping programs and requesting information from advertisers. Within the project, two areas were focused upon: channel simulation and the Repeater Unit. Additionally, the overall system was discussed along with its background. The purpose of channel simulation was to demonstrate the viability of the unique communication channel model proposed for the IVDS system. This channel was implemented using uni-directional transmissions, without acknowledgments. The Repeater Unit was designed to be a message processing system, intended to relay messages from system users to the home office. The design entailed both hardware and software. The hardware requirements were for a high level design, while the software required not only design, but implementation.

Abstract:
Municipal actions aimed at promoting local economic development through trade may in certain cases have become sufficiently developed to warrant consideration of municipal governments as actors in the international system. This paper analyzes that possibility by describing the direction of ongoing changes in the international system and assessing the potential for political conflict between city and state. Because the nascent quality of the hypothesized conflict precludes a direct hypothesis-testing methodology, the aim is rather to juxtapose the conflicting logics of the state system and the evolving global economic system to which civic governments must simultaneously conform. Recent work in urban geography and economics has hypothesized that geographical and economic linkages have created international systems of cities which articulate the expansion of the capitalist-dominated world economic system. This paper shows how changes in the global economy are affecting the nature and role of cities within these international subsystems. The analysis posits that the changing international economic environment may be altering the relationship between cities and the states in which they are imbedded. While it is not suggested that a formal devolution of power to municipalities is likely, it is suggested that structural requirements for economic development may be pushing national governments in the direction of removing themselves somewhat from the sphere of international economic relations. The case of the Vancouver municipal government's increasingly proactive stance in the development of commercial links with China is used to illustrate the contention that the power of municipal governments to determine the features of many international relationships is beginning to increase.
