Resumo: O artigo tem como objetivo proporcionar momentos de reflexo acerca da extenso universitria, que apesar de distinta da educao e pesquisa, apresentada como momento/movimento constitutivo dessa trade, sendo indissociveis. A (re)significao de seu sentido e sua relao com a comunidade na qual est inserida justifica a necessidade de se repensar e promover atitudes que venham a estabelecer um projeto poltico-social emancipatrio, ou seja, que construa e viabilize as condies para a emancipao humana alm dos muros da academia, servindo como contra-hegemonia s polticas pblicas educacionais plasmadas pelos organismos internacionais. Summary: The article aims to provide moments of reflection about the university extension, which although distinct from the education and research, is presented as a moment/moviment of this triad, which is inseparable. The (re) signification of its meaning and its relationship with the community in which it is inserted justifies the need to rethink and promote attitudes that will establish a political and social emancipation, that is, built and create the conditions for the human emancipation beyond the academy's boundaries, serving as counter-hegemonic educational public policies shaped by the internationals organisms. Abstract:
This paper, whilst noting that there is a democratic deficit contained within liberal democratic poltical systems, argues that all known alternatives to present practices create their own problems for democracy. To demonstrate this, a variety of desirable democratic outcomes are examined alongside six main forms of exercising democratic input. The best form of input according to the criteria is identified. This form, ‘demarchy’, which is found first in the work of Burnheim, is then subjected to scrutiny. This demonstrates that even within this system, the problems likely to arise have democratic bases.

Abstract:
Taiwan’s growing calls for independence have provoked China and heightened the risk of military conflict in the region. This paper addresses two issues: first, it seeks to provide a short historical overview of the development of Taiwanese nationalistic self-assertion; second, it questions the commonly held notion of keeping the ‘status quo’, which is in effect always changing and dynamic. The paper uses a historical-institutional framework for its interpretation. It explores the origin and rise of Taiwanese nationalism in its relationship to Taiwan’s past, and the changing geo-political contexts in which it is situated. It then analyses the importance of electoral institutions and the struggles to broaden poltical participation and legitimation. Several disparate sources of Taiwanese identity are also discussed, namely: (i) Taiwan as a frontier territory of the Manchu Empire, which was later colonized and modernized by the Japanese; (ii) the transformation of the ROC regime, its indigenization and grounding in Taiwan in the context of its long separation from China and its international isolation. This indigenization process has been gradually accomplished through electoral struggles and by revising the electoral system and the constitution.

Abstract:
In this paper, a comparative analysis between the main political citizen attitudes before the crisis in Iceland and Spain is carried out. After a brief review of political and economical antecendents, it was concluded that in Spain, as well as in Iceland, the key explanatory factors of the deep economic imbalances are located at the institutional sphere. The excesses are related in both cases to political clientelism and to diverse corruptions practices, in such a way that even the alarming signs that preceded “the official date” of the economic crisis, no convenient measures were adopted in time. In this context, the crisis has played a catalyst role, accelerating the demands aimed at achieving a better performance of the democratic system in both countries. Distrust in politicians and in political parties, as well as in other formal institutions, has not been translated neither in lack of confidence in the democracy system per se, nor in poltical apathy. Moreover, the discontent has been in both cases translated into both formulae of more political informal participation and of a greater support to more direct democracy, though through differents channels and with different results. In the discussion, diverse hypotheses are explored in order to explain the main findings in the comparative analysis. On the one hand, some of the variables associated to small-states literature are taken into account, in order to argue the main differences found out between the Spanish and Icelandic cases. On the other, diverse hypotheses from the political science literature are considered in search of a plausible explanation of the major parallelisms found.

(The 3rd ICATES 2021) “Innovative Agricultural and Biosystem Engineering for Sustainable Food, Water, Energy, and Environment” Banda Aceh, 21 September 2021 Extended Preface The ICATES is annual conference organized primary by the Department of Agricultural Engineering, Universitas Syiah Kuala. This year, in the 3rd consecutive year 2021, ICATES conducted the 3rd conference with co-hosted by University Malaysia, Pahang (UMP), Agricultural Mechanization Research Center (PUSMEPTAN) Syiah Kuala University, South Aceh Poly-technique (Poltas Aceh Selatan) and LPPM Winaya Mukti. Surely, we plan to conduct this conference physically just like previous ICATES in August 2019. However, due to the unforseen circumstances of global pandemic COVID-19, the 3rd ICATES 2021 conference was carried out virtually as same as ICATES 2020 by zoom meeting platform. We took this option because this conference was already designated and funded. Keynote and invited speakers were also scheduled for this event. Many delegations and authors requested for this conference to be performed, even virtually, since they need it to cover their publication and sharing knowledge requirements. The conference itself was run as planned on 21st September 2021 with the support from virtual event organizer started from 8.00 am to 19.00 pm. The ICATES committee members were managed this event in a particular room as a studio along with two appointed MCs. The conference was officially opened by the Rector of Syiah Kuala University, Prof. Samsul Rizal and it is broadcast lively via YouTube platform with recorded participants reach 447 were joined. The main event was started by video presentation from the Keynote speaker Prof. Okke Batelaan from Flinders University, Australia, followed by invited speaker from UMP Malaysia Assoc. Prof. Ramadhansyah Putra Jaya. The discussion session was performed directly once the second speaker was completed his presentation. Then, the second session of keynote speaker was started after 20 minutes break with the speaker from University Technology Mara (UiTM) Dr.rer.nat Shahril Anuar Bahari, followed by the last invited speaker Dr. Joko Pitoyo from Indonesian Center for Agricultural Engineering Research and Development (ICAERD). Moreover, parallel sessions were started after all keynote speaker session and participants were divided into 8 breakout rooms in zoom platform based on their related sub-topics. The operator acted as virtual Host and Co-host to manage and ensure all presenters and participants were put in the right place. Each participant and presenter was identified by renaming their name to room number and author full name. Presenter was given about 10 minutes for power point presentation via Screen Sharing and 5 minutes for discussion and shifted to next presenter. During the conference, video capabilities were turned on to ensure dynamic conference. As the conference chair, I firmly believe that the success of a virtual conference like this event can be achieved by arranging a stimulating program. We sincerely hope that next forthcoming ICATES conference will be conducted lively in touch as previously ICATES event in 2019. Thus, everyone finds the conference is stimulating and enjoying.
