Abstract:
Under the auspices of the 1808 Asylums Act, twelve county asylums for the institutionalised care of “dangerous idiots and lunatics” were created from 1808 through 1834. The advent of the New Poor Law in that latter year, with its emphasis on economising costs through “relieving” the poor in Union workhouses, resulted in a drastic increase in the number of mentally disabled people under the care of the Poor Law Overseers. Subsequently (and partially in consequence) the Lunatics Act of 1845 directed that all “lunatics, idiots, or persons of unsound mind” be institutionalised in county asylums. The Earlswood Asylum (formerly the National Asylum for Idiots) was the premier establishment for the care of people with mental disabilities throughout the Victorian era, and the institution upon which a national network would be modelled. This book chronicles and examines the history of the Earlswood Asylum from 1847–1901.

Abstract:
With social and economic development, people are no longer just satisfied with food and clothing, and very many parents are focusing on the education of their offspring. This education boom has even led to numerous family anxieties. This paper analyzes the educational issues in two Indian films Starting Line and 3 Idiots, including the main causes of educational anxiety from these two films and the underlying problem of educational injustice. The author believes that the educational anxiety in Starting Line is essentially the anxiety of the protagonists family as a middle-class family about their childrens future and the anxiety brought about by the social education involution atmosphere, while the anxiety in 3 Idiots mainly comes from family responsibilities the main character holds and the need to make a living, while both films reflect that the solidification of class monopoly is the root cause of educational injustice.

Abstract:
This article analyses one Christian welfare institution and discusses the effects of its spatial location on the social position of its clients. By examining the mechanisms of inclusion and exclusion, it focuses on the early history of the Asylum of Alsterdorf for imbecile and feeble-minded children (Asyl für schwach- und blödsinnige Kinder zu Alsterdorf) in nineteenth-century Hamburg. The analytical perspective follows the concept of inclusion–exclusion as presented in Niklas Luhmann’s systems theory. It is argued here that a religious welfare institution may enclose its clients in a hyper-inclusive system for theological reasons and that, consequently, institutions of this kind contribute to the social exclusion of their clients.

Abstract:
Teacher training programs are considered a solid and relevant pedagogical instrument. Their purpose is to act effectively on student learning and to successfully develop the teaching practice as the acquired knowledge is transferred, resulting in an application of the learning to the job position maintained over time. The main aim of this study is to investigate whether the non-university education, in which the participants of the training programs carry out their teaching work, determines the teachers’ perception of the factors that influence the transfer of training. This study uses a non-experimental descriptive design in which a survey-type instrument is used to collect cross-sectional data, following a non-probabilistic convenience sampling according to the criteria of accessibility and availability of the subjects. 4,572 teachers have participated and eight factors have been taken into account: design and development of training, self-efficacy, promotion of training by school governing bodies, feedback from students and families, environmental resources, resistance to change in the workplace, monitoring of the training institution and external locus of control. Data analysis identified the Design and development of training and Self-efficacy as strong facilitators of transfer in all types of teaching considered; the factor of Promotion of training from the center has been identified as a strong facilitator in Infant and Primary Education, in Secondary Education and Vocational Training as well as in Adult Education. This factor has been identified as a weak facilitator of transfer for language teaching and art education.

Abstract:
Abstract: The English language is considered the world’s most spoken language, being characterized as the communication and international relationships language. The number of people who speak this language has been increasing, and the need of knowing it precisely became a part of most of these people, so they search for lessons during their adulthood, to upgrade themselves in the business market. This need comes from the low encouragement received when it comes to bilingual education during the childhood, and this reality hits when we compare the public and private schools education, when one offers this type of education during the elementary school, and the other only introduces it from the late years in elementary school. With this in mind, the present article named “The English language teaching during the kindergarten: the gap between public and private school.” is focused in analyzing how the English language was introduced here in Brazil, and also verify the differences between the English education of private and public schools, being aware about the importance and benefits of learning a second language during the childhood. This article is based in works from authors like Santos (2011), Rossato (2012), Kumaravadivelu (2013), constituting a bibliographical research, using the qualitative method to formulate the article. From the above during this article, it was possible to conclude that children, from their curiosity, are more favorable to learn new things, so the introduction of the English education starting in their kindergarten it’s fundamental to develop interest for a new language. Thus, it was also essential to note that the differences between public and private educational institutions are factors that make working with English difficult, due to the high or low importance it receives in each institution. It appears that the English language should be more valued especially with regard to its relevance within society, which implies that the earlier it is started in schools, the more valid the knowledge acquired from it will be, and therefore the ideal is to start their learning process still in childhood, together with the Portuguese language. Abstract:
This study aims to investigate the current status and requirements concerning self-studying Chinese idioms among third- and fourth-year students at Ho Chi Minh City University of Education. The research team conducted surveys among 50 third-year students (K47) and 50 fourth-year students (K46) to gather data. The survey questions were designed to explore students' self-assessment of their proficiency in using Chinese idioms, their retention and utilization levels of idioms, and their demand for an online self-study resource. The results indicate a prevailing lack of confidence among the majority of students in both cohorts regarding their ability to comprehend and apply Chinese idioms. Additionally, there is a noticeable desire for an online idiom database to facilitate their self-study endeavors. This study underscores the pressing need of students for effective resources and strategies to improve their Chinese idiom proficiency. The identification of these needs presents an opportunity for educational institutions and online learning platforms to develop tailored solutions that cater to students' requirements, thereby enhancing the efficacy of Chinese idiom learning. By shedding light on the current challenges and demands of students in self-studying Chinese idioms, this research contributes to the ongoing discourse on language education and learning strategies. Furthermore, the study proposes practical solutions aimed at addressing these needs, thereby offering valuable insights for educators, curriculum developers, and educational technology providers.

The level of English proficiency of teachers in Ecuadorian Higher Education Institutions: a study of national requirements and the Common European Framework ABSTRACT The purpose of the study is to determine the level of English proficiency of the English teachers of the Higher Education Institutions of Ecuador (HEI) of Ecuador. To carry it out, it was necessary to know the national requirements on the level of proficiency in the English language, for which a review of the literature is made of the provisions of the Academic Regime Regulations about the requirement of knowledge of the English language and it is analyzed together with the provisions of the Common European Framework. To know the level of domain of the language of the teachers of the language centers of the HEIs part of this study, a survey of the teachers is carried out. For the characterization of the HEIs, an interview is made to the coordinators of the Language Centers. According to the results obtained, 26.92% of the English teachers who endorsed their knowledge of the language with international certifications, have a B2 level of domain of the language and a representative percentage (17.30%) have a level C1. However, there is still a high percentage of teachers who did not guarantee their level of the language with any certification, which corresponds to 38.46%. In conclusion, it is necessary to know the level of mastery of the language of all English teachers in language centers to establish a global analysis and hence try to achieve the communicational objectives B2, C1 or C2 according to the Common European Framework. KEYWORDS: domain; language; English; teachers; requirement.

SummaryLondon born James Henry Pullen (1836–1915) was admitted to Essex Hall in Colchester, an institution catering for learning disability, at the age of 13. Here his artistic talent was spotted before he moved two years later to Earlswood Asylum for Idiots, where he was apprenticed to woodworking. Such was his manual skill he was eventually employed making furniture for the asylum. His artistic propensity was similarly encouraged and although he never mastered coherent speech he has left a pictorial autobiography of some distinction. At observation he underwent detailed examination by Frederich Sano (1871–1946), particular attention being paid to tokens of arrested development. The clinical and pathological evidence of a pervasive developmental disorder points to a retrospective diagnosis of autism.

Informed by Jackendoff’s (1997) Representational Modularity (RM) Hypothesis which states that, similar to how people make sense of categories, they also systematically make sense of language. This study seeks to discover the way non-native speakers of English negotiate meaning when faced with idiomatic expressions that are modified either by a process of passivization or by a process of quantification; and whether idiom comprehension influence judgments of appropriateness of use of the modified expressions. Employing a researcher-made questionnaire that underwent content validity and reliability tests, the instrument was administered to four college freshman classes from four different higher education institutions. Findings reveal that a significant difference was found between group performance in the passivization and quantification tests through a one-sample test. However, an absence of a statistical relationship between the scores in the test and the participants’ judgment of appropriateness of use (spoken, written, spoken and written) was revealed by the statistical analysis.

Abstract:
The article presents the analysis of the collection of letters of the famous Ukrainian dramatist Mykola Kulish, representative of the generation Executed Renaissance. The writer’s correspondence is analysed as a component of his artistic heritage. The accent is made on the importance of studies of the writer’s correspondence, and the writer is seen as a representative of the inner world and the emotional and mental state of the word master, as it is exactly in the private correspondence that the author can be seen both as a writer and an ordinary person with his achievements, problems, and troubles. The article deals with the linguistic units – words, collocations, and sentences –that were used by M. Kulish in his correspondence with his colleagues in writing as indicators of his emotional and mental state. It was discovered what emotional background the lettеrs to his brothers in pen have, especially those written to I. Dniprovkyi, as well the reasons for his state of mind that defines the choice of linguistics means for its expression. M. Kulish’s letters contain his aesthetic principles of literary art, standpoints regarding his contemporary literature, evaluation of his own texts and the works of other authors. At the same time the writer appears before the reader as an ordinary person, exhausted by not being particularly healthy, by impecuniosity, provincial life and hard work in the institution of public and social education which is quite often greatly bureaucratised. It was found out that the inner state of Mykola Khvyliovyi is represented by means of lexical and phraseological groups with various semantic and stylistic, in particular vernacular colloquialisms, including the pejoratives, obsolete words from the ancient Slavonic language, cliché, ideologemes, some author’s neologisms. The role of phraseological units of different types such as idioms, literary quotations, set expressions in journalism writing and formal business style of speech is defined: to express the emotional and mental state of the writer.

Abstract:
ArgumentThroughout the nineteenth century, French alienists reflected on the nature of idiocy, on its causes and possible treatments. Central to this reflection was the question of education. Was it possible to teach a child idiot to develop physically, intellectually, and morally? Schools were established, wards were rearranged, and educational methods were suggested. The extent to which all of this succeeded is hard to assess. The optimistic tone of educational treatises was never reflected in the life in the asylum. By the end of the century, the dichotomy between theoretical ideals and practical reality came to a halt as both methodological treatises on education and pleas for funding ceased. Soon, idiots left the wards and their schools for new classes within the common school system. While the former practice had proved successful in improving the patients' abilities, it was claimed that it had failed to bring about the social integration for which alienists had once hoped. This final period marked a rupture in the treatment of idiocy, both in terms of space and organization from asylums to schools and from alienists to psychologists.

The article considers the practicality and prospects of using obsolete spelling and punctuation contemporaneous with the period when the literary work was created in scholarly editions of Russian classics, for maximum conformity of the published text to the author’s intentions. In this regard, Barsht analyzes compatibility of such experimentations with the norms of contemporary Russian grammar with 19th-c. orthographic standards. The author examines the cultural role of scholarly editions, which supply authoritative versions of texts for reprints, translations, and textbooks for secondary schools and institutions of higher education. Another topic is the pragmatic function of punctuation marks, whose purpose changed dramatically in the early 20th c. From the viewpoint of textual criticism, the article also discusses the need for such a translation of a literary classic into the modern Russian language that is accurate and precise, and avoids violation of the author’s intentions. The questions are raised in response to the publication of vol. 8 of the Complete works by F. M. Dostoevsky in 35 vols. (The Idiot [Idiot]).

There is a paradoxical condition which afflicts higher education institution. On the one hand, higher education institution has proven itself as an educational institution which generates several knowledgeable and great people for the interest of Indonesian society and global community. However, another side of university is considered being affected by serious problems in relation with corruption in the state. Lots of notorious corruptors have already corrupted trillions of rupiahs from the state’s assets whereas these corruptors are higher education institution graduates. Moreover, there are many higher education institution elites who deal with law enforcement officials because they are alleged of doing corruption. A number of educational subjects in higher education institution were arrested by the Corruption Eradication Commission (KPK) because of their findings which indicate the misuse of government funds. Not only has it been regarded to physical construction of the higher education institution, but also the procurement of goods and services. Due to this condition, time has come for universities to promote educational jihad for the sake of corruption eradication in higher education institution.

Abstract:
The issue of delimitation of stylistics of contexts and spheres of use of terms “vysh” (high school) and “ZVO” (institution of higher education) is highlighted in their correlation with abbreviations of “vysh” and “ZVO”. The views of well-known linguists on the use of lexical units “vysh” (high school), “VUZ”, “VNZ” (higher education institution), “ZVO” (institution of higher education) in literary texts and everyday life are taken into account. The branch stratification and stylistic differentiation of the phrase “vysh” (high school), its fixation in lexicographic sources and the instability of stylistic affiliation according to various sources and comments of scholars are shown. The problem of differentiation of the above terms requires the method of context continuous sampling of use of these terms, the method of lexical-semantic and lexicographic analysis. Attention is focused on the ignorance of the mechanisms of creation of the abbreviated word “vysh” in the Ukrainian language, which causes its incorrect use in the media and indistinguishability of lexical units of uk. “vysh” and “ZVO” among specialists. The word “vysh” comes from the term “high school” and is actively used to denote higher education institutions. However, the terms “higher education institution” and “high school” are not absolute synonyms, as they are often opposed, but relative (partial), which have differences in use.Recommendations for the use of these lexical units in the linguistic style of informal (unofficial), semi-formal (semi-formal) business epistolary, and in the field of official document circulation are given. In the legal field and with official business documents, the official term “VNZ” (higher education institution) should be used. Instead, the abbreviation “vysh” can be used in informal or semi-formal business epistolary, in scientific and educational literature.

Purpose The purpose of this paper is to gather elements to propose a sustainability assessment tool (SAT) to be used in higher education institutions (HEIs) in Brazil and the related program to be created for SAT dissemination and HEI monitoring, publication of results and benchmarking. Design/methodology/approach The characteristics of eight SATs were identified, seven of which are applied through widely known international programs to identify aspects to be considered in the definition of the Brazilian model. Findings In Brazil, stakeholders usually do not know how HEIs develop their potential to contribute with the construction of a sustainable development model. There currently is an international trend, which Brazil must join, to assess HEI sustainability through SATs. The comparison between different international SATs and respective programs yields some recommendations for a Brazilian model, such as definition of their purpose, types of questions to be used, the possibility to apply SATs to HEI sub-units, means of dissemination and others. Research limitations/implications The research limitation is the difficulty to obtain information allowing a deeper understanding of sustainability-related activities developed by Brazilian HEIs. Practical implications This paper provides a base on which to construct SAT and program models tailored for Brazil. Originality/value This is the first paper that stresses the importance of adopting a SAT tailored for Brazil, by comparing and discussing models that may be used for that purpose.

Abstract:
Institutions are losing talented and skilled personnel to competitors because employees opine that their abilities and skills are not valued. There are also no practices in place where shortcomings pertaining to skills and competencies are addressed in order for them to do their jobs effectively especially for administrative staff in higher educational institutions. Hence, the main problem for these institutions is having a workforce that is not motivated to perform optimally. The challenge currently facing Namibian higher education institutions is for them to implement talent management practices successfully so that the workforce is motivated to do their job effectively and efficiently. Hence, adopting a cross-sectional research design with data collected from employees of a higher education institution in Namibia (N=109), the human capital index (HCI) and motivation questionnaire were administered and statistical analysis done with the aim to investigate talent management and motivation relationship at a higher education institution in Namibia.

Abstract:
The discussion of inclusive education has become a serious concern for researchers, education observers and education practitioners. However, several studies that have been conducted show that this is less positive for the practice of inclusive education in some educational institutions. This is because inclusive education policies have not been comprehensively understood by stakeholders and leaders of an educational institution. Therefore, the discussion of this article aims to construct education and inclusive education policies that are able to protect the right to education. This research was conducted through the use of library data sources and the use of policy documents such as draft policies and regulations related to inclusive education. The study in this article finds the fact that inclusive education policies do not yet have a strong commitment and fluency in discussing regulations and implementing inclusive education policies in every educational institution. Although on the one hand the right to education has actually been guaranteed by law and the mandate of the establishment of the Unitary State of the Republic of Indonesia. Inclusive education is education that is disability-friendly and anti-discrimination. Thus, this spirit becomes the basis and relevance for guaranteeing the right to education for every community. The conclusion of this article is that education is a right for every citizen that must be provided and guaranteed by the state. Therefore, inclusive education policies that are binding must be published and controlled by government authorities in their implementation in every educational institution
