Résumé Il a fallu attendre l’année 1994 pour que soit décidée la création d’une organisation internationale chargée d’encadrer le commerce international : l’Organisation mondiale du commerce (OMC). Pourtant des négociations ont commencé sur ce sujet dès 1941. Elles ont eu pour objectif de créer une Organisation internationale du commerce (OIC) et ont abouti en 1948 à la Charte de la Havane instituant une Organisation internationale du commerce. Mais l’OIC n’a jamais vu le jour. À une époque où s’exprime un désenchantement devant les promesses non tenues par les organisations internationales, il est utile de rappeler le contexte intellectuel dans lequel l’idée d’organiser le commerce mondial a émergé. L’article qui suit présente les conceptions des trois principaux économistes britanniques ayant participé à ces négociations : Keynes, Meade et Robbins.

Abstract:
Purpose Focusing on an international trainee- and internship programme, this paper aims to propose a new framework that links organisational strategies regarding ethnic diversity with career competencies of the programme participants. Design/methodology/approach The paper adopts a case study design. It examines the interplay of the perspectives of the organisation, which is an Austrian bank, and of the programme participants, who are university graduates from South-Eastern Europe. It draws on the typology of diversity strategies by Ortlieb and Sieben (2013) and the categorisation of individual career competencies by DeFillippi and Arthur (1994). Findings The bank benefits from the programme participants’ competencies with regard to South-Eastern Europe and increased legitimacy gained from the public. Programme participants acquire many knowing-how, knowing-why and knowing-whom competencies, especially if the bank pursues a so-called learning strategy towards ethnic diversity. On the other hand, individual knowing-how competency supports an organisation’s antidiscrimination strategy, whereas knowing-why and knowing-whom competencies benefit the organisational learning strategy. Research limitations/implications Although the paper builds on a single case study and the ability to generalise is limited, the findings imply that future human resource development concepts should jointly consider the perspectives of both organisations and individuals. Practical implications Owing to their high strategic relevance, organisations should look into the competencies of skilled migrants and evaluate the critical resources they offer. Both organisational learning and an organisation’s strategic development are key concerns. The proposed framework helps to effectively design trainee- and internship programmes and simultaneously anticipate organisational and individual consequences thereof at an early stage. Originality/value The proposed framework concerning the interplay between organisational and individual perspectives as well as the regional focus on South-Eastern Europe present novelties.

Abstract:
The law of international organisations needs to address comprehensively, the legal question of the accountability of such Organisations. In the contemporary world, whereas states, multinational corporations, and individuals can be held accountable under applicable systems of law, there is no equivalent set of rules that applies to international organisations. The OPCW, a global disarmament Organisation, is a good model of an accountable Organisation. The Chemical Weapons Convention embodies various sets of rules and provisions, which ensure the accountable functioning of the Organisation. This article examines the concept of the accountability of international organisations as envisioned by the International Law Association, and analyses the concept in the context of the OPCW.

Abstract:
This study aimed at examining the influence of organisational resources on organisational performance of International Organisation for Standardization (ISO) certified organisations in Kenya. The study was based on Total Quality Management (TQM) theory. A cross-sectional research survey design was adopted. Primary data was collected from a sample of 282 ISO certified organisations by use of a questionnaire, and secondary data was obtained from financial statements of 27 ISO certified organizations sampled. Descriptive statistics was used to analyze proportions of the variables and multiple regression model was used to estimate the effect of organisational resources on the performance of ISO certified organizations. The findings show that abundant organisational resources reduce performance. The study, therefore recommends that the management of ISO certified organisations should employ limited organisation resources available efficiently and train their staff in managerial skills in order to improve performance of their organizations.

Abstract:
Purpose The purpose of this paper is to explore if the application of a framework building on organisational learning focusing on organisational processes can increase our understanding of how hybrid organisation develops over time and why they fail to live up to external expectations. Design/methodology/approach The aim of this study is descriptive and explorative. It is accordingly designed as a qualitatively oriented case study. To capture the process of forming and developing hybrid organisations, the study takes a longitudinal approach. The case chosen for the study is a municipally owned company in Sweden providing waste management services. The study revolves around empirical data gathered in official documents and in face-to-face interviews. All the data concern the time span between 2004 and 2016. Findings The analysis of the case studied provides us with insights into how hybridity manifests itself in mind-set and processes. There is a need for individuals within and around the organisation to be aware of and accept new goals and strategies to change their behaviour accordingly. The result of this study thus shows that contrary to findings in previous research on hybrid organisations, merely changing the structure of the organisation is not sufficient. Instead, learning is key to the development of hybridity and to overcome goal incongruence and conflicts of interest in hybrid organisations. However, this takes time and is likely to be dependent on individuals’ willingness to accept and adapt these new strategies and goals. Research limitations/implications The result of this study is based on one single case study in one specific hybrid context. No empirical generalisation is aspired to. Instead, the aim has been to – through an explorative approach – make an analytical contribution to the knowledge about hybrid organisations. Further studies are thus necessary to deepen the understanding of the hybrid context and the situations under which hybrid organisations operate and develop. Practical implications Based on the result from this study, it seems that an organisation needs to learn how to be a hybrid organisation. There are no isolated structural solutions that can create a hybrid organisation other than in a formal sense. New ways to exploit organisational resources and the hybrid context are necessary to find new and innovative ways of how to use the hybrid context in a way that improves service sector delivery. Originality/value Predominately, research on hybrid organisations has until recently been working with the premise that hybrids are not a breed of its own but a mix of two or several ideal types. Consequently, the result from this type of research has often landed in a conclusion regarding the complexity of combining what often is considered contradictory and conflicting goals. In this paper, a different and novel approach is taken. The paper illustrates how hybrid organisations develop over time, and it suggests that hybridity manifests itself in mindset and processes. The main contribution is an exploration and illustration of how organisational learning may be considered as the missing link between the structural orientation of previous explanations of hybrid organisations and the organisational property of hybridity. Hybridity is the result of exposure to, acceptance of and adaptation to new goals and strategies and expresses itself in “hybrid behaviour”.

As political authority shifts to the global level, non-governmental organisations (NGOs) increasingly attempt to influence policy-making within international organisations (IOs). This article examines the nature and sources of non-governmental organisations’ advocacy strategies in global governance. We advance a twofold theoretical argument. First, non-governmental organisation advocacy can be described in terms of inside and outside strategies, similar to interest group lobbying in American and European politics. Second, non-governmental organisations’ chosen combination of inside and outside strategies can be explained by their organisational goals and membership base. Empirically, this argument is corroborated through a large-n analysis of original data from structured interviews with 303 non-governmental organisation representatives active in relation to the United Nations (UN), complemented by 19 semi-structured interviews with UN and state officials. The article’s findings have implications for the theory and practice of non-governmental organisation involvement in global governance.

AbstractOn one reading the decision of the International Labour Organisation Administrative Tribunal (ILOAT) on the complaint of Jose Bustani against Organisation for the Prohibition of Chemical Weapons (OPCW) appears to take the law of international organisations in new directions in relation to the vexed question of judicial review of the acts of the political organs of international organisations. The judgment purports to set aside a decision of the plenary organ of the OPCW to remove its Director-General before the expiry of his fixed-term employment contract. However, the position of the chief administrative officer of an international organisation has a dual aspect, in that as well as being an employee of the organisation he or she also plays a significant "constitutional" role as part of the structure of the organisation, with significant responsibilities contributing to the fulfilment of its functions. The judgment of the ILOAT seeks as far as possible to treat the Director-General as simply an employee of the organisation and only occasionally focuses on his broader role within the organisation.

Summary This article argues that by using the European Union Delegation (EUD) in Sarajevo as an organisational proxy, the EU creates tools allowing it to participate in the enhancement of external administrative co-governance in Bosnia and Herzegovina. Inspired by the organisation theory approach, this article conceives of the EUD Sarajevo as a hybrid organisation. Such organisations are defined as a product of a combination of two sovereign organisations pursuing a common interest. They recombine multiple institutional logics, stimulate institutional change and spark innovative practices. The conceptualisation of the EUD Sarajevo as a hybrid organisation offers analytical insight for understanding the EU’s role in the society of states and allows us to theorise more concretely about the impact that a non-state actor has on the transformation of the institutions of diplomacy and sovereignty, which are foundational institutions of the international system of states.

Depuis ces vingt dernières années, la représentativité des organisations internationales est au cœur du débat politique sur la réforme des institutions de la gouvernance mondiale. Considérée comme un enjeu clé de leur légitimité, la représentativité apparaît à la fois comme une qualité liée au fait de « bien représenter » mais aussi comme un objet dont se saisissent les institutions pour permettre à certains acteurs d’en représenter d’autres. À partir d’une recherche menée dans le cadre de l’Organisation internationale du travail (OIT) sur une période s’étendant de 1919 à 2014, nous proposons de recourir à la notion de « valeur pratique » pour aborder cette notion polysémique et ambivalente qu’est la représentativité dans le cadre d’une organisation internationale à la fois particulière et emblématique des enjeux soulevés aujourd’hui par le problème de la représentativité. Créée en 1919, l’OIT est en effet, à la différence de toutes les autres organisations internationales du système des Nations unies et de Bretton Woods, la seule à être composée non seulement des représentants des gouvernements mais aussi des représentants des organisations syndicales de travailleurs et d’employeurs (représentation tripartite). L’OIT constitue donc un cas particulièrement intéressant pour étudier la représentativité sur le long terme à la fois au niveau des États et des acteurs non étatiques. In the past two decades, the representativeness of international organisations has been at the heart of political debates on the reform of world governance institutions. Representativeness is key to the legitimacy of international organizations. It entails the fact of "representing well" but also constitutes a tool which the institutions use in order to make certain actors represent others. Building on empirical research on the International Labour Organisation (ILO) from 1919 to 2014, this work develops the concept of "practical value" to address the polysemous and ambivalent notion of representativeness. The case of the ILO is both particular and emblematic of the problems that representativeness poses today. Indeed, unlike the United Nations or Bretton Woods systems, the ILO, created in 1919, is the sole international organisation composed of government representatives and representatives from workers’ and employers’ unions (tripartite representation). Hence, the ILO is a particularly interesting case to study representativeness over the long term at the level of states and non-state actors. Methodologically, this work defends a socio-historical approach that gives a central place to actors’ conceptions about representativeness, while also analysing the way representational practices are objectivised through time

La qualite de membre d'une organisation internationale est etudiee par la notion de partie a un traite, special par son objet, l'acte constitutif. Celui-ci est donc compris de la meme maniere que, par exemple, un contrat de pret en droit interne, contrat special distingue par l'objet. La qualite de membre est prise par identite avec celle de partie a un acte juridique, differenciant elements conventionnel et institutionnel, selon que le regime de l'acte est celui de tout traite ou celui d'un traite special. Pour l'element conventionnel sont traitees les questions d'acquisition et de perte de la qualite de membre: conclusion d'un traite, procedures d'admission, d'adhesion, de retrait, separant acte conventionnel et acte unilateral emis sur son fondement, ainsi que les personnes juridiques susceptibles de devenir membres et la succession d'etats. Les aspects de fond du droit touchent au regime de nullite des actes et aux reserves. Les aspects qui relevent d'un traite special sont groupes en facteurs permettant d'expliquer que les regles applicables different de celles qui regissent un traite quelconque. D'abord, certains facteurs peuvent etre communs aux traites creant une organisation et a d'autres traites; a ce titre, le facteur d'intuitu personae est retenu pour expliquer que l'etat ne par secession ne succede pas, et est propose a titre d'hypothese pour fonder la faculte de retrait de l'etat en l'absence de clause dans le traite constitutif. La notion de vereinbarung est adaptee pour etre presentee sous le nom de traite qui cree des obligations non-correlatives, et retenue pour suggerer l'absence d'un pouvoir d'exclusion. D'autres facteurs etudies semblent propres aux traites creant une institution: notion de droits inherents, adage d'unite de l'institution et ses effets, reserves, amendements, insolvabilite, dissolution. L'interet est d'adapter une classification usuelle en droit interne pour rendre compte des developpements du droit international
A member state in an international organization is a party to a specific treaty, a constitutive treaty. In a national system of law, a loan agreement for example is a specific contract, characterized by its purpose, and the same classification is put forward for international treaties. Therefore, a member state is a party to a treaty, with its 'conventional' and 'institutional' components, i. E. Its usual and specific components. The following conventional components are studied: treaty-making, admission, accession, withdrawal (studying for those concepts both agreements and unilateral acts based on them), as well as legal entities entitled to membership, cases of state succession, invalidity of juridical acts, and some reservations. Institutional treaty components are defined so as to explain a different legal regime. Some are not specific to constitutive treaties: delectus personae is the basis of rules preventing succession to membership in international organizations, and might be the basis of a member state's right of withdrawal when there is no provision to that effect. The concept of non-correlative obligations is proposed as a substitute to the german concept of vereinbarung so as to explain the lack of a power of expulsion when there is no provision to that effect. Other elements are studied: inherent rights, principle that any institution is one and uniform and the consequences thereof, some reservations, amendments, insolvency, dissolution. The purpose of this study is to use a usual concept of national law, specific contracts, and to show its relevance in international law

Si l'idée d'un système juridique auto-suffisant est un véritable mythe, est-il possible d'affirmer, à l'heure actuelle, que l'articulation entre le droit de l'OMC et le droit international s'inscrit uniquement dans l'application, par le juge de l'OMC, de la règle coutumière d'interprétation du droit international public? En partant de l'hypothèse que depuis la création de cette organisation, les rapports entre le droit de l'OMC et le droit international sont devenus plus proches, plus intenses et plus diversifiés, ce travail a pour objectif d'examiner la pluralité de phénomènes qui peuvent avoir lieu lorsqu'il y a communication entre le droit de l'OMC et le droit international et plus particulièrement l'organisation de ces phénomènes, en mettant en lumière la contribution de cette articulation à l'existence et au développement de ces deux systèmes de droit. En raison du déni qui entoure son existence, le droit dérivé de l'OMC est au cœur de cette étude qui démontre, en premier lieu, que dans le cadre de l'élaboration du droit, le droit international encadre le processus d'élaboration du droit dérivé de l'OMC et peut être un outil indispensable à son identification. A l'inverse, compte tenu de sa spécificité, le droit dérivé de l'OMC a une influence au sein du processus graduel de formation des règles du droit international et en tant qu'outil d'harmonisation de la jurisprudence internationale. En second lieu, cette étude démontre que si le juge de l'OMC a délimité le contours de l'influence des règles du droit international dans l'interprétation et l'application du droit de l'OMC, cette influence reste néanmoins présente, en l'absence de tout dispositif d'incorporation.

Abstract:
This thesis describes the political-military alliance of the Warsaw Treaty Organisation (WTO) from its origins and founding in 1955 to its 30th Anniversary in 1985, and after. In showing how the WTO has developed and operated, its practical application in the fields of joint foreign policy and military affairs is described and discussed. In the light of this analysis, the WTO is placed in its context within the socialist community. The origins of the WTO are shown to be part of a general trend towards closer co-operation between the European socialist countries. The states were formally brought together as a public response to the London and Paris Agreements of 1954, which officially rearmed the Federal Republic of Germany and incorporated it into the Western military alliance system and NATO. The structural development is described and analysed, showing the practice of the official structure largely to be a response to existing ad hoc arrangements. The limitations placed on the Organisation's political and military roles are explained, detailing how the WTO is formally restrained from operating as an efficient or effective multilateral co-ordinating body. Where it does operate, the WTO is shown principally to be a political organisation. The documentary history of the WTO is analysed, to show how the structure works in practice. Particular stress is placed on the role of the WTO in carrying out its claimed purpose of co-ordinating the foreign policies of the members. The conclusion is suggested that the WTO at most co-ordinates the `basic principles' rather than the diplomatic practice of its members' foreign policies. The participating states are shown not to be significantly bound by the WTO in the practice of their national foreign policies, though they are bound by bilateral factors external to the structure of the Warsaw Treaty. The 30th Anniversary of the signing of the WTO, potentially a historic landmark, is shown to have passed with very little pomp or celebration. The treatment of the Anniversary in the Soviet Union and amongst its allies was low-key. The issues covered by the Anniversary speeches and articles are described, and are analysed both for what they said about the WTO, its origins, practice, ansd significance, and for what was not said or done. Changes are analysed that have taken place under the new Soviet leadership of Mikhail Gorbachev, whose accession occurred just before the signing of the Protocol extending the Treaty. The 30th Anniversary soon followed. Structural changes were hinted at but never took place, though the documents issued by the existing bodies have become much more open in their description of the discussions and disagreements that took place. These events, coinciding with other changes in Soviet internal and externalpolicies, were shown to be part of an apparent attempt by the Soviet authorities to consult and co-ordinate its actions with its allies, or at least to appear to be doing so. It is also shown where past practices, such as unilateral Soviet moves on foreign policy and arms control, have not changed. The conclusion is that the real significance of the WTO is ideological, serving to give the impression of unity. The Warsaw Treaty Organisation is just another means in the many forms of alliance indicating, and used to justify, the `socialist community'. Other forms of alliance, both political and military, take precedence over the WTO in all its functions. These are principally bilateral, rather than multilateral, forms, and in many cases they are party, rather than state, forms of alliance. Research into the WTO has not been fruitless, but has proved to be the study of issues other than the foreign or defence policies of a multilateral alliance.

Abstract:
The article emphasizes the aspects of organisational development in the context of green organisation, de- scribing the importance of changes in an external environment for the development of the organisation. Purpose – the purpose of the article is to analyse the relevance of green organisation development at the national and international levels by examining it through the prism of strategic documents and initiatives. In order to determine the development directions of the green organisation on the basis of strategic documents and initiatives. Research methodology – the methods of critical analysis of scientific literature, strategic documents, initiatives and synthesis as well as abstrahation have been applied. Findings – main findings of the research proved that development of green organisation is relevant in the context of key international and national strategic documents. Also the definition of the development of green organisations is proposed by authors. The analysis of strategic documents and initiatives at the national and international levels has shown that their impact on the development of a green organisation can be both direct and indirect. Research limitations – the limitation of this reseach is that mainly key international and national strategic documents were analyzed. Analysis of other strategic documents can be stated as a direction for future research. Practical implications – the results of the research could be used as a basis for the promotion of the development of green organisations at the national and international level both directly and indirectly. Originality/Value – the originality of this research can be defined by complex approach to analysis related to the impact of actual legal regulation to the development of green organisations.

Abstract:
Corporate Social Responsibility (CSR) is a concept, which is broadly determined as ensuring the efficacy of the organisation in integrating social and environmental considerations into organisational operations. In Sri Lankan context, a great enthusiasm can be seen among organisations to engage in CSR initiatives. Having considered the importance and impact, the study aims to investigate the importance of CSR initiatives by construction organisations in disasters in Sri Lanka. Thus, a mixed method research approach was followed as the methodology of this study. Findings are based on semi-structured interviews held with construction industry professionals. Findings of this study revealed that the implementation of CSR initiatives is more important during a disaster situation in the aspects of both affected party and aiding party. Moreover, construction organisations implement CSR during disaster situations by considering it as a mandatory responsibility of an organisation. Further, most of the construction organisations engage in CSR implementation during natural disaster situations. In practice all the construction organisations tend to engage in reactive initiatives. More importantly, it is revealed that both the organisational work force and society are benefitted through CSR implementation in disaster situations.

Abstract:
The experiences and marginalisation of international organisation employees with caring responsibilities has a direct negative impact on the type of security and justice being built in conflict-affected environments. This is in large part because international organisations fail to respond to the needs of those with caring responsibilities, which leads to their early departure from the field, and negatively affects their work while in post. In this toolkit we describe this problem, the exacerbating factors, and challenges to overcoming it. We offer a theory of change demonstrating how caring for carers can both improve the working conditions of employees of international organisations as well as the effectiveness, inclusivity and responsiveness of peace and justice interventions. This is important because it raises awareness among employers in the sector of the severity of the problem and its consequences. We also offer a guide for employers for how to take the caring responsibilities of their employees into account when developing human resource policies and practices, designing working conditions and planning interventions. Finally, we underscore the importance of conducting research on the gendered impacts of the marginalisation of employees with caring responsibilities, not least because of the breadth and depth of resultant individual, organisational and sectoral harms. In this regard, we also draw attention to the way in which gender stereotypes and gender biases not only inform and undermine peacebuilding efforts, but also permeate research in this field. Our toolkit is aimed at international organisation employees, employers and human resources personnel, as well as students and scholars of peacebuilding and international development. We see these communities of knowledge and action as overlapping, with insights to be brought to bear as well as challenges to be overcome in this area. The content of the toolkit is equally relevant across these knowledge communities as well as between different specialisms and disciplines. Peacebuilding and development draw in experts from economics, politics, anthropology, sociology and law, to name but a few. The authors of this toolkit have come together from gender studies, political science, and development studies to develop a theory of change informed by interdisciplinary insights. We hope, therefore, that this toolkit will be useful to an inclusive and interdisciplinary set of knowledge communities. Our core argument - that caring for carers benefits the individual, the sectors, and the intended beneficiaries of interventions - is relevant for students, researchers, policy makers and practitioners alike.

The Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise ‘Giuseppe Caporale’ (IZSAM) is the Secretariat for the OIE Collaborating Centre Network on Veterinary Emergencies (EmVetNet). In April 2020, the IZSAM initiated a COVID-19 Thematic Platform on Animal Welfare. The working group represented the EmVetNet Collaborating Centres, international institutions, veterinary associations, authorities and animal welfare organisations. Lincoln Memorial University College of Veterinary Medicine recruited summer research students whom catalogued over 1,200 animal welfare related reports and provided 64 report narratives for the working group. IZSAM launched the EmVetNet website (https://emvetnet.izs.it) for public and private exchange of information, materials, and guidelines related to veterinary emergencies. The EmVetNet COVID-19 Thematic Platform on Animal Welfare continues to meet to address emerging issues, strengthen the network for future emergencies, and share information with stakeholders including national Veterinary Services responding to the epidemic.

This rapid review seeks to provide an overview of the publicly available literature from the academic, donor, and non-government organisation sources on women’s and girls’ experiences of statutory and customary security and justice in Somaliland. In Somaliland women and girls experience poor security, with high rates of sexual and gender-based violence (SGBV), and significant barriers to gender equality in the pluralistic legal system. The predominant clan-based customary justice system, along with conservative social norms and religious beliefs, discriminates against women and girls, while weak formal state institutions are not able to deliver accessible and effective justice for vulnerable and marginalised groups. Social stigma silences SGBV survivors and their families, with many rape crimes resolved through customary compensation or marriage. National and international organisations have undertaken various activities to promote gender equality in security and justice, with support provided to formal and informal security and justice institutions and actors at national and local levels, as well as initiatives to empower women and girls.

The Caribbean Community (CARICOM) was established in 1973 as a customs union and nowadays consists of 15 member countries. This report is the third in a series of INTAL publications on regional integration on the CaribbeanREPORT Community and covers the period 2005 to 2020. After a brief background to the CARICOM integration project and a look at the economy and international trade, this report focuses on the main issues and developments relating to the deepening of integration within CARICOM and crucial relationships with external partners. This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

There are currently more than 36 million people living with HIV/AIDS globally, and in 1999 5.3 million individuals were newly infected with the virus. AIDS activities initiated by nongovernmental organizations (NGOs) have been highly influential on thinking and strategies found within the HIV/AIDS sector. Yet NGOs often experience particular difficulties in increasing the scale of their activities to reach larger numbers of people, to have an impact at levels higher than the community, and to address the broader social determinants of HIV/AIDS. Perceiving the urgent need for NGOs to expand the scale of their activities in the face of an escalating epidemic, Horizons and the International HIV/AIDS Alliance launched an initiative to examine the nature of the challenge to scale up in the context of HIV/AIDS internationally. This publication was prepared as part of this initiative and addresses the specific challenge of deliberately increasing the scale of HIV/AIDS prevention, care, and support programs in developing countries.

As COP26 approaches, governments are facing calls to increase the ambition of their climate commitments under the Paris Agreement. The mobilization of climate finance will be key to meeting these goals, prompting the need for renewed attention on how to enhance the coordination of existing funds and thus increase their effectiveness, efficiency and equity. The climate finance landscape is fragmented due to the variety of actors involved at different levels. Coordination difficulties emerge in multiple arenas and reflect the diversity of funding sources, implementation channels, and sectors relevant for climate action (Lundsgaarde, Dupuy and Persson, 2018). The Organisation for Economic Cooperation and Development has identified over 90 climate-specific funds. Most of them are multilateral. While bilateral climate finance remains significant, growth in multilateral funding has been the main driver of recent funding increases and remains a focus of international negotiations. Practitioners often highlight organizational resource constraints – such as staffing levels, the continuity of personnel, or the availability of adequate information management systems – as factors limiting coordination. In this brief, we argue that improving climate finance coordination requires considering coordination challenges in a political context where both fund secretariats and external stakeholders play an important role in shaping collaboration prospects. To illustrate this point, we highlight the political nature of global-level coordination challenges between the multilateral Climate Investment Funds (CIF) and Green Climate Fund (GCF), as well as national-level challenges in Kenya and Zambia.
