Malaria continues to kill some two million people a year, half of whom are young children. We have no vaccine, the parasite has become resistant to the most effective drugs, and elimination of the mosquito vector through spraying with insecticide is being questioned. Yet research on malaria is — at last — being funded reasonably well. What has been achieved? Scientists gathered at the All India Institute of Medical Sciences (AIIMS) in New Delhi from 13-15 February 2003 to discuss these issues. Because many antima-larial strategies work at the cell surface (see the abstract on Membranes as future therapeutic targets) it seems appropriate to give readers of Bioscience Reports: Molecular and Cellular Biology of the Cell Surface an opportunity to catch a glimpse of the current situation through the (unedited) abstracts of the invited speakers.

This publication completes the readers' acquaintance with letters written by the historian and professor of the St. Sergius Theological Institute in Paris A. V. Kartashev to his friend G. I. Novitsky, who lived in New York. The historian focused on preparing for the publication of his final works, “Essays on the History of the Russian Church” and “Ecumenical Councils”, which he wrote and dictated during the summer vacations. No less space in the letters was given by their author to traditional questions - about the financial condition of the institute and the peculiarities of training students in it, as well as about the relationship of its professors with the hierarchs of the West European Exarchate of Russian Parishes of the Patriarchate of Constantinople. The text of the letters is brought into line with modern spelling standards while preserving some features of the author’s spelling of individual words and punctuation. Comments include data on newly mentioned persons, and information on re-meeting ones can be found in previous journal publications for 2016-2019.

AbstractThis chapter discusses the value of a capability approach in historical research on older people. Historians are generally focused on studying continuity and change over time. Their research often aims at explaining how and why certain phenomena appear and take different shapes. Capability is a way of capturing an individual’s ability to live a meaningful life, or a life that they perceive as good. A modern analytical tool such as the capability approach can be used for visualising historical patterns, even though individuals’ values of well-being change over time. In that sense, historical studies of individuals’ capabilities, or functions, can add another perspective to this theoretical framework.Old newspapers, biographies, diaries, letters, novels and government reports make it possible to understand which capabilities individuals and societies have valued for older citizens at different times. The meaning of functions differs over time and is dependent on several factors, such as gender and economic conditions, as well as social and civil status. This also means that conditions for a phenomenon such as retirement change over time, but they also differ depending on people’s previous life conditions. In this article, we explore these things using two different examples. Firstly, we discuss how Selma Lagerlöf, a woman with high social status, arranged for her retirement. The second example shows how women with low economic status struggled to retire at the time when universal pension reform was being implemented in Sweden.

Gogol’s letters to his schoolmate G.I. Vysotsky are of great importance for Gogol’s biography research. Three of them were written in 1827, when Gogol was in the 8th form of the Nizhyn gymnasium, and Vysotsky, who graduated in 1826, served in Ministry of Finance in St. Petersburg. The letters have already reflected the peculiarities of Gogol’s literary style. The history of the letters’ autographs can be traced by means of marks and stamps on them, as well as by publications and archival materials. Two letters (dated January 17 and June 26, 1827) were first published in 1854 by P.A. Kulish, who then handed over autographs to O.M. Bodyansky, whose archive was later partially acquired by A.A. Titov. After his death the letters were received by the State public library, from where in 1929 they were transferred to the Institute of Archeology of the Academy of Sciences of Ukraine, and in 1955 they were transferred to the Institute of Literature of the Ukrainian Academy of Sciences, where they are kept now. A copy of Gogol’s third letter to Vysotsky (dated March 19, 1827), now in the Russian state archive of literature and art, was sent to Gogol’s biographer V.I. Shenrok from Nizhyn by I.I. Tsekhmistrenko in 1887. However, it was published for the first time not by Shenrock, but by S. Manukhin in the newspaper “Russian Courier” on May 9, 1888. In April 1890 the manuscript got into the library of the University of St. Vladimir in Kiev. The professor of the University P.V. Vladimirov published and commented on the text of the letter, indicated the addressee, gave a paleographic description in the work From Gogol’s school years... (1890). Now the autograph is kept in the Institute of Manuscripts of Nat. library of Ukraine.

Abstract Kafka first encountered the question of (in)attention while still at school, in psychology lessons which acquainted him with Herbart’s dynamic theory of the mind as the site of competing forces, and attention remains a besetting theme in his life and work. In his diaries and letters, Kafka bemoans his own wavering concentration, eroded by insomnia and the demands of work, family, and relationships, and yet in the reports he produced for the Workers’ Accident Insurance Institute, the instability of attention is cast as a statistical constant, as the inevitable product of the modern working environment. A very different picture emerges in his fiction. His earlier protagonists are chronically distracted, and even minor instances of distraction bring about disastrous consequences. In his later texts, in contrast, Kafka turns to the downsides of attention, and texts such as ‘The Burrow’ (1923) explore the (self-)destructive nature of excessive vigilance.

AbstractGNSS frequency transfer (FT) based on precise point positioning delivers instability values down to sub-10−16 between two modern receivers. In the present study we investigate the technical limits such receivers impose on FT by means of a dedicated experiment at Germany’s national metrology institute (PTB). For this purpose, four geodetic receivers, two of the same type each, were all connected to one single antenna and fed by the highly stable UTC (PTB) frequency signal. Since all error sources affecting the satellite signals are the same for all receivers, they cancel out when forming receiver-to-receiver single differences (SDs). Due to the fact that the remaining SD carrier phase ambiguities can be easily fixed to integer values, only the relative receiver clock error remains in the SDs. We assess the instability of three different receiver combinations, two with the same receiver type (intra-receiver) and one with different types (inter-receiver). The intra-receiver pairs reach lower instability values faster than the inter-receiver combination, which is in part caused by the different signal tracking modes of the receivers. To be specific, the 10−18 instability range was only reached by the intra-receiver pairs, whereas the inter-receiver combination already hits its noise floor at about 1.5 ⋅ 10−17. In addition, our analysis of using different observation type combinations only shows small differences regarding the link instability.

Abstract:
The paper aims to consider Cardelli collection of antiquities as a minor example pertaining to a mechanism of emulation and social ascent of the great 17th-century collections of antiquities in Rome. With this mind, we can see the reflection of the debate between the two opposite ideals of iudicium and ingenium. The oscillation between these two poles of philological practice is reflected on what has been defined by I. Faldi as the “mystification of the ancient.” One of the major representatives of this new stream was Orfeo Boselli, a pupil of Cristoforo Stati and François Duquesnoy, who restored the Dionysian reliefs preserved in the Cardelli palace in Rome. Accordingly, both ancient and pseudo-antique works will be presented along the transcription of archival texts from the Cardelli Archive kept in the Capitoline Historical Archive in Rome that are relevant to the acquisition, cataloguing, and restoration of the objects.

The National Institute of Science, Letters and Arts founded by Napoleon in 1810, ‘regenerated’ in 1838 by the Emperor of Austria Ferdinand I, who renamed it Imperial Regio Istituto Veneto di Scienze, Lettere ed Arti, was created to represent the top of a complex system of studies and knowledge management. Promoter of scientific and technological innovations, it boasts Italian and foreign corresponding members, guaranteeing a national and international dimension that was then sanctioned also by the new Italian Kingdom: the Reale Istituto Veneto, in fact, was placed, by rank and official recognition, among the national Academies of the pre-unitary States called to form the various higher councils of Public Education. The Institute also provides the State and local administrations with advice on specific cultural or technical issues, relating to higher education programmes or land management, on topics ranging from meteorology to public health, to hydrological, but also on linguistic issues, and organizes periodic exhibitions of artefacts and machinery to encourage innovation in agricultural and industrial production.

Abstract:
The paper proposes a mathematical model of the concept of grapheme, the main purposes of which are to formulate a strict definition of the concept of «grapheme» and to highlight the overall structure of images of the same characters. The construction of the grapheme is based on a continuous skeletal approach, which involves the construction of the skeleton of a binary image of the symbol with its subsequent regularization. We also use the constructed model for the problem of text recognition on a digital image. For this purpose, features based on vertex positions in the grapheme model are extracted from the model, and the classifier is trained on these features. It determines which class the grapheme selected from the binary image of one symbol belongs to. We also consider the method of processing the input image with text for better selection of characters, lines and words. The experiments show the performance of the proposed grapheme model. The classification algorithm shows results comparable with modern methods of text recognition.

The problem of changes in modern Russian education is analyzed in the article. Extent of consent with this or that point of view staticizes the potential of communities of education that appears in the form of the social capital. Authors emphasize value of an educational role of institute of education as culture translator as in the course of education, comprehension of the world of people gets own perception of this world, the system of estimates of this world, the system of coordinates, including valuable. The cultural background which the person perceives in the course of education gives the chance already more multilaterally to perceive also modern reality, and itself in this reality

Abstract:
This report provides methodologies and processes of data enrichment and enhanced accessibility of Waterborne Commerce and Statistics Center (WCSC) maintained databases. These databases house tabular and statistical data that reports on The U.S. Army Corps of Engineers (USACE) Civil Works Division National Waterway Network (NWN), which geospatially represents approximately 1,000 harbors and 25,000 miles of channels and waterways. WCSC is a division of The Institute for Water Resources (IWR). They have been tasked with the international collection, maintenance, and archival of all records involving commercial movements and commerce that occur on federal waterways. The current records structure is a large, tabular dataset and limited to the systems and processes put in place prior to the computing standards and capabilities available today. Methods have been tested and utilized to bring the tabular datasets into an optimized, modern geospatial network and expanded upon to create a higher resolution than previously maintained by the WCSC. This report will expand upon the applied methodologies to optimize data queries and the overall enhancement of the data system to allow for linkages to various other sources of information for commerce data enhancement for decision support assistance.
