Abstract:
Current studies on the mechanical abuse of lithium-ion batteries usually focus on the mechanical damage process of batteries inside a jelly roll. In contrast, this paper investigates the internal short circuits inside batteries. Experimental results of voltage and temperature responses of lithium-ion batteries showed that battery internal short circuits evolve from a soft internal short circuit to a hard internal short circuit, as battery deformation continues. We utilized an improved coupled electrochemical-electric-thermal model to further analyze the battery thermal responses under different conditions of internal short circuit. Experimental and simulation results indicated that the state of charge of Li-ion batteries is a critical factor in determining the intensities of the soft short-circuit response and hard short-circuit response, especially when the resistance of the internal short circuit decreases to a substantially low level. Simulation results further revealed that the material properties of the short circuit object have a significant impact on the thermal responses and that an appropriate increase in the adhesion strength between the aluminum current collector and the positive electrode can improve battery safety under mechanical abusive conditions.

Abstract:
A method is presented that determines the coverage of shorts (bridging failures) in digital logic circuits by internal access test techniques. These are test techniques that provide observability of circuit nodes, such as CMOS power supply current monitoring (including IDDQ), CrossCheck, and voltage contrast. Only fault-free circuit simulation is used to obtain node states. Two versions of the algorithm are presented: a simple algorithm that is suitable for use with two-state logic (0 and 1), and a more general algorithm for four-state logic (0, 1, X, and Z). The result is a set of sets of nodes, where a list of all potential shorts that could exist in the circuit yet be undetected after testing is obtained easily from the power sets of these sets; unlike other approaches the full universe of potential shorts is not generated. Experiments show that short, randomly generated sequences of test vectors detect essentially all detectable shorts of multiplicity 2 for both combinational and sequential circuits.

Abstract:
A variety of electrical apparatus used in daily life can cause fires because of internal or external factors. During cause identification of an electrical fire, the first short circuit melted marks of copper wire have been considered highly important because they are direct proofs. Additionally, overloaded short circuit caused by the overload of current due to excessive electrical usage can give rise to an electrical fire. Despite extensive research on the first short circuit in fire scenes, the overloaded short circuit remains difficult to be distinguished because of the limitation of commonly used testing methods. Conventional metallographic method is intuitionistic and simple, but may not provide detailed data of crystals such as misorientation of grains. Here a new method (electron backscattered diffraction, EBSD) is applied for identification of the first and overloaded short-circuited melted marks of copper wires in electrical fire scenes. Results show obvious morphological distinctions in melted marks of copper wires between the first and overloaded short circuits. Qualitative and Quantitative differences obtained from the contrast of the above two short circuit situations may assist for cause identification of electrical fires in the future.

Better understanding of how internal short circuit causes thermal runaway will benefit the engineering for safer lithium-ion batteries. In this study, three-dimensional (3D) numerical simulations of a 20Ah lithium battery under internal shorting condition are performed. The effects of internal short circuit area, resistance, penetration depth, convective heat transfer coefficient and internal short circuit position, on the thermal runaway are investigated with the simulations in this work. This study demonstrates that the average cell temperature is only weakly affected by the internal short circuit area, penetration depth, and position. On the other hand, the internal short circuit resistance and the convective heat transfer coefficient have large impacts on the thermal runaway propagation in the lithium-ion battery. A high convective heat transfer coefficient can effectively suppress the thermal runaway propagation. However, such a high convective heat transfer coefficient is hard to achieve at the cell surface.

Визначено осьові зусилля в деформівних елементах механічної системи, утвореної двома простими осциляторами з розташованими на одній осі безінерційними пружинами і твердими тілами, звязаними паралельними стержнями, на які діють відмінні у часі зосереджені аперіодичні осьові сили, що виникають при коротких замиканнях в обмотках різних фаз трансформатора, розміщених на одному стрижні магнітної системи. For such a ring there were created generalised methods for determining critical stresses of radial stability and for strength analysis under the action of radial an axial forces. There were determined axial internal forces in deformable elements of the mechanical system comprising two simple oscillators with inertialess springs and rigid bodies located on the same axis and connected by parallel rods with the latter being loaded by concentrated aperiodic axial forces that change in time by distinct time functions and originate in windings of different transformer phases installed on the same magnetic system leg. There were developed methods for determining axial internal forces in deformable components of a complex mechanical system comprising windings and their clamping structure under the action of forces occurring in the process of transformer manufacture, shipment and in service. RU: Разработаны обобщенные методы определения критических напряжений радиальной устойчивости и расчета прочности при действии радиальных и осевых сил гибкого кругового кольца круглого и прямоугольного с закруглениями углов сечения, которое моделирует проводники обмоток трансформаторов. U disertaciji je predložen algoritam za proračun kratkih spojeva zasnovan na korelisanim intervalima. U savremenim distributivnim mrežama postoje različiti tipovi generatora koji proizvode električnu energiju iz energije obnovljivih izvora. Za takve generatore, kao i za potrošače, karakteristično je to što je njihova proizvodnja i potrošnja neizvesna. Predloženi algoritam u disertaciji uvažava te neizvesnosti, kao i korelacije između navedenih elemenata. Neizvesnosti su modelovane intervalima i direktno su uvažene u predloženom algoritmu za proračun kratkih spojeva. Algoritam je prvenstveno razvijen za proračun kratkih spojeva savremenih distributivnih mreža sa velikim brojem distribuiranih generatora i potrošača. NJime je moguće proračunavati režime sa kratkim spojevima distributivnih mreža velikih dimenzija, što je numerički verifikovano u disertaciji. Predloženim algoritmom se dobija režim distributivne mreže sa kratkim spojem koji je realističniji od režima dobijenih algoritmima sa determinističkim pristupom. Proračuni kao što su: koordinacija, podešenje i provera osetljivosti relejne zaštite, provera kapaciteta prekidača i osigurača, lokacija kvara itd. mogu na osnovu realističnijeg režima, dobijenog predloženim algoritmom, da daju kvalitetnije rezultate, što je numerički potvrđeno na primeru koordinacije prekostrujne zaštite
In this dissertation an algorithm for correlated intervals-based short-circuit calculation isproposed. In modern distribution networks there are various types of generators that produceelectric energy from renewable energy resources. For these generators, as well as loads, uncertainproduction and consumption is characteristic. The proposed algorithm in the dissertation dealswith above-mentioned uncertainties, as well as correlations among them. The uncertainties aremodeled with intervals and directly taken into account in the proposed algorithm for short-circuitcalculation. The algorithm is primarily developed for short-circuit calculation in moderndistribution networks with a great number of distributed generators and consumers. The proposedalgorithm enables calculation of short circuits states of large-scale distribution networks, which isnumerically verified in the dissertation. The proposed algorithm provides short circuit state ofdistribution network which is more realistic than the one obtained with algorithms withdeterministic approach. Calculations such as: coordination, settings and sensitivity check of relayprotection, breaker and fuse capacity check, fault location, etc. can give better results, on the basisof the more realistic state obtained by the proposed algorithm for short circuit calculation, whichis numerically confirmed by the example of coordination of overcurrent protection.

This thesis develops a single-phase Z-source photovoltaic inverter which can convert the DC power of solar cells into AC power for home appliances. The Z-source Inverter solves the problem of reducing efficiency result from traditional multi-level inverter. Only need to use the combination of two inductors and capacitors and coordinate with the short time control of full bridge switches. The circuit achieves the purpose of boosting effect, reducing the system cost at the same time. Because the boost control of traditional Z-source converter takes the extra DC value comparison method to adjust the short circuit interval whose control method is more complicated and hard to realized, thus this research addresses a simplified boost control method by adjusting the overlapped conduction time of the upper arm and the lower switches to control the boost factor. Besides, this thesis provides more rapid and correct guidance for the selections inductors and capacitors of which bases on principle of Z-source circuit. In order to verify the feasibility, this research uses a TI 32-bit digital signal processor TMS320F2808 to implement a full digital photovoltaic Z-source inverter. This system via cross measurement analysis comes from the conditions of different voltage, different inductors and capacitors to confirm the simplified boost control methods can achieve the boosting function of Z-source circuit and according to the elements of inductors and capacitors result from parameter formula can prove this system will get the optimized effect of boost.

A adoção de preferências locais no domínio da contratação pública constitui uma forma de os Estados e as entidades adjudicantes usarem o seu poder de comprador público para a prossecução de diversos interesses públicos. Alguns desses interesses são de cariz estrita ou eminentemente local (v.g., promoção do emprego e da economia nacional ou local), outros, definidos no plano europeu, assumem uma feição transnacional (v.g., combate às alterações climáticas). À primeira vista, os princípios do mercado interno, em particular as liberdades económicas e o princípio da não discriminação, vedariam liminarmente a consagração de medidas de natureza legislativa ou administrativa que concedam um tratamento preferencial a operadores económicos ou a bens nacionais, regionais ou locais. Contudo, o Direito da União Europeia não erige aqueles princípios em valor absoluto, podendo os mesmos ceder no confronto com outros interesses públicos. Com base na análise do Direito europeu primário e derivado e da jurisprudência do Tribunal de Justiça da União Europeia, o presente estudo visa identificar as condições das quais depende a validade da adoção de preferências locais na formação de contratos públicos. A partir dessa identificação, este estudo testará também a conformidade com o Direito da União Europeia das regras de Direito português que contemplam mecanismos enquadradores da adoção de preferências locais na contratação pública, em particular as previstas no Código dos Contratos Públicos e na Lei n.º 34/2019, de 22 de maio.
The adoption of local preferences in public procurement is a way for States and contracting authorities to use their public buying power to pursue different public interest objectives. Some of these are strictly or eminently local (e.g., promoting domestic employment and economy). Others, defined at European level, have a transnational nature (e.g., combating climate change). Apparently, the principles of the internal market would prohibit a preferential treatment to be given to local economic operators and goods, by means of legislative and administrative measures. However, European Union law does not set these principles as an absolute value. These may be limited in balance with other public interests. Based on the analysis of primary and secondary European law and the case law of the Court of Justice of the European Union, this study aims at identifying the conditions for the adoption of local preferences in the field of public procurement. Building on that assessment, this endeavour will also test the conformity with European Union law of the Portuguese provisions that contemplate mechanisms framing the adoption of local preferences in public procurement. Particularly, the potential breach of European Union law by the Portuguese Public Procurement Code and Law 34/2019, of May 22.

Transcranial magnetic stimulation was first introduced in the late 1980s. Numerous studies have used TMS as an investigational tool to elucidate cortical physiology and to probe cognitive processes. This article introduces TMS paradigms and presents information gathered on cortical neuronal connectivity. TMS paradigms that demonstrate intracortical inhibition include short-interval cortical inhibition (SICI), cortical silence period (cSP) and long interval cortical inhibition (LICI). There are two types of cortical inhibitions from the stimulation of other brain areas, interhemispheric inhibition and cerebellum inhibition. The inhibition of the motor cortex can also be induced through the stimulation of peripheral nerves. This article talks about studies that describe interaction between inhibitory and facilitatory paradigms, the results of which are discussed in terms of cortical physiology and connectivity. The study of the interactions among cortical inhibitory and excitatory circuits may help to elucidate pathophysiology of neurological and psychiatric diseases.

Abstract:
Decision makers, acting singly or in groups, influence the field of international relations by shaping the interactions among nations. It is therefore important to understand how those decision makers are likely to behave. Some scholars have developed elegant formal theories of decision making to demonstrate the utility of rational choice approaches in the study of international relations, while others have chosen to explain the patterns of bias that exist when leaders face the difficult task of making decisions and formulating policy. Among them are Herbert Simon, who introduced “bounded rationality” to allow leaders to short-circuit the decision process, and Elizabeth Kier, who has shown how organizational cultures shaped the development of military doctrine during the interwar period. The literature on foreign policy decision making during the Cold War looked inside the black box to generate analyses of bureaucratic politics and individual mindsets. Because decision making involves consensus seeking among groups, leaders will often avoid making choices so that they will not antagonize key members of the bureaucracy. Scholars have also investigated the role of “policy entrepreneurs” in the decision-making process, bringing individual agents into organizational, diplomatic and political processes. Over time, the field of policy decision making has evolved to help us understand not only why leaders often calculate so poorly but even more importantly, why systematic patterns of behavior are more or less likely under certain conditions.

Circuit breaker trip circuit (also known as control circuit) is the most important secondary circuit for relay protection. Among them, the “communication triple trip” (CTT) hard contact connected to the operation exit circuit of the protection device increases the complexity of the trip circuit and the difficulty of analyzing the trip circuit failure. When the system runs normally, the signal of “control circuit disconnection” cannot be accurately and timely uploaded to the operation monitoring background. When the system short-circuit fault occurs, the circuit breaker cannot operate correctly due to the trip circuit break, so the adjacent interval is connected by the near backup protection, thus causing the expansion of the accident scope. In this paper, it is proposed for the first time that the CTT hard contact protected by circuit breaker should be replaced by the soft CTT (i.e. the control word) of the protection device, so as to make the trip circuit reliable, clear and simple, and at the same time ensure the accuracy of the “control circuit break” signal.

Abstract:
A computer network consists of computers that communicate via any physical media through a network formed by links and nodes, the nodes being the computers. Computer networks have evolved along their short history. Computer networks have changed drastically in mission and implementation from the early projects supported by the Advanced Research Projects Agency (ARPA) and from other organizations, tracing back the origins to 1962. The ARPA network (ARPANET) consisted initially of a small set of nodes at research centres and universities, connected with links at 56 kbps across the United States. ARPANET was the core of the early Internet, a network for research centres and universities. Computer networks are based on the concept of packet switching within a shared communication medium, as opposite to circuit switching, the dominant paradigm for the precedent telegraph and telephone networks. In 1968 Paul Baran proposed a network system based on nodes that forward datagrams or packets from different users over a common line between computer systems from origin to destination. The packet switching paradigm provides resiliency of network against network node failures, the independent routing of datagrams per node makes possible that the datagrams reach their destination even in presence of multiple node failures.

Abstract:
The use of lithium-based batteries, due to their high energy density, has become popular for power sources in portable electronic devices. Safety concerns over lithium cell applications have arisen due to their lower abuse tolerance compared to standard battery designs. Internal short circuits present one of the more dangerous abuse situations since there is a great potential of thermal runaway leading to fire and explosion. Field failures and recalls associated with internal short circuits demonstrate the risks of lithium batteries. Understanding the response of lithium cells under internal short circuit conditions is of great importance to ensure the safe development of lithium battery application. In this work, an internal short circuit test machine was designed to conduct nail penetration tests of lithium chemistry cells. The test machine successfully provides the required force to allow for multi-cell penetration. The test machine also provides accurate control of the penetrating nail’s position and velocity. This testing will support the development of models to simulate the mechanism of internal short circuits of lithium cells.

Abstract:
The lithium-ion battery (LIB) is widely used in portable devices, power tools and electric vehicles, which becomes one of the most important moving power sources. However, inevitable internal short circuits may cause the pressure inside the battery rising, leading to fire or intensive explosion. In this paper, a finite element (FE) model is established to reasonably capture the major explosion behavior of 18650 battery, one of the most prevailing battery models in electric vehicles, caused by internal short circuit. An explosive load is applied to the 18650 battery FE model based on ABAQUS platform to simulate the internal short circuit. The FE model includes key components such as anode part, cathode part, multi-layered separator and the outside shell. Mechanical parameters are taken from previous studies [1] as well as current mechanical testing, with the consideration of temperature, strain rate and anisotropy effect. Result may provide future in-depth studies to study the lithium-ion battery explosion which are not available from the real-world experiment such to guide the optimal design for safe battery manufacturing.
