Hawthorne, Lesleyanne. Attracting and Retaining International Students as Skilled Migrants. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198815273.003.0010.

Abstract:
OECD countries compete to attract and retain international students as skilled migrants. By definition former international students are of prime workforce age, face no regulatory barriers, and have self-funded to meet domestic employer demand. Within the global ‘race for talent’ they have emerged as a priority human capital resource. This chapter examines the study-migration pathways that have evolved in the past decade within skilled migration policy frameworks. Three case studies are provided, assessing select challenges in the context of national debate. The first examines the UK’s attempt to reduce net migration flows and the impact of this on student migration. The second explores the retention of international doctoral students in the US amid concerns for labour market substitution rather than complementarity. The third defines the extent to which Australian employers value former international students compared to domestic graduates, including the impact of demand and demographic variables on early employment outcomes.

Abstract:
This book provides a critical analysis of and context to international capital markets, their regulation and their institutions. The book takes a comparative and developmental perspective, examining the characteristics, interaction and regulation of developed markets in the US, UK and the EU, as well as Asian markets such as Hong Kong and China. In addition to examining Malaysia’s efforts to create an international regulatory framework for Islamic finance, the book looks at other niche markets of the world, such as Luxembourg, Switzerland, Singapore, Ireland, Bahrain and Dubai. There is both a detailed analysis of complex concepts, supporting the competing regulatory goals and techniques, as well as a conceptual overview of the regulatory landscape, making this book an indispensable resource. Current issues such as the delineation of regulated and unregulated markets, stratification of markets, and the capital market activities of international financial institutions such as the International Monetary Fund and the World Bank are explained. Practitioners, scholars and post-graduate students will find this book to be a valuable guide to understanding the regulation and practice of international capital markets.

Bauder, Harald. Labor Movement. Oxford University Press, 2006. http://dx.doi.org/10.1093/oso/9780195180879.001.0001.

Full text
Abstract:
Throughout the industrialized world, international migrants serve as nannies, construction workers, gardeners and small-business entrepreneurs. Labor Movement suggests that the international migration of workers is necessary for the survival of industrialized economies. The book thus turns the conventional view of international migration on its head: it investigates how migration regulates labor markets, rather than labor markets shaping migration flows. Assuming a critical view of orthodox economic theory, the book illustrates how different legal, social and cultural strategies towards international migrants are deployed and coordinated within the wider neo-liberal project to render migrants and immigrants vulnerable, pushing them into performing distinct economic roles and into subordinate labor market situations. Drawing on social theories associated with Pierre Bourdieu and other prominent thinkers, Labor Movement suggests that migration regulates labor markets through processes of social distinction, cultural judgement and the strategic deployment of citizenship. European and North American case studies illustrate how the labor of international migrants is systematically devalued and how popular discourse legitimates the demotion of migrants to subordinate labor. Engaging with various immigrant groups in different cities, including South Asian immigrants in Vancouver, foreigners and Spätaussiedler in Berlin, and Mexican and Caribbean offshore workers in rural Ontario, the studies seek to unravel the complex web of regulatory labor market processes related to international migration. Recognizing and understanding these processes, Bauder argues, is an important step towards building effective activist strategies and for envisioning new roles for migrating workers and people. The book is a valuable resource to researchers and students in economics, ethnic and migration studies, geography, sociology, political science, and to frontline activists in Europe, North America and beyond.

Walkre, Melanie, Monica McLean, Mikateko Mathebula, and Patience Mukwambo. Low-Income Students, Human Development and Higher Education in South Africa: Opportunities, obstacles and outcomes. African Minds, 2022. http://dx.doi.org/10.47622/9781928502395.

Full text
Abstract:
This book explores learning outcomes for low-income rural and township youth at five South African universities. The book is framed as a contribution to southern and Africa-centred scholarship, adapting Amartya Sen’s capability approach and a framework of key concepts: capabilities, functionings, context, conversion factors, poverty and agency to investigate opportunities and obstacles to achieved student outcomes. This approach allows a reimagining of ‘inclusive learning outcomes’ to encompass the multi-dimensional value of a university education and a plurality of valued cognitive and non-cognitive outcomes for students from low-income backgrounds whose experiences are strongly shaped by hardship. Based on capability theorising and student voices, the book proposes for policy and practice a set of contextual higher education capability domains and corresponding functionings orientated to more justice and more equality for each person to have the opportunities to be and to do what they have reason to value. The book concludes that sufficient material resources are necessary to get into university and flourish while there; the benefits of a university education should be rich and multi-dimensional so that they can result in functionings in all areas of life as well as work and future study; the inequalities and exclusion of the labour market and pathways to further study must be addressed by wider economic and social policies for ‘inclusive learning outcomes’ to be meaningful; and that universities ought to be doing more to enable black working-class students to participate and succeed. Low-Income Students, Human Development and Higher Education in South Africamakes an original contribution to capabilitarian scholarship: conceptually in theorising a South-based multi-dimensional student well-being higher education matrix and a rich reconceptualisation of learning outcomes, as well as empirically by conducting rigorous, longitudinal in-depth mixed-methods research on students’ lives and experiences in higher education in South Africa. The audience for the book includes higher education researchers, international capabilitarian scholars, practitioners and policy-makers.

Abstract:
India has emerged as a leading voice in global affairs in the past two decades. Its fast-growing domestic market largely explains the ardour with which Delhi is courted by powers great and small. India is also becoming increasingly important to global geostrategic calculations, being the only Asian country with the heft to counterbalance China over time. Nevertheless, India’s foreign policy has been relatively neglected in the existing literature. ThisHandbook, edited by three widely recognized students of the topic, provides an extensive survey of India’s external relations. The authors include leading Indian scholars and commentators of the field and several outstanding foreign scholars and practitioners. They address factors in Indian foreign policy flowing from both history and geography and also discuss key relationships, issues, and multilateral forums through which the country’s international relations are refracted.
