Pasternak, Charles A. "Introduction: International Symposium on Modern Trends in Malaria." Bioscience Reports 23, no. 1 (February 1, 2003): 1. http://dx.doi.org/10.1023/a:1023908628921.

Full text
Abstract:
Malaria continues to kill some two million people a year, half of whom are young children. We have no vaccine, the parasite has become resistant to the most effective drugs, and elimination of the mosquito vector through spraying with insecticide is being questioned. Yet research on malaria is — at last — being funded reasonably well. What has been achieved? Scientists gathered at the All India Institute of Medical Sciences (AIIMS) in New Delhi from 13-15 February 2003 to discuss these issues. Because many antima-larial strategies work at the cell surface (see the abstract on Membranes as future therapeutic targets) it seems appropriate to give readers of Bioscience Reports: Molecular and Cellular Biology of the Cell Surface an opportunity to catch a glimpse of the current situation through the (unedited) abstracts of the invited speakers.

Abstract:
This publication completes the readers' acquaintance with letters written by the historian and professor of the St. Sergius Theological Institute in Paris A. V. Kartashev to his friend G. I. Novitsky, who lived in New York. The historian focused on preparing for the publication of his final works, “Essays on the History of the Russian Church” and “Ecumenical Councils”, which he wrote and dictated during the summer vacations. No less space in the letters was given by their author to traditional questions - about the financial condition of the institute and the peculiarities of training students in it, as well as about the relationship of its professors with the hierarchs of the West European Exarchate of Russian Parishes of the Patriarchate of Constantinople. The text of the letters is brought into line with modern spelling standards while preserving some features of the author’s spelling of individual words and punctuation. Abstract:
This article charts the international reception of modern Hebrew literature over the last hundred years. It brings large-scale data on the translation of Hebrew literature into conversation with current studies on the dissemination of ‘small’ languages around the world. We pay special attention to publishing trends, genres, literary awards, and other indicators of international recognition. More broadly, we question the scope and definition of a body of literature whose ancient traces have become invisible through translation and whose international readership includes, to some extent, members of its ‘own’ nation who do not share, however, the same language, territory, or cultural experiences. Our goal is to provide a more nuanced understanding of the presence of Hebrew literature beyond its national borders.

Abstract:
BACKGROUND: Dr. Hildegard Peplau, considered to be our first modern Nurse theorist and the Mother of Psychiatric Nursing, was a prolific writer, engaging in correspondence with colleagues and students who sought her professional and theoretical expertise. Through these letters, she influenced psychiatric nursing while maintaining a broad international network of professional colleagues. OBJECTIVES: An analysis of letters, written between 1990 and 1998, provides insights into Peplau’s last decade of professional life and a model of how to support the next generation of nurse scholars. DESIGN: Using content analysis, 24 letters received between 1990 and 1998 were read, reread, and coded. Recurring themes were identified. RESULTS: Three themes were identified. These include Peplau, the Person: Living a Life of Professional Balance; Lighting a Spark: Investing in the Next Generation; and Work in the Vineyards of Nursing: Maintaining a Life of Scholarship. The letters depict Peplau’s keen intellect, her wide professional network, her leisure time spent with family and friends, and her own work to assure that her theoretical legacy continued. CONCLUSIONS: Peplau’s insights continue to be relevant as psychiatric mental health nursing leaders engage in activities to support the next generation of scholars and leaders.

Abstract:
Abstract In the period after World War II, Cold War politics and the rising tide of the decolonization movement propelled U.S. leaders and social scientists to intensify their involvement on the African continent. As imperial power shifted from Britain and France, the United States became the new hegemon. Like the Europeans who believed in a divine mandate to civilize the “backward” people of the world, the United States found that its financial capital and economic power gives it the authority to intervene in the affairs of the Global South and shape these emerging nations into a new image. In the late 1950s and early 1960s, the Center for International Studies at the Massachusetts Institute of Technology (CIS) created what was known as the “African Economic and Political Development Project” to study emerging democracies in Africa. This article examines the role played by CIS in the design of Nigeria’s first national development plan and in influencing the Kennedy administration to pledge $225 million aid to Nigeria’s program. It argues that the modernists’ vision of making Nigeria a model modern state in Africa failed because of regional/ethnic politics and differences, the reliance on international experts over local Nigerian economists, and the economic prescriptions that favored short-term gains over long-term investments.

Full text
Abstract:
Introduction: the paper carries out a legal analysis of the existing diplomatic immunities and privileges in international law. Currently the principle of immunity of a diplomat has serious problems in practical application. Despite the fact that the inviolability of diplomatic mission and diplomatic personnel is recognized and generally respected by all states, attacks, killings and terrorist acts against diplomats are not uncommon in modern international realities. These incidents define the issue and purpose of the study: to find ways of reforming the existing norms in international law governing the principle of inviolability of diplomatic personnel and their missions. The following methods of scientific knowledge were chosen as the methodological framework for the study: systematicity, analysis, historicism and modeling. Results: the cited facts of the violation of diplomatic immunity in the Caspian states prove the general tendency to ignore the basic principles and norms of diplomatic law, or irresponsible attitude towards it. Ensuring the security of all diplomatic missions and their personnel is a high-priority task for states to protect the inviolability of such institutions and individuals. Conclusions: the study identified the problems related to the failure of a host state to comply with the obligation to provide security measures for the mission and its personnel, which makes it necessary to put proposals on amending the existing international legal norms governing diplomatic immunities and privileges. It is necessary for the authorities of the host state to have access to the premises of the diplomatic mission in order to prevent diplomats from abusing their immunities. In turn, the accrediting state could be able to use its own law enforcement officers to protect its missions and their personnel.

It will be shown how this movement used the IEI to promote and establish a particular institute in Sweden, the Swedish Institute for Educational Psychology (SPPI), an institute that came to re/produce a psychology-laden educational termino-logy directly affecting Swedish curricula for years to come.

Personalized radiation treatment is an important goal in radiation oncology. As a result, one of the main challenges in radiobiology today is predicting a patient's tissue radiosensitivity so that a personalized treatment can be tailored to that individual. For the first time since 2016, a group from the Institute of Oncology and Radiology of Serbia has begun performing translational research in the field of radiobiology. The aim of these studies is to identify molecular markers important for the prediction of radiosensitivity as well as the occurrence of toxic effects of radiotherapy. In the past five years, significant international cooperation has been established with the Radiogenomic Consortium, as well as leading European and world experts in this field. Also in this period, several significant and promising results in this field were published, and a Laboratory for radiobiology was established at the Institute of Oncology and Radiology of Serbia.

Abstract:
The article introduces into scientific use two letters requesting restoration of the Institute of the Peoples of the North (hereinafter - Institute), which functioned in Leningrad in 1930–41. The first letter was written by former students and teachers of the Institute and addressed to the Minister of Education of the RSFSR. The second letter was written by corresponding members of the Academy of Sciences of the USSR and addressed to the Chairman of the Council of Ministers of the USSR J. V. Stalin. Thematically these sources belong to the problematic field of the history of the Institute of the Peoples of the North, which played a leading role in training cadres from among the indigenous small-numbered peoples of the North, in developing alphabets for their unwritten languages, and in the economic and scientific study of the North. There are noteworthy differences in accents of former employees and those of external experts. The first letter underscored the practical role of the Institute in training personnel for the North, while the second argued the importance of studying the North and the impact of the Institute’s publishing and educational activities. However, despite these weighty reasons and recitation of creative, academic, and practical achievements of the Institute’s students, professors, and graduates, the appeals came to nothing. The status of a separate institution was not returned. The Institute continued its existence in form of faculties and departments in other educational institutions. Thus, the letters are drawing a line on the independent history of the Institute, while describing its main achievements. The published documents have been identified in the State Archive of the Russian Federation (GARF). The text is transmitted with preservation of stylistic and linguistic features in accordance with rules of modern spelling and punctuation. Necessary explanations for better understanding of the historical context are provided in the footnotes. Of particular importance is commentary preceding the publication of the documents, which characterizes the place of the Institute's activity in the development of the North in the 1930s.

The annual (2000–2005) analytical reports on the study of armed conflicts, their prevention and control, as well as of global and regional trends in the development of military expenses can be considered another achievement of this kind. These reports were prepared at IMEMO together with the Stockholm International Peace Research Institute (SIPRI). IMEMO’s accomplishments include the fundamental work “Transitional Economy: Theoretical Aspects, Russian Problems, International Experience”. In this research, the theoretical problems of the transitional economy were deeply investigated with an emphasis on the achievements of world economic thought, international and accumulated Russian experience of transitional processes was analyzed. The IMEMO scientists were involved in comparative analysis of the influence of new factors (globalization, information civilization, integration processes, international terrorism, etc.) on modern Russia and foreign countries. Along with theoretical research, the Institute regularly prepared analytical materials and expert opinions for the Administration of the President of Russia, the Government, the Federation Council and the State Duma. The IMEMO employees took part in the preparation of materials for the annual messages of the President of Russia to the Federal Assembly, gave their recommendations on military reform and updating the Foreign Policy Concept of the Russian Federation. The Institute was engaged in constant monitoring of the economic and internal situation in various regions and major states of the modern world. The focus of IMEMO analysts was the foreign policy of the United States, the European Union countries, the states of the Middle East, Central Asia and Latin America, as well as the Asia-Pacific region. This ongoing work was carried out in various departments and sectors of the Institute. The author presents the directions and main results of the work of these scientific departments. In general, one of the indicators of the overall performance of IMEMO in 2001–2006 are 256 monographs, collections of scientific papers, conference materials, brochures and reports published by its employees. During these years, the results of current work began to be posted on the IMEMO website.

The Bhaktivedanta Institute was established in 1976 as a research branch of ISKCON, the International Society for Krishna Consciousness, popularly known as the Hare Krishnas. This article examines the history and ongoing activities of this institute as it has shaped ISKCON’s official religion-science discourses. Early Bhaktivedanta Institute documents are compared with data gathered from a 2019 Bhaktivedanta Institute for Higher Studies workshop. While the Bhaktivedanta Institute’s media initially described science and scientists as malign forces, the 2019 workshop disclosed more complex stances towards biological evolution and scientific researchers. Consequently, this article illustrates the ways in which a contemporary branch of the Bhaktivedanta Institute has attempted to reconcile ISKCON’s worldview with modern science, while also distancing itself from the movement’s previous science-religion conflict narratives.

Abstract:
This article examines interactions between diplomatic representation, state bureaucracy, and rhetoric in early modern diplomacy. It analyzes manuscripts in the hand of the poet Andrew Marvell, which he wrote as secretary to the Earl of Carlisle’s 1663–64 embassy to Moscow. The manuscripts show how a battle over diplomatic ceremony and honor unfolded into disputes over the forms and decorum used in a lively exchange of diplomatic letters and written complaints. These texts were edited, translated, and published for English and international audiences by another embassy secretary, Guy Miège. The article traces the afterlife of the embassy letters in print, arguing that Marvell and Miège became central agents in shaping how the embassy was perceived at home and further afield. The wider context of public diplomacy drew from the secretaries’ considerable skill in framing diplomatic letters for consumption by different audiences. Early modern ambassadors performed rituals of sovereignty, symbolizing status and rank, but the complex art of diplomatic image-making was also directed by lower-ranking embassy personnel. Examining the relationship between bureaucratic practices and the performative nature of diplomacy, this article shows how secretaries exerted significant influence on the reception of early modern diplomatic relations.

ABSTRACT:The 1910 International Town Planning Conference is rightly seen as a major moment in the development of modern urban design. It drew together more than 1,000 architects and planners from across the world. At first sight, the conference consequently appears to provide further evidence for the importance of transnational town planning networks in this period. This article, by contrast, highlights the domestic agendas which underwrote the event. It shows that the conference was considerably less successful and less international than has previously been argued. It thus stresses the limitations of the town planning movement: underscoring the continued importance of national differences and national debates.

Abstract:
This is an important work from a scholar who has already made wide-ranging contributions to our understanding of modern Chinese literature. With Love-Letters and Privacy in Modern China, Bonnie S. McDougall now adds a valuable study of its most prominent figure, Lu Xun (1881–1936), contributing in particular to the fast-growing scholarship on the private life of this modern icon. Her study focuses on his relationship with Xu Guangping (1898–1968), the student who became his partner, mother of his son, and for three decades after his death, editor and memoirist. Two wider aims, named in the title, are to examine love letters as a literary genre and privacy as a social variable. Such research performs the task of bringing Chinese data to issues of general concern. The matter is not just a territorial one. As the author says of investigating privacy in modern China, “privacy is a human rights issue: deny a sense of privacy . . . , or claim that it is substantially different, and we deny the people of that culture basic rights of association and communication” (p. 209).

Abstract:
The issues of the formation of the institute of corporate control and its development in the practice of international companies have been of considerable scientific and practical interest since the 30s of the last century, in the zero years of the XXI century, due to a number of circumstances, there was a decrease in interest in these studies. In the last decade, there has been an increase in the attention of economic scientists to the development of this institute. This is due to an increase in investment activity in the mergers and acquisitions market, an increasing number of corporate conflicts between company managers and shareholders, and increased volatility in capital markets. Currently, in the context of the formation of a new paradigm of Russian investment policy, the study of modern institutions of the market economy, the study of the practical experience of the effective activities of international foreign and domestic companies, including the study of corporate control processes, has great scientific and practical value. The authors of the article have repeatedly addressed this topic. For example, in 2021, an article «The economic nature of escrow accounts in the practice of international companies» was published on the pages of the journal «Industrial Economics», which presented some theoretical and practical aspects of the use of these payment tools for the assignment of corporate control. In this scientific article, the scope of the research of the institute of corporate control has been expanded, the authors have analyzed the theoretical provisions that reveal its essence and principles, and the practice of applying corporate control in the activities of international companies operating in the field of healthcare is presented.

Abstract:
The article is devoted to the analysis of the formation and development of academic research in the field of international law at Koretskyi Institute of State and Law. Organizational origins of international law started with the creation of the state and legal sector in the system of the National Academy of Sciences of Ukraine in 1949. Special attention is paid to the role of the outstanding student of international law in the creation of the Institute of State and Law, organization and implementation of legal research, in particular in the field of international law and the formation of the relevant scientific school. The objective development of international law in the second half of the 20th century was conditioned by the necessity of ensuring the international legal activity of Ukraine in the international arena, as one of the founding members of the United Nations. At this stage, the efforts of Koretsky and his associates were directed at the theoretical substantiation of the international legal standing of Ukraine, the study of the problems of the codification of international law, its sources, and the relationship to the internal law of states. The results of fundamental research in the field of international law contributed to the recognition of Ukrainian scholars to international legal science. Koretsky was recognized as one of the world’s leading figures and attracted by the international community to practical international legal activities in specialized United Nations bodies. He entered history as one of the founders of the Universal Declaration of Human Rights. In the 1950s and 1960s, the development of Ukrainian international law was characterized by the active formation of its scientific school, the most prominent representatives of which were M. Mikhailovsky, N. Ulyanov, V. Sapozhnikov, etc. Their research has laid the foundation of the modern school of international law. The article analyzes their main works and theoretical positions that have become the patrimony of international legal science. During the 1970s and 1980s, the development of international legal science in Ukraine were characterized by the growth of its scientific potential, personnel growth of the school, expansion of the range of research. Since 1984, the position of Head of the Department of International Law and Comparative Law of the Institute has been held by V. Denisov, who ensured the organizational and methodological framework for studying relevant problems of international law. With the proclamation of Ukraine’s independence, the main tasks of the national science of international law are aimed at studying the problems of the implementation of the sovereignty of Ukraine. Over the past three decades, the results of research by scientists of international lawyers of the Institute have become dozens of individual and collective monographs that identified the main trends in the development of science of international law at the present stage. Today, the scientific school of international law is represented by such doctors of law as V. Denysov, V. Akulenko, O. Kresin and candidates of jurisprudence O. Didkivska, O. Pereverzeva, I. Protsenko, K. Savchuk, A. Smolii, M. Surzhinskyi, L. Falaleyev. A special attention in the article is devoted to the analysis of organizational and scientific activities of the directors of Koretskyi Institute, namely academicians B. Babiy and Yu. Shemshuchenko. Keywords: international law, school of international law, Institute of State and Law, scientific researches, international legal activity, stages of development of the school of international law.

Abstract:
This article provides an understanding of a metric system and a standard that describes a universal, international language of measurement. Essentially, all units created in modern times are metric in every country of the world, including the United States. The evolution is coordinated by an international committee in which the United States has participated since 1875. The modern system of measurement is properly called SI, not metric. Individually, they measure such basic physical quantities as length, mass, or time. Alone or in combination, they let mankind measure anything. Many derived units can be expressed in more than one form, but professional use usually settles on a single convention. The degree Celsius is an alternate name for the Kelvin when a temperature increment is meant. It is also a name that designates a temperature on the Celsius scale. If each symbol is written according to the SI rules distinguishing between uppercase and lowercase letters, and between the Latin and Greek letters—it will be intelligible anywhere, regardless of the script and language a nation uses.

Abstract:
The Institute has long examined overseas developments in order to understand better domestic macroeconomic dynamics. The organising principle for much of the postwar period was simply the impact on net trade with an implicit view on whether the exchange rate was at an appropriate level and, as such, the external sector was viewed as a constraint on domestic activity. Increasingly integrated factor markets in the modern era of globalisation means that the overseas sector plays a fundamental role in the evolution of both aggregate demand and supply in the UK economy and it is increasingly hard to disentangle the overseas from the domestic sectors. It is not so much that we should reverse this integration but more how to design policy to limit any undesirable consequences on regional and income distribution, as well as aggregate fluctuations in activity.

Abstract:
The problematic issues of the functioning of the institution of citizenship in the modern conditions of formation and development of global constitutionalism are studied. Ways to modernize the constitutional and legal institution of citizenship are proposed. The need for comprehensive improvement of the constitutional and legal regulation of citizenship issues is emphasized. It is noted that the modern content and nature of the institution of citizenship, which was formed under the influence of international legal standards after the Second World War, in the late twentieth and early twentieth century under the influence of globalization and interstate integration processes have undergone some changes. After all, the content of the constitutional and legal category of citizenship has acquired features and functional properties that go beyond traditional intoxication. First of all, citizenship ceases to be perceived as an exclusive link with one state in its mutual rights and responsibilities, and also ceased to be monopolized with the category of sovereignty of a particular state. Given the objective and established trends in the formation and development of the institution of citizenship change, there is a need for scientific understanding of the accumulated theoretical and methodological knowledge about these phenomena, as well as real experience of legislative constitutional and legal regulation of the organization and activities of state bodies. strengths and weaknesses of regulations governing public relations in the field of citizenship, the adoption of effective regulatory technologies, approaches and methods of legislative support, as well as the application of comparative approaches to the analysis of legislation in the field of citizenship, which will identify, specify and eliminate gaps legislation, outline practical conceptual areas for its improvement.

The Institute of extradition is one of the most important areas of international cooperation in the fight against crime, since this tool ensures the achievement of the fundamental principles of the criminal process, which include: the restoration of the rights of the victim violated by the crime, the application of fair punishment to the criminal, despite the differences in the legal regulation of this issue in the jurisdiction of different States. However, should the legal regulation currently, this institution does not have, and therefore the activities of law enforcement agencies in this part cause certain difficulties. The article analyzes some features of the legal regulation of the institution of extradition in the criminal process of the Russian Federation, identifies current problems of theory and practice of application. In addition, the author suggests ways to solve the problems of legal regulation of this institution. Attention is focused on the need to make changes not only to the legislative framework, but also to modernize the extradition mechanism itself.
