Abstract:
The article explores the essence of multiculturalism and its place in the politics of the European Union. This article looks at aspects of the impact of migration flows on countries of the world and world politics. It reveals the scope and main directions of international labor migration. The purpose of the article is to investigate the economic indicators of the countries most affected by irregular migration flows and to develop practical recommendations for improving the mechanisms of employment in international relations. Analyzing and summarizing the results of scientific works and research of domestic and foreign scholars, the tendency of characteristic changes of multiculturalism as part of cultural relations was considered. Several consequences of international labor migration from different countries are described. The importance of multiculturalism policy for international economic relations has been proved. Particular attention is paid to the problems and prospects of multicultural policy development in EU countries. After studying international organizations, we may freely say that their international legal personality is undeniable, while their role in international law and international relations is of great importance. For that reason, this paper is dedicated to one type of such organizations - to regional organizations, that is, to the European Union as one of the most important international organizations of the kind. Although the European Union was created with the goal of connecting and integrating European countries and its nations, today it plays one of the leading roles in world politics. The paper follows the concept and types of regional international organizations, as well as emergence, development, characteristics, values and goals, and the institutionalism of the European Union. Today, undeniably, the European Union plays one of the leading roles in international political, economic, strategic, geopolitical, cultural and social relations.

Abstract:
The essence of international business, its active development and expansion, that influence the integration of economic systems and intensification of business relations between countries, are considered. The attention is paid to the international market of the European Union, first of all to Polish-Ukrainian cooperation due to the modern development of international business. The importance of the development of trade and business between Ukraine and Poland is determined, taking into account close relations in the field of economy, politics, culture and historical connections. The legal framework between Ukraine and Poland is substantiated, which ensures the proper development of bilateral cooperation at the level of strategic partnership and emphasizes the presence of an active dialogue between countries. The main agreements between Ukraine and the European Union, which influence the economic cooperation between Ukraine and Poland, are considered, taking into account Polish membership in the EU. The implementation of special projects by the European Union to support the development of Polish-Ukrainian cooperation is determined. The increase of the intensity of economic exchange between Ukraine and Poland, the active development of trade and investment in various spheres of business and the growth of economic indicators are determined. The peculiarities of the development of the small business sector and its influence on the stabilization of socio-economic processes between European countries are substantiated, emphasizing Poland's experience in development of the small business as a driving force on the way to economic integration. The main aspects and characteristics of international business between Poland and Ukraine are determined and the main differences in doing business in these countries are revealed, emphasizing the perspectives of development.

Abstract:
The position of small and medium size countries in international context has been studied. The main criteria of power in international relation is still the military and economic force, despite the fact that the size and resources of a country is not equivalent to its actual international influence. With the imposition of Vilsonian principles and with the creation of UN, the position of small and medium size countries has been somehow improved. It becomes even more favorable in the context of a well defined State coalition, which provides with some additional instruments of power. The European Union is the best example of a coalition providing a good framework for small and medium countries. In this article, six specifics mechanisms providing additional influence to small and medium size countries of the EU have been identified. They include the specificity of the EU legal system, decision making, the functioning of the EU bodies, the process of 'europeisation' etc.

Abstract:
Purpose – The aim of this paper is to analyze the adjustment of relations between the EU and ACP countries to multilateral requirements. Design/methodology/approach – Has been carried out an analysis of the previous situation, the reasons and the result of the adjustment. To do this, they have been pursued literary and documentary sources. Findings – The European Union's relations with the ACP countries have changed drastically. Now there is no unity of action of ACP, and the relations with the EU relations are atomized. Originality/value – The submitted article summarizes and critically analyzes the evolution of the European Union's relations with ACP countries. The relationship with the ACP has been historically and currently lost its specificity, so it is diluted in the context of the external action of the European Union.

Abstract:
The European Union pursues on the international scene to safeguards its values, support the rule of law, foster the sustainable economic, social and environmental development and support the integration of all countries into the world economy including through the progressive abolition of barriers on international trade. Trade agreements are used as an effective tool to this end. Within its present external action, European Union tries to cover its trade relations regionally homogenously. Through regionally homogenous trade agreements, Union can export its values, principles, and rules easier, which is also a way of strengthening its position geopolitically. This paper analyses trade agreements concluded between the European Union and candidate countries from Western Balkans. All these agreements recognise the accession to the European Union as their final goal. To achieve it, candidate countries need to fulfil various conditions, including the approximation and harmonisation of their legal orders with the EU acquis. Just recently (in November 2020), Western Balkans countries' leaders announced the creation of Regional Common Market which shall serve as a tool for approximation with European Union's Internal Market Rules. To this regard, author analysed the European Economic Area, where the export of European Union's Internal Market Rules was successfully realised, and which might therefore serve as an example for pre-accession cooperation between Western Balkans countries and European Union. Author chose the area of public procurement as a model case study.

"On 16 April 2020, the Organisation for Economic Co-operation and Development (OECD) released preliminary figures according to which the collective Official Development Assistance (ODA) from the European Union (EU) and its Member States to developing countries amounted to 75.2 billion in 2019, representing 55.2% of global assistance. The EU and its Member States therefore maintain their position as the largest international aid donor. In spite of the vast amount of resources spent annually by the EU, there is widespread perception that the EU punches below its weight. Notwithstanding the undeniable positive impact that the EU external policies have on the ground, the EU’s role in international development remains mostly invisible. This paper presents the perception of the EU and EU’s policies abroad and makes the case for the necessity of an integrated and fully coordinated EU Public Diplomacy (PD) capable of communicating effectively and strengthening EU’s role as a global actor. It argues that culture has a substantial potential in Europe’s international relations, making the case for the necessity of an integrated and tailor-made EU Cultural Diplomacy. This paper shows that culture is a worthwhile investment in driving economic growth. Failure to capitalise on this would be a huge missed opportunity for Europe. This article examines the extent to which economic or political factors shaped government preferences in the reform of the Economic Monetary Union. A multilevel analysis of European Union member governments’ preferences on 40 EMU reform issues negotiated between 2010 and 2015 suggests that countries’ financial sector exposure has significant explanatory power. Seeking to minimize the risk of costly bailouts, countries with highly exposed financial sectors were more likely to support solutions involving high degrees of European integration. In contrast, political factors had no systematic impact. These findings help to enhance our understanding of preference formation in the European Union and the viability of future EMU reform.

Abstract:
In modern conditions, the external economic relations between countries of the vanguard and periphery are becoming increasingly controversial and ambiguous. Undoubtedly, the problem of inequality between the mentioned groups of countries has been always acute, and many schools of economics have been working on a solution of this question. This problem has escalated after the first wave of the global economic crisis (2008–2009). Despite everything, countries of the vanguard continue to promote principles of the neoliberal model through international organizations and financial institutions, which turned out to be unviable due to numerous reasons. The article deals with economic and trade relations between countries of the vanguard and periphery within the European Union, problems and controversies of their interaction and provides with a prediction of further development of the integration group. It may definitely be said that the liberalization of the external economic relations between partners has led to the increase of inequality among them, deepening of structural problems in countries of the periphery and to the stifling of their social and economic development. On that basis, the reasons of transformation of the European Union in context of the modern global instability have been outlined, as well as two groups of country outsiders in this association. The article shows that countries of the South and Central and Eastern Europe have found themselves in a financial bondage to the core countries and that their further membership in the EU will lead to even more harmful consequences and to a deep transformation of the whole EU.

The European Union and the Black Sea Economics Cooperation countries are geographical neighbors and important trade partners. Greece, Bulgaria and Romania have a cross-membership in both organizations. The paper analyzes trends and structure of trade relations of the EU and BSEC countries. The EU trade with the 12 BSEC countries is about 640 billion dollars. The BSEC countries with the EU membership or a custom union with the EU have more intra-industry trade with the EU than other BSEC countries. International tourism is an important component of the trade in services between the regions. Following the review of the factors of international tourism demand, a gravity model for tourism arrivals is presented. The model considers demand in the country of origin, international tourism capacities in destination countries and distance. The analysis helps to determine under-traded and competitive destinations in the BSEC countries for the EU travelers. Greece is the most efficient in attracting the EU tourists. Finally, country-specific differences in demand factors are considered.

Subject. This article considers the foreign economic relations between the member States of the European Union and the industry structure differences in their national economies. Objectives. The article aims to develop principles and approaches to the advancement of foreign economic relations between the European Region countries based on the research of Swedish economist G. Myrdal. Methods. For the study, I used historical, logical, and dialectical approaches, and a scientific abstraction method. Results. Based on the concept of international economic integration proposed by G. Myrdal, the article transforms the principles of economic relations between partner countries. This helps take into account the interests of peripheral countries operating in integration groups dominated by the world's vanguard countries. Conclusions. The proposed principles of foreign economic relations between the countries can help assess regional economic integration from a different perspective. These principles need to be implemented through applying a mechanism of industry cluster consolidation.

Abstract:
European integration and the identification of obstacles to full membership in the European Union. Design/methodology/approach: The methodological and theoretical basis of the article is the fundamental provisions of economic theory, the works of scientists and economists in the field of international economic relations and integration. Findings: The article explores the problems of Ukraine’s integration into the EU. The study analyzed the attitude of Ukrainians towards European integration, identified the main arguments for and against accession to the EU countries, as well as the main internal and external threats of the integration process. It has been determined that in recent years the proportion of the population that has supported Ukraine’s accession to the EU has significantly increased. From the integration into the EU, Ukrainians primarily expect to expand the space of their own capabilities and the country's internal development in accordance with modern world trends. It is concluded that the population considers a high level of corruption in the country, problems in the Donbass and the inefficiency of public administration as the main obstacles to this process. Most residents of Ukraine consider it necessary to implement European reforms, but the consequence of their implementation has identified significant problems in terms of their real social effect. It is determined that Ukraine in some macroeconomic indicators lags significantly behind the EU countries, continues to lose its position in the global ranking of countries in terms of economic competitiveness, and remains one of the poorest countries in Europe. A significant problem for the development of Ukraine is the labor migration of the population and, in particular, the increase in the number of illegal migrants - Ukrainians in Europe. The main achievements in the implementation of the Association Agreement between Ukraine and the EU are analyzed and the main threats to the further European integration are identified. It is concluded that Ukraine needs to develop its own “action plan” for the possibility of realizing national interests, taking into account the interests of the parties involved in the integration process. Originality/value: The mood of Ukrainian society, the current position of the state, the main obstacles and priorities that Ukraine faces on the way to the EU have been analysed in detail.

The article analyses how Maghreb countries’ involvement into the global economy, international trade and investment activity, particularly with France and European Union in general, affects their attempts to modernize their economy and to what extent they are efficient. Algeria, Morocco and Tunisia have made many steps towards closer integration with Europe, along with certain measures aimed at loosing the barriers for trade with the African continent, including trade relations inside Maghreb itself. However, their economies still hugely rely on the demand of the European market and foreign direct investments coming from the North of the Mediterranean Sea. Another point of great importance is the migration from these countries to EU, which also has a serious impact on their economic development. While liberation of trade and strengthening ties with the developed countries were expected to boost the local economies, improve their technological level through fostering production activity, and induce knowledge spill from multinational corporations to North African companies, the actual result yet does not seem so bright. Currently, Maghreb countries are stuck at their role of either exporters of crude materials like Algeria, or outsource producers of spare parts for particular European high-tech manufacturers who seek here cutting production costs by using the opportunity of paying lower salaries than in developed countries. The role of three Maghreb countries in international economy is, however, significantly different, although they are all dependent on their ties with their former common colonial metropole, France. Investigation of the factors that curb getting benefits from the involvement in global economic activity, as well as nuances of economic development in each of the three countries inside the international context, is the focus of the article.

Abstract This article explores the regulatory framework of reference of economic cyber-espionage in Europe, with a particular focus on the V4 region (comprising Slovakia, Hungary, Poland and the Czech Republic) and taking Hungary as a case study. Europe Union member states, including the V4 countries, are particularly exposed to economic cyber-espionage, because of the advanced know-how of the companies based therein. Under international law, there exists no uniform approach to the matter; also at the European Union level, the legal framework appears rather fragmented and the same holds true at the national level and within the V4 group, where each country has adopted its own relevant regulation. After a general overview of the relevant international and EU regulatory framework of reference, this article overviews the modus operandi of the V4 and examines its approach to economic cyber-espionage, with a special focus on Hungary as case study. As already remarked at the European and international levels, cybersecurity policies and regulations, including those regarding economic cyber-espionage operations, should be drafted in coordination among states; the V4 group can become a privileged platform of discussion to advance in the regulatory harmonisation of the issues at stake.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Abstract:
The article analyzes the peculiarities of Ukraine’s foreign trade with other countries, including the EU countries. The development of foreign trade is important for the analysis of the economic situation of the country, reflects the attitude of the world’s countries to domestic production. The trajectory of foreign trade development is determined. It forms reserves for increasing the level of international trade relations and increases the competitiveness of Ukrainian production. The dynamics of changes in the geographical and commodity structure of international trade in goods and services during 2018-2020 is given, the share of the European Union in foreign trade, which is a key trading partner of Ukraine, is determined. The main groups of goods and services exported and imported by Ukraine are studied. The main reasons for the decrease in foreign trade turnover are substantiated. In addition, it was established that the main partner countries of Ukraine in international trade are China, Poland, the United States, Germany and the EU countries. The important component of Ukraine’s foreign trade is international trade in agricultural products. The article presents statistical data on the commodity structure of agricultural exports with the EU countries. Ukraine’s relations in the field of trade in agricultural products became important after the signing of the Association between Ukraine and the EU, which ensures the irreversibility of Ukraine’s European integration and it is priority for socially important reforms. It is studied that in order to improve Ukraine's foreign economic trade with the European Union, it is necessary to implement measures to modernize key export-oriented sectors of the economy, improve cooperation with other countries, pursue effective foreign economic policy, and strengthen the position of domestic manufacturers in foreign markets of goods and services. It is noted that cooperation with the European Union is one of the main priorities of Ukraine’s foreign economic policy. The article presents ways to improve Ukraine’s foreign trade and directions of improvement of foreign trade activity.

Of the Sixth Republic's many policies, the northern policy is most successful. The term, "northern policy" includes all the diplomatic activities and policies to improve relations with the communist countries-the Soviet Union, China, and other East European countries. There are some backgrounds in implementing this policy. In domestic dimension, weak legitimacy of the Sixth Republic and nationalistic desire for reunification of divided nation became a significant background. Economic difficulty-especially the stagnation of exports can not be overlooked as well. From international perspective, Gorbachev's new thinking and change of American Foreign policies are a significant background. As everyone knows, northern policy gives rise to noteworthy achievement in many fields. But there are also various obstacles to implementation of northern policy. South Korea has legal obstacles, such as a security law and various political obstacles. Political and economic situation in socialist countries raises serious problems. International political situation is more or less helpful to implementing northern policy. Drawing upon the above-mentioned obstacles, I would like to suggest how South Korea should approach socialist countries. First, the existing alliance system in Northeast Asia should be taken into account. Second, due attention should be paid to the national interest of all countries concerned. Third, South Korea should not seek isolation of North Korea by pushing nothern policy. There are other ways to approach socialist countries, but I emphasize non-governmental contacts.

Abstract:
Emigration flows and their relations with economic development can be observed through different aspects, where one of the important questions is the role of the remittances, and transfer of foreign money to home countries. The objective of this study is to investigate the impact of remittances on economic development in Central and Eastern European countries. A review of previous research on the role of emigration and the impact of remittances on economic development is presented in the first part of the paper. This is followed by panel data analysis. The analysis covers the period after the enlargement of the European Union (EU) in 2004 till the nowadays. The results confirm the positive and statistically significant influence of personal remittances on the economic development of the new EU member states, as well as the positive and statistically significant influence of final consumption, gross fixed capital formation, external trade balance, and foreign direct investments. The positive influence of remittances on economic development should be observed with caution, regarding that remittances are the results of emigration and also are connected with the unfavourable effects of emigration. This study adds to previous research about the significance of remittances in the economies of the new EU member states.

Based on the analysis of the data, the article argues that due to the presence of a powerful resource base, the subjects under consideration have all the opportunities for the development of the economy at a high level. Cooperation with foreign partners, well-chosen development priorities, projects to improve the transport infrastructure can make this macro-region one ofthe largest economic giants in the world.

The paper covers the issues of dialogue and cooperation between ASEM countries in the conditions of growing mutual international interdependencies and changing conditions of cooperation at the global level. It presents the ASEM countries which are taking steps aimed at deepening mutual relations. The paper shows one of the many aspects of mutual cooperation. The total trade between the parties is discussed, with a particular focus on the trade in textiles under ASEM. The time range includes the latest available statistics for the period 2013–2016. The data analysis provides the basis for verifying the thesis that the European Union countries import more textiles and clothing than they export to Asian ASEM countries.

When the European Economic Community, the forerunner of the European Union was formed in 1958, it was agreed that the new integration would be a tariff union with common tariffs toward third countries, but also that it would have a common foreign trade policy. As the Union's executive body, the European Commission is responsible for proposing and implementing foreign trade policies. However, the main subject in creating foreign trade policies still remains the Council of Ministers as the EU's main decision-making and legislative body. The Commission negotiates trade agreements with outside countries on behalf of the Union. However, on foreign trade issues the Commission must report to a committee (the "133 Committee"), which assists the Commission in the course of the negotiations and before becoming valid all agreements must be ratified by the Council of Ministers. The Commission ensures that the European Parliament is kept quickly and fully informed at all stages of the negotiation and conclusion of international agreements, in such a way as to enable the Commission to take account of the European Parliament's view, but its role is purely consultative. The EU is trying to establish closer partnership relations with the USA through establishing transatlantic marketplace. However, as the EU is becoming a respectable economic power, an increasing number of trade disputes arise between the EU and the USA. The EU is trying to establish a closer relationship with the European countries since they are candidate countries for EU membership. However, some of them are closer to the membership than others. Therefore the agreements that the EU conclude with certain groups of countries differ among themselves. The EU has special relations with the countries in Africa the Caribbean and the Pacific, former European colonies, that have been granted a preferential treatment allowing preferential trade with the EU. Close relations have been established with countries and regional groups in Latin America as well. The EU has become a significant factor in international economic organizations. However, in order to become an economic power as respectable as the USA and Japan and to give strategic support to its companies in global competition, the EU must integrate politically as well.

The paper discusses the dynamics of current relations between the United Arab Emirates (UAE) and the United Kingdom (UK) and prospects following Britain’s exit from the European Union (“Brexit”). It debates their bilateral relations and policy interests in these links. The article looks at the vital role their political, economic, and security interests play in their relationship. It poses the question of whether the form and shape of relations between both countries will remain critical post-Brexit and the reasons for pursuing this policy track. It provides an overview of investment links as the UK is considered one of the primary destinations for UAE foreign investments through its sovereign wealth funds or private investors. It also examines defense cooperation between the two countries with the UAE being an important customer for the UK’s defense industry. The paper provides an insight into the opportunities and challenges Brexit could create for the UAE and the UK in the fields of economics, security, and defense. It explores the role of the European Union in the bilateral relations post-Brexit. The article highlights the importance of both countries on the world stage in the context of the UK government’s strategy to prioritize its relations with the UAE and the Gulf region.

This paper uses the economic policy uncertainty and total import volume of 20 countries including the United States and China and the European Union from 2007 to 2021 and related data, and uses a fixed-effect model to study the impact of economic policy uncertainty on import trade. The results show that internal economic policy uncertainty significantly inhibits import trade, while global economic policy uncertainty has no significant impact on import trade. Maintaining good international relations with other countries and avoiding trade frictions is a Sensible way to promote import trade.

Consumer globalisation is a fundamentally new stage in modern economic development. The Internet and digital technologies are becoming key drivers of consumer globalisation. To assess these processes, a quantitative evaluation method was developed that distinguishes consumer globalisation twofold — actual and potential. The example of the EU countries was analysed for consumer globalisation. The results obtained allow concluding that consumers in countries with high per capita income and higher prevalence and availability of Internet technologies are more globalised. The highest growth rates of globalisation were noted in countries with basically low globalisation indicators — among consumers in Cyprus, Bulgaria, Greece, Slovenia and Romania. There are differences between the EU countries in the intensity of globalisation processes due to different levels of economic development, different provision of infrastructure and information and communication technologies. The assessment of consumer globalisation showed that consumers of all EU countries in 2018 became more globalised in comparison with 2014. The results obtained make it possible to speak with confidence about the beginning of a new stage of economic globalisation, which will be determined by new technologies and consumer networks. The research findings contribute to the better understanding of the ongoing globalisation processes. The consumer globalisation index can serve as a tool for studying the involvement of consumers in international relations, exploring the potential for these relations’ development, as well as the differences in consumer globalisation between different countries, particular regions within the same country and between various social groups of population.

The paper scrutinizes the peculiarities of organizing the international economic statistics in the context of globalization. It has been proven to be essential to rethink and reevaluate general problems of organizing the international economic statistics at the methodological level with the purpose of enhancing the reputation of Ukraine in the international arena. Ukraine’s choice of strategic direction towards the integration into the European Union actualizes the scientific discourse related to defining the conceptual foundations of state management of foreign economic activity, ensuring the implementation of customs policy of the state in accordance with the Association Agreement between the European Union and Ukraine. Notwithstanding certain achievements with regard to the implementation of provisions of the Association Agreement between the European Union and Ukraine in recent years, the country still requires a significant improvement of processes related to the activities of government authorities in the sphere of foreign economic activity, their interaction with stakeholders, improved governance over such processes. Indexes of leading ratings affirm the significance of intensifying such processes. The indicators of the «Global Competitiveness Index» and the «Index of Economic Freedom» in EU countries and Ukraine have been analyzed within the scope of the paper. It has been established that the impact of factors which serve to calculate these Indexes displays a considerable dependence on the efficient government regulation over its foreign trade and, correspondingly, state management of foreign economic activity of Ukraine in the context of European integration. The work comprises substantiation for the necessity to improve government regulation in the sphere of macroeconomic indicators which are included into international comparison ratings. According to other ratings such as the «Index of Economic Freedom», the «Corruption Perceptions Index», among all EU member states Ukraine maintains the lowest indexes, which testifies to its current condition as the one which requires the implementation into the activity of government institutions of the best practices and tools originating not only from EU countries but also from the countries with highest rating indexes and most advanced practices of reforming the system of public relations in the sphere of foreign economic activity.

The digital assets'legal status in the European Union is analyzed both at the central level as well at the level of such EU members as Malta, Romania, Germany. Among the countries that geographically belong to Europe, but are not members of the European Union, Switzerland and the United Kingdom are considered in this aspect. The authors also reviewed the most important issues of cryptocurrency regulation in the largest economy in the world - the United States. The Asian region is represented in the study by the jurisdictions where digital assets are most widespread (China and Japan). The main conclusion is that the Republic of Moldova should develop the balanced approach to legalizing the new sphere of socio-economic relations by taking into consideration both positive and negative experience as well as the best legal practices of other states in this field.

Abstract The economic activity of a country is achieved both by domestic activity and by international economic and technical-scientific exchanges. International commercial activity is a necessary one nowadays. This is because there is no state capable of performing an autarchic activity. Regardless of of the technical, scientific, resource, and level of development, any state needs to participate in international economic, technical and scientific exchanges. Through international economic exchanges, the need for resources, means of production, labor resources or goods and services is completed. Also in this economic activity of international exchanges is realized the capitalization of surplus production, goods and services, surplus fixed capital, which is offered for export or as a possibility of cooperation in international projects. Thus, the activity of international exchanges is a necessity for each state. Under the conditions of the European Union, in which Romania is a member, there are a number of facilities and in this respect they are being implemented or are being implemented under the European Directive on trade without borders. In this respect, between the Community countries, in the exchange of goods and services, protection measures such as the import tax are no longer practiced and VAT is no longer charged. The international economic exchanges are a significant role in the final result materialized in the level of gross domestic product achieved in each period of time. The countries that import and do it to supplement domestic needs means that they spend part of the value realized in domestic activity to make imports. The exports are made with surplus goods and services that go to other states. In the European Union there are intra-community economic exchanges, complemented by extra-community international economic relations. The authors have studied this aspect and have found that intra-community economic relations have developed more intensively than non-EU economic relations over the last period. In other respects, states are grouped into two categories, ie states with surplus international economic relations, ie states that export more than imports and the second group, countries with activities in the international deficient relations, which imports more than just exports. Comparison between exports and imports results in net exports that may be a surplus or deficit. Romania has always been a deficit country since 1990 and it has to be analyzed in the sense that, due to the difference in favor of imports, part of the gross domestic product made in Romania diminishes with this deficit. The authors, by analyzing this data, highlight how the activity of international economic exchanges has evolved.

Most of the data that is collected through library research, online data retrieval, and documentation, data were then analyzed with a theoretical approach to dealing with International Relations. The results showed that the Turkish government has made progress in meeting the criteria candidates are awarded by the European Union, Turkey showed promising economic growth, recorded during the year 2004-2008 Turkish economic growth averaged 7%. The economic upheaval of a country is one of the reasons for the formation of an international organization, namely the European Union. The goal of the European Union itself is to promote through the community the harmonious, sustainable development of economic activity, steady improvement, rapid improvement of living standards, quality of life and closer relations between member states. This research has a problem formulation consisting of the transformation of EU law into law in the member states of the European Union, the transformation of EU law in the UK, and a challenge as a legal effort related to the transformation of EU law in the UK according to International Organization Law. This study uses a normative juridical research method. The results of the research on the transformation of European Union Law into National Law of member countries, namely by establishing Regulations, Directives, Decisions that must be applied in member countries. EU law has the supremacy of overriding the National Laws of member states. The transformation of European Union Law in the UK began with the agreement of the European Communities Act 1972 which was the UK's ratification of EU Law. Challenge as a legal remedy related to the transformation of European Union Law in the UK is permitted under Articles 230 and 232 of the European Union Agreement, namely by submitting a complaint to the national court in accordance with the time specified to carry out the challenge, this challenge action can end with an amendment. The conclusion of the research is the transformation of European Union Law in member countries in the form of Regulations, Directives, and Decisions. The European Union Law Transformation in the UK is regulated through the European Communities Act 1972. Challenge as a legal remedy related to the transformation of EU Law in the UK is allowed in order to create a good implementation. Suggestions related to research is that it is better to ensure that the transformation of European Union Law has been implemented as intended. The transformation of EU Law in the UK should ensure that UK National Law can be waived in the event of a conflict with EU Law which is immediately effective. Conduct in-depth negotiations, ask for opinions from representatives of each member country so that unity is achieved to facilitate the implementation of European Union Law in member countries and minimize challenges to European Union Law.

Since the early 1990s, European integration has become increasingly differentiated. Analysing the conditions under which member states make use of the opportunity to opt out of, or exclude other countries from, European integration, we argue that different explanations apply to treaty and accession negotiations, respectively. Threatening to block deeper integration, member states with strong national identities secure differentiations in treaty reform. In enlargement, in turn, old member states fear economic disadvantages and low administrative capacity and therefore impose differentiation on poor newcomers. Opt-outs from treaty revisions are limited to the area of core state powers, whereas they also occur in the market in the context of enlargement.

Abstract:
The problems of trade and economic relations between West African countries and the European Union have been considered in the article in detail, a brief description of the Economic Community of West African States has been given. The essence of relationships between West Africa and the European Union based on the papers, both foreign and domestic researchers in the field of security, regional economic development and integration etc. has been disclosed. The historical path within the framework of international legal documentation that preceded the signing of the Economic Partnership Agreement has been described. The conducted study was based on the analysis of the cost dynamics of exports, imports and trade balance, their structure has been briefly adduced. The main negative aspects faced by West African countries in connection with the implementation of the Economic Partnership Agreement, in particular tariff restrictions, the ban on the use of export taxes, which undermines the national sovereignty of the Economic Community of West African States, have been revealed. Nevertheless, the signed Agreement will allow West Africa to actively integrate into world trade, improve the economic and demographic situation, while the overall trade tariff will remain at the same level.

Abstract:
Lithuania among other 10 Central and Eastern European countries joined the European Union on 1 May 2004. A lot of forecasts about transformations in international trade relationships had been discussed; overall shift towards the EU had been expected. The paper aims to verify what actual effect newly imposed trade regulations have. Presented elaboration of discussed issue would be performed in the following sequence. At first, trade structure by product groups of trade between Lithuania and Belarus in the years 2000 and 2005 would be juxtaposed. Volumes of import and export would be considered respectively. Changes in trade regime would be taken into account. Adopted approach allowed us to trace which changes in trade regime impacted trade character and which not.

Abstract:
Although the relationship between military expenditures and economic growth is well documented for the old members of the European Union, empirically little is known for the new members. Thus, the goal of this paper is to investigate the economic impact of military expenditures in Central and Eastern European countries employing panel cointegration and causality methods for the period 1993–2013. Findings indicate that the variables in question do not move together in the long run and the direction of causality in the short run is from economic growth to military expenditures. The implications of the results for international relations are discussed.

Abstract:
From its beginnings in 1922, the foreign policy of the Soviet Union has pursued one overriding objective : the preservation of the empire. This policy's dialectic is in conformity with the Soviet doctrine which holds that international relations are but relations of production. Soviet foreign policy has always sought international legal guarantees to protect the conquests of empire and socialism. Ideologically, the U.S.S.R. has always been opposed to the idea of European unity. European integration has traditionally been viewed by the Soviet empire as the ultimate endeavour of capitalism prior to the latter's final crisis. This basic policy option had been adopted by the socialist countries of Europe. From 1922, when the Soviet Union had accorded the E.E.C. de facto recognition, several countries of Eastern Europe had expressed their respective attitudes with regard to European integration. The Helsinki and Belgrade C.S.C.E., the final result of which was only a diplomatic declaration, emphasized the idea of East-West cooperation. European cooperation, deriving from a compromise between economic "necessity" and political "illusion," should provide practical results rather than ideas. De jure recognition of the E.E.C. by the U.S.S.R. and the Eastern Europe countries also constitutes an important element of East-West relations. The 1980s will reveal whether or not the hostility of the countries of Eastern Europe with respect to European integration has definitely been replaced by cooperation free from ulterior ideological motives.

International legal-business transactions, on the other hand, are of particular importance, especially in the continuum and intences of political-economic globalization and integrations of the countries with more developed economy in different international structures such as European Union, etc. Legal regulation of sales transactions in international relations is, above all, practised with CISG, United Nations Organization Convention on International Sale of Goods which is extraordinarily important for the well-being and progress of international sales.

Povzetek Strateško tekmovanje Evropske unije s Kitajsko je postalo povsem resnično. Kitajski vpliv v Evropi je ekonomski in geopolitičen. Kitajska je postala gospodarski tekmec, ki si prizadeva prevzeti vodilno mesto na področju razvoja tehnologij, želi pa tudi uveljavljati svoj model družbene ureditve in vladanja. Močnejša kitajska ekonomska prisotnost, kulturne in medijske aktivnosti ter dejavnosti vojaške diplomacije so orodja, s katerimi Kitajska uveljavlja svoj vpliv v odnosih z državami v Evropski uniji in v tistih na njenem obrobju. Najpomembnejši izzivi v odnosih med Kitajsko in Evropo so neuravnoteženost naložb v korist Kitajske, prevzemanje evropskih podjetij, predvsem tistih, ki upravljajo strateško pomembno infrastrukturo, ter povečana dejavnost kitajskih oboroženih sil v mednarodnem okolju. Ključne besede Evropska unija, Kitajska, strateško tekmovanje, varnostni izzivi. Abstract The European Union's strategic competition with China has become a reality. China's influence in Europe is both economic and geopolitical. China has become an economic competitor striving to take the lead in technology development, but it also wants to assert its model of social order and governance. China's stronger economic presence, cultural and media activities, and military diplomacy activities are tools with which China is asserting its influence in relations with countries in and around the European Union. The most important challenges in China-Europe relations are the imbalance of investment in favour of China, the takeover of European companies, especially those that manage strategically important infrastructure, and the increased activity of the Chinese armed forces in the international environment. Abstract:
The growth dynamics of international exchange and capital flows is conditioned by the efficiency of the international monetary system whose basic task is to provide for international liquidity and smooth international payments. The tendencies in international economic relations in the time of globalisation have determined further directions for the development of the international monetary system. The breakup of the Bretton-Woods System initiated the establishment of a new European monetary system with the aim to stabilise the exchange rates and improve further process of integration and international economic relations. In this research paper we have pointed out to the fact that economic interdependence of souvereign countries leads to coordination of macroeconomic policies, and that it can motivate monetary integration within the monetary policy. The objective of this research paper is to emphasize the stability of the international monetary system as a prerequisite for sustainable growth of national economies and monetary union. The contemporary international monetary system is characterised by the trend of reduced number of national currencies, as this is a logical conseqence of increasing European integrations, but also beacuase of significant economic advanatages. Simultaneously, the costs of the euro changeover and introduction of a common currency are lower if economic performances of member countries mutualy converge.

Abstract:
The Eurasian Economic Union (EAEU) positions itself as an open integration formation and considers the cooperation with external partners as a key feature of its functioning. However, while it is developing a growing network of trade agreements in the framework of a Great Eurasian Partnership, it faces difficulties in establishing a formal dialogue with a neighboring integration formation – the European Union (EU). In this article we propose to analyze political causes of such “non-recognition”, conditioned by the context of political tensions between Russia and the EU countries and by the perception of the EAEU as a tool for promotion of an integration model, alternative to the European one. The article offers recommendations to enhance the dialogue between the two integration unions, oriented at strengthening of objective economic prerequisites for EU ‒ EAEU cooperation, as well as at the formation of the EAEU identity, separate from the identities of its member-states.

The multi-vector course of our Republic's foreign policy allows us to pursue a balanced strategy with the international community.The First President of Kazakhstan N.Nazarbayev defined the long-term goal of forming and maintaining constructive relations with thecountries of the near and far abroad. The institutional reforms carried out allowed the European Union toassign Kazakhstan the status of a country with a market economy. The foreign policy of the Republic ofKazakhstan is aimed at implementing a competitive economy,attracting foreign investments that meetnational interests.Kazakhstan has achieved success in the regional economy and participates in global projects, joined the World Trade Organization, is building fruitful and constructive ties with the European Union, the OIC and other international organizations.Kazakhstan's cooperation with the countries of the Near and Middle East has many aspects. Within the framework of one monograph, it is impossible to explore different issues of relations between the Republic of Kazakhstan and the BSV, which have many directions. Perhaps this will be the task of further scientific research.

The scientific interest of the development of the theory and practice of cooperation of Central European countries of the Visegrád Group in the context of modern European integration processes is important for developing and implementing the strategy of foreign and domestic policy in European countries and Ukraine at the modern stage. At the beginning of the XXI century, under the changes in the geopolitical situation on the European continent, the countries of Central Europe (full members of the European Union) build a new operating system of international relations and accordingly continue to delegate some of their powers to suprastate institutions of the EU. The purpose of this scientific study is to determine paradigmatic aspects of European integration processes, modern threats arising in the EU, prospects for the interaction of EU countries, and to form a new format of cooperation of Ukraine and countries of the Visegrád Group. The aim of the creation of the alliance of the Visegrád Group (1991) was the desire to contribute to the construction of European security architecture and economic cooperation through the effective cooperation within European institutions. The whole activity of the Visegrád Group is aimed at strengthening stability in the Central European region. Risks in the economic sphere and strengthening of Euroscepticism are considered traditional for the EU functioning. In view of signing the Rome Declaration in 2017, the EU threats and challenges for the short-term (2018–2020) include: hybrid consequences of the aggression of the Russian Federation in Ukraine, European migrant crisis, a series of terrorist acts in European cities, unpredictable policy of the newly elected US president D. Trump in relation to the European security system, strengthening the position of far-left and far-right political forces in European states, Brexit and its consequences, in particular, risk of domino effect in other member countries of the Union. Therefore, we consider it appropriate to carry out system analysis of key relevant challenges and threats to the EU for 2018–2020 and to consider interconditionality and interdependence of problems that may affect the EU future. Given the defined trends, development and economic stability of each state are strategically important, however, special attention in this context should be paid to the analysis of the development of large countries of the European Union, such as Poland, Czech Republic, Slovakia, and Hungary. V4 countries are characterized by sustainable economic growth. If to analyse the Visegrád Four as a single national state, then the Visegrád Group is the fifth largest economy in Europe and the 12th in the world. The authors consider it too simplistic to define the essence of the Visegrád alliance only as a consolidation of the efforts of Central European countries for the sake of “returning to Europe” through Euro-Atlantic integration. In the modern dimension of events, the interaction format V4 + Ukraine is much more complex and more promising than it appears. Since joining NATO and the European Union in 1999 and 2004 by the Visegrád Group (i.e. Central European countries) geopolitically changes the status of the Central European Region, transforms bilateral and multilateral relations of Central European countries – full members of the EU with Ukraine. Moreover, this changes the system of relations within the Visegrád Four, as well as with other member states of the European Union.

Abstract:
Introduction. The research work defines the current significance of international sanctions, examines the types of sanctions, the goals of their imposition and the consequences for the international system. As an example, anti-Russian sanctions and retaliatory measures are being analyzed, as well as their influence on relations between the states. In the study an assessment of the development of Russian-German cooperation in various fields before and after the imposition of sanctions is given.Methodology and sources. Such research methods as analysis, synthesis, comparison, statistical methods are used in the research work. Import-export relations between Russia and Germany are analyzed in the paper.Results and discussion. Russia incurs heavy losses from sanctions compared to the European Union. Anti-Russian sanctions do not contribute to the development of free international trade. The European Union is having difficulty maintaining transatlantic economic relations. The imposition of US extraterritorial sanctions is detrimental to German and other European companies. Both European countries and Russia have internal problems, which are aggravated by the sanctions confrontation.Conclusion. Despite all the existing problems and obstacles that stand in the way of bilateral relations, there are positive trends in them. Russia and Germany, in general, have adapted to the sanctions regime. Anti-Russian sanctions will probably not be lifted in the short term.

Abstract:
This study aims to see the impact of the Russo-Ukrainian war on the European Union economy. It uses a qualitative descriptive method. This method answers research questions requiring an explanation and understanding of social activities due to the war. In this descriptive research, we evaluate aimed to evaluate the impact of the Russo-Ukrainian War on the European Union Economy. The results of this study indicate that the European Union's economy was greatly affected by this war, starting from the disruption of trade relations between Russia and the European Union in all fields, especially in the energy sector, to the creation of high inflation rates in developing countries. With this, of course, the economy and stability in the European Union will be interrupted and causing an economic crisis in many European countries.
