AbstractIn the early twentieth century, scientists at the Pasteur Institute and its colonial affiliates developed a historically specific form of bacteriological technoscience, which abstracted the human–microbe relationship from its environmental and social context, and created a model for public health governance that operated at the scale of the empire, rather than at the level of individual colonies or regions. Using a case study of tuberculosis management, this article argues that the success of the Pastorian model relied on its technopolitical vision of a universal model of managing human–microbe relations, while, in reality, exploiting precisely those fissures created by the uneven political and scientific landscape of the colonial and scientific world in which it operated. Pastorian bacteriology helped imperial administrators to imagine a globe-spanning, standardized empire, while restricting public health governance to technological innovations, rather than a proposal for social hygiene that would have expanded labour and associational rights for subject populations.

This article explores an early episode in the history of tropical medicine in colonial Lagos, British West Africa. It probes into the activities and outputs of scientists who operated within the Medical Research Institute (MRI) as a way to further complicate the agendas of tropical medicine. Scientists of the MRI undertook biomedical experimentation with a profound understanding of metropolitan and local imperatives as both determined the extent to which they contributed to popular discourses. The present paper explores the extent to which metropole-colony relations triggered local scientists at the MRI to resort to all available means, including human experimentation, in the course of ambitious scientific projects. In certain other contexts, international and local motivations converged to sway the ambivalent postures of colonial scientists to biomedical experimentation.

AbstractHow could labour be mobilized for the production of agricultural commodities in colonial lands? This question was discussed by European powers on many occasions between 1895 and 1930, within the International Colonial Institute (ICI). Three key phases and issues can be identified in these debates relating to Africa: the recruitment of Indian indentured labour (1895–1905); the recruitment and management of indigenous peoples as paid labourers (1905–1918); and the mobilization of indigenous smallholder agriculture (1918–1930). During the whole period under study, the use of constraint, and its legitimacy, appear as a permanent feature of ICI debates. Associated first with European plantations, the use of force became a means to mobilize native farmers in accordance with the conceptions of colonial administrations regarding good agricultural practices. In addition, the ICI’s vision of colonial realities evolved from an out-of-date position during the first and second phases to a forward-looking one during the third phase, albeit one quite unrealistic in the scope of its ambition.

A long story could be told about the educational institutions where young Dutchmen were trained for an administrative and legal career in the Indies. This educational process started with the foundation of the Javanese Institute (Instituut voor dejavaanse taal) in Surakarta in 1832. Ten years later this institute was closed and the training of Dutch civil servants was transferred to the city of Delft in the Netherlands. A Royal Academy for Engineers has been established in that town and was subsequently made subservient to this overseas task too. The study of language at an engineering academy reads strangely but was done for reasons of economy. In the words of the Minister of the Colonies (J.C. Baud) who was responsible for this decision: the arid and unpleasant study of Oriental languages could better be accomplished in a cold climate than in the hot climate of Java which was not at all conducive to hard work and study! In 1864 the instruction of civil servants for Indonesia was transferred to a state institution in Leiden (Rijks-instelling van onderwijs in Indische taal-, land- en volkenkunde). But the municipal authorities of Delft were unwilling to lose the young hopefuls for the Indies and their wealthy parents, many of them with a colonial background themselves, who, for the sake of the education of their children, had taken domicile in Delft after their retirement. In the same year 1864 the municipal council of Delft established a local Indies Institute (Indische Instelling) of its own that turned out much more successful than the Leiden state institute which soon disappeared. On the other hand, the training of Indies lawyers and judges became a firm monopoly of Leiden University after the passing of a new law on Dutch universities in 1876.

ABSTRACTThe publication of a new translation of Akiga Sai's History of the Tiv invites reappraisal of Akiga himself as a local intellectual. This essay presents a biographical account of this early Tiv convert to Christianity, locating his celebrated History in its social, cultural, ethnic and historical contexts, and presents a provisional narrative of his career subsequent to the publication of Akiga's Story, the version of the History edited by Rupert East. As such, it is intended as an invitation to a full biography. The essay reconstructs, insofar as sources permit, the complex relationship between Akiga, East, the Dutch Reformed Church Mission and the International African Institute that led to the publication of Akiga's Story in the form known until now, comparing that version with the complete translation. Akiga's History emerges from this re-examination as a compellingly contemporary narrative engaged with the lived experience of ethnic identification under colonial rule.

The poet Rabindranath Tagore (1861–1941) was the founder of an institution that we know today as Visva-Bharati University at Santiniketan in rural southern Bengal. The making of this institution was central to his concerns to the end of his life. He offered it as an alternative to the colonial system of education then prevailing in India. Starting it as an experimental school in 1901 he added an international university and an institute of rural reconstruction in 1921–1922. It was an education to bring city and village together by combining traditional knowledge with scientific experimentation. This endeavour is a relatively unexplored dimension of Tagore’s biography. In this presentation I shall examine how the making of this institution was a source of dialectical tension in Tagore’s life, and how he engaged with this tension in thought and action.

Abstract The Astronomic Observatory of Ambohidempona embodies both in architectural and in functional terms the very expression of Jesuit power in the Malagasy capital. This study examines the degree to which a scientific institute focusing on research in meteorology and astronomy became a power locus in the colonial context. The key interest lies in the period chosen for study, 1889–1923. Jesuit work in Madagascar considerably predates that of the colonizers (1896), because it was motivated by the struggle against Protestants, who were already well implanted. The study shows that the Observatory, by means of its double identity—Jesuit and scientific—was placed at the heart of a network of knowledge production and collaborative projects, which had local, national, and international ramifications.

Written in the backdrop of the emerging official discourse around occupational skill training in contemporary India, this article returns to the past to explain how the meanings of skill and skill training were produced through the interaction of the colonial education system and industrial actors in modern India. Using archival records, it studies the history of the Lucknow Industrial School—one of the earliest government institutes to skill Indians in various industrial trades and for the local railway workshop. The article argues that industrial training institutions, while crucial in defining and legitimizing a discourse of skill and efficiency based on the scientific and technical knowledge of workers, were subjected to the competing political and training discourses of the shop floor, financial unwillingness of the British empire to create a large infrastructure of industrial and technical education for the colony, local caste politics and aspirations of students. All these forces shaped the nature of skill transference and produced unintended results which strained the relationship between the training institute and industries. Similar conflicts and issues surround the contemporary skill programme. A historical study of skill development during the colonial era allows a better understanding of the prospect and perils of the present-day Skill India Mission.

AbstractThis thematic issue of Itinerario brings together a selection of papers presented at the international conference Beyond the Islamicate Chancery: Archives, Paperwork, and Textual Encounters across Eurasia, which was held at the Austrian Academy of Sciences in Vienna in early October 2018. The conference was the third instalment in a series of collaborations between the Institute of Iranian Studies at the Austrian Academy of Sciences and the University of Pittsburgh examining Islamicate cultures of documentation from different angles. Surviving precolonial and colonial chancery archives across Eurasia provide an unparalleled glimpse into the inner workings of connectivity across writing cultures and, especially, documentary practices. This particular meeting has attempted to situate what has traditionally been a highly technical discipline in a broader historical dialogue on the relationship between state power, the archive, and cultural encounters.

AbstractIn this article, I explore how the twin forces of imperial and entomological power allowed Britain to shape locust research and control across Africa, the Middle East and South Asia from the 1920s to the early 1950s. Imperial power came from the size of the formal and informal empire, and alliances with other colonial powers to tackle a common threat to agriculture and trade. Entomological authority came primarily from the work of Boris Uvarov and his small team of museum and fieldworkers based at the Imperial Bureau of Entomology (IBE), later the Imperial Institute of Entomology (IIE). I begin by discussing how Uvarov's phase theory of the origin of swarming changed the prospects for the control of locust plagues. The imperial gaze and networks of the IBE and IIE were suited to a problem that was transnational and transcontinental. In the 1930s, Britain was drawn into plans for international cooperation on locust organizations that met the needs of science, to give better sharing of knowledge, and the needs for science, to secure the resources for research and control. However, such organizations were only created during the Second World War, when new plagues threatened military operations, as I show in relation to the measures taken to control the red locust and desert locust. In the final section, I follow the fate of the wartime cooperation in initiatives to establish permanent control organizations. It is a story of the decline of British political power in locust affairs as the United Nations Food and Agriculture Organization and regional agencies took over. My account of British locust research and control reveals a neglected aspect of histories of entomology and imperial/colonial science, especially their international relations and the continuing importance of metropolitan research centres.

After losing the importance it had held around 1900 both as a colonial power and in the field of tropical medicine, Germany searched for a new place in international health care during decolonisation. Under the aegis of early government ‘development aid’, which started in 1956, medical academics from West German universities became involved in several Asian, African and South American countries. The example selected for closer study is the support for the national hygiene institute in Togo, a former German ‘model colony’ and now a stout ally of the West. Positioned between public health and scientific research, between ‘development aid’ and academia and between West German and West African interests, the project required multiple arrangements that are analysed for their impact on the co-operation between the two countries. In a country like Togo, where higher education had been neglected under colonial rule, having qualified national staff became the decisive factor for the project. While routine services soon worked well, research required more sustained ‘capacity building’ and did not lead to joint work on equal terms. In West Germany, the arrangement with the universities was a mutual benefit deal for government officials and medical academics. West German ‘development aid’ did not have to create permanent jobs at home for the consulting experts it needed; it improved its chances to find sufficiently qualified German staff to work abroad and it profited from the academic renown of its consultants. The medical scientists secured jobs and research opportunities for their postgraduates, received grants for foreign doctoral students, gained additional expertise and enjoyed international prestige. Independence from foreign politics was not an issue for most West German medical academics in the 1960s.

Leaving to one side the sui generis Royal African Society, which in 2000 marked its centenary with a special history (Rimmer and Kirk-Greene, 2000), the formalised study of Africa in British academia may be said to be approaching its 80th year. For it was in 1926 that the International African Institute, originally the Institute of African Languages and Cultures, was founded in London, followed two years later by the maiden issue of its journal for practising Africanists, Africa, still among the flagship journals in the African field. Indeed, the 1920s were alive with new institutions promoting an interest in African affairs, whether it be the London School of Hygiene and Tropical Medicine (1924); the Phelps-Stokes Commission reports on education in British Africa (1920-24), culminating in the Colonial Office Memorandum on Education Policy (1925); the major contribution to public awareness made by the Empire Exhibition at Wembley, however politically incorrect some of its idiom seems today; or the attention generated by the League of Nations’ Mandates Commission, the bulk of whose remit was focused on Africa and whose British representative was no less than Lord Lugard, the biggest “Africanist” of his day.

Since 2022, according to the unanimous decision of UNESCO, July 7 is celebrated in the world as the International Swahili Language Day. The article deals with a brief history of the Swahili language and its formation as a language of interethnic communication in the 19th century. In German East Africa, from the end of the 19th century, the Swahili language was officially used by the colonial administration to communicate with local officials. Until the middle of the 20th century, the English colonial administration also resorted to the Swahili language to carry out its colonial policy. In 1930, the East African Inter-Territorial Language Committee (Swahili) was created, the purpose of which was to normalize the Swahili language and enrich it terminologically. In the 1930s, Soviet linguists began to study the Swahili language, and in 1934 the teaching of Swahili began at the Leningrad State University. The rapid development of the Swahili language is manifested after the independence of the East Africa countries. Much credit for its development belongs to the Institute for Swahili Studies at the University of Dar es Salaam and the National Swahili Councils in East Africa. Public organizations for the promotion of the Swahili language in various states of Africa and beyond carry out their activities in coordination with academic institutions. Events on the occasion of the celebration of Swahili Day were held in many countries of the world, including Russia.

The article describes the life path and analyzes academic achievements of a prominent Russian scholar, historian, member of the Danish Royal Academy of Sciences, professor of the Institute of History of St. Petersburg State University Valery Evgenyevich Vozgrin (1939–2020). The works of V.E.Vozgrin are well known in all Scandinavian countries, Germany, Italy, Spain, Estonia and other countries. The authors of the article highlight three main areas in his study of the history of the Scandinavian countries: first — the history of diplomacy and international relations of the 17th and 18th centuries, particularly, the diplomacy during the Great Northern War; second — the colonial policy of the countries such as Denmark and Sweden, which has never been researched by domestic historians; third — historiographic direction in the study of Scandinavian countries, which has never been developed on such a large scale in Russia before. Moreover, the analysis of a number of large historiographical works of the researcher clearly indicates an original style of the author in considering some little-known and very complex historiographic problems. The article concludes that the research base established by professor Vozgrin for studying the history of the Scandinavian countries has laid a solid foundation for further examination of the history of the Nordic countries as well as for Scandinavistics in St. Petersburg to whose development V.Vozgrin made a considerable contribution.

Prior to the Second World War, the French government had been highhanded in its administration of the Levantine Mandates and severe in the treatment of Levantine immigrants in its West African colonies. This imperious behaviour would change abruptly in 1944. As part of their effort to rebuild French power, General Charles de Gaulle and the Comité Français de la Liberation Nationak (CFLN) sought to maintain France's longstanding position of diplomatic and cultural influence in the Levant, even after promising Lebanese and Syrian independence. With this in mind, French authorities grew more sensitive to the immigrant connection between Damascus and Dakar. In particular, the CFLN began to understand that complaints by Levantine immigrants in Afrique Occidentale Française (AOF) regarding their treatment by colonial officials had immediate repercussions on the French ‘mission’ in Syria and Lebanon. As a result, in the last year of the war – and at the direct instigation of the CFLN's representative in the Levant – sweeping policy changes were instituted to mitigate the treatment of Levantine immigrants in West Africa in order to restore France's prestige and position in the Middle East.

Richard Arthur Reyment was born of parents of English, Swedish, and Spanish descent in Coburg, Victoria, Australia on 4 December 1926. After obtaining his bachelor degree from Melbourne University in 1948 he spent several years with the British Colonial Service in Nigeria. While there he obtained his masters degree from Melbourne and a doctorate from the University of Stockholm (Sweden). His work in Nigeria led to the appointment as professor at the University of Ibadan. He returned to Sweden in 1965 with an appointment from the Swedish Natural Science Research Council. In 1967 he was awarded his DSc from Melbourne University and was appointed to the Chair of Historical Geology and Paleontology at the University of Uppsala (Sweden), where he remained until his retirement in 1991. His early studies on random events, multivariate morphometrics, and statistical analysis in geology and biology naturally led him into the quantitative aspects of his chosen profession, and whetted his desire to share these experiences with others with similar interests. This, he decided, could best be accomplished through an organization to promote quantitative methods and approaches, which led to his concept of the International Association for Mathematical Geology (IAMG). His efforts and enthusiasm resulted in the founding of the Association at the ill-fated International Geological Congress (IGC) in Prague in 1968. Reyment was elected the first IAMG secretary general and later the second president. The IAMG is affiliated with both the IGC and the International Statistical Institute (ISI). In recognition of his scientific accomplishments he was awarded IAMG's highest award, the William Christian Krumbein Medal, in 1979 and a special Certificate of Merit in 2002. Reyment's pioneering efforts have influenced a generation of geologists and paleontologists.

In the great international literature on comparative constitutional law, main theoretical observations and constructions normally been made on the ground of principle Western models interpretation. That is quite natural because the experience of established democracies in their historical and political implications formed the basis and resource of inspiration for many new nations looking forward to create the similar forms of constitutional government in spite of various cultural and social difficulties. But this approach substitute the problem by its ideal solution sometimes ignoring the whole bulk of emotions, hesitations, exaggerated hops, disappointments and interests, which are represented in regions and countries of so-called “periphery zone” of legal development acutely pressed to search their own strategy of constitutional modernization in quite different cultural and political context. This problem becomes the central point in the monumental work under review – “The Oxford handbook of Caribbean Constitutions”. The book providing a solid ground for the complex academic deliberation of one of such regions – a very specific group of countries, which formerly were part of the great European colonial empires, recently proclaimed their independence and stay in a permanent process of constitutional self-determination trying to find their proper way in legal globalization. Carefully summarizing the materials and ideas of this collective work, the author of this review article discusses some general conceptual items of this type of constitutionalism: the role of common culture and history in pre-colonial, colonial and post-colonial legal development; the impact of “colonial legacy” in formation of post-independence constitutionalism of respective countries. He reconsider the place of indigenous forms and imported imperial constitutional design in the establishment of the new constitutionalism and administrative governance; the specific trend to hybridization of different legal traditions, norms and institutes in process of their evolution and selection through constitutional amendments, constitutional jurisprudence and projects of reforms. In concluding part of this article the author summing up his vision of continuity and ruptures in legal development balance of Caribbean region in comparison with Post-Soviet region’s current constitutional transformation.

The article reviews major milestones in the history of the Communist University of the Toilers of the East (KUTV) and its role in formation of the Soviet-centric political avant-garde in some countries of the East. The creation of this educational institution was connected with the resolution of the Central Committee of the RCP(b) оf January 21, 1921 On Organization of the Eastern Courses under the People's Commissariat of Nationalities (Narkomnats), later enshrined in the decree of the All-Russian Central Executive Committee (April 21, 1921). The university firmly established itself within the vast network of international institutions of the Comintern. Although it had never been quantitatively dominant in the institute, the Sector ‘A’ (or the Special Sector, or the Inosektor, as this department for international students was known in different periods) was crucial for the development of its complex system, as the policy of the 3rd International formed the core of its activities. The modest historiography on the history of the university in the Soviet period describes its development as overcoming difficulties in on-going forward movement. A more comprehensive picture emerges in the documents from the KUTV archival fond stored in the RGASPI (fond 532). 12,000 files of the fond include about 10,000 personal files of students and teachers. They show the sinuosities of the KUTV history from its organization to high noon of its activities and to its end in consequence of the restructuring of the party education system in the USSR in 1938. The university accumulated unique experience of training almost illiterate people to become middle-ranking executives in a very short time. A considerable part of the future leaders of colonial countries passed through the university. This Comintern coordinated process secured Soviet national interests. The university also laid the basis for Soviet Oriental studies. All this does not allow to call the university a purely propagandistic institution for ‘export’ of the world revolution and prompts to look behind utilitarian ideological clich?s. The article studies its unique experience in forming the national elites of the Oriental countries, which were to become communist champions of world revolution, and thus provides a professional-level picture of the university organization and management that recognized special nature of the multiethnic student body. It introduces statistical and personal data on the graduates that prove the efficiency of the university. The study may be of interest to political technologists, who determine mode of modern universities’ interaction with the Oriental countries.

The relationship between conservation and development has undergone extensive scrutiny, primarily because of their outward antagonistic appearance. Recent work points to their complex intermingling, such as the potential economic benefits of conservation. In this article, I argue that conservation is an inherent part of the development regime. I argue this by describing conservation practices in Nagarahole Tiger Reserve that rely on scientific governance, an essential mechanism of the development regime. I trace this regime from its inception in the colonial period through forestry operations to its continuance in the conservation regime instituted post-independence. However, despite their co-evolution, this relationship is neither simple nor straightforward. I show how everyday governance draws on customary practices and experiential knowledge of local communities inhabiting Nagarahole. This aspect is devalourized in the official governance regime to the extent that these communities are disenfranchized from their lands. By establishing conservation as development, I suggest that conservation projects should be subjected to the same level of scrutiny and examination usually allocated to development projects, which are associated with exploitation, control and drastic modification of the landscapes we inhabit.

In 2021, the French publishing house L'Harmattan published a monograph entitled Darfur peacekeepers the African Union peacekeeping mission in Darfur (AMIS) from the perspective of a Hungarian military advisor. The author of the 234-page monograph is Janos Besenyo. In addition to the author's preface and the conclusion, the monograph includes six substantive chapters. In the first chapter entitled Geography and history of Darfur, the author presents the geography, climate, flora and fauna, major cities, economy, infrastructure, different nationalities, ethnic groups and religions, and the history of Darfur. In the second chapter, entitled AMIS, he focuses on the African Union's mission in Sudan I (AMIS I), in which he presents the causes of the Darfur conflict, its outbreak and the African Union’s engagement in the conflict with the African Union's mission in Sudan. This is followed by a chapter entitled AMIS II, which presents the history, structure and operation following the decision to engage additional civilian and military observers, soldiers, police officers and additional financial and other resources. The fourth chapter presents a new mission called AMIS II E or AMIS III, which is also the title of the chapter. The letter E in the acronym stands for the word “enhanced,” which implicated the enhanced character of military presence in this mission. This chapter is composed of a subchapter entitled The Foreshadow of the Fall and the additional engagement of the United Nations, followed by the UN and African Union mission in Darfur, known as UNAMID. In the fifth chapter, entitled The Support Mission of the European Union, and its four substantive subchapters, the author presents several phases of the European Union's participation in the mission led by the African Union. Chapter six, entitled Hungarian Experience, describes Hungarian experiences from the missions in Darfur. Hungary first deployed its military observer to Darfur in 2004. Hungary's involvement in the mission in Africa seems unusual, as it was the only one of all the participating countries that had no colonial history, economic or any other interests in this part of the world, and at the same time had no previous experiences. The monograph has only one drawback, and that is the fact that it is not scientific. However, this is at the same time its advantage. Besenyo was an officer in the Hungarian Armed Forces for 31 years and was deployed in Darfur in the second half of 2005. He was strongly marked by his personal experience as a peacekeeper. Ever since, he has been devoting much attention to Africa-related security topics. His return from the mission of the African Union, the European Union, NATO, the United Nations and other organisations in Darfur coincided with his doctoral studies. Both of these activities have achieved the same effect as two rivers, which merge at the confluence and gain a lot of power and speed as their flow continues. After completing his military career, the author of the monograph being a prolific writer and restless researcher became actively involved in the academic environment as a university professor at the Obuda University in Budapest. In 2019, the Africa Research Institute was established within Doctoral School of Safety and Security Sciences, University of Óbuda, headed by Assistant Professor Besenyo, PhD. Considering the amount and quality of publications on the African continent, the institute is clearly very successful. From a European point of view, Africa is a very distant continent; however, the developments in that region and their results are increasingly affecting all of us in the European Union and beyond. The migration flow, which brought many African migrants to the shores of the Mediterranean over the last decade and peaked in 2015, has significantly changed and affected all the countries along their way, especially those that migrants had chosen as their target countries. Since everyone should have the right to live at home in peace, in their own way, with their family, it would be right that they are enabled to do so. Unfortunately, climate change, water scarcity, disease, poverty, differences in culture, religion, political order and natural resources, but sometimes only individuals or smaller associations, lead to various frictions, conflicts or even genocide, as was the case in Darfur. In such cases, the international humanitarian community and various security and other organizations are usually involved to assist the helpless population. In his monograph, Besenyo presented the full breadth and magnitude of international humanitarian efforts, but also the harsh reality where all those who want to help are exactly where they need to be, but despite all their efforts, they are completely powerless. I recommend Darfur Peacekeepers to be read by all those who care about the future of all of us and our descendants, but especially by those who have the opportunity and ability to influence the security of the country, the society and the individual. The content of the book provides an invaluable insight into the experience of a military officer. It is a valuable learning resource for all of us, but especially for members of the armed forces, police and civilian institutions that lead or support the activities within international missions.

This article examines the cultural politics of bastardy in the films of Tunisian filmmaker Nouri Bouzid at a time when questions of national and cultural identity have come to the fore in Tunisia in the wake of the Revolution of Freedom and Dignity. Nouri Bouzid is the doyen of Tunisian cinema. Not only was he involved in every major postcolonial film, whether as a screenwriter, a scriptwriter, or even as an actor, but he single-handedly directed more than half a dozen films, each of which enjoyed wide national and international acclaim. His debut film, Man of Ashes, dramatizes the trauma of child molestation and the collapse of filial relations as well as the emergence of a new generation of men who seek to recast filial and familial relations beyond blood ties and familial limitations. This same cinematic pursuit is further developed in his later films with striking consistency and perseverance. At a time when the postrevolutionary public sphere is saturated with heated debates around Tunisian national identity, propelled by fantasies of purity and virile filiation, Bouzid’s bastard characters serve, the author argues, not only to warp and reclaim the political playing field for revolutionary purposes but also to remind Tunisians of the disturbing legacy of bastardy (instituted by a long history of colonial rape from the Romans to the French) to which they had been and continue to be heirs, and with which they have to reckon. Studying the rhetoric of bastardy in Bouzid’s cinema leaves us in the end with the touching yet unsparing conclusion that for Bouzid there are no Tunisians until they have assumed their bastardy.

AbstractWhen we think about the history of the international refugee regime, why is it that—with a few carefully delineated exceptions—there were no non-European ‘refugees’ until the 1950s? This article offers a critical examination of existing scholarship on the history of the international refugee regime and suggests some alternative pathways for future research. The article has three broad objectives. The first is to propose an outline for an alternative history of the international refugee regime, one in which the non-European and colonial worlds are not invisible or peripheral but rather central to the main narrative. The second is to ask what place Chinese migrants might occupy in such an alternative history of human displacement, stretching over the course of the twentieth century. Finally, this article tries to show that the period from 1945 to the early 1960s was an especially critical one in the history of the international refugee regime, one in which refugee movements bothout ofandintothe People's Republic of China were critical in generating the kinds of tensions and contradictions that emerged when the international refugee regime was transposed from Europe onto colonial and post-colonial Asia.

ABSTRACTEfforts to institute a system for the control and prohibition of khat in Kenya are examined in this article. Prohibition was introduced in the 1940s after an advocacy campaign led by prominent colonial officials. The legislation imposed a racialized view of the effect of khat, seeking to protect an allegedly ‘vulnerable’ community in the north of the country while allowing khat to be consumed and traded in other areas, including Meru where ‘traditional’ production and consumption was permitted. Colonial policy took little account of African opinion, although African agency was evident in the failure and ultimate collapse of the prohibition in the face of widespread smuggling and general infringement. Trade in khat became ever more lucrative, and in the final years of colonial rule economic arguments overcame the prohibition lobby. The imposition of prohibition and control indicates the extent to which colonial attitudes towards and beliefs about cultural behaviour among Africans shaped policies, but the story also illustrates the fundamental weakness of the colonial state in its failure to uphold the legislation.

The discovery of an official report, so far unpublished, about coolie scandals on the plantations on Sumatra's East Coast around the year 1900, motivated me to produce a full-length book on this theme. My original intention had been merely to write a short introduction to the publication of a shocking historical document. However, I changed my mind when it became obvious that proper understanding of the source required more background information on the social and policy framework within which the plantation system operated. This applied both to conditions on the estates themselves and to the evaluation of those affairs by official and non-official outsiders. The main aim of my study is to contribute to the historiography of industrial labour in Southeast Asia. However, it also analyses die linkage that came about between capitalist industry and colonial policy in a region that formed part of the so-called Outer Provinces of die Netherlands Indies.

Libya at the beginning of this century had little to offer the would-be imperialist and coloniser. The true value of Turkey's last remaining African possessions was not — despite the insistence of the Italian nationalist lobby — as a settler-colony or as a gateway to the largely illusory wealth of central Africa, but as a strategic base on the central Mediterranean. The general poverty of Ottoman Tripolitania and Cyrenaica was reflected indeed in the poverty of the literature in any language on contemporary Libya.But growing Italian interest in these territories, by 1900 almost the last parts of Africa unclaimed by any European power, generated a series of books and articles by an imperialist-nationalist lobby eager to prove the case that Italy's political, strategic, economic and social wellbeing depended on the immediate possession of Turkish North Africa. Such writings naturally generated a rather less voluminous counter-flow of material, mainly from socialist sources, putting the opposite and (as events were to prove) essentially more realistic case.The outbreak of the Italo-Turkish war in September 1911 and the subsequent Italian occupation of bridgeheads at Tripoli, Horns, Benghazi, Derna and Tobruk first brought Libya to the notice of the international press. The British correspondents who reported one or other side of the conflict subsequently produced a number of surprisingly partisan books about the war and their own adventures in it, but had very much less to say about the little-understood country and its people. With the sudden end of the war in 1912 and the outbreak of more serious fighting in the Balkans, interest in Libya quickly waned. For the next 30 years nearly all the relevant literature was to be provided by Italians, in Italian and written from a purely Italian point of view — some of it later to be destroyed in the antifascist and anti-imperialist reaction from 1943 onwards.

Abstract This paper charts communist print worlds in colonial India during the interwar period. Beginning in the early 1920s, self-declared ‘Communist’ and ‘Bolshevik’ publications began surfacing across India. Through the example of the Kirti Kisan Sabha (Workers and Peasants Party: a communist group in the north-western province of Punjab), and its associated publications, this paper will provide a glimpse into the rich, diverse and imaginative print worlds of Indian communism. From 1926 onwards, Kirti publications became a part of a thriving print culture in which a dizzying variety of revolutionary, socialist and communist publications competed and conversed with the equally prolific and rich print worlds of their political and ideological rivals. Removed on the one hand from the ivory towers of party intellectuals, dense treatises and officious theses, and on the other hand from the framing of sedition, rebellion and fanaticism in the colonial archive, Kirti publications show how the global project of communist internationalism became distinctly provincialized and vernacularized in British India.

In this article, titled ‘Controversial Views on Writing Colonial History’, Breman tries to deal with some of the ‘more sceptical and sometimes even hostile’ reactions to his book on plantation labour in East Coast Sumatra during the last decades of the nineteenth century. However, his contribution has a more important purport, as he suggests a specific way in which the history of the colonial past should be written, dismissing at the same time the approach to the colonial past undertaken by what he calls the ‘Leiden Revisionist School’.

If anything is clear to the student of the history of the early modern French colonial enterprise, it is the need for a general overview to equal Boxer's and Parry's fine volumes on the Dutch, Portuguese and Spanish seaborne empires, or George Winius' volume in the Minnesota series. Not that such volumes on the French colonies do not exist, in French. Indeed, there has not been a decade since the 1920s without some such publication. None of them, however, appears to me to be wholly satisfactory. The glorification of the French ‘mission’ characterizing the earlier works nowjars; the more recent works are more balanced, but still, on the whole, too descriptive. This is particularly the case for the Histoire de la France coloniale, des origines à 1914. While the authors responsible for the period which interests us, Jean Meyer and Jean Tarrade, have produced distinguished works on the French overseas empire, their survey remains somewhat uncritical and, at least for the seventeenth century, very thin. As to the treatment of New France, it draws on a rather unreliable series of monographies.

This article develops hitherto unexplored comparisons between the Rif War and the Algerian War of Independence. The Rif War and the colonial policy of the Primo de Rivera dictatorship have been placed in various useful comparative frames, but these have tended to isolate specific elements of the overall history, eschewing the interrelationships between processes of domestic politics, international politics, and colonial warfare. Looking beneath the major differences between the Spanish experience in the Rif and the French in Algeria, three illuminating parallels emerge: (1) the emergence of a military “strongman” with the initial support of the colonial army despite his uncertain commitment to the army’s goals; (2) an international dynamic that circumscribed any real capacity for each “strongman” to dictate colonial policy; and (3) schism on the nationalist right of each country as a result of the conflict, pitting those who favored operating within the hegemonic international framework against those who organized against that framework. Although imperfect in many respects, this comparison emphasizes interrelated processes of politics, colonialism, and national identity.

Abstract The borders between North and South quickly erode when we study the history of anti-colonial revolutions. This is perhaps especially true of France, where the Palestinian revolution has been a rallying cry in the struggle for migrant rights for the past half century. This article investigates the reactivation of anti-colonialism in the postcolonial era, tracing the decades-long “postcolonial anti-colonial” movements born in migrant circles in France, from the 1970s to the present. What happens to the notion of anti-colonial revolution when it is brought back to the metropole? How does it change when it is brought to bear on the migrant question? First posed by the Palestine committees forged by migrant workers, foreign students, and Maoist militants in the wake of the September 1970 massacre of Palestinians in Jordan, these questions have shaped discourses around migrant rights in France for the past fifty years. In conclusion, this article revisits the archive of the migrant theater collective Al Assifa as it is remediated in Bouchra Khalili's 2017 film The Tempest Society, and speculates on the current place of migration in world historical discourses of decolonization.
