ABSTRACT According to the insurance data for the past ten years, the insurance rate and the penetration rate have been increasing. It seems that the public can accept the concept of insurance. Besides, the Financial Holding Law brings about the multi-developments of the financial surroundings, which causes diverse insurance products as well as many chances for people to take out insurance policies. With the changes of the social and economic environments, the teachers’ salary and pension system have been adjusted. The salary reaches the above average. The retirement pension system is changed into Defined Benefit Plan instead of the superannuation. Their retirement is more safeguarded than other general people’s. The study aims at discussing the teachers’ attitudes toward insurance and the factors which affect their decisions to take out insurance policies. The results indicate that the penetration rate of insurance reaches up to 90% no matter whether the study is analyzed in terms of sex, seniority, marriage status, and majors. Life and medical insurances take up most percentage. The annual premium is between NT$10,000 and NT$50,000. The teachers take out insurance policies through insurance brokers, their friends, or relatives. Four factors which influence the teachers’ decisions to take out insurance policies are as follows: the concept and purpose of insurance, propaganda the insurance companies deliver, whether the social insurance can satisfy their needs, the financial investments. The first factor reveals that the teachers recognize that the insurance not only protects them and their family but also improves the quality of the retirement. Second, TV commericials exert the inflence on them but can’t change their mind. Third, the teachers believe that the social insurance can’t satisfy their needs. Fourth, they acknowledge that insurance is one of the financial investments. The study results propose some suggestions to the government and the insurance companies in order to adapt the laws and to innovate the insurance policies. This study is aimed to investigate the financial management and the concept of insurance of the government employees and teachers. In order to realize how insurance industry manage the business of he government employees and teachers, we analyze the need of financial management through summarizing the merchandises that offered by the insurance industry. We take qualitative research method such as SWOT analysis, Five Force Model analysis, and interview with managers in insurance company to study the development and the difficulty of the insurance industry in the government employees and teachers. From SWOT analysis, we know the advantages of insurance industry are “get the customer family background and career information” and “rich experience in long-term asset management”; the disadvantages are “people have a lack of financial expertise” and “too late to enter the market than the banking sector”; the opportunities are “people gradually accept the concept of professional financial services” and “people’s asset are growing up”; the threatens are “wealth management in banks are already experienced” and “foreign private banks activate the business market”.

In recent years, accidents happening in PE classes have been constantly reported. While holding PE teachers responsible to a certain degree, putting the blame on teachers exclusively not only harms the trust and feelings between parents and teachers, the subsequent legal liability and compensation have also been a source of panic and pressure on PE teachers. In risk management strategies, those of retention, reduction and mitigation are most commonly used by PE teachers. However, faculty liability insurance, the transfer of liability policy after the accidents, has been employed less. In this study, after collecting relevant literature,this researcher tries to infer the factors that influence teachers’ willingness to purchasefaculty liability insurance. Those factors include the teaching personnel of awareness of liability risks for PE teachers, facilities and equipments, legal and medical issues, and the degree of involvement of liability insurance. This researcher sends out 295 questionnaires to municipal junior high schools in Taichung (including complete schools) and gets 241 back, among which 236 are valid ones. The methods of analysis are descriptive statistics, independentsamples t-test, ANOVA, Pearson correlation, and levels of statistical methods such as regression. As the results of this research indicate, when it comes to PE teachers, their perception of teaching staff, legal, and medical liability risks has positive influence on pruchasing faculty liability insurance. The involvement of faculty liability insurance also has positive effect on purchasing such insurance. Once again, the involvement of faculty liability insurance interferes PE teachers’willingness to purchase faculty liability insurance andtheir perception of teaching staff, legal, and medical liability risks. According to the aformentioned results from this paper, in the end this researcher will give related advice respectively for junior high school PE teachers, insurance companies, and researchers on this topic for their future reference. Outdoor education is one major part of the curriculum and teaching in the school, however, there exists some risks which are unpredictable or man-made hidden in the outdoor education. It is necessary that the risk evaluation and management of the outdoor education should be strengthen, and at the same time, the fact that teacher may be forced to face a liability risk of claims is needed to pay more attention on it. The purpose of this studying aims to realize the outdoor education responsibility risk perception and the effect of purchasing intention affected by the policy insurance cognition of the primary school teachers. The subjects of this experiment are the public elementary school teachers in Nantou county. All the 480 questionnaires are issued and 419 valid questionnaires were collected. The results derived by Descriptive Statistics, Independent-Sample t Test, one-way analysis of variance, Pearson product-moment correlation and hierarchical regression include the following: 1.The outdoor education responsibility risk perception of the primary school teacher has a significant positive impact on the purchase intention of staff liability insurance. 2.The policy Insurance cognition has a significant positive impact on the purchase intention of staff liability insurance. 3.The student group insurance considered in the relationship between the outdoor education responsibility risk perception and the purchase intention of staff liability insurance has no significant interference. 4.The public liability insurance considered in the relationship between the outdoor education responsibility risk perception and the purchase intention of staff liability insurance has a significant interference. Finally, based on the results in this studying, we present some concrete suggestions for the use of concerned department and researcher in future study.

With the change of time and modern people’s life style and diet habit, the population suffering from cancer is increasing year by year. Since 1982, cancer has ranked the number one for the top ten causes of death in Taiwan for 29 years. From the perspective of risk management, cancer insurance becomes more important. Therefore, even the elementary school teachers with more stable jobs and incomes should be aware of the cancer. This study aims to probe into cancer insurance cognition and purchase behavior factors of elementary school teachers in Nantou County. After literature review, the researcher designed the “Questionnaire on cancer insurance cognition and purchase behavior factors of elementary school teachers in Nantou County”, as a research tool for questionnaire survey. By SPSS 12.0 for windows, data analysis was conducted. The statistical analyses included descriptive statistics, reliability analysis and inference statistics (independent sample t test, One-Way ANOVA, Scheffe''s Method, Pearson product-moment correlation and stepwise regression). According to the purposes of this study, literature review and analytical result, the conclusions are shown below: 1. Analysis of current situation of cancer insurance cognition and purchase behavior factors of elementary school teachers in Nantou County finds that the perception of two dimensions is “medium to high”. 2. As to personal background variables, cancer insurance cognition of elementary school teachers in Nantou County has a significant difference on marital status, working years, position, economic situation and number of family cancer insurance cases. It does not show significant differences on gender, age and educational level. 3. As to personal background variables, purchase behavior factors of elementary school teachers in Nantou County only has significant differences on gender and marriage. It does not show significant differences on age, working years, educational level, positions, economic situations and number of family cancer insurance cases. 4. “Attitude toward personal health maintenance” of cancer insurance cognition reveals the highest degree of correlation with the dimensions of purchase behavior factors; “cancer insurance types” of cancer insurance cognition reveals the lowest degree of correlation with the dimensions of purchase behavior factors. 5. “Attitude toward personal health maintenance” of cancer insurance cognition reveals the highest prediction on three dimensions of purchase behavior factors. “Overall purchase behavior” can predict “overall cancer insurance cognition”. According to conclusions, this study proposes the suggestions as the references for educational authority of Nantou County, elementary school teachers in Nantou County and future studies.

The main purpose of this paper is using theory of planned behavior to study the purchase intentions of long-term care insurance among elementary school teachers’ and simultaneously examine the effect of attitude, subjective standards, and perceived behavioral control on the behavior tendencies. Different from the previous studies, this paper applies the insurance company’s corporation images element,and uses multiple regression analysis to verify the elementary school teacher’s intentions to purchase long-term care insurance. The empirical results show a significant positive correlation among the factors.Insurance companies shall pay attention to their corporation images to enhance the policyholders purchase intentions.

This study looks to understand the purchase of liability insurance by the senior high school, junior high school and elementary school teachers in Tainan City, analyzing the difference between the risk perception and implementation status, risk management awareness, liability insurance awareness, and the buying intention of liability insurance of the physical education teachers under different background variables. After collecting relevant literature, this study identifies the factors of the teaching staffs’ buying intention of liability insurance, including the factors of physical education teachers’ risk perception and implementation for physical education courses, risk management awareness, and their liability insurance awareness. In addition, a self-designed questionnaire called “Research on the teaching staffs’ purchase of liability insurance – Take the senior high school, junior high school and elementary physical education teachers in Tainan City for example” was used as a research tool. After distributing the questionnaires to various senior high school, junior high school and elementary school physical education teachers in Tainan City in the form of a GOOGLE Form, we recovered the questionnaires and reviewed them one by one, eliminating invalid questionnaires that were not completely answered, and a total of 109 valid questionnaires were recovered. Based on the data from the valid questionnaires, statistical methods such as the descriptive statistics, reliability analysis, independent sample t-test, ANOVA, Scheffe method, Pearson Product-Moment Correlation and regression were used to analyze the data. The results of this study show that there were significant differences in answers regarding different background variables, the physical V education teachers’ risk perception and implementation status of physical education courses, risk management awareness, liability insurance awareness, and their buying intention of liability insurance, especially for the courses they were teaching. This study also finds that the physical education teachers’ risk perception and implementation status of physical education courses, risk management awareness, and liability insurance awareness have a positive impact on the teaching staffs’ buying intention of liability insurance. In particular, the higher the teaching staffs’ liability insurance awareness is, the higher their buying intention of liability insurance will be. Finally, this study proposes relevant suggestions according to the above research conclusions for reference.

The quality of life in Taiwan has been significantly improved since 1995, when National Health Insurance(NHI)initiated. Nevertheless, NHI report states that people generally overuse medical resources by going to more doctors, requiring more examinations, and taking more medication than they used to. The study applies Spritzer’s empowerment theory into teachers’ empowerment module for NHI education. There were 100 teachers in the experimental group and 86 teachers in control group. A quasi-experimental, pre-test/post-test research design was also used in this study. The research result showed that the experimental group in all variables scores were higher than pre-test score, and this result didn’t showed in the control group; Through Johnson-Neyman technique to analyze , while "meaning " pre-test cores below 9.61 (85%) , "competency" pre-test cores below 9.46(91%) , "decision-making" pre-test cores below 9.73 (95%) , "influence" pre-test cores below 6.23 (72%) or “NHI knowledge” pre-test cores below 6.83 (85%), that’s post-test scores will be significantly higher than the control group scores. The process of teacher empowerment which was summed up by “experiencing powerlessness” , “gaining NHI awareness” , “learning new curriculum goals” and ”making contributions” inferred that teachers felt frustrated with the issue of health insurance at the beginning; however after participating the curriculum, they clarified many previous myths, brought new opinions on promoting health care education and affected more teaching partners with their enthusiasm. Finally, the psychological empowerment theory based on this study can take as a reference in the future to adjust teachers’ learning needs, enhance the effectiveness of teaching in school, and promote NHI education programs as well. Furthermore, this study is a model to modify the local NHI programs in the future.

According to the Constitution of the Republic of China (Taiwan): The State, in order to promote social welfare, shall establish a social insurance system to ensure people living stability and promote health safety.Current National Health Insurance, following the principles of the Constitution and Social Safety, its character is social insurance and also the social assistance.Therefore the health insurance not only achieves income redistribution, but also allocates medical resources rationally. The government brings up 2nd generation National Health Insurance System as reforms recent years trying to solve the financial in-balance difficulty due to aging of population, improvement of medical technology, and increase of health insurance coverage items. However, under the disputes of the society voices, only levying "the supplementary premium" is passed, which includes annual bonus, part-time income, income from professional practice, stock dividend, interest earning, and rental. Its aim is to extend the health insurance premium basis to maintain the financial balance. Since there are many controversies about 2nd generation Health Insurance System, this research is to discuss current health insurance system recognition and satisfaction from interviewees from elementary teachers in Wen-Shan District, Taipei, with different background, by the method of questionnaire. From the research we have following conclusions: 1. Despite of different background of interviewees, they have the common recognition of health insurance. 2. Interviewees lack the basic acknowledgement about 2nd generation of Health Insurance. 3. Interviewees have high satisfaction with the whole health insurance system. 4. Part of the National Health Insurance System measure low satisfaction. 5. Males and Females show obvious difference perspectives regarding Health Insurance satisfaction. 6. Interviewees who are levied supplementary premiums have less satisfaction with Health Insurance.This research suggests authorized units could hold a Teacher Research and Study Conference of 2nd generation Health Insurance, and to introduce health insurance in an understandable way to strengthen their knowledge of health insurance and to promote the fairness in premium sharing, and to training teachers. In this way, we believe elementary teachers would have positive thinking about 2nd generation National Health Insurance.

Because the influence of international condition, social environment and social current, the traveling demand changes into personal basic requirement of modern populace gradually. However, the rapid change of environment and the fast development of technology also make the people's risk that live in normal time increases constantly. Travelers also face the similar problems which the risk increases in the journey. Therefore, using the insurance reduces, disperses or avoids the loss when the accident occurs becomes the effective way that the people to protect the life and the property security. According to “The investigation report of citizen tour condition”, people whose incoming around thirty to one hundred thousand and have a holiday for 2 days every week who spend the most time to travel. It also shows that serviceman, official and teacher occupy crown of the domestic traveling probability in 12 occupation categories. We make a selection of the elementary school teachers in Kaohsiung to do close ended questions test. Then we carry on descriptive statistics, factor analysis, one-way ANOVA, Chi-Square test and logistic regression model to the valid questionnaires to understand the current conditions of the insurance consumption of the teacher in Kaohsiung. The advanced analysis also observed the relationship between the consumption behavior and the personality, lifestyles, populations and travel risk perception. We analyzed 869 valid questionnaires (from 1,250 random samples), it showed that 67% invited teacher insured the tour insurance actively. And the personality, lifestyles and travel risk perception of the elementary school teachers really affect to the specific items of travel insurance consumption.
