Abstract:
This chapter emphasizes the role of unemployment insurance and labour market policies. Starting from the recent evolution of unemployment in the European countries, it presents the main aspects of unemployment insurance systems and shows the disparities in terms of generosity and coverage among the countries. The trade-off between flexibility and protection of employees is presented and the example of the Danish flexicurity is put into perspective with recent reforms introduced in France or Germany that push for more activation and experience rating. The chapter then surveys the recent changes in the nature of European employment such as the case of deported workers or the increase of jobs related to new technologies. These changes exert pressure on the poorest workers and call for controls of work contracts.

Moss QC, Gabriel, Bob Wessels, and Matthias Haentjens. EU Banking and Insurance Insolvency. Oxford University Press, 2017. http://dx.doi.org/10.1093/oso/9780198759393.001.0001.

Abstract:
Following the chaotic effects of the global financial crisis on European financial markets, the legislative regime introduced by the European Union (EU) represents a dramatic new approach to bank insolvency law, and will have a profound effect on the way banks function. The second edition of EU Banking and Insurance Insolvency evaluates these important developments and their implications for the Eurozone countries. A comprehensive general introduction sets out the EU insolvency law framework and the principles which govern financial institutions. The book provides detailed commentary on the Bank Recovery and Resolution Directive (BRRD) and Single Resolution Mechanism Regulation (SRMR), the legislative instruments central to the EU's response to the crisis, intended to harmonize Member States law. It considers the new powers given to government authorities under the BRRD to write down shares and debt instruments issued by banks, and the function of the newly created 'Single Resolution Board'. Commentary on the Winding-Up Directive (2001/24/EC) and the Insurance Insolvency Directive (2001/17/EC) discusses the significant changes these statutes have undergone as a consequence of the adoption of the BRRD and SRMR, as well as several high-profile court cases decided on the interpretation of these two statutes, including the Landsbanki and Kaupthing cases, and the Lehman Brothers, Isis Investments, and Heritable Bank cases. This is an invaluable practitioner guide to the new European banking insolvency regime, written by experts in the field.

Focarelli, Dario. Can Insurance Companies Help More SMEs to Access Capital Markets? Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198815815.003.0015.

Full text
Abstract:
SMEs account for more than half of business sector output and employment in Europe, and depend heavily on bank credit. The credit crunch following the recent recession was more severe for banks in countries under greater stress. With banks concentrating on raising additional capital, and handicapped by impaired assets, it is important to expand the sources of long-term funding for SMEs. This chapter reviews the obstacles to a more extensive use of the main market-based debt instruments for SME financing (securitization, covered bonds, small/mid-cap bonds, private placements), from the point of view of the insurance industry, in order to develop policy recommendations that are able to remove barriers without jeopardizing the insurance companies’ overall stability. These recommendations should be considered within the Capital Markets Union initiative, the ultimate success of which will be crucial in determining the future ability of insurers to finance SMEs and, more importantly, in achieving an integrated European financial system.

O'Reilly, Jacqueline, Janine Leschke, Renate Ortlieb, Martin Seeleib-Kaiser, and Paola Villa, eds. Youth Labor in Transition. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780190864798.001.0001.

Full text
Abstract:
Youth transitions to employment and adulthood have become increasingly protracted and precarious. The Great Recession exacerbated these difficulties. The varied European experiences affect young people differently in terms of their gender, ethnicity, and socioeconomic status, even in successful countries. Youth Labor in Transition examines young people’s integration into employment, transitions affected by the family and moving away to live independently, and the decisions and consequences of migrating to find work and later returning home. The authors identify some of the key challenges for the future concerning young people not in employment, education, or training (NEETs); overeducation; self-employment; ethnicity; scarring effects; as well as the values and attitudes of young people and how they identify with trade unions. The central concept informing this research is based on a comparative analysis of transitions, policy performance, and learning approaches to overcoming youth unemployment. It illuminates when and how labor market analysis informs policy formulation, implementation, and evaluation based on extensive multimethod empirical research across the European continent. Collectively, the authors illustrate the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of both the sphere of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. Mapping and extensively analyzing these transitions is the result of original empirical analysis drawn from a three-and-a-half-year European Union-funded research project: STYLE—Strategic Transitions for Youth Labour in Europe.

Chislett, William. Spain. Oxford University Press, 2013. http://dx.doi.org/10.1093/wentk/9780199936441.001.0001.

Full text
Abstract:
Spain has undergone significant transformations over the past three decades, from a dictatorship to a democracy and from a mostly local and agriculture-based economy to one of the biggest financial systems in the EU and internationally. Until 2008, it enjoyed a major influx of foreign investment and the most rapid economic growth of any of the countries in the EU, resulting in half of the new jobs created during the early days of the Union. Yet, it now faces the highest rate of unemployment in Europe and slow growth for the foreseeable future. Additionally, the country faces internal strife from the separatist Catalan region and stringent austerity measures. In Spain: What Everyone Needs to Know, veteran journalist William Chislett recounts the country's fascinating and often turbulent history, beginning with the Muslim conquest in 711 and ending with the nation's deep economic crisis, sparked by the spectacular collapse of its real estate and construction sectors. He explains how some of the ghosts of the 1936-39 Civil War were laid to rest and the country moved to democracy, and covers issues such as the devolution of power to the country's 17 regions, the creation of a welfare state, the influx of several million immigrants over a very short time span, the religious cleavage, the strengths and weaknesses of the economy and how the country can create a more sustainable economic model. What happens in Spain matters. As Chislett shows, the country is much more than bullfighting and flamenco. It is an international economic power, and its future will significantly shape that of the European Union.
