This dissertation presents a new approach to structuring global diversity for a large number of urban water systems, so that trends observed in a small number of cases can contribute to a more general understanding of the spectrum of contemporary sustainability challenges faced by cities around the world. The two-part approach first uses a large number of cities (large-n, i.e. n = 142) to identify a typology which is used to guide the choice of two cases (small-n, i.e. n = 2) for further analysis. In the first part of the approach, I compare a large number (large-n) of urban water systems. Simple profiles of key attributes of urban water supply and demand-population (N), water use intensity (WN), and net annual water balance data (qNet)-are assembled from common global databases. Univariate and bivariate methods are used to identify global trends. I introduce two new indicators that benchmark urban water use intensity against climatic availability: the Water Use and Climate Index (WUCI, with units of m²) and the Potential Self-Sufficiency Ratio (Rss, unitless) and find that 65% of cities in the study have Rss >/= 1. I then use exploratory statistical clustering algorithms to identify six type of urban water systems profiles, ranging from small, wet cities with low WUCI and high Rss to large cities with high water use intensity, high WUCI, and lower Rss. In the second part of the approach, I demonstrate the use of that typology in framing case study choice for small-n international comparative analysis of urban water systems. I choose Los Angeles and Singapore from Type 4, which have large populations and high water use intensity but different climates. I apply univariate and bivariate methods to identify trends over time in water system profiles of LA and Singapore. Calculating WUCI and the Potential Self-Sufficiency Ratio for the two cases provides insight into historical behavior and future targets. Finally, I use these results to construct simple simulations to assess past behavior and future targets.

Full textThe achievement of a negotiated settlement in South Africa and the negotiation of a new constitution in the mid-1990's piqued the interest of students of conflict resolution and constitutional politics throughout the world. Similarly, numerous failed attempts to achieve a package of amendments to Canada's constitution have attracted the attention of scholars seeking to explain why the attempts have failed and where Canada's future lies. The purpose of this study was to compare the negotiations that took place in both South Africa and Canada to explain why South Africa succeeded in negotiating a new Constitution, whereas Canada has been unable to amend its Constitution despite repeated attempts. The study applied the social-psychological model of negotiation and bargaining to both cases and isolated variables in four areas to allow for a comparative analysis. The four dimensions of negotiation and bargaining that were explored were: (1) structural factors, (2) behavioural dispositions, (3) interdependence factors, and (4) social influence strategies. The data used for the comparative analysis was collected through a review of selected literature produced on the South African and Canadian constitutional negotiations.

Full textThe aim of this study is to investigate to what extent foreign aid rents and natural resource rents can be compared with respect to their impact on economic growth. For this purpose, the direct impact of both economic rents on GDP growth, as well as their impact conditional on the quality of the institutional environment is assessed in cross-country and panel contexts. A natural resource curse is indeed identified in countries with poor institutional quality, however results regarding the impact of international aid rents are ambiguous.

Full textŠios disertacijos tyrimo objektas – vežėjo civilinės atsakomybės institutas, reglamentuojamas dviejų skirtingų tarptautinės teisės aktų – 1951 metų Tarptautinio krovinių vežimo geležinkeliais susitarimo (SMGS) ir 1999 metų Vienodųjų tarptautinio krovinių vežimo geležinkeliais sutarties taisyklių (CIM). Pirmoje dalyje analizuojamos SMGS sukurtos vežėjo geležinkeliais civilinės atsakomybės sąlygos. Antroje dalyje nagrinėjamos vežėjo civilinės atsakomybės pagal CIM nuostatas sąlygos. Atskirai išanalizavus CIM bei SMGS aktų turinį, trečioje disertacijos dalyje vertinama šių tarptautinių dokumentų esminiai panašumai bei skirtumai atsakomybės reguliavimo srityje. Disertacijoje koncentruotai pateiktas minėtų aktų palyginimas laikantis darbe naudojamos struktūros, t.y. atskirai palyginamos vežėjo civilinės atsakomybės sąlygos. Ketvirtojoje dalyje aptariami CIM/SMGS bendrojo važtaraščio bruožai, jo taikymo praktika, teisinės prezumpcijos, galimybė naudotis elektronine važtaraščio forma bei galimų pretenzijų nagrinėjimas. Penktojoje dalyje nagrinėjama galimybė sukurti bendrą CIM/SMGS teisinę sistemą, kuri ne tik suderintų šias konvencijas tarpusavyje, tačiau ir įtvirtintų naujas teisės normas, atsižvelgiant į kitų vežimo būdų (oru, jūra, keliais) tarptautinį reglamentavimą. Šioje dalyje koncentruojamasi į pasiūlymus dėl būsimo vieningo akto tarptautiniuose pervežimuose geležinkeliais, akcentuojant teisinės civilinės atsakomybės reglamentavimą.

Full textResearch in the area of 21st century learning suggested the American public education system lacked educational preparation for students to compete in a global/connection economy. The United States performed lower than other nations on the Programme for International Student Assessment (PISA) 2012 reading performance. However, the United States had a higher number of 21st century skills and knowledge embedded in the curriculum. The 21st century skills, referred to as the 4Cs (collaboration, communication, creativity, and critical thinking) served as the foundation of this research. Moreover, while the United Sates performance on the PISA was no match to other developed nations; the country ranked above competitors in other international indexes such as the Global Competitiveness Index and the Global Entrepreneurship Monitor.
The researcher analyzed data using an Analysis of Variance (ANOVA), Pearson Product Moment Correlation Coefficient (PPMCC), and Chi-Square tests for independence and goodness of fit, to seek a possible relationship between the number of 21st century skills included within the 2012 reading curriculums in the countries of Finland, Singapore, and the United States and compared to reading scores measured by the 2012 PISA. For the null hypotheses numbers one through five the researcher applied a PPMCC to the data by comparing a single 4C to the score of each researched country for reading PISA results. With exception to null hypothesis three, a significant inverse relationship existed between the number of 21st century skills included within the 2012 reading curriculums and the 2012 PISA reading scores of the researched countries. Although null hypothesis three was not significant, an observable inverse relationship did exist. This study revealed when a country scored higher on the PISA 2012, the total number of 21st century skills included in the reading curriculums were lower. Additionally, students within the American educational system may benefit from increased focus on academic performance and instructional design to harness creativity and develop an entrepreneurial spirit.

Full textThis dissertation seeks to explain and understand why and how sub-State governments conduct their international relations with external actors, and how federal authorities and local governments coordinate or not in the definition and implementation of the national foreign policy.
It conducts a comprehensive and comparative study of the international relations of sub-State governments (IRSSG) in ten federal systems which are representative of all the regions of the world, stages of economic development and degree of consolidation of their democratic institutions (South Africa (Africa), India and Russia (Asia), Belgium and Germany (Europe), Canada, Mexico, and the United States (North America), Brazil and Argentina (South America), and Australia (Oceania)). It constructs a typology to measure and explain the IRSSG based on the domestic political institutions, especially the constitutional provisions relating foreign affairs and the intergovernmental mechanisms for foreign policy decision making and implementation. Based on the comparative analysis of the ten federations, an in-depth analysis of the Mexican case is done, explaining the variation in the IRSSG of its 32 federal units using economic, political and geographic variables to understand the amount and type of international activities and cooperation mechanisms. This analysis is complemented with the study of the 668 inter-institutional agreements signed by Mexican SSG, a survey applied to the public officials responsible of IRSSG in Mexico, and a case study of Mexico City’s international activities, in order to better understand the preferences, perceptions, capacities, and motivations of Mexican SSG in their internationalization.
There are ten main findings. First, there is a very important variation in the IRSSG and central-local coordination in foreign affairs worldwide. Second, there has been change in the types of central-local coordination during the last decades. Third, the most important causes to conduct IRSSG are globalization, regionalization, and decentralization. Fourth, the democratization variable is a relevant cause for increasing IRSSG in all countries with democracies in process of consolidation; however, it is not as important in the cases of consolidated democracies. Fifth, the predominant motive to conduct IRSSG is to promote local economic development; another important reason is the management border issues; cultural motivation is only relevant in cases where there is cultural variation between SSG. Sixth, institutional creation and building is the norm between SSG to coordinate their international relations; SSG have created ministries or agencies to conduct their international affairs, however, the size, resources, activities and level of consolidation varies considerably between cases. Seventh, there is considerable variation in the international activities conducted by SSG. Eighth, a rationalization of national foreign policy is observed, as the federal government allows SSG to conduct international affairs in those areas where they have powers. Ninth, all countries make a difference between foreign policy (considered an exclusive power and responsibility of the federal government, which includes high politics issues), and international relations or affairs (which include those areas in which SSG have powers, mostly low politics issues). Tenth, all inclusive cases are developed and consolidated parliamentary democracies; all the complementary cases are presidential systems with developing democracies in consolidation (with the exception of the United States); and, the exclusive types have federal systems constitutionally; however, in reality, they function in a very centralized way, practically nullifying federal institutions.

Full textExchange Rate Pass Through (ERPT) is the percentage change in a destination country’s import price given a percentage change in the exchange rate. A complete ERPT occurs when import price decreases by the same percentage as the depreciation of the exporting country’s currency and vice versa. In this paper I analyze ERPT in large and small open economies, and hypothesize that as destination economy size gets larger, ERPT will decrease. Reasons I provide to support this hypothesis are: the import share of exporters in destination economies, the demand elasticity that foreign exporters face, and the proportion of consumer demand to world demand that the foreign exporter faces. I find, with statistical significance, that ERPT decreases as the destination economy size increases. The main reason attributed to this inverse relationship is the import share of foreign exporters in destination economies. As import share of the foreign exporter increases, ERPT increases within those destination economies. Since foreign exporters have a higher chance of establishing a large import share in small economies than in large economies, they have a better chance of passing through exchange rate changes into destination country prices

Full textO presente trabalho analisa a estrutura e evolução do comércio internacional entre os países que compõem o Mercosul e o seu principal parceiro comercial, a União Europeia (2001-2016). O principal objectivo é analisar a competitividade internacional do Mercosul, relativamente à União Europeia, a um nível sectorial. Esta analise foi baseada no índice de vantagens comparativas reveladas, calculado para ambos os grupos, para 99 produtos. Os resultados foram trabalhados de forma a identificar os produtos com maior grau de atractividade. Os sectores que revelaram maior potencial foram principalmente animais vivos, vegetais, gorduras animais ou vegetais, produtos alimentares, produtos minerais, produtos da indústria química e pastas de madeira.
The present work analyzes the structure and evolution of the international trade between the countries that are part of the Southern Common Market (Mercosur) and its key trade partner, the European Union (EU), during the period from 2001 to 2016. The main goal of this work is to assess Mercosur's international competitiveness relative to the EU, at a sectoral level. This analysis was conducted with the use of the revealed comparative advantage index, computed for both country blocs, and for 99 product groups. The results were combined, in order to identify the products with a higher degree of attractiveness. The sectors that revealed higher potential to be exported were mostly live animals, vegetables, animal or vegetable fats, foodstuff, mineral products, products of the chemical industry and pulp of wood.

Full textConsumer credit has become increasingly popular in Russia over the past few years. With the rapid growth of lending to individuals and companies, the need for accumulation of credit histories and information, collection services of bad debts, and credit insurance and financing also become of increased importance.
It was found in this thesis that the larger credit limit given to corporate clients, the greater will the loss be if there is a default and the money cannot be collected. Giving credit to a small number of customers also increases the concentration of the risk.
The opportunity to diversify in consumer credit is, however, limited because of the geo-graphic concentration of the customers, and the macro economic risk cannot be elimi-nated. Credit periods in consumer credit are in general longer, leading to higher uncertainty of payment and hence higher exposure to risk. Personal relationships are not established with customers in consumer credit, which are argued to act as “insurances” in corporate credit.
Consumer credit is more common among international companies, leading to better offers and more flexibility in the service. Insurers of corporate credit have a restrictive policy with higher premiums and more administrative work, which is less attractive for companies to take on. Creditors also have to share the risk with insurance companies, often having to pay more than 15 percent of a default.
With respect to what was mentioned above, it was concluded in this thesis that the risk of giving credit to individuals does not necessary have to be higher than that of corporate cli-ents, but that the terms of the contract is more favourable for the creditor in consumer credit.

Full textWith a focus on socioeconomic issues considered important by the international students in the host nation, this study asks two research questions: How do United States and Canadian universities provide information on immigration policies that address the socioeconomic issues pertaining to international students? How are American and Canadian universities similar and different in the information they provide on immigration policies on socioeconomic issues pertaining to international students? Five universities each from U.S. and Canada that received most international students were purposively selected. A qualitative content analysis was conducted on the websites of the universities. The U.S. and Canadian universities are similar in the approach of presenting policies on employment and costs of education, and different in regard to the focus on immigration policies and international students' immigration status maintenance in the presentation of the policies. Despite presenting restrictive U.S. immigration policies, international students have selected the U.S. universities for their higher education. Conversely, the presentation of flexible Canadian immigration policies has seemingly helped in the enrollment of international students in the Canadian universities.

Full textTIMSS and PIRLS assess representative samples of students at regular intervals, measuring trends in student achievement and student contexts for learning. Because individual students are not tracked over time, analysis of international large-scale assessment data is usually conducted cross-sectionally. Gustafsson (2007) proposed examining the data longitudinally by analyzing relationships between country-level trends in background constructs and trends in student achievement. Through longitudinal analysis of international large-scale assessment data, it becomes possible to mitigate some of the confounding factors in the analysis. This dissertation extends this country-level approach to subpopulations within countries. Adapting a pseudo-panel approach from the econometrics literature (Deaton, 1985), the proposed approach creates subpopulations by grouping students based on demographic characteristics, such as gender or parental education. Following grouping, the subpopulations with the same demographic characteristics are linked across cycles and the aggregated subpopulation means are treated as panel data and analyzed through longitudinal data analysis techniques. As demonstrated herein the primary advantages of the subpopulation approach are that it allows for analysis of subgroup differences, and it captures within-country relationships in the data that are not possible to analyze at country level. Illustrative analysis examines the relationship between early literacy activities and PIRLS reading achievement using PIRLS 2001 and PIRLS 2011 data. Results from the subpopulation approach are compared with student-level and country-level cross-sectional results as well as country-level longitudinal results. In addition, within-country analysis examines the subpopulation-level relationship between early literacy activities and PIRLS reading achievement, multiple group analysis compares regression coefficient estimates between boys and girls and across parental education subgroups, and mediation analysis examines the extent that partaking in early literacy activities can explain differences between boys and girls in PIRLS reading achievement
