Integrated Services Digital Networks (ISDN) is an emerging telecommunications technology that will affect how distance education is designed, developed, and presented. Combined with integrated desktop workstations, it will put voice, text, and video telecommunications at the fingertips of educators and learners. Appropriate use of ISDN for distance education and training depends on the development of a conceptual scheme to integrate models from several closely related areas such as integrated information systems, educational broadcasting, computer assisted instruction, and distance education. In a project funded by Northern Telecom Inc., faculty and students of the Department of Educational Technology at San Diego State University are presently involved in evaluating an integrated telecommunications system and developing an integrated model of distance education.

Abstract In the last years, the digital transition concept has spread all over public and private life as a process designed for improving problem solving in industry by the combination of models, information, and connectivity technologies. In the Water Distribution Networks (WDNs) management sector, the innovations in the areas of ICT/IoT, virtual representation of infrastructure elements in GIS/BIM platforms and the advancements in hydraulic modelling offer the opportunity to open a new era for water engineering. Nonetheless, a unique consensus about the digital transformation meaning in WDNs management is still missing. In this paper a recent paradigm for the digital transformation for WDNs is exposed and further extended, starting from the concept of Digital Twin for WDNs management. It encompasses the virtual representation of features and devices of the network integrated with advanced hydraulic modelling and Artificial Intelligence for supporting WDNs management tasks. The WDN Digital Twin is used within tools, named Digital Water Services (DWSs), working on GIS platforms. DWSs are conceived to support distinct phases of WDNs management by improving engineering awareness on technical decisions. Several DWSs, previously adopted for real WDNs management and planning, are here presented, as support tools for technicians and water utilities for achieving short-term and long-term management tasks.

Today, satellite communication networks are being integrated into the infrastructure of modern Terrestrial communication networks and becoming popular for the delivery of educational content and data, as well as education-centric services, including information, tele-conferencing, entertainment, or ‘edutainment’ services. With fresh demand for new services and applications, it is becoming essential that wireless network architecture seamlessly interoperate with new and existing technologies, protocols and standards. This paper presents recent work on the use of hybrid wireless network infrastructures for delivering tele-education and e-learning applications to remote communities by combining a variety of satellite, terrestrial and wireless technologies, and provides the results from live scenarios carried out employing various methods of interoperability testing. The analysis of the results examines a number of different issues such as delay, jitter, packet loss, latency, throughput measurement, and bandwidth. By combining satellite and terrestrial (wireless) technologies, full coverage and high capacity can be achieved for true broadband services for delivering educational content. The interoperability among such diverse networks imposes a number of challenges regarding service provision and management.

The implementation of a digital switched transmission net work, whilst primarily for voice, offers several advantages over the traditional analogue mode of transmission. One of the most important benefits to be offered by digital switched networks is that they provide the opportunity for the integration of a whole range of voice and non-voice traffic on an end-to-end digital link. Indeed, the facility to access information in a wide variety of formats and media through integrated networks is becoming increasingly important for information services. Most leading industrialized nations are developing such Integrated Services Digital Networks (ISDN). Developments in the UK and the RACE (R&D in Advanced Communications Technol ogy for Europe) programme initiated by the EEC are discussed to give a taste of things to come. The implications of the availability of ISDN for information management are also examined very briefly.

The proliferation of immersive services, including virtual reality/augmented reality, holographic content, and the metaverse, has led to an increase in the complexity of communication networks, and consequently, the complexity of network management. Recently, digital twin network technology, which applies digital twin technology to the field of communication networks, has been predicted to be an effective means of managing complex modern networks. In this paper, a digital twin network data pipeline architecture is proposed that demonstrates an integrated structure for flow within the digital twin network and network modeling from a data perspective. In addition, a network traffic modeling technique using data feature extraction techniques is proposed to realize the digital twin network, which requires the use of massive streaming data. The proposed method utilizes the data generated in the OMNeT++ environment and verifies that the learning time is reduced by approximately 25% depending on the feature extraction interval, while the accuracy remains similar.

The article is devoted to the features of GSM-R as a basis for organizing a digital radio communication system on the railway to apply the European Integrated Radio Communication for the railways of Uzbekistan. The role of GSM-R for the interaction of digital radio communication with the European integrated system for expanding the functions of railway radio communication and safe movement of high-speed trains is shown. The article identifies the possibilities of building modern digital communication of the railway. The GSM-R communication network, its services and architecture for organizing digital communication were also defined. Recommendations on the use of GSM-R on the railway of Uzbekistan are given. It has been established that mobile communications should be a heterogeneous (heterogeneous) architecture. Also, it must have a variety of access networks that could operate in any frequency ranges.

AbstractThe Institute for Security and Social Services for State Workers (ISSSTE) is a large public provider of health care services that serve around 13.2 million Mexican government workers and their families. To attain process efficiencies, cost reductions, and improvement of the quality of diagnostic and imaging services, ISSSTE was set out in 2019 to create a digital filmless medical image and report management system. A large-scale clinical information system (CIS), including radiology information system (RIS), picture archiving and communication system (PACS), and clinical data warehouse (CDW) components, was implemented at ISSSTE’s network of forty secondary- and tertiary-level public hospitals, applying global HL-7 and Digital Imaging and Communications in Medicine (DICOM) standards. In just 5 months, 40 hospitals had their endoscopy, radiology, and pathology services functionally interconnected within a national CIS and RIS/PACS on secure private local area networks (LANs) and a secure national wide area network (WAN). More than 2 million yearly studies and reports are now in digital form in a CDW, securely stored and always available. Benefits include increased productivity, reduced turnaround times, reduced need for duplicate exams, and reduced costs. Functional IT solutions allow ISSSTE hospitals to leave behind the use of radiographic film and printed medical reports with important cost reductions, as well as social and environmental impacts, leading to direct improvement in the quality of health care services rendered.

Western developed health and care policy is shifting from a patriarchal medical model to a co-managed and integrated approach. Meanwhile, the fourth industrial revolution (Industry 4.0) is transforming manufacturing in line with the digital consumer revolution. Digital health and care initiatives are beginning to use some of the same capabilities to optimize healthcare provision. However, this is usually limited to self-management as part of an organization-centric delivery model. True co-management and integration with other organizations and people is difficult because it requires formal care organizations to share control and extend trust. Through a co-design lens, this paper discusses a more person-centered application of Industry 4.0 capabilities for care. It introduces ‘Care 4.0’, a new paradigm that could change the way people develop digital health and care services, focusing on trusted, integrated networks of organizations, people and technologies. These networks and tools would help people co-manage and use their own assets, in the context of their own care circle and community. It would enable personalized services that are more responsive to care needs and aspirations, offering preventative approaches that ultimately create a more flexible and sustainable set of integrated health and social care services that support meaningful engagement and interactions.

Edge servers frequently manage their own offline digital twin (DT) services, in addition to caching online digital twin services. However, current research often overlooks the impact of offline caching services on memory and computation resources, which can hinder the efficiency of online service task processing on edge servers. In this study, we concentrated on service caching and task offloading within a collaborative edge computing system by emphasizing the integrated quality of service (QoS) for both online and offline edge services. We considered the resource usage of both online and offline services, along with incoming online requests. To maximize the overall QoS utility, we established an optimization objective that rewards the throughput of online services while penalizing offline services that miss their soft deadlines. We formulated this as a utility maximization problem, which was proven to be NP-hard. To tackle this complexity, we reframed the optimization problem as a Markov decision process (MDP) and introduced a joint optimization algorithm for service caching and task offloading by leveraging the deep Q-network (DQN). Comprehensive experiments revealed that our algorithm enhanced the utility by at least 14.01% compared with the baseline algorithms.

Industry 4.0 and Society 5.0 are reshaping the way organizations function and interact with the communities they serve. The massive penetration of computer and network applications forces organizations to digitalize their processes and provide innovative products, services, and business models. The education market is suffering changes as well, but universities seem slow to react. This paper proposes the application of an integrated digital transformation model to assess the maturity level that educational institutions have in their digital transformation processes and compares them to other industries. Particular considerations to address when using the model for higher-education institutions are discussed. Our results show that universities fall behind other sectors, probably due to a lack of effective leadership and changes in culture. This is complemented negatively by an insufficient degree of innovation and financial support.

Introduction/purpose: To specify the practical application of ECMA355 and ECMA-336 Standards for Q-SIG tunneling and the implementation of mapping functions via the existing IP (Internet Protocol) network of the Serbian Armed Forces (Intranet SAF), in the Private Automatic Telephone Network SAF (PATN SAF), as the main part of the Private telecommunication-information networks of integrated services SAF (PISN SAF). Methods: Description of the implemented solution and analysis of the software parameters of the established transmission SIP route, with the display of the results obtained in the fight with jitter and echo in the network. Results: With such a solution, it was achieved that participants from the peripheral parts of the PISN SAF, which operate on the principle of transmission and circuit switching by TDM (Time Division Multiplexing), can connect with each other via the newly established central IP network SAF (Core network) which operates on the principle of transmission and switching packets with the SIP (Session Initiation Protocol), without losing the functionality of QSIG from the framework of the digital telecommunication network of integrated services ISDN (Integrated Services Digital Network). Conclusion: The article deals with the modern IP PINX (Private Integrated Services Network Exchange) manufactured by Mitel, type MX-ONE Service Node 6.0, which is implemented at the transit level PATN SAF and which successfully implements the process of tunneling Q-SIG through the IP network and the necessary functions for mapping the transmission of tunneled QSIG messages and mapping voice (and other audio) information to VoIP (Voice over IP) communication media streams through that network. Also, the basic elements for its software preparation during the introduction of a new SIP route, with a capacity of 30 IP trunks in a transmission beam realized with 100 Mb/s-T Ethernet, are given, and the fight with the present jitter and echo in the network is described. Finally, the paper presents the experience-based values of the parameters for reducing the influence of jitter and suppressing echo.

The food industry is one area that deserves its entire attention due its operarional framework complexity that largely involves a challenge environment of the food supply chain such as accurate control temperature of fluids. In this paper, we have considered an IoT platform which embebbeded a WSNs in a food supply chain's Blockchain scenario. In this paper, we seek for estimating the energy consumption of an IoT platform that integrates a WSN um a Smart food chain's Blockchain system. An Extreme learning machine (ELM) is introduced to estimate the energy consumption of the entire platform. Additionally, a framework of energy storage scheme is presented. Digital transformation has the potential to profoundly change the way public administrations deliver public services to its users. One of the challenges involved in the inter-organizational networks that often govern integrated digital services is to identify what coordination instruments are effective. In this paper we examine this issue through a case study that deals with the transformation of invoicing services in Belgian public administrations at the federal and Flemish (regional) level. We review the coordination instruments and study how they evolved over time. Our findings suggest that transformation (1) might in part depend on the choice of instruments and multiple mechanisms. The mix of appropriate coordination instruments is likely to change as digital transformation objectives and governance challenges evolve over time. (2) Digital transformation might be a step-by-step process involving multiple rounds of digitalization and its specific implementation contingent on the service itself.

Digitalization of financial institutes, industries, and organizations to provide fast online services needs a large number of Internet connections and different types of networks. The presence of a large number of digital networks makes operational communication and data transfer vulnerable to different cyber-attacks. So, to secure the system, there must be a mechanism present to detect malicious activities and give an alarm to the operator/HMI. A numerous intrusion detection system is present in this era but still, the intruders get access to the network and create an economical loss. Blockchain is a new path to gain the trust in the cyber-security field. Researchers have been working on the term “blockchain technology” for the past few years. In a growing digital environment, blockchain is a novel technology that provides various advantages. This paper identifies and examines the possible way to enhance the blockchain capability by integrating with principal component analysis (PCA). The bad data are removed from the real-time data set and then pass through the blockchain mechanism to identify the threats. The results of the investigation and analysis demonstrate that, when compared to the traditional approach, the PCA integration with the blockchain method proposed in this paper may reduce detection time and boost detection rate.

Social surveys and observations show a significant lag in the popularity of the sports industry in Russia from European countries and the United States, as well as the insufficient influence of marketing on the promotion of sports services, which increases the urgency of this problem. The purpose of the study is to consider the features of the digital transformation of sports marketing and identify ways to use it to increase the activity of consumers of services of sports events and facilities. The basis of the research methodology is an interdisciplinary approach for complementary analysis of a complex set of economic, socio-demographic, psychological, information technology and other factors. The empirical basis of the study was the materials of selective observations and surveys of fans and spectators of sports events, processed by the methods of grouping, comparative analysis, and expert evaluation. The main result of the study is the substantiation of the need to overcome Russia’s lag behind other countries in the development of the sports industry, visiting sports events and venues, which requires a change in the relationship between the management of sports clubs, associations and audiences, and wider use of the possibilities of digital information and communication technologies. The article, as elements of scientific novelty, shows the dynamics of the ratio of various sources of news information and changes in the consumer behavior of target audiences of viewers, generalizes empirical material on the use of social networks as a communication channel and substantiates the need for their activation as a marketing tool, as well as expanding the use of methodological approaches “analytics of the digital footprint”, “digital portrait” of consumers of sports services to select the most effective management solutions to increase the attendance of sports facilities and events. The practical significance of the study lies in the fact that the digital transformation of the sports industry causes significant changes in the relationship with the target audiences of fans, spectators, fans aimed at enhancing visits to sports events and facilities, as well as increasing their attention to broadcasts on smartphones, tablets, mobile phones, personal computers. A special role is played by social networks integrated with mobile applications as marketing tools that use the discussion of news information, the exchange of opinions and emotions, the demonstration of photo and video materials based on the results of sports events, polls of fans, spectators, fans to promote the services of sports events, evaluate their effectiveness. for sponsors, charity events. One of the innovations was utilizing technology or digital transformation in public services. The aim of this study is to analyze the role and influence of digital transformation in improving licensing services in Majene Regency through the use of the Online Single Submission (OSS) application and the SiCantik Cloud application. The method used in this study is explanatory research with analytical techniques using Gartner Analytic Ascendency. The results of this study indicate that the Regional Government of Majene Regency needs to take persuasive approaches to remove existing obstacles to the use of digitalization in licensing services, such as regulating the use of regional digital-based licensing services in a binding regulation, conducting thorough education for users of licensing services, conduct outreach regarding the importance of this digital-based licensing service and expand the reach of fixed broadband and mobile broadband networks in Majene Regency. These things can be done by involving the cooperation of related agencies such as the Investment and One-Stop Integrated Services (DPMPTSP) and Communication, Information, Statistics and Coding Services (Dinas Kominfo) of Majene Regency.

According to existing forecasts, after 2030, an intelligent, three-dimensional, ultra-dense, integrated, terabyte, terahertz, tactile, and touch-scanning wireless communication system of the sixth generation (6G) will be deployed. Spatial features will be very significant for it, which necessitates geographical research. Therefore, an attempt has been made to determine the future directions of the geographical study of 6G networks based on a comparison of network parameters with the existing experience of knowing the spatial and temporal features of the deployment of information and communication networks. The main attention is paid to the infrastructure and the telecommunication services. The infrastructure includes cloud data centers, stationary and mobile base stations, subscriber and robotic devices, radiating surfaces, sensors, and other network elements. Future services will be represented by ubiquitously connected artificial intelligence, sensory scanning of the environment, holographic telepresence, augmented reality, tactile communication, three-dimensional positioning, and other services. It is proposed to develop geographical research in the following areas: deployment of a spatially distributed network; info-communication-network development of space; identification of “smart” agglomerations and regions; spatial diffusion of telecommunications services; center-peripheral digital inequality; and artificial intelligence specialization of regions. Applied work is proposed to be carried out on the geographical expertise of network projects, optimization of the linear-node structure and recommendations of the 7G network parameters. For each of the nine directions, general characteristics and possible division into particular directions are given. Within the framework of the selected directions, the proposed periodization of the main research tasks is shown from the development of a methodology for geographical cognition of 6G networks in the 2020s to obtaining empirical results in the 2030s and their subsequent discussion for the transition to 7G in the 2040s.
