Over the past decades, governments have increasingly been confronted with problems that transcend their boundaries. A multitude of policy fields are affected, including environment, trade and security. Responding to the challenges triggered by Europeanization and globalization, governments increasingly interact across different spheres of authority. Both theoretically and empirically, the puzzle of institutional choice reflected by the variety of arrangements in which intergovernmental cooperation takes place inside individual countries and across their borders remains surprisingly under-explored. In an attempt to solve this puzzle, the dissertation tackles the following questions: Why are the intergovernmental arrangements governments set up to deal with boundary-crossing problems so different? To what extent do these institutional differences affect the effectiveness of intergovernmental cooperation? To address this gap theoretically and empirically, this book adopts a deductive, rationalist approach to institution-building. It argues that internal politics, the type of executive-legislative relations within the interacting governments, explains the nature of institutions set up to channel intergovernmental processes: while power-sharing governments engage in institution-building, power-concentrating governments avoid it. It also shows that these institutional choices matter for the output of intergovernmental cooperation. The approach is applied to Canada, Switzerland, the United States, and finally the European Union. Disaggregating individual government units, the theoretical approach reveals how intragovernmental micro-incentives drive macro-dynamics and thereby addresses the neglect of horizontal dynamics in multilevel systems. The willingness and capacity of lower-level governments to solve collective problems on their own and to oppose central encroachment are crucial to understand the power distribution in different systems and their long-term evolutions.

Abstract:
This research summarizes, compares and analyzes the origins and developments of integration in Europe, Asia and Africa since World War Two. There have been some interesting findings. Europe has been the most successful region, having realized free movements of people, goods, services and money in several countries within the European Union (EU). Africa has been more advanced in institutional integration than Asia, although its level of economic development, constrained by instability, corruption, and poor socio-economic conditions, has hindered integration; meanwhile, its regional economic communities (RECs) have been more successful than the continental organization. Despite the improved economic conditions, Asia has been experiencing difficulties in community building due to lack of consensus and a partnership among major powers. There has not been any continental organization in Asia; nor has the subregional grouping, the Association of Southeast Asian Nations (ASEAN), progressed far in economic and political integration.

Abstract:
This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then explicate two international case studies, World War I trench warfare cooperation and the INF "walk in the woods" between Kvitsinsky and Nitze, to show how the theory can be used to describe ways that cooperation can occur in a hostile or conflictual environment.

This study explores information sharing in government departments from a developing country's perspective. Efforts to understand the relationship between information sharing as a concept and the e-government(s) phenomenon are made and discussed. Literature reviewed in this study indicates that information sharing is a core component of the eadministration part of e-government. E-government initiatives are intended to enable information sharing between and within government departments. ICT initiatives under the egovernment umbrella facilitate information sharing within government departments. However, such initiatives fail to or do not achieve their intended objectives due to technological, organisational, environmental and people related limitations. The process to overcome such barriers can begin by analysing activities focusing on information sharing processes as a means of identifying needs for improvement. There is a need to discuss work activities, actors, aims of activities and the role of Information and Communication Technologies (ICTs) in government departments, in order to identify information sharing needs and make possible recommendations for effective information sharing processes. A conceptual model is recommended to improve information sharing in government departments, and it has shown promise when applied to a selected work activity in this study. The results of the work activity case study show that technology, organization, environmental and people related factors indeed exist in the government's department and can have both a positive and a negative influence on information sharing between the three governing levels of the Namibian government. A pair of recommendations is given in this study. Firstly, a technology-organisationalenvironmental- people framework is recommended to government departments for effective information sharing. Secondly, recommendations are given to facilitate the information sharing needs of the Child Allowance (CA) department in the Ministry of Gender Equality and Child Welfare (MGECW). Limitations of the study and opportunities for further research that have been identified are stated at the end of this study.

This study firstly focuses on the response to the post-Cold War era with the shift of the focus of intelligence to terrorism, proliferation of weapons of mass destruction, and transnational organised crime. Intelligence cooperation in respect of international crimes, including mercenary crimes, piracy and war crimes, crimes against humanity and genocide is analysed, as well as peacekeeping intelligence. Secondly the focus is on intelligence cooperation in response to the events of 11 September 2001 in the United States of America, and intelligence failures in respect of weapons of mass destruction in Iraq. Intelligence cooperation on the national level is analysed with reference to the United Kingdom and the United States of America; on regional level, with reference to the African Union, the European Union and South East Asia; and on international level with reference to INTERPOL and the United Nations. International and regional obligations in respect of intelligence cooperation are described and analysed and both the drivers of intelligence cooperation and the challenges to intelligence cooperation are analysed. Best practices are identified and proposals made to improve intelligence cooperation on the mentioned levels, in combating international crimes, including a high degree of cooperation between crime intelligence and positive intelligence.

Abstract:
This study explores the driving forces and motives behind contemporary Nordic security cooperation. It asks and investigates whether the security cooperation has a foundation based on a shared (peace) identity or is founded on rational and functionalistic calculations. Through applying a theoretical model based on the theory of Regional Security Complexes the study reveal how external and internal transformations affect the Nordic nations and forces them to respond. The study reveals how both these factors are important when explaining the responses of the Nordic states and the development of the Nordic security cooperation. While national strategies differ there is a need to look to the own region which has led the Nordic states to search for a security structure at home. The study concludes that all of the Nordic nations have had to respond to a changing external environment which has put pressure on their defense budgets which problematizes their national foreign policy and security strategies. A strong Nordic amity and tradition of cooperation has eased a stronger formal structure which increases cost-effectiveness and functionalism for the Nordic states security structures. This structure has replaced older identity based and influence searching structures. Conclusively, contemporary Nordic security cooperation can be said to increase the Nordic states‟ security while simultaneously letting them follow their national security strategies. Norden is thus regaining importance and Nordic security cooperation show that the region is both active and proactive in dealing with their regional issues.

Abstract:
The research seeks to assess the effectiveness of the provincial intervention in accordance with section 139 of the Constitution, 1996 in dysfunctional municipalities in the Eastern Cape as a viable instrument vis-à-vis the implementation of the continuous support in terms of section 154 of the same Constitution. Both sections are legislative obligations on the part of the national and provincial spheres of government. The two sections are legal instruments of monitoring and support and their implementation in municipalities by the then Department of Local Government and Traditional Affairs (now known as Department of Cooperative Governance and Traditional Affairs) in the Eastern Cape is the focus of the study. However, the two instruments are not achieving their objectives as more municipalities continue remaining dysfunctional despite provincial interventions. The government set out a broad vision of developmental local government. This is essentially a vision that calls on municipalities to find means of confronting the legacy of underdevelopment and poverty in their local areas. Whereas section 154 seeks to ensure support and strengthen capacity of municipalities, section 139 presupposes intervention in areas where a municipality has failed to perform. The latter section is usually invoked when everything else has failed by way of the continuous support provided by section 154. The study examined critical aspects on the implementation of the two instruments by DLGTA, particularly at Sundays River Valley Local Municipality. It looked at the challenges that necessitate the provincial government to intervene in dysfunctional municipalities as well as at implementation challenges. It also looked at the impact of the provincial intervention and checked on the section that is likely to make an impact between the two. In so doing, the municipal functionaries; Mayor/Speaker, Section 56 Managers, departmental officials of DLGTA and stakeholders representing citizens of Sundays River Valley were interviewed. The results of the study reflect challenges in the implementation of the two instruments by the DLGTA and it would be advisable for the DLGTA to consider the findings and recommendations in an attempt to contribute in overcoming the section 139 challenges.

This thesis examines the influence of state identity narratives on regional cooperation frameworks in Central Asia. It applies the perspectives of ontological security theory to the self-articulation of state identities of Kyrgyzstan and Turkmenistan to decipher socialization mechanisms in each of the cases. Consequently, it traces the routinization of the state narratives of Kyrgyzstan and Turkmenistan toward the region and regional organizations. Ontological security theory argues that, in addition to physical security, states seek ideational security, security of identity and security of being. Using a grounded theory approach to study the formation of the state narratives of Kyrgyzstan and of Turkmenistan and utilizing official and media sources and interviews conducted during fieldwork, the thesis analyzes the process of routinization of state identity narratives, showcasing the narrators, the narratives and the processes of self-articulation. The key process that is traced is the routinization of the state narratives, i.e. the sequence of repeated actions (inter-textualized through speech acts and textual references) that transform the self-articulated stories of the states into the realm of the habitual. This process of routinization is then analyzed within the regional context, examining how these routinized narratives influence inter-state cooperation in Central Asia. As such, the thesis contributes to two main bodies of literature: the growing literature on the ideational aspects of regional cooperation in Central Asia; and existing research on the role of state identification practices in the foreign policies of Central Asian states.

Abstract:
Purpose: The purpose of our study is to discover and learn more about the motives of American WHOP´s (Wealthy Healthy Older People, age 50 and over) and DINKs (Double Income No Kids, working couples without children, age 25-45) leisure travel and which needs they wish to satisfy. Method: The thesis is a comparative case study which is carried out as a qualitative empirical study. For our empirical study we conducted twenty semi-structured personal interviews via telephone and Skype conversations. The participants consisted of ten DINKs (five females, five males) and ten WHOPs (five females, five males). Results and Conclusions: Both groups had strong novel motives and wished to experience something new, especially new cultures. WHOPs had a stronger educational motive and especially wished to learn about new cultures and history. Moreover, both groups found it important to relax, and DINKs have especially stronger motives and needs to relax mentally, particularly due to hard work conditions in their home environments. Another important factor for both groups was to experience an environment other than their own by diverging from their normal routines and home environment.

Abstract:
The historic year of 1994 marked the demise of the apartheid government and its replacement with a new era of participative democracy in South Africa. Government in the new South Africa adopted a decentralised structure underpinned by chapter three of the Constitution (1996). Consequently, there are three spheres of government, which are, national, provincial and local levels. These spheres are obliged and mandated to mutually cooperate and support each other through peaceful interactions termed intergovernmental relations (IGR) which are aimed at achieving a cooperative system of government. IGR is institutionalised through forums which cut-across all spheres of government and such structures are established by the Intergovernmental Relations framework Act (No. 13 of 2005). Sustained intergovernmental cooperation can lead to an integrated and coordinated system of government, which can, deliver services effectively while meeting the needs of the citizens and ultimately promoting sustainable socio-economic development in South Africa.The aim of this empirical study was to assess the role played by cooperativegovernment and intergovernmental relations in promoting effective delivery of services in the Amathole District Municipality (ADM). Local government is the ‘grassroots’ government and it is where the actual rendering of services is situated which was reason behind the choice of the study area by the researcher. The study adopted amixed-method research paradigm in which both the quantitative and qualitative research paradigms were triangulated to ensure that the validity and reliability of the research findings is improved. Data in the study was gathered from a representative sample of seventy (70) respondents carefully selected using non-random sampling designs, viz, judgmental and snowball sampling. The study used both primary (questionnaires and interviews) and secondary (documentary analysis) sources of data to achieve the research objectives as validly as possible. Respondents in the study comprised of municipal officials, IGR practitioners, representatives from Community Based Organisations and the residents of ADM. Data analysis was done using the Statistical Package of Social Sciences (SPSS) software and the mains findings of the study were that; ADM has got IGR forums in existence although some of these are dormant and dysfunctional, only three out of the seven local municipalities in ADM are cooperative in IGR, there is general lack of political will on the side of politicians in terms of support of IGR initiatives, political factionism and interferences is crippling IGR and cooperation, the legal framework for IGR needs revision and revamping, there are still communities without access to basic services in ADM, public sector planning cycles are fragmented and need synergisation and IGR is not being monitored and evaluated. The study therefore recommended that; the relevant stakeholders in IGR should be fully dedicated towards cooperation, planning cycles for public entities need to be synergised, the National Planning Commission (NPC) should take an oversight role in the entire planning process, the legislation should be enacted which has a clause for punitive action being taken against those who fail to cooperate in IGR and the national, provincial and local governments should prioritise access to basic services in communities cooperatively.

Many Western and Central African countries were colonised by France from the early 17th century until the early 1960s. However, Africa has continued to be the private hunting ground for France in the post-independence period. This is because France still needs African resources, particularly its oil. In fact, Africa holds a strategic position for French foreign policy. Therefore, when France gave independence to its African colonies, it did not really mean it was completely disengaging from Africa. In essence, a package was imposed on Francophone African countries which tied them to the revitalised African states to preserve French colonial status. Moreover, France‟s heavy involvement in African countries has earned it a perception of being a police officer of the continent. Within this premise, due to protracted conflicts in French African countries, Francophone Africans bank their hope on France to assist in offering just and lasting solutions to the complex challenges facing their countries. This should be understood within the context that France maintained a significant colonial empire in the continent for almost a century and a half. Nevertheless, France attempts to uphold hegemonic foothold in Francophone Africa through political, economic and cultural connections while the security of Africans is threatened. With this in mind, this study critiques the French foreign policy towards Africa and it uses Ivory Coast and Central African Republic as case studies. These two countries are chosen given their recent conflicts and their assistance in critiquing the French position in African complex challenges. This study also adopted the use of document review and interviews to generate data.

The management of international waterways presents riparian nations with a challenging set of political, economic, environmental, and geographic difficulties. Historically, the Nile Basin has exemplified many of these problems as witnessed by inter-basin conflict, devastating floods, crippling drought, and unstable political and economic development. Despite their tumultuous past the ten riparian nations of the Nile Basin established a supranational water management institution in 1999, the Nile Basin Initiative (NBI), in order to develop collective solutions to their common water related problems. However, serious challenges to the cooperative process threaten to derail the NBI and enflame underlying causes of conflict. This thesis seeks to determine how the NBI has affected water related decision making in the Nile Basin. This will be achieved by examining patterns of decision-making before and after the establishment of the NBI. Specifically, the impact of the NBI will be tested by examining patterns of decision-making within three measures of conflict, namely the allocation of water resources, the sharing of technical data and expertise, and the financing of water related projects and programs.

This thesis aims to study if organizational culture affects the negotiation strategy in negotiation processes between municipalities in Sweden. Our cases are four municipalities involved in the municipal cooperation “Tillväxt Bohuslän”; a project which aims to foster cooperation. The question this thesis seeks to answer is: “Does the cultural attribute of organizational culture (ability for joint action) of the municipalities in ‘Tillväxt Bohuslän’ affect negotiation strategy in a negotiation process?” The municipalities’ ability for joint action has been classified as either strong or weak by a previous study. This thesis uses these already established classifications with the intention to test if they affect which negotiation strategy municipalities use. The negotiation strategy can either be of a competitive or a collaborative nature. The method to collect data about the municipalities’ negotiation strategies is semi-structured interviews with politicians who are actively involved in the negotiation in the municipal cooperation “Tillväxt Bohuslän”. Results from the analysis in this thesis show a zero result; the municipalities’ ability for joint action does not affect which negotiation strategy they use. However, interesting empirical findings are explored.

With rapid urbanization and population growth in urban areas, urban development is necessary and urgent. However, with tight land supply from expropriating new farmland, redeveloping urban villages at central urban area would be full of potential. Basically, an urban village is the byproduct of rapid urbanization, with collective-owned non-agricultural use land surrounded by a state-owned urban area. Because of the particular land ownership structure in urban villages, conventional urban redevelopment methods are not suitable for the redevelopment of urban villages, public-private partnerships had been introduced into urban redevelopment to integrate the power and resources of private sector into the process of urban redevelopment with a legal contract, to form a collaboration between public and private sections, and to share the profits and benefits. A study on such partnerships in the redevelopment of urban villages could be instructive and enlightening for the future redevelopment of rural non-agricultural land in China. The major aim of the research is to discover the conditions under which partnerships for the redevelopment of urban villages could be established in China. The redevelopment of three urban villages in Shenzhen, namely the villages of Yunong, Gangxia and Huanggang, were thoroughly studied. A research framework has been established by examining the power relations of such partnerships and has been tailored to the scenario of redevelopment of urban village in China. The partnership synergy between local government, urban village communities and private developers, and role conflicts of each participants have been analyzed by considering the impact factors inherent in the institutional context of municipal government and the cultural context of urban villages in Shenzhen. These factors affect the composition, the process and the outcome of partnership in redevelopment of urban villages. The study found that because institutional support and land resource are exclusively and irreplaceably provided by the local government and the urban village, local government with systematic power is the primary partner who influences the partnership in redevelopment of urban villages the most. The local government arranges and executes the redevelopment timetable, decides the objective of redevelopment and devises rules of redistributing redevelopment profits. Under some conditions like better location, larger size and well-organization and efficient leadership, the secondary dominator namely village community becomes more important on the power balance of partnership. Private developer has no unique advantage in the partnership and could only be the follower of other two partners. Case studies from different cities with diversified institutional and cultural context are expected to be included into the future research areas.

This thesis answers the question “Why does security cooperation occur between Western states?”. The basic answer is: “Because most state actors do not want their states to integrate”. In other words, cooperation occurs as a coping mechanism, as an imperfect substitute for integration. But the thesis does not only investigate the reasons for cooperation, what Aristotle called the final cause. The thesis also examines the material, formal and efficient causes of cooperation. Such an unorthodox causal explanation of cooperation is based on a Critical Realist philosophy of social science. The application of this philosophy to the empirical study of International Relation is rare, making this thesis original. Beyond the philosophy of social science, the thesis' research design, many of the cases, and much of the data are also rarely used. The research design is an embedded multiple-case study. The states studied are the United States of America, France and Luxembourg. Within each state, the embedded subcases are three types of state security organisations: the armed forces, law enforcement and intelligence agencies. Rarely have these three types of security organisations been compared. Similarly, Luxembourg is seldom studied. Comparing different types of states and different types of state security organisations has not only allowed the main research question to be answered. It has also allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorised. The empirical evidence studied includes participant observation (at the North Atlantic Treaty Organisation) and documents (e.g. state policy documents, annual reports by organisations, reports by parliaments and non-governmental organisations, autobiographies, books by investigative journalists, articles by newspapers and magazines). The thesis is also based on a score of elite interviews (e.g. with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officers, military commanders, etc.), and the careful study of both declassified and classified archival records.

The overall aim of this master’s thesis is to increase our understanding about the framing of gender in EU’s development policies. To reflect to this aim, the thesis examines how gender is framed in EU’s development cooperation with Ethiopia in the governance sector. The EU is collectively the biggest donor for international aid in the world, while claiming to be “a global front-runner” in promoting gender equality as a key political objective of its external action. However, previous research has criticized the EU’s gender policies, explaining that gender is not mainstreamed in all the policies and that gender equality is often motivated on instrumentalist arguments. The previous research is however somewhat outdated, lacking the consideration of effects of the SDG’s and the improved gender equality policies by the EU. Previous studies are furthermore mostly concerned with country comparisons and therefore selecting one field of study and one country could shed light to matters that may have been left unnoticed in previous research. Therefore, based on previous research and theories focusing on gender equality and development, WID and GAD, this study analyses how the EU is framing gender. This study is designed as an in-depth case study which uses a frame analysis and interviews as a method to study the research question. The main findings of this study are that both references to WID and GAD framing of gender are actively used in EU’s development policies. Even though these approaches are contradictory in many ways they seem to be overlapping in several cases, presenting women as a vulnerable group that needs to be empowered. Arguments for WID approach include instrumentalist arguments, women seen ass add-ons’ to the development structures, women seen as a vulnerable and homogenized group and the effects of the girl effect. Arguments supporting GAD approach include women’s rights framing, patriarchal system framing, women’s empowerment framing and the social justice framing.

ENGLISH ABSTRACT: The 2008 global economic crisis marks the beginning of considerable systemic changes in global governance. The ‘Group of 20’ (G20), which entered the centre stage of global governance in response to the crisis, may be seen as both a result of and as a vehicle for those changes. Representing some 85 per cent of the global economy the group has the potential to alter the international order almost by stealth. Hence, there is good reason for undertaking a deeper examination of its role in and impact on global governance. This study critically examines some of the changes in global governance embodied – and brought about – by the G20. By using analytical tools from the critical theory of Robert Cox and constructivism, it studies changes in three dimensions of global governance: the material, the institutional and the ideational, so as to achieve a holistic understanding of the nature of the changes taking place within global governance. In so doing, the study sheds light on the role of the G20 in global governance, the impact of the group on global cooperation and the nature of the shift in global governance that it represents.

With the growing trend of globalization and rapid development of high technologies, emerging economies face more challenges in technology development because they are chasing a fast-moving frontier. They need to identify global technology trends and adapt to local needs and capabilities. Strategies for technology development differ among countries at different developmental stages. In this research, a technology policy choice framework is developed to link prospective high-tech areas, technology development strategies, and various innovative resources. The research approach is to develop a hierarchical decision model (HDM) and apply the analytic hierarchical process (AHP). Experts are invited from diverse sources to provide a balanced perspective representing different stakeholders. This research focuses on the fast developing Chinese biopharmaceutical industry as a case study. The results of this research have identified thirteen prospective biotech areas that China should invest more resources for development. These technology areas include: recombinant therapeutic proteins, recombinant vaccines, monoclonal antibody technology, cell and tissue engineering, gene therapy, antisense therapy, RNAi, nanobiotechnology, synthetic biology, bioinformatics, pharmacogenetics, gene sequencing, and biotechnology diagnostics. For most of these technology areas, the results have indicated an imitative innovation strategy should be taken as a better strategy under current technological conditions in China. The research has further found that high-tech small-to-medium companies and multinational corporations are major innovation contributors in the Chinese biopharmaceutical sector. The research outcomes can serve as guidelines in resource allocation and policy making for technology development. Based on the overall research findings, policy-makers can apply more specific policy instruments to support innovation activities. Appropriate policy measures may help the country to construct an innovative ecosystem that can serve as the driving force for future technology development.

Local government is an important level of participatory democracy, where communities play an active role not only as the electorate, but also as end-users and consumers, and thereby holding their municipal councils accountable for their actions. Given the above statement, the interim Constitution of the Republic of South Sudan 2011, entrusts local government with the provision of services to communities in a sustainable manner. It also provides for the promotion of social and economic development and the promotion of a safe and healthy environment. This also entails the need for a commitment to service delivery hence, public representatives and public officials must take seriously their obligation to render services to the people that could be in the form of ensuring that refuse gets collected, electricity being supplied and other services rendered which better the general welfare of citizens. There are several definitions of public participation, but it can be defined as a process of empowering citizens by involving them in making decisions on all issues that concern them, which can be political, social or economic. The main aim of this study was to, investigate and identify the nature and extent of integrated participatory planning in Yei River County and the extent to which opportunities for public participation are accessible to the communities. The study sought to investigate: How different stakeholders in the community in Yei River County make use of public participation opportunities during the integrated participatory planning process? As such, the main objectives of the study were to; to assess the existing integrated participatory planning practices in Yei River County, to examine and evaluate how the existing integrated participatory planning practices influence service delivery in Yei River County and lastly to identify the barriers to effective integrated participatory planning in YRC and advance recommendations for improvement. Purposive and snowball sampling methods were used and data was collected from a sample of two hundred and twenty-six (226) public officials, comprising of Local Government officials, County councillors and members of the public. Results from the data collected using open and close-ended questionnaires, showed that public participation is very important in local government planning as it leads to incorporation of public suggestions and interests in the development strategies. The results further showed that public meetings and workshops were the only public participation mechanisms being used by Yei River County. The study therefore recommended among other things that, Yei River County should strengthen public participation in integrated participatory planning by providing adequate skilled human resources and establishing structures, as well as public participation mechanisms at the Payam and Boma levels. It was also recommended that the communities needed to utilise all available mechanisms of participation to ensure maximum participation during the integrated participatory planning processes.

International business relationships have been widely researched over the last three decades. Themajor attention of these studies, no matter what their theoretical perspective, concerns the MNCs inthe less developing countries (LDCs). Studies that illustrate how firms in LDCs behave regardinginteraction with MNCs are slim. Therefore, this study focuses on firms in LDCs, namely Libyan firms,and their relationships with MNCs. The study reflects not only on the relationships between the localfirms with MNCs but also the impacts of other interrelated business and non-business units on theserelationships. The study employs business network theory for industrial marketing and develops amodel applicable for studying such a market.The empirical study employs a survey method which examines 60 Libyan firms’ relationships withforeign suppliers containing more than 300 questions. In the empirical part, the study shows that therelationships like technological adaptation, technological cooperation and information exchange wereawarded low values. The measures on the other hand show a high value of impact from the politicalactors and even activities in the contextual environment. The study shows in detail where and howthe political actions influence business relationships. These impacts from the local environment affectlocal firms more than the foreign suppliers, and thus have some bearing on the MNCs and local firms’relationship weaknesses and strengths.The thesis’ conceptual contribution stands on development of new notions in business network theoryby integration of the contextual environment, in other words, network environment, and examinationof their impact on the strength of the focal business relationship. The study further contributesknowledge, not only for firms and politicians in LDCs to understand the consequence of their actions,but also provides deep information for MNCs to understand issues like why firms in LDCs behave ina specific way. Such understandings facilitate the development of cooperation. The study providesinformation about a number of characteristics which are specific for the business networks of such amarket which is dependent on only one resource like oil. While most studies in the field ofinternational business regard the business activities of MNCs, more research is needed to also observethe behaviour of firms from LDCs to gain deeper knowledge on the relationship between the MNCsand local firms from LDCs. The role of political actors and the influence of dependency on one soletype of resources and aspects like change in the prices of this resource seem to be important, but arequite neglected in research in international business.

This study investigates Swedish aid and its focus on democracy and human rights. It analyses the space given to these normative objectives in relation to pragmatic considerations like strategic interests and institutional incentives. It does so by reviewing official documents and interviewing aid actors at the Ministry of Foreign Affairs (MFA) and at the Swedish International Development Cooperation Agency (Sida), to outline what objectives and incentives are guiding in Swedish aid. It also analyses how these factors affect critical decisions on whether aid should be suspended or not, to see how much normative objectives matter in such contexts. By doing so, this study contributes to the literature on democracy aid and aid suspension, as well as to research on Sweden as a donor country. Previous research has shown that normative considerations are often subordinated to strategic interests in foreign aid because of the complexity of many conflicting interests. In addition, decisions guided by strategic interests often include institutional incentives as well. This study finds that the policy frameworks for Swedish aid are integrated in the work of MFA and Sida. Both normative and pragmatic considerations, mainly institutional incentives, are referred to both in the documents and by the aid actors. In contrast to much other literature however, normative principles seem to dominate in Swedish aid. There is great emphasis on the importance of poverty reduction and promotion of democracy and human rights, even though the whole picture with donor interests also has to be taken into account.

Collaboration has become a critical trend in the field of distance education. Many studies indicated that academic administrators believe in the positive impact of distance education, but they did not consider their roles in making distance learning programs effective. It is beneficial to investigate the administrators’ perceptions of establishing relationships with the other partners for enhancing the competitive advantages of their distance learning programs. This study examines the incentives that drive distance education administrators to consider collaboration. It also reveals how the administrator’s role influences the function and development of collaboration. In order to uncover administrators’ incentives for interorganizational coordination, this study implemented semi-structured interviews and document reviews for data collection through a case named INAC, which was an international academic joint venture by using videoconferencing technology. Eight interviewees comprised two higher-level administrators, 4 mid-level administrators, and 2 lower administrators. The open and axial coding techniques were used to process collected data. The findings indentified four administrative incentives: the opportunity of international exchanges, technology, organizational prestige, and commercialization. These incentives influenced the interorganizational coordination in terms of goals development, participant recruitment, resource leveraging, communication enhancing, and course design. In addition, the INAC project was compared with the literature based on Mattessich’s model (2003). It illustrated how the collaboration components, such as leadership, evaluation, communication, goals, budget, and technology, influenced the development of interorganizational coordination in the practical context.

The aim of this master’s thesis is to examine how collaboration is represented in guiding documents and practice concerning reading promotional work towards children and youth within Sandviken’s cultural center’s public library and the house of literature. This is examined through a case study of the public library’s and the house of literature’s activities for children and youth, with a focus on how collaboration affects the organizations work towards these target groups. The empirical material consists of legal texts from national, regional and municipal levels, documents, and guidelines for the two organizations, as well as qualitative interviews with librarians and activity developers within the library and house of literature’s practices. The empirical material is analyzed with the use of Kajsa Lindberg’s organizational definition of collaboration and focuses on how collaboration is perceived, motivated, what unifying objects that exist between different professions and which promoting and inhibitory aspects that can be identified. The analysis shows that motives behind collaboration often involve different categories of motives at once and that they synergize with one another. Librarians and developers experience collaboration as more fruitful when sprung from practice rather than from directives stated in documents. However, the result from this thesis indicates that the documents have a valuable function in putting collaboration on the agenda within public libraries and making decisions to establish and invest in such activities more legitimate. The results further indicate that the organizations within the case have promoting prerequisites that are specific for their local context such as engaged politicians and a strong local cultural tradition, but that the benefits that can be identified in some measures can be achieved elsewhere using the prerequisites at hand. This is a two years master’s thesis in Library and Information science.

Since its inception, Israel has wrestled with attempts by adversaries to keep her politically isolated in the international arena. To garner more friends and expand diplomatic reach, Israeli leaders initiated a strategy of sharing specialized knowledge with other nations. The technologies and knowledge shared were based on the experience gained from Israel’s distinctive security and developmental struggles. The transfer of technology developed into a foreign policy instrument in Israel’s overall international relations. Technical cooperation became part of a broader foreign relations drive that sought to deliver greater diplomatic recognition for Israel. This strategy, which continues to present times, was born mostly out of two major necessities for the young struggling state. The first, to boost Israel’s political stature in international forums. The second, to counterbalance efforts by Israel’s rivals to keep the Jewish State isolated in the Middle East and the rest of the world. In the early years of the initiative, the technology transfers were mostly confined in fields related to agriculture and the military. In more recent years, the rise of Israel’s hi-tech industry has attracted worldwide attention creating new opportunities for Israeli foreign policymakers to widen the scope of technologies to be offered as part of international partnerships. The dissertation examines the interplay of technology/knowledge transfers as a source of soft power for Israel in efforts to advance relationships even with seemingly unlikely partner nations. It explores the usefulness of know-how sharing in the making, growing and maintaining Israel’s relationships with two influential Asian countries. The study considers the multiple factors including the convergence of interests as drivers of Israel’s ties to India and China in both secretive and open relationships. Over the span of five decades, the Jewish State’s international cooperation efforts have grown in scope of expertise in areas like agriculture, defense, anti-terrorist training, and disaster relief. The study explores the weight of Israel’s technology transfers as tools of diplomacy in terms of propping up trade ties, gaining more favorable policies towards Israel in the context of the conflict with Palestinians and boosting bilateral exchanges in the form of official visits and treaties.

Background: The notion of arm's length relationships relying on market competition has been replaced with a new ideal consisting of closer, mutually beneficial relationships with extensive collaboration, cooperative actions, and long-term orientation. The benefits of more collaborative supply chains have also been questioned. Collaborative relationships can bring numerous positive outcomes but also conveys reliance on resources or competences of others. Intensified, collaborative relationship is connected to higher dependence, generating vulnerability when depending on others for survival. Several perspectives in social science lay grounds for the research on inter-organizational dependencies. Dependence is regarded to be an important concept for understanding buyer-supplier relationships.

Method: This case study investigates the relationship and inter-organizational dependence of GGP Sweden AB and their supplier, Stoeryd AB. Various perspectives within business research have laid grounds for a framework by which to investigate dependence. Empirical material of the two case companies has been collected with aim to provide further insights and reflections about inter-firm dependence and the elements affecting it.

Conclusion: A revised framework is presented in the shape of a model including the elements of dependence. The study recognizes the significance of regarding several elements for assessing dependence and that these must be seen in relation to other elements. Further, the behavioral factors of the relationship and intangible characteristics of the offering have been determined to significantly affect dependence. Finally, even if inter-organizational dependence is created within a relationship, elements must be seen in relation to alternative relationships. The connection between higher level of dependence and increased collaboration as apparent also in the case relationship. Trust, commitment and mutual interest are factors apparent in the relationship that may help to control the vulnerability striving from dependence.


Syfte: Syftet med denna studie är att undersöka vilka element som utgör beroende mellan företag samt hur beroende influerar relationen mellan GGP Sweden AB och Stoeryd AB.

Bakgrund: Det finns en utveckling som tyder på att affärsrelationer inte längre bygger på rena transaktioner där företag låter marknadskrafterna styra. Istället visar trenden på att långvariga, djupare relationer som är gynnsamma för båda parterna till högre utsträckning prioriteras. Dessa affärsrelationer karaktäriseras av omfattande samarbete med en strävan mot gemensamma mål. Forskare har även ifrågasatt fördelarna med denna typ av relation i leverantörskedjan. Relationer med hög grad av samarbete bidrar till en rad positiva följder, men bidrar även till ökat beroende av kompetens och resurser från utomstående parter. Detta i sin tur leder till en större sårbarhet då verksamhetens överlevnad beror på en annan aktör. Flertalet perspektiv inom den samhällsvetenskapliga litteraturen ligger till grund för studier om beroendeförhållanden. Beroende ses som ett viktigt koncept för att förstå förhållanden i leverantörskedjan.

Metod: Denna fallstudie syftar till att undersöka förhållandet och beroendet mellan företagen GGP Sweden AB och Stoeryd AB. Flertalet perspektiv inom företagsekonomisk forskning har tagits i beaktning och grundat det teoretiska ramverk studien baseras på. Det empiriska material som samlats in syftar till att ge större insikt om beroendeförhållande mellan aktörer i leverantörskedjan och faktorer som påverkar detta förhållande.

Slutsats: Ett reviderat ramverk presenteras i from av en modell, innehållande de element som påverkar beroende mellan företag. Studien påvisar att dessa element måste ses i förhållande till varandra för att ge en helhetsbild av beroendet. Det upptäcktes också att det fanns en länk mellan beroendet och beteendet i relationen. Även om det inter-organisatoriska beroendet skapas inom förhållandet, så visar studien att elementen ska ses i relation till alternativa förhållanden. Det påvisades också att en högre grad av beroende kan kopplas ett mer omfattande samarbete. Förtroende, engagemang och gemensamma intressen är faktorer som kan minska sårbarheten och öka kontrollen av beroendet.

Abstract:
Public private partnership (PPP) is a favorable cooperation mode in delivery of public infrastructure and service projects. This concept is warmly discussed in economic perspective on providing a wide range of general public services. The private sector which involved in the public services work, it helps release public sector’s finance pressure on funds and reduce the risks on conducting the works. When this PPP concept applied into conservation works, government and private sector utilize resource they have and cooperate with each other to realize ultimate work. In general, PPP is applied in the conservation on government owned property and work for public interest. The scale of the project is typically large and last for a long time. The private sectors which join in the work are organizations at most. It is rarely to see government-individual cooperation in PPP mode. Such cooperation is encouraged, since a successful conservation work is not judged by project scale and length of work, even money spending, but the social continuum to the public. Therefore, the key issue addressed by this dissertation is to documentary the conservation work undertaken in a teahouse in Macao, especially focusing on the PPP work in process. The purpose is to reveal a successful conservation practice applied PPP in a small scale, private owned property, an individual as private sector participated in conservation work. The dissertation examines historical, cultural and social backgrounds of the teahouse building and approaches primary source by interviewing with stakeholders on their comments and opinions. After collecting information and analyzing results, a framework on judging the success of PPP work is generated at the end which makes this research valuable and unique. The research work could be used as a reference for future study on PPP work with project characteristics like the case discussed in this dissertation.

Abstract:
This research aims to understand the nature and underlying motives of the EU’s relations with the Community of Latin American and Caribbean States (CELAC). The frequently claimed normative role of the EU will be examined in the context of the EU- CELAC summit relations, and the cases should be outlined that cause a switch to Realpolitik behavior. Thereby, the EU’s engagement in regional integration and interregional cooperation will be illustrated and EU-CELAC cooperation areas concerning the fight against poverty and social inequality, the consolidation of good governance and the promotion of peace, and lastly, the regional integration, trade, and economic cooperation are analyzed to reach an understanding of their normative or Realpolitik content. The research illustrates the ways of understanding the EU’s normative behavior and power, and the nature of the cooperation between the EU and the CELAC, whereby it should be shown that the EU acts according to normative consideration and only in few exceptions turns towards Realpolitik behavior.
