Abstract:
The present study deals with the development disparities in districts of Haryana according to their level of development. The study utilized data over three points of time, viz. 1991-92, 2001-02, and 2011-12. Assessment of development in agricultural, industrial, infrastructural and socio-economic sectors has been studied using composite indices based on forty indicators. Out of the forty indicators, 19 were directly concerned with agricultural development, 4, 8 and 9 respectively reflected the progress of development in industrial, infrastructural, and socio-economic sectors. Sector-wise indices were combined to obtain weighted index for the overall development. The study indicated wide disparities in level of development among districts of Haryana in all the periods of study.The district of Mahendragarh lagged behind in almost all the sectors considered for this study. The districts of Faridabad and Gurgaon lagged behind in agriculture while the district of Karnal excelled in agriculture in all the three periods. The districts of Ambala, Faridabad and Gurgaon ranked first in overall development in 1991-92, 2001-02 and 2011-12, respectively, whereas Mahendragarh ranked last in 1991-92 and 2001-02 and the newly formed district Mewat in 2011-12. Spearman’s rank correlation was used to study relationships among sectoral developments. Kruskal Wallis test indicated significant changes in development level of industry and infrastructure sectors over the periods 1991-92, 2001-02 and 2011-12.

Two interlocking claims are being increasing made around school finance: that states have largely met their obligations to resolve disparities between local public school districts and that the bulk of remaining disparities are those that persist within school districts. These local decisions are described as irrational and unfair school district practices in the allocation of resources between individual district schools. In this article, we accept the basic contention of within-district inequities. But we begin with a critique of the empirical basis for the claims that within-district disparities are the dominant form of persistent disparities in school finance, finding that claims to this effect are largely based on one or a handful of deeply flawed analyses. Next, we present empirical analysis, using national data, of 16-year trends (1990 to 2005) and recent patterns (2005 to 2007) of between-district disparities, finding that state efforts to resolve between-district disparities are generally incomplete and inadequate and that in some states, between-district disparities have actually increased over time.

Abstract This study aims to see how much the income of inter-regency public transport drivers in West Papua Province is, and what factors influence the income of inter-regency public transport drivers. For the sample of inter-district public transport drivers as many as 54 drivers. This study uses a quantitative method, the source of the data in this study comes from interviews distributing questionnaires. This study uses multiple linear regression analysis tools. In this study, it is known that the income of inter-district drivers for one month varies from the lowest Rp. 4,000,000 and the highest income is Rp. 8,000 000. The number of hours worked, the number of passengers, and the fare have a significant and positive effect on the income of inter-district public transport drivers. In this article, a cognitive approach, arising from the resource-based view of the firm, is adopted to investigate how inter-firm relationships are changing in industrial districts, and how the characteristics of knowledge involved in these networking processes can affect change. Assuming that the content of any inter-firm relationship may be defined as ‘transferred knowledge’ that is required for the purpose of facilitating coordination between the firms, there are two problem areas of complexity: the complexity caused by uncertainty and the complexity caused by ambiguity. Starting from this assumption, the relations between the complexity of the ‘transferred knowledge’ and the specific types of inter-firm relationships are examined. Then, the impact of the knowledge codification process and the value of social interactions for the effectiveness and efficiency of coordination between firms are given particular attention.

Economic and social development can be achieved by improving the health conditions of people which, in turn, depend upon the development and provision of health infrastructure facilities in any region or society. Better and sound health infrastructure is of paramount importance to support the health conditions of people in any region. Keeping this in mind, the present study has attempted to examine the inter-district disparities in health infrastructure in Punjab. Using principal component analysis, a district-level health infrastructure index (HII) for Punjab has been constructed at three points of time, that is, 1994, 2008 and 2018. The study detected the presence of inter-district disparities in health infrastructural facilities in Punjab. Barnala, Faridkot, Fatehgarh Sahib, Mansa and Shri Muktsar Sahib have been identified as improving districts, whereas Amritsar, Firozpur, Hoshiarpur, Jalandhar, Kapurthala, Ludhiana, Moga, Patiala and Tarn Taran appeared under deteriorating category. Bathinda, Gurdaspur, Rupnagar and Sangrur have been traced under fluctuating district category while Sahibzada Ajit Singh (SAS) Nagar and Shaheed Bhagat Singh (SBS) Nagar have emerged as stable districts for the study period. Various clans in Bay region have had conflicts over time onwards with the pastoral communities taking the lead. More specifically, Baidoa district has been registered several inter-clan conflicts within Digil and Mirifle tribe and sub tribes fighting over resources and political issues. This paper examines Inter-Clan Conflicts in Somalia with special reference to Baidoa district community. The study used descriptive research design. The target populations of this study were communities in Baidoa district. The study distributed questionnaire and purposive sampling due to security issue with 103 respondents of male and female who were more familiar with the background of inter-clan conflicts in Baidoa district. The data analyzed with SPSS version of 16.0. The findings show that land ownership dispute, pastures, water, and political power sharing and many other subjects are the major drivers of the inter-clan conflict amongst the communities in Baidoa district. Besides, the results also revealed that lack of rule of law and uncontrollable urbanization including internal displaced people has been frontline frequently rising of inter-clan conflicts due to occupying illegal lands without getting any permission by the land owner/state and many other unmanaged matters are still exist in Baidoa. Currently, the security situation in Baidoa district is quite good but not reliable because of Baidoa outskirts is under control of Al-Shabab militant. Peace is the heart and pillar upon with every life’s meaningful progress, security and social harmonize could be reach and continued in each nation’s life.

Subject. This article deals with the simulation technologies based on the principles of stochastic optimization. They can bring a significant financial effect in the planning of investment development of both individual innovation and industrial clusters and federal districts of the country. Objectives. The article aims to investigate the mechanisms of inter-cluster cooperation within a single district. Methods. For the analysis, we used a stochastic optimization model in view of economic, financial, information, and logistics inter-cluster cooperation within a single federal district. Results. The considered stochastic optimization model of economic, financial, information, and logistics inter-cluster cooperation shows that the increase in fixed investment does not always cause population growth in the federal district regions. Conclusions. The use of a digital twin mechanism of inter-cluster cooperation can help avoid premature unreasonable public policy management decisions regarding the further development of innovation and industrial clusters.

A series of graphical displays are then presented which build on the clustering procedure and allow more detailed inter-District comparisons to be made. This study discusses Inter-religious Harmony in West Denpasar District, Denpasar City, from 2005-2021. West Denpasar is a district with a multicultural society. The population of West Denpasar is the largest among other districts in Denpasar City. The total population of West Denpasar based on the 2020 population census is 188,131 people, includes the number of Hindus, Muslims, Christians, Catholics, Buddhists, and Confucians. The issue of religion is often considered a sensitive issue, therefore maintaining harmony in a multicultural society is not an easy matter. The purpose of this study is to determine the factors that occur inter-religious harmony. Main problem in this study: Why is inter-religious harmony occur in the people's social life in West Denpasar District? The theories used are rational choice, roles, and multiculturalism. This research is qualitative. The method used is the historical method with a comparative religious history approach. Data was collected through literature study, observation, interviews, and documentation. The factors that support the occurrence of interreligious harmony in West Denpasar District, namely menyama braya, the role of the Denpasar City Inter-Religious Harmony Forum, and religious leaders, and rational choices in preventing conflict.

Abstract:
Road quality plays an important role, especially in rural areas where most poor households are situated. This study aims to calculate the Rural Access Index (RAI), an indicator of rural road quality (SDG indicator 9.1.1), at the district level, to evaluate the implementation of the Nawacita programme in Indonesia from 2014–2020. The RAI describes the proportion of rural residents who live within 2 km of an all-season road. This study recommends the utilisation of road network maps, urban–rural boundary maps, three road network condition datasets, and WorldPop data to calculate the RAI. The results show that during this period, the RAI increased and its inequality decreased, specifically in the regions of priority for this programme (Papua and West Papua). The results also capture a strong pattern of regional convergence. To ensure the future success of this implementation, the government can create regulations to designate several road infrastructure projects as a national strategy, as well as increase tax collection and private sector investment as sources of road infrastructure development funding.

Abstract:
This study focuses on analyzing inter-community violence that occurred in the urban district of Abobo (Ivory Coast) in connection with social cohesion factors. On the basis of the actionist theory, the working hypothesis states that the inter-community violence in the urban district of Abobo, is the consequence of a negative ethnocentric identity developed by some citizens against other groups of people. This behavior has been stimulated by the context of the crisis the country has gone through and by a set of sociocultural factors. One hundred and fifty (150) persons were sampled to participate in this study. The tools used for the investigation consists of documentary research, questionnaire, and observation. The qualitative and quantitative methods were used for the data processing. The results of the study show that the appearance of inter-community violence, in the urban district of Abobo, arose out of the social, political and military crisis, as well as from an atmosphere of discrimination, stigmatization, and impunity. Actually, good relations were maintained among the different communities of the district of Abobo. This relation was formerly based on mutual tolerance, forgiveness, acceptance of mutual differences and, most especially, respect for human dignity. But these relations have totally worsened and have unfortunately led to inter-community violence. Also, this violence has negatively impacted the social values that united them. This situation has broken the existing social cohesion between the people living in that urban district.

Abstract:
Service quality is a vital factor that influences customer satisfaction. For profit organizations such as public bus companies, high customer satisfaction is a sign for business success and the ability to create long-term relationships with their customers. This research is to assess the effects of service quality attributes on customers’ satisfaction towards service quality provided by inter-district public bus companies in the Central Region of Sarawak. The research adapted SERVQUAL model proposed by Parasuraman, Zeithaml and Berry (1988). A total of 400 respondents were obtained among inter-district public bus users through a convenient sampling method. The mean score for customers’ satisfaction was 2.24, which means the level of customer satisfaction towards the service quality of inter-district buses in the Central Region was low. Meanwhile, the result from the multiple regression analysis showed that service quality dimensions of empathy, assurance, and responsibility had significant effects on customers’ satisfaction. The inter-district public bus companies in the Central Region of Sarawak should improve their service quality by building and obtaining customer trust to keep existing customers and at the same time to attract potential customers. Good customers’ experience towards service and the power of word mouth are marketing tools to enhance business reputation relative to other competitors.

Abstract:
This study estimates the magnitudes of inequality in the distribution of irrigated areas at three points in time and extends the fmdings of Gill and Sampath (1990) using more disaggregated data. Specifically, it provides estimates of the level of inequality in the distribution of land and irrigation-related attributes among agricultural households across farm-size groups at provincial and district levels. It decomposes the levels of inequality in each province in terms of its two major components, namely, "betweendistricts" and "within-district" inequality, and tests a modified "Kuznet" hypothesis, according to which the relationship between the levels of inequality and the levels of development is an inverted "U". The major findings of the study are: There exists considerable inequality in the distribution of various land area variables across farm-size groups in all the districts of Pakistan, with considerable inter-district variations in their levels and movements over time; between the "within-district" inequality and "betweendistricts" ineqUality. The former represents 91 percent, 76 percent, 75 percent, and 65 percent of total inequalities for Sindh, the Punjab, Balochistan, and the NWFP, respectively. This means that more has to be done in terms of the irrigation distribution policy than in terms of removing the inter-district variations in irrigation development. And, finally, the modified "Kuznet" hypothesis is valid in explaining the inter-district variations in the levels of inequality in the distribution of at least some of the land area variables.

Abstract:
The focus of this study was to find out the profitability of intercropping of tea in different cropping systems. The study was conducted in Tinsukia district of Assam. Yield and profitability oftea, areca nut and orangewas significantly influenced by the intercrops in different cropping systems. Tea planted as sole crop recorded higher yield than inter cropping with areca nut and orange.However, the gross return found in different inter cropping system was much higher than that of sole tea crop. Average return over variable cost from conventional cultivation of sole tea was recorded (109101.00 Rs./ha) much lower than that of mix cropping of tea with areca nut (202735.76 Rs./ha), with orange (208166.20) and with areca nut and orange (232176.56) intercropping system. Thus, the intercropping system can be a source of additional income generation and can also act as an insurance against price fluctuation of green tea leaves. Among all intercropping systems studied, tea+areca nut+ orange cropping system was found to be themost profitable cropping system with a B:C ratio of 2.62.

In order to explore the rule of groundwater salt dynamic in Hetao Irrigation District, a typical monitoring area was selected as the research area in Yongji Irrigation Area of Hetao Irrigation District. The groundwater level and groundwater salinity were analyzed during the year and inter-annual variation in 2008-2013. The groundwater level showed an obvious seasonal change trend during the year variation. The groundwater level was at the peak value after spring irrigation and autumn irrigation. The groundwater level was at the low value before melting and autumn irrigation. The groundwater level had an obvious periodicity during the inter-annual variation. The groundwater level could keep a relatively stable for many years. The groundwater salinity showed an obvious seasonal change trend during the year variation. The groundwater salinity was greatly affected by irrigation and had a decreased trend after irrigation. The groundwater salinity had an obvious periodicity during the inter-annual variation and could keep a relatively stable for many years in cultivated land. The groundwater salinity had an increased trend during the inter-annual variation in wasteland. The wasteland was the drainage area for cultivated land. The wasteland had an obvious role in adjusting salt dynamic balance in Hetao Irrigation District.

Subject. This article deals with the issues related to the use of digital twins in order to manage innovation and industrial clusters and the liaison between them. Objectives. The article aims to develop a digital twin model of inter-cluster cooperation within a Federal district of Russia. The Volga (Privolzhsky) Federal District is considered a case study. Methods. For the study, we used a multiple non-linear regression method and a fast simulated annealing (FSA). Results. The article offers and describes a designed digital twin model of inter-cluster cooperation mechanism. Conclusions and Relevance. When reallocating investment and human resources within one federal district, the interests of the population of innovation and industrial clusters should be taken into account, as only just an increase in fixed investment does not always lead to the growth of the region's population. The use of the digital twin model of inter-cluster cooperation mechanism will help avoid premature unreasonable management decisions of the public-policy level regarding the further development of innovation-industrial clusters.

The article notes the reasons that contributed to the emergence of the All-Union Association for Trade with Foreigners in the USSR and the spread of its trading network to the periphery. The main stages of formation of Ivanovo Industrial Area are presented. The question of the evolution of management decisions regarding the management of local branches of the Torgsin in Ivanovo Area in 1932-1933 is touched upon. The periods of formation of the trade network of Yaroslavl inter-district base of the Torgsin and the stages of its further reorganisation are considered. Attention is paid to information about suppliers who worked for the inter-district base. Examples of economic and financial irregularities in the operation of base stores are given. Information on key wealth of non-Soviet currency gained by Yaroslavl head department store and its subordinate outlets in 1933-1934 is indicated. The article compares the indicators of Yaroslavl inter-district base with the work of other branches. The financial results of the trade network of Yaroslavl branch and its contribution to the work of Ivanovo central office are shown. The advantages and disadvantages of this work were noted, as well as the reasons that contributed to the decrease in indicators. Special attention is paid to calculations of weight volume of gold and silver purchase. The dynamics of changes in purchasing indicators is shown. The potential economic effect from the activities of Yaroslavl inter-district base was considered. The article concludes the role of the Torgsin as one of the sources of obtaining foreign exchange values.

This article investigates the electoral constraints on the inter-party mobility of candidates. We argue that the prevalent mode of interactions among candidates, voters, and parties in local, district-level electoral markets shapes the strategic constraints faced by potential party switchers. We suggest that strong linkages between voters and political parties reduce the market value of the candidates outside of their political parties, thereby constraining their inter-party mobility. These expectations are evaluated using candidate- and district-level data from Pakistan from 1988–2013. The results show that the strength of voter-party linkages in an electoral district, as measured by the lack of electoral volatility and the extent of straight-ticket voting in national and provincial elections, has a positive effect on the propensity of candidates to switch parties.

This study will describe the mechanism of leader termination and the implementation of inter-time leader replacement of the leader of Mentawai Island Regency’s Regional House of Representatives (RHoR). The research method used in this study is Sociological Juridical method with descriptive as the research design. In this case, there are two kinds of data which will be analyzed qualitatively, i.e. primary and secondary data. For the data collection, interview and documentation study are conducted. The results of this study are: 1) the mechanism of RHoR leader termination is proposed by political party to the leader of RHoR, 2) the mechanism of proposing the candidate of RHoR leader replacement is proposed by political party to RHoR leader, and then the RHoR leader announces the proposed of RHoR leader candidate replacement in RHoR plenary meeting, 3) the implementation of inter-time replacement is inaugurated by Governor with a Letter of Governor Decree about the inauguration of hiring the candidate of RHoR leader replacement. In this case, the term of office of RHoR leader’s inter-time replacement will be started from the date of taking leader’s oath led by District Court leader or the vice leader of District Court or senior judge chosen by the leader of District Court. On the other hand, the guide of taking the oath for the RHoR Leader’s inter-time replacement is not regulated in the Code of Conduct of Mentawai Island Regency’s RHoR; therefore, the guide of taking oath for the RHoR Leader’s inter-time replacement can be led by another RHoR leader.

This paper aims at examining whether the demographic features of public managers make a difference in terms of their commitment to inter-organisational collaboration in Ghana during disasters’ management. Using quantitative method, questionnaires were distributed to 195 public district managers from Ashanti region but with a return rate of 87%, 170 managers responded to the questionnaires. The data were analyzed using SPSS software (Version, 22). In analysing the data, descriptive frequencies, analysis of variance with Independent-samples t-test and one-way ANOVA, together with the Pearson’s correlation analysis were employed to present the study results. Additionally, to further understand the extent of the various demographic factors’ influence on managers’ commitment to inter-organisational collaboration the regression analyses were performed. From the bivariate analysis, the demographic variables used were: educational qualifications, age, gender, tenure, and marital status. The empirical results suggested that indeed inter-organisational collaboration is influenced by the demographic characteristics of district managers. In particular, the extent of inter-organizational collaboration was found to be influenced positively by gender, tenure of office, age and educational qualifications but negatively influenced by their marital status. It was therefore recommended that in order to ensure effective inter-organisational collaborative activities amongst public managers during disasters, the individual characteristics should be taken into consideration in the strategic plans of public organizations.

Abstract:
The case Singkil district in October 2015 in the form of inter-religious clashes that led to the burning of churches and loss of life is the fact that social interaction anatar religious adherents in the district of Gunung Meriah has not gone well. This study focused on the background of conflict, the interaction between religious communities after conflict and efforts to foster religious harmony after a conflict in Aceh Singkil. This study used a qualitative approach by using in-depth interviews, Focus Group Discussion (FGD), and study the documentation as data collection techniques. The results showed that the social conflict between religious communities is part of the social dynamics that occur in the community that stretches the inter-religious relations, but on the other hand can strengthen internal solidarity respective faiths. Forms of social interaction leads to the associative process and found to be also the potential that may lead to forms of dissociative interaction. Other forms of social interaction among religions is mutual cooperation, kinship, mutual silaturrahmi and respect among religions. The search results show that during the Aceh Singkil district government has sought to provide guidance to inter-religious harmony though not maximized. This is evident from the Government's efforts impressed yet to find effective strategies for conflict resolution that is holistic, systemic and regenerative. Then it can be predicted that the events of religious conflicts are still likely to occur in the future, both in the district of Gunung Meriah and elsewhere, especially in the district of Aceh Singkil.

Central Sulawesi Province consists of 13 districts/cities with varying levels of poverty. The numbers fluctuate in the period of time of 2013 to 2020 were classified as high because they were ranked 2nd (second) compared to other provinces on the island of Sulawesi. The low quality of human capital is one of the main causes of poverty, to see the achievement of human capital investment, the education dimension is represented by the average length of schooling, the expected length of schooling, and the health dimension is represented by life expectancy, which is a measure in efforts to build the quality of human life showing an increase consistently. Increasing the quality of human capital is expected to improve the productivity of the poor. Therefore, the purpose of this research was to determine the effect of Average Length of Schooling, Expected Length of Schooling, and Life Expectancy on poverty levels in Central Sulawesi Province. This was a quantitative research. Data used was secondary data out of 13 districts/cities in Central Sulawesi Province for the period of 2013–2020. The data was analyzed using panel data analysis with a random effect regression model. The results show that the Average Length of Schooling variable has a positive effect and is proven to increase poverty, Expected Length of Schooling has a negative effect and is proven to reduce poverty, Life Expectancy has a negative effect and is not proven to reduce poverty, Life Expectancy2 has a positive effect and is not proven to increase poverty in Central Sulawesi Province for the 2013-2020 period.
