This article examines the consequences of a “population-as-crisis” theme on the institutional configuration and resource endowments of health care services in an integrated Ministry of Health and Population Control in Bangladesh. The Ministry's focus on women as child bearers and its emphasis on sterilization supported by incentives has contradictory consequences as women become vulnerable to a limited health service and incentives encourage a focus on meeting sterilization targets. Both undermine people's access to and use of primary health care services. Findings from three studies, undertaken between 1978 and 1983, support the argument that despite international concern with preventive and promotive primary health care, simultaneous support for and emphasis on population control inhibits meeting the goals of a broad-based rural primary health care service.

Abstract:
This article provides an overview of EU Common Security and Defence Policy (CSDP) missions’ crisis management achievements and challenges since 2003, in connection with the European External Action Service (EEAS), the Civilian Planning and Conduct Capability (CPCC) Directorate, and their respective roles. The analysis describes and evaluates the changes in the overall political and security context and the EU’s approach, suggesting some of the consequences in the launch and implementation of civilian CSDP Missions. The article also discusses the evolution of the EU’s integrated approach to external conflict and crises, and its cooperation with other security actors. The concluding remarks compare achievements and shortcomings of ongoing missions against their mandates and objectives, outlining some selected EU initiatives which aim at improving the EU’s performance in crisis management situations.

Abstract:
Events in the year 2020 threw human service systems into chaotic states, threatening peoples’ lives and livelihoods. Before 2020, there were many profound challenges to human life that had been well documented by efforts such as the United Nations Sustainable Development Goals. The COVID-19 pandemic seems to be a “last straw” crisis that has destabilized modern human civilization. This article diagnoses various crises of human service systems (e.g., COVID-19, inequality, and climate change) and proposes the metaphor of service ecosystem health for reimagining service science in a postpandemic world. Service ecosystem health is defined as the interdependent state of private, public, and planetary well-being necessary for sustaining life. This article reimagines service science, broadens transformative service research, builds the service ecosystem health metaphor, outlines the Goldilocks Civilization thought experiment, and explores designing for a Goldilocks civilization. Because service is for humans, the ultimate objective is to elevate service science to uplift human well-being.

The International movement of traders, political envoys and soldiers is not new. But the late 20th century has seen an unprecedented growth in the activities of at least the first two groups. Increase in international mobility has been accompanied by growing interest in the psychological problems faced by these temporary migrants. It has prompted the development of specialised services for preparing expatriates before departure, and supporting them during their sojourn. Brussels is an example of an International centre with a huge expatriate population, and a demand for a dedicated telephone crisis service. This is the oldest, and one of the largest, services of this kind in Europe.

Offshoring in Business Services Sector Over the Business Cycle: A Case of Growth of the International Cooperation In this paper I analyze the role of business service offshoring in international cooperation over the recession. In business services - as described in Schumpeterian literature - external restructuring including resource and production relocation is more intensive during recession periods while intensive internal restructuring accompanies expansion periods. As external restructuring encompass business processes fragmentation and offshoring of services, I also argue - taking into account historical evidence - that current economic crisis would result in growing service offshoring in business service sector. I expect that many financial institutions would relocate part of their business processes abroad, where operating costs are lower, as they find that external restructuring via offshoring is the way to survive. This, in turn, will be the most possible result in growth of service offshoring projects located in CEE and Asia, as these two locations were the most attractive ones in recent years for service offshoring. The process is reflected by growth of FDI outflows from developed economies to CEE and Asia as well as growth of business and IT services trade between the mentioned economies. However, I also expect that in short run (one year perspective) we will experience tremendous decrease of FDI flows including investment in service offshoring, nevertheless the share of FDI flows related to service offshoring in total FDI flows will increase.

The losses that are being incurred of the Earth's biological diversity, at all levels, are now staggering. The trend lines for future loss are steeply upward as new adverse drivers of change come into play. The political processes for matching this crisis are now inadequate and the science needs to address this issue are huge and slow to fulfil, even though strong advances have been made. A more integrated approach to evaluating biodiversity in terms that are meaningful to the larger community is needed that can provide understandable metrics of the consequences to society of the losses that are occurring. Greater attention is also needed in forecasting likely diversity-loss scenarios in the near term and strategies for alleviating detrimental consequences. At the international level, the Convention on Biological Diversity must be revisited to make it more powerful to meet the needs that originally motivated its creation. Similarly, at local and regional levels, an ecosystem-service approach to conservation can bring new understanding to the value, and hence the need for protection, of the existing natural capital.

Background and context: The use of radiotherapy in developing countries is slowly gaining momentum but the gains are accompanied by some pitfalls. The breakdown of a teletherapy (cobalt 60) machine in Uganda is an example of the challenges to be considered while expanding access to treatment. It was a major test for the country and the Uganda Cancer Institute the agency of government responsible for provision of cancer services. It attracted a national and international outcry. This unprecedented response was based on the importance a seemingly old equipment in Kampala was playing in the entire region (Kenya, Tanzania, Rwanda, Burundi, Democratic Republic of Congo and southern Sudan). However, the manner in which the crisis was handled demonstrated clearly how to turn a misfortune into an opportunity given the many lessons learnt. Aim: In this paper we aim to highlight how the breakdown of the equipment triggered a major crisis and the response to the crisis resulting in the restoration of services within a reasonable time frame. We also want to show the long-term service modernization and expansion drive this has triggered within Uganda and the entire region. Strategy/Tactics: The restoration process comprised planning, decommissioning, renovation, security and safety systems, procurement of new machine, installation and commissioning. As this was ongoing there was the need for care provision for patient in need. Concurrently undertaken was public reassurance through building confidence and trust in the capacity for speedy restoration of services. Program/Policy process: All these steps were taken collaboratively within country, region and internationally. In the region there was support from the Aga Khan University Hospital Nairobi and internationally, technical support from the IAEA. Outcomes: Service has been fully restored, a new teletherapy cobalt machines installed and commissioned. The machine has modern capabilities compared with the previous. So far more than 200 patients have been treated. The numbers of patients are steadily increasing hence the government has embarked on modernization and expansion of the radiotherapy services in the country. What was learned: The breakdown of Uganda's radiotherapy machines has provided lessons that are important for handling health system operational crisis which may occur as we try to build complex delivery systems. It provided lessons that are important in the drive for expansion of radiotherapy services in developing countries. In particular that benefit of investments in modern equipment transcends national boundaries. Secondly how to limit potential impact of major crisis through regional and international collaboration. Further that the needs of patients is central in crisis management. Finally need to consider pooling infrastructure investments in tackling NCD's such as the East Africa's centre of excellence for skills and tertiary education project of the East African community.

The past decade has challenged the EU and its international image. The Eurozone sovereign debt crisis, the Ukraine crisis, the so-called irregular migration crisis and the Covid-19 pandemic have all put the EU under severe strain. This article explores if and how the EU’s performance in such crises has impacted upon the external image of the EU. The analysis shows that external images have closely followed the EU’s actual performance, although filtering it through the powerful lenses of local and regional concerns and sensibilities. While some traditional images have proved to be resilient in the longer run (as in the case of the EU as an economic powerhouse or a frequently divided community), others have been severely weakened by the EU’s crisis responses (such as the EU as a bastion of human rights). Recent years have seen a surge in interest in mental healthcare and some reduction in stigma. Partly as a result of this, alongside a growing population and higher levels of societal distress, many more people are presenting with mental health needs, often in crisis. Systems that date back to the beginning of the National Health Service still form the basis for much care, and the current system is complex, hard to navigate and often fails people. Law enforcement services are increasingly being drawn into providing mental healthcare in the community, which most believe is inappropriate. We propose that it is now time for a fundamental root and branch review of mental health emergency care, taking into account the views of patients and the international evidence base, to ‘reset’ the balance and commission services that are humane and responsive – services that are fit for the 21st century.

The COVID-19 pandemic led to a rapid transformation of the health care system to cope with the risk of contamination and of developing a severe form of the infection. Although it is an international crisis, strategies have been decided nationally. In France, priority was given to hospital reorganization, especially intensive care units. Reorganization of primary health and mental health services took place with late and inadequate national guidelines or coordination. For mental health services, lack of visibility on the crisis impact on mental health, and difficulties in defining their place in the overall health strategy appeared as the main challenges to overcome. These rapid transformations impacted the whole organization of community mental health care. Any strategies developed must ensure that every person enjoys the highest attainable standard of physical and mental health. Using a systemic approach, it has been necessary to identify both status and risk factors of communities, and to implement appropriate and efficient health promotion and crisis resolution actions. These theoretical issues and their practical impact are discussed using the field strategy developed during the first 28 days of confinement by the 59G21 service in Lille, France.

Since 2020, the global economy and financial system have suffered the biggest demand and supply shock since the financial crisis in 2008 as the new pneumonia epidemic spread to almost all countries. Panic in international financial markets has been rising, and asset prices of stocks, bonds, currencies, commodities and other assets have fallen rapidly. This paper analyzes the impact of the epidemic on the global economic and financial system from different perspectives, including the supply chain, the Russia-Ukraine war, and the US interest rate hike. In this paper, we argue that since 2020, the "pandemic" of Newcastle pneumonia has caused a comprehensive impact on the manufacturing industry, service industry, public confidence, and social governance, and a liquidity crisis in the international financial markets. Whether the epidemic will evolve into a financial and economic crisis depends on the development of the epidemic and the effectiveness of preventive and control measures, on whether the epidemic will trigger corporate debt defaults and sovereign debt crises in some countries, and on whether a fall in oil prices or geopolitical conflicts will trigger financial and capital flow crises in emerging markets. Given the inevitable impact of the epidemic on the economic growth situation in various regions, the global economy is expected to fall into recession in the future.

A significant but overlooked area of research relates to the behavioural processes which shape customers' perceptions of service failure and recovery. As front-line staffare frequently the customer's only contact in the service encounter, they act as the key referent point in the literature with regard to service quality, speed and convenience. However, it is asserted that as employees of the organisation, senior management also plays an important role. This conceptual paper draws from research in the field of services marketing and organisational behaviour to provide evidence which suggests that customer responses to a service crisis are likely to be affected by perceptions of senior management behaviours and character attributes as generally just. We propose a cumulative effect of these justice perceptions on customer emotions and trust. In the wake of exceptional service failure, we argue, these factors play a vital role in shaping how customers may respond to such events.

The global migrant crisis triggered an unprecedented number of asylum seekers in the Balkan region. In this case study, the state of migrants with disabilities—a community notoriously overlooked during global conflict—is explored through field interviews of settlement service providers in Serbia. A human rights framework is espoused in first examining contemporary refugee law discourse and the corresponding gaps in current resettlement practice of migrants with disabilities. The study’s findings illuminate the need for a drastic shift in settlement services for those migrants most vulnerable to persecution in de facto destination countries. The discussion takes aim at “humanitarian silo” funding models and argues for international cooperation and transparency in accommodating migrants with disabilities internationally.

With the development of scientific and technological revolution, the service trade has played an increasingly important role in global trade. After the economic crisis in 2008, the trend of trade protectionism has arisen and the phenomenon of anti-globalization has appeared. As the largest emerging economy in the world, China should actively participate in global trade and promote the development of its service trade. Strengthening the protection of intellectual property rights can promote transnational trade. This paper aims to verify the influence and mechanism of intellectual property rights protection on China's export of service trade. The ordinary least square regression model was adopted to collect data related to the development of China's service trade and intellectual property protection in the period between 2007 to 2019 from databases including the National Bureau of Statistics of China. Based on the empirical analysis, we reached the following two conclusions: (1) There is no significant relationship between overall service trade and intellectual property protection. (2) Intellectual property protection plays a positive role in promoting manufacturing service industry, construction service industry and the charge of using intellectual property.

Public broadcasters internationally are facing challenges from technology, competition in multi-channel environments and criticisms of being out of touch with audiences. Some public broadcasters, such as the United Kingdom's BBC and the ‘pillarised’ public broadcasting system in The Netherlands, were founded almost a century ago. Their models, based on particular views of the public interest and audiences, now struggle to maintain relevance in rapidly changing, culturally diverse societies. Pure market models do not cater well for the complexities of cultural diversity. Public broadcasters with specific remits to represent diversity, such as Channel 4 in the United Kingdom, Nederlandse Programma Stichting (NPS) in The Netherlands and Australia's Special Broadcasting Service (SBS), although themselves products of specific historical moments and policy contexts, allow for more responsive relationships to multicultural societies. Although traditionally seen as more marginal, these newer models may find themselves central to arguments for ongoing funding of public broadcasting.

This case study discusses the role of education, curriculum development, research, and service in supporting information systems for crisis response management. The study describes the Council for Emergency Management and Homeland Security (CEMHS) organization that designs and develops academic programs and courses in these specialized areas. CEMHS combines all levels of education in California (from K-12 and postsecondary education) into a “state-wide solution” and network of academicians and professionals in emergency and disaster management, crisis response, and homeland security education and training. The organizational purpose is constructing a “vertical track” of academic programs and specialized programs to benefit and enhance information resource and crisis management. The implications and lessons learned from building collaborative partnerships between the crisis and disaster response academic and professional communities in academic program development and research initiatives are also discussed.

The Public Health Agency of Canada is funding a new Canada Suicide Prevention Service (CSPS), timely both in recognition of the need for a public health approach to suicide prevention, and also in the context of the COVID-19 pandemic, which is causing concern about the potential for increases in suicide. This editorial reviews priorities for suicide prevention in Canada, in relation to the evidence for crisis line services, and current international best practices in the implementation of crisis lines; in particular, the CSPS recognizes the importance of being guided by existing evidence as well as the opportunity to contribute to evidence, to lead innovation in suicide prevention, and to involve communities and people with lived experience in suicide prevention efforts.

We investigate significant changes in the trends of four growth indicators applying interrupted time series analysis. We find that the 2008 economic crisis is associated with persistently lower growth rates in Austria’s nonprofit social services sector. The magnitude of this dampening effect differs across subsectors. Additionally, our findings suggest an increase in market concentration. Hence, the study discloses a long-term scarring effect of the economic crisis on Austria’s social services sector, raising doubts on the sector’s future resilience.

The main objective of this study is to identify the roles of counseling service center and its implementation in Madda Walabu University (MWU).Methods: Explorative qualitative research was conducted on Madda Walabu University (MWU) students’ counselor and concerned management bodies in March 2016. Accordingly, four management bodies; the President, the Academic Vice President, the Student Dean and Student Counselor were purposefully selected for in-depth interview. Besides, international, national and organizational documents were analyzed on thematic basis.Results: Result of study showed that the counseling center of MWU lacked intra-organization network, administrative independence and autonomy. Besides, the service providers were not counselors by profession; the center did not have network with relevant domestic and international organizations, and there was poor client data base management. In addition, MWU counseling center fell short to meet national and international standards.Conclusion: There is increased need for counseling service in university. Standardization of counseling service center, allocation of sufficient materials and human resources, collaboration with relevant bodies is needed to improve the role and practice of the center. Lastly, the importance of crisis interventions, professional development, and academic skills training are recommended to be included under the functions of the center.

Purpose – The purpose of this paper is to provide a case study of a service learning project focusing on financial literacy. In response to the global financial crisis there has been increasing emphasis on improving financial literacy skills and education. In this paper, the author argues for service learning as a means of integrating the finance curricula with real-world applications. Design/methodology/approach – Initially, the author surveys the growing importance of a financial literacy education as well as integrating service learning with a business education. The author then describes the implementation of a service-learning program at a private university that provides financial literacy workshops to community partners. Findings – The paper concludes with a discussion of the effectiveness of the financial literacy workshops and reflections of the service-learning experience. Research limitations/implications – It is an opportunity for learning among culturally diverse groups and has also helped international students become more culturally involved on campus. Practical implications – The undergraduate service-learning program is placed in an intermediate finance class. It is also an opportunity for cultural and financial institutional learning among international students. Social implications – Given the diversity of community service partners in this project, the service-learning experience has become an opportunity to teach all students on international cultural differences and social justice themes. Originality/value – This is one of the few pedagogical examples in financial literacy with an international dimension.

In this paper we analyze the distribution of pay and changing trends of inequality in Argentina and Brazil, illuminating the specific winners and losers, by region and by economic activity (sector). In both countries we find that inequality rose in the neoliberal period, but that it declined following the severe crises of neoliberal policy, in 1993 in Brazil and in late 2001 in Argentina. This period of post-neoliberalism is characterized in both countries by a decline in the economic weight of the financial sector and a recovery of the position of the civil service. In both countries, the rise in inequality leading to the crisis produced an increase in the relative position of the major metropolitan centers; this positional advantage also declined modestly in the post-crisis recovery period.

The author discusses the factors and trends that determine the British pound’s competitive position in various segments of the international monetary system. Despite the devaluation effect caused by Brexit, the pound is still the most expensive of the key international currencies. On the one hand, this is due to the fact that the ratio of the British pound monetary aggregate M1 to GDP is significantly lower than that of other major economies – issuers of reserve currencies. Thus, the pound has the lowest monetary risk of depreciation compared to other currencies. On the other hand, the international significance of the pound sterling is explained by the ability of British economy to service the huge external debt, which in relative size is the largest among the leading economies of the world. This state of affairs is achieved due to the fact that London is home to the largest number of foreign companies in the world that carry out operations in various Eurocurrencies, acting simultaneously as the main issuers of external debt obligations. The attractiveness of the pound sterling as the currency for the nomination of international debt instruments is due to the less risky currency profile of the pound sterling, as well as the relatively higher profitability of debt instruments. After the global financial crisis, the share of the pound in the official reserves of other countries and in the implementation of international payments is gradually increasing. The author comes to the conclusion about the possible strengthening of the future role of the pound as a stabilizer of international economic relations against the backdrop of an increase in unpredictable events taking place on both sides of the Atlantic such as fiscal crisis of the euro area, Brexit, the growing political tension in the USA, COVID 19. These events are increasingly threatening leading positions of the US dollar and the euro as the key international currencies.

The developing countries' suspension of payments on their external debt is as much a consequence of the political weakness of their governments and the excessive politicization of their economic policies as it is a result of unfavorable structural changes in the international economy. Differences in debtor governments' political performances are treated as an explicit variable rather than as residuals to an economic explanation in estimating the probability of developing countries' suspending their external debt service payments. Using a logit model, I analyze fifty-eight developing countries for the years 1970–1984. The results show that political capacity can be decisive in corrrectly predicting the probability of a government's suspending its external debt service payments. The model predicts 96% of the total outcomes correctly and 80% of the debt payment suspension cases correctly.

Grounded on chaos theory, behavioral learning theory, and an integrated crisis management model, a global pandemic crisis management framework is developed. Practically, the paper reveals best practices applied by hoteliers to deal with the pandemic (e.g., service transformation, smart marketing, strategic collaboration/alliance, mergers and acquisitions, and digitalization) and suggests ways for hotel services providers to adapt to the “new travel” age.

What started with telepsychiatry (videoconference) has been turned into e-Mental Health (eMH) due to rapid development of IT technology, decreased prices and increased user experiences. Access to mental health care is one of the identified problems within EU mental health services. Increased migration into and within EU cause the increased demands for clinicians with selected skills. Telepsychiatry is the oldest and most common eMH application. The first international telepsychiatry collaboration established between Sweden and Denmark back in 2006 was a success. This model might be used as collaboration prototype while speaking about current refugee crisis in Europe and treatment of mentally ill migrants. AbstractSpain’s sluggish recovery from the financial crisis of the past decade, changing domestic and international politics, armed conflicts and natural disasters, all constitute factors that prompt migration and lead to significant changes in the composition of society. The main objective of this article is to compare and contrast the level of linguistic integration of the migrant population at two different moments during the twenty-first century. The study is focused mainly on central Spain and two specific public-service settings: police and health care. A descriptive–comparative method is used to observe, collect and analyze data and describe and compare them to previous studies. A quantitative and qualitative approach is followed. The results indicate that the situation has changed only slightly over the past two decades. Communication between immigrants and public-service providers is still far from fluent, and the financial crisis has negatively affected the development of public service interpreting and translation.

We offers a solution to problems of conflict of interest management in the civil service system. Conflicts of interest are largely provoked by the implementation of a radical domestic policy of reforms that affect the fundamental interests of most actors in political life. It is in these crisis conditions of “institutional instability” that the articulated interests of the main groups in the struggle to preserve or change their political status are especially evident. The conflict of interests of the ruling elite is resolved by the new strategic course development by the political leadership of the state, which finds its expression in the institutionalization of the political regime within the policy of “consensus”. Ukraine implements the European experience and uses international cooperation of developed democracies to study and prevent conflicts of interest, implement international standards, settle political and legal mechanisms to overcome the negative consequences of conflicts in the civil service.

The ongoing COVID-19 pandemic has also exposed many shortcomings of the prevailing fee-for-service model of care delivery, including fragmentation in services, suboptimally-managed chronic diseases that have resulted in broader health impacts, and pervasive health disparities. This has highlighted the urgent need for a paradigm shift in the way care is delivered and reimbursed. In this paper, we outline the drivers of this value crisis in health care and offer approaches to addressing these, focusing on quality of care and highlighting the work of the International Consortium for Health Outcomes Measurement (ICHOM).

A study of the national development of legal regulation of appealing the results of service activities of public authorities found that it needs to update the retrograde approaches and strengthen control over the quality of development and implementation. An abrupt change is needed, as non-compliance with Ukraine’s binding international norms and effective European practices lacks time for evolution, leading to economic degradation and exacerbating the social crisis.

The International Society for the System Sciences (ISSS) is a microcosm model of the global human social system (HSS, our species). The unprecedented crisis presented by the COVID-19 pandemic is causing major disruptions to the ‘normal’ processes and has triggered a spasm of self-reflection and self-realization that what had been thought of as “the normal” was not sustainable, both for the larger HSS and for the ISSS. Both the greater HSS and the ISSS have had their capacity for resilience in the face of the crisis challenged. Under the proposition that complex adaptive systems are resilient, and evolvable systems are sustainable, members of the ISSS have set out to use our knowledge of systems theory and practice to renew the society, to make it more systemic in structure and function. We are proposing to create a new core working group that will find purpose in doing a dual level deep systems analysis of the ISSS itself and then, using the insights gained in that process, turn to doing the same for the HSS. Deep systems analysis can expose the dysfunctions in subsystems as well as identify missing subsystems and requisite communications. All societies share certain systemic properties since all involve the interactions among groups of human actors. And all long-term sustainable systems have been shown to operate in specific fashions to be self-sustaining (autopoietic) and produce products or services to the larger embedding supra-system. For the HSS this is the Earth as a whole. For the ISSS this is the HSS. Key questions that the ISSS needs to consider as context for its place in the HSS: What product(s)/service(s) should the HSS produce that would benefit the rest of our planet? How should the HSS be structured/organized? The turning that question on the ISSS, what products/services should the ISSS produce that would benefit the HSS. Since the knowledge that is represented within the ISSS pool of expertise is system knowledge, if follows that how the HSS should be structured/organized after the pandemic crisis is in the rearview mirror could be answered by deep systems analysis of what the HSS should be in the future. Key questions to be addressed in this report: With all humbleness how should the ISSS and system societies in general come together to effectively meet the purpose of system science? Indeed, should they and to what purpose? What product(s)/service(s) would the enterprise of system science produce that would benefit the HSS and broader, life on this planet? We report on the plan and the effort undertaken to find answers to these and related questions. This is part of our mission to bring greater unity to the field of systems science and reach out to the wider field of systems thinkers; it is an invitation to participate.

Case overview/synopsis This case discusses how vital teamwork and motivated leadership can convert a crisis such as Covid-19 into an opportunity. This case study talks about Uttar Pradesh Metro Rail Corporation (UPMRC), a metro rail corporation working to develop metro trains in the Indian state of Uttar Pradesh. The case discusses how challenging it was for the metro rail corporation to transform its processes in a short period and deal with the crisis on major fronts such as facilities maintenance, human resource management, ensuring safety and security of its staff and riders, motivation of staff, service quality and maintaining all operational aspects. The case discusses how UPMRC is a leader on all fronts and has excelled in its operational work. It talks about what challenges the lockdown and unlocking phase posed in front of the leadership and how teamwork, dedication to exemplary service quality and customer satisfaction gave the team the strength to make changes that improved their processes and helped them overcome the crisis.The case starts with a discussion of metro rail inception and incorporation of UPMRC and then how this newly formed metro has to face the challenges of pre-lockdown period where the team worked very hard for sanitisation and safety. The lockdown created a completely different set of challenges related to the facilities and the entire metro train systems, which was a difficult situation to deal because of restrictions and other challenges. However, the team dealt with situations with strength and strategic planning, leading to better managed processes and staff. The unlocking phase also gave many challenges that the team handled with a lot of care and efficiency. Participants can use the case to develop an understanding of strategic planning and management.This case can also be used in the executive education program for managers to encourage them to think through challenges faced by metro rail corporations.
